Message from the Mayor reetings,

This past Christmas season marked the 75th year that our community came together to donate toys for families in need here in Batavia. Back in 1950, longtime Fire Chief Frederick “Bud” Richter noticed there was no organized effort to provide toys for children from struggling families. At the same time, he observed a collection of unclaimed bicycles behind City Hall that had been recovered by the police department. Many were in need of repair, so Chief Richter and the onduty firefighter at the station began fixing them up for donation. Word of their efforts spread quickly through 1950s Batavia. Soon, residents began arriving at the fire station with boxes of used toys— including dolls that often needed new clothes and toy trucks that required repainting or new tires. The Batavia Rotary Club joined the cause, agreeing to help distribute the toys to families on Christmas Eve. As Chief Richter would later recall, the project struck a chord with the community. Women’s organizations stepped up to sew clothing for the dolls, while volunteer firefighters and other residents spent their free time repairing and repainting toys. Richter described it as “a time when Batavians came together to support a worthy cause and proved what a great place this is to live.” One challenge in those early years was identifying which families could most benefit from the donations. Around that time, Louise White School Principal Alice Gustafson retired and was succeeded by a young educator named Sam Rotolo—who, as Chief Richter later shared, quietly provided information to ensure the toys reached those who needed them most. That spirit of compassion and volunteerism continued through the decades. In the early 1980s, the Batavia Access organization took over the program, with Mildred Bailey leading the effort. Today, the Roy and Jeanne Bailey family continues this treasured community tradition, ensuring that each Christmas season brings joy to Batavia families in need. As Mayor of Batavia, I was proud to see this 75-year tradition continue— an enduring testament to our community’s kindness, generosity, and sense of service. It is one more reason why Batavia, Illinois, is such a wonderful place to call home.

Batavia’s 2026 budget: Investing in the future The City of Batavia has approved its Fiscal Year 2026 Budget and Tax Levy, outlining a strategic financial plan designed to maintain and improve essential city services, address rising costs, and prepare for future growth. The 2026 budget reflects the To view the full priorities of the Fiscal Year 2026 City’s 2024–2028 Budget, visit Strategic Action bataviail.gov/ Plan, which budget. was developed with extensive community input and approved by the Batavia City Council. The plan guides long-term decisions that balance fiscal responsibility with investments in infrastructure, public safety, and quality of life.

As Batavia continues to grow, so does the demand for police, fire, and public works services. Inflationary pressures and higher costs for materials and staffing have challenged municipalities across the region, and Batavia is no exception. The approved budget includes adjustments to property taxes and utility rates to maintain reliable utilities, responsive emergency services, and wellmaintained infrastructure. The 2026 plan also funds key staffing enhancements, including the addition of public safety personnel to strengthen community engagement and emergency response. The City is also setting aside funds for a future Police Department facility, identified as a longterm need in a 2024 space-needs study.

Holiday tree pickup begins week of Jan. 5 Groot Industries will provide one free holiday tree collection per household as part of the City of Batavia’s refuse contract. Trees will be collected on your regular refuse day during the weeks of Jan. 5 and Jan. 12. If your tree is 8 feet or taller, please cut it in half before placing it at the curb. After the free collection period

ends, residents may still dispose of trees by attaching a refuse sticker and setting the tree out on their normal collection day. Remember to remove all plastic bags, ornaments, lights, tinsel and decorations before placing your tree at the curb. Live wreaths and garlands should be placed with regular household refuse.

Refuse and recycling holiday collection schedule Please note the following adjustments to Groot Industries refuse and recycling collection schedule for 2026 in Batavia:

• New Year’s Day, Thursday, Jan. 1: Thursday and Friday routes will be collected one day later. • Memorial Day, Monday, May 25: All routes will be collected one day later this week. • Fourth of July, Saturday, July 4: No schedule changes for the following week. • Labor Day, Monday, Sept. 7: All routes will be collected one day later this week. • Thanksgiving Day, Thursday, Nov. 26: Thursday and Friday routes will be collected one day later. • Christmas Day, Friday, Dec. 25: Friday routes will be collected one day later.

