Year of triumphs, setbacks for county Board chairman reflects on 2015, eyes challenges in 2016

By PAT WALLIS news@kendallcountynow.com The lighted ice skating rink at the Sandwich Park District, on the corner of Pleasant Avenue and Latham Street, is now open to skaters.

The recreational facility was highlighted at Monday night’s Sandwich City Council meeting and that the green flag is flying, spreading the word that the 75-by-160-foot rink has frozen.

Those wishing to volunteer to do regular maintenance on the rink or seeking more information are urged to call the park district at 815-786-8044.

In other action, city officials were asked to go over

the list of specifications for a new full-time position in the building department.

The job description, duties and responsibilities are being listed so the city can set dates for advertising and interviews.

Mayor Rick Olson announced that Scott Francis, owner/instructor of Dojo Dynamics in Sandwich, hosted a fundraiser last week that brought in $1,400 in donations to be given to two local food pantries.

The council’s Committee-of-the-Whole meeting will be at 7 p.m. Monday, Jan. 18, and the next regular Sandwich City Council meeting will be at 7 p.m.

Monday, Jan. 25. Both will take place in the city hall annex.

When can I skate?

According to information posted on the park district’s Facebook page, the tentative hockey hours are from 8 to 9 a.m. and 8 to 9 p.m. on weekdays, and 8 to 10 a.m. and 8 to 9 p.m. on weekends.

If no one is on the ice during hockey time, open skaters may skate. If hockey players arrive, skaters must stop. If no one is on the ice during open skate time, hockey can be played. If skaters come, hockey stops.

DeKalb County had “a lot of issues,” some board members pointed out, when Mark Pietrowski was elected chairman, and a year later he notes that more work remains.

“For this first year, there’s a number of different things that stand out,” said Pietrowski, 33, a Democrat who became chairman when his party gained a majority on the DeKalb County Board in December 2014.

Whether his tenure as chairman continues beyond this year could depend on wheth- Mark er Republicans or Pietrowski Democrats have a majority on the County Board after the fall election.

The start of 2015 saw the county continue its work to deal with the calamity of unsafe living conditions in the Evergreen Village mobile home park located just outside the Sycamore city limits.

The county secured $7.1 million in state and federal grants to buy the property, relocate the residents and clean up the land to make it an open space.

Pietrowski praised the county’s work to turn the 59-acre property into the Sycamore Forest Preserve, which could open this spring.

“I’m really pleased with the plans that the forest preserve committee has been working on,” Pietrowski said. “It looks like it will be a fantastic space.”

The report’s 27 recommendations include allowing voters to use referendums to eliminate local governments, as well as enforcing a four-year ban on the creation of any new governments.

DeKALB – In a visit to the DeKalb Park District’s Hopkins Park Community Center on Jan. 7, Illinois Lt. Gov. Evelyn Sanguinetti suggested local governments consider consolidating their resources and efforts to ease the state’s sky-high property tax burden.

Sanguinetti, a Republican, led a state Task Force on Local Government Consolidation and Unfunded Mandates as members gathered information about Illi-

nois’ roughly 7,000 units of local government and their cost to taxpayers.

The task force, which also included Republican Rep. Tom Demmer of Dixon, met 16 times around the state.

The lieutenant governor addressed the task force’s final report Jan. 7, saying it’s “about time” voters had a say in the number of local governments that serve them and how much they’re willing to pay for those services.

DeKalb County sheriff to clarify pursuit policy

By KATIE SMITH ksmith@shawmedia.com SYCAMORE – Disciplinary hearings stemming from a fatal police chase March 30 have prompted DeKalb County Sheriff Roger Scott to clarify the department’s pursuit policy.

The Merit Commission of the DeKalb County Sheriff’s Office decided Jan. 5 that Deputy Meagan Pettengell should be suspended for 150 days and Sgt. Ryan Pettengell should serve a 10-day suspension based on their actions during the high-speed police chase that ended in the death of Jeffrey S. Nissen, 25, of Kingston.

The department planned on reviewing its policy sometime this year regardless of the disciplinary action taken against the Pettengells, Scott said. It was the heated debate over the policy’s vague language, however, that encouraged Scott to consider adding a clarification.

“Schools have lost $3.7 billion in state funds since 2009 and that’s a significant amount of money that’s been taken out of the public education system,” Michael Jacoby, executive director of the Illinois Association of School Board Officials said.

DeKalb County Board Chairman Mark Pietrowski Jr., a Democrat, said he has concerns about the report’s suggestion to repeal or reform the Illinois Prevailing Wage Act by allowing only skilled labor to be covered by the act.

“I think prevailing wage does a lot of good,” Pietrowski said.

He also fears eliminating certain government bodies will mean saying goodbye to the funds required to carry out their responsibilities.

“Is that going to itself turn into an unfunded mandate? Let’s say the report leads to the elimination of townships,” he said. “All those things the townships took care of, is that now going to be the responsibility of the county, and are we going to get those funds that the township used to get – or are those funds going to be eliminated by the state and then they just say, ‘You figure out how to pay for it?’ ” Although Pietrowski has his concerns, he intends to explore the report with an open mind and talk it over with other county officials.

“We’re definitely going to really dive into all of these different task forces that’ll be formed by the government to see if there are things that we agree with and things that we don’t and where we want to move on some of these issues,” he said.

Sheriff’s deputies receive their pursuit policy training as part a 16-week field training process, in addition to a 10- to 12-week period with the Illinois State Police. The cost of physical patrol training is too expensive for most departments, Scott said.

