STERLING – While many students are relaxing their brains during summer break, a small group of kids are spending the week learning about Sterling’s connections to the Civil War. As part of the weeklong Junior Historian program at Lincoln Learning Center, a group of local students visited Riverside Cemetery in Sterling to see grave sites of Civil War soldiers from Sterling and surrounding areas. “We have a purpose to get students interested in our area’s history,” said Peg Albert, a member of the SterlingRock Falls Historical Society. “We are here to find soldiers who served in the Civil War and are buried here.” The focus of this year’s program is life in the 1860s and the Civil War. In addition to visiting the cemetery, students learned about a soldier’s daily life from Tim Tedrick, a Civil War re-enactor. They also played games, sang songs, and participated in other activities inspired by that era. Among the graves students visited

were those of Col. Robert Wilson, a former lawmaker from Sterling and friend of Abraham Lincoln, and John Galt Manahan, who was admitted to the Illinois Bar in 1868 and joined Col. William Kilgour, a prominent lawyer of that time, to specialize in patent law. Illinois mired in a financial stalemate

Our motor fuel taxes are set at a fixed number of cents per gallon that not only don’t rise with inflation, but generate less revenue with today’s better-mileage vehicles. 8) Pension payments are easy to put off Policymakers (and the voters who elect them) prefer current spending to saving for the future. This has led to a staggering $100 billion-plus difference between what we owe our current and former public employees for their retirement and what the state has put away for it.

The state of Illinois can’t pay its bills – literally. Without a budget for the new fiscal year, the state’s bank account is frozen (with some exceptions). Those receiving various social services from the state – generally the poor or otherwise challenged – have already been hit hard. Soon, state workers could miss paychecks. And we all will feel the pain as services that we count on start disappearing. You may be asking, How did Illinois get into this mess? With apologies to David Letterman, here are “The Top 10 Reasons That the State of Illinois Is in its Current Financial Stalemate.” 10) Failure to adjust significantly after 2008 Almost every state was in deep deficit after the 2008 market crash and recession. Most states undertook tough tax increases and budget cuts that put them on an even keel with the recovery. The Illinois budget was cut and the income tax was raised, but only temporarily. When that
Illinois’ policymakers face a very difficult problem under very difficult circumstances. But solve it they must, and they will.
7) Strict pension language in the state constitution Public pensions are “an enforceable contractual relationship, the benefits of which shall not be diminished or impaired.” In May, the state Supreme Court strongly affirmed this constitutional restriction when it overturned the 2013 pension reform, essentially telling the state to “pay up.” 6) Tough non-budgetary demands Gov. Bruce Rauner has tied a variety of reform proposals to budget negotiations. Fair enough – he’s a governor with strong policy views. But these controversial proposals make budget compromise more difficult. Some of these items – like term limits and redistricting reform – are tantamount to asking the Democratic power structure to cut off its own head. Not an easy ask. 5) Gubernatorial “union bashing” Rauner toured the state preaching the right-towork gospel last winter and spring. This is an existential issue for unions, and they and their Democratic allies

have been energized in opposition, further poisoning the budget negotiations waters. Ironically, few believe that right-to-work is likely to become law in Illinois. 4) National ambitions? Some observers have jumped to the conclusion that Rauner has his sights set on the White House. As a GOP governor of a largely Democratic state who is “taking on the unions,” the scenario is not implausible. But having a governor with national ambitions is a mixed blessing, at best. Ask your friends in Wisconsin, New Jersey, and Louisiana. 3) A “doubly new” governor Any newly elected governor is going to be tested by the General Assembly.

