DIXON – Heroes are not just inspirational people we admire from afar. A hero lives in all of us, and the 275 women who attended the YWCA Women of Achievement Luncheon on Thursday at the Dixon Elks Club were challenged to find that persona. Kathy Cecchetti, YWCA of the Sauk Valley board president, brought the theme to life with her performance of the song “Heroes�. She closed the event with some lighthearted theatrics. “This is me embracing my inner hero,� Cecchetti said with a laugh, as she tossed a black cape around her shoulders. “I truly believe that recognition and acceptance of the hero in us brings our visions to life.� The most inspirational people on this day were the nominees and award winners in six categories. Sandy Henrekin, former executive director of the Rock Falls Community Development Corp.,
received the Crete Dillon Bowman Award for community leadership. Henrekin was a charter member of the economic development group that started in 2002. She was named director in 2007, and played a key role in efforts to develop the riverfront, before retiring this year. She also owned and operated Innovations in Rock Falls for nearly 25 years. Henrekin said it was “pretty special� to be recognized for the leadership award in her final year with the Development Corp. While she admits it might be hard to watch the culmination of some of her efforts from afar, she is looking forward to the next chapter of her life. “This job was 24/7, and after so many years in business, I’m looking forward to spending more time with my family and traveling,� Henrekin said. Pam Pfister, CEO of Morrison Community Hospital, won the Jane Reid Keefer Award for professions and education. Pfister has been with the hospital since 2002, and was named chief executive last November. She also is involved in the Big Brothers Big Sisters program, is a tutor in the
Morrison schools, and is on the Morrison Chamber of Commerce board. Pfister also was nominated for the award in 2012. Betty Leslie, secretary at Lincoln Elementary School in Dixon, was selected as winner of the L.L. Ely Award for administrative professionals. Leslie was the State Board of Education non-certified employee of the year and one of its “Those Who Excel� award winners. “Betty has done all this while surviving cancer and going through an array of treatments twice without missing work,� presenter Denise McCaffrey said. Mary Black, co-owner of the Morrison Super Wash, received the Pearl Woods Award for business and industry. She has been named chamber Entrepreneur of the Year and is active in United Way. She also is involved in a program that provides mammograms for low-income women, and donates hair to Locks of Love. Black said she has been very fortunate to work with her husband, Bob, who has always been very supportive. She offered some advice for young women striving to achieve success. “First and foremost,

She became a patrol officer, sergeant, and telecommunications commander, before leading the patrol officers. “Tammy is known for her listening skills and for treating fellow officers
like family,� Cecchetti said. “She has inspired other women to become officers and to excel.� Hayleigh Covella of Sterling was the winner of the Young Woman of Tomorrow Award. She is working on her master’s degree in English. Through her work at the YWCA Career Center, Covella helps women further their careers by assisting with everything from resumes to attire. Covella was sponsored by AmeriCorps, where she is a member. “Hayleigh’s quiet strength and leadership ability make her clients comfortable. ... She celebrates when they get

$4 billion: Bogus tax refunds a growing problem WASHINGTON (AP) – An Internet connection and a bunch of stolen identities are all it takes for crooks to collect billions of dollars in bogus federal tax refunds. And the scam is proving too pervasive to stop. A government report in November said the IRS issued $4 billion in fraudulent tax refunds over the previous year to criminals who were using other people’s personal information. Attorney General Eric Holder said this week that the “scale, scope and execution of these fraud schemes� has grown substantially, and the Justice Department in the past year has charged 880 people. Who’s involved? In a video message released ahead of the April 15 tax filing deadline, Holder said the scams “are carried out by a variety of actors, from greedy tax return preparers to identity brokers who profit from the sale of personal information to gangs
and drug rings looking for easy access to cash.� Even Holder isn’t immune. Two men pleaded guilty in Georgia last year to trying to get a tax refund by using his name, Social Security number and date of birth on tax forms. The IRS says it opened nearly 1,500 criminal investigations related to identity theft in fiscal year 2013, a 66 percent increase over the previous year, and has strengthened filters that help detect where the scams are coming from. It says it stops far more fraudulent refunds than it pays out and is making a dent in the problem. Still, the schemes have grown more sophisticated, attracting criminals with violent backgrounds who see an easy and safe vehicle for theft, according to law enforcement officials who fear that not enough controls are in place.

