In addition to our regu-

lar events, we have some very special ones this month. Our annual free picnic is coming up on July 22. Come on down for hamburgers, hot dogs, and all the fixings. I want to thank the Dixon Fire Department for their graciously allowing us to use their grill for the picnic every year.

After you have eaten your fill, stay for a special presentation from Lowell Park naturalist Greg Hunter who always has some great stuff to share.

Bingo is also on the schedule for that day.

Then, on Friday night, the 24th, we, along with the Kreider Alliance (formerly the Arc of Lee County), will be presenting our inaugural Drum

and Bugle Corps show – Petunia City Brass.

You don’t want to miss this pageant of some of the best Open Class drum corps in the world, including European champs Jubal, from the Netherlands. Let’s thank them for making the trip, with a huge showing that night. Tickets are now on sale so come and get the best selection.

A special treat is also in store when one of the performing corps, the Colt Cadets, will engage the Pulse of Peoria Drumline in a drumline battle as part of that day’s Musical Fridays at the Riverfront, starting around 1 p.m. Get a sneak preview of the night’s action and enjoy.

If you’re a golfer, you also won’t want to miss our first LCCOA Golf Open at Emerald Hill golf course. Get a team together and have a fun day on the links.

And then, if that isn’t enough, July 30 brings our third annual “Battle of the Brains” trivia contest. Who will emerge as this year’s champions of useless knowledge?

Come and join in for only $12 a person for teams up to six people each. If you’d rather just watch, a small admission fee gets you in and provides for snacks while watching.

So, enjoy a great July.

ciently. We are in the process of finishing the implementation of our MySeniorCenter software system, which will serve as a point-of-sale system along with developing a major database of information on the seniors in our area.

We plan to expand the way we provide information to the seniors by using email newsletters, email reminders, more frequently updated Facebook pages, website,

online membership registration, donation, and ticket ordering for special events. Robo-calling will allow us to send reminders or short messages to keep seniors updated on WCSC events.

We are in the process of renovating the Reception and Computer Resource Center to provide members and visitors with a new Welcome Center area where they can ask questions, register for classes or events, or sign up for trips without having to go to several areas in the Senior Center. The reception staff will be able to sign you up for your next class or event along with taking your payment and giving you a receipt. Why all of the changes? Very good question!

We have been fortunate to make these changes with some technology grants and donations from the Sauk Computer Users Group and several private individuals who want to remain anonymous. As the grants and other funding for the Senior Center goes through some serious transition over the next few years, it will be important for our staff to become as efficient as possible. This involves limiting the amount of paperwork, the compilation of data into one database, and the ability to reach as many seniors as possible in the easiest way possible. We appreciate your patience and understanding. Please feel free to ask us any questions. Our goal is to

provide you with the best and most efficient customer service that we can.

We will continue to provide information monthly to you through the Golden Echo, but we know many of you receive your information from a variety of sources and we’re just trying to connect to you in as many ways as possible.

We understand the best marketing and promotion we can receive is from word of mouth by you talking to friends and neighbors about our great programs. Please take a look through the variety of upcoming activities, programs, trips, and social events at your Whiteside County Senior Center!

As I mentioned last month, this name more accurately reflects what we are trying to do, which is to present activities and programs that people of all ages might be interested in. Drop us an email or Facebook

Last month, while the Dixon Public Library was closed for remodeling, we had several people come in to use our computer lab. Most had never been here and were surprised by all the things going on. Many did not even know that we had a

By Doug Vandersee The first half of the year is coming to a close along with our annual fiscal year. Mid-year is a great time to reflect back on the changes and accomplishments the WCSC has made in the past year.

Last June we were busy finishing the promotion of our annual Fundraising Concert, and this year we have finished our second annual Fundraising Concert – and with your help we have raised additional funds to help support the WCSC. We have made significant progress in improv-

ing our customer service at WCSC and WCPT! Callers can reach their destination through the automated attendant and speak directly with the department they want to talk to. We have upgraded our technology infrastructure with faster internet service and a VOIP phone system which allows us to process four to five times as many calls as our old system. Comcast Business has enhanced our speed, which makes everything work much more effi-

When can I first sign up for Medicare?

Dear Marci, I turn 65 this December, and I’m anxious about enrolling in Medicare on time. I do not want to miss my first chance to enroll, because I heard that you pay penalties if you don’t enroll right away. What steps should I take to make sure I don’t make Medicare enrollment mistakes?

– Lara, Baton Rouge, Louisiana Dear Lara, The steps you should take to enroll in Medicare on time will differ depending upon whether you already collect Social Security retirement benefits when you turn 65.

