From the LCCOA Executive Director

May is celebrated each year as Older Americans Month, and we have some upcoming programs we hope you will enjoy. On May 5, we will have our quarterly free breakfast at the Senior

Center. This month we have a special appearance by comedian Lisa Janes, who will get your day off to a humorous start. Admission is free but, as always, we would appreciate it if you’d let us know you will be here so we can get an idea how much food to order.

Then, on the May 12, we will have our annual Picnic in the Park at Lowell Park, with a special program by park naturalist Greg Hunter. We will meet at the Senior Center for a bus ride to the Park Nature Center where lunch will be served.

After eating, Greg will give a short program and then escort us through the park, pointing out some of its best features

being our title sponsor this year. Special thanks to WSDR and SVM for helping promote the concert, and Country Inn and Suites for providing rooms for the performers. The concert was a rousing success. A special thank you to those who purchased tickets and donated them back to us so we could distribute them to local senior and group homes. The residents had a great time

at the concert. If you still want to support the WCSC you can mail your tax-deductible donations to the WCSC. The WCSC Board and staff want to give a special thanks to all of the great volunteers who assist with the Senior Center programs, activities, and special events.

In April we honored more than 125 volunteers who donated more than 15,000 hours of their time to make our programs and activities successful.

The volunteers work anywhere from 8 hours a day to a few hours each year to assist us with reaching out to seniors and others through our various programs and many other special events. Without our vol-

I was looking back at my Golden Echo column from a year ago, and saw that we had a snowstorm last year on April 14! This year on April 14, temperatures were well into the 60s.

our fifth annual Spring Prom? If so you know what a great time it was this year. This event just seems to grow every year, and the word is getting out that it is for all ages (at least if you are 21 or older)! Congratulations to both of them. Evelyn will soon turn 98 years old, and she had never been to a Prom. What a treat!

This year, in honor of the 50th anniversary of the Older Americans Act, the ACL is focusing on how older adults are taking charge of their health, engaging in their communities, and making a positive impact in the lives of others.

This year’s theme is “Get into the Act” and we hope you will join us in mak-

ing this a month – and year – of action! Come join us at the WCSC at 11 a.m. Friday, May 15, as we celebrate Older Americans Month with a special party. Enjoy the party and stay for a great home-cooked meal from 11:30 a.m. to 12:30 p.m.

We will have a special presentation on the topic on May 14, featuring Rockford-area author Tom Zuba, who has written a new book on a new way to handle grief.

Tom has experienced the death of two children and his wife, and has discovered a way of dealing with loss that he has found works for him, and hopes will help others. Tom will give a talk and will have copies of his book for sale and autographing. This special program is presented

by LCCOA and Serenity Hospice of Oregon.

Just a heads up: Consider the Ballroom for your holiday parties. I know (groan), we’re still festering about that lousy winter we just got through, but we have to think ahead! Families, companies and friends can rent the Ballroom for their festivities. Sundays through Thursday are our least expensive days.

When you rent the ballroom, there’s no mess at your house to clean up, except the dirty dishes you take home. Or, use the throw-a-ways and you’re all set! Spread the cost around to a few people, and it’s a no-brainer.

Where is my license plate discount?

Have you been asking yourself, “Where is my license plate discount?�

To get the license plate discount, you have to file for the Benefits Access Program application. It is processed and approved by the Illinois Department on Aging (IDOA). The application may require specific information to be attached to the application. Our Outreach staff generally knows what information IDOA will accept in order to get that application to process properly.

Your application will not get approved if you cannot or will not provide the information requested for your application. Your application will be deleted

from their system after 3 months if the information requested is not provided.

Applications can take up to 5-6 weeks to be processed once IDOA has the required information.

After applications are approved it takes another 10 business days for IDOA to relay that information to the Secretary of State (DMV or driver’s bureau).

The Benefits Access application gives you only two discounts within the 2-year application period.

The card the Secretary of State sends out to you to remind you to renew your plates will always come showing the full price of your registration renewal.