“We don’t have any behind-thewheel program of our own, and most agencies do not,” he said.

For the past two years, the Sheriff’s Office has been working with Lexipol, a company specializing in reviewing and verifying police policy training procedures.

In the past, the company has reviewed the county’s jail policies, but this year’s budget includes funds for the department’s patrol division to work with Lexipol as well, Scott said.

He hopes clarifying and re-

viewing the policy will prevent further confusion when it comes to the department’s procedures.

After an hour of deliberation Jan. 5, the commission decided not to fire Meagan Pettengell for violating mobile video and audio procedures and failing to use good judgment when it came to the safety of others during the March 30 police chase.

Instead, commissioners voted 2-1 in favor of placing her on a 150day suspension. Commissioners Todd Walker and Kim Green voted in favor of the suspension and Gene Lane voted against it. Scott had recommended she be fired.

The commission voted unanimously in favor of Ryan Pettengell’s 10-day suspension. Ryan Pettengell returned to the Sheriff’s Office on Oct. 23.

The couple will receive credit for the time they have been suspended throughout the hearing.

Ryan Pettengell will be reimbursed for any remaining time he was unpaid during the disciplinary hearing process.

State budget situation poses local funding issues • DeKALB COUNTY Continued from page 1

Fairdale on April 9. Buildings were leveled, two people were killed and dozens more had their lives forever changed.

Pietrowski, who lives in Cortland and represents District 3, had only been in leadership four months when the tornado struck. The county was not equipped to address such a massive rebuilding effort, and administrative procedures and red tape created delays.

As a result, in May 2015, County Board members created an emergency preparedness task force. Then, months later in November, the county adopted its first disaster recovery plan.

“God forbid, hopefully nothing to that scale would ever happen again,” Pietrowski said. “But if it did, instead of having things be delayed because of meetings and committees ... if it’s declared a state of emergency, automatically fees would be waived and department heads would have the ability to move forward with things without having to wait on different committees.”

In the months that followed, recovery efforts in Fairdale continued, but the county would face another obstacle created by lawmakers in Springfield.

In June, Republican Gov. Bruce Rauner vetoed Democrat-backed appropriations bills that would have established the state’s fiscal 2016 budget, including allocating funds to counties like DeKalb for various services and projects.

Before the budget veto, though, Pietrowski said county leaders had anticipated a cut in state funding.

“The first budget plan that Gov. Rauner put out there, in terms of what he wanted, it would have cut what the state provided to the county by about $800,000 – which is a huge chunk out of our budget,” he said. “ So we need to be very mindful when we’re coming up with our budget that the state, in the next several years, could drastically make cutbacks to some of our departments or take away grants and other things that county currently relies on.”

Local social services agencies faced cuts, too. They turned to the county for help.

The state is now in its seventh month of operating with a budget. The county continues to urge lawmakers to come up with one.

“It’s a big impact because we don’t know how it will fully affect our county,” Pietrowski said of the stalemate.

It was only recently that the state released money from the motor fuel tax fund that local governments such as DeKalb County use to buy road salt and other supplies needed during snow storms and for road maintenance throughout the year.

Pietrowski said 2016 offers hope. At the moment he faces no challengers as he runs for re-election in his district, but several longtime County Board members already have decided they won’t seek another term. Among them is Jeffery Metzger, R-12th District, whom Pietrowski succeeded as chairman.

“A tremendous amount of experience is going to be leaving our board,” he said. “I look forward to working in a bipartisan manner like we have [in

Pietrowski said he’s hopeful about expanding the Narcan Overdose Prevention Program (for individuals who overdose on opioids), the ongoing county jail expansion project and putting to good economical use the newly-designated enterprise zone, among other things.

The jail expansion has been a project on the county’s agenda for more than a decade and is expected to get underway this year. The chairman said he’s pleased that the $35 million plan to renovate and make bigger the county jail didn’t involve hitting up taxpayers for more money. Revenue from tipping fees at Waste Management’s expanded landfill in Cortland Township will supply much of the funding for that project.

“The fact that we voted for that plan unanimously, with no dissenting votes, was pretty important,” said Pietrowski.

But he said a plan is in place in case the ongoing lawsuits filed by the Regional Transit Authority regarding jet fuel sales-tax rebates result in a $2.6 million annual revenue loss.

“We know that the jail expansion will be an investment,” he said. “But if we somehow lost revenue, we’d have to look at areas to cut.”

For the first time in recent years, the county didn’t raid its reserves to come up with a budget. The $90 million fiscal 16 spending plan only dipped $400,000 into the reserves, as County Board members desired. Pietrowski said he hopes that kind of fiscal conservativeness can be repeated this year, despite the state’s budget statemate.

EDWIN MARTIN TRUBIC Born: March 15, 1931 Died: Jan. 11, 2016

Edwin Martin Trubic, 84, of Montgomery, IL passed away, Monday, January 11, 2016, at Season’s Hospice in Naperville, IL. He was born March 15, 1931, the son of Joseph and Anna (Weis) Trubic. He grew up in Chicago, graduating from Tilden High School in 1949, where he achieved fame as one of the Chicago High School All Stars.

He was awarded a football scholarship to Wichita University. He was drafted into the Army in 1951, and served in Korea and Japan before returning to the states.

He played both baseball and football on the Army base teams. After discharge from the Army, he received a letter from George Halas inviting him to try out for the Chicago Bears football team. Instead he chose to play semi-professional football with the Roseland Mustangs and the Oakland Hornets in Chicago and look for a more permanent profession. He was the retired President of a steel fabricating company, Tru-Steel in Chicago.