But as a rookie to government and an unknown quantity to his negotiating partners, Rauner truly is a wild card. Legislative leaders don’t know his motivations, his modus operandi, or his bottom lines, making negotiation difficult. 2) Challenging the “alpha dog” Speaker Mike Madigan has held his position for decades and is used to winning. He has power, and he is darned good at his job. But today, he faces a new governor with uncertain incentives, strategies and goals and who has essentially unlimited resources – and who is also used to winning. This is a recipe for an all-out brawl. 1) Years of poor financial management Even aside from the pension problem, in recent years, policymakers have carried over deficits, delayed payments, used one-time
money, and resorted to other budgetary tricks to get from one fiscal year to the next. Simply put, this comes from a shortsighted focus on the next election. The result has been a huge structural deficit that no longer can be ignored. Fixing this requires service cuts and tax hikes, neither of which anyone likes – least of all legislators who have to explain them to voters. Illinois’ policymakers face a very difficult problem under very difficult circumstances. But solve it they must, and they will. It’s only a matter of when they will do so, and how the resulting pain will be distributed. Note to readers: Christopher Z. Sauk’s TRiO program funded for 5 more years with federal grant BY PAM EGGEMEIER
DIXON – Sauk Valley Community College received word Wednesday that federal funding will hold steady for its TRiO Student Services Program. The grant announcements for schools in the 17th Congressional Dis-
trict were made through the office of Congresswoman Cheri Bustos, D-East Moline. Sauk will receive $259,958 annually throughout the next 5-year grant cycle that begins in September – about what it received in the previ-
ous cycle. The grants are awarded through the U.S. Department of Education. The TRiO programs target and provide services for students from lowincome families, firstgeneration college students, and students with disabilities.
Support Services is just one of several TRiO programs, but about 91 percent of Sauk’s students qualify for assistance, Program Director Lori Cortez said. In addition to $600 in financial assistance, eligible students receive spe-
cialized advisory services. “We call it success coaching,” Cortez said. “We do planning, but we also help with scholarships, internships, and activities that set up a successful transition to other schools.” There is a matching component for the
schools, because the grant also funds program staffing. TRiO Support Services at Sauk employs a director, two advisers, and an administrative assistant.

Request for more green space OK’d BY PAM EGGEMEIER
STERLING – The Plan Commission unanimously recommended two petitions Thursday after public hearings. The panel OK’d a request from the Sterling-Rock Falls Historical Society to vacate 40 feet of a 100-foot right of way on Seventh Avenue for the future home of the Lincoln Learning Center at 611 E. Third St. The C&E Glass building was recently demolished to clear the way for the new building. The society’s president, Bill Abate, made a presentation on the organization’s behalf, recapping the project’s evolution. The learning center will complement the LincolnManahan Home, which the group restored in 4 years at a cost of $400,000. “Teachers brought students in for tours of the Manahan Home, and there just wasn’t much space, so we decided to buy the C&E Glass building when it became available,� Abate said. There is only about 30 feet of space between the buildings, and the historical society would like more green space for outdoor activities. City Planning Consul-
tant Dustin Wolff suggested the right of way adjustment be taken a step further. “Instead of just allowing one offset, it would make sense to just go all the way to the river on Seventh Avenue,� Wolff said. There were no written comments or input from the audience, so the hearing was closed. The petition was recommended by a 6-0 vote. A second public hearing was conducted for a petition from contractor and property owner Scott Hibbard to grant special use designation for a building renovation project at 201 Fifth Ave. Hibbard and architect Al McCloud are planning to completely gut the structure and convert it into addition rental units. Hibbard has restored several other distressed properties in and near the downtown, including the Moses Royer home at 401 E. Second St. Hibbard said his latest project, which would have a modern farmhouse exterior design, is a border property, straddling residential and commercial. He also hopes the architecture would play off the nearby Royer home. “These border proper-

Hibbard described the Fifth Avenue structure as a “rathole� and told the commissioners that the project would be a total gut job. “We have no problem complying with city code; our building standards are far above code,� Hibbard said. The structure was already rental property, but the special use tag was needed because a unit was being added to the first floor. Hibbard said the addition of a fourth unit on the first floor is just a matter of dollars and cents. “This is an expensive project, and to pay for itself, we need maximum use – two stories of rentals,� Hibbard said. Commissioner Steve Munson asked if there would be adequate parking accommodations. He was told there would be 10 spaces for the eight units. There was no public comment for Hibbard’s hearing, and the panel voted 6-0 to recommend the request to the council.

