TAMPICO NEWS TACB borard votes not to rent building Tampico Area Community Building (TACB) board voted not to rent the building since we don’t know how many people will be using it. This is due to the Illinois Governor’s request to only allow 10 people in the building. If this changes back to 25, the TACB will open for rentals again. Nonprofit organizations and Senior Games can use the building at no charge as long as there are 10 or less using the building. Donations are accepted.

Larry and Jan Otis celebrate 60th wedding anniversary

Larry and Jan Otis of Erie, celebrated their 60th wedding anniversary on Oct. 22. The former Jan Roman married Larry Otis on Oct. 22, 1960, at St. Catherine’s Catholic Church in Prophetstown.

Larry was a high school teacher and coach for 29 years at Erie High School.

He spent the early years of his teaching career in central Iowa and Amboy. Jan worked as the Erie Review editor and, later on, at the Illinois Department of Family and Human Services. Larry and Jan also owned and operated Oakville Country Club in Mt. Carroll, from 1977 to 1985. Both have been active community

volunteers.

They are the parents of Kelly (Jeff) Bobbe of Arbor Vitae, WI; Lisa (Ray) Vos of Chadwick; and Dee (Jon) Himes of Bettendorf, IA. They have five grandchildren: Nikki (Jamie) Lovell of Austin, TX; Ryan Bobbe of Austin, TX; Jason (Brenda) Vos of Milledgeville; Nate Vos of Chicago; and Alec Himes of Iowa City, IA; and three great-grandchildren: Logan Lovell of Austin, TX; and Miranda and Marshall Vos of Milledgeville.

Judith Wainwright to celebrate 80th birthday

Judith L. Wainwright was born on Oct. 29, 1940 in Beloit, Wisconsin to Woodrow and Pearl (Parker) Marsden. Her family moved to Rock Island when Judie was in grade school, and they later moved to the Joslin area. She’s a 1958 graduate of Riverdale High School, and it was there she met her husband of 61 years. Clif and Judie were married on January 16, 1959 at the Hillsdale United Methodist Church.

She left her position as file clerk at the Rock Island Credit Bureau to start her life on the farm alongside Clif. She took care of the house,

Pritzker extends mitigation restrictions for Region 1

BY RACHEL RODGERS rrodgers@saukvalley.com Gov. JB Pritzker extended mitigation restrictions for Region 1 until Nov. 14 and warned that the state is now in a new wave of the virus.

Region 1, which includes the Sauk Valley, Rockford and DeKalb, has been under stricter mitigation restrictions since Oct. 3 following a steady rise in cases.

Restrictions include prohibiting indoor service at restaurants and bars and limiting gatherings to 25 people or 25% of room capacity. The restrictions do not apply to schools.

Those measures were reissued and extended through Nov. 14 through the governor’s executive order Friday following two weeks

of positivity rates continuing to increase in the region.

Region 1 has reached a rolling average positivity rate of 11.1%.

County rates include 11% in Whiteside County, 10.5% in Lee County, 7.9% in Ogle County, 8% in DeKalb County and 10.4% in Winnebago County.

“Every region of this state has started to move in the wrong direction,” Pritzker said during a Monday news conference. “Cases, positivity rates, hospitalizations and deaths are rising statewide.”

Region 5 in southern Illinois will join Region 1 under enhanced mitigations beginning after the region’s positivity rate stayed above 8% for three consecutive days.

Regions 7 and 8 are nearing meet-

ing the criteria for tighter restrictions.

Pritzker said he realizes the mitigations are problematic for small businesses and local economies, but the “virus does not seem to want to take this in account” and bars and restaurants are areas where they’re seeing spread.

He pointed to the Business Interruption Grants Program through the Illinois Department of Commerce and Economic Opportunity as an option for businesses to get some economic relief.

Pritzker and IDPH Director Dr. Ngozi Ezike emphasized the importance of following health guidelines to curb the spread of the virus, including wearing masks, social distancing, washing hands, limiting

gatherings and getting tested, as well as demanding action from local health departments and officials.

“Following public health recommendations will bring our numbers down and save our economy and let more of our kids go to school,” Pritzker said.

The governor also said the state is entering a resurgence of the virus, and it’s a grave concern going into the holiday season when people might drop their guard.

“Here in Illinois, it looks like a new wave could be upon us,” he said.

Region 1 includes Boone, Carroll, DeKalb, Jo Daviess, Lee, Ogle, Stephenson, Whiteside and Winnebago counties.

