Board ready to contract for outside bus services

BY ZACHARY J. PRATT news@tonicanews.com LOSTANT — The Lostant School District is set to enter into a contract for outside transportation services.

Despite winter conditions causing classes to be canceled for the day, members of the Lostant School Board braved the weather to make last week’s scheduled meeting.

Jim Peters, school attorney, and Karen Fassig, North America Central School Bus transportation director, also attended, as the district’s proposed transportation contract was set for approval.

Given its difficulties finding drivers to maintain bus routes, the district had previously put out requests for bids, leading to one proposal.

The two-and-a-half-year contract is intended to transition the district from an in-house service to a third-party service this February.

The current drivers are expected to be offered jobs with the new service.

The contract was approved “sub-

ject to no change of mind between now and Feb. 18,” at Peters’ suggestion. He explained that such language serves as extra protection for the district, as the contract cannot be approved until the stated date.

“Suffice it to say that if conditions change such that Feb. 18 was just too bloody long out, you should be able to reach out to North America Central School Bus for emergency accommodations,” Peters said. He added that such a situation seems unlikely to occur.

In other discussion, one student led to an investigation into the district’s activities.

“You can’t have more than one percent of your population taking an alternative state test,” Superintendent Dr. Sandra Malahy said, but “with a district this size, one student will bring us over that percentage.”

The described scenario is exactly what played out, leading to an investigation, after which the district was deemed in compliance with regulations.

Medical marijuana cleared as alternative to opioids to kill pain

PharmaCannis opened a dispensary in Ottawa in October 2015 when the state first began allowing legal purchase of medical marijuana.

Patients will then need to see a doctor every 90 days to renew their certification for medical marijuana.

Johnson said medical marijuana’s use as an alternative has been in the works for awhile due to some concerns with the ongoing opioid crisis.

“We’ve seen unbelievable results for patients who are previous opioid users. It has been life-changing,” Johnson said.

She added some felt better physically and “more in touch with reality,” which others have been able to return to work when previously feeling “paralyzed” from opioid use.

Johnson added there will always be a use for opioids, but medical marijuana may be a healthy alternative for others.

PharmaCannis opened a dispensary in Ottawa in October 2015 when the state first began allowing legal purchase of medical marijuana.

A majority of local patients tend to be older compared to a more younger-base in the suburbs.

The nearest two dispensaries are in Morris and Bloomington, according to Johnson.

She added business continues to steadily increase.

“It’s slowly grown over the past three years,” Johnson said. “There wasn’t the huge uptick the state was expecting at the very beginning but it has steadily grown over the last three years.”

OTTAWA — Ottawa’s medical marijuana dispensary could see an increase in patients as Illinois begins rolling out a program as an alternative to opioids.

Anna Johnson, PharmaCannis’ general manager, said the dispensary, located at 4104 Columbus St., is already preparing for a large number of new visitors.

“We’re expecting a large flood of new patients.

It’s opening up a whole other group of patients that now have a qualifying condition,” Johnson said. “It’s definitely going to make a huge difference and we’re gearing up for that by beefing up our staff and through outreach to doctors.”

The Associated Press is reporting other medical marijuana dispensaries in the state are doing the same as the Illinois Department of Public Health’s new program will allow medical marijuana to be used in place of prescription painkillers.

The program was signed into law by former Gov. Bruce Rauner in August and goes live on Thursday, Jan. 31. Patients previously had to have one of about 40 conditions, including cancer or AIDS, to qualify for medical marijuana.

Johnson estimated the dispensary has between 600 and 700 patients and is expecting that number to potentially double as a result of the new program.

Those with an opiate prescription will need to go to a certified doctor who will fill out a form with the state to switch to medical marijuana.

Caution advised when driving in bad weather

Lostant garbage pickup will switch to Monday

On Jan. 23 at 8:39 a.m. and again at 9:54 a.m., the Tonica Volunteer Fire Department was called out to Interstate 39, near the Tonica exit, for motor-vehicle accidents.

On Jan. 24, at 6:45 p.m., the department was called out again for a motor-vehicle accident on I-39, this time just north of the Tonica exit.

A contributing factor in these multi-vehicle accidents was blowing snow and icy roads. The department reminds drivers they need to exercise extreme caution during adverse weather. It’s dangerous for everyone involved in accidents to be out in these extreme weather conditions.

