50 Years of Petunia Magic Rusted Root highlights this year’s music lineup BY MATT MENCARINI

DIXON – It snowed Wednesday, but for about 30 minutes in the afternoon in a conference room on the second floor of Town Square Center, the focus was on the summer. The lineup and other details about the 50th annual Petunia Festival were revealed during a press conference. Among the musical acts are Rusted Root, Parmalee and Apache Relay, who previously performed in Dixon during the Mumford & Sons show in 2012. It was a big decision to move the location last year, accodring to Dave Johnson, the festival’s vice president of operations, and something that made the festival organizers nervous. “And that was something we didn’t take lightly, and something we were all sort of eagerly anticipating how well it would be received,� he said. “And it was a phenomenal success. All we heard last year was how great the people liked it

down there and what a nice venue it was.� The festival will be Wednesday through Sunday, July 2-6. New additions to this year’s event include an exhibit looking back at the 50 years of the festival; a Bingo Kick Off event on May 5, 50 days before the start, and a Dixon-style luau on the riverfront. The Taste at the Petunia Festival will also be kept at the riverfront and will have 10 to 12 vendors, the festival’s vice president of marketing, Theresa Sholders said. The Petunia Festival will again partner with Dixon Main Street and use its Hennepin Avenue office as a base of operations leading up to the festval, Johnson said. The carnival will be kept at the high school. Other family events include children’s games on the Old Lee County Courthouse property on Friday, July 4, and fireworks along the riverfront Sunday, July 6. There will be no admission to the festival area on both family days.

The Petunia Festival parade will be held Sunday, July 6, with the theme 50 Years of Petunia Magic. The parade route will be changed “slightly,� festival organizers said, because of the downtown streetscape project. A second stage near the Rock River will be added this year, and the music and the Taste at the Petunia Festival will remain on the riverfront, Johnson said. The festival’s entertainment committee wanted to take advantage of the amphitheater area along the riverfront, said Main Street Executive Director Josh Albrecht – also a festival board member. So a second stage will be added to keep musical performances constant. “One of the things we wanted to get away from was dead air, if you will, when acts are changing over on the main stage,� he said. “This will provide sort of a continuous stream of entertainment through out the night.� Rusted Root, a popular band from the 1990s best known for the song

“Send Me On My Way,� will perform on the main stage on the festival’s first day. Old Shoe, a Chicago-based band, will also perform on Day 1. Day 2 will be headlined by Parmalee, who were semifinalists for the Academy of Country Music’s 2014 New Artist of the Year award. Other performers on the Petunia Festival’s “country night� include Olivia Dvorak and Brushville. The Wood Brothers will headline Day 4 – Saturday, July 5 – the same day that will see performances by Apache Relay and Sun Stereo, among

DIXON – The defense attorney for a former Amboy man accused of murder argued Thursday in favor of barring some previous convictions from being admitted as evidence. Matthew W. Welling, 33, accused of killing Delmar Daniels in his home during July 2012, is charged with first-degree murder in the incident. Lee County State’s Attorney Anna Sacco-Miller said that she intends to use the two past convictions as evidence that Welling has a penchant for losing control when he’s intoxicated.

As the death of Daniels happened while Welling was intoxicated, she thinks the convictions are relevant. One of the convictions is for a DUI offense, but the second, and the one Sacco-Miller sees as being more relevant to the matter at hand, is a December 2008 misdemeanor battery that Welling was convicted of in DeKalb County. According to Sacco-Miller, who was citing court documents, Welling was involved in a fight while intoxicated during which he punched one man in the chest and choked another so severely that a third man was unable to tell whether the choked man was dead or alive. The man Welling choked was, apparently, later revived. Welling’s attorney, Lee County Public Defender Bob Thompson, argued in Lee County Court that

presenting that conviction as evidence would show his client in an unfair light, as a misdemeanor battery that occurred while intoxicated could hardly be compared to intentionally killing someone. “The state cannot use a misdemeanor to prove a murder,� Thompson said. “There’s nothing related here.� Judge Ron Jacobson reserved judgment on that matter until Monday, as well as a request filed by the state. That request was filed by Sacco-Miller in response to Jacobson’s decision to bar her from presenting evidence or referring to Welling’s alleged threats to kill, or come back and kill, two men during a fight that happened the same night of, but before, Daniels’ killing. Jacobson originally decided not to allow those

statements to be discussed during the trial because the defendant is not charged with killing either of the men, and neither is mentioned in the indictment. In her motion to reconsider, Sacco-Miller writes that the importance in those statements lies in that Welling intended to kill someone that night; he just happened to knock on the wrong door. Sacco-Miller cites an Illinois case that decided a person can be found guilty of murdering someone, even if the defendant intended to kill someone else. The Daniels’ home was apparently similar in appearance, and within a block of the home of someone Welling had argued with earlier in the night, Sacco-Miller said. In Sacco-Miller’s motion, she writes that the statements made to the men “prove the defendant’s