If you already receive Social Security when you turn 65, the federal government will automatically enroll you in Medicare. Your Medicare will start on the first of the month you turn 65, which is December.

You do not need to sign up for Medicare.

On the other hand, if you do not receive Social Security when you turn 65, you must take action to apply for Medicare. To avoid higher costs down the line, you must enroll during your Initial Enrollment Period (IEP). Your IEP includes the 3 months before, the month of, and the 3 months following your 65th birthday. For you, your IEP will span from September 2015 to March 2016, since your 65th birthday is in December. If you enroll in Medicare during this 7-month period, you will avoid late enrollment penalties and gaps in health insurance coverage.

The date your Medicare coverage begins depends on when you enroll during your IEP. For your coverage to begin as soon as possible, it is best to enroll in the first 3 months of your IEP (the 3 months before the month you turn 65). Your Medicare coverage will then go into effect starting the first

day of the month you turn 65.

If you enroll during the month you turn 65, your Medicare coverage will go into effect the following month. If you enroll during the fifth month of your IEP, your Medicare coverage begins 2 months after you enroll. If you enroll during the sixth or seventh month of your IEP, your coverage begins 3 months after you enroll.

If you enroll in Medicare at any point during your IEP, your enrollment will be considered timely. You will not face any late enrollment penalties. To enroll in Medicare, you can call the Social Security Administration at 1-800-7721213 or you can visit your local Social Security office.

When you enroll in Medicare (either actively during your IEP or automatically), you receive Medicare Parts A and B. Most people do not pay a premium for Part A, but almost all people owe a premium for Part B. Understand that you will

have the option to turn down Part B, but you should use great caution before declining Part B coverage. You should consider delaying Part B only if you confirm two essential things.

First, you must have coverage from your or your spouse’s current employer. If are insured by your own or your spouse’s current employer, you have special permission, called a Special Enrollment Period, to enroll in Part B later without risking higher costs and periods without coverage.

Second, you must verify that your current employer coverage will pay the same amount for your care as it did before you qualified for Medicare. In other words, ensure that your employer coverage pays first on claims before Medicare pays. Insurance that pays first on claims is called primary coverage. You should always enroll in Medicare Part B right away if your employer cover-

Keep in mind that how your current employer coverage is affected by your Medicare eligibility largely depends on the size of the employer. If you have current employer coverage, talk to your employer to find out how your coverage works with Medicare. Verify this information with Social Security before making any final decisions about Part B coverage.

What do we do in the ADRC? Lee County Council on Aging (LCCOA) and Whiteside County Senior Center (WCSC) have Aging and Disabled Resource Centers (ADRC), also known as Outreach.

If you are an older adult or disabled person, and you want to know what programs might be available to you, the ADRC will assess your needs and try to connect you to those programs. The staff will help people fill out applications for a wide variety of programs and counsel their clients about options available with Medicare. They network with other agencies in order to find out all the programs available in the area.

If the ADRC can’t help you it may know who can. The choices you make are your choices.

They give you the information and educate you about the programs so you can make a more informed decision.

Whether you choose to connect to the programs is completely up to you.

Of course, some programs have certain requirements in order to qualify. The ADRC cannot bend the rules to get you into the program but they probably can tell you exactly what you need to do if they think you should qualify. They can probably also tell you if you won’t qualify.

One example of a program they are trained to help clients apply for is the Benefits Access Program, which provides a license plate discount.

When you come in, the ADRC will tell you everything you need to bring in order for the staff to help you complete your application. The Benefits Access Program application is processed and approved by the Illinois Department on Aging.

The guidelines for documentation they will accept are very specific. If you are disabled,

for example, the Illinois Department on Aging will accept one of only three types of proof of disability: a class 2 disabled ID card issued by the Secretary of State, a letter from Social Security stating you receive disability benefits, or a Schedule A form (additional form with in the application) completed and sign by a doctor.

The ADRC also helps caregivers who are helping or taking care of an older adult.

So, if you are an older adult, disabled individual, or a caregiver and you want help, call the WCSC at 815-622-9230 or LCCOA at 815-288-9236 to set up an appointment to see what programs are available to you.

It’s time for a declaration of thanks I hope everyone is staying cool during these hot summer days. It seems as though we’re going to have record-breaking temperatures this year, so do what you can to cool down, and drink plenty of water.

July is nearly here, and we all know what that means: The Fourth of July, Independence Day! Aside from the heavy traffic this time of the year, I look forward to family gatherings, the smell of the grills burning in town, and fireworks lighting our skies.

The Declaration of Independence

is just one reason to be thankful.

Give thanks for family, friends, your neighbor, your cat, your dog, your doctor, and the very breath we take this moment.

