Pretty soon, the mayor called. He wanted to see Kuelper. “He told me I couldn’t do that,� Kuelper said, “that I was the chief, and I can’t be like that. And I said, ‘I guess I’m not going to be chief, then, because I bleed blue. I gotta do stuff.� “Sitting behind a desk pushing papers isn’t me,�

ROCK FALLS – Ever since he was a boy growing up in Prophetstown, Rock Falls Police Chief Mike Kuelper knew he would grow up to wear a badge.

Across the street from his parents’ house at 911 Washington St. was the home of the chief of police. To his left, a state trooper, and to his right, a firefighter. “Law enforcement won out,� Kuelper, 56, said.

After 31 years with the Rock Falls Police Department, he decided it was time to retire. Today is his last day. Cmdr. Tammy Nelson, whom he trained, will be the new chief. “My mother was not thrilled with the idea [of going into law enforcement],� Kuelper said with

13 hours a day. I still go in at 6 o’clock every morning. It’s just the way I was and I am.�

His wife, Chris, has been fantastic, he said, and is part of the reason he started with Rock Falls to begin with.

The two started dating his senior year of high school; she actually grew up a few blocks down the street from him on Washington. “There’s a set of railroad tracks that cut Washington Street in half,� he said. “So the joke was always that she grew up on the good side of the tracks, and I grew up on the bad side of the tracks.�

The two have been married going on 38 years.

During the early years of their marriage, they lived

in South Dakota. Kuelper had signed up for the Air Force, and for a while, that was the plan – to make a career of the military.

Then, at the end of his 4 years, he was going to be transferred overseas for a 3-year tour, but there were some issues in coordinating a move for his wife, too.

The couple decided against it, and they moved back to Rock Falls.

With no jobs available, Kuelper used his G.I. bill to get three associate degrees at Sauk Valley Community College, then headed to Western Illinois University for a bachelor’s in law enforcement administration.

He graduated in the

winter of 1983, and then got hired by the Rock Falls Police Department in February 1984 at the age of 25. “My favorite part of the job has been dealing with people,� he said. “I enjoy arresting people. I enjoy helping people – I love helping people that need help, and, just, I’m an

adrenaline junkie. I love going on all the calls.�

His most memorable calls over the years include ones that ended with him being dragged by suspects’ cars, water rescues, fire rescues, and a big gambling bust he orchestrated as a rookie cop.

And then, of course, there was Nicholas Sheley and the killing spree in the summer of 2008, which included four victims who were discovered in a Rock Falls apartment.

“That was my first day as acting chief,” he said. “I had just left the dispatch area at about 4 o’clock. I got home, and I had just gotten comfortable. ...

[The dispatcher calls] and she says, ‘We have four dead bodies.’ I said, ‘I’ll be right down.’”

A forensic pathologist would later rule that the victims had been beaten to death with a hammer.

“Your heart starts pounding, and your mind starts racing,” he said.

“You try and figure out, just based on what little information you do have, Who do I have to call?

Who do I have to contact?

Do I know the people?

Because, really, Rock Falls is a small town, and I’ve dealt with a lot of people throughout my years.

“Are the officers safe who are responding? And I had every news media in the world there, and I had to control that, and call for additional units. Your stomach doesn’t really get affected until afterward.”

The cases involving children are the ones that seem to affect Kuelper most.

He recalled one of the earlier days of training now-Cmdr. Tammy Nelson when the two were first on scene for a call about a woman who had backed over a child.

backed over her was the aunt,” he said. “The mother was in the passenger side and he was just 5 or 6 years old. ...

She backed over the top of him and killed him, so that was hard. ... We had to pry the baby out of the arms of the mother so the ambulance could work on the kid, because she didn’t want to give him up.”

And then there was baby April Whiteside.

“That still bothers me,” he said. “I was first on scene there on the canal.

A baby was thrown out of a car and found on the side of the canal. Those are the ones that turn your stomach. Those are the ones that you try not to think of, that stay with you.”