United Way of Lee County. The projects, which will take about 4 to 5 hours each, will consist of building, painting, cleaning, organizing, and the like. For example, at Kreider, workers will help with some painting and landscaping. And they’re giving back, too. Two groups of people who live in the Kreider group homes have volunteered to participate in the Day of Caring. Nationally, the United Way has a Day of Action, which this year was June 21. Jenny Koch, executive director of United Way of Lee County, said the agency decided to have a Day of Caring on a different day because June 21 was Father’s Day. “We decided as a board to do it closer to our
campaign kickoff, so we could showcase some of the agencies that receive our funding,� she said. The campaign begins in September. So far, about 110 people have signed up. Each volunteer will get a T-shirt, breakfast, and lunch. As part of the Day of Caring, a team of Dixon firefighters will be installing smoke detectors in houses around the city that don’t have them. Anyone interested in receiving a free smoke detector should call the fire department at 815288-3323.

Fresh ricotta? You gotta F
resh ricotta cheese is like the man of my daydreams – suave, flexible, accommodating and rich. The whole-milk fresh cheese is wonderful in dishes savory or sweet, and it can be either a recipe ingredient or a standalone treat. You can buy it or make it yourself.
Steps to follow Line a colander with three or four layers of cheesecloth. Shake drops of water onto the cloth until it is damp. Set the colander in, or over, a larger bowl. Clip a candy thermometer on the side of a large pot; add milk and a little cream, and heat the mixture until the liquid reaches 185 degrees, about 20 minutes. (Some cooks maintain the heat, some stir longer, some vary technique in other ways, but the results remain the same.) Remove from the heat, stir in a little salt and then slowly pour lemon juice over the surface of the milk. Barely stir the mixture (the best motion is a gentle lifting and folding) for a couple of minutes, to encourage curds to form. The separation of curds from whey is quite magical to witness. Now, do not dump, do not hurry, and do be gentle as you ladle the curds slowly and gently into the cheeseclothlined colander. I prefer to dip in with a fine strainer about 5 inches across rather than use a ladle. When all the curds are transferred, fold the ends of the cheesecloth over the curds to loosely cover and set aside. That’s it. Let drain until you get a consistency you like. Thirty minutes makes a very soft cheese. An hour and a half yields a firmer, spreadable cheese. Four hours or longer produces a dense, dry cheese. Over time, you’ll figure exactly how long to take. Transfer the curds to a container, cover and refrigerate up to a couple of weeks. The thin watery liq-
uid in the pan is whey. Remember Little Miss Muffett who sat on a tuffet eating her curds and whey? It’s the same thing. Yes, there are healthful nutrients in whey, and although most recipes don’t advise keeping the liquid, I’m of the waste-not, want-not school. To save, pour the whey into a rinsed milk container, label it and return to the refrigerator for later use. Try using whey instead of water in your next batch of bread or pizza dough; it gives the bread a sourdough tang. You also could add some to mashed potatoes, soups or a smoothie.
Fresh Whole-Milk Ricotta Cheese Makes: About 2 and a half cups For fact-checkers, know that ricotta means “twice cooked” in Italian. There, it’s made from the whey left when making mozzarella. Since we’re making it from scratch, our recipe is kind of a “faux ricotta.” Delicious, all the same. Use fresh milk, cream and freshly squeezed lemon juice. The recipe doubles easily, but best to make a smaller amount the first time. Find cheesecloth in most hardware and grocery stores; it is necessary to keep small curds from escaping through the holes in the colander. 2 quarts whole milk ½ cup heavy cream 1 teaspoon kosher salt ¼ cup fresh, strained lemon juice Line a colander with three to four layers of lightly dampened cheesecloth, and set it in, or over, a larger bowl. Clip a candy thermometer to the side of a heavy-duty 7- to 8-quart pot. Pour the milk and cream into the pot and slowly warm the mixture over medium heat, stirring occasionally, until the thermometer registers 185 degrees, about 20 minutes. Watch carefully, as milk likes to scorch. Remove from the heat; add the salt and stir until it dissolves. Slowly pour the lemon juice over the surface of the milk. Once all of

