Standard man, 26, charged; sheriff says the two met online

BY DAVE COOK news@tonicanews.com SPRING VALLEY — A 26-year-old Standard man who investigators say stabbed a 16-year-old Spring Valley girl he met online is being held on $1 million bond, charged with concealing her death, the Putnam County sheriff said Tuesday morning.

More charges will be filed against Richard A. Henderson once the investigation progresses, Sheriff Kevin Doyle said during a news conference at Spring Valley Police Department.

Diamond Bradley last was seen by her family the evening of Jan. 23 and was reported missing the following morning. Her body was found Jan. 27 alongside 850th North Road in Putnam County, stabbed multiple times.

The exact nature of their relationship and Richard A. Henderson Henderson’s past still are being investigated, Spring Valley Police Chief Kevin Sangston said at the news conference.

The two met online, Doyle said; he did not specify a website.

Henderson was arrested Monday after being interviewed at the police station.

Tips, interviews, surveillance cameras and pings from Diamond’s cellphone link him to her death, Doyle said.

His preliminary hearing is Feb. 15; a public defender has been appointed.

Officials are waiting for several reports to be completed and there is still a lot of work to do to obtain a conviction, but investigators are confident they’ve arrested the man responsible, Doyle said.

He credited the arrest to the investigation’s “slow methodical process and

damn good police work,” citing the tireless efforts of the officers involved and the personal sacrifices they made in the effort to find the guilty party.

“We’d like to remind everyone that this invesDiamond tigation is still ongoing Bradley and we continue to track down additional information. At this time, we’re being very cautious as to the extent of details we release so as to not jeopardize the successful prosecution of this case,” he said.

“Her family has been notified and they’re appreciative. Justice for Diamond is our long-term goal,” Sangston said.

One of the biggest additions to the library since Jording’s arrival has been the implementation of Axis 360, the library’s e-book platform. “This app allows you to directly download e-books through the library, and now you don’t even need to leave your house to get a new book.

We’ve had a lot of interest in this, especially from teens,� she said.

She’ll also be planning to increase the amount of children’s reading activities.

Genealogy researchers will be happy to learn the library’s significant archive of local history will be gradually digitized.

LOSTANT — While books are the first thing to come to mind when thinking of libraries, they also serve as an important part of the community by giving people a safe and comfortable place to meet and relax.

April Jording became Lostant Community Library’s newest librarian in October, and there are several things she’d like to do in order to make the library a more useful and comfortable place for residents of all ages. “I’d like to bring in some more simple, community-based aspects to our programs and other things we offer. Simple is what draws people in, at least initially,� she said.

Jording grew up in rural Tonica and has lived next door to the Lostant Library for the past two years. She also works as an emergency room technician at St. Elizabeth’s Hospital in Ottawa.

This is her first time working in a library, but she’s been an avid reader since the age of three and loves all kinds of books. “I hate to have to get rid of them, but we’ve been cleaning out a lot of our older books in

It’s closer than you realize

Human trafficking seminar focuses on identifying and fighting an often hidden crime

BY DAVE COOK news@tonicanews.com PRINCETON — Human trafficking is a crime that is often hidden just beneath the surface, and it can be found in any community, large or small.

Hosted by Freedom House, a center for the prevention of abuse, a seminar recently presented

by Sara Dillefeld taught representatives from Illinois Valley law enforcement, education, social services, medical professionals and other advocates and concerned community members about the growing threat of human trafficking.

Dillefeld is the director of Human Trafficking Services at the Center for Prevention of Abuse in Peoria.

“When we created this department, we didn’t know what we were getting into, and we’ve realized there’s a real need for this,” Dillefeld said.

“Trafficking is often a hidden crime that’s just under the surface of our communities, and at some point, you have or will experience a connection to trafficking, whether it’s through your food, clothes, products, services or the people you come into contact with,” she said.

As an example of how prevalent human trafficking is, Dillefeld said there are hundreds of women and children being sold online within a 100-mile range. Trafficking can take many forms, but generally falls into labor or sex trafficking.

Labor trafficking includes domestic work; agricultural work; traveling sales crews; restaurants and food services; and construction.

