Mayor to explain shutdown He’ll speak tonight, says city will be reimbursed all costs

ROCK FALLS – Fourteen months after a wastewater infrastructure failure left the

city without its water supply for 18 hours, residents tonight will finally get some answers about the crisis.

The good news: City taxpayers won’t be stuck with the cost of the problems or the fix.

The water was shut off the afternoon of Feb. 13, 2014, after a pump problem at the lift station caused a massive backup of raw sewage. An emergency center, including Porta Potties and water

distribution, was set up at City Hall. In addition to the inconvenience to residents, some businesses were forced to close.

Council OKs $15K repayment Official: It’s unclear how much of $53K came from association

DIXON – The council voted to grant the Dixon Sister Cities Association’s request for $15,000 related to former Comptroller Rita Crundwell’s theft.

Officials recently agreed to use some of the city’s recovery money to fund the request.

Sister Cities representatives sent Mayor Jim Burke a letter April 2, requesting $15,000 to replace what Crundwell stole.

At Burke’s request, the FBI sent the city copies of the association’s records going back to 1989, and City Clerk Kathe Swanson reviewed them. She found that Crundwell had taken more than $50,000, according to the email Burke sent to staff March 17.

Paula Meyer, the city’s finance director, said what is not clear is where the deposits came from that paid Crundwell’s expenses.

Three teens charged with armed robbery released to the custody of their parents while they await a court date.

The 14-year-old victim and a friend told police they were on the walking path that crosses over West First Street near Dixon Iron and Metal about 6 p.m. Friday when they were approached by three boys who had a knife, Richards said.

Richards said the victim knew the three others, but not well.

DIXON – Three teenagers were arrested on armed robbery charges after a boy was held up while he was hanging out Friday with friends in Dixon, city police said Monday.

City holding off on making budget cuts General fund has $335,286 deficit, but situation could get worse

STERLING – The council adopted its fiscal year 2015-2016 budget Monday, but the city will wait for state budget cuts before making its own.

City Manager Scott Shumard said the city has enough in reserves to cover the $335,286 deficit in its general fund, but he believes it’s prudent to first get a true picture of revenues before deciding how to deal with the deficit.

“I’m going to recommend a deficit budget, because there is no sense in making cuts twice,” Shumard said during the public hearing.

“I’m going to ask department heads to delay large capital and major equipment purchases.”

The slightly more than $30.3 million budget took a hit from declining equalized assessed valuations on the revenue side. The 1.04 percent drop projected for next year marks the fourth consecutive year of property tax base erosion.

The fire and police pensions continue to pressure the budget. Those pension funds now eat up 12.1 percent of the general fund.

The fire pension costs exceeded the wages paid to active firefighters in this budget. About $1 million will be coming into the fund, while $1.4 million will be paid out.

“Given the fire situation, we can expect it to go up significantly in next year’s levy,” Shumard said.

Health insurance premiums went up 15 percent, and health claims saw a 21.8 percent increase.

General insurance costs were also on the rise to the tune of 10.2 percent.

The biggest threat to the general fund, however, is the state’s proposed cuts to the Local Government Distributive Fund. Gov. Bruce Rauner has said he wants to see a 50 percent reduction in local funding from state income taxes.

For Sterling, that would mean a loss of $721,473 in funding for city services.

“A 50 percent reduction, combined with our current deficit, could necessitate over $1 million in cuts to the general fund, increases in taxes, or a combination of the two,” Shumard said.

“If you don’t want service cuts, like fewer cops on the streets, you have to look at the revenue side.”

In other action, the city approved sewer and garbage rate increases. Effective May 1, the garbage collection charge will be $15.60 a month, a 1.96 percent jump.

Alderman John Stauter requested information about the recent rate history.

“When is the last time the garbage rate was raised?” he asked.

Finance Director Cindy Von Holten said the rate generally goes up every year to cover increases in the city’s contract with provider Allied Waste.

“It went up 25 cents last year, and it will probably go up to cover 3 percent increases in their contract over the next 2 years,” Von Holten said.

The basic user rate for sewer will move from $1.82 to $1.91, and is also effective May 1. The nonmetered rate will go from $29.05 to $29.95. Based on average use, the rate hike comes in between 2 percent and 3 percent.

“Some of those deposits may have been from Sister Cities, but I suspect quite a bit of those deposits that covered the $53,000 worth of checks were probably skimmed from the City of Dixon,” Meyer said. “I can’t say that for sure one way or another.”

Commissioner Dennis Considine voted against association’s request.

“From my understanding, the most they could have coming would be $5,000,” Considine said.

“We are willing to give them $15,000. Sister Cities didn’t have that much money in their account.”

The council also voted to approve the 2015-16 city budget. Burke said after the meeting the total budget is between $8 million and $9 million.

Director: Union contracts causing problems SPRINGFIELD (AP) – The new director of Illinois prisons says union contracts are the source of many problems within the Illinois Department of Corrections and he soon will recommend reforms.

In a memo to Gov. Bruce Rauner released by the agency Monday, prisons chief Donald Stolworthy wrote the contracts contribute to “many of the ills within the system,” including personnel costs and qualifications within management. In documents, he said overtime costs in corrections have skyrocketed in recent years with a master contract allowing it to be assigned by seniority.