drained 1 large egg 2 tablespoons grated parmesan cheese, plus more for topping 2 scallions, thinly sliced 1 small clove garlic, crushed 1/4 teaspoon nutmeg 1 1/2 to 2 cups marinara sauce, homemade or Rao brand, preferred Whole Italian parsley leaves for garnish Preheat the oven to 450 degrees. Place the eggplant slices on a baking sheet. Brush them with olive oil and lightly sprinkle with salt and pepper Bake about 15 minutes until soft and the edges are getting brown. Turn over and bake about 10 minutes longer, watching so that they don’t get too dark. Set aside. In a medium bowl, whisk together the ricotta, egg, cheese, scallions, garlic, nutmeg, a bit of salt and a few grinds of pepper. Lay the eggplant slices out on a work surface and place a generous tablespoon of the ricotta filling at the base of each slice. Roll the eggplant up around the filling to form a neat roll and set seam side down on the work surface. Lightly oil a baking dish just large enough to hold the roll-ups. Pour most of the marinara sauce into the dish. Nestle the rolls, seam side down, in the sauce. Spoon the remaining sauce down the middle of the rollups. Sprinkle with a little more parmesan cheese. Bake until the ricotta cheese starts to melt out of the rolls and the sauce is bubbly, about 15 minutes. Butter or neutral oil for the griddle Blueberries, optional Beat together the ricotta, sour cream or yogurt and egg yolks. In another bowl, combine baking soda, flour, salt and sugar. In third bowl, beat egg whites until fairly stiff. Heat a griddle or large skillet over medium-low heat while you finish the batter. Stir flour mixture into ricotta mixture, blending well, but not beating. Stir in lemon juice and zest, then gently fold in the beaten egg whites; they should remain somewhat distinct in the batter. Add about 1 tablespoon butter or oil to the griddle and coat the surface. When hot, add batter by either a 1/3 cup measure or large spoon. At this point, you can sprinkle blueberries over the pancakes. Cook until bubbles appear at the pancake edges and bottoms are lightly brown, then turn and cook on the second side. Makes: About 40 pieces This is a quick and easy weekday supper. Because I cook for two, I saute half the gnocchi and freeze the rest. You can also saute the gnocchi and serve them with a simple tomato sauce. If you make a batch of caramelized onions in advance, you can almost pretend they are pierogies, but with a subtle and more complex flavor. For the gnocchi: 3 ⁄4 cup flour, plus additional for dusting ¼ cup (3 ounces) Parmesan cheese, freshly grated Zest of 1 lemon, grated 1 cup (8 ounces) whole milk ricotta cheese, drained 1 large egg Pinch salt For the sauce: 6 tablespoons unsalted butter ½ shallot, thinly sliced (about ¼ cup) 12 to 18 sage leaves 1 garlic clove, thinly sliced Juice of 1 lemon 2 tablespoons water 1/ cup (about 2½ ounc3 es) Parmesan cheese, freshly grated 2 tablespoons parsley leaves, chopped Chopped hazelnuts, optional Combine flour, parmesan cheese and lemon zest in bowl. In another bowl, mix
ricotta cheese, egg and salt. Add to the flour mixture and stir until the dough just comes together. Do not overwork or the dough can toughen. Scrape the dough onto a well-floured work surface. Divide the dough into 4 sections. Using your hands, lightly roll each piece into a 12-inch rope. Cut each rope into 1/2inch pieces. Place pieces on 2 floured paper plates and refrigerate for 30 minutes or up to 2 hours to rest. Heat butter over mediumhigh heat in a saute pan large enough to accommodate all gnocchi without crowding, but not so wide that the sauce evaporates. When butter foams, add gnocchi and cook, until light brown on all sides, about, 5-6 minutes. Use a spoon and a chopstick to flip the gnocchi. When gnocchi are almost cooked, lower the heat to medium and add shallot and sage leaves; cook briefly, to release flavors, then add garlic, lemon juice and water. Cook briefly, allowing sauce to thicken a bit. Add parmesan cheese and chopped parsley. Toss to coat the gnocchi. Spoon gnocchi and sauce into shallow bowls, top with a sprinkling of hazelnuts and serve right away. – Chef Michael Symon

Gently transfer the curds into the colander using a strainer or perforated ladle. Do not pour the mixture. The draining time determines the ricotta’s firmness. Fold the ends of the cheesecloth over the curds to lightly cover, and allow to drain anywhere from 30 minutes (for soft curds) to 4 hours (for a rather firm, dry cheese). Transfer the fresh ricotta to a jar, cover and refrigerate.
