BY ZACHARY J. PRATT news@tonicanews.com LOSTANT — Unwanted water has been entering Lostant Elementary School in recent weeks, resulting in the discovery of a leak from outside.

There was recently discovered to be “water coming up in the pit in the boiler room,” according to Superintendent Sandra Malahy.

Based off chlorine and fluoride samples, the district determined the water to be from the village water system.

The leak is believed to originate from outside the building.

“Because our water bill hasn’t gone up, the water’s leaking before the meter,” Malahy said.

“That means it’s outside; it’s not in the school.”

The news prompted board member Quillard Skinner to ask where the school holds responsibility for the matter, a line of questioning echoed be Board President Mike Phillips.

“Does the city own up to the shutoff or up to the meter?” Phillips asked.

Malahy said that her information up to this point indicates the city’s responsibility ends at the shutoff, and there the school’s responsibility would begin.

Fixing the leak will require the water to be shut off, Malahy said, “and you can’t have school with the water off.”

Therefore, she suggested the district wait until the first week of April, “when school is out all week,” so it might have time to complete the project.

“We don’t have a gusher. It’s not leaking that bad,” Malahy said. “It’s not bad, but it has to be fixed. It has to be attended to.”

In other discussion, the school has recently experienced boiler shutdowns that set off an alarm.

This began after the installation of a new burner for the boiler in November. After investigations into the issue, it was determined that the airflow switch needed to be readjusted.

Malahy said that, since the adjustments, “it hasn’t gone down once, so it might be fixed.”

Putnam County Death Investigator, Bob Cofoid, said a forensic examination (autopsy) was preformed Sunday on the body found along a road in Granville Township in Putnam County.

The preliminary investigation indicated that the 16-year-old female, identified as Diamond Bradley, a Spring Valley resident, died from multiple injuries.

We are awaiting final results from the autopsy, and toxicology is pending and may take 4 to 6 weeks before completion.

SPRING VALLEY — Grief counselors were made available to Hall High School students this week after they learned of the homicide of their former classmate, Diamond J. Bradley, 16, who had been reported missing at 6:30 p.m. on Jan. 24. “Grief counseling will be available at Hall High School during this week, and we will be prepared to offer the Diamond support needed during Bradley this very difficult time,� Hall High School Superintendent Jay McCracken said. “If assistance is needed, please call the district office at 815-6642100,� McCracken said.

According to the Putnam County Sheriff’s Office, at 12:57 p.m. Saturday, a body was found in a ditch along County Highway 850 North in Granville Township. The person was pronounced dead at the scene.

Andersen’s case in Dewey death moves forward Arguments made for allowing incriminating conversations

BY DAVE COOK news@tonicanews.com HENNEPIN — The attorneys for Clifford Andersen Jr. have argued against allowing his spouse testify in court during a motions hearing on Jan. 25.

Andersen, 67, of Standard, is charged with murdering his sister-in-law, Deborah Dewey and concealing her body. Dewey, 62, of Ladd was reported missing in August 2016, and her body was found on Sept. 12 in a shallow grave in a yard of a Standard home for which Andersen was caretaker.

According to McCracken, Bradley had been a student at Hall High School up until this past October.

“Our entire Hall High School community has been deeply shocked and saddened to learn of the tragic loss of one of our recent Hall High School students, Diamond Bradley. We extend our heartfelt condolences to her family and friends,” McCracken said.

At a Monday afternoon press conference held at the Spring Valley Police Department, Putnam County Sheriff Kevin Doyle said investigators have conducted numerous interviews and will be continuing to do so, along with following any leads.

Other evidence presented showed the last calls made on Dewey’s phone were to Andersen.

Andersen was also seen leaving Debra Dewey’s car at the Morris truck Dewey stop on Aug. 23. Authorities found the car on Aug. 29. Andersen and Dewey’s DNA was also found in a vehicle wheel well.

There were several objections, arguments and case law cited. Circuit Judge Stephen Kouri is taking the issue under advisement. The next court date is scheduled at 1 p.m. on March 15, and the trial is expected to begin on May 8. Andersen remains jailed on a $150,000 cash bond.

Andersen to his wife, as well as texts she later made to family members, to be permissible because of the fact they were lies and don’t promote marital harmony or the basis of the immunity.

Andersen’s lawyers, Drew Parker and his son, Robert Parker, of Peoria, said it’s a privileged communication and should be barred since it was between husband and

wife.

