news@tonicanews.com TONICA — The 2018 General Primary Election is scheduled for Tuesday, March 20, and voters will have many decisions to make. The following are the contested races on both the Democratic and Republican ballots.

Democrats will have six candidates for governor to choose from (in the order they appear on the ballot): J.B. Pritzker, Chris Kennedy, Daniel Biss, Bob Daiber, Tio Hardiman and Robert Marshall.

Republicans will have to make their choice between incumbent Bruce Rauner and Jeanne Ives.

The office of attorney general is another race where Democrats will have a larger candidate field.

Candidates include former Gov. Pat Quinn, Renato Mariotti, Scott Drury, Nancy Rotering, Kwame Raoul, Jesse Ruiz, Sharon Fairley and Aaron Goldstein.

The Republican candidates for attorney general are Erika Harold and Gary Grasso.

The Democratic candidates for the 16th Congressional District are Neill Mohammad, Sara Dady, Beth Vercolio-Osmund and Amy “Murri” Briel.

The 16th Congressional District Republican candidates are incumbent U.S. Rep. Adam Kinzinger and James T. “Jim” Marter.

Democrats will also have to decide between Angelique “Angie” Bodine, Christine Benson and Elizabeth Lindquist for State Central Committeewoman for the 16th Congressional District.

For the State Central Committeeman for the 16th Congressional District, the choices for Democrats will be John M. Nelson, Tom P. Walsh and Arthur Bardsley.

The Democratic candidates for representative in the General Assembly in the 76th District are Jill M. Bernal and Lance Yednock.

For the office of LaSalle County clerk, Democrats will have candidates Lori L. Bongartz and Vickey Leadingham as their choices.

For the position of LaSalle County treasurer, the Democratic candidates are Nikena M. Baer and Kyle K. Fogle.

The Democratic candidates for the 19th District of LaSalle County are Ronald Aubry and Douglas Trager.

Polling places Polls will open at 6 a.m. on March 20 and will remain open until 7 p.m.

Area voters residing in Eagle

Township will have two locations from which to choose. Votes can be cast at the Streator Incubator at 401 W. Bridge St. in Streator or at the Kangley Village Hall in Kangley.

Voters in Eden Township can vote at either Tonica’s American Legion Post 260 at 115 S. LaSalle St. or at the Cedar Point Village Hall at 203 S. Oak St. in Cedar Point.

Hope Township voters can submit their ballots at the Lostant Fire Station at 101 E. First St. in Lostant.

The polling place for residents of Richland Township will be at the Leonore Fire Station at 107 Monroe St. in Leonore.

Those residing in Vermillion Township can cast their votes at the Vermillion Town Hall at 2202 E. 809th Road in Lowell.

OGLESBY — When firefighters bravely enter a structure fire to search for people inside, they’re entering the unknown.

Thick smoke robs them of vision, and intense heat impedes their progress. They must rely on each other and their training if they’re to complete their duties.

As the individual firefighters rely on each other, so do their departments and surrounding communities. During emergencies, the fire departments of the Illinois Valley can call on each other for assistance through their reciprocal mutual-aid agreements.

Another benefit of mutual-aid is sharing training resources. The

Tonica Volunteer Fire Department (TVFD) recently visited the Oglesby Fire Department to participate in search-and-rescue drills in Oglesby’s innovative training building.

“It’s important to work together and know each other beforehand, so we can each see how our departments work. You didn’t get to do that back in the old days,” Oglesby Fire Chief Ron Popurella said.

The Oglesby Fire Department has also taken an innovative approach toward the construction of their training building.

Where traditionally built facilities can cost upwards of $300,000, they built theirs with cargo containers at a cost of roughly $50,000.

Lostant lawyer plans to create single source

BY ZACHARY J. PRATT news@tonicanews.com LOSTANT — Lostant is working to provide a central source that can be referenced as regard to village ordinances.

Village Attorney Kyle Stephens is set to put the document together.

“I want one central repository for all of the ordinances,” Police Chief Darin Crask said.