City of Batavia

Keeping Batavia moving this winter n Understanding the city’s snow and ice control program n When winter weather hits, Batavia’s Public Works Department works around the clock to keep streets, sidewalks, and parking lots safe and passable. Crews are responsible for 120 miles of streets, 168 cul-de-sacs, two city cemeteries, 17 municipal parking lots, and sidewalks in key areas of the downtown.

• Secondary streets—residential and side streets—are plowed after the snowfall ends and primary routes are cleared. • Municipal parking lots are plowed during and after storms to allow access during business hours, with full clearing typically completed overnight.

Snow and ice removal is considered emergency work, meaning crews may be called out at any hour to ensure roads remain open for travel and emergency response.

HOW YOU CAN HELP

HOW THE CITY PRIORITIZES PLOWING • Primary routes—major streets and those leading to schools, hospitals, and key intersections—are cleared first and maintained during the storm.

Residents play an important role in keeping streets and sidewalks safe:

• Keep your mailbox accessible by removing snow from around it. • On refuse collection days, place garbage and recycling carts away from the curb so plows can operate effectively. If your street has been missed or you have a question about snow removal operations, please call 630-454-2400 between 7 a.m. and 4 p.m., Monday through Friday. For more information, visit bataviail.gov/snowremoval.

• Do not shovel, blow, or plow snow into the street. • No parking is allowed on any street during or after a snowfall of 2 inches or more until plowing is complete. • Clear your sidewalks and driveways—it’s the responsibility of property owners.

Understanding water main breaks in Batavia Water main breaks can happen suddenly and without warning. They are most often caused by natural ground movement, temperature fluctuations, or the gradual deterioration of underground pipes. When a break occurs, the City of Batavia Water Division works quickly and safely to restore service while minimizing disruption to residents and traffic. The City appreciates the community’s patience and cooperation during these emergency repairs.

WHAT TO DO IF YOU SUSPECT A BREAK Residents play an important role in helping City crews respond quickly.

If you notice bubbling or pooling water in the street or parkway: • Call the Water Division at 630-454-2450 during regular business hours. • After hours, on weekends, or holidays, call the non-emergency police line at 630-454-2500.

6 n January/February 2026

Once a report is received, a crew is dispatched to investigate and determine whether a main break has occurred.

HOW REPAIRS ARE MADE

If a water main break is confirmed, the City first contacts J.U.L.I.E. (Joint Utility Locating Information for Excavators) to mark nearby underground utilities such as gas, electric, cable, and telecommunications lines. This safety step must be completed before excavation begins, which can take several hours depending on the number of utilities involved. Once utilities are marked, the Water Division crew excavates the area to access the damaged pipe. Some small leaks can be sealed or clamped without shutting down water service. However, larger breaks often require a temporary water shutdown. When possible, City staff notify

affected residents door-to-door before water is turned off. Most shutdowns last between two and four hours and are limited to a single block or street. In rare cases, if a nearby shut-off valve fails to close properly, a larger area may temporarily lose service.

WHEN WATER SERVICE IS RESTORED

After repairs are complete, some residents in the affected area may notice temporary discoloration or sediment in their tap water. This discoloration, typically rust or minerals stirred up during the repair, is not harmful. To clear the water, run cold water from the lowest faucet in your home (often a basement sink or tub) until it runs clear. For updates during major water main repairs, visit bataviail.gov or follow the City of Batavia on social media.

Minimize the risk of frozen pipes at home As winter temperatures drop, so does your home’s risk of frozen water pipes. Pipes located within exterior walls, or running through unheated or uninsulated spaces such as basements, crawl spaces, or attics, are especially vulnerable. Recognizing early warning signs can help you avoid unnecessary damage and expense.

