Lostant seeking land transfer for water tower

BY ZACHARY J. PRATT news@tonicanews.com LOSTANT — As Lostant prepares for its new water tower, the village board is discovering a series of steps it still needs to take.

The village learned last month that it has been selected to receive a $500,000 state-funded grant to aid in the construction, which means plans and preparations can commence.

One important matter which need-

ed to be addressed was land. Lostant has its eyes set on a particular piece of property for its new tower, but that land has been officially owned by the fire department.

To address this, the village has filed an ordinance for a quitclaim deed, in which one entity transfers interest in property to another. The fire department is expected to reciprocate during its own meeting.

Extra costs are also in the tower’s future, with a $7,500 boring bill

expected next month, to cover the expenses of a process wherein borings are made in the ground to test the area’s ability to support the water tower.

In addition, there will be a $500 charge to inspect the old water tower for asbestos.

Immel indicated that he is trying to see whether these expenses can be offset through the bonding, but that the practicalities of such are not yet determined.

Semitrailer mishaps At 5:50 p.m. Feb. 12, the Tonica Volunteer Fire Department was called to Interstate 39 at mile marker 51 for a semitrailer leaking fuel. Emergency personnel found the semi jackknifed across both lanes of the southbound road. One of the side fuel tanks was leaking diesel fuel. The hole was plugged and the leaked fuel contained.

Across from this incident in the northbound lanes, responders dealt with another semi that had the trailer over on its side. This resulted in a partial northbound lane closure.

While fire, police and multiple wrecker services worked at these scenes, a third semitrailer jackknifed at mile marker 50.

This semi went into the median striking a guardrail.

There were no injuries requiring anyone to be transported to a hospital from any of these accidents. The State Police

investigated, and Tonica volunteer firefighters cleared the scene in about two hours.

Enrollments down for human services, graphic design tech

One of the primary reasons, Anderson said, is its entry-level positions “have low rates of pay with limited career paths.�

Human Services prepares students for careers in family support, alcohol and drug abuse counseling, adult day care, client and child advocacy, social services and community organizing and outreach, among many other occupations.

Program coordinator and instructor Jean Batson-Turner, leader of the program since 2002, will have the opportunity to remain at IVCC as she is qualified to teach sociology, Anderson said.

A few of the Human Services students asked the board Thursday night to reconsider dropping the program. Second-year student Cyndi Freeman said the program produces individuals “who mend the broken back to wellness.�

When informed of the college’s plan to allow those already enrolled to finish the program, first-year student Patricia Dillard said, “That relieves a lot of fear for me.�

who retired as a full-time instructor in July, is teaching part-time this semester. No courses were offered in fall 2018. “Despite ongoing monitoring, this program remains low-enrolled and unable to generate revenues that cover its expenses,� Anderson said.

After just two students graduated from the program in fiscal 2016, graphic design rebounded with 11 graduates each in 2017 and 2018. “While some limited instruction is available this spring, it is unclear if that will generate the credit hours necessary to demonstrate program viability,� Anderson said.

Corcoran credited Batson-Turner and Skoflanc for their commitment to the college and students. “Jean and Francie have been wonderful representatives of the college across the community in their many years of employment. They are well respected professionals among their peers and have never given less than 100 percent to their students,�

OGLESBY — Illinois Valley Community College placed its Human Services and Graphic Design Technology programs on inactive status at Thursday’s board meeting due to “unsustainable enrollments.�

Trustees approved discontinuing a Human Services Associate in Applied Science (AAS) degree and certificate, as well as Substance Abuse Treatment certificates.

However, to allow students already in either program the opportunity to complete certificates or degrees, program courses will continue through the end of spring 2020 in a “one-year teach-out,� said Vice President for Academic Affairs Deborah Anderson.

The decision was based on the administration’s annual review of “program viability.� The programs had previously gone through

“enhancement plans� in an attempt to generate enrollment.

Human Services’ duplicated headcount fell from 140 in 2012 to 61 in 2018 and credit hours generated from 420 to 180. The program had 13 graduates earn the AAS or a certificate in 2016; just three students completed in 2018.

In a Jan. 14 memo to IVCC President Jerry Corcoran, Anderson lamented the program’s demise after Jerry 16 years.

Corcoran “Human Services IVCC has strong ties to the president social service agencies in the Illinois Valley. Many of these agencies rely on our students to serve as interns and to staff their entry level positions,� she said. “In a very humane sense, the program underscores our mission to contribute to the quality of life in the Illinois Valley. Unfortunately, the dire need for people to serve in this field has not attracted students to the program.�

The board also approved: • Transfer of $450,000 to a Capital Development Board trust account for the building of an agriculture program building where the dairy barn once stood. The college hopes to move beyond storage as students learn how precision ag equipment works, inspect it and perform minor routine maintenance out of the weather. The building would also enable future expansion in other ag-related programs.

The board also learned that based on 180 online reviews, Niche.com ranked IVCC seventh of 48 Illinois community colleges and 105th of 868 community colleges across the nation for the quality of its professors, value, diversity, student life, safety and location. “Like our board chair, I read every one of the reviews and found them to be gratifying and informative,” Corcoran said.

TONICA — Proposed changes to Tonica’s bonds could save the village thousands of dollars.

Patrick McCree from First Midstate said an option now available to Tonica is “calling in the old bonds with the new bond issue for a lower rate.”

McCree said the current bonds are at 5 percent, and the option could lower the rate to 4 or 4.25 percent.

The simple change was estimated to provide a potential savings of $14,000 over the life of the bond, but the board was presented with the option to take further steps and accelerate payments. Paying off the bonds sooner would curtail some interest costs and provide further savings.

“If the village can afford a few thousand more every couple payments and change that from $14,000 to $20,000, that’s even better,” said Village President Kevin Sluder.

Numbers remain to be crunched to see exactly how much Tonica would be able to accomplish.

While the lower rates have remained relatively stable through

this point in the year, McCree stated that conventional wisdom suggests the rates will increase by year’s end and that Tonica should proceed without needless delay.

In other discussion, a new establishment is preparing for business.

“Dollar General is going to town,” Marc Lemrise said.

“They’ve got the sewer hooked up already.”

According to Tonica’s agreement with Dollar General, the village will provide reimbursement — to Kevin an amount now statSluder ed to be $67,166 — for Tonica village work installing the president new sewer line. Sluder noted the sewer is not all Tonica will get from the deal.

“They’re giving us a right-of-way all the way up to 20th Road,” he said.

The Baseball Association has inquired as to whether Tonica would be willing to put forth onethird of the cost for a defibrillator, along with the association and the school. As Sluder noted, “They’re now supposed to have defibrillators at school functions.”

The village has encountered issues with garbage cans, left out for a number of days after garbage pickup, interfering with the plowing of snow on the roads.