Stephens suggested that the document might be focused on the main ordinances that affect residents and enforcers, saying that “the main ones for most everybody are nuisances, animals and the cars.”

“How many people know what the ordinances are?” asked board member Randy Railey. “We don’t know what the ordinances are. How is the public supposed to know?”

The discussion involved enforcement of the ordinances relating to vehicles, which has long been a subject of debate.

In discussion of one issue in particular, Crask said the first order of business should be the book of ordinances, so everybody has the same information. For instance, Stephens had referenced an ordinance of which Crask did not have a copy.

“It’s not that I’m not going to do it; I want to do it right the first time,” Crask said.

In the meantime, the village is beginning a new process in dealing with vehicular violations.

Now, when the violation is spot-

ted, Village President Jack Immel said, a “big orange violation sticker is going to get slapped on the car.”

He said this will have three effects. It will tell the vehicle’s owner to take care of the issue, it will provide a visual display to board members that something is being done, and it will show the public that the village is doing something about the vehicle issue.

In other discussion, further sharing among different towns’ police forces is still being considered.

Immel voiced his continued interest in setting up a cooperative effort between the Lostant and Tonica police departments, saying that he is discussing the possibility with the mayor of Tonica.

Currently, the surrounding villages share mutual aid agreements, but there is no guarantee the different stations will be patrolling when

something comes up.

“All I’m saying is we coordinate it,” Immel said. “We, at this time, and I’ve said this before, cannot provide 24/7 coverage.”

The idea is to always ensure that an officer is available to show up to a situation within a few minutes.

“Nobody questions if the state’s down here, if the county’s down here, if we’re down here,” Immel said. “They’re not going to question if Tonica’s down here.”

However, not everyone thinks the idea is worth pursuing.

“It’s a bad idea. I’ve said that before. I’ll say it again,” board member Randy Railey said, adding that the Tonica police chief is also against the idea of sharing forces.

Railey said that enacting such a coordination would require an increase in patrol, either on Tonica’s end or Lostant’s.

The Insurance Services Office has requested information pertaining to local fire hydrant locations and their flow rates, and this request has been forwarded to the village.

The new truck committee met and is developing a plan for a new rescue-pumper.

There were also discussions concerning the addition being considered to the fire station.

Chief Al Stremlau has announced the fire department received an invitation from Cedar Point to a thank-you dinner for the assistance provided during their recent water tower issue.

All interior firefighters have completed their annual self-contained breathing apparatus (SCBA) fit test.

Fire Department Officer Rick Turri stressed scene safety by reviewing an event occurring five years ago that resulted in the death of Chris Brown, a 39-year-old volunteer firefighter for the Hudson Community Fire Protection District and career firefighter for the city of Bloomington.

Brown was killed following a multi-vehicle accident near Hudson on I-39. Five others were injured when a semitrailer apparently

lost control and slammed into the original crash scene where the firefighters were already working.

Chief Stremlau noted that an older Kendrick extrication device and a Scoop stretcher build-a-board have been donated to the LaSalle-Peru Area Career Center (ACC) Fire-EMR program.

Nine reflective traffic safety vests were donated by Doyle Cate.

The damaged transducer and main pump discharge gauge on Pumper-1712 have been replaced, and the pressure gauge line drain knob on Tender-1716 has been repaired. Two traffic control warning lighted disks have been repaired, and the main pump drain on Pumper-1714 has also been repaired.

FIRE DEPARTMENT REPORT Tonica firefighters responded to 21 calls; training completed The Tonica Volunteer Fire Department (TVFD) responded to 21 emergency calls during February, including five fires with three mutual aid calls at structure fires (one in LaSalle and two in Oglesby); 13 ambulance requests; one mutual aid box alarm system (MABAS) team activation; one live downed power line; and one debris fire.

Through the month of February, the yearto-date number of emergency calls is 38.

The Oglesby Fire Department cleverly used cargo containers to drastically reduce the costs of constructing a training building.

This structure was built at an estimated cost of $50,000 whereas a more traditional training building would cost several times more.