WARNING SIGNS OF FROZEN PIPES

• Reduced or no water flow: The first indication many people notice is a lack of running water. • Bulging pipes: Freezing water expands, creating pressure that can make pipes bulge or deform. • Unusual noises: Banging, gurgling, or clanking sounds may signal ice moving through pipes. • Condensation or surface cracks: Frost, moisture buildup, or visible cracking can indicate freezing in progress.

WHAT IF YOU SUSPECT FROZEN PIPES? If you think a pipe is frozen, shut off the water immediately — either to the affected area or to your whole house if necessary. This helps reduce pressure and minimize the chance of a burst.

HOW QUICKLY CAN PIPES FREEZE?

Safe thawing methods include: • Portable space heater: Keep clear of flammable materials. • Heating cable or pad: Attach directly to the pipe and plug into an outlet. • Hair dryer: Move slowly back and forth along the frozen section. • Warm towels: Soak in hot water, wrap around the pipe, and replace as they cool.

Unprotected pipes can freeze in as little as six to eight hours, especially overnight when temperatures drop below 32°F.

Never use open flames or blowtorches to thaw pipes, and never leave heat sources unattended.

DO FROZEN PIPES ALWAYS BURST?

Reduce your risk of frozen pipes by: • Draining and shutting off exterior water lines before freezing weather. • Insulating exposed pipes in unheated walls, basements, or crawl spaces. • Using foam or sleeve-type insulation to keep interior pipes above 20 degrees. • Allowing faucets to drip slightly during severe cold to keep water moving. • Running space heaters safely in vulnerable areas during extreme cold snaps.

Not always—but ice blockages prevent normal water flow, which can cause pressure buildup and potential ruptures. Copper pipes are particularly prone to bursting; plastic pipes such as PVC may freeze without breaking but still pose risk.

THAWING FROZEN PIPES SAFELY

Pipes may eventually thaw on their own, but the “wait and watch” approach is risky. As ice melts, trapped water can build pressure and cause pipes to burst.

PREVENTION TIPS

For more winter preparedness tips, visit www.bataviail.gov.

What to do if you experience a sewer back-up Sewer back-ups can happen unexpectedly and cause significant inconvenience and damage. If you experience one in your home, following the right steps can help minimize costs and ensure a quick response.

CALL THE CITY FIRST

If your residence experiences a sewer back-up, call the City of Batavia immediately at 630-454-2000, or 630-454-2500 weekends or after business hours. The issue may be in the City’s main sewer line rather than your private service line. By calling the City first, you may avoid the cost of hiring a

private plumber unnecessarily. If the issue is within your service line, City staff can offer guidance on hiring a licensed plumber.

STEPS TO TAKE AFTER A BACK-UP

The City has emergency response personnel available 24 hours a day, seven days a week.

The City of Batavia’s insurance carrier will review the situation and determine whether the City is responsible for any damage caused by the back-up.

REVIEW YOUR INSURANCE COVERAGE

Check your homeowner’s insurance policy to see if you are covered for sanitary sewer back-up or sump pump failure. Many standard policies do not include this protection unless you have purchased a special endorsement. Contact your insurance agent for clarification or to add this coverage.

Call your insurance company first to report any damage to your property or personal belongings.

TIPS & TRICKS

Trees and shrubs are dormant in February, which means it's the perfect time to prune any plant that does not flower in the spring. If you prune now, the wounds will dry and begin healing before spring. Plus, without leaves, problem areas are much easier to see. Birds struggle with the lack of water during the winter months. Help them out by purchasing a heated water station, or refill the unheated bird bath each morning. Kim Hansen, Director of Parks

“Gather & Remember” A group of 200 people marched from Warrenville to the presentday site of Fermilab on June 24, 1967 with signs that read, “Stop Segregation.” The march, organized by Al Raby and the Coordinating Council of Community Organizations with the support of Martin Luther King Jr., drew attention to housing discrimination in Illinois and put pressure on the Fox Valley and Batavia to do something about it. Since the passage of the Civil Rights Act in 1964, Batavians had pushed for an open housing ordinance. A 1964 Batavia Herald editorial remarked that Black families in Batavia were “expected” to buy or rent in a small area, “a reflection of the pattern of segregation and

exclusion which has prevailed in Batavia for the past century.”