Union contracts expire July 1. State employee unions have been heavily criticized by Rauner, who says previous salary and benefits agreements have

led to unsustainable costs.

The Springfield bureau of Lee Enterprises newspapers first reported on the memo. Anders Lindall, spokesman for the state council of the American Federation of State, County

and Municipal Employees, told the news bureau that overtime problems at prisons are caused by a lack of staff. The corrections system employs 11,000 people, down from 17,000 employees a decade ago.

OBITUARIES Frank E. Kane STERLING – Frank E. Kane, 92, of Sterling, died peacefully in his sleep early Sunday, April 19, 2015, the Lord’s day, at Avonlea Cottage in Sterling, where he moved in recent months for treatment of Alzheimer’s disease.

A farmer, developer, and homebuilder, Frank was born the sixth of eight children Sept. 14, 1922, on a farm northwest of Sterling. While serving in the Air Force during World War II, he was called home in 1944, when his dad was killed in a farm accident.

At the age of 22, he was charged with the responsibility of running the family farm and supporting the family. On June 14, 1947, he married a local farm girl, Ann Bartel, whom he met while she was teaching in the nearby oneroom North Star School.

For their 10th wedding anniversary, he built her a dream house by hand.

Inspired by that success and his desire to provide quality, affordable housing in a wholesome, country environment to families needing a place to live, he built Lake View Hills subdivision and Lake Jude on the farm.

Over the ensuing decades, he constructed more than 50 homes in the area. For many years, he served as Hopkins Township supervisor. And, he continued to work the land until his last few years.

Belief in hard work and his faith were the tenets he lived by. He served as a founding member of the St. Vincent de Paul Society at St. Mary Catholic Church, which worked to help the less fortunate. He was generous in donating his time and his money to causes near and far.

Survivors include his wife, Ann; two sisters, Joan Golick of Sterling, and Sister Rita Kane of Ossining, New York; four sons, Kevin (Mary Rose Strubbe) of Waukegan, James (Deborah Donovan) of Oak Park, and Paul (Becky Wiley) and Jude, both of Sterling; four grandchildren, Danielle (Sean) Rios, Rachel, Joy, and Charles; and one great-grandchild.

He was preceded in death by his sisters, Mary Dempster and Margaret Kane; and three brothers, Joe, John, and Charles Kane.

Visitation will be from 9:30 to 11 a.m. Thursday at Schilling Funeral Home, 702 First Ave., Sterling. The funeral will be at 11 a.m. Thursday at St. Mary Catholic, Church, 600 Ave. B, Sterling, with the Rev. James Keenan officiating. Burial will be at Calvary Cemetery in Sterling, with a luncheon to follow at the church hall.

Marjorie A. Planthaber ROCK FALLS – Marjorie Anna Planthaber, 78, of Rock Falls, died Sunday, April 19, 2015, at Agrace Hospice in Madison, Wisconsin.

Marjorie was born June 27, 1936, in Tampico, to Charles and Viola (Reid) Newman. She was united in marriage to Henry Planthaber on Feb. 19, 1960. She worked at Lawrence Brothers before marrying. She enjoyed spending time with her family, visiting her grandchildren, and taking walks with Henry.

Marjorie is survived by her husband; two daughters, Julie (Denny) Jacobs of Austin, Texas, and Robin (Dan) Berg of Monona, Wisconsin; three grandchil-

dren, Miranda Jacobs, Christopher Jacobs, and Bryce Bergon; one brother, Harold Newman; and one sister, Pauline Newman.

She was preceded in death by her parents; her daughter, Karen; and her sister, Lois (Ulrich) Piepenhagen.

Visitation will be from 9 to 10 a.m. Wednesday and the funeral at 10 a.m. Wednesday at McDonald Funeral Home in Rock Falls, with the Rev. Dalmus Meeks, pastor of Harvest Time Bible Church in Rock Falls, officiating. Burial will be at Coloma Township Cemetery in Rock Falls.

Vicki S. Meyers-McGinnis DIXON – Vicki Sue Meyers-McGinnis, 63, of Dixon, died Thursday, April 2, 2015, at her home after a long battle with cancer.

She was born July 4, 1951, in Freeport, the daughter of Zula F. (Rice) and Oliver C. Meyers. She married Lyle McGinnis on Nov. 19, 1982, in Rockton. He preceded her in death. She retired from teaching in 2005 from Winnebago, where she had many wonderful friends.

Vicki enjoyed traveling, especially her trip to France with her husband, Lyle, and her visit to Japan. She loved scrapbooking, reading, and writing fiction. Her favorite sanctuary was The Clearing in Door County, where she spent many vacations

with her friend, Cleo Johnson, writing life stories and poetry. Her most treasured times were spent with family.

She is survived by her daughter, Camille (David) Boucher, and her grandchildren, Brigitte and Andrew.

She also was preceded in death by her son, Andrew; siblings, Janell, Johnny, Diane, Peggy, Doris, and Paul “Muck;” and her parents.

Visitation will be from noon to 2 p.m. Saturday and a memorial service at 2 p.m. Saturday at Burke-Tubbs Funeral Home in Freeport, with the Rev. Gary Dekoekkoek officiating. Burial of cremains will be at Chapel Hill Memorial Gardens in Freeport.

