Tourism data released this week show that both leisure and business spending were up across all Sauk Valley counties last year, and the increase in visitors helps to prove that Illinois is an attractive travel destination, according to state officials.

On the state level, the Illinois Department of Commerce and Economic Opportunity, Office of Tourism, is celebrating a fourth consecutive year of recordbreaking tourism industry numbers, the release noted.

In 2014, the state’s tourism industry saw more than 109 million visitors, an increase of 3.5 percent over the previous year. “These numbers are a true testament that the industry’s efforts to support and promote travel to Illinois are paying off, year after year,� the release said.

Silver lining for mental health agencies County funds agencies at same level as last year

MORRISON – Tuesday night, in the face of a potentially devastating lack of funding from the state, Whiteside County’s mental health agencies got a sliver a hope from the county.

The county’s Mental Health Board announced how much each agency would receive, and it

wasn’t paltry – in fact, the county was able to allot about the same amount as last year: A total of $769,000 will be divvied out to about a dozen groups.

The board receives its funding through a small portion of property taxes, Chairman Dave Owens said.

“We set up a priority list,” he said. “We look at which agencies are extremely important, and that’s something we want to revisit periodically to make sure that [the funding] is going where it’s needed the most. We

took a close look at Whiteside County Behavioral Health. They serve people that are pretty down and out – people that don’t have health insurance.

“Or, with Sinnissippi [Centers], which has crisis services, so we have to pay attention to that.”

Each agency presented a proposal earlier in the year that outlined how it planned to use the funds is sought. The board uses those applications to decide who gets how much.

“It’s a hard decision to decide what goes where,

because all of them do something good for the county. It’s just a hard decision,” Owens said.

This year, Self-Help Enterprises in Sterling, which helps the developmentally disabled, received $354,490 – the most of any organization.

Sinnissippi came in second at $213,000.

The potential lack of state funding played into the decision-making process, Owens said.

“We’re looking at how we target fundraising differently, and what’s going to have to give.

Grant frozen, but plan moves ahead

$3.1M in infrastructure projects in full swing New cafeteria, air conditioning part of work

ROCK FALLS – The Rock Falls Elementary School District will look and feel a lot different this year.

That’s because more than 20 projects, costing about $3.1 million, are being tackled this summer that will improve safety and security, school officials say.

The list includes a new cafeteria and office addition at Merrill Elementary School, air conditioning and more parking at Merrill and Dillon elementaries, and new security cameras at Riverdale Preschool.

“These are things that are needed in the district,” Superintendent Dan Arickx said.

The work is being paid for with the new 1-cent

sales tax, and so will not raise property taxes, he said.

“We’ve had a master list of things we have been hoping to work on,” Arickx said. “When the sales tax passed, the wish list was narrowed, and we looked at what we wanted to do and what we could do.”

Once air conditioning is installed at Dillon and Merrill – by Aug. 19, the first day of school, if all goes as planned – all four district schools, including Rock Falls Middle School, will have it.

“Just walking down the hallways, you get tired of being in that heat,” Arickx said. “Imagine sitting in that heat and trying to pay attention to your teacher and doing homework. It’s not the best learning environment. “ The new 5,850-squarefoot cafeteria addition is being built on the back of the school.

“Kids right now eat in

the basement, and it’s a small, loud space,” Arickx said. “It’s also, narrow and humid.”

There have been times when water would back up in the basement, forcing the kids to eat lunch in the hallway.

The new cafeteria, set to be done by March, also will be equipped with a generator, which will keep the air-co and everything else running if the school were to lose power.

“It will also serve as a evening meeting place,” Arickx said.

The district’s central office, now at the front of the school, will be housed near the cafeteria, and Merrill school offices will move to the central office space.

Completion dates for the various projects vary.

“Some of the projects will be completed over Christmas, and some will be completed in the spring,” Arickx said.

ROCK FALLS – The city’s planned green space project in the RB&W District has taken a few hits, but work continues to bring it to fruition.

The city has been working with engineering firm Willett, Hofmann & Associates to develop the green space concept and work on the grant applications.

Early plans for the project include an amphitheater with tiered stone walls, a water feature, a skate park, scenic overlook piers, a bike and walk path, and restrooms.

The estimated cost is $3.5 million to $4 million.

The city hit the ground running Jan. 3 when the state announced Rock Falls was a recipient of a $400,000 grant through the Open Space Land Acquisition and Development program that is administered by the Illinois Department of Natural Resources. The money comes from the state real estate transfer tax.