It will never have the discount included. A letter

We greatly appreciate any donations.

DISCOUNT with your discount number is generally sent out separately, similar to using a coupon.

If you have already used up your two discounts within the 2-year period, even if your Benefits Access application has not expired, you will not get your discount. We are finding a lot of people that fall into a gap were

they are required to pay full price. Why is there a gap? You probably paid full price for your sticker 2 years ago and then applied for a refund later. It is highly likely you will keep repeating this cycle every 2 years. Our Outreach Departments cannot track your use of your discount.

If you have not received a letter with your discount

number, you can call the Springfield office at 1-800252-8980 to see if you have a discount available.

If you can’t afford to pay full price for your renewal, you can ask for an extension. However, getting the extension still may not give you enough time to receive a discount. We do not recommend anyone driving on expired plates, as it is illegal and you will be fined if you get caught.

You can apply for a refund at www.cyberdriveillinois.com, or the Secretary of State’s office may have a refund application form available to send in to apply for a refund. You will need your discount number and plate number to apply

for the discount online.

Our Aging and Disabled Resource Center (ADRC) or Outreach Department can help file the application and check the status of the application.

In Whiteside County: If you want to file the application you must make an appointment in advance by calling 815-622-9230, extension 194, and leave a message. Reminder: We are short-staffed and we will return your call as soon as possible.

How do I get Medicare to make an exception?

Dear Marci, I recently went to my pharmacy, and my pharmacist told me that my prescription was not covered by my insurance. I asked my pharmacist how I might be able to get my prescription covered. She told me that I can appeal but before I start an appeal, she told me to ask for an exception request from my plan. What is an exception request?

– Nancy , Madison, Wisconsin Dear Nancy, An exception request is a formal request made to your stand-alone Part D plan or Medicare Advantage plan that asks the plan to make an exception to its normal rules and cover your drug. You must submit an exception request to your plan before starting the appeal process. If your exception request is denied, your plan will provide you with a written denial letter, which then allows you to start your formal appeal.

When your pharmacist told you your insurance would not cover your drug, you should have received a notice

titled “Medicare Prescription Drug Coverage and Your Rights.” This notice provides a general set of options for you to potentially get your drug covered. This is not a formal denial notice. When you receive this notice, call your plan to ask why your drug was denied and share this information with your doctor who prescribed the drug. The drug may have been denied because it is not on your plan’s formulary, or because it has restrictions like prior authorization, quantity limits, or step therapy.

After reading this notice and speaking with your plan about the reason for denial, you should submit your exception request.

You can make your exception request over the phone or in writing, but it is recommended that you send your request to your plan in writing. You must include a letter from your doctor to your plan that states why you need this drug, and that the drugs

on the formulary will not work as well for you or will harm you. This is called a letter of medical necessity.

You also can include any medical records that support your request, such as lab reports or medical histories. Ask the plan representative you speak with if the plan has a form that it recommends you and your doctor use to submit the exception request. In addition, ask the representative for the plan’s address or fax number where you can send your written exception request.

You must specifically state what kind of exception you are requesting.

You and your doctor may request that the plan covers a drug that is not on the plan’s formulary, or that the plan overrides a drug restriction, such as requiring step therapy before it will cover your drug.

Keep copies of all documents and records that you send to your plan.

If you speak with a plan

representative over the phone about the exception request, note the date, time, and representative’s name.

Your plan must issue a decision within 72 hours of receiving your exception request. Know that if it is an emergency and your health is in danger, your doctor can request a fast, or expedited, exception request. If your plan approves your exception request, your drug will typically be covered for the rest of the calendar year. If your plan denies your exception request, you should get a letter titled “Notice of Denial of Medicare Prescription Drug Coverage,” which explains how to begin a formal drug appeal.

Helpers who put in thousands of hours recognized at annual dinner STERLING – The Whiteside County Senior Center held its annual Volunteer Recognition Dinner on Tuesday, April 21, at the Senior Center.