Sex trafficking includes illicit massage businesses, hotel/motel-based sex work; residence-based commercial sex; online advertisements; escort services; and street-based prostitution.

“Runaways are in particular danger, and children are often approached by traffickers within the first 48 hours. And there’s no such thing as a child prostitute, just a child victim,” Dillefeld said.

She added that agriculture is the second most popular venue for labor exploitation, and many immigrants arriving in the country hoping for a better life and an ability to help their families back home are easily exploited.

Victims arrive legally, then traffickers seize their victims’ passports and other papers. They’re also paid less than promised, physically and verbally threatened, placed into debt bondage, coerced, beaten, isolated, forced to work exhausting hours, and forced to live in substandard conditions.

“Trafficking is a $150 billion industry. It’s the fastest growing criminal enterprise in the world, and it pays big money to traffic people. Human bodies sell, and the demand is there. Until we take care of the supply and demand problem, it will continue to be out there,” Dillefeld said.

After attendees learned the different aspects of trafficking, Dillefeld discussed how to recognize trafficking; the creation of new laws to protect victims; and how to approach victims with a focus on their needs.

Dillefeld said victims have been subjected to severe trauma and stressed the importance of helping to assure them there’s assistance available.

“It’s a difficult crime to investigate, so it’s helpful to have a victim who’s willing to help. The number one priority is ensuring their physical and emotional safety and building trust. Victims can suffer from PTSD, self-harm and substance abuse. You have to build a rapport with them and ease their anxiety about law enforcement,” she said.

While many trafficking crimes involve immigrants, it’s also found among hometown residents.

“You can be born in your community, grow up and live there and still be trafficked; it happens every day. I’ve seen residential brothels in our communities,” Dillefeld said.

She also used the upcoming Super Bowl as an example of how prevalent sex trafficking is in this country. She said communities hosting the championship game have had to develop law enforcement strategies to fight the traffickers who bring thousands of women into their cities so they can be sold for sex.

Arson suspected in fires

Accident • At 5:13 a.m. on Feb. 4, deputies responded to the area of 379 North 24th Road in Eden Township for a subject knocking on doors to houses. After investigation, deputies located a vehicle with extensive damage and later located Angalo Magnotti, 27, of Spring Valley walking on Route 251 on the Interstate 39 overpass. Deputies determined the damaged vehicle was his and that he’d been involved in an accident. The vehicle appeared to be southbound on Route 71 and for unknown reasons had left the road, entered a field and struck a sign post. The vehicle then continued across North 24th Road and struck a stop sign and a culvert before coming to rest. The driver was transported to IVCH by Oglesby Ambulance and was cited for driving on the shoulder, failure to reduce speed to avoid an accident, leaving the scene of an accident with vehicle damage, failure to give information after property damage, failure to report an accident to police, and operation of an uninsured motor vehicle. Magnotti was given a notice to appear.

TONICA VOLUNTEER FIRE DEPARTMENT • At 11:14 p.m. on Feb. 1, the Tonica Volunteer Fire Department responded to a call for a mutual aid tanker to assist the Lostant Fire Department at a structure fire at 157 North 14th Road.

• At 12:03 a.m., the Tonica Volunteer Fire Department was called for a second structure fire at 279 North 17th Road, which is the same address as the recent church fire. Firefighters found an unoccupied two-story farmhouse totally involved with fire, and Tonica requested a MABAS box alarm.

Mutual aid was received from the fire departments of Oglesby, Utica, McNabb, Standard and Toluca, with the LaSalle County Police providing traffic control.

The State Fire Marshal’s Office Fire and Arson investigator was contacted.

Weather conditions were poor and caused some equipment to freeze and fire ground operations to be hazardous due to slippery conditions. Tonica cleared the scene at 2:46 a.m.

• At 12:20 a.m. on Feb. 4, the Tonica Volunteer Fire Department and Standard Fire Rescue responded to a reported one-vehicle rollover accident on Route 71, just east of the LaSalle-Putnam county line. On arrival, emergency personnel found a pickup truck in the field on the north side of the road.