Michael J. King HOOPPOLE – Michael J. King, 55, of Hooppole, passed away Friday, April 17, 2015, at his home.

Mike was born Feb. 6, 1960, in Geneseo, the son of James P. and Lois (Neulieb) King. He attended Prophetstown schools, graduating in 1978. He then attended Black Hawk Community College and received an associate’s degree in animal science. Mike was united in marriage to Cari D. Robinson on July 1, 2014, in Cambridge.

He worked as a farmer and livestock producer in rural Prophetstown his entire life. He was a member of the Geneseo Moose Lodge and the Antique Tractor and Engine Association.

Mike was very talented in livestock judging at Black Hawk Community College and competing with the state 4-H team, winning with honors. He also enjoyed painting and restoring tractors and tractor pulling.

Survivors include his wife, Cari; daughter,

He was preceded in death by his grandparents.

Eugene E. ‘Gene’ Kuehl FULTON – Eugene E. “Gene” Kuehl, 66, of Fulton, died Saturday, April 18, 2015, at his home, surrounded by his loved ones, after losing his courageous battle with cancer.

He was born Sept. 21, 1948, in Morrison, the son of Maurice J. and Elinor J. (Kraft) Kuehl. Gene was educated in the Morrison grade schools, and graduated from Morrison High School. He married Susan J. Bagby in 1976, in Morrison.

Gene was a veteran of the Army, serving in the Vietnam War. He was awarded a Purple Heart and the Sharpshooter Badge.

Gene was first employed at IBP in Joslin. He later was employed as a millwright by the former Clinton Corn Processing Co. (ADM) in Clinton, Iowa, retiring after more than 30 years of service. Gene enjoyed bass fishing, spending time with friends, family and attending his grandchildren’s sporting functions. He was an avid Chicago Bears fan.

Survivors include his special friend, Joyce Wilkens; two daughters, Melisa (Brian) Hoemke of Rockford, and Amy (Vinny) Polise of Ful-

ton; three sons, Robert (Kim) Kuehl of Albany, Jacob (Peggy) Kuehl of East Peoria, and Joseph (Jessie) Kuehl of Morrison; 15 grandchildren, Lukas and Lyla Hoemke, Austin Buikema, Deseray VanDamm, Madison Mackey, Isaiah Boonstra, Kari and Devin Kuehl, Gavin Boutwell, Noah and Isabella Kuehl, Joseph Kuehl, Logan Lewis, and Kyle and Gracelynn Kuehl; one sister, Joyce (Doug) Bland of Rock Falls; and many nieces and nephews.

Tornado raises safety concerns CANTRALL (AP) – A deadly tornado in the small northern Illinois community of Fairdale earlier this month is raising questions about how best to warn rural residents about storms.

Two people died in the storm. Fairdale, a community of about 150 people, has no outdoor warning system.

The State Journal-Register reported such systems aren’t required by law and are left up to municipalities. Sangamon County emergency management director David Butt said federal and state funding for warning systems has fallen since the 1990s, and a basic siren can cost more than $15,000.

Since it can’t afford an outdoor system, the village of Cantrall last year bought weather radios for $30 apiece for roughly 30 households.

A tornado hit the village of 140 people in 1995.

“The radios have been

nothing but positive, and I haven’t had a request for a siren or anything like that,” said village President Philip Holler.

Illinois Emergency Management Agency spokeswoman Patti Thompson said outdoor systems are only meant for people outside and might not wake up people like a weather radio would.

“That’s very similar to having a smoke detector,” Thompson said.

“It will alert you, even if you’re sound asleep.”

Thompson said people can get updates now through smartphone applications and TV updates. But Montgomery County emergency management coordinator Diana Holmes said sirens are important for older residents who might not have up-to-date technology.

Two communities in the county are without sirens, she said.

Stoller to be appointed at next week’s meeting STOLLER

Trustees filled the vacancy by naming Stoller to serve a 4-year term, since Meyer had served 2 years before she resigned.

Sauk trustees are elected to 6-year terms, meaning Stoller’s seat will be up for re-election in 2019.

Remaining trustees selected Stoller over two other local residents – Brian Duncan of Polo and Carl Gates of Chadwick. All three candidates submitted resumés and applications before they had a chance to meet with the board.

“Mr. Stoller has been actively involved as a board member, and he has been in charge of the

presidential search committee,” said Andrew Bollman, chairman of the board. “He includes himself in a lot of board discussions, and he is able to represent Walnut, which is in the southern portion of our district.”

Stoller, who lives in Bureau County, will be officially appointed to the board April 27.

Dennis Fulrath, 68, who was elected to the board of trustees 2 weeks ago, will also claim a seat on the board during next week’s meeting. Edward Andersen and Robert Thompson were re-elected in the April 8 election.

All have 6-year terms.

The board will also have a re-organizational meeting next week, when the trustees will elect a chairman and vice chairman.

Offer was extended to candidate on Thursday OFFER

“We have an offer out right now, and we are waiting to finalize that with the candidate,” Stoller said Monday, choosing his words carefully. “Everything is still in closed session until we get a yes from the candidate.”

Stoller extended an offer to the candidate by phone Thursday evening after a board meeting

ended. The college and the candidate have been negotiating details of the contract ever since.

