County-owned drone has set down in a new office EMA gives flying device to sheriff

BY DAN CHURNEY Shaw Media A LaSalle County-owned drone has changed hands.

Connie Brooks, director of the county’s Emergency Management Agency, told the county board’s public safety committee recently that her agency has given its camera-equipped drone to the sheriff ’s office.

Brooks explained she obtained the drone with a grant a few years ago, to gather information during disasters, but the device needs two operators and her agency only has two employees.

As a result, Brooks said it would not be practical during an emergency to use the drone. Further, neither Brooks nor Deputy Director Fred Moore are licensed to fly the drone, which is now required.

Brooks said she decided to give the drone to the sheriff ’s office because the sheriff has a licensed drone pilot. She also wanted to keep the device in county service.

In a June story in The Times, LaSalle County Sheriff Tom Templeton said his department has utilized drones a few times. Once was to search for a woman believed to be

The LaSalle County Sheriff’s Office was recently gifted a drone from the county’s Emergency Management Agency. abducted by a former boyfriend near Streator; the woman later turned up in Calumet City. The drone was borrowed from a deputy sheriff, who privately owned it.

The other drone deployment was more spectacular.

Last year, an armed Jeffery Sorrentino held off police from inside

his Peru home. Police were negotiating with him by phone, but the man’s cellphone battery was dying.

A cellphone was attached to a drone flown above the home and was lowered on a line, where Sorrentino grabbed it through a window. He eventually surrendered.

Dairy Farm Inspection Reports: Requires DPH (or the local public-health inspector) to provide a paper copy of the inspection report to a dairy farm being inspected at the time of the inspection.

Animal Control Facilities and Shelters: Adds new license-renewal requirements for animal control facilities and animal shelters, including breakdowns of incoming animals (stray, left by owner, etc.) and the ultimate disposition of those animals (adopted, euthanized, etc.) in the previous calendar year.

Department of Agriculture must post this intake and outcome statistics on their website for each facility.

Urban Agriculture Zones: Allows municipalities to create urban agriculture zones and offer tax incen-

tives to businesses associated with qualified agricultural products.

Municipalities would also be allowed to authorize local utilities to offer wholesale or reduced rates for businesses in urban agriculture zones.

Animal Protection: Provides that nothing prevents a law enforcement officer from taking temporary custody of an animal that is being put in danger due to extreme heat or cold conditions; however, the officer must attempt to make contact with owner.

The first baby of 2019 to be born at Illinois Valley Community Hospital in Peru arrived Wednesday, Jan. 2, when Cindy Hernandez of LaSalle gave birth to a boy at 9:21 p.m. Jesus Lopez Jr. entered the world weighing 8 pounds, 7 ounces and measuring 19 1/2 inches in length. The child is the first for Hernandez and her partner, Jesus Lopez. Dr. Glenn Helwig delivered the baby. The last baby of 2018 to be born at IVCH was a girl born Dec. 31 to Lyneatte Elmore of LaSalle. There were 361 births at IVCH in 2018.

Opioid problem persists in county

Templeton elected to economic development group’s board

Almost 180 overdoses reported as of Dec. 20 SHAW MEDIA During the 1950s, about 50 to 60 people died on the roads every year in LaSalle County. To focus attention on the carnage, The Daily Republican-Times in Ottawa kept a running count on the front page.

In 2017 in LaSalle County, there were 179 opioid overdoses, with 40 fatal, compared to 18 traffic deaths. To compare the totals for the other counties of the Illinois Valley, there were only three opioid overdoses in Bureau County and two in Putnam County in 2017.

Statewide during that period, there was a total of 2,202 opioid overdoses.

As of Dec. 20, 2018, 109 overdoses were reported in LaSalle County, with 32 county residents having died, according to the Illinois Department of Public Health.

A state spokeswoman cautioned these numbers could rise, because data from the second half of 2018

was still being reported.

Keeping count of each opioid death on front page of a newspaper would be out of step with current attitudes, but other efforts are underway.

After a slowdown a few years ago, the Tri-County Drug Enforcement Narcotics Team has come back strong, popping up all over the region to make drug busts.

The agents then deliver defendants to the court system, where LaSalle County State’s Attorney Karen Donnelly has vowed to treat addicts with more subtlety.

