Amid his loud complaints, Marcano ruled unfit to stand trial at hearing Defiant McNabb standoff defendant verbally assails court

BY DAVE COOK news@tonicanews.com HENNEPIN — An angry and defiant Billy J. Marcano appeared in Putnam County Court on the morning of Feb. 28, where he was found unfit to stand trial. His behavior during the status hearing to determine his fitness appeared to only bolster the psychiatrist’s evaluation.

Upon entry into the courtroom, Marcano immediately began yelling for his family and accusing deputies of keeping him from them.

Shackled and standing, he loudly accused the people of Putnam County, particularly the residents of McNabb and members of the sheriff ’s department, of conspiring against him.

It was at 1:47 p.m. on Feb. 5 when the Putnam County Sheriff ’s Office received a call that a male, later identified as Marcano, 31, had used a machete to break through a locked interior door in the back of Moreno’s restaurant in McNabb and entered while making threats.

Marcano also is alleged to have gone to an upstairs apartment and broken in before returning to his residence. He remained there until the seven-hour standoff ended at approximately 9 p.m. when he surrendered to law enforcement.

Marcano had been a tenant of the apartment next to Moreno’s for almost a year. Despite warnings to not park along the street during snowfall, he is said to have done so.

His vehicle was then blocked in by snow deposited from passing snowplows.

In court on Feb. 28, appearing tense and with his hands cuffed in front of him, Marcano loudly complained that after his car had been plowed in that McNabb residents mocked him as he attempted to shovel it out. He also accused unnamed bikers he knew of cutting his brake lines in an attempt to kill him.

Twice, he said, the sheriff ’s office was called for help, and he said he had been ignored. He then questioned where those call recordings

were and said they would prove how he had been treated. “ Yo u ’ r e p r o t e c t ing your own, you should’ve been fired. I want to show what this town has been doing Billy J. Marcano to me,” he vehemently yelled at one of the many deputies surrounding him.

He said that before the standoff, he had no vehicle, no food, nowhere to go, and that no one would help him.

He then said everyone in the county was racist and that he’d also been mistreated and threatened with “an attitude adjustment” by deputies while in custody.

‘You’re fired,’ he tells lawyer Surrounded by several deputies, Marcano angrily turned his attention toward Public Defender Roger Bolin.

“You don’t care about me, you threatened to hang up on me when I called you for help, so f--- you, you’re fired. I’ll represent myself,” he yelled at Bolin, who had moved away from the defense table.

Judge James Mack informed Marcano that Bolin was only representing him for this particular matter and nothing else.

“Where’s my rights? I’m not a law guy, but I believe I have the right to choose who represents me,” Marcano angrily told Mack.

He also took issue with being evaluated by psychiatrist Dr. Ryan Finkenbine, chair and professor of Clinical Psychiatry at the University of Illinois College of Medicine in Peoria.

Marcano said Finkenbine was an atheist who had mocked his religious beliefs. He then told Mack he wanted to be re-evaluated by a Christian and began speaking of biblical prophecies.

“Surely you can respect my request to be evaluated by someone of my own faith who won’t mock my beliefs,” he told the judge during one of the few calm exchanges.

When Bolin attempted to inform the court of Dr. Finkenbine’s find-

ings that Marcano wasn’t yet fit to stand trial, Marcano’s anger quickly returned.

“Why are you still talking? I told you you were fired, so shut the f--up,” he yelled at Bolin.

Mack threatened Marcano with removal from the courtroom if he didn’t change his behavior.

“Mr. Marcano, these tirades aren’t getting you anywhere,” he calmly said.

“Why should I behave? This isn’t justice. I curse all of you. You’re throwing my life away. They want me to look insane and ruin my life. Who’s going to hire me now?

I had a TSA security clearance at O’Hare, but who’s going to hire me now? Don’t you see what you’re doing to me?” he yelled at the court.

Marcano’s social media posts were also considered during his psychiatric evaluation.

“At a stand off. I assure you people of this area. My blood is on your hands. And God will avenge me.” Marcano posted on Facebook during the incident.

Next hearing is May 23 The evaluation was ordered sealed, but Finkenbine advised he felt it could be shared with Marcano and his family without harm.