Society and the Batavia Depot Museum would love to hear it!

Batavia passed an Open Housing Resolution in 1967, but that did little to stop discriminatory real estate practices. Mrs. Lucille Huey told Aldermen, “for 25 years I have lived in a ghetto and paid taxes as a second-rate citizen. We look to you who are law makers for equality and justice.” Others worried Batavia did not have enough housing stock, or that an ordinance would be impossible to enforce and infringe on property owners’ rights. It wasn’t until August 1968 that an ordinance was finally passed.

This year, the Historical Society and the Museum will present “Gather & Remember,” an oral history series. Every third Thursday at 10 a.m., join Historical Society members for refreshments and good conversation at the Callahan Community Center Sky Loft room, 150 Houston St. January’s theme is the Civil Rights Movement on Jan. 15, and February will focus on Making Music Together on Feb. 19.

Lottery registration for tuition-free preschool is now open Families with children who will be turning 3 and 4 years old by Sept. 1 and who currently reside in the boundaries of Batavia Public School District 101 are eligible to participate in a lottery system for open spots at the BPS101 Preschool at the Early Childhood Center in the 2026-27 school year. The lottery-based system replaces the fee-based system, thus eliminating the monthly fee for community students. Families are, however, responsible for the District’s standard registration fee. To register for the 2026-27 lottery, parents need to complete the Letter of Intent, which can be found at ec.bps101.net/preschool-program, and return it to the BPS101 Preschool at the Early Childhood Center (located in Alice Gustafson Elementary School) before 3 p.m. on Jan. 23. The BPS101 Preschool offers a language-rich, purposefully designed learning environment based on exploration and discovery.

The academic and social-emotional curriculum is aligned with the District’s K-5 curriculum and Illinois Early Learning and Development Standards. BPS101 Preschool teachers hold general and special education certificates and have earned the English as a Second Language (ESL) Endorsement. Students must be potty-trained by the first day of class.

PRESCHOOL OPEN HOUSE

CHIP IN’s mission is to assist lowincome and homeless Batavia families; however, this event is open to any student from any school district, regardless of need. Clean prom dresses in good to excellent condition, as well as shoes, purses, jewelry, new makeup and accessories, may

be dropped off at the Library Check Out Desk beginning Feb. 1 through Friday, March 13. Any monetary donations are greatly appreciated and used to pay for tuxedo rentals and prom tickets for Batavia students. Checks should be made payable to Batavia Foundation for Educational Excellence, with “CHIP IN Batavia” written on the memo line. The Batavia Public Library is open Monday through Thursday from 9 a.m. to 9 p.m.; Friday and Saturday from 9 a.m. to 5 p.m.; and Sunday from noon to 5 p.m. Dress racks for drop-off are near the Check Out Desk, and tax donation letters are available at the desk. STEP INTO SPRING: WINE WALK

WINTER WEEKENDS at the Indoor Market

our weekend Farmers’ Market tradition doesn’t have to pause for winter. The Batavia Indoor Market returns each Saturday from 9 a.m. to noon at Sturdy Shelter Brewing (10 Shumway Ave.), offering a cozy, community-centered shopping experience through mid-May. Each week, more than 20 local vendors will fill the space with a diverse selection of goods — including fresh produce, farmraised meats, eggs, baked goods, hot sauces, gourmet mushrooms, pickles, kombucha and more. A weekly vendor list is posted on Facebook and Instagram at @bataviafarmersmarket. Market-goers also can enjoy breakfast and beverages while Photos by April Duda Photography

they shop. Sturdy Shelter Brewing will serve its popular beers on tap alongside specialty breakfast drinks. Coffee and ready-to-eat options also will be available, and the upper mezzanine will be open for seating, providing a warm and welcoming spot to enjoy the morning. After exploring the Indoor Market, take a stroll through downtown Batavia and visit the many small businesses just steps away. Discover wellness offerings for humans and pets at Urban Apothecary & Fat Sam’s for Pets, carefully curated vintage and repurposed furnishings at Warehouse 55, and charming shopping along Wilson Street — from Red Hive Market and the Batavia Boardwalk Shops to Wilson Street Mercantile.