He started thinking about retiring in January 2014, but couldn’t bring himself to do it, and so gave it another year.

“I love being a cop,” he said. “If I could take the stars off and go back to being patrol, I’d do it in a heartbeat.”

So what’s next?

He’s been offered a few jobs, but has so far turned them down. He has a rule: no jobs in law enforce-

ment, and no jobs in politics.

“I bought a 2014 Harley-Davidson motorcycle last year,” he said – an upgrade from his previous bike.

“I’ve got some riding to do, a couple motorcycle rallies I want to do,” he said.

His wife still works, and will for 10 more years before she retires, and their 26-year-old daughter, Rachelle, just moved back to the area and bought a house.

“I’ll be helping out there, I’m assuming,” he said.

“I have a great flower garden,” he said. “I love planting flowers and landscaping and doing hands-on stuff.”

And if he had to pick a new job?

“I would like a parttime job, maybe a couple of days a week,” he said.

“Maybe as a janitor at an elementary school. Seriously, I love kids, ... and I’ve been cleaning up after adults for 31 years, so I might as well clean up after kids. It would be fun.”

Nelson will be acting chief of police until May 1, when she will officially become chief.

Timeless tributes to those touched by cancer Ambassador award memorializes Zook; Clementz wins individual Shoulder to the Wheel honor

ROCK FALLS – The Rock Falls Area Chamber of Commerce gave an emotional tribute to a longtime ambassador recently lost to cancer, while honoring another volunteer who has dedicated herself to working toward a cure.

Chamber members and other guests gathered for the organization’s annual meeting and dinner Thursday at the Rock Falls Days Inn. The chamber announced that the name of this year’s winner of the Ambassador of the Year award will forever be a part of the award.

The award for outstanding service to the chamber and community will now be called the Jean Zook Ambassador of the Year award. Zook, who died last year, was an ambassador for 30 years, and was a former Shoulder to the Wheel winner. She was involved in many other activities outside the chamber, including St. Andrew Catholic Church, Newman Central Catholic High School, and Relay for Life.

Executive Committee member Suzy Perino led the tribute to Zook.

“Jean was selfless, kind, always willing to help, and she inspired others to serve,” Perino said.

“The way she served as an ambassador really defined what the club is about, and she will truly be missed.”

Betty Clementz was the individual winner of the Shoulder to the Wheel award. Clementz, a 20-year breast cancer survivor, has served for 20 years in several capacities for Relay for Life, and is a lobbyist for the American Cancer Society Network.

She also is active in Rotary Club, is a Pink Lady at

Individual Shoulder to the Wheel award winner Betty Clementz gets a kiss from her husband, Tom, after being announced as the recipient Thursday night at the Rock Falls Chamber of Commerce banquet at the Rock Falls Days Inn. Clementz is 20-year breast cancer survivor whose a contributions include Relay for Life, the Rock Falls Rotary Club and volunteering in schools.

CGH Medical Center in Sterling, and has been a guest reader at East Coloma School for nearly 20 years.

Clementz taught French for 30 years at Rock Falls High School, and then went to Sauk Valley Community College for 2 years. She is retired, but works part-time at the regional superintendent’s office, and takes advantage of the time she can now find to volunteer.

“When you’re in education, the demands are so great,” Clementz said.

“I always wanted to be a Pink Lady and do so many other things. I said when I retired, I’m going to give back.”

Clementz said awards are nice, but accolades are not really her style.

“I just prefer being in the background doing; I don’t need to be in the limelight,” she said. “I get far more back from the people I’m involved with.”

While Clementz gets fulfillment from all of the

groups she volunteers with, Relay for Life is near and dear to her heart.

“Being a cancer survivor, I don’t want my daughter to go through that,” she said. “We’ve made great progress, but I very much want to see a cure in my lifetime.”

In the organizations category, Happy Tails animal shelter was the Shoulder to the Wheel winner. In 2013, Happy Tails saved 300 animals, a record for the 26-year-old organization. The shelter also placed a record number of companion pets in new homes.

