Test eagle eye at waterway Northern arrivals can be seen along Mississippi River

rom Fulton to Davenport, Iowa, travelers are heading out to view the bald eagles.

People who have checked out the birds in the Clinton, Iowa, area during the recent eagle watch, might want to follow the Mississippi River south to the Quad Cities to continue their viewing.

According to the Quad Cities Convention & Visitors Bureau, from mid-December through February, the area has a large majority of eagles that make their annual migration from Canada to the river.

South of Lock and Dams 14 and 15, the birds can be seen close to the bluffs. The river doesn’t freeze here normally, which gives the eagles access to fish and a place to perch in the woods.

Lock 14 is in LeClaire, Iowa. No. 15 is on Arsenal Island, between Rock Island and Davenport.

Also on the island, the Mississippi River Visitor Center makes eagle watches combined with historic Arsenal Clock Tower tours, available from 9:30 to 11 a.m. and 2 to 3:30 p.m. Jan. 24 and 31 and Feb. 7. The tours are not wheelchair accessible – there are 12 flights of stairs to climb.

Reservations are necessary; visit missriver.org or call 309-794-5338. To get to Arsenal Island, guests pass through a security checkpoint. Visitors 16 and older will need a photo ID. Lock and Dam 14 is next to Smith’s Island.

According to the Corps of Engineers, the island is the home of a diverse population of animals and plants, and is a great place to watch eagles.

Other locks and dams are within reach of the Sauk Valley for people interested in these structures: 10 in Guttenberg, 12 in Bellevue, 13 in Clinton, 11 in Dubuque, and 16 in Muscatine, all in

Iowa; and 17 in New Boston and 18 in Gladstone.

Another opportunity to watch the birds comes in the form of guided eagle watching tours conducted by Bob Motz. The naturalist guides guests for 2 to 3 hours. For tour details, call 309-269-3922.

Other prime viewing locations suggested by the visitors bureau include the riverfronts in Davenport and Rock Island, Sunset Park in Rock Island, and Credit Island in Davenport.

Sunset Park is at 18th and 31st avenues. In the winter, it offers outdoor ice-skating. The park is open from sunrise to 10 p.m. Credit Island is on the southwest side of Davenport at 2200 W. River Drive. It opens at sunrise and closes 30 minutes before sunset.

At this time of year, even a drive along the Mississippi River can reveal those splendid eagles, so go take a look.

ROCK FALLS – The city’s tourism office is embroiled in a legal battle that threatens its very existence, but its director says he is taking a business-as-usual approach.

Although Rock Falls Tourism and the city have a Jan. 27 court date looming, Tourism Executive Director Tim Wilson on Wednesday officially announced the launch of a marketing campaign for 2015 and beyond – “Come for the Peace, Stay for the Party!”

Wilson finds himself caught in the middle of litigation that will determine whether tourism reserves from the hotel/ motel tax will stay in Tourism’s coffers or be deemed public funds and returned to the city.

A decision is expected when both sides return to court in 12 days.

The first hearing was held Dec. 15 in Whiteside County Court.

“We were concerned about old hotel tax money benefiting the new hotel,” board member Sally Scanlan said.

While the timing of the marketing campaign news release might seem a bit awkward, Wilson said it is something he has worked on for a long time.

“My initial plan when I got here was to take a hard look at marketing,” Wilson said. “The campaign has evolved gradually over the last 6 months, and everything has been approved by the board.”

The campaign slogan is “Come for the Peace, Stay for the Party!” Wilson said the marketing strategy aims to integrate the city’s daytime recreational offerings with its nightlife draws.

“Emphasizing possible outdoor adventures on the Rock River and Hennepin Canal will be key to our tourism growth,

as are the unique aspects of our local parks and farmers markets. These predominately daytime activities pair well with the logistics of our nightlife,” Wilson said in the news release.

A stay was granted in the legal case that basically freezes the assets at the heart of the litigation, leaving a small amount for monthly operating expenses until the matter is settled. Despite the limitations, Wilson believes it is important to keep operations on track as best as possible.

“I’m getting paid to do a job, and I’m trying to do it to the best of my ability,” Wilson said. “To do this job, I almost have to ignore all of this. It’s better to be proactive and not sit back and let someone make a decision.”

