BY DAVE COOK news@tonicanews.com TONICA — Warm temperatures and rain have melted winter’s snowfall and raised Tonica’s Bailey Creek to levels where, once again, noticeable amounts of soil are being carved out of the shorelines.

The winding flow and increased amount of water are endangering a large number of trees along both sides of the creek, as well as historical graves in Brookside and Fairview cemeteries.

The members of the Tonica Cemetery Association have been aware of this issue for several years and received help in contacting the Army Corps of Engineers from the North Central Illinois Council of Governments (NCICG).

“At some point, someone is going to say, ‘Something should’ve been done sooner.’ Well, now is sooner. We have to do something now, before it’s too late and serious damage occurs,” Bob Folty, president of the Tonica Cemetery Association, has previously said.

The erosion that’s taking place beneath the root structure of this tree is just one of many being damaged by the water flow of Bailey Creek. The land near this tree borders the historical graves of Brookside Cemetery.

While the wheels have been set in motion, no one yet knows what type of solution will be proposed by the Army Corps of Engineers or how the project will be funded.

Recent warm temperatures and rain have melted the snow and raised the level of Tonica’s Bailey Creek. As the creek winds its way past Brookside and Fairview cemeteries, it erodes the land beneath the dozens of trees bordering both resting places. The Tonica Cemetery Association is waiting for the U.S. Army Corps of Engineers to receive funding for a feasibility study and a proposed plan to help minimize future erosion.

Surprisingly, since the water in the creek is under the authority of the Corps of Engineers and the land on both sides of the damaged area is owned by private entities, Tonica Village President Kevin Sluder said the village has no interest or responsibility in helping with the project or its funding.

And funding is a concern on both sides of the project.

“Currently we’re waiting for additional funding. The first phase was to receive funding to do a federal interest determination to see if there’s a federal interest in doing this work. Once we receive further authorization we’ll determine feasibility and then go into the actual design and construction phases of the project,” James Homann, Corps of Engineers project manager, said.

Homann said the project falls under Section 14 of the 1946 Flood Control Act. According to the Corps of Engineers website, this provides them the authority to construct emergency shoreline and stream bank protection works to protect public facilities, such as bridges, roads, public buildings, sewage treatment plants, water wells, and non-profit public facilities, such as

on a cost-shared basis. The feasibility study is 100 percent federally funded up to $100,000. The local sponsor is required to costshare equally the cost of the feasibility study that exceeds $100,000.

They’re also required to provide 35 percent of the costs of developing plans, specifications and the construction.

While costs are still unknown, 35 percent of the proposed project will likely be a substantial amount.

“We can’t apply for any additional federal assistance, but we can use state and county funds, and that’s what the NCICG will be helping us with,” Folty said.

He’s previously stated the LaSalle County Soil and Water Conservation District is unable to provide any assistance because of a lack of funding.

Folty added the Tonica Cemetery Association will be under no obligation to follow through on what’s recommended by the Corps of Engineers and said they’ll additionally be looking for ways to do as much of the work themselves as possible.

Homann said the likeliest method to be proposed will be the installation of riprap, the large stones commonly used to protect shorelines, stream beds, bridge abutments, pilings and other structures from erosion.

LOSTANT — Esther M. (Strode) Linder, 100, of Lostant passed away Monday, Feb. 19, 2018, at Martin Healthcare Center in Bloomington.

She was born July 24, 1917, in rural Lostant to Elzie D. and Bertha (Heusel) Strode. She married Howard H. Linder on Aug. 21, 1936 in Toluca. He passed away Nov. 2, 1999.

She retired in 1982 after 20 years at the Lostant Post Office, the last eight years as postmaster.

She was a lifelong member of St. John the Baptist Church in Lostant and later also attended Sts. Peter & Paul Church in Leonore. She was also a member of the National Association of Federal Employees, St. Ann’s Sodality and she served many years on the library board.

