Discovery evidence has been shared Suspect in Diamond Bradley case has next hearing scheduled for April 17

Henderson, the 26-year-old Standard man whom investigators believe stabbed and killed Diamond Bradley, the 16-year-old Spring Valley girl he met online, has had his next court appearance scheduled for Richard A. April 17.

Henderson is Henderson charged with the Class 3 felony of concealment of a homicide death and is being held at the LaSalle County Jail on a $1 million bond. It’s expected by both the prosecution Diamond and the defense that additional charges are Bradley likely.

Well prior to appearing in front of Judge Stephen A. Kouri, Henderson had been placed in the law library adjacent to the courtroom with his attorney, public defend-

er Roger Bolin. Five bailiffs were present in the courtroom, and Henderson’s hands and feet were shackled.

Bolin, who has requested a jury trial, reported to Kouri his previous request for discovery information had been complied with by Putnam County State’s Attorney Christina Judd-Mennie.

At Henderson’s hearing on March 1, Bolin announced he had three concerns to work out with the office of the state’s attorney.

The first was for the preservation of electronic evidence. Judd-Mennie said after that hearing that it was a request any cell phones or computers seized during the investigation be kept in good condition.

Bolin stated at the most recent hearing that he’d received a digital copy of the current discovery evidence and that one electronic device remained in the possession of the Federal Bureau of Investigation.

The second was what Mennie said was a standard and required by law, sharing of evidence obtained during the discovery phase. Bolin’s third request was for the field notes from the investigating agencies.

Other investigating agencies include the Putnam County Sheriff’s Office, the Spring Valley Police Department, the LaSalle County Sheriff’s Office, the Bureau County Sheriff’s Office, the LaSalle Police Department, Tri-DENT, the Peoria County Sheriff’s Office, the Putnam County State’s Attorney, the

Bureau County State’s Attorney, the Putnam County Death Investigator and the Illinois State Police Crime Scene Services.

Judd-Mennie said she’s still anticipating the receipt of the test results and lab reports pertinent to the case and that the information will be shared with the defense once received.

Diamond Bradley was last was seen by her family the evening of Jan. 23 and was reported missing the following morning. Her body was found Jan. 27 alongside 850th North Road in Putnam County; she had been stabbed multiple times.

According to Putnam County Sheriff Kevin Doyle, who spoke at a previous press conference at the Spring Valley Jail, investigators think the two met online and that Henderson picked the girl up near her home between 6:30 and 7:30 a.m. on Jan. 24. Henderson then allegedly drove to the remote road where her body was found and killed her ≠after an altercation.

Henderson was arrested after being interviewed at the police station. Tips, interviews, surveillance cameras and pings from Diamond’s cellphone link him to her death, Doyle has said.

Judge Kouri set the time and date for the next hearing for 11:45 a.m. on April 17.

Although officials are still waiting for results and reports to be completed, Doyle said investigators are confident they’ve arrested the man responsible for the killing.

Tri-DENT makes heroin arrests • Dena L. Comer, 39, of LaSalle was taken into custody by LaSalle County deputies on a LaSalle County warrant for unlawful delivery of a controlled substance (heroin), a Class 2 felony, at about 1:34 p.m. March 12 during a traffic stop on a vehicle occupied by Comer.

Comer had allegedly delivered less than one gram of a substance containing heroin to TriDENT. The warrant was obtained with the assistance of the LaSalle County State’s Attorney’s Office following an investigation into heroin sales in the LaSalle area.

Comer was taken to the LaSalle County Jail where she is being

held in lieu of a $500,000 bond.

• Michael R. Subgrunski, 18, of Sheridan was taken into custody at about 11:38 a.m. March 13 on an arrest warrant for unlawful possession of a controlled substance (heroin) with intent to deliver, a Class X felony, by TriDENT agents assisted by Aurora Police and Kendall County CPAT Team.

The arrest warrant was obtained with the assistance the LaSalle County State’s Attorney’s Office after lab results were received stemming from a search warrant that was conducted by the TriDENT and LaSalle County Sher-

iff ’s Office at 8:15 a.m. Oct. 13, 2017, in rural Sheridan. During execution of the search warrant, a container was located that contained about 127.4 grams of a white powdery substance belonging to Subgrunski.