He is survived by his sister, Dolores Grill of Riverside; nephew Joseph Grill, Jr.; niece, Laura Kristoff and great niece Anna Kristoff and his partner of 16 years Patricia Mosley Torrence of Montgomery.

He is preceded in death by his wife, Arlene (Culatta), his parents and two brothers, Joseph of San Jose, California and Ray of Chicago.

He will be buried with Military Honors at Abraham Lincoln Memorial Cemetery in Elwood, IL.

Keith was an entrepreneur with four very successful restaurants in South Bend, Indiana.

After his service in the Air Force, he moved to Kokomo, Indiana, where he was an active member in the community. He was President of the Board of Jaycees, President of the Indiana Mobile Home Park Association, a member of the American Legion, Junior Chamber of Commerce, Elks Lodge, Kokomo Country Club, and Lutheran Church of Our Redeemer. In 2015, Keith received the Pioneer Lifetime Achievement Award from Ponderosa Steak House Incorporated.

Keith and Ellie were generous philanthropists and gave their time and talents to numerous community organizations and non-profit organizations.

Services were held at Hallowell & James Funeral Home, Countryside, IL on January 9, 2016 and interment followed at Lyonsville Cemetery.

jseverson@shawmedia.com HINCKLEY – The Hinckley-Big Rock gymnasium was a madhouse on Jan. 7.

The famous Harlem Globetrotters played in front of an overflow crowd as part of the 90th anniversary tour – coming back to Hinckley, which hosted the barnstorming team’s first road game in 1927, for the fourth time.

Earlier in the day, the Globetrotters presented a new sign on the east side of Hinckley-Big Rock commemorating Hinckley for being the site of the first Globetrotters road game Jan. 7, 1927.

The gym already had a banner representing that event, but Hinckley-Big Rock senior Jacob Morsch said it was different seeing the iconic team in person.

“It’s always been our claim to fame,” Morsch said of the first Globetrotters game. “It was just awesome to see them in person. They’re actually here.”

The team played its first road game in 1927 at Hinckley High School, where it lost to the Hinckley Merchants, 43-34.

Since the ‘20s, the Harlem Globetrotters have played in tournaments around the world and appeared on TV shows and been the subject of novelty products.

The basketball team is known for its on-court entertaining. It’s more of a show than a basketball game, said Jerry Bahl, member of the Hinckley Historical Society.

“They put on a good show,” he said.

Bahl has lived in Hinckley since 1941 and said he goes to see the Harlem Globetrotters whenever they come through town.

The Hinckley Historical Society museum hosts a collection of Globetrotter memorabilia, including old tickets, a jersey, photos and other items. A lunchbox featuring the team is probably the oldest artifact in the Globetrotter collection, Bahl said.

The team also played in Hinckley in 1987. Bahl recalled when the team came through when he was in high school, about 1950.

“I was so mad,” he said. “We wanted to play against them. We were all done with school except for spring baseball. Our coach wouldn’t let us play them because it would make us ineligible.”

Although Bahl never got to test his skills against the Globetrotters, he sat courtside with the players at the Jan. 7 game.

The performance lived up to everything the Globetrotters are known for.

It featured breakdancing, alley-oops, fancy dribbling and plenty of comedy sprinkled throughout the night. Unlike the first time the Globetrotters came to Hinckley, they won.

However, their opponents in the most recent game – the World All-Stars – were plenty up to the task of playing the heel, especially coach Reggie Harrison.

Speaking to the crowd before the game, Harrison said the All-Stars would take down the Globetrotters before bringing a jab to the local professional sports scene.

“Like the Bears of the 1980s and the Bulls of the 1990s, all good things must come to an end,” he said before the crowd caught on and showered him with boos.

Hinckley-Big Rock athletic director Bill Sambrookes said the event began when the Globetrotters reached out to him in February of last year. The contract was eventually signed in the summer and he credited the people around him – including athletic secretaries Jen Porter and Debbie Murphy – for having the event go off with only a few missteps.

“When they asked me to do it and when my principal asked me if it was something I wanted to take on, I knew it would be a huge event and everybody would appreciate it,” said Sambrookes, who said 1,060 tickets were sold for the event. “For me, I never orchestrated something this big before. I knew it would be something I could learn from.”

The village of Hinckley now has a new sign touting its claim to fame. The sign was commissioned by the team and designed by Sugar Grove-based Quantum Sign Corp.

The new sign took about a week to design and two weeks to make, Kruman said. It sits on Route 30 just east of the high school.

Remembering Meadowlark Lemon

The recent death of legendary Globetrotters player Meadowlark Lemon brought Jonathan Lemon to Illinois, where the funeral took place.

“I miss him already,” Lemon said of his father.

“The impact he had on people’s lives is always great to hear. No matter where I am in the world. …

They always have something positive to say. The response and outreach has been fantastic and overwhelming. It means so much to family.”

Lemon said that he traveled with the Globetrotters throughout his childhood and has fond memories of the experi-

ences and opportunities he had to spend time with his father.

Meadowlark Lemon played his first full season with the Globetrotters in 1954 and was honored in the Naismith Memorial

Basketball Hall of Fame in 2003, according to the Globetrotters’ website.

While Lemon was the iconic “Clown Prince” for 24 seasons, he was quiet and reserved off-court, his son said.

“There is something about a basketball – that red, white and blue – in hand that lit him up,” he said. “He was a very introverted man at home, but with the Globetrotters, it was showtime.”

