‘Great time to stop by and pray’ Most churches will offer the sacrament from 9 a.m. to 8 p.m. on that day. Plans for a “Be Reconciled� day were announced this month during parish Masses. Traditionally, Lent is a 40-day period of fasting and prayer that begins on Ash Wednesday and ends on Holy Saturday. This year, that is March 5 through April 19. Confession should be about honesty, not guilt, said the Rev. Bernard Sehr, parochial administrator at St. Patrick Catholic Church in Dixon. “In a world where we tend to distance ourselves from any wrongdoing, this is a time to remember that we don’t do everything perfectly, but we always have the opportunity to come back to God,� Sehr said.

ROCKFORD – The Rockford Diocese is reaching out to Catholics during Lent with an intiative to make it easier for them to receive the Sacrament of Reconciliation. The “Be Reconciled� effort has been launched throughout the diocese, which includes 105 parishes in 11 counties. The Sacrament of Reconciliation is also known as confession or penance. In the Catholic Church, parishioners confess their sins to a priest and are given absolution through doing penance. Bishop David Malloy asked all diocesan parishes to add April 9 to their regular confession schedules.

St. Patrick also invites people to come to the church on April 9 for adoration, a time set aside for general prayer. “It’s a great time to stop by and pray, even if you don’t go to confession,� Sehr said. At St. Mary Church in Sterling, confession has also been offered in English and Spanish after many of the 8:30 a.m. daily Masses and from 1 to 3 p.m. during Lent. Because St. Mary is the only area Catholic Church with two priests, it also will help other churches with confessions. This is an opportunity to get people back to church and get those who never left in a better spiritual place, said the Rev. James Keenan,

pastor at St. Mary. “We want to show our presence in a very public way for people in need,� Keenan said. “It is a good time to seek out a priest, be reconciled, and feel good about the journey.� Keenan also stressed the important of being honest with oneself. Lent and the Easter resurrection is a call to Catholics to always be prepared to meet God, Keenan said. “The 40 days of Lent are preparation for that moment,� Keenan said. “We don’t know when we’ll close our eyes for the last time. This is a reminder to always be ready and forgiven so we can meet him in purity and honesty.� In a letter to all Catholics

announcing the initiative, Malloy stressed the importance of forgiveness as a Lenten theme. “As Catholics, the primary way to seek forgiveness year round, but especially during Lent, is through the Sacrament of Reconciliation,� the bishop said. Malloy also asked those in the diocese to reach out to each other. “There are many people who have felt the longing for reconciliation, but because of fear or other reasons, have put off going to confession,� Malloy said. “If you know someone who has been away from the Sacrament of Reconciliation, invite them to ‘Be Reconciled’ on April 9 or anytime during Lent.�

ecently, I wrote that the Republicans had a lot more competition in their primaries than the Democrats. I suggested that Democrats consider voting in the GOP primary, because key local races had no Democrats. The column prompted a Facebook discussion about political bias in our newspaper. One person wrote that we were keeping out news about Matt Becker, write-in candidate for the Democratic primary for the 90th House District, which is currently represented by Tom Demmer, R-Dixon, who is running unopposed in his primary. “Doesn’t the Shaw family back Demmer? And isn’t the Shaw family a part of the Sauk Valley Newspapers? Hmmm.

Weird. No wonder nobody has heard of Matt Becker!� one Facebook commenter wrote. Another poster, Tom Boken, noted – correctly – that Shaw Media CEO Tom Shaw donated $1,000 to Demmer’s campaign in the last go-around, in which he faced Boken. Actually, we have had references to Matt Becker in the newspaper. A couple of months ago, someone told me about his

candidacy but warned that Becker might not want to do an interview with us because of our CEO’s support of Republicans. I called Becker and told him I would be happy to interview him. He said he might get back with me. He didn’t. If you read the comments about our biases, you have found out that Sauk Valley Media’s newsroom dwellers are apparently loyal soldiers for Republican causes – until we aren’t. In another part of my column, I noted that public employee unions were trying to encourage their mostly Democratic members to ask for the GOP ballot so they could vote for the union-friendly Kirk Dillard over the union-unfriendly Bruce Rauner.