state of mind at the time of Delmar Daniels’ murder.� According to court documents: About 7 p.m. July 18, 2012, paramedics responded to a call at a home in Amboy where they found Daniels lying in a pool of blood around his body and neck, with bloody footprints on the floor leading outside the home. Daniels’ wife was pinned against the wall, under her wheelchair scooter. She told police that about 2 a.m., a blond man knocked on the door, which her husband opened. The two struggled, and the man stabbed Daniels with a pair of scissors. ROCK FALLS – “We’re dealing with a rumor gone rampant on Facebook.� That’s how Rock Falls High School Superintendent Ron McCord described Thursday, when police ramped up security measures at the school in response to a shooting threat reportedly posted on Facebook. Police had learned Wednesday of a “fake Facebook page� created by someone who made “rude and disrespectful� comments, the Sterling department reported in

a news release Thursday morning. The Facebook comments involved sinners, God, the devil and Matt Anderson, the Rock Falls High student who recently died as the result of what authorities are calling an accidental shooting. According to several students, the person also stated on Facebook that he would shoot up the high school. By the time they were made aware of the situation, though, neither police nor school officials could find such a threat

in the “ramblings� that the poster had made, McCord and Police Chief Ron Kuelper said. The school notified police Wednesday, and “overnight, Facebook traffic grew around the rumors of a threat that we could not confirm or deny,� McCord said. Students who had commented on the poster’s page were called in to help find the comment, McCord said, but they could not. That’s why officials considered the threat “unconfirmed and unsubstantiated,� and why they chose not to alert parents to the situation, Kuelper and McCord said. Still, they

increased the police presence at the school Thursday. “There was no reason to get out a blast [text alert] and get people even more worried, more scared,� Kuelper said. Also, such notices tend to spur copycats, he said. They decided “to err on the side of caution� with increased security by making the school’s daily police walk-throughs longer and stepping up patrols in the area, Kuelper said, both for security’s sake and to ease students’ minds. Both Rock Falls and Whiteside County officers were at and around the school before classes

started Thursday morning, Kuelper noted. Facebook was contacted earlier in the week by a concerned parent, and on Wednesday by school and police officials. Facebook was carrying out its own security measures, which might be why the “shooting� post could not be found, Kuelper said. For the most part, it was business as usual at the school Thursday, he said. “The atmosphere in the school is normal, and most of the kids randomly spoken to are not concerned and are mainly irritated by what the poster is saying and disrupting their lives,� the police department

release said. If and when a culprit is caught, he or she will be charged with misdemeanor disorderly conduct, then police will take evidence to the state’s attorney to see whether that charge can be bumped up to a felony. If convicted of the felony, the poster also could be held responsible for the costs of the extra police patrols, Kuelper said. Deciding when and how to evaluate and respond to threats made on social media is a challenge, but those decisions must and will continue to be made on a case-by-case basis, he said. The increased security might continue today.

After being closed for almost 5 months, Maxson’s Riverside Restaurant will reopen under new management on the first weekend of spring. New owner Nancy Semmerling said Monday that a “soft opening� for Oregon residents only will be held Saturday, March 22, from 3 to 6

p.m. Invitations will be going out in the mail. The ever-popular Sunday morning brunch will resume the following day, and the general public is invited then. “Everyone is invited to come for Sunday brunch on March 23,� Semmerling said. “We’ll be open for business.� Semmerling and her husband Frank, Riverwoods, purchased the restaurant, , 1469 state Route 2, and its riverboat, the Pride of Oregon, last month from owner Rich Wiesner of Oregon.

Wiesner, who had owned and operated the restaurant since 1992, retired Oct. 31 and closed the local landmark, which had been in business for more than 60 years. Since then, the Semmerlings and their daughter and son-in-law, both chefs, have been remodeling and updating the restaurant to get ready for the reopening. Although the restaurant will be open, Semmerling said it is anybody’s guess when the Pride of Oregon will sail again.

The restaurant’s original owner, John Maxson, and his family opened the restaurant in 1952 and operated it until they sold it to John and Peter Tsioles in 1978. Rose Jones purchased the restaurant from the Tsioles brothers in 1985. She added the riverboat, originally called the Rose of the Rock, 4 years later.