Anti-wind effort swells Landowners say company seeking new contracts BY DAVID GIULIANI
A group of landowners has hired a public relations firm for its effort to oppose planned wind farms in Lee, Bureau and Whiteside counties. The Informed Farmers Coalition is targeting the Walnut Ridge and Green River wind farms, saying it wants to educate farmers before they consider new contracts with Minnesota-based Geronimo Energy. Last week, the group issued a news release drafted by PR Etc., which has offices in Rockford and Madison, Wis. “The Informed Farmers Coalition has spent the
last 3 years attempting to educate local citizens on the problems and challenges associated with wind turbine development,� coalition spokesman Kendall Guither said in the release. “However, turbine developers continue to mislead the public about problems that continue to exist with wind development.� In December, Geronimo bought the Green River project from Ireland-based Mainstream Renewable Power, near Walnut Ridge. Mainstream got approval from Lee and Whiteside counties for turbines, while Bureau County’s zoning board rejected
the company’s proposal. Walnut Ridge would be entirely in Bureau County. In a brochure, the coalition says Geronimo is reaching out to landowners to sign new contracts. It doesn’t say where Geronimo is making such efforts. Perhaps it is in Bureau County, where its rejected proposal called for 19 turbines. Kris Donarski, Bureau County’s zoning officer, couldn’t be reached for comment this week. A woman answering the phone in the zoning office said Donarski took a few days off, and no one else in the county could answer questions about
the status of the two wind farms. Messages left for Geronimo executives were not returned. In Whiteside County, where nine turbines are planned for Green River, Stuart Richter, the county’s zoning administrator, said he was unaware of any efforts to sign new contracts. In summer 2012, the Whiteside County Board approved the Green River proposal, giving the wind farm owner 3 years to get building permits, which are contingent on the completion of a number of requirements, including the development of a decommissioning plan.
That means the company has until mid-2015 to get the project going. Geronimo, the brochure said, has yet to submit decommissioning plans for Green River or Walnut Ridge. Such plans would guide the taking down of abandoned turbines. With the expiration of a tax break for wind energy production, the chance that both Green River and Walnut Ridge will be abandoned or underused increases, according to the brochure. Geronimo has said it hopes to start construction on Green River and Walnut Ridge by late this year or next. The plan for 53 turbines
for Green River in Lee County is mired in litigation. Residents in the neighborhood argue that the project would hurt their quality of life, creating noise and shadow flicker.

IKEA buying Illinois wind-energy project

CHAMPAIGN (AP) – The U.S. subsidiary of Swedish furniture retailer IKEA announced Thursday that it is buying a long-planned wind-energy project in eastern Illinois as part of the company’s initiative to offset its energy use with renewable energy generation. And IKEA insists the project, which has not yet been built, is more than public relations. The company believes that, long term, wind energy will help the company’s bottom line, Chief Financial Officer Rob Olson said. But right now, wind power is a struggling business. Cheap natural gas and the end of a federal tax break for windpower producers have left wind generation unprofitable. Olson said in an interview Wednesday ahead of the announcement that Hoopeston Wind is the company’s first large-scale wind project in the United States. By the time the 98-megawatt wind farm is built and running – planned for 2015 – it will be capable of generating power equivalent to 165 percent of the company’s U.S. electricity needs. It’s part of the retailer’s previously announced push to offset all of its global power use with energy generated from renewable resources by 2020. “That’s why we started looking at wind turbines,� Olson said. “It was able to move us much further, at this point surpassing our goal from a U.S. perspective.� IKEA is buying the project, which is planned for farm land about 50 miles northeast of Champaign, from Virginia-based Apex Clean Energy. That company will operate the wind farm, which will employ about five
people, according to Apex’s website. Olson declined to say how much money IKEA is paying. IKEA’s plan to rely on renewable energy puts it among many companies now trying to make greater use of wind, solar and other renewable forms of energy. Wal-Mart has solarpanel installations and is experimenting with wind power. Google has invested money in a Texas wind farm, solar installations and other projects. And IKEA has wind turbines in other countries, Denmark and Canada among them, and has installed solar panels on top of some of its retail locations. For the Hoopeston project, Olson said IKEA will receive some form of government incentives, though he declined to name the source or their dollar value. Both the Illinois Department of Commerce and Economic Opportunity and officials in Vermilion County, where the project is located, say they’re not providing tax breaks or other incentives.
The key federal subsidy for wind-energy generation, the Production Tax Credit, expired at the end of 2013. Right now, Olson acknowledges, windpower generation needs government incentives to make money. But he insists the company isn’t building a wind farm just for public relations reasons. “Part of that calculation isn’t just the immediate return on investment,� he said, adding that the company had calculated costs and potential benefits out over 20 years. “It’s also looking at the future growth in energy costs and making sure we can offset that in the future. “We will not lose money during this process.� The company might be able to generate some of that value through pure good will, including the appeal of a wind farm to its retail customers, said Don Fullerton, a professor of finance who focuses on energy policy at the University of Illinois. “Even if they lose money now, they think the goodwill gener-
ated by being clean and sustainable can attract future customers and investors who care about such stuff,� he said. IKEA will be the third owner of the project, which was first granted permits in 2011. Vermilion County board Chairman Gary Weinard is cautiously optimistic that, this time, the project will be built. And he estimates it’ll be worth more than $1 million a year in property taxes to a rural county where economic growth can be a struggle. “If and when it occurs, and I think it be positive,� he said.