Save the date for Batavia MainStreet’s inaugural Step into Spring: Wine Walk — a charming new event inviting the community to shop, sip and socialize on the afternoon of March 21. Guests can enjoy a leisurely stroll through historic downtown Batavia, stopping at participating businesses for curated wine tastings along the way. Each ticket includes a commemorative wine glass and lanyard, plus ample opportunities to discover (or rediscover) the vibrant shops, eateries, and experiences that make our downtown so special. Tickets go on sale Jan. 15 at downtownbatavia.com. Mark your calendars—spring starts here!

Under the Cupola

The new year brings exciting changes to the Batavia Public Library. In November, we launched our redesigned website to make it easier to explore everything the library offers—from digital resources and event registration to book recommendations and news. The new site is modern, accessible, and easy to navigate from any device. Looking ahead, we’re turning our attention to the library’s renovation project. Our goal is to create spaces that are more welcoming, flexible, and accessible for everyone. Planning is well underway, and we’ll share updates throughout the year as construction approaches.

We’re also excited to introduce a Little Free Food Pantry near the library’s main entrance this winter. Open year-round, it’s available to anyone in need. Community members are encouraged to “take what you need, leave what you can.” We’ll also host seasonal drives for coats, personal care items, and more. Collection boxes will be in the lobby, with updates shared on our website and social media. Thank you for your continued support as we grow and adapt to serve Batavia’s evolving needs. Here’s to a year of learning, connection, and community!

Two new Level 3 electric vehicle (EV) charging stations have been added to the library’s parking lot through a partnership with the city of Batavia. Part of a citywide sustainability initiative, the chargers became available for public use last December, providing another convenient way to support clean energy and a greener Batavia.

CONGRATULATIONS TO THE

2025 CITIZEN OF THE YEAR Linda Schielke

Batavia’s own “biggest cheerleader” has received one of our community’s highest honors. The Batavia Chamber of Commerce is delighted to name Linda Schielke the 2025 Batavia Citizen of the Year. Linda will be celebrated on Thursday, April 23, 2026, at the Chamber’s annual awards event. We are also thrilled to recognize the Batavia Woman’s Club as the 2025 Spirit of Batavia Award recipient. Linda’s dedication to Batavia stretches across decades, touching countless organizations, initiatives, and moments that strengthen our town. Her enthusiasm for

community service — and for Batavia itself — is legendary. One shining example: when Linda envisioned a Batavia Community Band, she didn’t just stop at the idea. She persuaded former high school band director John Heath to lead it, and in 2013 the band became a reality. Today, residents enjoy its talented musicians at beloved events throughout the city. Her patriotic spirit runs deep as well. Through chairing the Batavia Flag Day Committee and later joining forces with the Fox Valley Patriotic Organization, Linda played a key role in bringing the Flag Day Monument to life - now a cherished landmark in our downtown. She also continues to serve on the Batavia Fireworks committee, helping the group raise $40,000 yearly for this spectacular Fourth of July show.

Spirit of Batavia Award Honorees A heartfelt congratulation also goes to the Batavia Woman’s Club, our 2025 Spirit of Batavia Award winner! This award honors an organization that truly embodies community spirit, and the Batavia Woman’s Club continues to exemplify that ideal year after year. With nearly 100 members, the club has been a force for good since its founding in 1892. Originally known as the Woman’s Colombian Club, it adopted the Batavia Woman’s Club name in 1895 and has

championed causes that enrich local life ever since. Their work spans education and literacy, environmental efforts, family support, and social issues — always with a special focus on the wellbeing of women and children. These awards, along with the Ole Awards, will be