More than 110 volunteers attended the dinner and heard Deb Keaschall, CGH Auxiliary Services Coordinator, speak on the importance of gratitude in our lives. She also stressed we should have an attitude with gratitude every day.

Volunteer of the Year Awards were presented to: • Wal-Mart Distribution Center 7024 for its service during the Free Community Meals, which are held six times per year at the WCSC. • AARP Tax Aides for their hours of service preparing taxes for the area residents.

• Twenty Emporium Thrift Center volunteers were recognized for the 4,950 volunteer hours they spent keeping it stocked and open to the public.

• Santa’s Workshop Coordinators Dorothy Szewczyk and Mary

Nasluchacz were recognized for their tireless hours spent accumulating gifts, setting up Santa’s Workshop, and making numerous knitted items and wreaths last year • Shirley Schwarz was honored for her numerous years (estimated at about 19, give or take a year or so) preparing desserts for the daily noon meals at the WCSC. It’s estimated that she made

more than 11,000 desserts last year during her 1,384 hours of volunteering at the Senior Center.

Father: Even after a loss, you can still find joy in life

Writer will visit Dixon to share ways to work through grief DIXON –Tom Zuba’s 18-month old daughter died in 1990. Eight years later, his wife died at the age of 43. Six years after that, one of his two sons, passed away from brain cancer at age 13.

Tom Zuba knows grief.

Yet, after his son died he wrote this: “I knew I would survive.

At first, I wasn’t sure I wanted to. What was the point? But in time, I realized that not only was there light at the end of the tunnel, but this time the tunnel was lit. This time I was able to observe my journey ... not simply

feel victim to it.

This time I learned so much. About grief. About mourning. About the gifts of denial. This time, I realized that I could consciously participate in my own transformation.

“This time, I gathered tools to make the journey easier – for myself. I look forward to sharing those tools with you and the people you love who are learning to live with the death of someone you love.”

Guests will enter the sparkling world of theatre and be immersed in the sights and songs of “Pizzazz.” This wonderful show is one that you can enjoy with family and friends.

The Grandparent Raising Grandchild Program is a wonderful source for individuals who need assistance with clothing, camps, YMCA memberships, sports, schooling, and more. Come and learn

ITAC is a not-for-profit agency offering free amplified, CapTel, and TTY phones to people who have a hard time hearing on the phone or are in need of a communication device. Testing of the phones will be available at this event.

Overall, the loss of federal capital and operating funding would put at risk more than $227 billion in economic activity over six years.”

The loss of federal funds would impact the reliability and safety of bus and train service as well as jeopardize new services and projects.

“A lack of federal funding for my system in Denver would be devastating because in just one year it would result in a 15 percent cut in public transit service, and a $74 million cut in my budget, which translates directly to job losses in both the private and public sector,” said Phillip A. Washington, APTA Chair and General Manager and CEO of Denver Regional Transporta-

tion District. “Our country has been on a vacation from investing long-term in our infrastructure. That is why we are mobilizing citizens today across the country to ‘Stand Up for Transportation’. It is time to stop the madness and Congress needs to commit to investing long-term in our public transit and road infrastructure.”

There are two proposals in Congress that eliminate public transit funding from the Highway Trust Fund.

Under both scenarios, the association says it would be disastrous for local communities and their public transportation systems.

“Support for the nation’s transportation systems is a partnership among local, state, and the federal government, with 73 percent of the funds for public transit going to create and support private sector

jobs,” said APTA president and CEO Michael Melaniphy. “We must address our growing public transit ridership, which reached 10.8 billion trips in 2014, the largest in 58 years. Without federal investment, there will be negative impacts in towns small and large. In fact, states with some of the highest proportions of rural residents will see the greatest percentage of their total funding eliminated for their local public transportation systems.”

The loss of the federal transit program would mean a $13.8 billion hit to rural economies over the next six years, according to APTA’s analysis. Seventeen states, which have some of the highest proportions of rural residents, receive 40 percent or more of their public transportation funding from the federal government. Public transit systems in small towns and rural areas are critical for those without other alternative forms of transportation and for Americans with disabilities.”