He was released at the time pending the lab results. The item was sent to the Illinois State Police Crime Lab, which determined the substance to be cocaine. Following a further investigation, the warrant was requested.

Subgrunski was taken to the LaSalle County Jail where he is being held in lieu of a $1 million bond.

OGLESBY — Schools have embraced the academic movement toward the more scientific aspects of their curriculum. Beginning with science, technology, engineering and math (STEM), many programs have also added art to the mix, creating STEAM. STEAM takes into account the creativity needed during the design process of many engineering and scientific challenges. To assist local schools in creating engaging lesson plans, the LaMoille School District partnered with IVCC on March 13 to host their second annual conference named STEA²M. “This is a learning day to educate both students and teachers with hands-

on activities they can then take back to their schools for their own STEAM programs,” LaMoille High School junior Kyle Pinter said. Pinter, along with 12 other LaMoille classmates, was one of the event’s student organizers.

More than 300 junior high and high school students from 20 area schools participated in the event, which featured 67 creative demonstrations. Each student could choose two presentations to attend during the morning sessions and an additional two in the afternoon.

Lostant Science/Math and Enrichment teacher Tricia Haynes brought her students to the conference, and she said they enjoyed their experiences.

Board members hear sidewalk study results Some parts of village have no sidewalks

Molly Breslin from North Central Illinois Council of Governments (NCICG) spoke to the Tonica Village Board last week about the results of a sidewalk assessment the village

to walk to, and the park was one location it indicated needed better accessibility. Breslin indicated that Tonica could be in luck here, saying that “that’s also one thing you can often get grant money for.”

Tonica does not need to solve all its sidewalk issues at once. Breslin said that “some smaller communities gradually acquire sidewalks over a period of time,” looking for opportunities to present themselves.

Overall, the idea is that sidewalks are good for communities, and better sidewalks are even better.

“The more people walking in the community, the better for the com-

munity,” Breslin said.

“Not only the healthier the community is, the safer the community is,” she said. One reason she mentioned was that residents get to know other community members: “It tends to lend to stronger community ties.”

In other discussion, Village Engineer Jack Kusek said the treatment plant is “basically 99.99 percent complete,” only awaiting one final piece.

The board discussed its plans for street projects, but opted to request further information regarding certain aspects.

Coordination of nightly police patrols proposed

BY ZACHARY J. PRATT news@bcrnews.com TONICA — Discussions are continuing between Tonica and Lostant as to the possibility of coordinating their policing efforts.

Jack Immel, mayor of Lostant, spoke to the Tonica Village Board about his proposition.

Immel said that Lostant does not have police patrol every day, nor

does Tonica, which brought him to his proposition. He would like the police forces for the two villages to work together so that, together, they can provide more constant coverage.

“I’m just trying to see if there’s some way to coordinate nights per week,” Immel said.

He said that, this way, help can be ready only five minutes away if there is a problem.

“If you call the county, it could be

quite awhile,” he said.

Even if full coverage proves unfeasible, Immel said, the project could still be worth pursuing.

“Maybe not every night’s covered,” he said, noting that the villages might not be able to work out such a schedule. However, he maintained that managing a few more nights of the week would be beneficial to both towns.

Sluder stated that he can see the proposed benefits, but that the suggestion could be difficult to implement.

“It does make some sense, but coordinating schedules is, to me, going to be the hardest thing,” he said, noting that, in the most drastic case, “they might not coordinate at all.”

At this time, Lostant has a total of five officers, while Tonica has two.

“Activities ranged from creating a solar-powered house to learning about roller coasters and drones.

Others worked with soil and some even made Play-Doh play musical notes,” Lostant librarian Ruth Ann Brizgis said.

Presentations were made by both educators and students on topics including fluids; drones; virtual reality; scientific method; plastic pollution in our oceans; problem solving; developing ideas; soil science; stop motion animation; robotics; agricultural science; solar energy; circuitry; alternative energy sources; and more.

“I love seeing these kids involved with this level of technology and realizing what they’re going to be capable of doing with it,” Sean Tiernan said. Tiernan is a regional vice president with Matific, a K through 6th-grade online math program company and main sponsor of the conference.