Andersen stated he was horseback riding with an individual on a day he was sweaty, worn out and smelled like horse manure. State police spoke to the man he was supposedly riding with, and he said he hasn’t seen Andersen in more than 25 years.

“This investigation is still in its early stages, and we feel releasing too much information at this time would be detrimental to the investigation,” Doyle said.

Doyle also said future releases of information will originate from the Putnam County Sheriff’s Office.

“At this time, we believe this incident is isolated to the victim. It’s been a horrible tragedy that this family and this community has had to endure,” Spring Valley Police Chief Kevin Sangston said.

IVCC committee to propose $3-per-hour tuition increase IVCC President Jerry Corcoran said.

The increase, expected to generate approximately $174,000, is recommended in anticipation of state funding remaining at 85 percent of 2015 levels — the year before the state budget impasse.

In addition, fee increases to 42 courses and fees for two new courses will be recommended.

In other business, Cheryl Roelfsema, vice president for Business Services and Finance, presented a three-year financial plan projecting flat state funding of $1.885 million, modest credit hour increases, minimal property tax increases, and tuition increases of $3, $4 and $2 per year through 2021.

OGLESBY — Illinois Valley Community College will propose a $3 per hour tuition increase beginning this summer, but the college’s combined credit hour and universal fee will remain below the state average, the board’s audit-finance committee learned Jan. 26.

If approved by the board of trustees Feb. 8, the $133 per hour rate — an increase of 2.3 percent — remains significantly lower than the current $140.88 state average.

“Even with the increase, we continue to be well below the state average for community colleges, and approximately one-third the cost of Illinois State and Northern Illinois and one-fourth the cost of the University of Illinois before you start adding in all of the fees,”

• The Streator Police Department and the Tri-DENT Drug Task Force arrested Leodis Jordan III, 30, of Streator at 7:30 p.m. Jan. 25 for two Class 2 felonies of unlawful delivery of a controlled substance (heroin) following an investigation into heroin sales in Streator. During the investigation, Jordan allegedly delivered one gram of heroin to Tri-DENT on several occasions.

• The LaSalle County Sheriff’s Department arrested Shannon M. Bailey, 30, of Marseilles on Jan. 26 for allegedly delivering heroin following an investigation into heroin sales in Marseilles.

Deer accident • A vehicle driven by William Johnson, 71, of Utica struck a deer in the road at 9:30 p.m. Jan. 25 on North 2101st Road in Eden Township.

Speeding • At 11:10 p.m. on Jan. 27, deputies cited a 17-year-old female driver from Lostant for speeding 80 mph in a 55-mph zone.

• At 2:50 p.m. on Jan. 22, deputies cited Amanda Knoblauch, 38, of Tonica for speeding 74 mph in a 55-mph zone.

• At 10:50 a.m. on Jan. 27, the Tonica Volunteer Fire Department was called for an accident involving a semitrailer on Interstate 39, approximately one mile north of the Tonica exit. Emergency personnel found that the truck, which had been southbound on the interstate, had left the road, crossed the median, crossed both northbound lanes and went through the east side barrier fence before stopping in a field.

The state police investigated the accident, and rescue personnel cleared the area in approximately an hour.

• At 10:33 p.m. on Jan. 28, the Tonica Volunteer Fire Department was called for a grass fire located along I-39 at mile marker 46. The department responded with two brush trucks, and they found a fire along the northbound lanes that was quickly extinguished.

Debris from a truck tire found in the area was believed to have started the fire. The department cleared the scene in about 20 minutes.

Cooperative police force in Illinois Valley worth investigating

City leaders and police officials in Spring Valley, LaSalle, Peru and Oglesby have taken the unprecedented step of discussing how to implement more cooperation among their police departments. Their efforts could improve law enforcement for citizens and save substantial amounts of money, too. We applaud them.

olice departments are filled with brave men and women.

That’s pretty much a given.

Law enforcement personnel never know, from one day to the next, what kind of dangerous situations they might be called upon to deal with.

They must be ready to bravely face lawbreakers, respond to traffic crashes, and otherwise help to restore order when disorder arises.

A new kind of courage was demonstrated last week by four area police departments in Spring Valley, Peru, LaSalle and Oglesby.

They are talking about doing more to work together and share their limited resources.

We say, Hurray!

The mayors and police chiefs of those four Illinois Valley cities conducted a news conference Jan. 18 where they shared details of their previously quiet discussions about cooperating more than they already have.

LaSalle, Peru, Oglesby and Spring Valley already consolidated their dispatching services two years ago.

