SHABONNA – People tell Rebeccah Cies she’s a blessing to the three foster children she adopted. In her eyes, it’s the opposite. “They are a blessing to me,� Cies said. After 20 years, more than 50 foster kids and three adoptions, Cies turned in her foster care license. She plans to focus on the three children she has permanently welcomed into her home, while also being there for her three biological children. State officials need more people like her. More than 15,000 children are in foster care across the state every year, reports the Illinois Department of Children and Family Services. Of those cases, 86 children are in foster care in DeKalb County in 69 licensed foster care homes, said DCFS deputy spokeswoman Veronica Resa. “We definitely need more foster parents,�
Resa said. “We need more bilingual foster parents. We need more foster parents in the places where these kids are from.� Becoming a licensed foster parent in Illinois requires all members of the home pass a criminal background check. License holders also must complete 27 hours of training, a physical and be financially stable. Being married isn’t a prerequisite for becoming a foster or adoptive parent, but perseverance is. “We hear from foster parents that it can be challenging and rewarding,� Resa said. “Children are challenges, no matter what the circumstances.�
Deciding to foster Seeing an aunt and uncle adopt 10 children and realizing the terrible conditions some children face inspired Cies, 50, of Shabonna, to foster children. “I have always loved kids and babies,� Cies said. “I saw a program on orphans in Romania, and I thought there was
plenty of work to be done here.� In 2008, DCFS called Cies to adopt the first of her three “little ones,� as she affectionately calls them. She started fostering all of them within 2 days after they were born, because their biological mother and father were absent from the start, leaving the hospital after every birth. “I knew from the beginning it would end in adoption,� Cies said. Hog farm ducks harm Farmer is breaking no law, judge rules Koster: It’s old-school farming BY KATHLEEN A. SCHULTZ
STERLING – A longtime farmer, who at one point was grazing 2,400 hogs in his field just north of a restaurant and other East Lincolnway businesses, is not violating state regulations, a judge ruled, dismissing a Department of Agriculture complaint against his operation. The Department of Agriculture’s Bureau of Environmental Programs filed two complaints against Norm Koster, 63, of Dixon. In its view, Koster was running a livestock management, or feeding facility, or a livestock waste facility, and did not provide notification of intent to construct either, or to
follow construction and set-back rules, as required by the state Livestock Management Facilities Act. Such a violation carries a fine of up to $1,000. Among other things, the statute defines a feeding operation as a facility where animals are confined and fed for 45 days or more in a 12-month period. Koster maintained that PEEP Inc., his organic hog, chicken and egg business, is not a feeding operation, it’s a pasture operation, which is exempt from the act. That’s because he regularly moved the hogs from one parcel to another across all 120 acres, allowing them to forage chemical-free and, in turn, fertilize the land. The department’s position was the entire acreage was one facility from which the hogs were not moved in the time specified. Administrative Law Judge Jack L. Price, who presided over a hearing on the matter March 5 in
Springfield, agreed with Koster, and dismissed the two complaints on June 2. “I find that, so long as the swine are moved to new ground every 44 days or less, and are not returned to the same ground for at least 366 days, [Koster’s] operation is not an animal feeding operation and does not fall under the restrictions of the Livestock Management Facilities Act,� Price said in his ruling. No evidence on the waste management facility complaint was offered, and so it, too, was dismissed. It has not been determined if the state will pursue the matter further. “The department is still reviewing the judge’s decision and potential options the department may have under Illinois Administrative Code,� Jeff Squibb, a Department of Agriculture spokesman, said Thurs-
day. Koster’s 120-acre parcel, which he’s owned for more than 3 decades, abuts city limits on Polo Road, near Applebee’s, Kelly’s Market and Mobil and Carmike Sauk Valley 8 Cinema. In the past, Koster has raised corn and soybeans on the land, but his last crop was a pig-pleasing mixture of wheat, clover and alfalfa. This is the first year he ran hogs on the land; he moved baby pigs there in July and, in April, removed those that had not sold in order to make way for corn planting. He also had some egg-laying chickens on site. While the pigs were in the field, many people called the city and the Whiteside County Health Department to complain about the odor, the dust, and their proximity to the city. City officials, who have no jurisdiction over ag matters or over the land, which is not in city limits, forwarded resi-
dents’ concerns to the ag department, which filed the complaint. Koster said Thursday that he might put more hogs on the site next year, although ideally, he would have a 3-year rotation of corn, then soybeans, then the wheatclover-alfalfa mixture and more animals. His desire is to raise and sell pigs, chickens and
eggs that are chemicalfree, for which demand is growing, he said. It’s really just oldschool farming, Koster said. “We’re doing something different, but we doing it the way they used to do it all the time. I think it’s better,� for the land, and for the people buying his eggs and pork.