That part of my column irritated at least one reader. “Giuliani’s little plug for Democrats to vote against Rauner is him letting his politics influence his writing. I’m sure he wouldn’t agree, but it’s obvious to everyone else, David.� Obvious to everyone, except for those who take the opposite view. For the record, Shaw Media endorsed Bruce Rauner, and this newspaper published the company’s editorial March 1. Am I in trouble?

Committee to recommend going with plan To attend

DIXON – The strategic planning committee for Dixon Public Schools is expected to recommend that the school board hire a consulting firm to help with community engagement and input about the district’s future. The committee, made up of school board members, district staff and community members, has been meeting since June to evaluate the district’s facilities and decide if a master plan for the future should be put together. The committee met Thursday night and came to the consensus that the district’s facilities weren’t adequate

The committee previously meet with representatives from two architectural firms about what the district could do to improve its schools, from adding a new high school to renovating all its buildings. A representative from each firm was at the meeting Thursday night. The decision about which firm to hire – which isn’t limited to the two that met with the strategic planning committee – will come from the school board.

STERLING â&#x20AC;&#x201C; There was a time when public roadways with 100-foot right of ways came in handy downtown near the river, but many things have changed since the city planners of yesteryear established them. The Plan Commission on Thursday recommended that the city establish a building setback overlay district for a primarily residential area that extends from portions of Wallace to 12th streets and incorporates some homes from Locust to 8th avenues. The setback would be reduced to zero to allow residents to make certain home improvements, such as

City planning consultant Dustin Wolff said the 100-foot right of ways are very wide for a residential area. â&#x20AC;&#x153;Some of these houses are set way back, making it look like they have a really big front yard, but with the curb and right of way, they canâ&#x20AC;&#x2122;t do anything with it,â&#x20AC;? Wolff said. The issue was brought to the cityâ&#x20AC;&#x2122;s attention by several frustrated resi-

dents. â&#x20AC;&#x153;Some people have come in about adding a porch or making some other improvement, and they were told they couldnâ&#x20AC;&#x2122;t do it with the big right of way,â&#x20AC;? Building and Zoning Superintendent Amanda Schmidt said. Setting up the overlay district would be the better of two options, Wolff said. The city owns the right of ways and could have given them back to property owners, but the city would have had to redraw boundaries. Changing the right of way would cost tens of thousand of dollars, Wolff said. â&#x20AC;&#x153;It would be much easier to reduce the setback for front yards to zero,â&#x20AC;?

Wolff said. Commissioner Karen Chevalier asked if there would be any additional taxes for property owners. She was told the setback change would not affect property taxes. The wide right of ways were likely established long ago, in case the downtown area became more commercial, rather than residential. If the City Council approves the overlay district setback change, there would still be about 25 feet between the front yards and sidewalks, Wolff said. â&#x20AC;&#x153;We just want to change the code to reflect todayâ&#x20AC;&#x2122;s situation,â&#x20AC;? Wolff said. â&#x20AC;&#x153;We want to encourage people to invest in their homes.â&#x20AC;?

Report: Oil pipeline expected to be finished by mid-2014 FLANAGAN (AP) â&#x20AC;&#x201C; A 600-mile pipeline extending from Illinois to Oklahoma could be ready by this summer. Thatâ&#x20AC;&#x2122;s according to a report by WNIJ Radio. The pipeline belonging to Enbridge Inc. of Calgary, Alberta will carry tar sands from Flanagan, near Pontiac to Enbridgeâ&#x20AC;&#x2122;s terminal in Cushing, Okla. It also travels through Missouri and Kansas. From Oklahoma, the oil could be moved through existing lines to Gulf

Coast refineries. The Flanagan South pipeline runs parallel to another Enbridge route thatâ&#x20AC;&#x2122;s already in place. Construction began in August 2013. A spokeswoman for Enbridge says work is Illinois is mostly complete. But this winterâ&#x20AC;&#x2122;s bitter temperatures slowed down work putting topsoil back over the pipeline in some areas. Still the project is set to be done in mid-2014.