“We just want to make sure we do this correctly,” Stoller said. “We have been in constant contact with the candidate.”

If the candidate approves Sauk’s offer this week, it will go to the board of trustees for approval.

Trustees would vote to make the hire official at a meeting April 27.

Low-level offenders to get treatment, not jail State’s attorney says new policy will save county time, money CHICAGO (AP) – Cook County will no longer prosecute most misdemeanor marijuana possession cases and will steer many nonviolent felony drug cases in and around Chicago to treatment and away from jail, the state’s attorney said Monday – joining the ranks of prosecutors taking similar steps to deal with what they say is an ineffective and expensive war on drugs.

“The methods in which we are handling low-level drug cases here in Cook County are simply not working,” State’s Attorney Anita Alvarez told reporters.

“Under the current policies and practices we continue to see the same individuals revolving in and out of our criminal justice system with no meaningful impact or outcome and at a significant cost to taxpayers.”

Among the changes Alvarez is making is the creation of alternative programs in the hopes of getting people help in shaking addictions that result in repeated arrests, along with a plan to divert low-level juvenile drug offenders to communitybased organizations for drug education and mentoring.

With the announcement, Alvarez is the latest prosecutor to say publicly that current drug laws do little good for lowlevel offenders, both for those who are arrested and to offices like hers that spend millions of dollars and hours prosecuting the same people over and over.

“This really is an acknowledgement that the traditional law enforcement remedies for people with drug addictions who act out criminally because of those drug addictions is simply not successful,” said Joshua Marquis, a district attorney in Oregon’s Clatsop County and a board member on the National District Attorneys Association.

The investigation and a process of establishing liability, with the possibility of a lawsuit, has kept information behind closed doors until tonight.

Mayor Bill Wescott will read a prepared statement about the situation, which, he said, should be a huge relief for city officials and residents.

“The statement will give residents the gist of the problems, activities between then and now, what will be done to fix it, and how much the city will be reimbursed,” Wescott said.

Before the public statement is made, the council will meet in executive

session, and then take public action on a settlement agreement drawn up with the city’s engineering firm, Willett, Hofmann & Associates.

The city was able to negotiate the settlement without litigation, and the city has maintained its working relationship with the engineering firm.

“After a thorough investigation, the problem was tracked down to design and contracting work,” Wescott said. “The result was that caustic gases escaped, which compromised the electrical system.”

Wescott said the process took a long time, but the result is that the city will be reimbursed for emergency costs, and it will be off the hook for costs to make long-term fixes to

the wastewater system.

“We will be reimbursed for everything: the cost incurred during the disaster, engineering work with another firm, and work to fix the problem,” Wescott said.

A bid was recently accepted for the bulk of the work, but the mayor’s estimate is $831,000 for all aspects of the system failure.

“We’ve taken some correction actions already to make sure things are running smoothly,” Wescott said, “but now it’s time to fix the problem permanently.”

In New York, Brooklyn District Attorney Kenneth Thompson announced in July that he would stop prosecuting most people arrested on lowlevel marijuana possession charges, saying, “We are pouring money into an endeavor that produces no public safety.” Four months later, New York’s police commissioner, William Bratton, said that officers who catch people with small amounts of marijuana would issue a summons instead of making an arrest.

Prosecutors say there is evidence that such efforts are effective. In Seattle, for example, the University of Washington earlier this month released a report that found that participants in a program that is aimed at keeping addicts and prostitutes out of jail and in housing counseling and other programs were 60 percent less likely to be arrested than those in a control group.

ast week’s National Volunteer Week saw the passing of a longtime volunteer at the Ronald Reagan Birthplace in Tampico.

Alma R. “Amy” McElhiney, 90, died Tuesday at her home in Sterling.

Amy McElhiney and her husband, Lloyd, who died in 2006, once were mainstays at the Reagan Birthplace on Tampico’s Main Street.

Amy and Lloyd took care of the place, gave tours, and told stories about the 40th president, who was born in Tampico on Feb. 6, 1911.

Amy belonged to a generation of Americans who really bought into the concept of volunteering for their communities.

The “me” generation they weren’t. Try the “we” generation instead.

Amy McElhiney took great joy in volunteering for her community.

Her acts of volunteer work at the Reagan Birthplace certainly enriched the lives of

people who came to visit. She enjoyed talking about Reagan’s childhood with thousands of visitors as she conducted tours of the vintage second-floor apartment.

The McElhineys were especially in their element every year on Feb. 6, when Tampico

observed Reagan’s birthday with cake, tours, and special activities.

But it’s safe to say that volunteering enriched their lives, too.

As volunteers, they met interesting people, went to interesting places, and did interesting things.

A highlight was when the good people of Tampico donated money to send Amy and Lloyd on an all-expenses-paid trip to California in 2004 to visit the Ronald Reagan Presidential Library, the Reagan ranch, and the USS Ronald Reagan aircraft carrier.

In California, the McElhineys were given the VIP treatment. They returned home with warm memories and a scrapbook of their journey, put together by their friends.

Their hero, Reagan, was right about government not being able to take the place of volunteers.

Only a fresh influx of volunteers can do that.

As we salute the memory of Amy and Lloyd McElhiney, we encourage new volunteers across the Sauk Valley to step forward, donate their time and talents, and enrich their communities – and their own lives.