Work then began to pursue a $1 million tourism grant through the Illinois Department of Commerce and Economic Opportunity Tourism Attraction Development Grant Program.

Shortly after Gov. Bruce Rauner came into office, he froze most state grants, including the city’s OSLAD award. With no end in sight to the state budget impasse, city officials still have no idea what will happen with the grant money.

The city stopped work on the tourism grant, not wanting to incur the preparation costs until things shake out in Springfield.

“There’s just no point

in paying for engineering work until the state gets their finances figured out,” City Administrator Robbin Blackert said.

The grant uncertainty also could make it more difficult to secure bonds.

TIF money from the new Holiday Inn Express & Suites next door on East Second Street was to be another funding option for the green space work.

The city projects the hotel will generate $2.3 million over the next 10 years – $1 million in property taxes that go into the TIF District, $700,000 in hotel/ motel taxes, and $600,000 in city utilities revenue.

The delays in getting the hotel up and running have also slowed TIF generation in the development area.

From the time the hotel deal was announced, city officials have said taxpayer money would not be used to jump-start development in the district. Mayor Bill Wescott reaffirmed that promise at a meeting of the RB&W Green Space Review Committee on Wednesday.

“We won’t take money from the general fund for this,” Wescott said. “We won’t do the project until we can get the money from other sources.”

Another funding option is the $584,000 in tourism reserves that recently came back to the city when the Rock Falls Convention and Visitors Bureau disbanded.

VA clinic to open Aug. 31 in Freeport FREEPORT (AP) – Freeport’s new Veterans Affairs clinic will open at the end of next month.

The Journal-Standard reports that the new facility is expected to serve 2,000 veterans a year. It will open Aug. 31 with 4,500-square-feet

of space including ten patient procedure rooms instead of seven. There are plans to increase staffing at the clinic too.

The green space project meets the criteria for use of the tourism money, but the city would rather not use it for that purpose.

“We’re not really looking at the old tourism money as an option,” City Administrator Robbin Blackert said. “We want to look at the TIF money first.”

Blackert said she spoke with engineers about the possibility of doing the project in phases.

“The engineers told us it would cost considerably more to do it that way, so that’s not really a viable option.” Blackert said.

The mayor believes the city needs to unveil a finished product.

“We want to use this for music and art festivals, so I really don’t think it can be done piecemeal,” Wescott said.

The committee is in the process of pricing amenities such as streetlights, benches, picnic tables, and waste receptacles, and determining where to put them.

A brochure is also being put together for memorial contribution opportunities.

Peaches, nectarines, apricots, plums and cherries are all in vogue and ready for plucking and eating. Were are making the most of the moment, revisiting fruit tarts, bars and biscottis by baking them with stone fruits.

Named for their pits, that are hard as stone, the fruits have a fleshy, edible outer layer covered with a fuzzy or smooth skin.

Peach Muffins Makes: 9 medium to large muffins 2 cups all-purpose flour 2 teaspoons baking powder ½ teaspoon baking soda ½ cup sugar 2 eggs ½ cup olive oil 1 cup vanilla yogurt 5 medium to large peaches, cut in cubes Heat the oven to 350 degrees.

Mix flour, baking powder and baking soda into a large bowl. Then stir in sugar.

In a separate bowl, whisk eggs, olive oil and yogurt, until smooth.

Slowly stir the yogurt mixture into the dry ingredients in the large bowl until just combined. Do not over stir, as it will make the muffins too dense. Gently stir in the peaches, with just a few turns.

Butter the muffin cups, then fill them in with the batter. Bake for about 25 minutes or until golden brown.

Let cool before serving.

Cherry, Almond and Pistachio Biscotti Makes: About 15 cookies

1 cup whole-wheat flour 1 cup all-purpose flour 1/ cup light brown 3 sugar 1 teaspoon baking powder ¼ teaspoon salt 2 large eggs, lightly beaten 1/ cup milk 3 3½ tablespoons olive oil 2 tablespoons honey ½ teaspoon almond extract 1 cup dried cherries 1/ cup shelled pista3 chios Heat the oven to 350 degrees.

In a large bowl, combine the flours, brown sugar, baking powder and salt with electric mixer. In a separate bowl, whisk together the eggs, milk, oil, honey and almond extract.

Add the wet mixture to the dry all at once and beat just enough to bring the dough together. With a spatula, fold in the dried fruit and nuts.

Scrape the dough onto a long piece of plastic wrap. Bring one side of the plastic wrap over the dough, and roll it into a log 12 inches long and 2 to 3 inches in diameter.