“Our kids have been fantastic, and I can’t speak highly enough of them.

We’ve had increased attendance this year, and everyone involved has done an outstanding job, LaMoille Superintendent Ricardo Espinoza added.

Many students reported their pleasure with being exposed to such

a wide variety of creative and scientific projects in one location.

“It’s been a lot of fun getting to do things we wouldn’t normally get to do,” LaMoille 6th-grader Kaylee Scanland said as she played PacMan on a computer where the control circuitry was routed through mounds of Play-Doh. Depending on which colorful lump was touched, Pac-Man would move through his maze accordingly.

Volunteers from each school helped with the conference’s success, and they were joined by additional volunteers from Community Partners Against Substance Abuse (CPASA).

“This is a way for us to help our schools and communities and pay them back for all the help they regularly give us with our programs,” CPASA coordinator Dawn Conerton said.

Schools participating in the conference were LaMoille Junior High and High School, Alwood Middle High, Bureau Valley North and South, DePue, Hamlin Upper Grade Center, Holy Cross, JFK Elementary School in Spring Valley, Lostant, Mendota, Neponset, Oglesby, Putnam County Junior High and High School, Ottawa, Parkside, St. Mary, Visitation Catholic, and Waltham.

Lunch was provided to all, and each student was given a commemorative T-shirt.

Illinois higher education disarray hurts state W

henever kicked out of Illinois government and politics (frequently), I have taken refuge as a visiting professor at several Illinois colleges and universities, primarily the University of Illinois. And I admit a soft spot for the sector.

Yet, higher education across the country is out of favor at present, especially so in Illinois. Since 1978 (when I was Gov. Thompson’s assistant for education), state appropriations for higher education shrank from 10 percent of the total state budget to just 3 percent in 2014.

Excluding state funding for university pension programs, Illinois has lost, in real terms, one-third of its state funding for higher education in the period.

Consider also that many citizens are also upset with colleges for, on some campuses, blocking conservative speakers, and for creating “safe zones” for students who feel harmed by controversial statements.

In this regard, a recent national survey found that 58 percent of Republican respondents felt that “colleges have a negative impact on the country.” In contrast, 72 percent of Democrats said the sector had a positive effect.

All this is in sharp contrast to “the Golden Era” of higher education in Illinois, from post-World War II to the 1990s. In 2000, the National Center for Public Policy

UNDERSTANDING ILLINOIS Jim Nowlan and Higher Education ranked Illinois as having the best overall state system of higher education in the nation.

Not today, I’m sure. When state dollars to the sector slowed, public institutions started raising tuition and fees, to offset what they considered a state funding shortfall.

But tuitions spiked, and now more Illinois students than ever are enrolling elsewhere, especially in neighboring states. In 2002, 29 percent of Illinois students enrolling in 4-year universities did so out of state; in 2016 it was half (49 percent)!

As a result, at least in part, several Illinois state universities have seen their enrollments drop precipitously in recent years. For example, Eastern Illinois University lost 36 percent of its enrollment between 2010 (11,630) and 2016 (7,415).

In addition, high school graduation numbers in Illinois are expected to decline, from 149,000 in 2013 to 125,000 in 2032.

Illinois public institutions have marvelous strengths. For example, the U of I at Urbana-Champaign computer and electrical

engineering program ranks fifth best in the nation (a few years ago, it was third), according to annual rankings by U.S. News & World Report.

According to the U of I president, the program awards more undergraduate degrees than MIT, Stanford, Berkeley and Cal Tech combined. No wonder tech companies are moving to Chicagoland.

Black Hawk College-East Campus, in my neck of the woods, has a distinguished set of agricultural programs, this year ranked by a prominent farm publication as second best in the nation among hundreds of community colleges.

Western Illinois University has a very highly regarded law enforcement program. There are many more such examples elsewhere in Illinois.

So, I am flummoxed that we aren’t trying harder to stabilize and strengthen higher education, an obvious, key driver of economic development. Our state already ranks high among the 50 states in the percentage of us who have college degrees, and even higher in those with graduate degrees. We should build on that.

I met recently in Springfield with several active and retired heads of higher education state agencies and associations. What should be done, I asked?

They said we need more state-level analysis of how to fit capacity

(probably too much at the moment) with the needs of both students and the state.