Listen to your children, watch their behaviors and reactions, and seek healthy support for people you trust. The more you know about the per-

son and the more you educate yourself about signs and symptoms of abuse and neglect, the safer your child will be.

Gov. Bruce Rauner devised a new way to reward his friends and punish his enemies on Thursday when he created a campaign committee called “Illinois Turnaround.”

Illinois Turnaround is an independent expenditure committee, meaning contributions to it and by it are not capped by law.

The committee’s officially stated purpose is to “support state legislative candidates who support Gov. Rauner’s bold and needed reforms, and to oppose those who stand in the way.”

According to Rauner insiders, the new committee will be given $4 million to $5 million within days of its founding. That’s in addition to the $20 million the governor has in his own personal campaign account, which won’t be touched for this particular effort.

Spending on advertising is expected to begin soon after the money comes in.

The governor’s campaign also released a polling memo that purports to show that the public backs his agenda. While his job approval rating is just 38 percent, his disapproval rating is 5 points below at 33 percent, and his favorable rating is 42 percent, versus 34 who view him unfavorably.

By contrast, the General Assembly’s job approval rating is a mere 20 percent, with 57 percent disapproving. House Speaker Michael Madigan’s favorables are just 24 percent, with 51 percent viewing him unfavorably.

The poll also found that 57 percent agree with the statement, “Bruce Rauner is trying to shake things up in Springfield, but the career politicians are standing in his way,” and 56 percent agree that the governor is “working to find bipartisan solutions that will help fix Illinois’s budget mess and improve the struggling state economy.”

“Every time they attack us,” a Rauner insider said about the Democrats, “they are reinforcing that they are insiders and the governor is the outsider – he’s the one trying to change things.”

THE ISSUE QUESTIONS are interesting because they provide a roadmap of how the money will be spent and what the governor intends to do at the Statehouse in the coming weeks.

For instance, “Would you be more likely or less likely to vote for a state representative who voted to raise the Illinois income tax rate without any property tax freeze and without any significant economic or budget reforms to help our economy grow?”

The issue questions are clearly loaded. For instance, check out part of the “right to work” question: “Under current Illinois law, workers are often required to join a labor union and pay union dues as a condition of their employment. In other words, the worker cannot take a job unless he or she joins the union.”

Not mentioned is that Rauner wants to allow employees who receive all the benefits of union membership to not have to pay for those valuable union services. It’s like passing a law that lets newspaper advertisers off the hook for paying for their ads.

But when you essentially have unlimited resources and the other side doesn’t, as is the case with Rauner versus the Democrats, you can frame an advocacy campaign pretty much any way you want.

Readers have strong views on church seating Dear Abby, May I comment on your response to “Got Here First in Pennsylvania” (Jan. 7), who asked whether someone sitting at the end of a church pew should move if someone comes and says it’s his or her “favorite seat”?

There are many reasons why people remain sitting at the end of a pew: an allergy to perfumes can be overwhelming if you’re sitting in the middle of a row; claustrophobia; weak bladder; physical limitations; the need for more leg room; and the need to use the armrest to stand up and sit down.

Laurence J. Peter, a Canadian educator who developed the Peter Principle, said, “Real, constructive mental power lies in the creative thought that shapes your destiny, and your hour-by-hour mental conduct produces power for change in your life.”

That applies to bridge players, whose minute-by-minute mental conduct produces the power to solve a problem correctly. This week we are looking at deals in which working out hand shapes will shape the results.

In today’s deal, South is in three no-trump. West leads the diamond two. How should East plan the defense?

The bidding had a few interesting aspects. First,

when North responded one spade, South, with a singleton spade, correctly rebid two clubs, not three clubs. Then North decided to support hearts, knowing that two honors doubleton would be as

good as three low cards. But he was tempted to rebid two spades, given his six-card suit. Then South, when he continued with two no-trump, showed some 16 or 17 highcard points, enough to think about game even though North was limited to nine points. North, with a near maximum, raised to game.

East has to think about declarer’s hand shape. South showed five hearts and four clubs in the bidding, and West’s diamond-two lead, indicating a four-card suit, tells East that South started with three diamonds. So declarer’s distribution must be 1-5-3-4.

East’s best chance is to win with his diamond ace and immediately shift to the spade four. Bingo. Four spade tricks later, the defenders will be happy. © 2015 UFS

South Carolina paper wins for reporting on domestic violence Seattle Times takes breaking news award for mudslide coverage NEW YORK (AP) – The Post and Courier of Charleston, South Carolina, won the Pulitzer Prize for public service Monday for an examination of the deadly toll of domestic violence, while The New York Times collected three awards and the Los Angeles Times two.

The Seattle Times staff took the breaking news award for its coverage of a mudslide that killed 43 people and its exploration of whether the disaster could have been prevented.

The New York Times and The Wall Street Journal both won investigative reporting prizes, the Times for an examination of lobbyists’ influence on state attorneys general, the Journal for detailing fraud and waste in the Medicare payment system.

The search for Sterling’s new boys basketball coach didn’t take very long, nor did athletic director Greg King have to look very far.

Less than a month after Jim Preston resigned following 3 years at the Golden Warriors’ helm, former boys assistant Ryan Vasquez was tabbed as his replacement Monday, pending approval at the school board meeting April 29.

