LASALLE COUNTY SHERIFF Accidents • At 6 p.m. on Jan. 11, deputies investigated an accident at Oakley Avenue and East 15th Road in Eagle Township. Hayden Barichello, 18, of Streator, was westbound on Oakley Avenue when a deer entered the roadway. Barichello was unable to avoid striking the deer. No injuries were reported, and no citations were issued.

• At 5:14 p.m. on Jan. 13, deputies investigated a single-vehicle rollover accident at 2351 E. Fourth Road in Eden Township.

Joseph Jaeger, 20, of Cedar Point, was northbound on East Fourth Road when he lost control on the icy road and entered the eastern ditch and overturned.

No injuries were reported, and no citations were issued.

New water tower in Lostant’s future Village selected for $500,000 grant

BY ZACHARY J. PRATT news@tonicanews.com LOSTANT — After previous rejections and setbacks, the village of Lostant now has its grant to build a new water tower.

North Central Illinois Council of Governments (NCICG) contacted Village President Jack Immel on Saturday to tell him that Lostant had been selected to receive the $500,000 state-funded grant to aid in construction of a new water tower.

The next step is to meet with NCICG officials and examine the timetable for bids.

“The tower’s going to be twice as big,” Immel said at Monday’s village board meeting. “It’s going to be higher and stronger.”

More important, the new tower will alleviate current concerns.

Worries had been previously stated, regarding what might happen if the current tower were to fall apart with nothing to replace it.

The village still has awhile to go before the new tower is complete and operational, but it is now set upon the path.

In other discussion, large stones just off Richey Street have put the snowplow out of commission and in need of emergency repairs. The equipment is set to be mended and welded into serviceable shape for the projected incoming snow.

The village has decided to avoid

further damage by making only one pass down the narrow street.

The police department has been placed under investigation for use of the LESO program, part of the 1033 program that allows for the transfer of military surplus to law enforcement agencies, as items said to have been in the department’s possession in the past year are now unable to be found.

The department was stated to be fully cooperating with the investigation.

permit to operate for carnivals, amusement attractions or fairs failing to conduct a background check of every ride operator at their permitted attraction if they are found to have violated the law three or more times. Currently a background check is required for all ride operators in Illinois, but the department doesn’t have the ability to revoke a permit for violators. Raises the fines for violations of the background requirement for ride operators to $5,000 for a first offense; a fine not to exceed $10,000 for a second office, and revocation of permit for three or more violations.

African American Status in Equal Pay: Amends the Equal Pay Act to provide no employers may discriminate between employees by paying wages to an African American employee at a rate less than the rate of someone who is not African American.

Employee Expense Reimbursement: Clarifies employers shall reimburse employees for expenses the employer authorized or required the employee to incur. Provides employers aren’t responsible for losses due to an employee’s own negligence, losses due to normal wear, or losses due to theft unless the theft was a result of the employer’s negligence.

Clarifies employers aren’t liable for the portion of the expenditure amount exceeding specifications or guidelines of the policy.

Mechanics Lien Demand and Referral Pilot Program: Creates a mechanics lien demand and referral pilot program that is repealed on Jan. 1, 2022. States if a recorder determines a mechanics lien recorded in the grantor’s index or the grantee’s index is an expired lien, the recorder shall serve a Notice of Defective Lien by certified mail to the last known address of the owner. The owner or legal representative of the owner of the residential property will confirm in writing his or her belief. The recorder may also determine a lien is expired if an individual fails to record satisfaction or release of a lienholder. When a lienholder commences a suit or files an answer within 30 days or the lienholder records a release of lien with the county recorder, then the demand and referral process is completed for the recorder for that property. If no response is received, the recorder may procede with the claim.

OTTAWA — A change has been announced to Starved Rock Country to give the local arts scene a significant boost.

OmniArts, originally named Illinois Valley Fine Arts Trust, has supported regional arts organizations, schools and other arts-related initiatives with more than a quarter of a million dollars since 1994.

In recent years, OmniArts has become known for popular events such as the OmniHonors, which celebrates lifetime achievements of local artists. This past year, OmniPrize, a three-day festival showcasing visual arts, theatre, film and music, was held in Ottawa.

Effective Dec. 1, the funds from the OmniArts organization have been transferred to the Starved Rock Country Community Foundation to create The Arts of Starved Rock Country Fund.

“We believe a thriving arts community is a key to economic development, attracting visitors, and providing a better quality of life in our communities,” said Inga Carus, OmniArts spokesperson and trustee.

“Our trustees, and trustees of the Starved Rock Community Foundation agree that the greatest positive impact on our region will be made by transferring the funds from the OmniArts organization to the Community Foundation.”

Donations to the OmniArts Annual Fundraising Drive may be directed to the The Arts of Starved Rock Country Fund to be used exclusively to benefit the arts community.