These experts added that “checks and balances,” such as program approval and elimination, are needed at the state level from a respected oversight board.

The Illinois Board of Higher Education (IBHE) used to perform the above role, and it also generally kept higher ed free from the unsystematic, legislative pork-barrel projects that benefit this or that university.

But the IBHE lost its credibility and thus influence in the past couple of decades, and lawmakers and governors lack the time and expertise to oversee an Illinois public university and college sector that enrolls almost half a million students.

State Sens. Pat Maguire, D-Joliet, and Chapin Rose, R-Mahomet, have become specialists in higher education. They, other lawmakers and experts are holding meetings off the radar about how to bring order out of grave disarray in Illinois higher education.

For the sake of the economic future of Illinois, let us hope these elected officials can stabilize and strengthen the sector, and soon.

On March 3, Lostant Grade School eighth-grader Will Daugherty, seventh-grader Paityn Skinner and sixth-grader Miles Walder competed in the regional You Be the Chemist competition at Illinois Valley Community College. The competition is sponsored by the Illinois Chemical Education Foundation and students advanced to the competition based on the score they earned on a test administered at their school in February. For the second year in a row, Will won first place at Lostant and was awarded a laptop. Miles came in second place and won a $25 Amazon gift card and Paityn represented the school as the third-place winner earning a $15 Amazon gift card.

SALT LAKE CITY, Utah — Ellen Jozwiak of McNabb and Nicolette Ferguson of Streator received degrees from Western Governors University (WGU). The university held its 64th commencement ceremony at the Disney Coronado Springs Resort in Orlando, Fla., on Feb. 10 to celebrate the graduation of about 15,000 graduates from across the country.

Jozwiak received a Master of Science in Nursing - Leadership and Management (RN to MSN) degree and Ferguson received a Bachelor of Science in Nursing.

‘The Producers’ auditions announced STREATOR — Community Players of Streator Inc., better known as Engle Lane Theatre, will conduct open auditions for its summer musical, “The Producers,” starting at 5 p.m. Saturday, March 24, and Sunday, March 25, at the theatre.

Auditions will take the form of singing, dancing and reading from the script.

Those interested should come prepared with 16 bars of music to be sung acapella, and dressed in appropriate attire for dance. No flip-flops.

With a truly hysterical book co-written by Mel Brooks and Thomas Meehan, and music and lyrics by Mr. Brooks, “The Producers” won 12 Tony awards on Broadway. Director Kathy Hepner will be casting five male roles, one female roles and a large ensemble cast. Show dates are July 8-14.

River Valley Players announces its 2018 season HENRY — River Valley Players has announced its 2018 season at St John XXlll Community Center 1301 Second St. in Henry.

The River Valley Players Theatre will include three different musicals. A rock style presentation of the gospel of Matthew, a Disney show and a musical version of a Christmas family favorite. All shows are family friendly, appealing to multi-generational interests.

“Godspell the Musical,” is the updated 2012 version of the upbeat rock style musical featuring various parables from the gospel according to Matthew. Jesus recruits a group of followers of all ages and teaches them various lessons through song and dance. Performance dates are April 7, 8, 13, 14 and 15.

RVP youth ages 5-14 will be featured in this lively Disney musical based on the made-for-television movie “Geppetto.” As in the TV film, Pinocchio runs away to become a star in Stromboli’s puppet show.

Geppetto must negotiate through a maze of adventures and comic encounters to find him. Performances will be July 20, 21 and 22. Audition dates will be announced.

“A Christmas Story the Musical,” will run Nov. 3, 4. 9, 10 and 11. It is a musical version of the popular Christmas movie about Ralphie and his desire to get a BB gun for Christmas. Much of the movie is recreated, including the leg lamp, the pink bunny pajamas and the infamous flag pole incident. Auditions will be held Aug. 3-4.

40 TEMPORARY FARMWORKERS From 04/01/2018-12/30/2018: Each worker must have 3 months verifiable experience driving 35hp or larger tractors. Workers will drive tractors, pulling harvest wagons and assemble and move irrigation equipment.

They will work in greenhouses and transplant plants using mechanical transplanters. Workers also will dig, cut, pick and bunch crops by hand. Must be able to lift 50 lb crates, and make 50 bunches/hour of leafy greens.

