From the LCCOA Executive Director

Those of you in attendance at last month’s annual dinner heard a great talk by Dixon’s new community service officer, Mike Wilcox. Mike has served the City for many years through his service to the Dixon Fire Department, but he says he loves his new job with the Police, meeting and interacting with so many great Dixon people. At the

dinner we also welcomed our newest board members, elected by our membership. A big welcome to Jeff Kuhn and Nancy Varga! You will both do a great job. Diane Blaine and Doug Farster have also been re-elected to a second term.

But that means it’s time to say goodbye to old friends. Thank you to Carol Rick and Jo Anne Mills for your time on the board. And a very special thank you to Ike Mercer, who has served us faithfully for the past 25 years (25 years!). Ike has been a huge part of shaping LCCOA into what it is today.

And here’s another October tradition: Each year at this time, Medicare opens its enrollment

period for Part D (prescription) coverage. While your current plan and coverage may continue to be the best option for you, we encourage everyone to make an appointment with our Outreach Department to go over your plan and compare.

We are often able to save you money, and we do not work for any insurance company so we can offer a completely unbiased analysis. Call early, however, as the enrollment period closes in early December and appointments fill up fast.

Space doesn’t allow me to go into all the great programming we have planned for October (read more in this issue) but I want to highlight one special program.

Have you ever heard someone say they wish they had listened more, or gotten their grandparents or older relatives to talk more about their lives?

Beginning Monday, Oct. 19, and continuing for 6 weeks, the University of Illinois extension will be presenting a FREE writing workshop on recording your life’s history and leaving a legacy. You’ll learn how to start writing to tell your story and much more. This workshop is open to all.

Lastly, I would like to extend congratulations to LCCOA/LOTS dispatch employee Jackie Sanchez on the birth of her third child! Take care, Jackie.

Medicare renewals begin on Oct. 15 and end on Dec. 7, so make sure to call for an appointment as soon as possible. This is a very busy time of year for the ADRC Outreach staff so we appreciate your patience and understanding. Please leave a message and they will get back to you as soon as

they can, but it could be several days before they return your call; our call log is very long during this time and repeated calls and messages only slow the staff down.

We have a variety of activities and educational programs during October: • Euchre tournament – 1 p.m. Sunday, Oct. 4 • Medicare Fraud Presentation at 10:30 a.m.

Wednesday, Oct. 7 • Columbus Day trivia contest followed by a lunch – 11 a.m. Monday, Oct. 12 • Celebrating cancer survivors – noon Friday, Oct. 23; refreshments, raffle prizes, and a drawing for a homemade blanket.

• Halloween celebration – Friday, Oct. 30; festivities begin at 11:30 a.m.

with a lunch of barbecue pork ribs, baked potato, vegetable, drink and dessert for $5, followed at 12:30 p.m. with a Halloween costume contest (prizes for first, second, or third place). There will also be free Halloween bingo, with candy.

As 2015 winds down many people start thinking about their taxes and what they can do to reduce them. Please consider supporting the Whiteside County Senior Center with a generous, taxdeductible donation. With the ongoing budget battle in Springfield, we have seen our funding reduced, so your contribution will help WCSC to continue offering great programs.

By Geoff Vanderlin Autumn! Cool temperatures, falling leaves, pumpkin everything (or so it seems). I often think autumn might just be the prettiest of all the seasons – but then I think of what comes after it. Oh, well.

As they say, we wouldn’t appreciate spring nearly as much if we didn’t go through winter.

October comes with another milestone each year, as well. This year it marks 5 years that I have served as your Lee County Council on Aging Execu-

tive Director. It’s been an honor for me, and I so enjoy working with each and every one of you as we provide for the seniors of Lee County and the greater community, as well through our great programming. Be sure to page through this copy to see what we have coming up.

As I pass another year, so does LCCOA. October is the month we seat our new Directors and retire others as we begin our administrative year.

As the warm months come to an end and you finish up all of your fall chores, it is time to look for new activities and friends at the Whiteside County Senior Center.

We offer a variety of programs, activities, educational sessions, and special events daily, along with our home-cooked meal program. Please take time to review all

of the activities in this month’s Golden Echo!

Make plans to attend our annual Health and Information Fair from 10 a.m.-2 p.m. Thursday, Oct. 8. We anticipate over 30 vendors who specialize in providing services and products to seniors. There will be hourly drawings for door prizes, many of the vendors will provide items of interest, and you can have a great lunch of Italian beef sandwich, chips, baked beans, dessert, and a drink. The meal will be served from 11:30 a.m.-

You’ve seen it or maybe have participated in these painting classes. The United Way of Lee County is sponsoring this event as a fundraiser (great idea Jenny!), and it will be held on Wednesday evening, Oct. 21. Halloween makes for a fun October Happy fall! Isn’t it amazing how quickly this year is flying by?

I’m looking forward to bonfires, sweatshirts, and all the beautiful fall leaves. I will be stirring up more delicious soups to add to our meals now that the heat and humidity has simmered down.