Founded in 2015, the local foundation is part of a network of community foundations in the United States with combined assets of more than $85 billion. Locally, the foundation’s mission is to “connect people who care with causes that matter,” through philanthropic leadership, fund development and grant-making in LaSalle, Bureau, and Putnam counties.

Since its inception, more than $1.5 million has been contributed to the Foundation to be distributed to charitable organizations and initiatives throughout the Starved Rock region.

The following is the third part in a review of notable new state laws that took effect on Jan. 1.

Licensure Applicant Requirements: Establishes the hours of study required for applicants to take a licensure examination for barbers, cosmetologist, estheticians or nail technicians.

Social Worker License: Attempts to streamline the “licensure through endorsement” process for outof-state clinical social workers, licensed marriage and family therapists and clinical professional counselors, to address the shortage of behavioral health practitioners by speeding up how the IDFPR issues licenses. Requires the Department of Financial and Professional Regulation to issue licenses as a clinical social worker, social worker, professional counselor, or clinical professional counselor not more than 60 days after a completed application is received.

Dental Assistant Licensure: Clarifies dental assistant supervision and training requirements for the Expanded Function Dental Assistants (EFDA), and changes references to “restricted faculty license” to “faculty limited license.”

Immigration Licensure: Provides that no person may be denied professional licensure for immigration status. Allows an applicant may provide a Tax Identification Number in lieu of a SSN. Real Estate Appraiser Licensing: Amends the Real Estate Appraiser Licensing Act of 2002. Removes the provisions regarding “associate real estate trainee appraiser” licenses. Removes language providing an associate real estate trainee appraiser license may not be renewed more than two times. Requires each applicant to pass an exam authorized by IDFPR. Removes the requirement that an applicant for associate real estate trainee appraiser licensure shall provide evidence he or she successfully completed the education requirements prior to the examination.

Real Estate Reforms: Amends the Real Estate License Act to eliminate Branch Office licenses. Clarifies a licensee may establish a limited liability company for purposes

of receiving licensee compensation, allowing real estate licensees more flexibility in selecting a business entity that fits their needs.

Updates the Department of Financial and Professional Regulation’s disciplinary process related to the required notices that must be provided to the Appraisal Board.

Changes the Auction License Act, the Home Inspector License Act, and the Real Estate Appraiser Licensing Act of 2002 to push back continuing education deadlines to allow the department to conduct audits of CE completion prior to the renewal period. Creates a standard requiring individuals with an ownership interest in a brokerage to obtain a license.

Licensing Program Exams: Provides a barber, cosmetology, esthetics, hair braiding and nail tech student can take the licensing exam prior to the completion of their educational program. This way, if the student fails, the student and the school have an opportunity to help prepare them to take the exam again.

Sexual Harassment Training: Provides for professions having continuing education requirements, that the required continuing education hours shall include at least one hour of sexual harassment prevention training for license renewals occurring on or after Jan. 1, 2020.

Removes “Olympic” Use: Amends the Business Corporation Act of 1983 and the General Not For Profit Corporation Act of 1986. Removes a prohibition on the use of the word “Olympic” and similar words in corporate names. Amends the Limited Liability Company Act. Reduces penalties regarding violations of the Act. Notary Public: The Secretary of State may now reprimand, suspend, and revoke the commission of a notary public. The Secretary of State may investigate violations committed by a notary public. A notary public is required to cooperate with an investigation and if suspended must surrender their notary public seal to the Secretary of State within 30 days.

HUBZone Business: Codifies federal definitions of a HUBZone business into Illinois statutes. Requires Illinois procurement officers to use this HUBZone business definition when procuring out state contracts.

Trustees review proposed ag storage facility Building will be used by ag students, instructors as well OGLESBY — Prior to the monthly meeting of the Illinois Valley Community College board, the board’s Facilities Committee reviewed details for a proposed agriculture storage facility to be built on the site of the recently demolished dairy barn.

The 7,500-square-foot building would house a tractor, field cultivator and planter for use by IVCC ag students and instructors. In a second phase of the master plan project, the college hopes to add a lab for the agronomy program.

IVCC has secured nearly $165,000 in deferred maintenance funding from the state for the project — requiring a $60,210 match from the college — and will seek additional state dollars if there is a capital bill.

“Our political sources suggest it is wise to have a project on the list for the new legislative session,” said IVCC President Jerry Corcoran.

The college anticipates a Case-IH tractor, cultivator and planter will be made available to the ag program this year by CNH Industrial, an accommodation facilitated by CNH’s Kyle Dooley.

“The precision farming equipment and agronomy lab would catapult our program forward as we seek to serve more than 1,300 district high school ag students,” said Corcoran.

In other business, the Facilities Committee recommended replacement of damaged drainage tiles in campus farm fields. Ponding in several areas has made farming challenging, Corcoran said.