The Illinois Valley Regional Dispatch Center is based in Peru.

Peru is also where they are discussing the possibility of constructing a new regional police headquarters to be shared by the four departments. That idea emerged after Peru city officials, led by Peru Mayor Scott Harl, had been talking about building a new headquarters for that city’s police force.

Other possible benefits of cooperation among the four departments come in the areas of better training, better equipment, sharing available officers and investigators, and in general, lessening the duplication of services that is currently the case among the departments.

An additional major benefit involves cost. Cooperation among law enforcement is expected to save money — an amount estimated in

the millions of dollars in the coming years.

“Twenty years ago, this wouldn’t even have been a discussion, but we’re sharing schools and several other services, and this makes good financial sense,” Harl said.

The long-term potential financial savings of a shared police service is almost too big to comprehend. The figure they talked about at the news conference was $250 million in savings over the next 60 years.

“I think that number is staggering,” Spring Valley Mayor Walt Marini said.

We’re staggered by it, too.

Many details still need to be worked out, and officials promised the discussions would be transparent and that the public would be kept informed. Approval of a plan for construction of the shared police station is likely two years away, Peru Police Chief Doug Bernabei said. Officials also said each

These individuals are so important that there would be no organized competitive sports at the high school level without the men and women who officiate these contests every day. Subtract the dedicated people who officiate, and competitive sports would no longer be organized; they would be chaotic.

In some areas, officials are retiring faster than new licenses are being issued. Junior varsity, freshmen and middle school games are being postponed, or

canceled, because there are not enough men and women to officiate them.

Anyone looking for unique ways to contribute to the local community should consider becoming a licensed high school official. For former high school athletes, officiating is a great way to stay close to the sport.

Officiating helps people stay in shape, expands their social and professional network, and offers part-time work that is flexible, yet pays.

Another benefit of officiating is that individuals become role models so that teenagers in the community can learn life lessons that high school sports teach. Students learn to respect opponents and rules of the game, and the importance of practicing good sportsmanship.

The objectivity and integrity

that officials display is an example that every young person needs to observe firsthand. In short, communities around the country will be stronger because of the life lessons that high school officials help teach the next generation.

We need dedicated men and women to become involved so that high school sports can continue to prosper for years to come.

We applaud leaders and police chiefs from these four cities for embracing intergovernmental cooperation and taking bold steps to make it happen.

In an era of higher costs for government – driven by increasingly higher pension costs, for one thing – combined government services is a concept worth courageously exploring and implementing.

Community Players will host a meet the directors event STREATOR — Theatre fans will get a chance to meet the directors for Community Players of Streator’s 2018 season and learn more about how to get involved in the group’s upcoming 61st season.

Community Players of Streator — best known as Engle Lane — will host a Meet the Directors Night at 2 p.m. Sunday, Feb. 11, in the William C. Schiffbauer Center for the Performing Arts at Engle Lane Theatre, 1012 Columbus Road, Streator.

The directors of each production will be introduced and will provide an overview of their show, including ways for interested individuals to become involved both on and off stage.

Following the presentation of the directors, those attending will have the opportunity to tour the theatre and learn more about getting involved in the season.

“You don’t have to have any experience at all to be involved at Engle Lane,” said Samantha Farb, Engle Lane’s 2018 production chairman

and board of director member.

“Everyone has to start somewhere, and it is our hope that this event can help make taking that first step a little less intimidating for those just starting out.”

Season tickets are on sale for the 2018 season, starting at $60 for all six shows. Productions will include: “Cry Baby, the Musical,” a musical comedy directed by Nik Frig May 13-19; “The Dixie Swim Club,” a comedy/drama directed

by Kathy Missel June 10-16; Mel Brooks’ “The Producers,” a musical comedy directed by Kathy Hepner and Sarah Breyne July 8-14; “James and the Giant Peach, Jr.,” a youth musical directed by Cheyenne Sunken Aug. 5-11; “On Golden Pond,” a comedy/drama directed

by Bill Jankowski Sept. 9-16; and “The Rocky Horror Picture Show,” a musical/dark comedy directed by Samantha Farb Oct. 7-13.

Prepared childbirth classes PERU — The next series of Illinois Valley Community Hospital prepared childbirth classes for women in the last trimester of their pregnancy and their partners will begin at 6 p.m.

Wednesday, Feb. 7, in the IVCH office building at 1305 Sixth St. in Peru, one block east of the hospital’s emergency department entrance.
