STERLING â€“ Officials at CGH Medical Center will show off their $8.6 million emergency department expansion Tuesday. The 22,500-square-foot department, not yet open to the public, has 25 private treatment rooms, two trauma rooms containing two additional beds, six patient easy care bays, three triage rooms, and a streamlined patient registration and triage process. The renovated addition took a little longer than 14 months to complete, and approval from the Illinois Department of Public Health is expected by early April.

Once that happens, CGH can begin treating patients there, spokeswoman Nicole Bollman said. â€œWeâ€™re very excited to have the new part of this project available to us in the near future,â€? said Shirley Wolford, director of the emergency department. â€œWith the additional space, we will be able to provide more personalized, private care and comfort for our patients.â€? For security purposes, the new emergency department will have secured access. Patientsâ€™ visitors will be limited, and the double doors on LeFevre Road will be locked after 8 p.m. Visitors entering the emergency department entrance after that will be issued a

visitorâ€™s badge. The expansion, which is being paid for by debt restructuring and the issuance of bonds, is much needed, hospital officials have said. The emergency department had 4,000 visits in 1971, between 14,000 and 17,000 in 1993 (when the current space opened), and nearly 30,000 visits in 2012. The expansion is designed with 40,000 visits a year in mind. â€œWe are committed to meeting our expanding patient needs,â€? added Cindy Zander, CGH vice president and chief operating officer. â€œThe newly designed emergency department will better serve our communities long into the future.â€?

ROCK FALLS – City Building Inspector Mark Searing requested emergency funds at Tuesday’s council meeting to address a safety issue at a downtown building. Searing was authorized to spend between $1,400 and $2,000 to fix the crumbling brick facade at the former Lopez Western Wear, 111 W. Second St. “About 3 weeks ago, the facade collapsed from the building, and after looking at the situation, we need this funding to make the surrounding sidewalks and streets safe,” Searing told the council. Engineering consultant Brian Frickenstein said the building isn’t even safe enough for anyone to go inside for a closer inspection. City Attorney Jim Reese said the ownership of the building isn’t really clear at this point, which complicates matters.

“Foreclosure proceedings started several years ago, but the bank never assumed ownership,” Reese said. “If the bank knew there were structural problems, that could have something to do with why.” Searing said the former owner had been told to take care of the problem, but he never did. “We had to hire a contractor to take the brick down all the way to the ground,” Searing said. “We have to pay for that, but we can go after the owner for reimbursement.” This isn’t the first time falling bricks have been a problem in the area. Part of the area surrounding Micro Industries at 200 W. Second St. was roped off last year when loose bricks were falling from the building. After several conversations with the city, the owner hired a firm to address the ongoing problem. Searing said a similar problem was addressed

many years ago at Corner Tap on West Second Street. The upper brick facade collapsed 3 years ago at the former Livery Stable building that is now a warehouse for Wheelock Furniture at 101 W. Second St. The building is owned by Alderman Daehle Reitzel. “It was about a 10-by12 piece that just fell right off and made a horrible noise,” Reitzel said. “The metal parts that hold these facades up just erode with time, and it can be very difficult to know that there is a problem.” A crumbling brick wall facade also is being fixed at La Familia Restaurant, 201 W. Second St. In fact, there were previous problems at the Western Wear building. “The south wall had been bowing, but someone noticed the problem, and the owner removed it and put a protective layer back on,” Searing said. Searing said some of

the downtown buildings are only about 4 feet apart, which in the case of the latest incident at the Western Wear building, produced a domino effect. “When the bricks fell, it broke off a furnace vent at the youth center next door, and carbon monoxide got in the basement,” Searing said. “Luckily, there wasn’t anyone in the building at the time.” City officials are concerned that the problem is likely to get worse, because many of the buildings in the area were built in the late 1800s. The most problematic buildings seem to be ones such as Western Wear that are wood-frame structures that at some point were revamped, and the brick facade was put on later as a protective covering. “There’s a lot of age on these buildings, and it’s a hard call for me to make because I’m not a structural engineer,” Searing said. Alderman Brian Snow asked if the city had a plan in place to regularly check for safety issues at downtown buildings. “Although this is obviously apples and oranges, Chicago has an ordinance in place that says downtown building owners must have inspections done on an annual basis,” Frickenstein said. “Maybe

we could look at doing something along those lines.” Reitzel believes the situation can be addressed without an ordinance. “There are too many regulations on businesses and property owners already,” Reitzel said. “I think that would just be taking it too far.” Searing said the issue will be discussed at the next Building Code Committee meeting.