In the meeting of the entire board, trustees approved tuition waivers for recent high school graduates enrolled in IVCC automotive and agriculture programs.

To qualify for the six-credit-hour waiver, students must enroll fulltime in either the Agriculture Business Management or Agronomy Associate in Applied Science (AAS) degree or the Automotive Technology AAS degree or Advanced Automotive Technology certificate within one year of high school graduation.

IVCC is partnering with Starved Rock Associates for Vocational and Technical Education (SRAVTE) on the initiative.

The board approved: • A 16-page “enrollment driver” magazine to be distributed to more than 30,000 district residents in late March prior to the start of fall and summer registration. Indiana Printing and Publishing of Indiana, Penn., submitted the low bid of $13,853.

• A pair of business after-hours hosted by Illinois Valley Labor Management at IVCC and the Ottawa Center. The 5 to 7 p.m. Thursday, March 7 event on main campus is in conjunction with the annual Career Expo at IVCC March 8. The 5 to 7 p.m. Ottawa Center after-hours will be either Tuesday, March 12 or Wednesday, March 13. Both events are co-sponsored by local chambers and will include alcohol.

The board learned: • Jaime Avila has been hired as offshift custodian starting Jan. 14.

• In his monthly report, Corcoran said enrollments continue to struggle as staff work to close the gap between budgeted and actual credit hours.

“New EMS instructor Nicholas Fish is optimistic about the potential for his program, new student recruitment specialist Gracelyn Quesse is on board, and our new cybersecurity program shows great promise for fall

semester enrollments,” Corcoran said, noting a medical assistant program will also launch in August. “We’re optimistic our new programs will be well received by the community.”

• American Federation of Teachers Local 1810 President Tracy Lee briefly addressed the board during the public comment portion of the meeting regarding an issue the union raised at the Oct. 11 meeting.

Lee left information for the board to review and requested a formal written response.

TONICA — At the January meeting of the Tonica Volunteer Fire Department (TVFD), Chief Al Stremlau noted there were 12 emergency calls during December, with the year-to-date number of calls being 176.

December’s calls included two mutual aid structure fire calls to Peru; two accidents; seven ambulance requests; and one mutual aid tender request to Utica.

The 176 emergency calls of 2018 consisted of 28 fire calls (including 19 structure fires, two vehicle fires and three field fires), 24 accidents and 110 ambulance requests.

U.S. Rep. Adam Kinzinger supports a plan to build a border wall. What he doesn’t support is shutting down the government to get it done.

In fact, he said shutdowns are “the dumbest way” to run a government.

Kinzinger, R-Channahon, was one of eight House Republicans to vote in favor of a bill Jan. 9 to reopen portions of the government affected by the shutdown.

With more funding bills expected to be voted on in the House, Kinzinger said Jan. 10 on CNN’s “New Day” he will vote on each funding bill based on its merit.

“I think shutdowns are stupid,” said Kinzinger, whose district includes Bureau, Putnam, LaSalle and Lee counties. “I think it’s the dumbest way to do government in the world. People laugh at us when we can’t get our act together.”

Kinzinger said shutdowns are used as political leverage.

“This goes to both sides,” Kinzinger said. “This isn’t an attack on the president, or just the Democrats.”

Some 800,000 federal employees, more than half of whom are still on the job, missed their first paycheck Friday under a stoppage that surpassed the previous record for the

longest government shutdown.

Kinzinger said he supports a border wall between the United States and Mexico. President Donald Trump has demanded $5.7 billion for the wall. Trump has recently said that “if for any reason we don’t get this going” — an agreement with House Democrats who have refused to approve the $5.7 billion for the wall — “I will declare a national emergency.”

Kinzinger believes there is room for compromise, because Trump has not said no to legislation for Dreamers, or Deferred Action for Childhood Arrivals (DACA), which lays out a path to residency for undocumented minors.

“I think the president is right to say that if we’re going to have a negotiation, Nancy Pelosi has got to get off her absolutely-no-wall position, because from that position, it’s untenable,” Kinzinger said.

Kinzinger said immigration is one of the easier issues to solve in Washington if both sides would get past not allowing the other side to have a political victory.

“We are eight days into this new Congress and we’re already in re-election mode,” Kinzinger said.

“For God’s sake if we can even take at least a week to govern, before we turn to re-election.”

The House and Senate passed a bill last week requiring all government workers receive retroactive pay after the partial shutdown ends, and president is expected to sign the legislation.

Tammy Walking, of nearby Kangley, has years of restaurant experience and had always wanted a restaurant of her own. She also resisted advice from others to open one in town.

“I’ve always liked this place,” Walking said.

“It’s kind of weird, but there’s just something about it that pulls you into it, and it doesn’t matter what room you’re in. It’s kind of a throwback and sort of feels like the Fifties in here,” she said of the eclectic decor and building layout.

