Board considers several upgrades to Tonica Grade School building

BY ZACHARY J. PRATT news@tonicanews.com TONICA — As the district furthers its work on health-life safety issues, Tonica Grade School could move forward on fixing all the documented issues ahead of schedule.

“We might want to look at what are the rest of the health-life safety projects, and maybe we want to just get those done,” said Principal-Superintendent Chuck Schneider.

Schneider made a point that the school’s buildings are not getting any younger, indicating it would be in the district’s interests to move

forward on as much work as possible, thus getting ahead of problems that could occur later on.

The large items left on the list include roofing, tuck-pointing Chuck Schneider and doors. The current roof, for instance, Principalsuperintendent, is said to have around Tonica Grade three or four years of life left in it.

School “You want your roof good, and you want your outside envelope good,” Schneider said.

If the district has money left over

from these projects, then it could put that to use for other necessities not covered in the health-life safety documents.

“After all your work is done, if you have any health-life safety money left, then you can use it for other building projects,” Schneider said.

One building project is an Eagle Scout project helmed by the son of board member Ritch Fundell: a shelter, which is hoped to be constructed this summer.

Schneider suggested a late start protocol: “I think the latest we want to start is an hour and a half late.”

“That would free up that whole walkway, so people can go right over to the concession stand,” said board member Quillard Skinner.

The board discussed the possibility of replacing the bleachers,

but such an act might prove cost-prohibitive.

The typical funds the school might use to replace faulty or dangerous items will not cover the cost.

“Once you take out Sandra the bleachers that Malahy Superintendent, are not good,” board Lostant Grade president Mike Phillips said, “you can’t School use heath-life safety money to replace something that’s not there.”

“The only way I see to put those in in the near future is to sell a

For the time being, Lostant Elementary School will see a more open gym.

Whether that space becomes further filled in the future is yet to be seen.

In other discussion, the move to contracted busing services with Illinois Central School Bus has reportedly been a smooth transition.

TONICA — While emergencies occur at all times and in all weather, no firefighter would want to train outside in winter weather.

However, the Tonica Volunteer Fire Department recently conducted some clever indoor training exercises designed to develop a fine touch when using their incredibly powerful rescue tools.

The first exercise involved the use of high-pressure rescue air bags. A bag was placed under each of the four corners of a piece of plywood.

Built on top of that plywood was a maze.

While each rescue bag is capable of lifting 10 tons, the goal for the firefighters was to successfully move a ball through the maze. This was accomplished by incrementally inflating and deflating the individual bags to move the ball accordingly.

“This event was not about how much weight that could be lifted, but more about coordination, communication, command and control,” Rick Turri, training officer for the Tonica Volunteer Fire Department, said.

The second exercise involved the use of the department’s hydraulic spreaders and cutters. While this equipment can easily cut through or move an automobile, this exercise was about finesse.

Tonica firefighters were required to pick up and move an egg and food cans from one place to another without damaging either.

“Even though big spreaders can exert more than 17,000 pounds of force at the tips and the cutters more than 100,000 pounds of cutting force, there are times when intricate movements are required during a rescue,” Turri said.

A third exercise involved the safe containment of fluids that firefighters may encounter as a result of auto accidents. Turri said this is a standard exercise where the fluids are contained by creating a dike with absorbent materials such as Oil-Dri, cat litter or absorbent pads. Depending on the liquid spilled, foam or emulsifiers may also be used.

The Tonica Volunteer Fire Department is one of the few fire departments funding the emergency services provided to their community through donations rather than property taxation.

Long road to recovery ahead for infrastructure Lawmakers begin work on capital bill amid massive needs

of freight, are facing costs in the “hundreds of millions of dollars.”

In addition to transportation infrastructure, the Senate panel heard from community college and university officials who say they are grappling with a backlog of long-deferred maintenance projects to their buildings and other campus facilities.

In addition to highways, Magalis said there is a long list of needed upgrades for other forms of transportation: $250 million in state funds for airports around the state, not including Chicago’s O’Hare and Midway airports; $19.1 billion for public transit; $800 million for passenger rail; and $4 billion for freight rail.

Also, Magalis said, locks and dams along the state’s waterways, which carry a significant volume

Still, highways and bridges are likely to draw the most attention as lawmakers put together a capital plan because, according to Magalis, many are nearing the end of their useful life, especially interstate highways that date back to the 1960s, and the 730 bridges for which the state is responsible, many of which date back to the 1970s.

“Unfortunately, as you can tell traveling around our state, our infrastructure continues to deteriorate faster than we can maintain it,” Magalis said.

Putting together a financial package to address all, or even most, of those needs would be a challenge anywhere in the United States.

But it will be especially difficult in Illinois, which already carries a heavy debt load and is looking to take on more, and whose bond rat-

ing with Moody’s Investor Services is just one notch above junk status.

Sen. Andy Manar (D-Bunker Hill), who chairs one of the Senate’s two appropriations committees, conceded that the state will need to find new revenue to pay for any new bonds that are issued to fund another capital plan.

“Any time that the state issues debt, there has to be a dedicated revenue stream,” he said during a news conference Thursday following the committee hearing.

That could mean higher motor fuel taxes, higher sales taxes, or some other form of revenue.

Manar was joined at the news conference by Sen. Martin Sandoval (D-Cicero), who chairs the Senate Transportation Committee.

He said Illinois might have to look beyond motor fuel and sales taxes and focus on other, more creative ways to finance a capital plan.

