FULTON

Downtown Fulton building’s condition leads to restricted access, street closure FULTON – Access to a downtown Fulton building will continue to be restricted until the building is property stabilized.

Fulton police were notified about 2:30 p.m. Thursday, Dec. 14, about issues on the north and northeast corner exterior of a building at 1206 Fourth St., Fulton, according to a news release. The Fulton Fire Department

was contacted and the situation was assessed by Fulton Fire command staff members. Out of an abundance of caution and for the safety of residents who resided in the building and nearby, fire command restricted access to the structure.

A structural engineer from Willett Hofmann & Associates met with the building owner and the city of Fulton

Public Works, police and fire personnel after examining the structure on Friday, Dec. 15.

The building at that time was deemed unsafe for occupancy. The building is a four-unit apartment building in which two units are occupied.

Two residents from the apartment building are affected and are staying

with family.

Fourth Street from 13th Avenue to 12th Avenue has been closed, but businesses in the area will have access via the sidewalk located on the east side of the roadway.

Crews are expected to be working at the scene to stabilize and secure the structure as early as this week, according to the news release.

She enjoyed camping down at the Fenton Boat Club, spending time with the Golden Vines, devoting time in Gods word with her beloveds, and most of all being an Oma to her two grandkids David & Scarlett. She valued her companionship with Chevy her black lab.

Mary was born August 3, 1946 in Freeport, IL, to Paul and Shirley (Halstead) Noeske.

She was a 1964 graduate of Freeport High School, and continued her education with some secretarial and financial college courses. On November 4, 1966 she married Marvin E. Tichler at Ebenezer Reformed

Church in Morrison. For a time Mary worked in the kitchen at Northside Grade School in Morrison, and also as a teller at the former Smith Trust & Savings Bank in Morrison. Then for almost 20 years she was the smiling face at the Morrison True Value Hardware Store.

Mary was a member of Ebenezer Reformed Church in Morrison. For many years she babysat for several families in the area. When her children were young, Mary was involved with 4-H. She had a green-thumb and enjoyed gardening; was musical, and played the violin; was creative and enjoyed ceramics and crocheting. She also loved bird watching, and enjoyed watching the Chicago Cubs and Chicago Bears with her husband, Marv.

Survivors include her husband, Marvin; two daughters, Chris Tichler of Morrison and Rene Tichler of Colona, IL; one son, Brian (Landi) Tichler of Morrison; three grandchildren, Tyler, Jenna and Marissa Tichler; two sisters, Sara Jordan of Tomball, TX and Donna (Robert) Wade of Morrison; many nieces and nephews.

2013: Marlyn Faber recognized for 42 years of service on library board Dec. 18, 1963

Ray Rus, a well-known Fulton businessman, has been employed to serve as administrator of Harbor Crest Home after a meeting of the board of directors of the home. Rus was the only one to file an application for the position. He has sold his Dari Delite business to devote full time to his new position. The building committee, headed by James Shipman, will meet with representatives of the Illinois Public Health Service at Rock Island to discuss preliminary plans and specifications for the new home to make sure it meets all state requirements.

Lyle Henderson, principal of Fulton Community High School, announced that Joanne Tillotson will receive a formal letter of commendation from the National Merit Scholarship Corporation for having achieved a high score in the examination she took in the merit program. The test was a three-hour examination that covers five separate areas of educational development.

Members of the River Bend School

Board spent much of their time discussing the energy crisis. One of the major issues was whether to eliminate extracurricular bus activities in the district. The plan approved will allow these activities to continue as long as the extra gasoline required can be obtained outside the district’s supply.

The district will assume the extra cost involved for field trips, but not spectator buses, skating, swimming parties or pep buses. Those will be passed on to the participants.

Mrs. John Wiersema has resigned as the Fulton Journal’s local news reporter for health reasons and Mr. Ronald Whiten will take over effective Jan. 1, 1974.

Dec. 21, 1983

The River Bend School District board adopted resolutions requesting that voters be given an opportunity at the March 20 primary elections to vote for an additional 60 cents of taxes on each $100 of assessed valuation.

Present rate for the educational fund is $2 on each $100 of assessed valuation.

Miss Paula Buikema received the “Accent On Excellence” award for her active support for various school

activities through the years. Mrs. Gary Orman presented the award to Buikema.