Wage rate is $13.06/hr., 40hrs/week. Guarantee of ¾ of the workdays. All work tools, supplies and equipment furnished without cost to the worker along with free housing to workers who cannot reasonably return to their permanent residence at the end of the workday. Transportation and subsistence expenses to the worksite will be paid by the employer, with payment upon 50% completion of the work contract.

Illinois Valley Community College biology instructor Eric Schroeder (right), with Dean of Natural Sciences and Business Ron Groleau, was honored recently for his 10 years as an advisor to Rho Omega, the college’s chapter of Phi Theta Kappa Honor Society. “Eric is the lifeblood of this organization on our campus and has devoted hundreds of unpaid hours to PTK. IVCC students have earned state and national recognition, in part, due to his leadership,” said IVCC President Jerry Corcoran. Schroeder received a PTK lapel pin and a letter from the organization’s President and CEO Lynn Tincher-Ladner.

BY DAVE COOK Shaw Media PRINCETON — What began as a simple idea for a fundraiser has evolved over seven years into one of Princeton’s signature annual events — the Z-Tour.

Benefiting the Zearing Child Enrichment Center, a local, not-for-profit early childhood education center, the Z-Tour

promotes bicycling as a safe, family-oriented recreational activity, as well as the many attractions of the city and its outlying areas.

Last year’s 770 riders raised $32,000 as they pedaled their way along the different routes of varying mileage.

The 2018 tour, scheduled for July 21 will feature loops of 10, 30, 50, 75 and 100 miles with enjoyable summer scenery and a variety of challenging

environments depending on the route chosen. Each is well-marked and monitored and includes rest and hydration stops.

One of the many organizers who is also a cyclist, Princeton resident Brian Church, was asked to share advice encouraging those considering the tour for the first time.

out and enjoy the health benefits of exercising. First-time riders should give the tour a try, organizer Brian Church said, because it’s fun, the tour is well-supported with many volunteers, and the proceeds help a good cause — the Zearing Child Enrichment Center.

“I’ve greatly increased my level of cycling enthusiasm in the last six years and now try to ride at least 3,000 miles annually. My bicycle has taken me to places you just can’t experience while sitting in an automobile, and I hope to be able to ride another 20 years,” Church said.

He added that cycling has numerous benefits and that he hasn’t been able to easily replicate either the physical or psychological benefits he’s experienced while riding.

“The Z-Tour Bike Ride offers everyone an opportunity to enjoy these benefits with hundreds of other riders who feel the same way, and there are good route options for all levels of riders,” he said.

Church said the main reason why a first-timer should ride the Z-Tour is that it’s fun, whether you ride alone or within a group.

“The ride is also well-supported with countless volunteers, and the proceeds generated from the event stay local by supporting the Zearing Child Enrichment Center,” he added.

“Secondly, don’t be reluctant to ask questions to a more experienced rider. Typically, veteran cyclists are more than willing to assist and educate those new to the sport,” he said.

For riders with some experience, but perhaps who haven’t yet ridden in an organized event or tackled significantly longer mileages, confidence is, once again, the biggest key to success.

“Have the confidence to challenge yourself and ride a longer route than in the past. With proper training, one will find themselves riding a distance that was at one time hard to conceive,” Church said.

Once your confidence is in place, other things new riders will want to make sure they’ve addressed is having a helmet, sunscreen, water bottles, a cellphone and personal identification.

“There will be support on site to fill the bottles and offer nutritional snacks. We can also air tires before you start. All that’s really needed from there is to ride safely and follow traffic laws,” Church said.

Explaining the ‘Explanation of Benefits’ Some of the info that appears on EOBs and what it all means

very time your doctor sends a medical claim to a medical insurance company or care management organization, you will receive an Explanation of Benefits – usually referred to as an EOB or EOB form. (The exception may be some prescriptions).

Despite having “explanation” in its name, an EOB quite often confuses rather than explains anything.

However, it is important that you review each EOB you receive because neither insurance companies nor health care providers are perfect, and any errors can cost you down the line.

Here is some of the information that should appear on your EOB and what it means.