At least seven vehicles that either

slid off the road, tipped over or rolled over were involved in these three incidents. Two drivers were transported to Illinois Valley Community Hospital with non-life threatening injuries. Tonica firefighters were assisted by Oglesby Fire and Ambulance and the state police investigated these accidents with assistance from other law enforcement agencies.

During emergency operations at these accidents, there were multiple near-miss incidents due to vehicles being driven too fast for conditions.

Drivers need to be alert for lane closures while emergency personnel are in the area.

TONICA VOLUNTEER FIRE DEPARTMENT At 5:19 p.m. on Jan. 25, the Tonica Volunteer Fire Department was called to a one-vehicle accident, car versus guardrail, just south of the Tonica exit on Interstate 39. Emergency personnel found a vehicle

near the guardrail with extensive damage, and no extrication was needed. The driver was assessed by medical personnel and refused transport to a hospital. The state police investigated.

IN BRIEF Energy assistance available via low-income state program SPRINGFIELD — The Illinois Department of Commerce and Economic Opportunity (DCEO) has announced income-qualified households can apply for winter heating assistance through the Low Income Home Energy Assistance Program (LIHEAP).

If your last 30-day income has been affected by the federal shutdown, if you lost your job, if you are a student living away from home struggling to pay your utility bills, LIHEAP can help.

A single-person household can qualify with a monthly gross income of up to $1,518; a two-person household up to $2,058; a family of three up to $2,598; and a family of four up to $3,138. Benefits are paid directly to energy vendors on behalf of eligible households. The exception is households whose heating costs are included in their rent.

LIHEAP applications are processed through a network of 35 local administering agencies around the state.

Customers must bring all required docu-

mentation when applying for assistance, including: • Proof of gross income from all household members for the 30-day income period beginning with the date of the application.

• A copy of their current heat and electric bills issued within the last 30 days (if they pay for their energy directly).

• A copy of their rental agreement (if they are renting) showing that utilities are included, the monthly rental amount and landlord contact information.

• Proof of Social Security numbers for all household members.

• Proof that their household received TANF or other benefits, such as Medical Eligibility or SNAP, if receiving assistance from the Illinois Department of Human Services.

Furnace assistance is available as well for households who qualify for LIHEAP, have an inoperable heating system, and are in need of furnace repair or replacement.

LOSTANT — Beginning Feb. 4, the village of Lostant’s garbage pickup day will change from Thursday to Monday. As a result, instead of placing their garbage cans out for pickup on Wednesday evening, residents will now need to put them out on Sunday evening.

LASALLE COUNTY SHERIFF’S OFFICE Single-vehicle crash At 4:26 p.m. on Jan. 26, deputies investigated a single-vehicle accident at Route 251 and I-39 in Eden Township. Cameron Serafini, 19, of Granville was northbound on Interstate 39 and attempted to exit onto Route 251.

Serafini was unable to stop because of road conditions and his vehicle slid into a lane usage sign on Route 251.

No injuries were reported, and no citations were issued.

Scam alert The LaSalle County Sheriff’s Office is aware of a scam in the area where someone falsely claiming to be from the sheriff’s office, and using actual names and ranks of current deputies, asked the person they called, by

name, why they’ve missed jury duty for grand jury.

The caller then tells the person they called their actual address to sound legitimate before attempting to obtain further information from the person.

The LaSalle County Sheriff’s Office wants you to know they will not call to tell you that you have a warrant or owe fines and then provide you with options to pay by means of any form of gift cards. These are scam calls.

If you or someone your know receives a similar call, or if you’re suspicious of a call from someone claiming to be from law enforcement, get the caller’s name and agency, hang up and call the law enforcement agency back using the agency’s phone number provided by their website or a phone book.