A chief component of her approach is drug court, to be followed by mental health court, although the two may prove to be almost interchangeable. Fewer people claim these days drug abuse is a moral failing. Instead, the view is taking hold that drug abusers need help, not handcuffs.

A law that took effect Jan. 1 in Illinois will encourage police agencies, such as Tri-DENT, to

refrain from automatically putting users in criminal court, instead “deflecting” such persons into treatment programs and facilities.

The law is called the Community-Law Enforcement Partnership for Deflection and Substance Abuse Disorder Treatment Act. The act gives funds to police agencies to develop deflection programs.

“There is a benefit to get addicts into treatment and out of the criminal justice system. It will be difficult for participants, but the end result will be well worth it. We hope people are willing to better themselves through the resources we’ll offer,” Donnelly has said.

The resuscitative drug Narcan also continues to pull overdose victims back from the brink, but nonetheless, opioids still cause deaths on a battlefield scale.

The Centers for Disease Control and Prevention has reported almost as many Americans die each year in the United States from opioids, than died during the entire Vietnam War.

IN BRIEF LaSalle County traffic deaths decline in 2018 OTTAWA — LaSalle County traffic deaths dropped in 2018.

There were nine crashes last year, in which nine people died in LaSalle County. In 2017 there were 18 deaths. In three of 2018’s deaths, the victims had alcohol and/or drugs in their systems, according to the county coroner’s office.

In 2018, there were two other LaSalle County crash victims, who were taken to OSF St. Francis Medical Center in Peoria, where they died; their deaths are listed with Peoria County’s figures.

Since 2000 in LaSalle County, the highest number of deaths was 34 in 2007, with 11 the lowest in 2012.

Livingston County had eight traffic deaths in 2018 and 10 in 2017.

LASALLE COUNTY SHERIFF Accident At 3:50 p.m. on Dec. 31, deputies investigated a two-vehicle accident at Route 18 and East 11th Road in Eagle Township. Linda Davison, 68, of Toluca was westbound on Route 18 and attempted to turn south onto East 11th Road. A westbound vehicle driven by a 17-year-old juvenile attempted to pass Davison and the two vehicles struck each other. No injuries were reported, and no citations were issued.

LASALLE — Director Dave Roden has announced auditions for Stage 212’s spring 2019 production of “Next to Normal,” the acclaimed rock musical by Brian Yorkey and Tom Kitt, will be held at the theater, 700 First St. in LaSalle, at 7 p.m. Friday, Jan. 18, and 2 p.m. Saturday, Jan. 19.

Roden and music director Mary Kieffer will be casting three men with high baritone/tenor voices — one able to play age 40-45, and two able to play 18-21; and one man with a rock tenor voice able to play 30-40. They will also be casting two women with mezzo soprano (midrange) voices — one able to play 40-45 and one able to play mid to late teens. There will also be roles for two to four chorus members capable of singing the vocal ranges indicated above. All vocalists should be capable of singing in a rock and roll style.

Those auditioning should prepare an appropriate musical selection of 32 bars or less, and should provide their own recorded accompaniment as an accompanist may not be available at auditions. Selections from the show and pop music selections are preferred, as traditional musical theatre selections may not reveal the qualities the directors wish to discover.

Callbacks will be at a later date, and will consist of musical selections from the show. Selections from the script will also be available at auditions for cold readings. Visit stage212.org for more information.

OTTAWA

RMA will host trivia night event

OTTAWA — The Reddick Mansion Association will host a “Saturday Night Trivia” on Saturday, Jan. 19.

The contest will start at 7 p.m., with doors opening at 6:30 p.m. Sponsored by the Reddick Mansion Association and hosted by RMA board member and trivia expert Steve Novario, the game will be composed of 10 rounds of questions with 10 questions per round. Categories will include “What Time is It?,” “Let’s Get Married,” “Rock, Paper and Scissors” and “Smells Fishy.”

Teams are limited to 5-10 people and the cost is $10 per person. Cash prizes will be given to the first- and second-place teams. A 50/50 raffle will also be held. Space is limited. To reserve a table, call the Mansion at 815-433-6100. Walk-ins are welcome.

Coffee, soda, water and snacks will be available for purchase throughout the evening. Teams may also bring their own snacks and adult beverages.

All proceeds from this event will be used for the maintenance and restoration of the Reddick Mansion.

The Mansion is located at 100 W. Lafayette St. in Ottawa.