Region in ‘new territory’ as governor threatens liquor licenses of noncomplying businesses

With the region entering tighter mitigation restrictions, the governor is warning noncomplying businesses that the state could take away their liquor and gambling licenses.

Indoor dining will continue to be prohibited at bars and restaurants, as well as lowering outdoor table sizes from 10 to six people. Gathering restrictions will go from 25 to 10, not applying to schools or polling places.

Dixon Mayor Li Arellano Jr. said businesses must have a liquor license from their local municipality as well as the state. If one is revoked, so is the other.

Generally, the city would be the

lead on enforcement with license matters, but Gov. JB Pritzker said that the Illinois State Police will be issuing citations to businesses violating the mitigation restrictions and that could lead to taking away their liquor and gambling licenses.

“The question will become what are we required to do locally if the state pulls a license,” Arellano said, adding that they’re speaking with the city attorney and working on getting clarification. “It will be interesting new territory.”

There’s also the issue that some officials aren’t doing any enforcement, saying that the validity of the governor’s executive order is in question because it didn’t go through the legislature.

There will likely be more lawsuits

in response to the restrictions, Arellano said.

“I think it’s going to be a very painful time because businesses are starting to fail,” he said. “Unfortunately, there’s no easy solution.”

Bars and restaurants are the “easiest enforcement target” for the state right now, without having to look at schools or other facilities, he said.

“I’m confident that the bulk of the spread isn’t coming from bars and restaurants, but the bulk of the economic damage is,” Arellano said.

The Dixon City Council will have a special meeting Monday to go over details of a city small business grant program geared toward bars and restaurants to provide them with aid following the restrictions.

BY SARAH FORD For Shaw Media Whiteside County voters will have the option to vote on a Public Safety Tax during the Nov. 3 elections, a measure that will allow for improvements of interoperability between all fire, medical and law enforcement agencies.

The proposed half-percent sales tax will help cover the increasing costs to run the Dispatch/911 Call Centers. The tax will be funded by anyone who purchases food or gas in Whiteside County, by collecting 50 cents on every $100, or $5 for every $1,000 dollars.

The county 911 system consolidated four dispatch centers into two in 2017; the Whiteside County Dispatch Centers are now located in Morrison and Sterling. The annual costs to operate the centers is around $2.2 million, with county agencies contributing around $1.2 million.

A 911 surcharge also offsets around half a million dollars a year. The operation centers have been underfunded by about $500,000 annually since the mandated consolidation.

With the mandate to consolidate

dispatching centers, the burden to meet state requirements has also grown. Every two years, dispatchers need 48 hours of continuing education training.

Over the past 30 years, dispatchers have gone from operating one computer program to operating 15 programs, while answering four non-emergency phone lines and four 911 phone lines. Trained 911 dispatchers handle thousands of calls a year, ranging from lost items to life threatening issues.

Other counties have had success with passing the Public Safety Tax, with both Henry and Lee County voters approving the 0.5% rate.

Agencies and committees in Whiteside County have looked at various options to close the gap of funding needs and expenditures, with the Public Safety Tax as an option. A review also found that many smaller communities in the county have been paying a fraction of dispatching costs, based on older formulas.

The Albany Village Board has been discussing these costs at meetings this year, with Police Chief Wyatt Heyvaert stating that the village pays $360 to the county annually.

He added that all 911 calls are logged, even non-emergencies, and the county has proposed charging $25.48 per call if the tax does not pass.

The village had 1,381 calls last year, Heyvaert reported, and Albany could see their dispatching share skyrocket to $35,000 per year.

Other villages abiding by older agreements are Erie, paying $900 per year, Morrison at $1,200, and Prophetstown at $3,000. Higher population centers such as Fulton pay $200,000, and Sterling/Rock Falls pays $500,000 per year, in contrast.

If the tax is not passed, these agencies may need to pay a fee per call to help cover these expenses, which will be like an additional property tax that affects homeowners at a much higher cost than the public safety tax.

There is also concern that some smaller agencies will be forced to consolidate. Unlike the consolidation of this dispatch center, this would cause a greater response time for an emergency call, when seconds already matter.

A Public Safety Tax will allow the dispatch centers to continue operating for all those who need them, when they need them.

If the tax passes, the county could garner as much as $1.6 – $2.3 million per year. This is estimated to eliminate any system debt and free up municipalities from paying an annual fee.