Soil testing workshop set for Feb. 7 HENRY — The University of Illinois Extension — Bureau, LaSalle, Marshall, Putnam Unit, along with the Marshall-Putnam Farm Bureau and Marshall-Putnam NRCS, will host a soil testing workshop at the Marshall-Putnam Extension Office at 509 Front St. in Henry.

he Bald Eagle Watch was celebrated at Starved Rock State Park and the Illinois Waterway Visitor Center this past weekend, and it was one of the few events in the area not canceled or postponed because of the bitterly cold and snowy weather. Sponsored by the Illinois Audubon Society, the Illinois Raptor Center, the Illinois Department of Natural Resources and many others, the weekend events included Native American dancing, guided hikes, eagle watching, and historical and conservation programs. Many people came to see the eagles of Plum Island hunt the open waters near the dam, but the eagles seemed content to spend much of the day roosting in their trees to stay warm. Sea gulls, however, were out in large numbers and didn’t seem to mind the cold as they circled above the water while watching for unsuspecting fish.

Pritzker’s positive personality perceived as a plus I

missed J.B. Pritzker’s recent impromptu speech to a gathering of Republicans by a few minutes. But the fact that Pritzker even stopped by the event, hosted

by Senate Republican Leader Bill Brady and House Republican Leader Jim Durkin, was notable in and of itself.

As one top Republican said after Pritzker’s speech, just imagine Gov. Bruce Rauner showing up to speak about bipartisanship and then heap praise on House Speaker Michael Madigan and Senate President John Cullerton at a Democratic reception.

If you can’t imagine such a thing, well, that was the Republican’s whole point. It never would have happened (although Rauner did show up for a Black Caucus event his first year in office, but he used the occasion to bash the Democratic Party, which didn’t exactly go over too well).

The Republicans have every right to be demoralized in Illinois. They hold no statewide office, their party lost two suburban congressional seats, and they are now firmly in the super-minority in both the

COMMENTARY Rich Miller House and Senate.

And yet, in conversations with both Republican legislative leaders, it seemed pretty clear to me they were both pleased and optimistic about finally having a governor they believe they can work with.

We all know the history. Gov. Rauner is an extremely difficult person to deal with, even for those who agree with most of his political agenda. He assumes he’s right, and he assumes you feel the same way, or else.

He demands complete loyalty, but offers little in return. His word cannot ever be trusted. He seems incapable of making small talk beyond a few minutes, and no one has ever accused him of having a warm personality.

The same lack of interpersonal skills held back Rauner’s immediate predecessor, Pat Quinn.

Pritzker has yet to be tested, so we’ll see if he can be trusted to keep his word and offer as much respect to others as he expects for himself once he delves into the difficult process of governing a state with huge problems.

But it’s pretty obvious to anyone who’s spent time with him that Pritzker most definitely has a warm personality, and that trait is charming the heck out of Springfield right now. And while he was a hit at last week’s Republican reception, that was nothing compared to how crowds reacted to him at the Democratic parties.

Building personal relationships is an integral part of governing, and the dude has that down pat so far. Rauner would do things like call you on your birthday, but his words were always stilted and seemingly scripted. He had legislators over to the mansion during his first spring session, but again, the conversations just weren’t natural, and many departed with the impression that he was, um, less than genuine.

Unsavory, undemocratic process of filling vacancies Let the people, not the pols, pick replacements

PRINGFIELD — In case you haven’t figured it out, some politicians hold the people who elected them in contempt.

Skeptical?

Well, look no further than what state Rep. Lou Lang did recently.

Lang, who served in the General Assembly since 1987, was re-elected Nov. 6 and then resigned before his new term would begin.

So why would the Skokie Democrat do this?

Well, the voters won’t get to decide who will serve in his seat for the next two years, a party boss will decide. What party boss? Well, that would be the Niles Township Demo-

Yep, he gets to choose his replacement. And after 32 years in the General Assembly, what are Lou Lang’s plans? Well, he is joining a lobbying firm.

So, think about this, folks. He is not only picking his replacement. But he’s picking a person he will be paid to lobby. That stinks.

Former state Rep. Jeanne Ives, R-Wheaton, posted on social media, “He ran for office and before even being sworn in to begin to serve his term of office, he has resigned. It is shameful.

He should be remembered for this self-serving act. Now, his party will pick a replacement to serve for a full two-year term that the voters did not select. And that new state representative will most likely run again with the power of incumbency. Democrats should be ashamed of themselves.”

Sorry, Jeanne. It’s not just a Democratic Party problem. Or a Cook County problem. It’s an Illinois problem.

For example, back in November 2010, state Sen. Gary Dahl, R-Granville, won re-election and less than a month later, he called it quits, allowing Republican bosses to appoint his replacement.