The one occupant had been able to get out of the vehicle without assistance, and medical personnel examined and treated the driver for minor injuries. The driver refused transport to a hospital.

Putnam County and LaSalle County Police were also on scene, and LaSalle County Police investigated the accident. Tonica Ambulance was released from the scene in about an hour.

TONICA — With the recent multiple structure fires in the area, one of which was at the same location as a previous fire, the Tonica Volunteer Fire Department has issued a request for any information regarding the possibility of arson.

If anyone has pertinent information, they should call the Arson Reporting Hotline at 1-800-252-2947.

Those reporting such information can remain anonymous.

“If an emergency service provider is killed or injured because of an arson fire, the act is not just a crime, but it becomes a Class X felony,” Rick Turri, public information officer for the Tonica fire department, said in the request.

According to Turri, arson is a Class 2 felony that carries a three- to seven-year prison sentence. Arson in a residential home or a house of worship is punishable by a four- to 15-year prison sentence.

• At 11:06 p.m on Feb. 1, the Lostant Fire Department responded to a structure fire at 157 North 14th Road, approximately three miles west of Lostant. Firefighters arrived to find an unoccupied two-story house fully involved in fire.

While Lostant was at the fire on North 14th Road, it was reported there was another possible fire located in the area of North 16th Road. Some firefighters left to respond, and the Tonica Fire Department was also notified of the second call.

• The second call location was at 279 North 17th Road where another two-story house was fully engulfed. This was same location as the recent church fire. The Tonica Fire Department handled the call on North 17th Road.

The Illinois State Fire Marshal’s office was contacted, and the cause of the fire on North 14th Road is under investigation.

The truth is, people support each other

hen I scroll through the newsfeed on my Facebook page, I see so much negativity. I see politics and people throwing accusations and allegations. I see people hating and swearing and pointing fingers.

Some days, it seems to be ALL I see.

But then I look further. I look beyond the headlines to REALITY. I come from a small town. I love small town living, and I’ll tell you why. In my 48 years here, I have seen people rise up and band together when there is trouble or distress.

I have seen neighbors helping neighbors. I have seen strangers helping strangers.

When there is a need, it gets filled. When there is a disaster, it gets handled.

When there are tears, there is someone there to dry them.

I have seen humanity at it’s finest here in my little river town.

Don’t get me wrong, I have seen some petty junk, too. There is always someone who wants to tear people down. There is always some grumpy Gus who can’t stand to be happy, and so they try to drag others down with them.

In my family, we used to say (about a misspoken word), “You put the em-PHA-sis on the wrong sy-LLA-ble.” When we don’t say a word right, it changes the entire

meaning of the word -- of the sentence. In doing so, we can change the meaning of the entire paragraph, or chapter, or even the book.

When we don’t look at what is important, and don’t handle it properly, we can turn the tide of everything after that.

On Facebook one day (yes, I’m kind of a junkie, but it’s where I draw a lot of inspiration), one of my friends expressed this sentiment: “Just my observation. In all the little towns I’ve been to lately, I have found that all people, no matter what nationality, are getting along just fine. Actually seeming to go out of their way to just be nice. Why, in the past few years or so, has the news media promoted racism and discontent? I’m just not seeing it anywhere else but the news. Peace and love still reign across the USA!” It got me thinking about my personal experiences and how humanity is NOT lost.

There is a local town that had a businessman who was not Caucasian. In fact, he was Muslim.

Now, judging by the media and

the current climate of our nation, I would have to say this man should be afraid to walk the streets of his small town, and he would surely fail in his business due to his beliefs.

That was not the reality, however. He had owned his business for decades and was a beloved member of the community. When a member of his family fell ill, the town rallied behind him and delivered meals and prayers and support. When he was forced to close his business because of circumstances, dozens of people aided him in packing and clearing his store.

He was loved. He was supported.

His family was nurtured in a loving environment.

When my nephew, who has Down syndrome, was diagnosed with leukemia at the age of 13, people did not turn away. I saw quite the opposite. People ran to his side. There was a benefit planned that raised more than $35,000 to aid in financing his travels to and from St. Jude for his three-year chemo protocol.