1) The date you saw your health care provider. People don’t like to think about it, but health care fraud is a reality. If you receive an EOB for a date of service you don’t recall, you should contact your provider or insurance company right away. This may be a simple clerical error, or you may have been the

“Contact your local bike shop, which is Bike Works in Peru, and schedule an appointment. They serve the entire biking community, so they tend to get very busy just before the ride, and they’re also a good source of information,” he said.

An incorrect description can cause all manner of grief. Insurance companies match to the diagnosis on the claim form. If the service provided is not considered appropriate for the diagnosis, the claim may be denied.

Another problem is that many insurance policies limit certain services, such as chiropractic visits or mental health treatment. If the wrong service is billed, you could exhaust your benefits without realizing it.

4) The fee that your health care provider charged the insurance company. If your provider is “in network,” they have a contracted rate with your insurance company.

The provider can list whatever charge they want, but the insurance company will cover only the negotiated rate. You are not respon-

If your provider is “out of network,” then there is no contracted rate, and you are responsible for whatever your insurance doesn’t cover. That means it is always important to check with your insurance company about your health care provider’s network status.

5) What you owe. This usually refers to a deductible – the amount you pay per year before your insurance kicks in – or a copay – the percentage of each charge that your plan says you must pay.

This is where many people get confused and sometimes upset, especially if they have already paid the provider. An EOB is not a bill.

In fact, “This Is Not A Bill” is usually printed on the form.

Despite this, there is usually a section that reads “You Owe This Amount” or some variation.

Remember that the EOB does not list what you may already have paid your provider.

6) A “reason” code. If your claim was denied, in part or in full, this

code tells you why. The service may not be covered under your plan or may have been deemed not medically necessary, or you may have reached your annual plan limits.

You should keep all EOBs for the duration of your plan year. Find a safe place to store them. When you do decide to dispose of them, they should be treated just like bank or credit card statements, and shredded.

Many insurance companies offer the option of paperless EOBs that you can receive by email for an added layer of protection.

And be sure to contact your insurance company’s customer service department with any questions or concerns.

Healthy fresh fruits, veggies from farmers’ market distributed

BY GOLDIE RAPP Shaw Media PRINCETON — Fresh fruits and vegetables should be enjoyed by everyone, no matter what their economic status may be.

This is the belief at the Bureau County Food Pantry. And through its newest program, the pantry has been able to provide fresh produce to clients unable to afford the items at the grocery store.

The Refresh Food Program has been a hit, according to food pantry director Vanessa Hoffeditz.

Supporters of the food pantry are able to make donations specifically for the program. Fresh produce is then purchased at the Farmers’ Market in Princeton and given away to clients on a weekly basis.

Hoffeditz said last year, clients

were able to enjoy fresh produce from the spring to winter months, because of the program’s success.

“O u r c u s t o m e r s greatly appreciated Vanessa this program,” she Hoffeditz said.

“It’s really a win-win arrangement.”

Not only did the program provide produce to clients, but it also supported local growers at the farmers’ market, too.

Clients were able to enjoy produce beyond the everyday lettuce, tomatoes and onions. Hoffeditz said they got to take home items such as kale, eggplants, squash, garlic, sweet potatoes, raspberries and more.

But the food pantry didn’t just box up the produce and send it on its way without giving clients a chance to learn how to prepare it in healthy meals at home.

“We want people to understand that no produce goes to waste.

We’re educating people to find ways to use every bit of it,” Hoffeditz said.

Through a partnership with the University of Illinois Extension, the food pantry is able to bring in instructors who put on cooking lessons twice a month for clients.

The instructors show how to incorporate seasonal produce into everyday meals to boost its nutritional means.

“A lot of times, we give away pre-packaged types of food to our customers. It’s not always the healthiest, but it’s quick and easy for our families. By providing the cooking classes, we’re increasing education on how to use the produce and showing them how quick and easy healthy meals can be prepared,” Hoffeditz said.

With the 2018 growing season quickly approaching, Hoffeditz is hoping to work with the growers of the farmers’ market once again, and is looking to increase donations to use specifically for the Refresh Food Program.

Aside from the program, the food pantry welcomes produce donations from Master Gardeners, local farmers and “green thumbers” who may have an overabundance and are willing to donate it for clients.
