Pizza comes, and pizza goes. For years, fans of Manny’s Pizza have been salivating over rumors that the popular eatery planned to open shop in Sterling. Dreams came close to reality in July 2012, when Manny Castro, owner/operator of Manny’s Pizza in Savanna and Manny’s Too in Fulton, made a down payment on the former Ryan’s Family

Steakhouse, 3900 E. Lincolnway. That deal fell through, though, after Ryan’s parent company, Buffets Inc., filed for bankruptcy that January, and mold was found in the building. But the dream has blazed back to life: Manny’s Pizza & Tacos will open at 11 a.m. Jan. 31 in downtown Sterling, in the site of the short-lived La Mex restaurant at 312 Locust St.

DIXON – In an effort to implement more “best practice” systems within the city, the Dixon City Council will consider changing part of its budgeting process, Mayor Jim Burke said. The City Council is expected, at its regular meeting tonight, to place Mayor on file an ordi- Jim Burke nance that would switch the city from an appropriations system to a budget system for financial planning and management. In an appropriations system, the city allocates the maximum the city could spend for a project, Mayor Jim Burke said, while the budgeting system would allocate what the city expects the cost to be. For example, an appropriations system might say the city can spend up to $150,000 for a project estimated to cost $100,000, while a budgeting system would reflect only the $100,000. BUDGET CONTINUED ON A2

To attend The Dixon City Council meets at 6:30 p.m. today at City Hall, 121 W. Second St., on the second floor in the Council Chambers. Go to www.DiscoverDixon. org or call City Hall at 815288-1485 for an agenda or more information.

The forecast high for today is 7 degrees, but with winds between 15 and 25 mph, it will feel like 20 below zero. FREEZE CONTINUED ON A2