The kid was spoiled rotten with gifts. It was completely overwhelming. Our family couldn’t go anywhere without inquiries about his health, his status. There was genuine concern and compassion around every corner. There were more than two dozen people at each of the planning meetings for the

benefit, and generous donations of time, money and items to be auctioned on his behalf. There was love and support, not condemnation and discrimination because of his disability or disease.

Every day in my LOCAL news, I read stories of benefits being planned. I see schools supporting a sick student. I see pleas for clothing and supplies for fire victims.

On a bigger scale, when I watch national news and see disasters being reported, I can look BEYOND the tragedy and see countless stories, told and untold, of humanity at it’s finest. People step up and take action to make someone’s life better or easier.

Aren’t we called to do just that?

Aren’t we called to empower and enable and lift up those around us?

Aren’t we called to be a shoulder, a supporter, a lover of our fellow man?

Aren’t we called to SEE these things?

Aren’t we called to put the em-PHA-sis on the right sy-LLA-ble and make sure the word, sentence, paragraph, chapter and book has a happy ending?

IBHE has released an analysis showing it is significantly less expensive for an Illinois resident to enroll in-state at one of Illinois’ public universities than at neighboring state colleges and universities. This dispels the myth that it costs more to attend an Illinois public university than it does at a comparable public university in Indiana, Iowa, Missouri or Wisconsin.

Also, Illinois citizens attending Illinois community colleges, public universities, and the majority of private colleges and universities are eligible to be considered for the state’s Monetary Award Program (MAP). MAP is recognized as one of the finest need-based grant programs in the country, and the academic success rate for MAP grant scholars is excellent.

Today’s college students can get the degree they desire, close to home, and with the assurance of a successful career right here in Illinois. Cutting-edge academic

programs are available to serve recent high school graduates and those who are balancing their education with working, parenting and service to our country. Illinois is a leading state for college completion rates for adult learners and transfer students from community colleges.

Our public universities produce more degrees efficiently than their peers and outpace national averages for graduation rates.

We also want to assure families that stable state funding remains in place for the remainder of this fiscal year, and IBHE is preparing its recommendation for an appropriate higher education budget for next year and the years to come that will provide the stability to meet our goals of affordability, accessibility and innovation.

LETTERS TO THE EDITOR Higher Ed board: State universities are affordable To the editor: The New Year is a time for resolutions, and there is no shortage of political, educational, business and opinion leaders who resolve to catalyze the significant reforms needed to stem the flow of Illinois students to out-of-state colleges and universities. Proposed changes include the consolidation of programs and administrative governance, strengthened institutional commitments to affordability and accessibility, and predictable investment from state government.

The Illinois Board of Higher Education (IBHE) agrees with the urgency for bold initiatives and is poised to play a central role in that change. In 2002, only 29 percent of the four-year-college-going Illinois high school graduates enrolled outside the state, but by 2016, 46 percent of the high school

Dillefeld reported there were 720 trafficking cases reported in Illinois in 2016 with 1,802 potential people trafficked. The majority of victims were female and a roughly a third were minors.

This modern-day slavery can be found in a wide variety of business environments including agriculture, factory work, meat-packing, salons, strip clubs, restaurants, construction, domestic services, elderly care, the internet, massage parlors, motels/hotels, truck stops and more.

“Traffickers often break several laws during their victim’s exploitation including assault, battery, kidnapping, murder, false imprisonment, sexual assault, prostitution, pandering and many more,” Dillefeld said.

She said victims may need help with housing, food, health concerns, language interpretation, legal services and financial assistance.

She then discussed several new tools law enforcement can use to fight trafficking and encouraged a cooperation with all service providers to help prosecute these criminals and remove their threat from communities while also ensuring the safety of their victims.

The Putnam County Bancorp Board of Directors is announcing the addition of two new directors.

Eve Postula of Peru and Ralph (Joe) Gensini Jr. of Hennepin were elected at the 2018 annual shareholder meeting on Jan. 17 at Hornbaker Gardens in Princeton.

Postula has spent her professional career in accounting and financial services. She currently holds the position of business office manager and treasurer at St. Bede Abbey and Academy in Peru.