Tourism board member David Blanton said the board had approved the marketing plans and supported Wilson’s approach to his job in a

difficult environment.

“The board is also trying to keep a businessas-usual attitude, but it’s difficult to do,” Blanton said. “We were hoping we’d get things solved in a different manner, but unfortunately, that didn’t happen.”

Blanton said he hopes something definitive will happen at the next court hearing.

“It’s hard to even find volunteers right now because of how up in the air everything is,” he said.

Wilson said he also had purchasing deadlines to meet if new advertising was to make it into the new spring and summer travel guides and other publications. As the city continues to take more tangible steps in its riverfront development, he believes it is a critical time for tourism.

“When I first got here, we were still doing work to clean up the place, but now it’s time to move ahead with marketing,”

Wilson said. “I was hired to do a job, and I want to let people know that I’m doing it.”

Wilson said he was brushing up on his graphic arts and social media skills before taking the next step in marketing the city.

“It’s winter, so I have more time to do my homework,” he said, “and then I want to get to the point where almost all of our marketing is online.”

If a judge rules in favor of returning Tourism reserves to the city, officials would likely set up a city tourism department with a director. As with other city departments, a tourism committee would be formed on the council.

City officials, on the advice of their attorneys, chose not to comment for this story.

3 deaths’ causes unknown, most natural causes By the numbers

DIXON – A look through the year-end report of the Lee County coroner’s office shows it investigated 309 deaths, most of which were results of natural causes.

Three of the 309 were left “undetermined,” a designation the coroner’s office uses to indicate that no medical problem could be identified.

While “undetermined” deaths are rare, and three of 309 is not a significant figure, it is the highest number of “undetermined” deaths

But not by much. The year before had two undetermined deaths.

S o m e t i m e s , undetermined causes of death are ruled Sudden Adult Death Syndrome, Meyer said. It’s not as widely heard of as sudden deaths in infants, but it leaves just as many questions for the family when it happens, Meyer said.

Of the three undetermined deaths, one was a 3-month-old infant, but the two others were relatively healthy adults: one 46, the other 35, she said.

“Their body just stops functioning,” she explained. “Everything was done to determine – to find out the cause of death, and they just couldn’t.”

Of the other deaths investigated by the coroner’s office, five were suicides (fewer than last year’s seven), two were homicides, and 20 were accidents.

Accidental deaths can include falls, car crashes, and drug overdoses, Meyer said.

A resurgence in heroin use in the county could explain this year’s rise in accidental deaths – 13 more than last year.

Two sandwiches to refuel you during week, reward you on weekend

I

find it nearly impossible to escape from food. The subject pops up everywhere – in advertisements, in unexpected places and in conversations. Forever tempted, always hungry, New Year’s resolutions supremely challenged.

Recently, even a predawn airport trip left me eager to cook (and eat): The taxicab driver spoke passionately of the food his Syrian family relishes daily. Dark and bitterly cold outside, the driver had me at “grilled breakfast sandwich.” My mouth watered and my brain raced to absorb everything he described.

Sure as I was sitting there, I knew I’d be making his recipes.

First, the cheese. Fresh, unripened Syrian cheese.

Never heard of it. Not like feta, he stressed – much creamier and far less salty. I found several brands of Syrian white cheese at a nearby produce market that carries a good variety of Middle Eastern fare. I bought four brands (all simply labeled Syrian cheese) to taste and to understand.

Indeed, these cheeses taste beautifully of sweet, rich milk with just a hint of salt. My favorite, a soft cheese packaged with a little brining liquid from Karoun Dairy in Sun Valley, Calif., uses whole milk and non-animal rennet. (It is available from Amazon.) The more readily available Mexican queso fresco proves an adequate substitute, as does fresh mozzarella.

Next up, a bread discourse. My Syrian breakfast tutor uses flat breads and hand-shaped pita from Middle Eastern bakeries occasionally; he prefers crusty French baguettes. I tested both super thin pitas and French bread – we devoured everything.

On workdays, my new friend simply oils the inside of the baguette, tucks in slabs of the cheese, drizzles everything with more olive oil and a sprinkle of oregano. The whole thing gets crusty hot in his panini press. I improvised by using a hot nonstick griddle and a skillet to flatten the sandwiches as they crisped. No problem.