She is survived by three children, Wayne (Heba) Linder of Creve Coeur, Mo., Jeffrey (Selah) Linder of Myrtle Beach, S.C., and Dorothy (Kevin) Price of Walnut Creek, Calif.; one daughter-in-law, Glenda Linder of Normal; eight grandchildren; five great-grandchildren; and several nieces and nephews.

She was preceded in death by her parents; her husband, Howard; a son, Edward Linder; two grandsons, Warren and David Linder; her sister, Evelyn Clark; and two brothers, Denton “Barney” Strode and Harlan “Lucky” Strode.

A Mass of Christian Burial will be at 11 a.m. Saturday, March 3, at St. John the Baptist Church in Lostant with the Franciscan Friars officiating. Burial will follow in St. John’s Cemetery in Lostant. Visitation will be from 10 to 11 a.m. Saturday in the church.

Pallbearers will be her grandsons.

LOSTANT — Marjorie A. “Marge” (Lee) Wiesbrock, 95, of Lostant passed away peacefully on Tuesday, Feb. 20, 2018.

She was born Feb. 25, 1922, in rural Magnolia to Frank and Clara (Barr) Lee. She married Laverne J. “Bud” Wiesbrock on Aug. 18, 1942, in Streator. He passed away June 12, 2014.

She worked as the secretary for the family business, Wiesbrock Trucking Co., all of her married life. She enjoyed spending her free time flower and vegetable gardening. She was a member of Sts. Peter and Paul Church in Leonore.

She is survived by a son, Daniel (Joan) Wiesbrock of Leonore; a daughter, Diane Kreiser of rural Tonica; seven grandchildren, Kelly (Beth) Wiesbrock of Piedmont, Calif., Ronald Wiesbrock of rural Leonore, Martin (Janet) Wiesbrock of Leonore, Jason (Kelly) Wiesbrock of Lostant, Angela Warman of Hinsdale, Amy (Jared) Bell of Hennepin and Robert (Morgan) Kreiser of Omaha, Neb.; and 16 great-grandchildren.

She was preceded in death by her parents; her husband, Bud; and her brothers, Marion and Willis Lee. A Mass of Christian Burial was held Thursday, Feb. 22, at Sts. Peter and Paul Church in Leonore with Monsignor Philip Halfacre, pastor, officiating. Burial followed in Sts. Peter and Paul Cemetery.

TONICA — Roy “Junior” J. Alleman, 86, of Tonica died Tuesday, Feb. 20, 2018, in OSF St. Francis Medical Center in Peoria surrounded by family and close friends.

He was born May 25, 1931, in Tonica to Roy L. and Leona (Wolfe) Alleman. He married Eloise Johnson.

He served with the U.S. Navy from 1952 until 1956. He farmed and owned and operated the Village Inn in Tonica for over 30 years.

He then retired to his apple orchard and vegetable farm, where he sold produce at the local farmer’s markets.

He loved talking to people, feeding the birds, walking through his orchard and spending his last years at his lake.

He is survived by three daughters, Laurie (Reto) Weber of Springfield, Va., Linda Alleman of Falls Church, Va., and Cindy (Christopher) Snyder of Ottawa; four grandchildren, Alissa Diaz, and Trevor, Allie and Devon Snyder; one brother, Kenneth Alleman of Tonica; and his beloved dog, Helgi.

He was preceded in death by one son, Larry; two brothers, Donnie and John; and one sister, Virginia.

Funeral services were held Saturday, Feb. 24, in the Hurst Funeral Home in Tonica with the Rev. Mark Nowakowski officiating. Burial was in Fairview Cemetery in Tonica with full military services conducted by the Tonica American Legion. Visitation was held prior to the services on Saturday.

Board gets an update on boiler issues

In other business, Lostant Elementary School’s boiler room, and the boiler therein, have seen problems lately, some having been fixed while others persist.

An ongoing problem is the boiler malfunctioning in ways it should not, while one that has been rectified is the water leak into the room.

“I think we’ve figured out what the problem is,” Malahy said. “The regulators aren’t pushing the gas enough.”

Missing Granville girl is safe team. Putnam County High School Principal Clayton Theisinger said Moore had spent several hours at the high school during the investigation and was hopeful she’d be found safe and unharmed.