Expanded four times since its original opening in 1971, Bullheads Steakhouse features multiple rooms, wood beams and paneling, arched entries, strings of warmly colored lights, a long bar, and a variety of styles and themes, including Spanish flamenco and Marilyn Monroe.

This unusual combination results in a cozy, casual and intimate location for guests to enjoy their meals.

“Our new menu is close to the original with steaks, ribs and chicken, but we’ve added some new items, including a salad bar and the freshly baked bread we make every morning,” Walking said.

She described how when she opened on Dec. 18, without any

family run restaurant as well, with Walking’s mother, Debbie Myers, on staff, as well as her children, Zach, 14; Alexis 12; and Joyce, 11.

“I’ve liked meeting all the new people and it’s unique here,” Joyce said of her work.

“Everyone’s been here every day and helping with everything.

I couldn’t do this without them,” Walking said.

She added how she’s enjoyed seeing the smiles on her customer’s faces and described the satisfaction of finally owning her own restaurant.

“It was time to do it for me. If I was going to be putting in all those hours and effort, I wanted it to be for me and I love it,” she said.

The family connection is another reason Walking chose to follow her dream.

“I want to keep this going until I can pass it down to my children and keep the family tradition alive,” she said, looking forward to years of welcoming the familiar faces and encouraging her new guests.

Stage 212’s announces ‘The Kitchen Witches’ cast

LASALLE — Stage 212 is cooking up big laughs with its winter 2019 production of “The Kitchen Witches,” the culinary-themed comedy by Caroline Smith.

“Mature” cable-access cooking show hostesses Isobel Lomax and Dolly Biddle have hated each other for years. When circumstances put them together on the same TV show, the insults are flung harder than the food. Dolly’s long-suffering TV-producer son tries to keep them on track, but it’s a losing battle, and the show becomes a ratings smash.

Featured in the cast are LuAnn Pyszka as Isobel Lomax, Kathy Hepner as Dolly Biddle, Adam Oldaker as Stephen Biddle and Reid Tomasson as Rob the Camera Guy. The production staff includes director Angie McKenzie, producer Becky Christopherson, assistant directors Amy Pyszka and Dan McK-

enzie, stage manager Zoe Piano, sound operator Dylan Kilter, light operator Yvette Lucas, and stage crew Luiz Guzman, Lexy Kessel and Sydney Wright.

“The Kitchen Witches” will be presented Feb. 1, 2 and 3 and 7, 8, 9 (two performances) and 10 at Stage 212, 700 First St., LaSalle.

Illinois Valley Community College’s criminal justice internship will offered as an elective course

OGLESBY — Beginning this summer, the criminal justice internship at Illinois Valley Community College will be offered each semester as an elective three-credit course option rather than as a core requirement of the criminal justice Associate in Applied Science degree and certificate.

“This change will accommodate criminal justice students who may have found it difficult to participate within a mandated internship due to work and family obligations,” said program coordinator Kevin Hermes.

The internship allows students to participate in the field of their choice, gain practical expe-

rience with a criminal justice agency and apply knowledge learned within the classroom.

The internship is open to sophomores who have obtained permission as well as the necessary paperwork from Hermes. They must then obtain approval and necessary information from the host agency before returning the forms to Hermes for final approval.

Once approved, they will register for CRJ 2280 through Lisa Witalka of the Career Services office at 815-224-0502 or Room CTC203.

Hermes added, “We have removed an obstacle to students’ participation in an invaluable program.”

Kristyne K. Curley Memorial scholarship created for IVCC students OGLESBY — The Kristyne K. Curley Memorial scholarship has been created by her husband, Scott Curley, with a $10,000 donation to the Illinois Valley Community College Foundation.

The $1,000 scholarship will be awarded to a current IVCC student beginning this fall.

“Kris could light up a room with her personality and warm smile and I’m sure she’s smiling down on the college now because of Scott’s generous donation to the Foundation in her memory,” said IVCC President Jerry Corcoran.

The Curleys both entered the workforce right after high school and decided to attend IVCC, both securing careers at the college. He began in the facilities department in maintenance and is now the director of the department. She worked in the information technologies department, becoming senior programmer/analyst.

In 2013, the Curleys adopted three kittens that had made the campus their home. When winter break came, they opened their home to the kittens’ mother known as ‘Campus Cat’ or ‘CC’ for short. Two years after taking her in, Kris joked, “She’s still CC, but now it stands for ‘Curley Cat.’” After more than 27 years with the college, Kris passed away unexpectedly in April 2017.

“Kris definitely loved her furry babies at home and all animals, for that matter. She even got me to stop hunting and fishing because she said I was needlessly killing animals for sport,” Scott recalled. “I want to reward someone who has demonstrated the same love of animals Kris possessed.”