The tax will also allow for equipment upgrades, including education and system integration with multi-agency interoperability, new radio upgrades to further allow county and state-wide interoperability, and software upgrades.

Tax proponents say its’ success will allow the county to remove some of the financial burden placed on the cities, towns and villages throughout Whiteside County, while allowing them to provide additional support programs to their citizens.

Enrollment begins for ARC and PLC programs Agricultural producers can now make elections and enroll in the Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) programs for the 2021 crop year. The signup period opened Tuesday, Oct. 13. These key U.S. Department of Agriculture (USDA) safety-net programs help producers weather fluctuations in either revenue or price for certain crops, and more than $5 billion in payments are in the process of going out to producers who signed up for the 2019 crop year.

Enrollment for the 2021 crop year closes March 15, 2021.

ARC provides income support payments on historical base acres when actual crop revenue declines below a specified guaranteed level. PLC provides income support payments on historical base acres when the effective price for a covered commodity falls below its reference price.

Covered commodities include barley, canola, large and small chickpeas, corn, crambe, flaxseed, grain sorghum, lentils, mustard seed, oats,

peanuts, dry peas, rapeseed, long grain rice, medium and short grain rice, safflower seed, seed cotton, sesame, soybeans, sunflower seed and wheat.

Producers can elect coverage and enroll in crop-by-crop ARC-County or PLC, or ARC-Individual for the entire farm, for the 2021 crop year.

Although election changes for 2021 are optional, enrollment (signed contract) is required for each year of the program. If a producer has a multi-year contract on the farm and

makes an election change for 2021, it will be necessary to sign a new contract.

If an election is not submitted by the deadline of March 15, 2021, the election defaults to the current election for crops on the farm from the prior crop year.

For crop years 2022 and 2023, producers will have an opportunity to make new elections during those signups. Farm owners cannot enroll in either program unless they have a share interest in the farm.

Payments issued to producers enrolled in CRP The U.S. Department of Agriculture (USDA) is issuing $1.68 billion in payments to agricultural producers and landowners for the 21.9 million acres enrolled in the Conservation Reserve Program (CRP), which provides annual rental payment for land devoted to conservation purposes.

“CRP is one of the many ‘tools’ that USDA offers to producers and private landowners to help best man-

age sensitive lands,” said Richard Fordyce, Administrator of USDA’s Farm Service Agency. “Lands enrolled in this program conserve soil, improve water quality, provide habitat for wildlife, sequester carbon, and benefit agricultural operations.”

Through CRP, farmers and ranchers establish long-term, resource-conserving plant species, such as approved grasses or trees, to

control soil erosion, improve water quality, and enhance wildlife habitat on cropland. Farmers and ranchers who participate in CRP help provide numerous benefits to the nation’s environment and economy.

The successes of CRP contribute to USDA’s Agriculture Innovation Agenda and its goal of reducing the environmental footprint of U.S. agriculture by half by 2050.

A ribbon-cutting with Revitalize Erie and village staff, originally scheduled for March 19, was finally held on Oct. 21 at The Corner Café in the triangle in downtown Erie.

In the year of a pandemic, the business will open after a year of envisioning, preparing, remodeling, and then months of waiting.

The Corner Café, owned and operated by Fenton residents Stacy and David Bomleny, will serve up breakfast, lunch, and dinner as well as a variety of drinks, while offering free wi-fi use to guests.

It brings another business to the downtown and puts to use the historic corner building.

The Bomlenys have operated their business SB Floral & Design in downtown Erie for nearly three years. In September 2019, they moved to their third and current location at 904 Albany Street.

They acquired the spacious corner building and have been busy with their retail location, while making way for the adjoining café at 902 Albany Street.

The building has housed many businesses over the years, including a boutique, weight room, chiropractic clinic, youth group meeting space, and Dept. of Transportation offices.

The café space has undergone a deep cleaning, rearranging, and finessing, says Stacy, as they had extra months to prepare the business for opening this year.

The Bomlenys have been fixtures in the Erie School District, both as parents of Andrew and Alex, and as coaches in the Erie-Prophetstown COOP, including football, cross country, track, and wrestling.

David previously served as an Erie Board of Education member. Stacy also worked at The Review until her business opportunities opened up, and her passion to open the café consumed her time.

Stacy wanted to bring something to the community that embraced the vintage small-town feel, while giving the community a place to gather for conversation and good food.

