Online, credit card bill payments now accepted Link will be put on city’s website

DIXON – Common complaints heard from citizens at City Hall: Why can’t we pay our bills

with a credit card? Why can’t we pay online?

Now they can do both, as well as set up automatic payments.

Creating such a system has been a priority since she started in 2012, Finance Director Paula Meyer said Wednesday.

“It was time that we moved in forward in

the direction of other bill collections,” she said, adding that many municiPaula palities Meyer are moving in that direction. “It’s brought [Dixon] the ability to

pay with credit cards, just like you would everything else in the world.”

After contracting with Xpress Bill Pay of Utah, the city did a soft launch at the end of August and notified residents in a mailer a few days later.

Residents now can pay water and sewer

bills by going to xpressbillpay.com and clicking on “New to Xpress Bill Pay?” to create an account and, if they want, set up automatic payments with a credit or debit card.

They also can view their statements and payment history online, and get email reminders

that bills are due.

A link will be put on discoverdixon.org, the city’s website.

The contract with Xpress Bill Pay will cost the city about $900 a year.

Not only will it be more convenient for residents, but it will free up staff time, Meyer said.

Senate rejects Rauner’s veto of anti-heroin bill Lawmakers adopt plan to provide $1.8 billion for human service needs SPRINGFIELD (AP) – Senate Democrats bucked Gov. Bruce Rauner’s veto Wednesday in instituting a law to fight heroin abuse in Illinois, but ran into predictable Republican derision when they approved spending $3.8 billion to fund a variety of programs from breast cancer screenings to lottery prizes.

The Senate voted 44-11 to override Rauner’s partial veto of the anti-heroin bill, following in the House’s footsteps a week ago and immediately putting into effect a wideranging approach to what

advocates say is an epidemic of heroin abuse in the Prairie State.

“It’s a long time com- Gov. Bruce Rauner ing,” sponsoring Sen. Dan Kotowski, a Democrat from Park Ridge, said. “Too many young people have died in our state.”

Though federal court orders are forcing the state to pay billions of dollars to cover health and human-service needs, Chicago Democratic Sen. Heather Steans said vital programs are left out.

But the measure, which moves to the House next, faces an almost-certain veto as budget deadlock drags on. Rauner’s deputy chief of staff, Richard

Goldberg, sent a letter to members of the Senate on Wednesday, calling the legislation a “cynical attempt to stick the taxpayers of Illinois with a massive tax hike without reform.”

Rauner had supported much of the heroin legislation, which also received widespread backing in the General Assembly when it passed in May, but the Republican used his amendatory veto authority to strike a provision to have Medicaid include the popular treatment drug methadone and the overdose antidote called Narcan.

Osborne gets 3 years’ probation Judge: Rock Falls 17-year-old has ‘low risk’ of re-offending

MORRISON – Rock Falls teen Brady Osborne received 3 years’ probation Thursday afternoon for accidentally shooting and killing his best friend 18 months ago.

“I am sorry,” the tearful Osborne said before the ruling. “My stupid decision is the reason why my best friend is not here.”

He could have been detained in a juvenile facility until he turned 21 in the death of Matt Anderson.

The 17-year-old Newman Central Catholic High School student, son of State Police trooper Troy Osborne, also must complete 480 hours of

public service, which will include publicly sharing his story, and must submit a letter of apology to Anderson’s family within 2 weeks.

“Brady is someone with low risk and high need,” Whiteside County Judge John Hauptman said before sentencing. “He has a low risk of being a re-offender, and he has to deal with the psychological effects of the tragic lapse in judgment.”

Osborne must also continue to see Ronelle Allen, his Dixon-based therapist. Allen told the court that Obsorne is suffering from post-traumatic stress disorder.

“He is forced to live and walk around with the

memory that will not go away,” she said. “He has a hard time sleeping, and he has nightmares over what happened.”

Allen also said Osborne must continue to live with his decisions.

“Going through the guilt and the grief is intense,” she said. “He has to carry that guilt for the rest of his life.”

In other terms of his probation, Osborne will not be able to leave the state, unless he has approval from his probation officer. He can’t possess a firearm, and any weapon in his house must be locked and away from his possession.

He also can’t consume alcohol or illegal drugs.

“If you violate the terms of your probation, I can re-sentence you,” Hauptman told Osborne. “We could be right back in here.”

Osborne was charged with reckless conduct for accidentally shooting Anderson, 15, in the chest on March 1, 2014, while handling a gun at the Obsorne home.

Assistant State’s Attorney Carol Linkowski had originally asked Hauptman to sentence Brady to juvenile detention.

“He went into his father’s closet to look for an air pump to play basketball, and he found the gun,” Linkowski said. “He could have just left the gun on the shelf.”

The last person to speak before the judge gave his ruling, Osborne looked at Anderson’s family and told them how sorry he is.

“Matt is gone because of me,” Osborne said. “I love you all, and I am sorry.”

The teenager’s words were met with tears from the Anderson and Osborne families.

Jennifer Anderson, Matt’s mother, tearfully addressed the court.

“This has effected our family in so many ways,” she said. “Since Matt’s death, our world has been turned upside down.”

She said her son will not be able to experience life’s moments, like driving a car.

“Matt was really look-

ing forward to driving a car,” she said. “He will never drive, go to prom, graduate high school, graduate college, or have kids. He will never have that chance, since Brady picked up a loaded gun.”

At the conclusion of the hearing, Jennifer Anderson met with Osborne in a private room.

“I hugged him, kissed his cheek and told him that we all need to move forward and be the best people we can be,” she said. “I told him we are here for him if he ever needs anything. Matt and Brady had a special bond.”

