Ex-teacher released from jail Garnica, accused of attempted murder, out on recognizance BY CHRISTI WARREN
DIXON – A Sterling man charged with attempted first-degree murder has been released from jail on his own recognizance. A bail reduction hearing was held Tuesday afternoon in Lee County Court for Mario Garnica Jr., who
was being held on $300,000 bond. His attorney, Jim Mertes, argued before Judge Daniel Fish that the former teacher’s lack of criminal history and positive reputation among the community merited the release on no bond. “We believe this was the absolutely correct decision,” Mertes said Wednesday. He has filed Garnica’s intention
to claim self-defense at trial. Garnica, 27, must follow standard statutory conditions of release. He also is not allowed to leave the state, or have any contact with his 29-year-old ex-boyfriend, whom prosecutors say he tried to kill on Jan 19, in the boyfriend’s Dixon home. At the time, Garnica was a bilingual first-grade teach-
er at Jefferson Elementary School in Sterling. After his arrest, Superintendent Tad Everett described him a as a “model staff member.” The school board, however, decided not to renew his contract. Garnica was in his third year of probationary teaching. Lee County State’s Attorney Anna Sacco-Miller did
not return a call Wednesday seeking comment. Garnica is charged with five counts of attempted firstdegree murder, two counts of armed violence, four counts of aggravated domestic battery, and two counts of aggravated battery. He next court appearance is 9 a.m. Oct. 16.

Adult dental services cut back Local officials, Medicaid at mercy of budget impasse BY CHRISTI WARREN
ROCK FALLS – The state’s budget woes are hitting local adults where it hurts – right in the teeth. Because of the budget standoff in Springfield, the Whiteside County Health Department is being put in the position of trying to determine which procedures it can perform and reasonably expect to get paid for. Here’s why: Although private insurance pays private dental providers after every time care is given, Medicaid, a state program, pays public entities like the health department only when a procedure is completed, said Beth Fiorini, administrator of the Whiteside County Health Depart-
ment. In addition, state officials have said they intend to cut Medicaid payments for adult dental work, but have not said when, how much or for what procedures. Every budget that the statehouse has so far tried, and failed, to pass, has included such cuts. That leaves Fiorini and her staff trying hedge their bets, and treat as many people as they can before the money runs out. For now, here’s how they’re doing it: • All children (for Medicaid purposes, those 20 and younger) and pregnant women will get comprehensive dental care for whatever is needed. • All adults 21 and older will get treated for any dental emergency, and for any procedure that takes only one appoint-
ment, such as filling a cavity or getting a crown. • Any elective procedure that takes longer than a day will be decided on a case-by-case basis. For example, Medicaid likely will keep paying at current rates for at least another month or 2, she learned Thursday, so procedures that will be finished before then probably can be undertaken, Fiorini said. That’s a decision Fiorini made Thursday, after a trip to Springfield to talk to state officials. A few days ago, when she thought Medicaid cuts were coming sooner, she had staff call people who had scheduled such procedures to tell them they would have to go elsewhere for treatment. She’s hoping those people will call the clinic back and reschedule.
In general, the clinic will not be scheduling procedures that can take longer than a day – like a $1,000 root canal, say – because if Medicaid cuts are made before such a procedure is finished, the patient will end up having to pay the bill. “It’s not that I’m trying to decrease what I’m doing for [the public]. I just don’t want them stuck with a bill that they’ll never be able to pay, or me stuck with a
cost that then will take away from services I could be giving to other people,” Fiorini said. What she find so frustrating, Fiorini said, is the uncertainty of it all. Until Springfield makes up its mind about Medicaid payments and the rest of the budget, she and her staff must evaluate their financial situation almost daily, to determine how best to proceed with patient care.