“The goal is to be family friendly, family affordable, and have unique offerings – something you won’t find in town,” she says of this venture.

The café will feature drinks and food all day, including flavored sodas, energy drinks, refreshers, coffee, and blended coffees.

Getting a business started in the pandemic has been especially challenging, the Bomlenys admitted, in addition to new mitigation efforts that may impact indoor dining.

Getting contractors lined up and people in at the right time, acquiring products needed to complete projects, and getting everything certified has prolonged the grand opening.

“The only help with the pandemic is we found we had a lot more time to spend on the building since we

were not trying to keep up with our normal busy lives,” Stacy said.

Currently, the couple are “starting small” in their first week, focusing on breakfast and lunch. The second week, they’ll continue to build their menu with a larger variety of pasta and family pasta dinners.

They will also have specialty desserts and gluten free pizza and pasta

options.

With Region 1 mitigation efforts underway, the business will not be operating in a normal capacity until further notice. OBITUARIES CHARLOTTE J. “SHERRY” BACH

Charlotte J. “Sherry” Bach, 77, passed away October 23, 2020, in her home in Fulton. A visitation will be held at River Church, 2378 S. 14th St., Clinton, Iowa, from 5:00 – 7:00 p.m. on Friday, Oct. 30.

STIRLING EDWIN BOWERS

Stirling Edwin Bowers, 87, of Prophetstown, died Tuesday, October 20, 2020 at Allure of Prophetstown.

His family has opted for cremation, and elected for no funeral service or visitation. The Bosma-Gibson Funeral Home in Prophetstown, is assisting the family with arrangements.

Stirling was born Nov. 19, 1932 in Pickford, Michigan, to Edwin A. and Marguerite J. (Stirling) Bowers. He was a 1950 graduate of Prophetstown High School. Stirling first served in the U. S. Navy as a Hospital Corpsman, and later as a medic in the U. S. Air Force, retiring in 1974 after a combined 20 years of honorable service.

During his military career, he was trained for independent duty at sea, served aboard ship and with the Fleet Marine Force, flew combat wounded out of Vietnam on C-9 medical evacuation (medevac) flights, and served at Clark Air Force Base in the Philippines. On Sept. 27, 1958, Stirling married Betty Lovelace of Anderson, Indiana, a union that lasted 14 years.

Starting at the Northland Mall in Sterling and heading west, Larry Voss, Prophetstown, led a Trump parade through Whiteside and Rock Island Counties on Sunday.

The parade stopped in Morrison, Fulton and Riley’s Roadhouse in Cordova (left). The parade then travelled to Cordova before heading to Hillsdale, Erie and ending in Prophetstown. There were approximately 31 cars in the parade. Voss is the founder of the Rock River Redneck Yacht Club.

Ronald L. Lewis, 85, of Pardeeville, passed away Monday, October 19, 2020 at his home with his family by his side. He was born May 6, 1935 in Yuba, Wisconsin, the son of Leland and Ruth Mildred (Yeomans) Lewis.

A graveside memorial service will be held at St. Anthony’s Cemetery, Pardeeville, Wisconsin.

Ron graduated from Richland Center High School and attained a Master’s Degree from the University of Wisconsin-Platteville in Physical Education.

He was united in marriage with Marlene M. (Schmitz) Lewis Aug. 21, 1955 in Richland Center. Ron taught Physical Education, Industrial Arts and coached basketball and track at Morrison Junior High School in Morrison from 1958 to 1978.

Ron is in the Illinois Coaches Hall of Fame for Basketball.

He and Marlene owned and operated The Wagon Wheel in Portage from 1978 to 1990, and Ron was a realtor for Don Lee Realty until retirement. He was an avid Badgers, Packers and Cubs fan. He also loved traveling with his daughter, Cathy, and granddaughter, Carina, to barrel races across the country.

He loved spending time with family and friends, caring for his dog Sophie, and tending to his bird sanctuary.

Judith A. “Judy” Naftzger, 79, of Albany, died Saturday, October 24, 2020 at her home, surrounded by her family.

Her funeral service will be at Wildwood Church in East Moline, at 1 p.m. on Friday, Oct. 30, with Lead Pastor Brian Smith officiating.

There will be a visitation from 5-8 p.m. Thursday, also at Wildwood Church.

The Fulton Chapel of the Bosma-Renkes Funeral Home is in charge of arrangements. Interment will be at Lusk Memorial Cemetery in Albany. A memorial to the Alzheimer’s Association has been established.