There’s a whole lotta shakin’ going on…

Our near neighbors out in Oklahoma have a problem.

They’ve become the nation’s most seismically active state, thanks to the production of oil and natural gas using hydraulic fracturing – commonly known as fracking.

How active is active? In 2001, Oklahoma reported no quakes of 3.0 or greater magnitude on the Moment Magnitude (formerly the Richter) Scale. In 2014, there were 562 magnitude 3.0 or higher quakes in the once tranquil state.

Some of those quakes have been fairly serious, and a substantial amount of damage has been caused. These days, Oklahoma far outpaces California (where they’re still waiting for The Big One) in the number of 3.0 or greater quakes.

Here in Illinois, we’re not just the Prairie State, we are also, down south at least, the Quaking State. Thanks to what is known as the New Madrid Fault, named for the Missouri town on the west

REFLECTIONS Roger Matile bank of the Mississippi River, southern Illinois gets the shakes pretty regularly. And, apparently, that’s been going on for thousands of years, no fracking required.

The first major quake down that way in historic times was recorded in 1795 between the end of the Revolutionary War and the War of 1812. The ground shook and rolled for a minute and a half at Kaskaskia and the trembler also was felt in Kentucky.

The granddaddy of all Illinois quakes, however, occurred a few years later, with shocks starting in 1811 and extending into 1812.

Tremors from a succession of quakes pounded the area not once but four times. Fortunately, at the time, few people were living in what was then called the Illinois

Territory, but even with so few residents (scattered settlements in the south, a few French traders at Peoria, and a few soldiers at Fort Dearborn) deaths did occur.

The first quake, which scientists now measure at an estimated 8.2 on the MMS, struck about 2 a.m. Dec. 16, 1811. The second rumbled through the area about six hours later, and measured the same 8.2 on the MMS. A third quake, with an MMS rating of 8.1, struck Jan. 23, 1812.

The fourth, and most powerful of the four tremblers, estimated by some seismologists to have registered as high as 8.3 on the MMS, hit the already well-shaken residents of the Mississippi Valley on Feb. 7. In comparison, the hugely destructive 1906 San Francisco earthquake measured 7.7 on the logarithmic MMS scale, meaning the Illinois quake was about six times as powerful as the quake that leveled that city.

dians were attacking. The series of quakes was felt as far away as Washington, D.C., and residents of Richmond, Va., out walking when the quake struck found it difficult to stand as the shock passed.

That final and most powerful of the series of disturbances had its epicenter near New Madrid, Mo., then a small frontier hamlet, which was completely destroyed.

Several houses and other buildings were destroyed or damaged at St. Louis. The power of the uplift quake created temporary waterfalls on the Mississippi River, and changed the course of the river itself, creating the great looping Kentucky Bend.

Continued from page 6 backwards for a period of minutes. One flatboat crew reported their craft was carried upstream by the surge faster than a man could walk.

As it happened, one of the very first steamboats on the Mississippi was steaming downstream when the quake hit, and its crew, when they finally reached New Orleans after a harrowing voyage on a river that had suddenly become foreign to even the most experienced pilots, left a valuable account of what happened.

river frantically tried to cope with the vast changes in the landscape that took place as they watched.

No one knows how many of them perished in the series of quakes.

A request sent to Washington, D.C., dated Jan. 13, 1814, by William Clark, of Lewis and Clark fame, then the governor of the Missouri Territory, asked for federal relief for the “inhabitants of New Madrid County.” Historians say this was possibly the first example of a request for disaster relief from the U.S. federal government.

Much smaller quakes are common in far southern Illinois due to the New Madrid Fault, but northern Illinois isn’t immune, either. We have the Sandwich Fault,

the Fox Valley shook the area in late May 1909. According to recent studies, the quake’s epicenter was at Morris in Grundy County, and was felt in Missouri, Michigan, Minnesota and Indiana, as well as here in Illinois. Seismologists estimate it measured 5.1 on the MMS scale.

In its May 26, 1909 edition, the Kendall County Record, under the headline “Earthquake In Kendall,” reported: “Yorkville and vicinity was visited by an earthquake shock this morning about 9 o’clock that brought everyone to their doors with a start.

The feeling was as of an immense explosion and the buildings were rocked throughout the village.

The quake visited all the country surrounding, Chicago, Aurora, Joliet, Oswego, Newark, in fact all of Kendall county and surrounding country was shocked. No one was hurt, so far as can be learned, but it is said that glass was broken and chimneys shaken down in some localities.”

Added the Record’s Oswego correspondent in the next week’s paper: “The earthquakes of last Wednesday and Friday mornings furnished the topic for conversation this past week. No damage was reported on either day.”

And all that without fracking.

Which leads one to wonder, what would happen should Illinois allow fracking?

To the Editor: Well, I gritted my teeth and watched Obama’s town hall meeting on gun control. All I heard out of him was political blah-blah; the man was almost babbling. I will, however, offer congratulations

to CNN and Anderson Cooper for the hard questions asked and points raised; it wasn’t their fault that Obama tapdanced around them.

Obama began his waste of 75 minutes of my life by chiding the NRA for not showing up even though their offices were nearby and they had been invited. I’m pretty sure that the leadership of the NRA understood that Obama’s show would not be a serious consideration of facts and discussion of real solutions. In fact, only five questions were allowed to be asked by audience members; the rest of the time was just Obama stringing platitudes and clichés together.

members was a woman that is now married with two children who was raped when she was in college and wished she had had a gun to defend herself. She asked him why he wanted to restrict her right to have a gun now so that she could defend her family.