uts. And water. That’s really all there is to nut milk. Maybe you’ve noticed all the dairy-free milk brands vying for attention at your local market. Nut milks – and other plant-based milks such as soy, rice and even coconut – are hot right now. Whether you’re lactose-intolerant or have perhaps “consciously uncoupled� yourself from dairy, plant-based alternatives are a growing market for both health- and fadrelated reasons. But have you bothered to check the back of the box? In addition to nuts and water, you’ll most likely find a litany of additional ingredients. Some are added to lend flavoring and/or sweetness, others to fortify the milk with vitamins and minerals. Some, like seaweed-derived carrageenan, are added to thicken and emulsify the milk, while still others work as preservatives to extend shelf life. It was enough to make me wonder how hard it would be to just make it myself. Believe it or not, homemade nut milk is incredibly simple: Soak nuts, blend and strain. Voila. There are plenty of recipes for nut milks available on the Internet, but the method is basic: Take raw nuts and immerse them in a bowl of water. Soak the nuts until they’re noticeably plump (kind of like soaking raisins), at least several hours and up to a day or so. Drain the water and give the nuts a good rinse, then place them in a blender with fresh water and blend away to your heart’s content. When the nuts are pureed, strain the liquid. Because of the fine grit from the nut pulp, the liquid will need to be carefully strained. Several layers of cheesecloth over a mesh strainer work well, as does a tea towel. But the best thing I’ve found is something called a nut milk bag (yes, that’s the name, and it can easily be found on the Internet). Fill the bag with puree and gently squeeze the liquid out; the bag works wonders at removing the grit to give the milk a nice, smooth texture. After the liquid is strained, adjust the consistency with additional liquid to suit your taste. Most methods I’ve seen call for a ratio of 1 cup of nuts to 3 or 4 cups water. I personally prefer one pound of nuts (a little over three cups) to around six cups of water for a nut milk similar in consistency to whole dairy milk. To create a “cream,� allow a little of the finer grit in with the milk and reduce the water for a thicker consistency. Because homemade nut milk will naturally separate over time, store it in a container with a tight-fitting lid so you can give it a good shake before using. Once it’s made, the milk will keep, refrigerated, for three to five days. As for the leftover pulp, save it. You can use it in so many things. Flavor the pulp and use it as a spread, add it to a shake or fold it in with pancake batters or dips. Or simply spread the pulp out and slowly dry it in a low oven to make nut meal. Variety of nut milk flavors Almond is by far the most popular nut milk around, but why stop there? I loved experimenting with hazelnut and pistachio milks, neither of which you’re likely to find at the store. And macadamia nuts make an extra smooth and creamy milk, perfect when substituting for dairy in a rich mushroom bisque. Flavorings and sweeteners are easy to add to homemade milks, though I’d recommend against them if you plan to use the milk in savory recipes. Toss a little vanilla or spice in the blender with the nuts when you’re ready to puree, or sweeten with dates, honey, agave or maple syrup. Basic Nut Milk and Cream 15 minutes, plus soaking time. Makes about 5 cups milk. Ingredients: 1 pound raw, shelled nuts Directions: 1. Place the nuts in a bowl and cover with 2 inches of water. Cover with plastic wrap and refrigerate to soak at