When there’s time, very thin seared steaks make their way inside the sandwich. Sliced ripe tomatoes in season. Use savory zataar seasoning when it’s available.

Always the best olive oil and always eat it hot and crusty. Not in the car – even if you drive for a living. These beauties deserve full attention.

We like our versions on leisurely Saturday mornings after a challenging workout. Serve the sandwiches with fresh juice and strong coffee. Add a pile of lightly dressed mixed greens alongside, if you wish. Breakfast reinvented. Just like that, 2015 tastes great already.

Crusty Fresh Cheese Breakfast Sandwiches Prep: 10 minutes Cook: 5 minutes Makes: 3 sandwiches 8 ounce loaf par-baked French bread or 3 very thin pita breads Extra-virgin olive oil Zataar spice blend or a combination of dried oregano, thyme and rosemary 6 ounces Syrian white cheese or Mexican queso fresco, patted dry, thinly sliced Optional add-ins: very thinly sliced ripe tomato, sliced avocado, sprigs of baby arugula or spinach If using a baguette, cut it into 3 sandwich portions and then split the sections horizontally nearly

in half. Brush the insides of the cut bread or the pita generously with oil.

Sprinkle with spice. Tuck the cheese slices into the sandwiches or on top of the pita. Add any optional ingredients. Close the sandwich or roll up the pita to enclose the cheese.

Heat a panini press until hot. Or, heat a nonstick griddle or seasoned castiron skillet over medium heat until hot enough to make a drop of water sizzle. Add the sandwiches; close panini press (or place another skillet over the sandwiches to weight them down a bit). Cook until bread is crisp and golden, usually 2 to 4 minutes. If using a skillet, flip sandwiches halfway during the cooking to brown the other side. Serve hot.

The Ultimate Steak and Egg Sandwich Prep: 20 minutes Cook: 10 minutes Makes: 2 to 4 servings 1 loaf ciabatta bread or a wide baguette, about 10 inches long and 3 inches wide Olive oil 12 to 14 ounces very thin (less than ¼-inch) sliced sandwich beef steak, such as boneless ribeye or sirloin Chopped fresh oregano (or dried) Salt, freshly ground pepper 2 large eggs 6 to 8 very thin slices fresh Syrian cheese (or fresh mozzarella) Hot chili paste, optional Cut the bread horizontally in half. Drizzle olive oil over the cut sides of the bread.

Season the steak slices to taste with olive oil, oregano, salt and pepper. Heat a heavy nonstick skillet or

Cook until golden and the meat just releases from the pan, about 1 minute.

Flip and cook the second side until golden, about 1 minute. Do not overcook.

Place steaks on the bottom half of the bread.

Drizzle the top half of the bread with any pan juices.

Lightly oil a griddle or skillet; crack the eggs onto it. Cook eggs until almost set, 1 or 2 minutes; flip and cook the second side until eggs are done to your preference, about 30 seconds more for medium.

Place eggs over steaks on bread. Sprinkle with salt and pepper; top with the cheese slices. Close the sandwich.

Wipe the griddle clean; heat it until medium hot.

Job Duties:

• Perform required finished product chemical and physical analysis in an accurate and timely manner; notify the QA Manager and appropriate Team Leader immediately of substandard results.

• Utilize computer software programs for data storage and retrieval, process monitoring and verification and results generation.

• Initiate Hold Orders.

• Monitor all aspects of processing, including the extruders, screws, air transfers, dryers and FP units.

• Monitor all aspects of packing, including the scales, fillers, coders, sealers and casing of the finished products.

• Train and continuously update the training of operators in the proper methods of the quality testing for which they are responsible.

• Maintain, update and send formulas for batching and production.

• Recommend changes in methods, procedures and equipment, which improve the effectiveness of the analytical results.

• Maintain and calibrate lab and unloading test equipment.

• Maintain accurate lab records.

• Assist in the chemical and physical testing for R&D and applications test runs.

• Maintain the laboratory and work areas in a clean, orderly and safe condition.

• Function as a Quality Liaison by communication QA goals and vision to all personnel.
