SPRINGFIELD – Gov. Bruce Rauner has an answer to the state Capitol budget impasse: adopt five “structural reforms”
before pressing his “turnaround agenda.” Rauner vetoed the bulk of it last week. Wednesday’s debut of the 2016 fiscal year – and the threat of disrupting some state services – looms large. The new governor has whittled his dozens of bold, farreaching and conservative initiatives to a handful: a property tax freeze, restrictions on liability lawsuits, compensation for
injured workers, term limits for lawmakers and a fair method for drawing officeholders’ districts. “Take everything else off the table,” Rauner said earlier this month, “and it’s in exchange for those five real reforms that we’ll negotiate in good faith about a truly balanced, constitutional budget.” BUDGET CONTINUED ON A4

OREGON – Police would like you to share your ideas about where a new speed monitoring sign should be placed. And yes, it’s cool if you send a Facebook message about it. Oregon Police bought a new electronic sign about 2 weeks ago, and it will make its way around town, Chief Darin DeHaan said Monday. Police will move it based on tips and intel gleaned from Facebook. The department traded in an older, clunkier model for the new one at a cost of about $3,500, which includes a comprehensive suite of capabilities, DeHaan said. Chief among them is swift deployment – the old sign often could be difficult to move, so it sat in a garage without being used for a long time. Because the new sign is lightweight, it can be easily moved. SPEED CONTINUED ON A2