Be thankful for even the daily trials we may face, because persever-

ance brings character.

Lee County Council on Aging’s annual election for its board of directors will be held in September. This annual event is open to all paid members of LCCOA. Members will receive an invitation, the election ballot, and a short biography of each candidate in the mail.

Current board members who are up for reelection are Diane Blaine, Doug Farster, and Carol Rick. Other new candidates are Jeff Kuhn and Nancy Varga. More candidates could be announced at a later date.

You’re invited to flex your mental muscles at the Battle of the Brains The Post House Ballroom is hosting a Battle of the Brains Trivia Night with proceeds from the event going to benefit Lee County Council on Aging.

Join us for a fun-filled evening of pop-culture, music and random-yetfactual trivia on Thursday, July 30. Registration will be at 5:30 p.m. and trivia begins at 6 p.m.. There will be door prizes, a 50/50 raffle,

and other games.

The trivia contest will have eight categories with eight question each.

Triad event will focus on emergency preparedness The Whiteside County Triad wants you to mark your calendars for the second of its ongoing series of events, this one about emergency preparedness.

The event will take place from 9 a.m.-noon on Aug. 5 at the Sterling Moose Lodge, 2601 E. Lincolnway.

5, was such a success, organizers are hoping people will help us make the second one even better.

Lee County Council on Aging will hold Triple Play event You’re invited to join Lee County Council Aging for Triple Play Wednesday on July 8.

The event will begin at 11 a.m. with an overview of the Outreach Department. The primary focus will be ITAC (Illinois Telecommunications Access Corp.), with a free ampli-

fied phone program testing to follow, and understanding parts A, B, C, and D of Medicare. Other topics include LIHEAP (Low Income Home Energy Assistance Program), assistance programs/low income, caregiver and gap assistance.

At 11:45 a.m., a light

Donations are welcome, but not required for the lunch, which will consist of mini-chicken or tuna sandwich, tossed salad, fruit, and a beverage.

Organizations will drum up some support Drum Line Battle will be performed on Dixon’s riverfront; proceeds benefit LCCOA The Brass is back! And the Drums … and the pageantry, when the Lee County Council on Aging and Kreider Alliance (formerly the Arc of Lee County) present “Petunia City Brass” at Dixon High School’s A.C. Bowers Field at 7 p.m.

Friday, July 24. Proceeds from the show will benefit these two local non-profit organizations.

“Drum And Bugle Corps and Dixon have a long history together, dating back more than 50 years,” said LCCOA Executive Director Geoff

Vanderlin. “Our two agencies want to make sure that history continues, and we are proud to bring this great show to the Drum Corps fans in the Sauk Valley.”

Becky Reilly, marketing coordinator for the Alliance is equally excited. “This show will bring to Dixon several of the top Open Class Drum Corps in the World, including three of the Top 10 from last season.

Devoted and casual fans alike will definitely be getting their money’s worth,” she said.

Corps performing at the Petunia City Brass show include 2014’s number-two Open Class Drum Corps group in the world, the Santa Clara Vanguard Cadets, making their first visit to Dixon; and Genesis, from Austin Texas, who finished third in the world last year and performed during last year’s Petunia Festival drum corps show. Also returning to Dixon will be the Colt Cadets from Dubuque, who finished 10th last year.

Other corps performing as

part of Petunia City Brass will include the Racine Scouts from Racine, Wisconsin, and Jubal, from Dordrecht of the Netherlands, which bills themselves as the world’s oldest drum and bugle corps at 104 years old. They were the 2013 Drum Corps Europe champions and placed third last summer and are touring the U.S. this summer.

A special preview of the evening’s entertainment will take place at 1 p.m. at Heritage Crossing on the Dixon river-

front. As part of “Musical Fridays,” the drumline from the Colt Cadets will take on the “Pulse of Peoria” drumline in a drumline battle. A drumline battle pits two drumlines against each other and they take turns showing the audience what they can do.

On June 29, Whiteside County Public Transportation began closing at 5:30 p.m. Currently, the hours of operation are 6 a.m.-5:30 p.m. Monday through Friday.

WCPT will also be closed Monday, July 6, Monday, Aug. 3, and Friday, Sept. 4. This will be in addition to our holiday closures on Friday, July 3, and Monday, Sept. 7.

WCPT implemented the changes due to Gov. Bruce Rauner’s proposed budget.

In an effort to implement cost-cutting measures while trying to minimize the impact on our riders and staff, WCPT has decided to implement the changes for the first quarter, which runs through Sept. 30.

We are hopeful that the Governor

and legislators will pass a budget that will allow us to go back to normal operations. We will keep our riders informed of any other changes that may occur.