Feel free to recommend a recipe; I am always up for new ideas.

October is a fun month, with Halloween always brewing up excitement.

Whether you take your

grandchildren trick-ortreating, or you’re handing out treats to all the spooky and silly faces that ring your bell, I wish

you all a joyous adventure, and Happy Halloween. We will be having our Halloween Party on Friday, Oct. 30, and I

hope you all are enjoying the extra goodies we give out.

The WCSC appreciates your participation in our meal program. Thank you all who help out the kitchen with your coffee donations, dish soap, laundry soap, and small serving plates. Keep it up. Thanks to Gene Burton and Jerry Allen for delighting our ears with their music on Fridays.

Monster pancakes start off a day of Halloween fun DIXON – Mark your calendars for the annual Monster Pancakes breakfast at the Post House Community Center. Please join us from 8-9:30 a.m. Saturday, Oct. 31, for our homemade pancakes and sausage. The cost will

be the same as in years past: just $4 for adults or $2 for children 11 and under. As always, come dressed in your Halloween costume and receive $1 off your breakfast.

Following breakfast, head down to Haymarket Square for costume

judging at 9:30 a.m. with the DHS Leo Club. In case of rain, the contest will be in the Post House Community Center.

Following the judging will be the annual Costume Parade, sponsored by the Dixon Noon Lions, leaving from and

returning to Haymarket Square.

It is an exciting time at The Emporium Thrift Center as we get out all our items for fall.

A SWEET WAY TO THANK SENIORS

Help available applying for license plate discounts and energy assistance

On Aug. 21, Ruth and Samantha, from our Outreach Department, delivered cupcakes to some of our seniors in the community for National Senior Day. One of the places they visited was Liberty Court, where they wished seniors a happy, wonderful day. This is our way of thanking the seniors in our community for all the support we receive from them.

Tis the season to help Santa’s workshop Lee County Council on Aging’s annual Santa’s Workshop is just around the corner, and we need your help.

We are accepting gently used or new gifts for the kids to purchase for their parents and loved ones. We also are accepting ribbon, bows, tape, gift bags, and markers.

This is a great event

Some knitting elves are needed for Santa’s workshop Do you like to knit or crochet? We at the Post House Community Center have bags full of donated yarn and we’re looking for people to take yarn home and knit or crochet scarves, hats, pot holders, and the like for our Santa’s Workshop in December.

At the workshop, kids can and shop for the kids. Donations may be dropped off at the center from 8 a.m.-

The Whiteside County Senior Center (WCSC) has trained staff to help you file applications for license plate discounts and energy assistance for seniors and people with disabilities.

The center takes walk-ins from 9 a.m.-2 p.m.

Mondays. They travel to Morrison, Erie, Prophetstown, and Fulton. Please call ahead at 815-6229230, extension 194, for an appointment at one of their sites.

The Illinois Department on Aging (IDOA) accepts the US 1040 with supporting schedules and tax documents, such as W-2 and 1099 forms reporting income, for the license plate discount. IDOA does not accept bank statements, check stubs, or letters with your current monthly Social Security amount as proof of income.

Please also bring your car registration, Social Security cards, proof of address, proof of birth dates, and proof of disability if you are under 65 years old (Class 2 disability ID card or letter from Social Security stating you are receiving disability benefits). IDOA does not accept disability parking placards as proof of disability.

If you do not have proof of disability, you can ask them for a form that your doctor can fill out.

If you want to apply for energy assistance, please bring Social Security cards for everyone in the household, proof of income for the last 30 days for anyone over the age of 18, medical card, Link card, gas bill, and electric bill. WCSC staff may request that you bring back additional information may when you are seen for assistance.

TAKE US OUT TO THE BALLPARK 55 people traveled to Chicago to watch the Cubs play the Arizona Diamondbacks, and of course, the Cubs won! The score was 14-5.

There was a grand slam and three other home runs. it was a great day at the ballpark!

The Center will begin hosting karaoke from 1-4 p.m. on Tuesdays, beginning Oct. 6. Everyone’s invited to come have some fun, sing a song, and revisit some of their favorite musical memories.

Makes plans to help support your Senior Center Our Senior Centers matter! The senior age group is the fastest growing segment of our population. According to the U.S. Census Bureau, there are more than 77 million baby boomers in the U.S., and by 2030, this demographic (born

between 1946 and 1964) will represent an estimated 20 percent of the population. This means more than 10,000 baby boomers will turn 65 every day for the next 15 years!

While an overwhelming number of people believe

senior services should be a top priority, many are unaware of the financial difficulties facing them and other social services.

An easy way for anyone to provide support is through a gift provision included in a will.

Do I enroll in Medicare if I’m still working?

Dear Marci, I am turning 65 soon, but I still plan on working for a few years. My employer gives me health insurance, but I am not sure whether I have to enroll in Medicare. Do I have to enroll in Medicare if I am still working?