“There have been other novel ideas that have been floated out there over the last couple of months to finance a capital bill,” Sandoval said. “I think we are also going to invite academia to come forward. Academia, business, industry, all the policy think tanks that have had reports out since 2009 — they need to come forward today.”

BY PETER HANCOCK Capitol News Illinois phancock@capitolnewsillinois.com SPRINGFIELD — Illinois lawmakers were given a rude awakening on Feb. 21 about the condition of the state’s roads and bridges as they began preparing to put together what is expected to be a multibillion-dollar, long-ter m capital improvements plan.

Matt Magalis, acting secretary of the Illinois Department of Transportation, laid out just some of the numbers to a Senate panel that’s been tasked with putting together a plan.

“We currently have 79 million square feet of bridges requiring maintenance and updates,” he said.

“That’s over 730 state bridges. We also have a need over the next 10 years of additional funding of $13-15 billion for our highways. That is just maintenance. We also have a need for capacity (highway expansion) that is in the billions of dollars.”

River Valley Players announce scholarship applications are available

IVCC will offer dental clinics

active service in one or more of the following areas: on-stage performances, set construction, costume committee, technical crew, production crew, orchestra and Board of Directors (junior or senior board member).

The applicant must be in good academic standing, have good character and a positive attitude.

The applicant must plan to attend and be accepted at a two- or four-year college or plan to pursue his or her studies to develop his or her talent at a vocational or trade school.

The applicant must submit a twopage written essay addressing the topic of how the student was involved in River Valley Players and how it has influenced and will continue to influence the applicant’s life.

If no applicant is qualified for the scholarship in a particular year, the scholarship will not be given. An applicant may apply multiple times but may only receive the scholarship once.

The one-year scholarship in the amount of $500 (funded by the late Fr. W. Breuning and RVP fundraisers) is to be used for tuition, books, fees or other related educational expenses. Usually, only one scholarship is awarded each year.

Tri-County Opportunities Council will award 12 scholarships ROCK FALLS — At least 12 scholarships will be awarded by the Tri-County Opportunities Council to income-eligible students residing in the agency’s service area.

The scholarships are worth up to $1,250 and have been made available by the Illinois Department of Commerce and Economic Development (DCEO) through its Community Services Block Grant funds. All low-income students, racial or ethnic minorities and previous scholarship winners are encouraged to apply.

To be eligible for the scholarship competition: • The applicant must be a member of an income-eligible household.

• The applicants must be attending an Illinois-accredited post-second-

ary educational institution of higher learning during the fall of 2019.

• Applicants must be residents of Bureau, Carroll, LaSalle, Lee, Marshall, Ogle, Putnam, Stark or Whiteside counties in Illinois.

• Students must be considered fulltime (minimum of 12 semester hours) to qualify for the full $1,250 scholarship. Part-time students will be considered in the competition, however, scholarship awards will be pro-rated if they are selected as a winner.

The application deadline is March 22.

HENRY — River Valley Players Inc. has announced applications are now available for its $500 annual scholarship.

River Valley Players is a community theater group founded in 1977 that believes strongly in furthering the arts in education and the community.

The qualifying applicant will have provided service to the organization to further this belief.

The applicant must have been involved in a minimum of four productions with River Valley Players.

OGLESBY — Illinois Valley Community College’s Dental Assisting Program has begun their free/reduced-cost dental clinics for IVCC students, staff and the community.

Clinics are 8 a.m. to noon Fridays, February through May (excluding March 8 and 15), in the Dental Lab (B214). Patients can call 815-224-0227 to schedule an appointment for a comprehensive exam and X-rays. Qualifying patients will then be scheduled for a cleaning ($30 or free if IVCC student, faculty or staff), sealants (free) or full mouth series of X-rays (free).

Dental assisting program coordinator Heather Seghi said: “Our students are excited to start their clinics to hone their skills. They need a required number of patients, so reliable patients are desired as there is not time for rescheduling missed or canceled appointments.

“We do have outside resources for those unable to have the cleaning completed in our clinic, and we are very happy to help in any way we can to ensure they receive the best care,” she added.

Last year’s clinics scheduled more

than 106 appointments and attending doctors found several undiagnosed conditions ranging from a fractured tooth under a crown, an abscess, wisdom teeth impaction and rampant decay caused by xerostomia (dry mouth).

The meal program is partly funded by donations, so they have a suggested donation of $5 per meal. Lunch is served at 11:30 a.m.

Fish fry fundraiser LASALLE — The LaSalle-Peru High School band and the Better Fishing Association will host a fish fry fundraiser from 5 to 8 p.m. Friday, March 15, at the LaSalle VFW, located at 2325 Donahue St. in LaSalle. The cost is $8 for adults, $5 for children under 11. Carry-outs are 50 cents extra. The meal will include fish, fries, coleslaw and coffee. The event will also include a bake sale, 50/50 raffle and bar on site. The L-P Jazz Band will also perform. For tickets, contact Alicia at 815-220-8737 or any L-P band student.

IVCC Wind Ensemble concert OGLESBY — The Illinois Valley Community College Wind Ensemble will offer a free concert at 7:30 p.m. Thursday, March 7, in the Dr. Mary Margaret Weeg Cultural Centre. The performance will include the music of George Gershwin, Timothy Mahr, John Barnes Chance, Robert W. Smith, Richard Wagner, Richard Rodgers and Claude T. Smith. Under the direction of Gene Montgomery, the ensemble includes IVCC students, local and regional music educators and community members dedicated to the promotion of quality wind and percussion music.