Winners of the Fulton Christmas Lighting Contest include first place – Mr. and Mrs. Larry Letcher; second place – Mr. and Mrs. Warren Deelsnyder for the second year in a row; and third place – Mr. and Mrs. Lyle Buis.

A fire of undetermined origin heavily damaged the office of Fulton’s Quality Ready Mix plant on 14th Avenue. The building also houses equipment used in the concrete operation, a small print shop and a woodworking shop. Albany and Morrison fire departments were called to assist. The origin of the fire is being investigated by the Illinois State Fire Marshall.

Joe Haan of Haan Builders, Inc. is retiring after 38 years in the building industry. His son Steve is planning on taking over the business. Joe is confident that Haan Builders, under Steve’s leadership along with the valued employees, will continue to provide the same professional workmanship and services to the community.

The Fulton City Council met and approved the hiring of Gary Munson as public works employee. Also, there was the swearing in of a new police officer, Casey Simpson. New items on the agenda were a development agreement between Fulton Lodging, LLC, Community State Bank and the city and passing an ordinance for the issuance of waterworks and sewage revenue bonds.

Barb Knight, president of the Board of Trustees of the Schmaling Public Library, presented Marlyn Faber with a plaque recognizing his 42 years of service to the library board. The board honored him at a dinner recognizing his many contributions to the library.

He served as treasurer in the organization from September 1971 to April, 2013.

Officer Jeremy Leitzen was honored with an award by EMS coordinator Dave Rogis at the Fulton Fire/ EMS/Police Christmas dinner for outstanding service for recognition in a cardiac arrest save from July 17, 2013.

He has served our community as a police officer for 121/2 years.

Minimizing the chance of diabetic foot infections is discussed

By STEVEN D. HARRISON, M.D. Diabetic foot care infections are still a major cause of amputation, yet in many cases this is preventable.

The following is a basic list that will help minimize the chance for infections and loss of extremities secondary to diabetes.

• Inspect the feet daily, including between toes for calluses, cracks, fungal infections, blisters and inflamed areas and signs of shoe pressure, cuts and bruises. A mirror is sometimes helpful for this purpose. Diabetics commonly have damage to nerve endings, which may prevent them from feeling

trauma to the feet, therefore, routine examination is critical.

• Use moisturizing cream to prevent dryness. Do not use lotion between the toes because this can cause softening and disintegration of the tissues.

• Wash feet daily and dry them carefully, especially between the toes.

• Bedclothes should be loosened to reduce pressure on the toes, heels and bony prominences.

• Wear properly fitting stockings and comfortable shoes.

• Keep the feet warm at all times.

• Inspect shoes each morning for foreign bodies.

• Change shoes twice daily whenever possible.

• Use a leather shoe with large toe boxes.

• Wear cotton or wool socks.

• Make sure that nails are cut straight across and not too short.

• Use body parts not affected by neuropathy to test bath water temperature.

• Avoid temperature extremes.

• If vision is impaired, have a family member inspect the feet or use a mirror.

Here are some do’s and dont’s of foot care: • Don’t smoke.

• Don’t use hot water bottles, heating pads or heat lamps near the feet.

• Don’t wear garters because they prevent venous blood flow and lead to

peripheral edema or swelling.

• Don’t wear sandals with thongs between the toes.

• Don’t cut or use chemical agents to remove corns and calluses.

• Don’t wear high-heeled, pointed or open-toed shoes.

• Don’t wear new shoes for more than one hour at a time until they are well broken in.

• Don’t walk barefoot, especially on hot surfaces.

• Don’t cross legs while sitting to avoid nerve pressure leading to foot drop.

• Don’t use inserts or pads without medical advice.

• Don’t wear shoes without socks.

Farmers National Bank has selected Morrison Community Hospital as the recipient of its Funding New Beginnings grant for 2023. Presenting the $1,000 check to Morrison Community Hospital Foundation Secretary Mick Welding (left) is Nicholas Emmerson, executive director of the Funding New Beginnings Community Foundation. The Community Impact Fund provides the community foundation with flexibility in responding to emerging community needs, innovative opportunities and ongoing projects in the community. Larry Buikema (right) was honored with a plaque presented by Kiwanis President Dr. Bill Wilkin as this year’s “Kiwanian of the Year.” Buikema joined the club one and a half years ago and has jumped right in by serving on the tent crew, recycling cans and metal committee, worked the Queen of Heart Raffle and helped with the annual picnic. DIXON – Behavioral health care leader Stacie Kemp has been named president and CEO of Sinnissippi Centers, a community-based behavioral health care center that provides care to Illinois residents of Carroll, Lee, Ogle, Whiteside and Stephenson counties.