Another teenage girl being reported missing had a chilling effect on the area, as it was only a few weeks ago that the case of another missing girl ended tragically.

Diamond Bradley, 16, of Spring Valley was last was seen by her family the evening of Jan. 23 and was reported missing the next morning. Her body, stabbed multiple times, was found Jan. 27, not far from Granville, along 850th North Road.

Richard Henderson, 26, of Standard was later arrested for concealment of a homicide death and is in custody awaiting trial.

More charges are expected as the investigation continues.

BY DAVE COOK news@tonicanews.com GRANVILLE — Kaylee Cox, 17, of Granville is safe. She was reported missing on Feb. 20, but was found Feb. 21 in Clinton, a city south of Bloomington and almost 90 miles from Granville.

Cox had last been seen in Granville on Feb. 17. She had spoken with her family at approximately 6 p.m. and was supposed to be on her way to a friend’s house in Mark, but reportedly never made it.

Her whereabouts were investigated by the Granville Police Department, and Police Chief Kevin Moore wouldn’t elaborate as to what Cox was doing in Clinton, but said it was still under investigation.

Food protection manager course planned for April 11 OGLESBY — The Bureau, Putnam and Marshall County Health Departments have announced an upcoming eighthour certified food protection manager course will be offered at the Princeton office.

A minimum of eight hours is required by the Illinois Department of Public Health for certification. The class will be from 8 a.m. to 5:30 p.m. Wednesday, April 11.

Class will run until about 3 or 3:30 p.m., with the exam to follow. Attendance for the entire day is required to take the exam.

“They replaced the regulators with small ones, and it’s just not enough to push the gas flow for the boiler,” she said.

She said that when she had a team come out on a proactive basis, “they were positive we wouldn’t have any problems, but now I think we’re having problems.”

While that issue is ongoing, the school has dealt with a separate issue in the room: the water leak into the boiler room has been fixed.

“The leak was all the way at the road, and it was finding its way underground to the boiler room,” Malahy said.

That particular project appears to have been successful.

“It’s done, and the boiler room hasn’t seen any more water,” Malahy said.

LOSTANT — As the Lostant School District continues to explore its options regarding intergovernmental agreements, it has extended an invitation to the community to discuss any concerns.

At the February school board meeting, one community member, Jessica Urbanowski, voiced her concerns about the possible non-renewal of the Fieldcrest agreement.

One such worry regards tuition costs, but that does not factor into the situation much, as far as the

district has been concerned.

“Tuition-wise, it really doesn’t make that much of a difference to us,” Superintendent Sandra Malahy said. “To us, what’s driving this conversation is transportation.”

Transportation for rural students, as per the intergovernmental agreement, is costing Lostant an additional 2 hours to 2 1/2 hours per day in transportation, “at least 2 hours a day,” Malahy said.

“It’s a lot of money in these times,” she said.

Urbanowski presented another concern, that of property values.

She said she’s going to want to sell her house at some point and is concerned that “having another school option taken away will limit the number of people willing to look at it.”

The unsung heroes who shaped Illinois Consider these two men: Coles and Higinbotham

O

n this 200th anniversary year of statehood for Illinois, I will, now and then, profile Illinoisans who played key roles in shaping our state, but whom most readers probably don’t know.

EDWARD COLES was a Virginia patrician with a strong sense of nobles oblige. He served in the White House for six years as James Madison’s personal secretary and later led the first mission on a U.S. warship into the Baltic Sea, where he successfully smoothed over a diplomatic problem with the czar.

Yet Coles was drawn to Illinois.

Before reaching our state in 1819, he freed his inherited slaves. In the Prairie State, Coles developed a big farm near Edwards.

Elected governor with one-third of the vote in 1822 in a multi-candidate race, Coles faced a pro-slavery legislature.

Slavery was, you might say, quite popular in early Illinois. Almost immediately after adoption of a constitution in 1818, Illinois enacted a Black Code harsher and wider in scope than some in the South, according to the late Illinois historian Robert Howard.

Blacks in Illinois had no real freedoms.