– Bruce, Cleveland, Ohio Dear Bruce, You might have to enroll in Medicare while you are still working, but it depends on what type of coverage you have from your current employer and how it works with Medicare.

Medicare Part A (hospital insurance) is premium-free if you or your spouse worked in the United States for 10 years or more. Many people choose to enroll in Part A when they are first eligible, since they do not have to pay a monthly premium. If you qualify for premium-free Part A, you can enroll in Part A at any time.

However, everyone has to pay a monthly Part B premium, which is $104.90 for most people in 2015. When you sign up for Medicare, you are automatically enrolled in both Medicare Parts A and B. However, you have the option to turn down Part B, but you should

Just because you’re employer provides insurance, doesn’t mean you don’t have to enroll in Medicare. It just all depends on what kind of coverage your employer provides and how it works with Medicare. use great caution before delaying your Part B coverage.

You should consider delaying Part B coverage only if you confirm two things: First, you must have health insurance from a current employer (or a spouse’s current employer). If you have coverage from your (or your spouse’s) current employer, you qualify for a Special Enrollment Period (SEP) to

enroll in Medicare Part B later and will not face penalties or periods without coverage. If your insurance does not come from you or your spouse’s current work, you do not qualify for this SEP. Note that retiree insurance and COBRA coverage do not count as coverage from a current employer.

Second, you should only consider delaying Part B coverage if your current employer

coverage pays first and Medicare pays second. In other words, only consider delaying Part B if your employer coverage does not change how much it pays for your care after you qualify for Medicare.

If you are 65 of older, health insurance from your (or your spouse’s) current employer pays first if the organization has 20 or more employees (note that if you are under 65

and disabled, the organization must have 100 or more employees).

On the other hand, you should enroll in Medicare Part B when you first qualify if your employer coverage only pays for your care after Medicare pays. If Medicare pays first and you fail to enroll, your employer coverage can reduce its payment or refuse to pay anything for your health care. Medicare usually pays first if you work for an organization with less than 20 employees.

To find out how your specific employer coverage works with Medicare, talk to your employer and get the information in writing. Also, confirm this information with the Social Security Administration (SSA), especially if you plan on delaying Part B enrollment. When you call Social Security, it is important to write down who you spoke to and the details of your conversation.

Annual enrollment period for Medicare plans starting soon The annual enrollment period for Medicare Part D and Medicare Advantage plans begins Oct. 15 and ends Dec. 7.

This is the time you can change your coverage if you are not satisfied with your Medicare Part D drug plan or your Medicare Advantage plan.

This is also the time when you can enroll if you did not do so during your initial enrollment period.

If you take several medications, check and see if your current plan is still going to be the best plan for you for 2016.

The best way to find the plan that is cheapest for you is to compare them, and local help is available to help you make the choice that’s best for you.

The Senior Health Insurance Program (SHIP) is a free counseling program for Medicare beneficiaries. SHIP Counselors are available to help Medicare beneficiaries get unbiased information to make an informed decision on your Medicare coverage. Counselors are available in Whiteside and Lee counties to assist Medicare beneficiaries with comparing plans. Medicare information

Transportation Fares change for some riders The Lee-Ogle Transportation System (LOTS) has continued to grow for nearly 8 years, and we are proud that we have been able to keep the fares to the passengers very affordable with no increases, as many of our surrounding transit agencies have. With recent activity, no state budget, and expenses continuing to rise, we have made the tough decision to reevaluate our fare structure and begin to make changes.

For most of you, the fare has been $1 as a LOTS passenger over the age of 60 or a person with a disability of any age; regardless of where you needed to go.

Our senior/disabled fare for an in-town trip will remain the same, $1 each way for a trip that is within the same town.

For example, if you are traveling from Dixon to Dixon or Oregon to Oregon your fare would be $1 each time you board the bus.

The fare that has been changed is the senior/disabled out-of-town fare, which will now be on a per-mile rate, the same as it is for those between the ages of 6-59 years. The fare is 35 cents per mile for any trip that is requested to travel out-of-town, such as Dixon to Oregon or Rochelle to Amboy. This change went into effect Oct. 1, 2015.

In many circumstances, there are often times where the passenger is exempt from paying a fare, based on another agency paying on your behalf.

Our goal is not to eliminate transportation services for those who rely on the system. While we have changed the Senior/Disabled out-of-town fare to 35

cents per mile, we have also implemented a cap, which is $5. Therefore, if you are over the age of 60 or a person with a disability registered with the State, your fare starting Oct. 1, 2015, will be 35 cents per mile, with a maximum of $5.

Jeff Barnes from NIAA will explain the difference between Medicare fraud and abuse and the various ways they can be used by unscrupulous persons, as well as the importance of being aware of what services you are receiving and what you are billed for. Jeff will finish with ways to protect yourself by detecting abuse and fraud, and the importance of reporting the errors. He will also mention Open Enrollment.
