Father, son and spirit to serve Woodards find beauty, success after hardship

A .51-caliber round to the shoulder. Being told your childhood dream was just that.

There are less painful ways for the course of one’s life to be altered.

But therein lies the glorious mystery, says Terry Woodard. “God’s got a plan, and it’s just repeating itself,� he said.

Had he not taken that round toward the end of his service in Vietnam, who knows where Terry’s life would have gone? One thing he’s pretty certain of is that he wouldn’t have met his wife, Linda.

And then the world might not have been blessed with a logistics

guru like Breck Woodard, the Sterling couple’s son and an equally dedicated family man.

Similarly, Breck’s course took a turn when he was medically disqualified from flying ejection seatequipped aircraft.

His father earned nine awards, among them the prestigious Purple Heart and Distinguished Flying Cross, as a medevac pilot in Vietnam.

And about age 9, Breck decided he wanted to fly, too. He watched films. Read books. After graduating from Sterling High School in 1990, he got his flying readings out of the way while attending the University of Dubuque.

Sixteen years and innumerable awards later, Lt. Col. Breck Woodard helped save millions in dollars and potentially numerous lives by helping coordinate the ongoing withdrawal of U.S. troops from Afghanistan. He was hand-picked by Gen. Francisco Espaillat to deploy to Kuwait and help spearhead the effort, which reduced the Afghanistan military footprint by more than 31,000 personnel and 610,000 pieces of equipment.

It earned him the mother of all mantle pieces, the 2013 Logistics Staff Officer of the Year, an honor that considers everyone in the Air Force. “It’s nice to be recognized by your peers, but the thing I don’t like about awards ‌ awards are a necessity,â€?

He was given the option to pursue a different career path within the service, or leave it. “That was one of my first real challenges in the military,� Breck said. “Going through officer training school is always challenging. But it’s a different type of challenge when they say, ‘OK, remember that dream you’ve been looking at for a long time? Sorry. You can’t do that anymore.’�

But he had “grown a thirst for serving,� and decided he’d try his hand as a logistics officer.

We go out as a team. “I just didn’t get in the way. I was given an intelligent team with creative solutions. We made change, and we’re all very proud of it. We helped get the ball down the field to Dec. 31.�

Breck recently was promoted to deputy commander of the 88th Mission Support Group. He’ll be second in command to the person who runs the entire base in Dayton, Ohio, after years spent in Ellsworth, South Dakota, the state of Washington, overseas, Fort Belvoir, Virginia, as well as a 2-year stint in the Pentagon.

Breck, his wife, Regina – also a logistic officer who shared his rank – and their two boys, Tyler, 8, and Ryan, 5, got to

visit family in Sterling the week of June 16, en route to their new home.

After checking in regularly via Skype from southwest Asia, Breck could finally divulge all the details – all the programs he had implemented, all the innovations he had devised and spurred. “It made us feel how complicated it was,� Linda said. “We didn’t have a real grasp for how much responsibility he really had. We had no idea, the breadth of it.�

Crazy to think, had Breck served as a pilot, he might not have saved all those lives.

Breck might not have innovated logistics the way he did.

One thing’s for certain: He

wouldn’t have ended up in South Dakota, where he met Regina and married her 15 years ago. “Our plans aren’t always God’s plans,� Linda said. “Sometimes, he has to get our attention to get us going in the right direction,� Terry said. “It was a godsend, him injuring his neck. He would’ve been a fighter pilot and possibly could have been killed. He grabbed onto logistics and thrived on it.� “It was almost ordained, that he would get out of flying and into logistics.�

Now Grandma and Grandpa are as close to their grandkids as ever, just a 7-hour drive, in fact, Terry said. “Breck said he found a closer route, so it should be even faster this time,� Terry said. “He has a very brilliant logistical mind.�

Lower kindergarten age among new laws

SPRINGFIELD (AP) – Among several new laws effective in Illinois this week is a requirement that children attend kindergarten at a younger age, a shift that state officials say could mean higher costs for an already underfunded school system.