Youth group Giving Power to Adolescents, or GPA, was the winner in the youth organiza-

tion category. The group meets regularly to engage in positive activities that foster leadership skills.

Members of the group from schools throughout the area will volunteer in April at the Ronald McDonald House in Chicago.

The keynote speaker was 36th District State Sen. Neil Anderson. The Moline firefighter and paramedic was sworn in Jan. 14, after defeating incumbent Democrat Mike Jacobs in November.

Anderson said the past month has been both incredible and humbling.

He said he tries to stay focused on the main reason he wanted to enter

the political arena.

“My family is the reason I got into this,” Anderson said. “I want Illinois to be a better place for them, and I hope and pray I can make the best decisions for my district.”

Anderson said the state is in terrible financial shape, and a new administration provides an opportunity for the bipartisanship needed to make some hard decisions.

“In the last 12 years, 275,000 more people moved out of Illinois than moved in,” he said.

“There is 15 times more job growth in Iowa, a border state.”

Anderson said job creation will be his top pri-

ority, and he believes that vocational and trade programs are an important piece of the puzzle.

“Not everyone is supposed to be a 4-year liberal arts major,” he said.

“My brother graduated from high school early, spoke three languages fluently, and had offers from Ivy League schools.

He wanted to be a welder, though, and now he makes more in a week than I do in a month.”

Anderson has sponsored his first bill, legislation that aims to improve school security. The bill is a revised version of one previously sponsored by 45th District State Sen. Tim Bivins.

Popcorn, eat your heart out Try dishes SVM reporter made for this year’s Oscars

I love the Oscars. Always have; always will. Every year, my family members fill out a ballot that we share with the rest of the family. Now that my sister and I are both out of the house, it’s a little harder to harness the same competitive spirit we had while we were in high school, but it’s fun nonetheless.

So, having watched all the movies I can, and with my ballot filled out, I decided it was probably about time to get cracking on the best part of the Oscars, which were held Sunday: watching them, and determining what to serve!

For these Oscars snacks, I decided to go with a best picture theme, with seven of the eight films represented. (Sorry, “Grand Budapest Hotel,” but you didn’t win anyway.)

Because “The Imitation Game” and “The Theory of Everything” both feature some very smart British dudes (and Cambridge grads) doing their thing, I figured some good oldfashioned British chips (we call them fries), and various dips would do nicely.

For the dips, I did ketchup, tartar sauce, curry sauce, and malt vinegar – all standard things one could find in a British chip shop.

British Chips Russet potatoes, figure about one potato equals about two medium-sized portions, or one large portion.

Vegetable oil Salt Cut the potatoes lengthwise. Each potato should make about 16 chips. I have faith in your abilities to figure this out. Place the slices in a pot of water.

Let water come just to a boil, then reduce heat and let potatoes simmer for 4 minutes. This helps reduce

the starchiness of the potatoes, and also gives them a head-start on cooking, which means they’ll be in the oil for less time.

Remove potato slices from water and let stand, drying, on a paper towel for a few minutes while you get your oil to heat to 375 degrees.

(Use a candy/deep-fry thermometer to figure this one out. Usually available for about $4 at your local kitchenware place.)

Once the oil is hot, using a metal basket or strainer, lower a few potatoes into the oil, watching them until they turn golden brown.

Once that happens, take ’em out, let ’em sit on a paper towel for a few minutes, sprinkle on some salt, and there you have it: chips!

Curry Sauce This seems like a lot of ingredients, but honestly, you probably have most in your cupboard already.

3 tbsp neutral oil 1 half onion, peeled and diced 1 apple, peeled and diced (I used Gala) 1 garlic clove, minced 1 tsp minced ginger (I use freeze-dried and then re-hydrate it) 2 tbsp curry powder 1 tsp turmeric 1 tsp ground cinnamon 1 tsp ground cumin 1 tsp ground coriander 2 tbsp all-purpose flour 2 cups chicken broth 1 tsp Worcestershire sauce 2 tsp sugar 1 tbsp tomato paste Salt and pepper to taste Heat the oil over medium in a large skillet. Add onion and apple and saute until soft, lowering heat as you go.