States trying to get food stamp recipients to work GOP aims to cut program that cost $74B in 2014 WASHINGTON (AP) – Illinois is among 10 states that will test new ways to get food stamp recipients back to work, using Agriculture Department grants aimed at helping some of the 46 million Americans who receive benefits to move off the rolls. The grants come as the Republican Congress is exploring ways to cut the program, which cost $74 billion last year – twice its cost in 2008. Some in the GOP have proposed stricter work requirements as a way to do that. The winning ideas ranged from using career coaches to quicker training courses to mental health assistance. In Georgia, where Agriculture Secretary Tom

Vilsack will announce the assistance today, participants would use an online tool developed by the state to create individualized work plans. Vilsack also previewed the announcement Thursday in Kentucky, where the state will work with local employers and teach skills for in-demand jobs, like food service. California will test child care programs for people who need work training as part of a family-centered approach. Other states receiving the grants are Illinois, Delaware, Kansas, Mississippi, Vermont, Virginia and Washington state. Vilsack said 35 states applied for the $200 million in grants, which were part of a wide-ranging

farm bill that became law last year. The 5-year farm bill sets policy for agricultural programs and nutrition aid like food stamps, now called the Supplemental Nutrition Assistance Program, or SNAP. House Republicans held up the bill for almost 2 years, arguing that food stamp spending needed to be cut. In the end, the bill made an estimated 1 percent cut to the program and established the grants for states to test work training programs. Vilsack said the grants will help USDA identify what works and doesn’t work in terms of getting people to work. The federal government provides the money for

food stamps but states administer the programs, with regulations varying from state to state. As part of the grant program, USDA is contracting two private research organizations to evaluate the states’ performance. Only about a fifth of SNAP recipients are eligible for training. The rest are elderly, disabled, children or already in the workforce. House Agriculture Committee Chairman Mike Conaway, R-Texas, has started a comprehensive review of the program with an eye toward cutting costs, and Senate Agriculture Chairman Pat Roberts of Kansas has pledged a similar review. Conaway praised the grants, saying that states’ innovative approaches “will help able-bodied

SNAP recipients climb the economic ladder.” As in past years, a House budget proposed this week would transform the program into block grants to states, a move that could cut tens of billions from the program. A Senate version of the nonbinding budget resolution called for cuts to programs like SNAP but was not as specific in how they should be

done. Vilsack said he has “deep concerns” about the House proposal and said the job training is a better way to make SNAP work. With block grants, “you are either going to cut people or cut benefits, and both approaches are the wrong way,” Vilsack said.

State to divert ‘fair share’ fees from unions Largest group immediately condemns idea SPRINGFIELD (AP) – Illinois Gov. Bruce Rauner, dogged in attempts to eliminate fees paid to unions by workers who choose not to join, has instructed state agencies to divert money from nonunion employee paychecks away from organized labor until a judge settles the matter. In a memo obtained by The Associated Press, general counsel Jason Barclay directs departments under the Republican governor’s control to create two sets of books, one of which would move deductions from nonunion members to the operations budgets of state agencies instead of to the unions, although the money would not be spent. The idea was immediately condemned by the American Federation of State, County and Municipal Employees, the largest of two dozen unions that filed a countersuit over an executive order Rauner signed last month calling the fees a freespeech violation. He’s seeking a federal court’s declaration that they are unconstitutional. “This legally questionable scheme shows the

lengths to which Gov. Rauner will go in his obsession to undermine labor unions,” AFSCME executive director Roberta Lynch said in a prepared statement. “To frustrate lawful fair-share agreements, Rauner is ordering payroll staff to make unauthorized reductions in employees’ established salaries.” The process outlined in the memo calls for preparing one payroll report with the “proper pay” and one, to be processed, that reduces the worker’s gross pay by an amount equal to what nonunion workers normally pay in so-called “fair share” fees. It is not clear how the deductions would affect federal tax withholding or health-insurance payments. Taxes are based on gross pay – if it’s lower, less is withheld, creating potential headaches down the line. “We are confident in the process laid out in the memo,” Rauner spokeswoman Catherine Kelly said in a prepared statement. “It’s no surprise that AFSCME is doing everything in their power to deny state employees from exercising their First Amendment rights.” Lynch questioned what legal liability those payroll employees would face in issuing “inaccurate checks.” The system

here is no fear in this dojo. After all, toddlers can smell fear. I’m also convinced they can smell peanut butter. And the moment I start in on my signature sushi, they get a little wild. Not real sushi, silly. PB&J sushi. You’ll notice a theme with my columns on feeding our twin 18-month-olds, Anna and Elise: I’m by no means a cook. I’m a guy with a million tricks on how to take everyday meals and make them fun. The kiddos, they love fun. And the parents, they love happy kiddos. Those parents are my comrades. I’ve been in the trenches, man, taking alligator-tear grenades

as my girls thumb their noses at the same PB&J sandwich they just had last week. Mix, it up, dad!, they wail. So I brainstorm, and I comply. After all, it’s not just we adults who eat with our eyes. I’m convinced that if the tiny ones see effort on their plate, they respond well. If not, they’re sending it back to the kitchen. And though I’ve yet to receive a tip, that doesn’t mean I’m about to stop trying.

With a rolling pin (or pint glass), roll the crustless slices of bread until they’re super-thin. We’re talking flour tortilla thin here. Spread peanut butter edge-to-edge, then add the thin layer of jelly. Too much jelly, and it’s going to come gushing out during the rolling process. Speaking of which, roll each slice of bread from bottom to top, as tightly as you can. Imagine they’re area rugs, and you didn’t rent a U-Haul in time. They’ve gotta go in your Geo Metro.