Most of the new measures that went into effect Tuesday deal with youths and schools.

One requires young adults seeking driver’s licenses to take a training course. Another, prompted by the death of a high school girl during drill team practice, requires students to learn emergency lifesaving skills.

Children must now enter kindergarten by the time they are 6 years old. The previous requirement was 7 years old.

The change puts Illinois in line with most other states, according to a news release from Kimberly Lightford, a Maywood

Democrat who sponsored the legislation. She pushed for the measure because, though most children already start school before age 7, those who don’t are falling behind their peers.

Critics, however, derided the change as an unfunded mandate by the state while school funding is tight. Illinois hasn’t been able to fully fund the state aid it has promised to schools over the last several years. “This will cost the state more money, because you’ll have more kids at a younger age in school. We are having a hard time right now paying for the education that we already have,� Okawville Republican Sen. David Luechtefeld said.

Illinois state Board of Education officials say possible increased costs are hard to estimate. The agency doesn’t know how many kids will be affected by the law, or if they’ll need more funding based on

lower family income levels, spokeswoman Mary Fergus said.

Craig Kujawa, superintendent of Bethel school district in Mount Vernon, said that while his school would not see a huge change, larger districts might. “You could have tremendous amounts of additional costs if you have to have additional sections of classes,� Kujawa said.

High school students are now required to learn CPR and how to operate a heart defibrillator called an AED. The legislation was pushed by George Laman, a paramedic whose daughter had a heart condition. She collapsed and died during a drill team practice at a suburban Chicago high school in 2008. Officials say an AED was available at the school but not used until paramedics arrived.

Additionally, people ages 18 to 21 will now have to pass a sixhour driver’s education course before receiving a license. The previous law allowed adults to receive licenses without training. Secretary of State spokesman Dave Druker says the law largely will affect 18-year-olds from the Chicago area who have depended on mass transportation until adulthood. He says the course can be taken online and doesn’t require a driving component.

Other new laws include required child abuse reporter training for school personnel, a measure that will make it easier for some teachers with lower performance evaluations to return to work after layoffs and a plan to divert more early childhood education funding to programs for infants to 3-year-olds.

Sterling board OKs resolution Measure has support it needs to go on Nov. 4 ballot

STERLING – The Sterling School Board backed the 1-cent county sales tax, giving the county’s districts enough support to put a referendum on the Nov. 4 ballot.

The board on Wednesday voted unanimously in favor of a resolution to put the County School Facility Sales Tax question to Whiteside County voters in the next election.

The district’s enrollment constitutes 37 percent of the county’s 9,450 students, so once Bob Sondgeroth, regional schools superintendent, has the paperwork from the districts that have supported the resolution, he can have the measure certified by the county clerk.

Sondgeroth’s certification deadline is Aug. 18.

Both the Rock Falls elementary and high school districts’ boards have voted in favor of the resolution. The Sterling and Rock Falls districts have a total of 5,221 of the county’s 9,450 students, and only a simple majority of the students represented by the boards is needed to get the measure on the ballot.

The Erie, Morrison and Montmorency districts have not yet voted.

If the referendum is put on the ballot and passes, the county sales tax will increase from 6.75 percent to 7.75 percent.

Sterling Superintendent Tad Everett said simple numbers compiled over a long period of time illustrate the need for the sales tax increase. “We have spent, on average, $880,000 annually in maintenance costs over the last 30 years,� Everett said. “That evidence supports the fact we have a very large district with a number of buildings.�

The district has 10 buildings on 88 acres to maintain and has taken out $25.43 million in Health/Life Safety bonds over the last 36 years.