All our glorious leader could come up with was some rambling about the danger of having a gun in a house with small children. He didn’t hesitate for a second as he skipped over the obvious comparison of how safe children are in gun-free-zone schools.

Another of his delusional concepts had people going to gun shows in Indiana where the laws are “lax” – he seemed to imply that they were nonexistent, buying a carload of guns, and re-

turning to the south side of Chicago to sell them to 13-year-old kids for “less than the price of a book.”

People, the price of a new, low-end, modern handgun is in the $300-$400 range, and the value doesn’t drop much on used guns. Any handgun that costs less than the price of a book is a rusted-out, inoperable wreck with no collector value.

Another special moment reminded me of that Burger King commercial where the opposing candidate laughs nervously and dismissively at the King’s offer of 10 pieces of chicken for $1.49. Obama was confronted with the fact that people think he’s aiming at confiscating guns and eliminating the Second Amendment.

He, literally, tried to laugh it off in spite of the fact that all

of his actions are against the law-abiding citizen and have little or no effect on criminal activity.

People, Hillary Clinton already has said that gun confiscation is an idea “worth considering.” She is a tool and a student of an administration that works against the will and interest of the people. Don’t listen to what they say, watch what they do. And remember, you can keep your plan and your doctor, and your premiums will be lower.

To the Editor: Now that it is winter, and on behalf of all walkers, I want to say thanks to all those who have managed to

clear their sidewalk so we can avoid slipping on the ice.

This includes clearing the path at the Somonauk park.

Speaking of walking, a while back we saw a PBS program about a fellow named Paul Salopek who has set out to walk around the world! Can you believe it? Oct. 20 he started on the Silk Road to China. He commented that he wanted to see what’s there. Students around the world follow him online, and locals join in for a time (as well as the news media).

Also a while back, I noted that Yorkville was holding a golf outing to raise funds to match a state grant for a bike path. Maybe we could do the same?

SANDWICH RECORD The Sandwich American Legion Riders Post 181 is on hiatus from riding during the winter months. So just what does this organization do during the winter months?

In November, they provided Thanksgiving dinner to a family and started planning a bowling event for veterans.

In December, they helped sort and deliver food for Plano’s Rockin’ Christmas and assisted Mooseheart with their spectacular “Holiday Lights” show.

They hosted their second annual “Ugly Sweater” contest at their Dec. 17 meeting. Winners of the Ugly Sweater contest were three men – Bob Mauer, Cliff Oleson and Gil Gonzalez.

There will be prizes for first-, second- and third-place bowlers, 50/50, and raffles.

Proceeds will benefit the American Legion Legacy Scholarship Fund, which helps ensure higher education is a possibility for children whose parents lost their lives while on duty since the terrorist attacks of Sept. 11, 2001.

The Sandwich City Council proclaimed Friday, Jan. 8, 2016, as “Scott Francis Day” in Sandwich.

The city honored Francis for his 20 years of service as a martial arts instructor and business owner of Dojo Dynamics, 131 S. Wells St., Sandwich. Tykes Tuesdays: Promote curiosity, athleticism, artistry and learning in your tot. There will be a new theme each week to enhance the fun and learning. Each participant needs to bring an adult helper and be clothed for tumbling and to make a mess.

Meets at David A Francis Center, Sandwich Park District. For ages 0-3; from 9:30 to 10:30 a.m. Tuesdays through Feb. 16. Fee is $24/$28.

Indoor Garage Sale: If you have items you would like to sell, but are limited on space, this is the answer.

Rent an 8-foot-long table for only $15 to sell your treasures. Sellers must stay the entire time of the sale, and are responsible for their own table, setup, cash box, teardown and cleanup, including taking home empty boxes.

Sellers will be permitted to set up at 7:30 a.m. and must be ready by 9 a.m.; late vendors will forfeit their space and fee. All “treasures” must

fit on the designated table space, and walkways must remain clear.

Clothing racks are not permitted, as space is too limited.

Electrical access for a table is available for an additional charge of $10. Registration is accepted on a first come, first served basis, and there are no refunds. The sale will be held from 9 a.m. to 2 p.m. Jan. 23 at the St. Paul’s Parish Center, 340 W. Arnold St., Sandwich.

Softball Skills Camp: The Sandwich Girls Softball Skills clinic will concentrate on core fundamentals which include fielding, running and throwing. Pitching coaches will be on hand to teach girls who have an interest in pitching. The skills being taught will easily translate to the softball field.

Girls should bring their own softball glove and be ready to learn and have fun. Girls ages 6-14 are encouraged to attend this instructional opportunity. Registration deadline is Jan 23.

Registration after Jan. 23 will have to be done day of the event at Sandwich High School.

Program will be in the SHS gym, for ages 6 to 14 from 1 to 4 p.m. Jan. 24.

Fee is $15/$20.

Bunco: If you like to keep busy, this game of dice is for you. Roll the dice and with some luck you may get all three the same: could be a “funco” or a “bunco” – it depends what number is being rolled. The object of the game is to roll as many points as possible before the head table reaches the goal and stops the play.

Beverages are included in the fee.

Snacks may be brought to share with the group. Program will be in the David A Francis Center, Large Room, for adults, from 12:45 to 3 p.m. Wednesday, Jan. 27. Fee is $5/$7.