Eavesdropping law erased Court calls overly broad statute unconstitutional CHICAGO (AP) â&#x20AC;&#x201C; Illinoisâ&#x20AC;&#x2122; Supreme Court declared one of the nationâ&#x20AC;&#x2122;s toughest eavesdropping laws unconstitutional, saying Thursday that the statute was so overly broad that it would technically make the recording of screaming fans at a football game a crime. The ruling is a final and decisive defeat for the Illinois Eavesdropping Act, which had made it a felony for someone to record conversations unless all parties involved agreed. The 1961 law violates free speech and due process protections, and is way too broad in scope, the court decided in unanimous decisions in two related cases focused on audio recordings. State legislators will now have to draft new

rules in a very different privacy environment than existed five decades ago. â&#x20AC;&#x153;The burden is now on the legislature to craft a statute that actually serves the goal of protecting privacy â&#x20AC;&#x201C; and that does so without infringing on the rights of citizens to keep public officials honest,â&#x20AC;? said Gabe Plotkin, a lawyer for Annabel Melongo, a defendant in one of the two cases. Melongo spent nearly 2 years in jail after being charged under the statute for recording a Cook County court official over the phone who she believed wasnâ&#x20AC;&#x2122;t carrying out her duties properly. The Illinois law had suffered earlier defeats, including in 2012 when the 7th U.S. Circuit Court of Appeals struck down a provision that barred anyone from video recording police officers doing their jobs in public. â&#x20AC;&#x153;Instead of serving as

a shield to protect individual privacy, the statute was written so broadly that it allowed the state to use it as a sword to prosecute citizens for monitoring and reporting on the conduct of public officials,â&#x20AC;? Plotkin said. State Rep. Elaine Nekritz, a vocal opponent of the lawâ&#x20AC;&#x2122;s ban on recording police, said the eavesdropping law did help establish what she described as a sound principle that two parties in a clearly private conversation must both agree about recording the conversation. â&#x20AC;&#x153;Some lawmakers may try to abandon the twoparty consent rule, and I donâ&#x20AC;&#x2122;t support abandoning it (altogether),â&#x20AC;? the Northbrook Democrat said. â&#x20AC;&#x153;We need to have an eavesdropping law. ... â&#x20AC;&#x153;the fear of having private conversations exposed to the public may have a chilling effect on private speech,â&#x20AC;? they said in their opinion in People v. Clark. But as written, Illinoisâ&#x20AC;&#x2122; law criminalizes recordings of conversations that are clearly public, the high court concluded. Under the law, it said, recording a political debate on a college quad, a vocal argument on a street corner or fans yelling at a game could be deemed a crime. Whether someone has an expectation of privacy is often the standard nationwide for deciding if a conversation is private or not, but Illinoisâ&#x20AC;&#x2122; statute does not include that

guideline, the justices added, suggesting that was a serious flaw. The ubiquity of smartphones and sophisticated listening technology made it that much harder to impose the appropriate restrictions, the court conceded. But it said that didnâ&#x20AC;&#x2122;t justify a statute so sweeping and ill-defined. The eavesdropping law also affected the work of the media, prohibiting them from recording an interview subject over the phone without that personâ&#x20AC;&#x2122;s consent. The lawâ&#x20AC;&#x2122;s demise raises questions about whether the legal obligation remains in effect. Melongo made her recording and posted it online because she said

the official wouldnâ&#x20AC;&#x2122;t correct a mistake in a transcript of a separate case related to her. The Cook County stateâ&#x20AC;&#x2122;s attorneyâ&#x20AC;&#x2122;s office appealed to the high court after Melongoâ&#x20AC;&#x2122;s trial judge dismissed the charges. A brief statement from the Cook County prosecutorâ&#x20AC;&#x2122;s office Thursday said there had been â&#x20AC;&#x153;misplaced criticismâ&#x20AC;? of stateâ&#x20AC;&#x2122;s attorneys for charging individuals under the law, adding that prosecutors were following their duty to enforce the law. â&#x20AC;&#x153;Todayâ&#x20AC;&#x2122;s ruling invalidating it brings muchneeded resolution on this issue as it is no longer the law of the state of Illinois,â&#x20AC;? it said.