Stacked in a multistory arrangement, the department constructed the interior to resemble a home, complete with stairs, windows, doors and simulated bedrooms, closets, bathrooms, attics and crawlspaces. Popurella also said the department has plans to continue to add other training features, such as rappelling and ladder drills.

After the building was filled with a blinding amount of smoke, firefighters entered one side in small teams. They then had to methodically work their way through the structure and search for its “residents” before exiting on a second-story landing.

The other half of the building was used for obstacle training. Once again, small teams entered the structure and were required to crawl through the small, constructed openings that simulated an attic or crawlspace.

Hampered by the tight spaces, lack of visibility, and heavy, unwieldy gear, the 13 firefighters had several obstacles to contend with, including slack, overhead wires; a large plastic ball; a large corrugated pipe to crawl through; and a teeter-totter type of feature to temporarily throw them off balance.

“It’s good to have the ability to work through obstacles like this before we get into a real situation,” Tonica firefighter Dan Francisco said.

Tonica Training Officer Rick Turri shared similar sentiments.

“It’s important we all know what to expect from our teammates and that we understand each other’s mindsets during an emergency,” Turri said.

The firefighters were also able to utilize an infrared scanner that can read body heat. The use of these cameras can spot a person trapped in a smoke-filled room and can save the life of someone who could otherwise be easily missed.

Future training scheduled for Tonica firefighters includes vehicle extrication and pump and nozzle exercises.

The TVFD operates on donated funding from the residents of its service area and is one of the few fire departments that doesn’t rely on property taxation.

Where to start? Fix the federal budget process Y

ou could choose any number of marquee dilemmas to illustrate how broken congressional politics has become.

Guns, Russian interference, climate change — Americans want progress on all of them and get little from Capitol Hill.

But to my mind, nothing illustrates the dire state of our politics better than how we act on the federal budget.

This is not a glamorous issue, but it goes to the heart of our democracy. The budget is our operating system; it determines what the government does. Continually brushing against debt ceilings, fiscal cliffs, and shutdowns is a perversion of good government.

We are saddled these days with an irresponsible process that produces irresponsible budgets, and we pay an enormous price for this.

We move from one short- or medium-term continuing resolution to another. We stuff what should be 12 individual appropriation bills into unmanageable omnibus bills.

We let a handful of leadership staff craft our national blueprint, excluding most elected members of Congress from the process and forcing them, at the one point when they do have leverage — the final vote — to make a decision without having the time to read, debate, or amend what they’ve been handed.

COMMENTS ON CONGRESS Lee H. Hamilton Moreover, under Democrats and Republicans alike, the number of committee hearings at which outside experts have a chance to educate members of Congress has declined dramatically. Congressional leaders have managed to push both the experts and the vast majority of their own members out of the loop. This is the world’s greatest democracy?

There are costs to this. Federal departments and agencies cannot plan effectively. People, businesses and organizations that receive federal money can’t plan ahead — eroding their confidence in the system. And year after year, we fail to face up to the problems confronting us.

An aging population, the security of our nation, our inability to deal with the changing speed and technology of warfare, rising healthcare costs, slow wage and productivity growth, natural disasters, huge increases in the national debt — punting on the budget means that the meaningful solutions we need don’t get crafted. Congress is

not doing its most important job.

Why is this? Why have we set aside a process that was developed over more than two centuries and that for many decades enabled the government to do what it ought and to pay for it responsibly?

Much of this is caused by extreme partisanship. We don’t work together to solve problems; each party demonizes its adversary, and respectful deliberation and civil discourse come to a halt.

Maybe I’m old-fashioned, but I don’t think the president and the Congress can function effectively unless they work across partisan, ideological and geographic divisions to restore compromise and negotiation to a central role in governing.

That’s because the budget is where all our differences on the major issues come to a focus. It’s where our political leaders establish priorities, debate them, and ought to resolve them. There’s no more crucial test of the ability to govern.

As Alice Rivlin and Pete Domenici wrote a few years ago in a report for the Bipartisan Policy Center, the process should “heighten debate of the fiscal challenges confronting the nation and set in motion real negotiations, tradeoffs and fundamental legislative reforms toward the goal of fiscal

sustainability.”