Jeeves at Sea: On board a yacht anchored in Monte Carlo, the feather-brained Bertie Wooster finds himself once more in the soup, caught between the romantic intentions of both the mischievous Lady Stella and the stern Miss Minerva.

The United Methodist Men will host an all you can eat Chili and Soup Dinner from 4 to 7 p.m. Wednesday, Feb. 17, at the United Church of Sandwich, 512 Lions Road, Sandwich (across the street from the Sandwich High School).

1996 murder of teacher nags police, family Lee sheriff: ‘I will not put this into a cold case file’

Sherie Newman, Fleming’s sister, remembers Fleming baking cookies for family and friends at Christmastime, giving her homemade goods away to her grandparents and the elderly. Newman wishes her sister could have made cookies with her nieces and nephews this year.

It has been 20 years since Fleming last baked cookies. It’s been 20 years since she last laughed with her father and 20 years since her mother heard her voice. On Jan. 11, 1996, Fleming, 25, was found strangled at her home off Route 30 in rural Lee County.

The case remains un-

solved. Police believe they know some things about the crime – that it wasn’t a random act, and it wasn’t a burglary, even though the killer might have tried to make it look that way.

They also Amy Todd believe some Fleming people they questioned during their investigation have been untruthful and evasive.

But no one ever has faced charges in connection with Fleming’s murder.

“This is still very much an open case, with new information being found and interviews being conducted,” Lee County Detective Sgt. Shane Miller said.

“Leads still come in, and we compare old and new evidence. New fingerprints

are being checked against ones found at the scene. It’s still an ongoing process.”

Lee County Sheriff John Simonton said his office will continue searching for Fleming’s killer.

“We are still working on the case, and we follow every lead that we possibly can,” Simonton said. “I will not put this into a cold case file. It will be continuously worked. We will follow up until there’s nothing else to follow. We will pursue this case and bring the killer to justice.”

Arrest in other decades-old Lee County homicide case offers hope • MURDER

She married a farmer and loved life. To my knowledge, she didn’t have an enemy in the world.”

Continued from page 18 Claudia Hicks, who worked in the school’s office, was one of the people who found Fleming’s body.

“Part of my job was to assign substitute teachers to fill positions, and I did not receive a call from her that day,” said Hicks, who is now mayor of Shabbona.

“When I called her that morning and she didn’t answer, I knew something wasn’t right. ... I never imagined that she would have been murdered.”

Fleming’s body was found in her home at 9:30 a.m., Simonton said. A family member was the last person known to have contact with Fleming, in a phone call about 8:30 p.m.

Jan. 10. Fleming presumably was home alone at the time; her husband, Derek Fleming, was at an out-ofstate cattle show.

Law enforcement agencies throughout northern Illinois assisted with the case, including officers from Boone, Lee, DeKalb, Ogle, Stephenson, Whiteside and Winnebago county sheriff’s departments, Illinois State Police and the FBI. More than 500 interviews were conducted.

Evidence from Fleming’s case takes up the majority of the Lee County Sheriff’s Department’s major-case evidence room.

Still unsolved

According to DeKalb County Sheriff Roger Scott, one aspect that has made the case difficult to solve is that there is no known motive for her murder.

“It might sound cliché, but everybody that knew her loved her,” Scott said.

“She was an excellent school teacher and was a person of strong character.

She had no bad habits, connections or characteristics.

She was a quality individual loved by all.”

Simonton said investigators believe the person who strangled Fleming attempted to make it look like a burglary, taking a Quasar microwave and a Sharp VCR from the house.

Simonton thinks Fleming’s murderer was someone she knew. He also has found individuals to be untruthful, but he has no evidence to tie them to the crime scene.

Technological advances, including new fingerprint and DNA technology, have assisted the case, but Scott said that what solves cases is good, old-fashioned police work. It’s likely that, by now, someone other than the killer has inforFree Hearing Exam

“It’s hard to believe that the killer has not shared information somehow with someone, somewhere over the years,” he said. “That person is obligated to come forward. With enough pieces of the puzzle and with verifiable evidence, the killer can be caught.”

What gives the family and law enforcement agencies hope is that, last week, evidence led to an arrest in a 32-year-old homicide case in Lee County.

“Hearing that a cold case like that was solved gives me hope, and I’m happy to hear that,” said Amy’s mother, Sue Dalen. “But that’s not our case, that’s not my daughter. They get their justice, but we are still waiting for ours.”

At the Indian Creek schools, she was involved with preschool screening for the Indian Creek School District, served on the high

school’s ag advisory board and coached girls basketball and volleyball.

After Fleming’s death, a $25,000 reward was raised by the community for information leading to the arrest and conviction of her murderer. In 1998, the Amy Todd Fleming Memorial Fund was established by her husband and parents, using money from the

Closure

Lee County Chief Deputy David Glessner was a patrol deputy in charge of the security of the crime scene in 1996. Twenty years later, Glessner still is searching for the killer.

“I think about the case every day,” Glessner said.

“The family’s been through so much, they deserve closure. They deserve to find out what happened.”

Dalen said she is thankful for all of the help the police have given over the years, but she is anxiously awaiting the day that her daughter’s murderer is caught.

“I’m frustrated not knowing any more now than I did 20 years ago,” she said. “We have more questions than answers. I want justice, not only for us, but for her. It’s hard to live with this every day.”

Stanley Todd said time has lessened some of his pain, but that he never will forget his daughter.

His advice to parents: Tell your kids you love them and to hug them. Because you never know what can happen.

“I had a dream once, many years ago,” he said.