PRINCETON – Wind farm opponent Ed Gerdes is concerned. If the Big Sky project north of Ohio is decommissioned, how much will it cost to take down the turbines, and where will the money come from? The county? The landowner? It’s a topic he and others have been researching for a while. Tuesday, he brought it up at the county board meeting, as he did the month before. They now have even more questions.
“The people who should be here talking about the decommissioning are landowners, but as you know, they have a confidentiality clause in their lease which doesn’t allow them to speak publicly,� Gerdes said. Last month, Gerdes shared a study on decommissioning costs that a Virginia-based company did at the request of his group. According to the study, it would cost about $19.4 million to take down the 87 turbines, about $224,000 each. At that rate, the cost to decommission Big Sky could be in the $10 million to $12 million range. Gerdes said Tuesday that his group has been talking with people who are recommending the county ask for a performance bond that would cover the entire cost of decommissioning.
“The money you have now at best would cover probably 15 to 20 percent,� he told the board. “And these companies are [limited liability companies], so if they do fold up, there are no assets to cover the rest of the decommissioning.� Gerdes said his group also learned there are landlords with cellphone towers who aren’t getting paid the rent they are owed, but still must pay the property taxes. “So we’re assuming the [wind farm] landowners are going to be responsible for the property taxes, and the question is, from the time the turbines are shut down until they are taken down, are landowners going to be responsible if that could be a 2-year period?
“We assumed they will be responsible for the taxes,� he said. “Plus probably 85 percent of the cost to take them down.� Gerdes said the turbines must come down. “They are a hazard, and on top of that, who is liable for injures suffered from the time they are shut down to the time they are taken down? The landowners, I’m assuming, would again have to have some sort of liability insurance to take care of that,� he said. Gerdes reminded board members that Midwest Energy promised it would take down the project when it was over, then it was bought by Edison Mission, and now it’s owned by Pittsburgh-based EverPower Wind Co. “I really doubt if they will be
here,� he said. “Are they going to come up with $10 million to $12 million to take them down, or are they going to walk away and leave you with $1.8 million to take them down yourself? I don’t think the taxpayers of Bureau County should take them down, and I don’t think the landowners planned on having to take them down.� Responding to questions from the board, Bureau County State’s Attorney Patrick Herrmann said performance bonds essentially are an insurance policy that is paid for by the company and would not be voided, should the company go into bankruptcy. Members voted to have Herrmann research the bonds and report back at next month’s meeting.

The measure could be one of a potential record number of voter initiatives come November. Another calls for term limits and is led by Rauner. Both the redistricting and term limits attempts are the subject of a lawsuit filed by an election lawyer who’s represented top Democrats. Durkin and Radogno said they supported the term limits measure with Radogno pointing to House Speaker Michael Madigan, who recently became the longest-serving House speaker nationwide. The Chicago Democrat didn’t attend Thursday’s event. Cullerton disagreed with the term limits proposal. He said it takes lawmakers time to understand their jobs, and institutional knowledge could be lost. “If we weren’t doing our job, we wouldn’t be re-elected,�
he said, calling the term limit efforts “misguided.� He said one of the important political reform issues should be more scrutiny on fundraising linked to certain types of nonprofit organizations. Durkin said Illinois should overhaul how it conducts lame-duck sessions when exiting lawmakers are more willing to take difficult or controversial votes, an idea he tried to push during the latest legislative session but didn’t get any traction. He highlighted how lawmakers approved a 67 percent temporary income tax increase the final moments of a 2011 session. “I would hope that we would at some point realize that this is not the best point to govern,� Durkin said.

Pitter-patter of little paws heard at zoo Summerfield offers photos with new additions BY ANDREA MILLS
BELVIDERE – The word “adorable� fits the litter of wolf pups born at Summerfield Zoo. This weekend, the little ones will be available to have visitors’ photos taken with them. The photo shoot will be after the animal encounter presentations, which are at 11 a.m., 1 and 3 p.m. Saturday, and noon and 2 p.m. Sunday. “We are thrilled to announce the birth of a litter of gray wolf pups,� Yvette McGreane, zoo volunteer, said in a news release. “While babies are always exciting, these wolf pups are an incredible opportunity to help educate the public about the species. Be sure that you don’t miss out on the opportunity to see them and get your picture taken with them.� Other activities at the zoo are pony rides, a petting zoo, bottles for baby goats, a gift shop, and a snack shop. Summerfield Zoo has been around since 1990. A wide variety of animals awaits explorers who will see wallabies, camels, reindeer, zebra, giant tortoises, foxes, alligators, prairie dogs, and peacocks. Less-known critters include Pantagonian cavies with rabbit similarities, kinkajous that are like ferrets and monkeys, largespotted genets that are of African origin, and servals, which are African wild cats.

Grey wolf pups have been born at Summerfield Zoo in Belvidere. The zoo is open all week except Monday and Tuesdays. When winter snows blow, and Christmas draws near, the zoo reaches out to the public with the use of its reindeer. “Santa’s� reindeer can be rented for parties and special events. Elves and handlers go along with them to make sure all runs smoothly. It’s also possible to arrange for visits by other exotic animals at times other than holidays. Visitors who plan a trip to the zoo this summer should be aware that road construction
might make the trip interesting. The Pearl Street Road bridge over Interstate 90 is closed. Directions are offered on the zoo’s website. The small zoo might not offer the large array of activities and animals as some of the larger ones, but it specializes in giving visitors a closer look at its residents. And don’t miss the chance to get a photo with the pups. This is the final weekend for pictures.