Encouraged by the admission in 1820 of Missouri as a slave state, the legislature mustered the required

UNDERSTANDING ILLINOIS Jim Nowlan three-fourths majority to call for a vote in 1822 on a new constitution that would surely enact a proviso to make Illinois a slave state.

Coles bought one of the few newspapers in Illinois to trumpet his opposition, spent much money, wrote persuasive articles, created anti-slavery societies, and devoted all his time to defeating the call for a new constitution.

With the leadership of Coles, the anti-convention cause triumphed by a vote of 6,640 to 4,972.

Had the call for a convention succeeded, “undreamed of turmoil would have resulted,” writes Howard. Growth in the Northwest would have slowed, and the conflict between North and South would have developed along different, much more worrisome lines.

THE WORLD’S Colombian Exposition of 1893 is the signature event that introduced Chicago and Illinois to the world. Called the White City for the alabaster walls of the graceful, classical beaux arts buildings spread across a square mile, the Chicago World’s Fair of 1893 to this day inspires novels and scholarly volumes of adulation.

Yet the fair would never have happened if not for the “numbers man” and natural leader Harlow Niles Higinbotham.

His volunteer service in the Civil

War over, Juliet farm boy Higinbotham went to Chicago to apply his bookkeeping skills at the small dry goods store of Field and Liter.

During the Chicago Fire of 1871, young Higinbotham organized men and horses to carry goods out one end of the store while an inferno raged at the other. Harlow convinced his distraught bosses they had to open the very next day, even though the store lost $2 million in goods to the fire.

Seeing a sharp young man, Marshall Field made Higinbotham a partner.

Upstart, raw Chicago surprised everyone when it won the rights to hold the single U.S. fair commemorating the arrival of Columbus in 1492. People inside and outside Chicago doubted the city and state could pull it off.

Two Fair presidents resigned under the stress, leaving fair planning and finances in shambles.

Vendors saw the fair as a soft touch. For example, local electric companies submitted bids for lighting that averaged $18 (in 1893 dollars) per incandescent light.

But they failed to reckon with Higinbotham, who took over the presidency when no one else would touch it.

Harlow played companies off against one another and reduced the price to $5.95 per light. He brought electric lighting costs for the six-month fair to $399,000 versus the $1.7 million originally demanded.

Multiplied by other such examples, the fair went from likely collapse to financial success. And

all during the Panic of 1893, when even the bank on the fairgrounds to serve exhibitors failed.

Harlow worked 12- to 16-hour days for two years straight to bring off the fair. And what a success.

Twenty-seven million persons came through the gates (the Illinois State Fair today generally draws 800,000).

Six thousand addresses by experts were presented at Fair events such as the World’s First Parliament of Religions.

George Ferris’ wheel towered over the grounds. It lifted 36 street car-size carriages, each holding 40 people, 263 feet above ground. The Manufacturing Building of one million square feet was thought to be able to hold 300,000 people. The only remaining building from the fair today is now the Museum of Science and Industry, which was one of the smaller buildings of the exposition.

And the Fair turned a profit, investors receiving back all their principal plus a small dividend per share.

Harlow was later offered the ambassadorship to France, which he declined. Instead, Harlow helped establish the Chicago Home for the Incurables, whose inmates he visited every day from his retirement in 1902 to his untimely death in 1919 in a freak accident in New York City.

Unsung, unselfish men and women like Coles and Higinbotham are models for those who would shape our state’s future.

The Supreme Court justice was mum Monday as the U.S. Supreme Court debated an Illinois case that will likely affect organized labor for decades to come.

The case is Janus vs. AFSCME, and it originated with an Illinois state worker.

At stake is whether government workers should, as a condition of employment, be compelled to pay money to a union.

Illinois is one of 22 states that allows this to happen.

But here is the bottom line: should anyone be forced to fund political activity they don’t agree with?

Let’s say you support gun control.

Would you want to have money taken out of your paycheck every week to fund the National Rifle Association?

I didn’t think so.

Now, the unions will contend that workers can opt not to pay the portion of their dues that funds political activity.