Budget stall a ‘nightmare’ for agencies Senate advances spending plan to House; state asks providers to keep working

It’s month 3 of the state budget impasse, and the Senate has advanced a stopgap plan to pay for social services, but there’s no guarantee it will pass the House on Sept. 24.

Desperate local agencies still are asking for the public’s support.

Michele Miller, executive director of Northwestern Illinois Center for Independent Living, warned in July that the agency’s contingency plan was to close temporarily, then cut down on staff and limp by on reserves when it returned to operation this month.

NICIL shuttered its doors at 412 Locust St. in Sterling for the first time in 30 years as the best route to conserve money, Miller said.

It recently reopened, and business has been limited so far. She’s brought back two people, but because of the budget struggle, some NICIL workers quit to take other jobs, she said.

“It is difficult enough to find the right match for

finding team members, but now we have this issue,” Miller said of the impasse.

Without the promised funds, NICIL does not have enough reserves to keep going, she said.

“I hope this nightmare ends soon ... before more damage is done,” Miller added.

Sara Pasley of Dixon, an early intervention developmental therapist, agrees.

Pasley carries a caseload of 25 children. She works with the state, but isn’t a contractor. In fact, the government considers her more of a vendor, and she is paid according to an agreement.

But the state is asking such providers to continue working even though paychecks have stopped going out. Pasley was last paid in June, she said, and the sudden death last year of her husband, Mike, a popular social studies teacher in Amboy, left her as the family’s only source of income.

Her savings will run out in October, she said.

are extremely upset, but have been very supportive and outspoken,” Pasley said, adding that it’s crucial people show their support of social services by contacting their representatives.

The worst part, though, is how much children and families are affected, she said.

Regulations require Pasley to give 30 days’ notice to clients before stopping services. She will stop working Oct. 15 unless a budget is in place.

If another therapist is not available – just a handful work in the Sauk Valley – children likely will be waitlisted, she said.

Susan Petersen is executive director at Community Coordinated Child Care, based in DeKalb. It serves six counties, including Carroll, Lee, Ogle and Whiteside.

Petersen let providers know in July that 4Cs no longer was able to help individuals and families on financial assistance.

But she soon found a financial flotation device in the form of grant money, so some providers have received their payments.

Even so, legislation passed in July would disqualify up to 90 percent of working families – those with more than one paycheck who previously were eligible for assistance, Petersen said.

“It’s really setting families backward,” she said, “[and] it’s happening all over the state.”

These types of programs give families an opportunity for upward mobility, she said. Child care, for example, enables parents to go to school.

The revised rules would “stop people in their tracks,” she said.

“We don’t know where the end is. We absolutely know it’s not good for the children,” Petersen said. “These rules are just going to devastate the program.”

The thrill of dill

T

o my mind, dill is the forgotten herb.

I mean that literally. Whenever we plant it in the garden, I forget all about it until it bolts and has to be cut down.

I don’t know why this is.

I like dill. That’s why we plant it. I like its unique, sharp, unmistakable taste.

I like the way it goes with salmon. I like what it does to lemon, and what lemon does to it. I like the way Eastern Europeans sprinkle it over basically all their soups.

Lemon and Dill Chicken Yield: 4 servings 4 boneless, skinless chicken breasts (1 to 1½ pounds total) Salt and pepper, to taste 1 tablespoon extra-virgin olive oil or canola oil ½ cup finely chopped onion 2 cloves garlic, crushed 1 cup chicken broth 2 teaspoons all-purpose flour 3 tablespoons chopped fresh dill, divided 2 tablespoons lemon juice 1. Season chicken breasts on both sides with salt and pepper. Heat oil in a large, heavy skillet over medium-high heat. Add the chicken and sear until wellbrowned on both sides, about 3 minutes per side.

Transfer chicken to a plate and tent with foil. Do not clean skillet.

2. Reduce heat to medium. Add onion and garlic and cook, stirring for 1 minute. In a separate bowl, whisk together broth, flour, 2 tablespoons of the dill and lemon juice and add to pan. Cook, whisking, until slightly thickened, about 3 minutes.

3. Return the chicken and any accumulated juices to the pan; reduce heat to low and simmer until the chicken is cooked through, about 4 minutes. Transfer the chicken to a warmed platter. Remove the garlic cloves. Season sauce with salt and pepper and spoon over the chicken. Garnish with the remaining 1 tablespoon chopped dill.

Per serving: 172 calories; 6 g fat; 1 g saturated fat; 63 mg cholesterol; 24 g protein; 4 g carbohydrate; 1 g sugar; no fiber; 288 mg sodium; 22 mg calcium.

1 ⁄8 teaspoon black pepper ½ cup (or 3⁄4-ounce package) dill fronds, chopped 1. Put potatoes in a large saucepan and just cover with water. Add 2 teaspoons of the salt, and stir.

Over high heat, bring to a simmer. Reduce heat to low, stir, and partially cover the pot. Simmer potatoes until they are fork-tender, 5 to 10 minutes.

2. Meanwhile, melt butter in a large skillet over medium heat. Add the onion and cook, stirring occasionally, until translucent, about 3 to 5 minutes. Stir in the cream and the remaining ¼ teaspoon of salt and the pepper. Bring the cream to a boil, stirring constantly.

3. Remove from the heat and add the dill. Drain the potatoes and add them to the skillet, turning them over in the cream sauce until covered.

Drizzle batter slowly into simmering stock from a spoon or fork and cook for 1 minute. Keep the soup at a simmer to avoid disintegrating the dumplings.

3. Melt the remaining 1 tablespoon of butter, place in a small bowl and beat in the egg yolk. Gradually add 1 cup of the boiling stock and stir well. Stir in the sour cream until the mixture is smooth. Return this mixture to the soup pot and simmer for 1 to 2 minutes, but do not boil.