“I was with Amy on the farm, and she was sitting right there, across from me in our truck. She said to me, ‘Dad, I’m OK.’ That made me sad, but it made me happy. It helped me to know that she’s in a better place.”

“She was active and outgoing, the kind of girl that loved everybody and that everybody loved,” her father said. “Growing up, she was daddy’s little girl.

How to repurpose last year’s Christmas tree Just about now, you can see holiday trees sitting in the front or side yard, waiting for the assigned pickup date to be collected and mulched. This is one way to be sure your holiday tree gets recycled to the benefit of the environment.

If your tree is composted in a community program, make sure you take advantage of the composted material later by bringing some back home and using it in your landscape beds. Those fallen needles that need to be collected as you take the tree outdoors can go to the compost pile.

If your community does not recycle holiday trees, consider contacting wildlife organizations to see if they can benefit from using your tree. They may, for example, be used to provide habitat for fish.

Sharing this information annually is a great reminder of how easily you can help the environment.

There also are ways to continue to benefit from your tree right in your own yard. If you are feeding the birds, set your tree up nearby to give birds a place to sit while they take turns going to the feeder.

This gives us more to watch and saves the birds from using energy to fly back to the trees and shrubs farther away during the cold winter. That tree also provides shelter from stormy weather. If you already have some evergreens in the landscape, you already have witnessed this survival technique. If you have an artificial tree, there likely is a neighbor that has a live tree that you can get hold of.

For any tree, you can buy or make your own suet balls to hang in the tree as another source of food and energy for the birds. You will begin to attract the larger birds that really enjoy suet and provide

Other sources of food and a great family activity will be to pop some popcorn, buy a bag of cranberries and string them together to hang on the tree. Clear out the crisper drawer in the refrigerator and put out apple or orange slices that are too far gone for us to eat.

If your winter activities don’t include the birds, you can use the tree in the home landscape.

By using the evergreen branches cut from the trunk to cover tender perennials, you will be providing winter protection and hiding them from the rabbits early next spring when there is little else to eat.

Any branches covering the perennials also will collect additional blowing leaves for protection. The soil will remain colder too, delaying early spring growth that could be caught by that late spring frost.

Save the trunk for the 2016 garden season and plan on using it to support peas or beans, or for growing morning glories in the garden. By the end of the garden season, the trunk can be burnt in the outdoor fire pit.

Drew Becker, fish and wildlife biologist with the U.S. Fish and Wildlife Service at the Rock Island Field Office, will be the speaker.

He serves as the eagle biologist for Illinois, Iowa and Missouri, and his duties include providing technical assistance to landowners, project proponents and government entities regarding regulations and permits issued under the Bald and Golden Eagle Protection Act and the Migratory Bird Treaty Act. Many homeowners also enjoy seeing the other more common birds and wildlife in their back-

yards. There even is a National Squirrel Appreciation Day observed on Jan. 21 every year. Some people enjoy watching these as backyard “buddies” and others look at them as a nemesis around the bird feeder.

But, either way, it is a good reminder that there can be fun and benefit to feeding and protecting wildlife in our backyards.

One exception to remember if feeding wildlife is that since 2002, it has been illegal to feed deer in Illinois due the possible spread of disease.

“This evening is done as a way of recognizing our 4-H members and volunteers for their accomplishments and time during this past year,” Nicole Groezinger, 4-H program coordinator in DeKalb County, said in a news release. “We have many 4-H members that completed award applications, and did great things during this past 4-H year, and we wanted to recognize them for a job well done.

“We also have well over 100 4-H volunteers that have dedicated anywhere from one year to 57 years to the 4-H program that we wanted to say thanks to,” Groezinger said in the release. “Another bonus of the program is that some our 4-H clubs conduct skits during the evening for

Sandwich junior sidelined by stroke Leading boys hoops scorer recovering after brief hospitalization

The Sandwich junior led the Sandwich boys’ basketball team to a ninth-place finish and landed on the All-Tournament team after averaging 16 points over five games.

In the early hours of New Year’s Eve, just a few hours after the tournament ended, Smith was home when he started to not feel

well. He remembers his vision got blurry, he lost his balance and made his way to his parents’ room, but doesn’t remember anything after that.

Sandwich’s leading scorer eventually ended up at Central DuPage Hospital, where he spent the first few days of 2016. It was determined he had suffered a stroke. He’s OK now and was on the bench for Friday’s 71-68 loss at Lisle, but he is not sure when he will return to the lineup. He could be back within a week – at least

On Jan. 5, Sandwich defeated Hinckley-Big Rock 51-18 as Maddie Dawson led with 11 points and Sarah Ness scored 10. Sandwich earned a 29-14 win over Lisle last Thursday with nine points from Ness.

“As soon as I got the call, I went to the hospital. I was completely crushed, and his teammates were too,” Sandwich head coach Brennan Callahan added. “It’s just a tough situation. He really wanted to be a part of the team and really

wanted to play tonight [against Lisle].”

The game against Lisle was the first one Smith missed this season. He took on a new role, as he served as the team’s water boy.

“He had to do something; he’s an energetic kid,” Callahan said.

Even though Sandwich did its best against Lisle, the Indians hope Smith is back in the lineup within the week.

“Jackson carries the team with points, and we missed him out there,” said Sandwich senior Sam Morgan, who scored a team-high 19 points against Lisle.

“Hopefully he’ll come back soon.”

Indians back on the mats Sandwich wins one of three at Springfield Duals

By KRISTIN SHARP ksharp@kendallcountynow.com After a nearly threeweek schedule break, the Sandwich wrestling team returned to the mats with five duals to kick off January.