A

t least once every winter, I need to make the “mixed boiled meats� of northern Italy, one of the easiest and most festive meals I know. I’ve had it in Modena served from elaborate silver carts in a posh restaurant, at my friend Elena’s house in Milan and, most memorably, in Piedmont, land of Barbaresco and Barolo – and also an extraordinary breed of cattle called razza Piemontese. That’s the 4-year-old “veal,� used to make the region’s famous carne cruda – raw meat hand-chopped and perfumed with just a thread of olive oil and maybe a drop of lemon or a shaving of white truffles. Every December, the market town of Carru is the site of the fiera di bue grasso (“fair of the fattened livestock�). It might be snowing, it might be bitter cold, but the proud owners bring out their beasts and parade them before the judges. “It’s like a beauty contest, almost like judging bodybuilding,� Emmanuella Currado Cordero, a local veterinarian, told me. Afterward, the winners, the mayor and the butchers convene at Ristorante Moderno to feast on boiled calf’s head,

tongue, tail and various parts of the animal. The dining room has travertine floors, plain wood wainscot and wooden chairs with rush seats. The sole decorations are framed menus from the 1920s and ‘30s and a collection of antique plates from the once-famous ceramic center of Mondovi. Once you sit down, a server will propose antipasti one by one. And then she’ll list the primi, perhaps a risotto or the famous tajarin (tagliatelle) of the region. Go easy, because soon a cart will roll up to the table laden with the bollito misto, and you’ll be asked which meats you prefer – a little calf’s head, oxtail, short ribs, brisket, chicken, cotechino sausage – or tongue? A little of each is a good idea. And maybe some potato puree. The meat comes with several sauces, including a sharp, fragrant bagnet verd (a.k.a. salsa verde), some mostardo (preserved fruits with mustard) and a hazelnut and wild honey sauce, a house specialty. Usually, there’s also cugna, a grape conserve made from fresh grape must and pears cooked together with a cinnamon stick and a few cloves. It’s a feast to be savored over hours, bite by bite, sip by sip. Each of the meats has been cooked in the simmering broth until it’s perfectly done. And though the dish sounds dishearteningly plain, because of the quality of the ingredients, it has

a clarity of taste that can be a revelation. Those piquant sauces add just enough contrast to keep things interesting. We may not have a cattle fair here, but there’s no reason we can’t celebrate winter with bollito misto. Bollito Misto 3 hours. Serves 10 to 12 2 onions, roughly chopped 3 stalks of celery, roughly chopped 2 carrots, roughly chopped 1 sprig of rosemary 2 cloves 10 to 12 whole black peppercorns 3 pounds beef short ribs 3 pounds brisket 1 oxtail (optional) 1 calf’s foot, split 1 calf or veal tongue 1 small chicken (21/2 to 3 pounds) 5 cloves garlic 2 to 2 1/2 pounds cotechino sausage or other fatty pork sausage, pricked with a pin or fine knife Bagnet verd, for serving (recipe below) Hazelnut and honey sauce, for serving (recipe below) Mostarda, for serving Directions: 1. In a very large pot, combine the onions, celery, carrots, rosemary, cloves, peppercorns, short ribs, brisket, oxtail, calf’s foot and tongue, chicken and garlic. Add enough water to cover all of the meats and vegetables, and bring to a boil. After 10 to 15 minutes, reduce the heat and continue to simmer

to gently cook the meats. 2. While the meats are stewing in the large pot, in a smaller pot cover the sausage with enough water to cover. Bring to a simmer and cook until the sausage is firm and cooked through, about 1 hour. Drain and hold in a warm place. 3. Continue to cook the meats in the large pot until each are cooked through, 1 to 2 1/2 hours, then remove to a platter and hold in a warm place. The chicken will be done when the meat is firm and the joints move easily, and a thermometer inserted into the meat between the breast and thigh reaches 165 degrees, about an hour. The short ribs, brisket and oxtail will be done when a knife pierces easily, about 2 hours. The tongue will also be done when a knife pierces easily, 1 to 2 hours, depending on the size of the tongue; as soon as the tongue is done, remove and peel the outer layer of skin while the tongue is hot (the skin will be harder to peel as the tongue cools). 4. Strain the vegetables and flavorings from the broth, and bring the broth to a simmer to reduce it slightly, 20 to 30 minutes. While the broth is reducing, prepare the sauces. 5. When the broth is almost ready, carve the meats and arrange on the platter. Spoon a little broth over the meats to moisten, and serve with the bagnet verd and, if you like, the hazelnut and honey

Bagnet Verg A large handful of Italian parsley leaves 2 cloves garlic 3 whole salt-packed anchovies, filleted, or 6 anchovy fillets in oil 10 salt-cured capers, soaked in water and drained 1/2 stalk celery About 1 tablespoon chopped onion 1/2 a small dried hot red chile, rehydrated and finely diced Pinch of salt 1 tablespoon red wine vinegar, more to taste 2 tablespoons bread crumbs 1/4 cup extra-virgin olive oil, more if desired, preferably from Liguria Directions: 1. Finely chop together the parsley, garlic, anchovies, capers, celery, onion and chile. Combine in a bowl and add the salt, vinegar and oil,