Place the nuts in a high-speed blender (this will need to be done in a couple of batches) and add enough water to cover by an inch. Puree until completely smooth. 3. To make nut milk, pass the nuts and liquid through a nut milk bag or cheesecloth-lined fine mesh strainer. You can squeeze the bag or work with a spatula to make sure you get as much of the liquid as you can. The final “milk� should have the smooth consistency of whole dairy milk; if desired, add water to thin. This makes about 5 cups nut milk (consistency will depend on the type of nut and amount of water added while blending, and can vary from just over 4 cups to around 8 cups or more, depending on desired consistency). To make nut cream, after blending the nuts, pass the nuts through a strainer to weed out any coarse bits (eliminating the cheesecloth or use of a nut milk bag will allow more solids to pass through to thicken the cream). This makes about 6 cups cream. The strained liquid should have the consistency of heavy cream. 4. The nut milk or cream will keep for up to five days, covered and refrigerated. The nut milk or cream will naturally separate; simply give it a quick stir or shake to reconstitute before using. NOTE: Keep the discarded nut meal after straining, as it can be used in a variety of ways (including adding to oatmeal, yogurt, dips or soups, as well as using the dried meal in tart or pie crusts, cookies or fillings). To dry the meal, spread it out on a rimmed baking sheet and place in a 250-degree oven for a few hours, stirring occasionally, until the excess moisture is evaporated. Vegan Almond Sable Cookies with Cacao Nibs 45 minutes, plus cooling time. Makes about 1 1/2 dozen cookies. Ingredients: 2/3 cup plus 2 tablespoons refined coconut oil, at room temperature 1/3 cup vegan sugar
1 teaspoon vanilla extract 1/2 teaspoon almond extract 1/4 teaspoon salt 2/3 cup almond meal 1 cup (41/4 ounces) flour 1/2 cup cacao nibs Directions: 1. In the bowl of a stand mixer fitted with a paddle attachment, or in a medium bowl using a hand mixer, beat together the coconut oil, sugar, vanilla extract, almond extract and salt until well combined, 1 to 2 minutes. 2. By hand, stir in the almond meal and flour until thoroughly incorporated. Use your hands if needed to knead the ingredients, still in the bowl, together to form a uniform dough. Stir or knead in the cacao nibs. 3. Form the dough into a log approximately 2 inches in diameter, and roll in a sheet of plastic wrap (the dough will be crumbly, and the plastic wrap will keep each cookie in place as it is sliced). If the dough is too soft to slice, refrigerate the log to firm it up, 10 to 15 minutes. 4. Heat the oven to 350 degrees. Cut the log, still in the plastic wrap to support the dough, crosswise into slices one-fourth-inch thick. Remove any pieces of plastic wrap and space the slices 11/2 to 2 inches apart on parchment-lined baking sheets. Tip: Rotate the log one quarter-turn in between slices to keep the round shape of the cookies as they are sliced. 5. Bake the cookies until set and very lightly colored, 16 to 20 minutes, rotating the cookies halfway through for even baking. 6. Place the baking sheets on a rack and cool the cookies completely before removing. NOTE: Sugar is often processed using animal bone char, which is unacceptable to many vegans. This recipe calls for vegan sugar (animal-free processing), which is generally available at health food markets, as well as online.

OREGON – Ogle County Sheriff Michael Harn has yet to answer specifically what he did with money from the Oregon Park District. In both 2012 and 2013, the Sheriff’s Department received $ 5 , 0 0 0 checks from the district as part of a police services agreement. Michael The park Harn district says the first check was deposited, but the county treasurer says he has no record of it. The second check was never cashed. In a brief email Thursday, Harn wrote, “The [first] check was cashed and the money was at the Sheriff’s office. ... The second check was at the Sheriff’s office.� Harn, who has come under question for his handling of the money, has provided no documentation on the first check. Sauk Valley Media submitted a public records request for that information Monday. Under state law, Harn has until early next week to respond or seek an extension. On March 28, Ogle County Sheriff Michael Harn walked into the

In February, the board decided to have the treasurer’s office handle the tow fund, but Harn has yet to turn it over.