Well, that is sorta, kinda true.

But not really.

Yes, workers can opt out of the portion of dues that get funneled to the political war chests of politicians supported by unions, by just paying agency or “fair share” fees to the union.

But the problem is that everything

involving government is political.

“Everything that is collectively bargained with the government is within the political sphere,” the late Justice Antonin Scalia said during arguments in a 2016 case.

In that case which was brought

by California teacher Rebecca Friedrichs, identical arguments were made before the court.

Based on the questions asked by the justices, many courtroom observers believed the court would rule in her favor. And then Justice Antonin Scalia died.

The court ended up deadlocked with a 4-4 vote and failed to issue an opinion. Since the legal issues are the same, many legal observers believe Scalia’s replacement, Justice Neil Gorsuch, will cast the deciding vote in the Janus case.

All eyes were on the rookie justice Monday hoping to get an idea of how he might vote. He kept his cards close to his vest and didn’t say a word.

The four liberal judges on the court, bemoaned what impact a ruling in Janus’ favor might have on organized labor.

“You’re basically arguing, do away with unions,” Justice Sonia Sotomayor said.

It’s a silly argument on her part. After all, organized labor exists and continues to have influence in the majority of states that do not have compulsory union fees.

But organized labor could lose influence if the high court rules in favor of Janus.

Justice Ruth Bader Ginsburg said it would be natural for union members to say, “I would rather keep the money in my own pocket,” which would cut union revenues.

Ginsburg is right that it would natural reaction of most workers.

So if the high court rules in favor of Janus, unions will have to prove to each of their workers that they are worth the money, Is that such a bad thing?

Starved Rock Country Community Foundation announces scholarships OTTAWA — The Starved Rock Country Community Foundation has announced the availability of scholarship applications.

The Carol and Dick Janko Scholarship was created for recent and upcoming high school graduates who are enrolled in an accredited university or college for the fall semester, and who can demonstrate recent studies or work related activities focused on entrepreneurship. The five $1,000 scholarships reflect the Janko family’s commitment to youth, education, economic development and philanthropy.

Applications for the scholarships are available at all high schools in LaSalle, Livingston, Bureau and Putnam counties, and at www. srccf.org.

B&B SmartWorx, powered by Advantech, has established The Internet of Things (IoT) Scholarship for Engineering, Science and Technology. Preference will be given to students who can demonstrate a specific interest or have been involved in engineering, science and/or technology at school or in the community, and have taken related technical courses.

Tri-County Opportunities Council 2018 scholarship opportunities announced ROCK FALLS — At least 12 scholarships will be awarded by Tri-County Opportunities Council to income eligible students residing in the agency’s service area. The scholarships are worth up to $1,250 and have been made available by the Illinois Department of Commerce and Economic Opportunity (DCEO) through its Community Services Block Grant funds. All low-income students, racial or ethnic minorities and previous scholarship winners are encouraged to apply.

To be eligible for the scholarship competition: • The applicant must be a member of an income-eligible household.

• The applicants must be attending an Illinois accredited post-secondary educational

institution of higher learning during the fall of 2018.

• Applicants must be a resident of Bureau, Carroll, LaSalle, Lee, Marshall, Ogle, Putnam, Stark or Whiteside County in Illinois.

• Students must be considered full-time (minimum of 12 semester hours) to qualify for the full $1,250 scholarship. Part-time students will be considered in the competition, however, scholarship awards will be pro-rated if they are selected as a winner.

Junior division winner Aubrey Garretson, flutist, will perform “Papillion� by E. Kohler. She is the daughter of Chris and Todd Garretson of Peru. She is a freshman at LaSalle-Peru High School and is in the L-P band. She has been a student of Sue Gillio for five years and is also a member of the Illinois Valley Flute Ensemble, in which she plays alto flute. She has participated in the Summer Flute Retreat and the ninth and 10th annual Flute Days. In addition, she has earned first division ratings for her solos at BandO-Rama and was selected to participate as fourth chair at the 2016 IMEA District 2 Music Festival in Rock Island.