While Everett says he understands that no one likes a tax increase of any kind, this particular tax addresses the issue of shared responsibility. “Our property taxpayers pay 100 percent of the cost –

they have for 30 years,� Everett said. “There’s a different avenue by which these expenses can be handled.�

Historically, the schools rely on the annual tax levy and occasional bond issues for facility upkeep and maintenance. Supporters of the facility sales tax point out that it takes some of the burden off the property owners and even brings those who don’t live in the county into the mix.

If the sales tax passes, it would bring an estimated $1.6 million to the Sterling schools for building maintenance.

Everett believes the conversation is changing regarding this particular tax option. “In tough economic times, there are two views,� he said. “One is the last thing you do is ask for additional taxes, and the other is that schools are important to our future and it should be a shared responsibility.�

In other action, the board approved a 2-year agreement with Rock Falls High School to allow its students to participate in the Sterling High School girls and boys swimming program. “There is no additional cost to us,� said Greg King, Sterling High School activities director.

T

hank goodness for potluck gatherings. We attend or host these easy repasts all summer long. Sharing meal preparations removes much of the stress. That is, unless everyone brings the same dish.

When the party hosting falls to me, I offer a theme and then keep track of who said they’d bring what. Sometimes, we’ll select a cookbook and everyone brings a dish from its pages. I always have ideas for those who don’t cook or haven’t the time: great hummus and pita chips from the store, or a tray of sushi rolls from a local restaurant.

I relish the friend who always brings chocolate candies. We welcome any and all contributions to the table.

I love making (and eating) salads, so I keep an arsenal of recipes ready when it’s my turn to contribute.

With a few simple tricks, these main-course salads can taste great anywhere from the picnic blanket to a neighborhood block party. The first recipe is for a seasoned rice and pork salad laced with herbs, mango and a touch of red curry.

Quick-cooking whole wheat couscous forms the backbone of the second salad peppered with ripe tomato and zesty greens.

It might sound counterintuitive, but using high heat for some of the salad add-ins means better flavor and varied texture.

In the first salad, I stirfry tender pork over high, for great flavor. Then, sweet shallots get a light fry for a crunchy topping. In the second salad, cauliflower gets roasted in a hot oven for golden goodness before it goes in the salad.

Another salad tip: Employ a variety of textures among the components. Some soft items such as tomatoes and crumbled cheese make a nice contrast to crunchy radish slices or shreds of cabbage. Color and contrasting size of ingredients likewise contribute to a well-made salad.

Incredibly easy, homemade salad dressings always steal the show.

It never fails to surprise guests how much fresher the salad tastes with a dressing free of thickeners and sweeteners.

No matter where you enjoy your salad, plan on a last-minute assembly. Most salads, when dressed too far in advance, become mushy.

I love to sprinkle on a salad surprise just before serving. Croutons will do, but try those large coconut flakes from Trader Joe’s, crispy chow mein noodles, roasted nuts, toasted sunflower seeds, broken tortilla or kale chips, even cheddar popcorn.

One more potluck tip: Bring copies of your recipes and ask for others, so you always have ideas for the next outing.

Red Curry Mango and Pork Rice Salad Prep: 30 minutes Cook: 35 minutes Makes: 6 main-course servings You can cook the pork or chicken on a mediumhot grill if preferred. Tinned French fried onions offer a time-saving alternative to the shallots.

11/3 cups uncooked long grain brown rice 1/ cup uncooked qui3 noa, red quinoa preferred 2 to 3 tablespoons Thai red curry paste, to taste 1 pound pork tenderloin or boneless, skinless chicken thighs 4 tablespoons vegetable oil 4 large shallots or 1/3 red onion, peeled, very

thinly sliced 1 small red bell pepper, cored, seeded, diced 1 ripe mango, peeled, seeded, diced 1 cup chopped fresh cilantro 3 to 4 tablespoons chopped fresh mint Cilantro lime dressing, see recipe 2 cups fresh bean sprouts ½ cup roasted flaked coconut, optional ½ cup chopped roasted salted peanuts, optional Put rice, quinoa, curry paste and 23⠄4 cups water into a medium saucepan. Heat to a boil; cover tightly. Reduce heat to very low; simmer until rice is tender but not mushy, 15-20 minutes.