Since September, Kemp has been acting as Sinnissippi’s interim president and CEO. She will assume her responsibilities as president and CEO on Jan. 1, 2024, according to a news release.

Kemp previously served as vice president and chief operating officer and was part of a leadership team that guided the organization’s growth from $8 million to $22 million in eight years.

Kemp’s career in the nonprofit sector spans 25 years in behavioral health and social services.

“Following a nationwide search, Sinnissippi’s Stacie Kemp board of directors is pleased to announce that the best and most-qualified candidate to become the agency’s next president and CEO was already on board and effectively leading the organization,” board Chair Larry Prindaville said when making the announcement. “We are confident that under Stacie’s continued leadership, Sinnissippi’s trajectory of excellence will continue to mark the agency as a behavioral health resource of

choice for many thousands of individuals and families throughout the area.”

Sinnissippi Centers engaged Kittleman & Associates to conduct a search for its president and CEO. Kittleman & Associates is a national executive search firm that specializes in the recruitment of CEOs for tax-exempt nonprofit organizations, public charities and philanthropic organizations.

Kittleman recruits leaders for the entire nonprofit sector, including human services and behavioral health care agencies, foundations and advocacy organizations.

Born and raised in Carroll County, Kemp is passionate about serving the needs of individuals and communities in northwest Illinois.

Early in her career, Kemp was a clinician at Sinnissippi Centers’ Mount Carroll office and rejoined the agency in 2015 as vice president and chief clinical officer. Before returning to Sinnissippi, Kemp served in various social service leadership roles in the Milwaukee area, including as director of performance and quality improvement and IT business collaboration for Lutheran Social Services of Wisconsin and Upper Michigan.

“I am honored to be selected by the board as the next president and CEO for Sinnissippi Centers,” Kemp said.

SVCC, ISU ink agreement for education students DIXON – Sauk Valley Community College has entered into an agreement with Illinois State University to enhance and expand opportunities for students enrolled in SVCC’s education program.

This agreement initiates a plan that leads to a Bachelor of Science degree in elementary education at ISU upon completion of the first two years of requirements at SVCC, in which the student will receive an Associate of Arts degree.

With the ongoing teacher shortage, SVCC aims to provide workforce-ready instructors for the local education system. SVCC recently implemented new strategic goals, including economic development and workforce readiness, to aid in the success and longevity of the

community.

This agreement will aid in this mission by providing access to a bachelor’s degree, thus growing a pool of qualified candidates to fill local teaching positions.

ISU’s eight colleges offer programs and courses in 36 academic departments and schools. The university’s almost 21,000 students have a full range of study options in business, liberal arts, science, fine arts, education, applied science, technology, nursing, pre-professional fields and engineering beginning in 2025.

ISU is the largest producer of teachers in the Midwest and the second largest teacher preparation institution in the nation, as almost 1 in 6 Illinois public school teachers is an alum of the university.

“I feel very passionate about being a strong community partner and about making sure the behavioral health needs of our communities are addressed, and I also feel strongly about equally supporting the employees of Sinnissippi and being a quality employer in northwest Illinois.”

In addition to her leadership roles at Sinnissippi, Kemp has been serving on the Community Behavioral Healthcare Association board for the past six years, including as its chairwoman, and recently was elected to co-chair the public policy committee, which guides the CBHA legislative and advocacy direction for behavioral health in the state of Illinois.

Kemp is active in her community through the Girl Scouts and as a former board member of the Dixon Family YMCA. She earned a bachelor’s degree in psychology from Knox College and a Master of Social Work degree from Washington University in St. Louis.

Sinnissippi Centers is a community-based behavioral health care center that has provided care to the residents of northwest Illinois since 1966.

Sinnissippi is a fully accredited behavioral health care agency by the Joint Commission.