I need a bowl of dan dan noodles immediately and make out a grocery list for that and her recipe for wontons. An hour later, Iâ&#x20AC;&#x2122;m in the kitchen making her Sichuan wontons with a stuffing of ground pork seasoned with Shaoxing wine, white pepper and spring onion greens. Iâ&#x20AC;&#x2122;ve found it makes an enjoyable afternoon to invite friends over to help make a batch or two. Weâ&#x20AC;&#x2122;ll sit around the table or stand side-by-side at the counter, talking, listening to music and folding wonton wrappers to our own rhythm. The repeated gestures of dabbing a teaspoon of filling onto each square wrapper, slicking the edges with water, folding the wrappers corner to corner and then bringing the other two corners together are curiously soothing. Daydreaming, I remember not Szechuan province, where Iâ&#x20AC;&#x2122;ve never been, but Bologna, Italy, where I once spent a winter month learning to make gnocchi at a trattoria and hanging around a laboratorio where three or four elderly women made pasta by hand around a big wooden table. Their tortellini were the smallest

and most delicate Iâ&#x20AC;&#x2122;d ever seen, destined for tortellini in brodo (in broth), which, except in flavoring, isnâ&#x20AC;&#x2122;t all that different from wonton soup. The shape of the stuffed dumpling is the very same. Only in Italy, the shape is supposed to have been inspired by the goddess Venusâ&#x20AC;&#x2122; navel, while in Sichuan, Dunlop writes, they are known as â&#x20AC;&#x153;folded armsâ&#x20AC;? (chao shou). â&#x20AC;&#x153;Some say this is because the raw dumplings look like the folded arms of a person sitting back in relaxation,â&#x20AC;? Dunlop writes, â&#x20AC;&#x153;others that itâ&#x20AC;&#x2122;s because of the way they are wrapped, with one corner crossed over the other and the two pinched together.â&#x20AC;? As we finish each, we line the dumplings up on a cookie sheet like columns of soldiers. Half of a double batch will go into the freezer and, once theyâ&#x20AC;&#x2122;re frozen, Iâ&#x20AC;&#x2122;ll transfer them to Ziploc bags. The other half weâ&#x20AC;&#x2122;ll eat for supper (they take only minutes to cook), garnished in the bright heat of chili oil, crushed garlic and soy sauce infused with the flavors of Sichuan peppercorn, star anise, cinnamon and ginger.

Sichuan Wontons in Chili Oil Sauce 1 hour. Makes about 2½ dozen wontons 3 â &#x201E;4 ounce (thick and about 2 inches long) piece of ginger, unpeeled 5 ounces minced pork ½ egg, beaten 1 teaspoon Shaoxing wine ½ teaspoon sesame oil Salt

Ground white pepper 3 tablespoons stock 5 tablespoons finely sliced green onions, green parts only, divided 1 (200 gram) package of wonton wrappers Plain flour, to dust 3 to 4 tablespoons sweet, aromatic soy sauce, or 3 to 4 tablespoons light or tamari soy sauce with 1½ to 2 teaspoons caster sugar 5 to 6 tablespoons chili oil, with its sediment 2 to 4 heaped teaspoons crushed garlic Directions: 1. Crush the ginger with the flat of a cleaver blade or a rolling pin, and put it in a cup with just enough cold water to cover. Place the pork, egg, Shaoxing wine and sesame oil in a bowl with 1½ teaspoons of the ginger water and 1â &#x201E;4 teaspoon salt and 1â &#x201E;8 teaspoon pepper, or to taste. Stir well. Mix in the stock, 1 tablespoon at a time. Finally, add the 3 tablespoons finely sliced green onions. 2. Fill a small bowl with cold water. Take a wonton wrapper and lay it flat in one hand. Use a table knife or a small spatula to press about 1 teaspoon of the pork mixture into the center of the wrapper. Dip a finger into the cold water, run it around the edges of the wrapper and fold it diagonally in half. Press the edges tightly together, moisten one of the corners, overlap with the opposite corner and press firmly to seal the dumpling. (They will look like Italian tortellini.) Lay on a flour-dusted tray or large plate. 3. Bring a large pan of water to a boil over high heat. Meanwhile, prepare

In each bowl, place 1 tablespoon of the sweet, aromatic soy sauce, 1½ tablespoons chili oil with sediment and one-half to 1 heaped teaspoon of crushed garlic, to taste. 4. When the water has come to a boil, drop in the wontons. Stir gently to make sure they do not stick together. When the water returns to a rolling boil, pour in a small cup of cold water to calm it down. When the water has come to a boil for the third time, the wontons should be cooked through (cut one open to make sure). Remove the wontons with a slotted spoon, drain well and divide among the prepared serving bowls. Scatter each bowl with some of the remaining green onions.