(Alternatively, cook the rice, quinoa, curry paste and 22/3 cups water in a rice cooker according to manufacturer’s instructions.) Remove from heat; let stand, 10 minutes. Fluff with a fork; transfer to a large bowl to cool.

Cut pork or chicken into scant ½-inch pieces.

Heat 2 tablespoons oil in large nonstick skillet over medium-high heat. Add shallots. Cook and stir until golden, about 4 minutes. Use a slotted spoon to transfer shallots to a plate.

Reheat the oil left in the pan. Add half of the pork or chicken. Cook, stirring occasionally, until golden, 3-4 minutes. Transfer with a slotted spoon to a plate. Repeat with another tablespoon of the oil and remaining meat. Transfer

cooked meat to the plate.

Add remaining tablespoon oil and the red pepper to the skillet; cook until crisptender, about 3 minutes.

Add to the meat. Stir cooked meat and red peppers into rice. Add mango, chopped cilantro and mint.

Cool and refrigerate up to 2 days.

To serve, stir in enough of the dressing to lightly coat everything; taste and mix well. Top with bean sprouts, toss lightly. Top with coconut, peanuts and the reserved fried shallots.

Serve at room temperature.

Cilantro lime dressing: In a blender, put 1/3 cup vegetable oil and Ÿ cup each: fresh lime juice and fish sauce. Add 2 or 3 thin slices peeled ginger, 1 clove garlic and ½ cup loosely packed fresh cilantro leaves. Process until smooth. Makes about 3⠄4 cup. Refrigerate and use within 1 day.

I like to use bright orange, green or light purple cauliflower here when it is available at the local market. For the couscous, you can substitute 12/3 cups (10 ounces) cracked wheat (medium-grain bulgur) soaked in 3 cups very hot water to cover in a large bowl until nearly tender, usually about 1 hour.

Dijon dressing: Mix 1/2 cup oil (I like to use a combination of olive oil and safflower oil), 1/4 cup white wine vinegar (or white balsamic vinegar), 2 teaspoons Dijon mustard, 1/2 teaspoon salt and 1/4 teaspoon freshly ground black pepper in a jar with a tight-fitting lid. Shake well before using. Makes about 3/4 cup. Dressing will keep in the refrigerator for a few days.

City contracts ambulance service for 10 months Ambulance tax issue to go to town’s voters

OREGON – Oregon’s new ambulance service was in business only about 20 minutes Tuesday when its first call came in.

Around 8:20 a.m., the crew from ATS Medical Services of Loves Park responded with Oregon firefighters to a small, quickly extinguished fire at Oregon Rehabilitation and Healthcare.

A few minutes earlier, Oregon Fire Chief Don Heller announced that ATS and fire protection district officials had signed “a short-term, 10-month contract for ambulance service until our referendum.”

The ATS ambulance and a full-time crew will be based at the Oregon Fire Station and answer calls from there, said Andy Schultz, CEO and owner of ATS. The nonprofit Oregon Ambulance Service closed its doors June 17 for financial reasons, leaving Oregonarea residents without a local ambulance service. Since then, calls have

been handled by the ambulance services of neighboring fire departments.

“We are taxing out our neighboring ambulance services,” Heller said.

“We’re running them to death.”

The Oregon Fire Protection District is one of very few fire districts without a tax-supported ambulance service.

Heller said fire district officials would place a referendum on the ballot in November or April to tax for an ambulance service.

“We hope that everyone supports us and votes yes for an ambulance service,” he said. “Otherwise, we will have no ambulance.”

State law does not allow the fire district to provide ambulance services using tax dollars levied for fire protection.

ATS will bill anyone it transports, Schultz said.

Because Medicare and Medicaid pay a limited amount for qualified patients, the fire district will cover any shortfall. That amount will vary from month to month, Heller said.