Add minced ginger and garlic, stir.

Stir together the spices in a bowl, then add that in to the onion mixture. Stir as it cooks for about 2 minutes.

Add the flour, stir while it cooks 2 minutes more.

Slowly pour in the chicken broth. Continue to stir.

Add Worcestershire, sugar, tomato paste, and stir. Season with salt and

Let it come to a boil, then lower the heat and let it simmer for 15 minutes. (I know, I know. At this point the color is not looking terribly appetizing, but if you like curry, you’ll like this. I promise.)

Turn the heat off, and figure out a way to blend it together – be that in a food processor, in a blender, or with an immersion blender (which is what I used.)

The sauce should be served hot with chips!

Both “American Sniper” and “Boyhood” were set in Texas, which makes this snack pretty easy. Tortilla chips with queso and salsa, of course!

For “Whiplash” (which I hoped would win, for what it’s worth), obviously I had to do drumsticks, and for “Birdman,” my boyfriend recommended wings. For both, I used the same kind of sweet and tangy marinade, then chopped up fresh parsley and tossed that on top with some sesame seeds.

whole wings (which means 6 wings + 6 drumettes, once you separate them).

Let that sit in the fridge for 2 hours minimum, then when you’re ready to make them, preheat the oven to 450 degrees.

Overall cooking time for both should be about 30 to 40 minutes. Closer to 30 for the wings.

After about 20 minutes, flip the wings over so both sides get nice and crispy.

About 30 minutes in, I also added more marinade to the drumsticks.

When the skin looks beautifully caramelized, they’re ready to go!

For “Selma,” in honor of one of Dr. Martin Luther King Jr.’s favorite desserts, I made mini pecan pies in a phyllo crust.

The phyllo crust cups are available at pretty much any grocery in the frozen aisle, either near the pie crusts or the frozen fruit.

They come pre-baked, so all you need to do is add the filling and pop them into the oven a bit to heat up!

Pecan Pie Filling

½ cup balsamic vinegar ½ cup honey ½ cup light brown sugar ¼ cup soy sauce 3 garlic cloves, minced 6 drumsticks 6 chicken wings Throw the ingredients together in a large, resealable plastic bag, and add in as many drumsticks and wings as you want. I used about 6 drumsticks, and 6

1 egg, lightly beaten 3 green onions, white and green, thinly sliced 1 cup thinly sliced (on the diagonal) sugar snap peas 3 tbsp chopped roasted peanuts Shortcut chicken broth ready to soothe in half the time 2 tbsp each, chopped: cilantro, basil 1 lime, cut into wedges 1. Soak: Settle noodles in a bowl. Douse with hot tap water. Let soak, 30 minutes. Drain; rinse under cold water. Set aside.

2. Marinate: Toss chicken with salt, cornstarch and sesame oil. Set aside.

3. Stir: Mix together lime juice, fish sauce, brown sugar, chili sauce and red chili flakes. Set aside.

4. Organize: Set a colander over a bowl and keep it handy. Find the oven mitts. Set out all ingredients, in order.

5. Sizzle: In a wok (or heavy skillet), heat the peanut oil over medium-high heat. When it’s very hot, add chicken. Stir. Slip on mitts. When chicken turns white – about 1 minute – carefully pour chicken and oil into the colander, letting chicken drain and oil collect in the bowl.

6. Toss: Measure 3 tablespoons oil back into the wok. When it’s very hot, pour in egg, stirring briefly to scramble; push egg up the side of the pan.

Tumble in green onions, stirring to coat with oil.

Tumble in snap peas, stirring to coat with oil. Stir in noodles. Add chicken; toss everything (including egg) together.

7. Serve: When noodles are very hot, pull wok off heat. Pour in lime juice mixture; toss to coat. Stir in peanuts, cilantro and basil. Enjoy hot with lime wedges.