Since joining St. Bede in 2004, she has been instrumental in reinstating the boarding program and reversing a deficit spending cycle at the Academy. She also holds the role of chief financial officer. This includes the direction of the capital campaign and manager of the new construction at the Abbey and Academy.

Postula and her husband, Tim, both grew up

in LaSalle and graduated from St. Bede Academy. She has also attained a bachelor’s degree in accounting from St. Mary’s College, Notre Dame, Ind., and an MBA in finance from the Chicago Graduate School of Business at Loyola University.

Gensini currently raises livestock, farms and owns and operates Gensini Excavating. Gensini Excavating was established in 2001 and has grown into a diversified company that handles many types of construction, including earthmoving, underground boring, trucking and other multifaceted projects. The majority of the projects are commercial or state funded.

He is a graduate of Putnam County High School and attended Black Hawk Junior College. He studied ag business.

Gensini and his wife, Kerry, moved back to the Putnam County area in 1999. Joe and his family enjoy a multitude of outdoor activities such as showing livestock and bass fishing.

The Putnam County Bancorp is the holding company of North Central Bank. North Central Bank has $125 million in assets and has locations in Hennepin and Ladd.

Project Next Generation grant funds humanities and tech workshops for middle schoolers in February LASALLE — The LaSalle Public Library is taking registration for two new programs that will launch Feb. 26. The programs, Project Next Generation, will engage participants in using technology to connect with the past, present and future.

In the first half of the eight-week programs, students will work as a team, as they learn features and then use digital cameras, recording equipment and video editing technology to produce high-quality archival interviews for the Illinois Veterans History Project.

Students will also acquire critical skills necessary to successfully interview individuals including an understanding of question development, preparation, pacing, listening and engagement.

Their work, 30-minute recorded interviews, will be uploaded to the Illinois Veterans History Project site, and, will also become part of the Library’s local history collection.

Building on both the technical and collaborative skills learned with the Illinois Veterans History Project, students will continue to connect with the past, present and future with one of two four-week projects. One group of students will work collaboratively in their exploration and use of 360 Degree Virtual Reality/Augmented Reality technology. The second student group will explore 3D Design and

Printing including CAD software that facilitates development of CAD drawings via photogrammetry. Both student groups will create finished pieces that can be shared via community and/or classroom presentations. The programs will include a “working” field trip to the Abraham Lincoln Presidential Library and Museum, a location that will provide opportunities to utilize learned technologies to complete projects.

The grant program is the vision of Illinois Secretary of State Jesse White. Its focus is for public libraries to provide after-school programming that encourages youth to learn emerging technologies, and participate in an important and lasting Illinois humanities project. Taught by adult mentors, these programs also strive to help students develop self-confidence whether working collaboratively or independently.

This program is free and is open to all students, ages 11-14, including home-school students.

Participation, however, is limited to a total of 20 students. Up to 10 students will participate in each of the two programs. IVCH Foundation hosts 30th annual ball

For the 30th consecutive year, Elaine Buckman of Spring Valley (right) chaired the committee that planned the Illinois Valley Community Hospital Foundation’s annual benefit ball, which was held Jan. 20 at Celebrations 150 in LaSalle. IVCH Chief Executive Officer Tommy Hobbs and his wife, Lisa, thanked Buckman, who is the Foundation’s vice president, for her work in organizing the event, which is one of the Foundation’s principal fundraisers each year. The first ball was held at the Hotel Kaskaskia in LaSalle in 1989.

About 140 friends of IVCH attended this year’s gala, which featured dancing to the music of the Bill Hardesty Band.

BELLEVILLE — Bret Storm, the son of Howard and Vicki Storm of Tonica, has graduated from Lindenwood University-Belleville with a bachelor’s degree in business administration with an emphasis on sports management. He attended Lindenwood University on a baseball scholarship after graduating from L-P High School in 2013.

He made the dean’s list while attending LUB and has accepted an internship with the commissioner’s office of Frontier Professional Baseball, an independent league based out of Sauget, near St Louis. He is also working for Greater Midwest Baseball, the largest youth baseball tournament provider in the greater Midwest, based out of St. Louis, Mo.