Another status hearing was scheduled for 1:30 p.m. on May 23.

Before that hearing, Marcano will have been treated and re-evaluated.

Upon hearing that he’d remain in custody until at least that date, he made another angry outburst.

Following the hearing, Putnam County State’s Attorney Christina Judd-Mennie said they were still searching for a facility to treat Marcano and that he would be evaluated every 90 days.

“We’re not moving forward with any other charges until he’s cared for. That’s all we’re concer ned with for now,” she said, adding that with treatment, he may be determined to be fit to stand trial in a year.

Marcano is being held in the LaSalle County Jail on a Putnam County warrant for burglary.

BY DAVE COOK news@tonicanews.com OGLESBY — On the surface, Illinois Valley Community College’s annual Edible Car Contest might appear to be nothing more than good, silly fun. While it is highly enjoyable, there’s also a lot to be learned through the construction of a track-worthy yet edible vehicle.

IVCC hosted its 14th annual Edible Car Contest on Feb. 27 in the cafeteria, and each year it seems to be

more popular. The contest, which celebrates National Engineering Week, was originally sponsored by the National Science Foundation.

More than 12 area schools competed this year’s races, which were the first to include an invitation to local junior high classes. Putnam County Junior High School fielded several entries.

“It seems to get bigger every year and everyone involved always enjoys it,” track inventor and organizer James Gibson said.

Gibson teaches electronic automation and other technical classes at IVCC, as well as serving as president of the Putnam County School

Board. Each year, the automated track, which measures elapsed time and “mouthfuls per second” speeds, is dismantled. Gibson’s students are then tasked with rebuilding it, often with improvements. He’s also taken the enjoyable event to other schools throughout the country.

Jennifer Dudek, who teaches science at Putnam County Junior High, said her students assembled eight cars for the competition.

“I enjoyed watching how excited they got during the building process and with having a reason to do it successfully in order to be competitive,” she said of her student teams.

St. Margaret’s and IVCH propose formation of a Regional Health Network

Consolidation of health care operations will be studied in coming months St. Margaret’s Health in Spring Valley, a member of SMP Health System, and Illinois Valley Community Hospital (IVCH) in Peru have signed a non-binding letter of intent to consolidate their health care operations and form a regional health network.

A news release issued Monday stated that over the coming months, the hospitals will perform appropriate due diligence and define details of the proposed affiliation that will strengthen health care services across the region.

“St. Margaret’s and IVCH have proudly served this region for more than 100 years. The delivery of care has changed dramatically over that time, and we believe we can provide our patients even better care close to home by coming together,” said Tim Muntz, St. Margaret’s president/CEO. Aaron Alton, president/CEO of SMP Health System, commented: “Since the first sisters of Mary of the Presentation arrived in 1903, St. Margaret’s has been proudly serving the area with quality care in the Catholic tradition. We are excited about this opportunity to provide compassionate care to the commu-

nities and surrounding areas served

by St. Margaret’s and IVCH, in the same spirit of the SMP sisters.”

St. Margaret’s and IVCH already collaborate on other joint initiatives, such as Valley Regional Health Services and Valley Regional Cancer Center. These collaborations have supported a shared vision for efficiently delivering high quality health care in the region.

“By IVCH joining St. Margaret’s and becoming part of the SMP Health System, the combined network will be able to deliver high quality, efficient and coordinated care locally beyond what we were able to do separately,” said Tommy Hobbs, IVCH CEO. Jim Loveland, chairman of the IVCH Board of Directors, said, “We took to heart our communities’ longtime call for IVCH and St. Margaret’s to work together more closely.”

Joyce McCullough, chairwoman of the St. Margaret’s Board of Directors, reinforced this sentiment.

“With a shared commitment to this region, we will collaborate to deliver to patients across the Illinois Valley the outstanding care they need and deserve,” she said.

Following receipt of approval from church and regulatory authorities, the goal of the two organizations is to sign a binding definitive agreement in the months ahead, the release stated.

• RACES Continued from Page 3 One of the best aspects of the competition is surveying the ingredients used in each car. Wheels not only need to easily spin, but the cars also have to remain in one piece and roll straight down the track. Many end up in pieces after their trip down the track, but that’s part of the fun and challenge of the event.