The Illinois Constitution requires that the person who fills a vacancy be of the same party as the departing lawmaker. But it leaves it up to

the Legislature to determine the process for filling the vacancy.

Not surprisingly, lawmakers decades ago chose to empower party bosses with this task.

That’s unfortunate.

In a democracy, power should rest with the people, not the politicians.

A constitutional amendment requiring special elections rather than appointments for legislative vacancies ought to be considered.

Stage 212 seeks directors for 2020 season Applications due Feb. 17 LASALLE — Stage 212 in LaSalle is currently seeking submissions from directors for the 2020 season.

The organization is seeking well-known, highly recognizable shows for the winter, spring, summer and fall slots, but will also entertain proposals for a special “Off-Season” production, typically small cast and a little out of the ordinary, to run in a slot outside of the regular season.

Winter productions are typically small musicals or comedy/dramas, the spring and fall shows are comedy/dramas and the summer production is traditionally a big musical, but other proposals will be considered. The organization will consider all submissions, including repeats

OTTAWA — This year marks the 10th anniversary of the Black and White Ball, which is anticipated to be the most successful one to date. For the second year, ONYX will partner with SRRC and the Ottawa Chamber of Commerce once again plays a vital role in the event’s success.

Ten years ago, the Ottawa Business Builders Group, an Ottawa Chamber leads group, started planning “an adult prom” that would be both a fundraiser and a networking event. Over the years, the event has brought in more than $200,000 for Starved Rock Regional Center for Therapy & Child Development (formerly Easter Seals LBC) and continues to grow each year.

Several Ottawa chamber members sitting around a table in 2007 made this event a reality in 2008 when the first-ever Black and White Ball was held.

Cherie Reynolds and Tami-Thomas Leonatti dedicated themselves to running it for several years thereafter and handed over a successful fundraiser to SRRC in 2015. The event continued to grow from there and today is SRRC’s largest fundraiser of the year.

The theme for this year’s event is Masquerade Ball and will take place on Saturday, Feb. 23, at Celebrations 150 in Utica.

The goal is to reach $50,000 and more than 250 guests are expected to attend this elegant affair, which includes dinner by Chef Charlie, dancing, a complimentary martini bar sponsored by TCI Manufacturing, music by Music Suite 408 and DJ Jay Roach, and photos by Annette Barr. It will feature a live auction presented by Matthew Bullock, raffles, silent auctions, an introduction of the 2019 ambassadors, Jack and Oliver Kinkin, and a visit from several former ambassadors from years past.

‘Tree of Love’ painting party with Lori McCarter IVCC Foundation announces planned for Feb. 8 at the Reddick Mansion OTTAWA — The Reddick Mansion will host its first-ever painting party from 6:30 to 9:30 p.m. Friday, Feb. 8. Lori McCarter, local artist and experienced party host, will instruct attendees as they complete their “Tree of Love” painting.

McCarter has been “hosting” painting parties for almost five years at a variety of local venues including the Lone Buffalo, the Pink Chihuahua, Pine Hills Golf Club and Starved Rock Lodge. She has also done several fundraising parties for local non-profit organizations including Marquette Academy and Camp Tuckabatchee.

According to McCarter, “This piece will be done with step by step instruction and as much help as needed to help each artist go home with their own original piece of art to proudly give or display.

Most people attending may not have painted a picture since childhood, and although each artist’s skill level will vary, we will focus on fun and friendship, not on stressing about painting a heart. Come with an open mind and leave with

an awesome piece that you can call your own. Don’t say, ‘I can’t,’ say ‘I’ll try.’”

McCarter added, “I am looking forward to holding my first painting party at the Mansion on Feb. 8.

The painting that was chosen is the Tree of Love, which will look absolutely gorgeous as Valentine décor for your home or a perfect ‘gift from the heart’ for that special someone.

The painting will be done on a 16x20 wrapped canvas as that once it is painted, will be ready to hang — no framing necessary.”

Everything will be provided to complete the paintings that evening. Participants are urged to bring a friend and their adult beverage of choice. Snacks and soda will be provided and the artists may bring a treat to share, if they like.

McCarter also recommends that old clothes or a paint shirt be worn.

The Tree of Love is an adult class for men or women of any skill level.