Unless we establish bipartisan negotiating and consensus-building and restore civil discourse, we’ll continue to fail that test.

As they point out, you can’t solve everything by improving the budget process, but good process significantly enhances the prospect of better performance. Without it, it becomes too easy for politicians to avoid difficult decisions like controlling entitlement spending or reining in the deficit. Process can’t substitute for political will, but it can buttress it.

So we’ve set aside a process that worked reasonably well and substituted a process that falls short in every way. Because Congress turns over substantially every few years, this means that it is now basically populated by politicians who have never experienced good process — let alone developed the skills to make it work.

What may be most worrisome is that few people on Capitol Hill seem to care about this.

But if they don’t, you should. And you should let them know that you do.

Board members learned: • In his yearly student demographics report, Associate Vice President for Student Services Mark Grzybowski said the number of students receiving any type of financial aid climbed from 35 percent in fall 2016 to 48 percent in fall 2017. Grzybowski also said, “Despite credit hours tracking

slightly behind 10th day fall 2016, headcount increased by 35 students from 3,209 to 3,241.”

• The theater department continued a tradition this semester by partnering with Horizon House to provide disability-awareness programs at area schools such as Dimmick where students engaged in creative story-building. “In (theater director) David Kuester’s eyes, the best part is watching students and staff work together to better understand the importance of quality of life for all,” said IVCC President Jerry Corcoran.

• The Feb. 28 Edible Car Contest attracted 61 students, including 34 from five area high schools, and a record 36 cars.

• Of the March 2 Agriculture open house, Corcoran said, “Feedback from attendees was very positive, and we remain optimistic ag will become one of our premier programs.”

• Planning is underway to launch cybersecurity and Certified Medical Assistant (CMA) programs in fall 2019, Corcoran said.

• Illinois Valley Labor Management hosted a business afterhours at IVCC March 8 in conjunction with March 9’s Career Expo.

Approximately 1,100 students were expected to attend the expo.

“We’re lucky to have such a great relationship with the Building and Construction Trades as well as the Contractors Association,” Corcoran said.

OGLESBY — Kevin Hermes, a policeman for nearly 30 years, was introduced March 8 as the new leader of Illinois Valley Community College’s criminal justice program.

Hermes has worked the past 17 years as a policeman in Bensenville, a village located near O’Hare International Airport. He has also worked for the Northern Illinois University Police Department and taught online classes for Southern New Hampshire University.

In addition, he is nearing completion of his Ph.D. in criminal justice from Nova Southeastern University in Fort Lauderdale.

Hermes attended the IVCC board meeting with his wife, Sherianne.

His appointment begins Aug. 13 and fills a vacancy left by the retirement of Rebecca Donna.

In other business, the board accepted the $352,985 bid of Total Automation Concepts of Alsip for campus-wide security upgrades and the $554,700 bid of Vanguard Contractors of Pekin for accessibility upgrades in the Dr. Mary Margaret Weeg Cultural Centre.

Volunteers in Missions for East Bay, which is a Christian summer camp, as a counselor.

The Friendly Sew & Sews meet at the Tonica United Methodist Church every Tuesday to work on quilt projects. It started as a group of friends who needed a large space to quilt and sew. However, on the first Tuesday of each month, they work on quilts to be given to children entering the Cunningham Children’s Home in Urbana-Champaign. When the children leave the home, the quilts are to be taken with them. As young adults progressing into independent living, Photo contributed the quilts go with those children as well.

TONICA — On Feb. 25, the quilters of the Tonica area, “The Friendly Sew & Sews,” presented a homemade, tied quilt to Hope Rutgens.

Rutgens, a resident of Tonica and a student at ISU, will be traveling to work with Habitat for Humanity. She will be volunteering with a group from ISU Wesley Campus Church. The group left March 10 for Dad City, Fla., and will return on March 17. Their work will be to help residents recover from Hurricane Irma.

Rutgens also volunteered with ISU Wesley Campus Church and traveled to Louisiana after a flood in 2016. She works in the summer