Chill the dough until firm enough to slice, at least four hours and up to two days.

Carefully unwrap the dough and transfer the log to a parchment-lined baking sheeting. Bake until golden brown, 30 to 35 minutes. Turn off the oven and slide the log onto a wire rack to cool to room temperature.

When the log has cooled, heat the oven to 325 degrees. Using a serrated knife, slice the long on a slight diagonal into slices 1/8 to 1/4 inch thick.

Arrange the slices close together on the parchment-lined baking sheet and bake for 15 minutes.

Remove the baking sheet from the oven, and using a small offset spatula, flip the slices over. Return the baking sheet to the oven

and bake until the slices are golden brown on each side, about another 15 minutes. Transfer to a wire rack to cool. Store in an airtight container for up to 1 week.

Apricot Bars ½ cup butter, softened ¼ cup powdered sugar 11/3 cups all-purpose flour, divided ¼ teaspoon salt ½ teaspoon baking powder 2 eggs 1 cup packed brown sugar ½ teaspoon vanilla extract 2/ cup apricots (ripe but 3 firm), diced ½ cup walnuts, chopped Additional powdered sugar ½ cup, semi-sweet chocolate chips, melted (optional) Heat oven to 350 degrees.

In a large bowl, cream butter and powdered sugar until light and fluffy.

Gradually add 1 cup flour and salt until well blended.

Press into a greased 8-inch square baking pan.

Bake for 20 minutes or until lightly browned.

Meanwhile, in a small bowl, combine remaining flour and baking powder.

In a medium bowl, beat eggs and brown sugar until blended. Beat in vanilla extract. Gradually add flour to egg mixture.

Stir in apricots and nuts.

Pour over crust.

Bake at 350 degrees for 30 minutes or until set.

Cool on wire rack. Dust with powdered sugar. Drizzle with melted chocolate, if desired.

This recipe for peach and nectarine tart calls for 1½ pounds of fresh ripe peaches and nectarines (roughly half and half). ½ teaspoon salt (preferably kosher or sea salt) 1 tablespoon granulated white sugar ½ cup cold unsalted butter, cut into small pieces 1 ⁄8 to ¼ cup ice water Peach and nectarine filling 1½ pounds fresh ripe peaches and nectarines (roughly half and half) 1 ⁄8 teaspoon salt (preferably kosher or sea salt) 3-4 tablespoons granulated white sugar For pie crust In a food processor, place the flour, salt, and sugar and process until combined. Add the butter and process until the mixture resembles coarse meal (about 15 seconds).

Pour about 1⁄8 cup water in a slow, steady stream through the feed tube until the pastry just holds together when pinched.

Add the remaining water, a little at a time, if necessary.

Gather pastry into a ball, cover with plastic wrap and refrigerate for about 1 hour.

Once the pastry has chilled, remove from refrigerator and place on a lightly floured surface. Roll

the pastry into a 13-inch round. To prevent the pastry from sticking to the counter, and to ensure uniform thickness, keep lifting up and turning the pastry a quarter turn as you roll (always roll from the center of the pastry outwards to get uniform thickness).

Transfer the pastry to a parchment paper-lined baking sheet. Cover and place in the refrigerator while you prepare the peaches.

Heat your oven to 425 degrees.

For filling Cut the peaches and nectarines in half, remove the pits, and cut into 1 inch wedges (slices).

Place the peach and nectarine slices in a large bowl and season with the salt.

Then add the sugar and gently toss to combine.

Arrange the peach and nectarine slices on the pastry, placing them as close together as you can, without overlapping the slices too much. Leave about 2 inches for the border.

Scrape any remaining sugar from the bowl and drizzle over top of the fruit.

Gently fold the edges of

the pastry up and over the peaches and nectarines, pleating as necessary.

Make sure to seal any cracks in the pastry.

Bake in a preheated oven for about 35-40 minutes or until the pastry is golden brown, and the peaches and nectarines are tender when gently pierced with a sharp knife. Remove from oven and place on a wire rack to cool. Serve warm or at room temperature.

Apricot Smoothie Makes: 1 serving 3 medium-size apricots, pitted 3 ⁄4 cup plain or vanilla low-fat yogurt 1 ⁄8 to ¼ cup freshly squeezed orange juice 1 teaspoon honey ¼ cup dry oats 1 or 2 ice cubes Place all of the ingredients in a blender and blend at high speed until smooth. For thinner consistency, serve right away. Put in fridge for a few hours or overnight for thicker texture.