“It really means a lot to be part of such a Ryan great program at Vasquez a great school,” Sterling Vazquez said. coach “It’s all about bringing positive energy to the table, and there’s no better feeling as a coach than seeing your players achieve their dreams.

“It’s all about the kids, and if I can help them achieve those dreams, whatever they may be, then I’m heading down the right path.”

Vasquez spent last season as the girls head coach, leading the Warriors to a 15-17 record, including 7-6 in Northern Illinois Big 12 play.

He also has head coaching experience from one season with the Sauk Valley Predators, of the PBL, in 2013.

The 2001 Sterling graduate coached middle school boys basketball from 2001-04, then worked with the boys program on all three levels from 2007-13.

Vasquez has the reputation as a high-energy guy, and he believes that his experience with the boys program will be beneficial, as is the timeliness of the hiring.

“I’ve worked with these kids previously, so I think that will make this a very smooth transition,” Vasquez said. “It’s a huge plus to have so much of the offseason still, with 5 weeks left in the spring, then phase two this summer.

Hopefully the guys will come in buying what I’m selling.”

The style will be a familiar one for the Warriors: hardnosed, tough-minded basketball, with a focus on the fundamentals and working hard to get better every day.

It’s one of the big reasons why King will be looking for a new girls head coach now, instead of continuing his search for a boys coach.

“Ryan did a great job with our girls last year,” King said.

“He provided great basketball instruction, great leadership, great motivation, and brought a family atmosphere to our girls program. I expect nothing but the same in our boys program.”

The Secret to Shot Put • Generating power by making the entire body function in a fluid motion is the most important factor in sending the shot down the field. Throwers start low in a crouch, before taking a hop or two toward the landing zone, before uncoiling their legs to an upright position and the throwing arm in a shoving motion. The ideal angle for a successful throw is 45 degrees.

The shot put ring can be intimidating.

The circle is unforgiving. To have a successful throw, just about every part of the body needs to be firing at once.

It’s a tough event to become good at. That’s why Fulton throws coach Nathan Vandermyde keeps expectations low for beginners.

He turned around, took several steps away from the line, bent over at the waist, and took a breath.

STERLING – Tommy Miller has no illusions about being a power hitter, but on Monday afternoon, he was swinging like a slender Babe Ruth.

The Ottawa junior went deep his first two times at bat, powering the Ottawa baseball team to a 3-1 victory against Sterling at windswept Gartner Park. Both of the home runs were solo shots.

With a strong breeze howling out to right field, the left-handed Miller turned on the second pitch of the game from Golden Warriors starter Turner Morse (1-3). It was his first home run, he estimated, since Little League about 4 years ago.

After more than two decades as the Ottawa girls head basketball coach, Mike Cooper resigned the position Monday evening.

Cooper coached the Pirates for 22 years, amassing a 410-177 record while collecting seven regional championships and seven conference crowns. Ottawa won the NIB-12 West title in each of the last three seasons.

BOSTON – Lelisa Desisa won his first Boston Marathon in 2013.

But he didn’t have much time to celebrate.

A few hours after Desisa broke the tape on Boylston Street, two bombs near the finish line turned what should be the pinnacle of any distance runner’s career into an afterthought.

Desisa earned his second Boston Marathon title Monday, finishing in 2 hours, 9 minutes, 17 seconds to claim a golden olive wreath, the $150,000 first prize, and a winner’s medal to replace the one he donated to the city in memory of the victims.

And this one he plans to enjoy.

“This medal, I think, is for me,” Desisa said.

“In 2013, Lelisa had won and we were sitting in these same chairs.

And then soon after, and unfortunately, Lelisa did not get to have the kind of victory celebration that a champion of the Boston Marathon

should have,” Fleming said. “Lelisa, we want you to get your due today.”

Desisa was in the leading pack for the entire race, pulling away to beat countryman Yemane Adhane Tsegay by 31 seconds in the first 1-2 finish for Ethiopia in the race’s history.

Kenya’s Wilson Chebet was third, another 34 seconds back.

Dathan Ritzenhein of Rockford, Michigan, was the first American, in seventh. Keflezighi finished eighth a year after his victory – the first for an American man since 1983 – gave the city a tangible symbol of its comeback.

“I was crying on Boylston Street, because it was bringing up memories, good and bad,” said Keflezighi, who wrote the names of the bombing victims on his race bib last year. “People were cheering like crazy, saying ‘U-S-A!’ I was chanting with them.”

Doug Buffone, a former Bears linebacker who made a seamless transition from a prominent football career to a successful second life as a popular Chicago sports radio personality and businessman, was found dead in his Chicago home Monday, according to police. He was 70.

Paramedics were called to Buffone’s home in the 1200 block of West Lexington Street around 1:30 p.m. Monday, according to police and fire officials. He died of natural causes, they said.

Buffone played 14 seasons for the Bears – tied for second most in franchise history – making 1,257 tackles and surpassing the 100-tackle mark in seven seasons.

He was selected in the fourth round of the 1966 NFL draft out of Louisville. Buffone retired after the 1979 season with 24 career interceptions to lead all Bears linebackers. The first two interceptions of his career came off future Hall of Famers Bart Starr and Johnny Unitas.