The Anticrime Task Force Commission, ratified by the City Council at its meeting Monday, will provide funds for Dixon police and the Lee County Sheriff’s Department to use to prevent crimes involving drugs and alcohol. new initiatives – including Safe Passage, in which, starting Sept. 1, addicts can go to police, surrender their drugs without being arrested or charged, and be immediately placed in treatment – “bold” ideas that address the crux of drug-related crimes: addiction.
“I love that our police chief has taken the initiative,” Arellano said. “Dixon is kind of building a reputation for getting things done. … All of the players who should be involved are all on the same page. “Basically, we’re empowering talented people to make these decisions.”

STERLING – While technology offers many ways of getting the word out, sometimes there’s no substitute for face-to-face communication. Special events planners still rely on the time-honored community calendar concept, whether in be in a print or digital format. But events are now promoted in so many places – from bulletin boards to emails, websites and Facebook pages – that it can be difficult to figure out who knows what. Janna Groharing, director of Sterling Main Street, sees chances to crosspromote local events being missed. Groharing says too many instances where opportunities to crosspromote and collaborate on events are missed because the right people didn’t know about them. “[Former Chamber Director] Kim Ewold-
sen and I would share a Google doc and try to keep up with everything, mainly so we could avoid planning events on the same weekend,” Groharing said. “It’s challenging to be cognizant of everything going on in the Sauk Valley.” Groharing recently saw something in a Main Street blog that made a case for bringing some of the human element back to promotions. “This was about instead of trying to figure out who is interested in something, why not use the old-fashioned notion of getting people together and comparing notes once in a while?” Groharing said. After discussing the idea with current Sauk Valley Chamber Director Kris Noble, Coffee & Calendars was born. Coffee & Calendars is a collaboration between Sterling Main Street, Sauk Valley Area Chamber of Commerce, and Rock Falls Tourism. The inaugural bimonth-

POLO – Kathy Wragg, owner of The Pinecricker Café, said it’s not easy for her to point out a popular dish on her menu. “Give me a category,” Wragg said. “It’s hard to point out a favorite thing on the menu because there are so many different things to choose from.” Since 2002, Wragg and her husband, Howard, have owned The Pinecricker Café in Polo. The couple also own Dad’s Bar and Grill, which is under the same roof as the cafe. The restaurant name comes from Howard Wragg, who is originally from Pine Creek Township. “If you live in Pine Creek Township, or if you are from that area, they call you a Pinecricker,” Kathy said. In the years since buying the restaurant, the couple have expanded the kitchen and purchased a barn next to the building to use as a banquet room. “We have a lot of events in the banquet room,” Kathy said. “We also have a lot of funeral lunches.” On one side of the storefront establishment is Dad’s Bar and Grill. Inside are a full service bar and multiple TVs. Once I go through a doorway, I walk into The Pinecricker Café, where the first thing I see is a cash register to my left. Large windows let natural light inside the restaurant. Both square and round tables are available for seating. A group of about 20 people joined me in the restaurant. On the walls are photos of Polo’s history dating back
to the Civil War. “A lot of the photos are old family photos and photos of one-room school houses,” Kathy said. “People love this because they can see people they may know.” Kathy is one of the few restaurant owners who let me tour the kitchen. Howard frantically works alone in the kitchen. After he runs in and out of the freezer a couple of times, he runs back to a large griddle, where he flips strips of bacon. The restaurant sells a variety of foods, such as sandwiches, wraps and various soups and salads. It also has dinners available, including liver and onions, catfish, jumbo shrimp, and ribeye steak. “We sell tons of chicken strips and burgers, but we also sell a lot of steaks,” Kathy said. “We do a lot of home cooking, and almost everything that we do is made from scratch. We have very little processed foods.” Howard makes his own barbecue sauce. Even some of the salad dressings are homemade. One of the newer menu items that I tried was the muffaletta sandwich. It features three different meats and two cheeses on toasted focaccia bread with olive salad. The sandwich was loaded with flavor. I’m a big fan of cheese, and one thing about this sandwich was it was very, cheesy, which was my favorite part. “We try really, really hard to sure everyone that comes here is happy,” Kathy said. “We put our whole life into this place to make sure people are happy. This is pretty much our life 24/7.”