Sandwich swept an Interstate Eight Conference triangular over Lisle and Seneca last week before going 1-2 at the Springfield Duals on Saturday. The matches marked the first since the Indians participated in the Stillman Valley Invite on Dec. 19.

“The kids are getting a little bit better now at this point in the season and hopefully we can come out with a couple more wins and even out the season,” Sandwich head coach Josh

McCarty said. “We had a lot of rest and some days we didn’t have many kids at practice. I thought we were going to get extra work in over break and it ended up to be more rest than anything. With some injuries, it turned out to be OK. After the New Year, last week was a real good week and we started to make more of a transition into being in better conditioning for conference and regionals.”

Sandwich defeated Seneca 47-36 with six forfeit wins. Ethan Dockendorf won 15-0 at 126 pounds and Corbett Bennett won by pinfall (1:24) at 170.

On Saturday, Sandwich picked up a 34-31 win over East Peoria, but fell to Troy Triad (41-32) and Springfield (42-27). Alex Maisonet and Tommy Dale went 3-0 on the day.

Slow start plagues Sandwich

Coach: ‘We still have a long season left’

By CHRISTINE BOLIN DASCHER cbolin@kendallcountynow.com After a slow start, the Sandwich girls’ basketball team found a spark going into the half against Westmont on Monday.

That spark continued into the first minute of the second half before Westmont found a spark of its own and left the Indians scoreless for most of the fourth quarter. As a result, the Sentinels won, 35-27, in an Interstate Eight Conference matchup in Sandwich.

Going into games against Somonauk and Streator, Sandwich had an overall record of 5-11 overall and 3-3 in the conference.

“We still have a long season left,” Sandwich head coach Randy Malloy said.

Sandwich did not take its first lead of the game until the opening minute of the second quarter, when senior

Emily Ness hit a three-pointer to give her team the 6-5 advantage.

Westmont responded with an 8-0 run, and when AnneMarie Carlson hit a pair of free throws, the Sentinels had their largest lead of the first half, 15-8, with 2:11 left in the quarter.

The Indians capped the first half on an 8-0 run with a basket from Ness, a putback from senior Ashley Guilinger and free throws from junior Maddie Robinson. She was fouled at the buzzer, and her two free throws gave Sandwich the 16-15 advantage going into the break.

Sandwich turned that 8-0 run into a 13-0 run when senior Rachel Goodin (teamhigh eight points) opened the third quarter with a pair of free throws and a three-pointer. That gave the Indians their largest lead of the game, 21-15, with 7:04 on the clock.

After a timeout, however, Westmont responded with a 12-3 run to end the third quarter with the 27-24 lead.

The Sentinels then scored the first eight points of the fourth and held Sandwich to just a three-pointer from Guilinger in the closing seconds.

“We just couldn’t catch up,” Malloy said. “We forced things and every time we had an opportunity, we’d turn the ball over or defensively, we’d miss a rotation.”

“We started off slow, and it was hard to get things going,” Ness added. “We had a hard time battling back. We were forcing things on offense.”

By CHRISTINE BOLIN DASCHER cbolin@kendallcountynow.com Before Sandwich’s game at Lisle, Indians’ head coach Brennan Callahan predicted Friday night’s Interstate Eight Conference game with the Lions would be a dogfight.

Callahan was right, as Sandwich turned a 12-point Lisle lead to a two-point game in the closing seconds. Sandwich was not able to catch up as the Lions won, 7168, in the intense and physical battle in Lisle.

The loss snapped Sandwich’s three-game win streak as the Indians fell to 8-8 overall and 3-1 in the

conference heading into games against Somonauk and Streator.

“We got down early and we got down late, but the kids always fought back,” said Callahan, whose Indians topped Lisle, 45-44, at the Plano Christmas Classic about a week and a half earlier.

“As a coach, that’s all you can ask for. They played hard.”

It may have been a dogfight, but Sandwich was without its top dog – junior Jackson Smith, who was sidelined after suffering a stroke in the early hours on New Year’s Eve. The Indians’ leading scorer is recovering and was on the bench at Lisle, but will not be cleared to

play for at least another week.

With Smith out, senior Sam Morgan stepped up to score eight of his team-high 19 points in the fourth quarter as the Indians made their comeback.

In the opening minute of the final frame, Lisle led 52-40 after Mark McGrath (game-high 25 points) hit a three-pointer.

The two teams traded baskets for the next five minutes until a three-pointer from Sandwich freshman guard Jimmy Braddish with 2:07 left in the game sparked an 8-0 run from the Indians.

After a free throw from Ryan Gillen (6-of-8 from the free throw line in the final minute of the

game), Lisle led 65-59 with 52.2 seconds remaining. In between free throws from Gillen, Sandwich senior guard Zac Dabbert (18 points) hit a three-pointer, Morgan connected on a conventional three-point play, and when Braddish (12 points) hit his second three-pointer of the quarter, the Lions’ lead was reduced to 70-68 with 18.3 seconds to play.

“Our guards really stepped up and hit their threes,” Morgan said. “They did what they had to do.”

again as time expired.

“We didn’t even play our best and we almost pulled it out,” Callahan said.

Now that each team has a win against one another this year, the Indians hope to see Lisle once more this season at the Interstate Eight Conference Tournament.

“I love playing Lisle,” Morgan said. “They are a good group of guys, but we match them every time. It’s always a game and it’s a great team to play.”