Born on June 27, 1944, in Yatesboro, Pa., Buffone was the son of a coal miner. He attended Shannock Valley High School. At Louisville, Buffone played center and linebacker for coach Frank Camp. He led Louisville in tackles three straight years, and remains third on the alltime career list for tackles made with 479.

Former Bears teammates remembered Buffone as an affable, funloving athlete with an engaging personality.

“He was a great player

and a great friend,” former Bears tight end and coach Mike Ditka said.

“Doug was a Bear.

Besides being a hell of a football player, he was a hell of a guy.”

According to Bears media guides, Buffone also had 10 fumble recoveries, nine forced fumbles, and 37 sacks.

“It seemed to me he was lucky that he never had any serious injuries while he played with me,” Dick Butkus said. “He had like bird legs, but a developed upper body. He was just a good guy, and we had a lot of fun.”

Many believe Buffone’s accomplishments on the

field were overshadowed because he played next to a Hall of Fame teammate in Butkus.

“I never heard him gripe,” Butkus said. “He was a Pro Bowler in my eyes on my team.”

In recent years, Buffone hosted a Bears postgame radio show on WSCR-AM 670 with Ed O’Bradovich. In a statement, O’Bradovich said: “Being with Doug the last 49 years, I know that no one person could love a family more than Doug. I know that no one person that played the game of football loved it more than Doug did. The bottom line is he was true and loyal to his family, to football, and to his friends. I cannot tell you how much I will miss him.”

Ottawa coach Tom Hart briefly had Miller in the No. 3 spot in the batting order last week, in an attempt to let him drive in some runs, but that experiment lasted only a few games.

“Honestly, those were nice, easy swings,” Hart said, “and he just made good contact. He squared the baseball.”

Miller singled his final two times at the plate. The first of those two knocks led to a sacrifice fly from teammate Nick Quick in the top of the fifth, giving the Pirates (4-7, 2-2 NIB-12 West) a 3-0 lead at the time.

Sterling (2-10, 0-4) was finally able to break through with a run in the top of the seventh. Zach Springman led off with a single, and moved up a base with two outs when Brandon Dennis was hit by a pitch from Ottawa reliever Dylan Manley.

Turner Morse followed with a bad-hop single to right to drive in Springman, and send Dennis to third base.

“I think I just caught myself trying to do a little bit too much with the ball,” Trey Morse said. “I just needed to put the ball in play, to

keep the game going. I think we can do a lot better against this team. They’re struggling as bad as we are, so we need to take advantage of that.”

Sterling squandered some opportunities against Ottawa reliever Kray Wheeler (1-0), who got the win with three scoreless innings.

In the third, Dennis laced a one-out double to center field, but was stranded there as Turner Morse and Trey Morse followed with flyouts.

In the fourth inning, Estaban Sosa led off with a double, but was promptly picked off second base.

In the fifth, Nick Olds and Dennis drew one-out walks, and each moved up a base on a groundout

“That’s what we’ve been lacking: that key hit or that key play or somebody stepping up to do something,” Sterling coach Nick Pepper said. “That’s been our season, pretty much.”

Trevor Bolin also drove in two runs for the Comets (9-3, 4-2 Three Rivers East). Nate Olson was the winning pitcher, allowing one run and two hits in five innings. He struck out eight.

South Beloit 4, AFC 0: The Raiders gave up four unearned runs in the third inning, thanks in part to three errors, three walks and one hit batsman, in an NUIC East loss on the road.

Ryan Rod had two hits, and also pitched a perfect inning in relief of starter Jacob Hilliker, who doubled for AFC (3-9, 3-5).

What happened next was a hop, followed by an explosive twist and heave of his right arm as he tossed the shot. He did this over and over again.

It was tedious work. But that’s the point.

“The only way you’re going to get better,” McLuckie said, “is for you to learn muscle memory. Your form has got to be right every time.”

The heavy metal ball rests under the chin before launch.

A good way to make sure it’s in the right spot is to lift it high over the head, then bring it down to the jawline, where the throwing arm holds the 12-pound weight in place.

“You want to hold it by the crook of your neck,” McLuckie said. “What you really want is good form. Having a better form will help you add distance.”

“Strength can only get you so far,” Steamers thrower Alex Gillis said. “It’s a combination of both form and strength, and you can’t really slack on either. You could be the strongest guy, and not throw it very far. It works the other way around, too.”

Fulton has some of the top throwers in the area. Four athletes have thrown distances of over 40 feet this season, and they believe they’re nowhere near their ceiling.

“We’re blessed to have all of these capable throwers,” Fulton coach Mike Ankrom said. “They might get overlooked from time to time, but they have helped us a lot so far, and we expect them to continue to support us throughout the season.”

Fulton sophomore Blake Dornbush said when he watched others throw the shot for the first time, their natural instinct is to throw it like a baseball.

One throw like that is all that’s needed to never do it again.

“That doesn’t work at all,” Dornbush said. “You’ll end up hurting yourself. You have to use your whole body, from your legs through your torso and your shoulders, to throw it with any kind of respectable distance.”

Dornbush, a discus thrower first, tried the shot put in junior high with hopes to help his discus abilities. The two events

use relatively similar motions, but only to the untrained eye.