Common items include Pee p marshmallow or gummy bear drivers, summer sausage, ringed cookies, hard candies, graham crackers, fruits and vegetables, blocks of cheese, loafs of unsliced bread or rolls, rice cakes, unboiled pasta and several other household ingredients.

“The hardest part was getting the wheels to stay on while also working past the resistance so they spin easily,” Putnam County’s Mikenna Boyd said.

Many students return to seek improvement from their car’s performance in previous years. The team including LaMoille’s Thomas

Molln has had difficulties the past two years. One year his car failed to move past the starting line. Another year he saw his entry make a record-breaking slow slide down the track.

Those cars that make agonizingly slow trips down the track often result in a roar of applause and cheering from spectators.

This year, however, Molln saw his team’s sweet-potato-bodied “Speed Potato” streak successfully down the short track before launching itself onto the plastic-lined floor of the cafeteria.

The Putnam County Junior High entry “Sugar Rush,” built by seventh-graders Makenzie Hanson and Emelia Grant, took home a firstplace award for creativity. Other awards earned by Putnam County’s edible entries include second places for creativity and design, and a third place for design.

“We had no idea what to expect, but this has been a great educational event that’s also a lot of fun.

We’re already looking forward to next year,” Dudek said after the announcement of the awards.

Larry Barr and the former Suzann Prangenberg were married March 8, 1969, in Sts. Peter and Paul Church in Lenore. They are the parents of a son, Lee E. (Jacquie) Barr, and a daughter, Rebecca (Anthony Stephens) Barr. They also have two

grandchildren.

Larry was employed by PQ Corporation in Utica, retiring after 43 years. Suzann was employed as an LPN at Illinois Valley Community Hospital in Peru and pastored for 30 years in the Putnam County area.

The couple’s children will host a celebration with immediate family and the wedding party.

Huss named to dean’s list MILWAUKEE, Wis. — Angela Huss of Tonica was named to the dean’s list at the University of Wisconsin-Milwaukee for the fall 2018 semester. She is a freshman in the Letters and Science undergraduate program. UWM is the second largest university in the state of Wisconsin, with more than 25,000 undergraduate and graduate students.

IVSO concert will feature winners of 2019 Young Performers competition

LASALLE — The Illinois Valley Symphony Orchestra and Guest Conductor Sergey Bogza will present Alexander Borodin’s Symphony No. 2 at 3 p.m. Sunday, March 10, in the LaSalle-Peru High School Matthiessen Auditorium.

A preconcert talk by Bogza will begin at 2:15 p.m. The concert will feature winners of the 2019 IVSO Young Performers competition: Faustina Bystry will play the first movement of Vivaldi’s Violin Concerto in G Minor, No. 1, and Abigail Meyers the third movement of Concerto for Violin and Orchestra in C Major by Kabalevsky. The program will also include Bogza’s own arrangement of Waltz No. 2 from the Suite for Variety Orchestra by Shostakovich and works by Johann Strauss Jr. and Offenbach.

Junior division winner Faustina Bystry of Princeton, a homeschooled student, began violin instruction with Katie Roy and now studies under Ann Montzka-Smelser at the Northern Illinois University Community School for the Arts. She has studied violin for six years. She is the daughter of Jeff and Rachel

Bystry of Princeton.

Senior division winner Abigail Meyers of Minonk, 18, is an avid violinist and is home educated. She has been playing violin since January 2010. She is the daughter of Paul and Jacqleene Meyers of Minonk.

Bogza is conductor of the Millikin-Decatur Symphony Orchestra and faculty member at Millikin University. He is the winner of the 2016 International Conductors Workshop and Competition and has been selected as music director finalist with Symphonicity (Symphony Orchestra of Virginia Beach). He has guest conducted the Gwinnett Symphony Chamber Orchestra. He is also an internationally performed composer, whose compositions and arrangements have been performed across the U.S. and featured at the New Music Festival in Kazan, Russia.

Concert admission is by season membership or individual ticket, available online at www.ivso.org or at the door. Adult tickets are $20, students K-12 are free, and college students with ID are $5. Seasons sponsors are Ottawa Radio and Regional Media.