Throwing the shot requires powerful movements from the base of the body, and explosion to the release point.

When Vandermyde works with his shot throwers in the weight room, he focuses on training shoulders, core and legs – the big three.

The state qualifying standard in Class 1A is 48 feet, or a little more than half the distance from home plate to first base on a baseball diamond.

It doesn’t seem far, but the weight of the ball and the throwing motion makes this event a

challenge. The ball looks like a worn, round hunk of metal.

Picture a cannon ball on a pirate ship. Throwers try to reenact this explosive power through several different techniques.

Three different types of approaches dominate the act of throwing the shot.

The glide, what the Fulton athletes use, as well as most athletes in the state, is a sound and effective way to throw.

The technique is relatively easy to learn, and it provides good distance. This is how McLuckie and Dornbush throw, bent at the waist, facing away from the target, before turning 180 degrees and thrusting the shot.

A front throw, which is the most basic, offers another way to send the shot. Throwers often use this to warm up, as it relies on strictly arm strength.

But come meet time, that technique goes in the back pocket.

The spin technique offers another approach to throw.

This is considered an advanced technique. Some of the top throwers in the state use this, as well as Olympic athletes. But this is hard to perform successfully. It requires exceptional body control and awareness.

“They can get lost throughout the ring if they don’t get their foot in the correct spot,” Vandermyde said of the spin technique. “If they don’t get it down, then it’s not helping them.

“I would say I see the spin in college and the Olympic level.

In high school, I’ve only see a handful do the spin. Maybe four or five kids have used it in the past 3 years; mainly everyone uses the glide.”

“I’ve tried the spin, but I don’t use it,” said McLuckie, a sophomore. “I’d be open to trying to

learn it again, but I’ve already come so far using the glide.”

It’s not hard to spot throwers at a track meet. Aside from the fact they spend the meet in the throwing pits, the body type sets them apart from the runners and jumpers. A stocky build is common, as are strong legs and wide shoulders. These athletes have a quick-twitch ability to send the metal ball flying until it collides with the ground with a thud.

The girls’ shot weighs 8 pounds, and Fulton’s Chelsea Lesniewski is one of the best in the area at making that thud happen a long ways away. Lesniewski juggles her throwing duties for the Steamers with softball.

She has found similarities to the two, but tries to keep them as separate as possible. The size of the shot is nearly the same as the bright yellow softball, and she had to learn a new way to throw the shot after years of throwing the softball overhand and underhand.

“One of the things I learned right away is to flick my wrist with the shot,” she explained.

“It’s more of a push than a throw. I have to change everything and separate the two when I throw the softball.”

Lesniewski also relies on the glide technique to deliver the power, saying that the spin is even rarer in girls competition.

The glide technique allows for throwers to start low, so when the time comes to throw the shot, they’re in a power position – legs bent, body ready to uncoil.

That’s where Dornbush found success. He has to consciously remind himself to stay low.

“The spin doesn’t work as well for me,” Dornbush said. “I’ve been working a lot on staying low, and the glide forces me to start low.”

CHICAGO – Jimmy Butler set a playoff careerhigh for the second straight game with 31 points, and the Chicago Bulls beat the Milwaukee Bucks 91-82 on Monday night to take a 2-0 lead in their first-round series.

After scoring 25 points in Game 1, Butler trumped that with another terrific performance. He was at his best down the stretch, scoring 14 points in the fourth quarter.

Chicago’s Derrick Rose scored all of his 15 points in the second half after dominating in the series opener.

Pau Gasol added 11 points and 16 rebounds, and Mike Dunleavy Jr. scored 12 points as the third-seeded Bulls grabbed a commanding lead in the series.

Khris Middleton led the sixth-seeded Bucks with 22 points, and Michael Carter-Williams scored 12.

The Bulls were trailing 74-71 early in the fourth when Butler started a 13-0 Chicago run with a 3-pointer.

He drove along the right side for a vicious two-handed dunk on Zaza Pachulia, then hit the free throw to complete the three-point play. Butler finished the run with another 3, giving Chicago an 84-74 lead with 6:01 remaining.

Unlike Rose, the Bulls’ star and fellow product of Chicago’s Simeon Career Academy, he has no plans to advertise his recovery as he works his way back from a torn

anterior cruciate ligament in his left knee.

“I’m not gonna Tweet about it,” Parker said.

“I’m not gonna Instagram it. What is mostly important is I act on it. I can’t say anything. I just have to do it.”

After he tore the ACL in his left knee in the 2012 playoff opener, Rose documented his recovery through a high-profile campaign with Adidas titled “The Return.”

“I’m not gonna promote it so much, where I have all-around access,” Parker said.

Kris Bryant turned his tiebreaking two-run double into a Little League homer with some headsup baserunning, and the star rookie had three hits and three RBIs Monday night to lead the Chicago Cubs to a 5-2 victory over the Pittsburgh Pirates.

Bryant’s double off the base of the left-center field fence in the seventh inning snapped a 1-all tie. He scored on the play when he advanced to third base on the throw home, and he raced across the plate when catcher Francisco Cervelli missed the throw for an error.

Bryant, who tied the game with an RBI single in the fifth, is 6-for-14 (.429) with four RBIs in four games since his much-anticipated callup from Triple-A Iowa on