Judy was born Oct. 18, 1941 in Waterloo, Iowa to George and Pearl (Hinkle) Halligan, the sixth of 11 children. She was educated in the Hillsdale Grade School and was a 1959 graduate of Riverdale High School in Port Byron. On Jan. 13, 1962 she married Wesley A. Naftzger in Silvis.

Judy was employed by the former Job Corps in Clinton, Iowa. She was a sales representative for Mary Kay Cosmetics and Avon Cosmetics, and was also self-employed operating a painting and refinishing business. Judy attended Wildwood Church in East Moline.

She enjoyed traveling and her most memorable trips were to Europe, Venezuela, South Korea and spending winters in Florida. She enjoyed decorating her home, especially at Christmas.

Judy was an avid collector of vintage clothing, which she often used for hosting tea parties for her friends (or soon to be friends), many nieces, and four granddaughters.

Judy’s passion was for her family and making memories with them. She will be most remembered for making children feel that they were loved and special.

Survivors include her husband Wes; three sons, Douglas Naftzger of Grapevine, Texas, David (Cindy) Naftzger of Liber-

“MIKE” ALFRED OLSON

“Mike” Alfred Olson, 68, of Morrison, died Tuesday, October 20, 2020, at Rock River Hospice and Home in Sterling.

Mike was born May 3, 1952, in Morrison, to Alfred and Phyllis (Rick) Olson.

He was a 1971 graduate of Morrison High School.

Mike married Charla Sykes on April 28, 1972, in Morrison. He first worked for S&A Construction in Morrison, specializing in drywall and was affectionately dubbed “the super gooper”.

He then went to work for Gate City Steel in Sterling and later worked at Waste Management for 20 years until retiring.

Mike was a member of Morrison United Methodist Church and was a member of the Morrison Jaycees for a number of years. He loved golfing, fishing, hunting, four-wheeling, skiing, vacationing, and spending time with his family at Mogasheen, Wisconsin. Mike was a drummer in Mourning Rain, a popular local band in the late 60’s and early 70’s.

Ten years ago, after a 40 year hiatus, the band regrouped for a reunion concert.

He found plenty of free time to enjoy his many hobbies, but above all, he enjoyed spending his time with family telling jokes, sharing his long stories, and watching his grandchildren play sports.

Survivors include his wife, Charla; one daughter, Amanda (Dan) Cook of Morrison; one son, Josh (Mandy) Olson of Darien; three grandchildren, Jake, Micah,

and Landon; three sisters, Paula Stenson of Morrison; Nadine Brackemeyer of Rochelle; and Kris Tegeler of Cedar Rapids, IA; two sisters-in-law, Patsy (Henry) Rieckhoff of Cable, WI; and Lola Sykes of Minneapolis, MN; two brothers-in-law, Terry (Julie) Sykes of De Soto, Wisconsin; and Phil (Carrie) Sykes of Dubuque, Iowa.; many nieces and nephews; and one brother from another mother, Roger (Deb) Tegeler of Morrison.

LENA PAYNE

Lena Payne, 91, of Fenton, was taken home by Jesus on Wednesday, October 21, 2020.

There will be a private family funeral service held at the Morrison Chapel of the Bosma-Renkes Funeral Home. There will be a public visitation from 4 – 6 p.m. on Tuesday, Oct. 27, at the Morrison Chapel of the Bosma-Renkes Funeral Home. Interment will be in the Fenton Cemetery.

Lena was born Feb. 9, 1929, in Rose Hill, Virginia to Lee Vivian and Ada (Wilson) Ingle. She was a 1948 graduate of Thomas Walker High School in Rose Hill.

On July 15, 1952 she married Edward W. Payne in Sterling. He died on July 21, 1981.

Lena, along with her husband Ed, owned and operated Payne’s Grocery in Fenton for 60 plus years. She was also the Fenton Post Master for 25 years. She was actively involved in the Fenton United Methodist Church and was a member of the Homemaker’s Extension for many years.

She also served on the board of Resthave Home in Morrison for six years. Lena enjoyed reading and embroidering. She was an excellent cook who loved to cook and bake for family and friends. She loved her family with her whole heart. She was always willing to serve others, whether it was her family, friends, neighbors or strangers.

Survivors include two daughters, Connie (Luis) Trevino and Nancy (Carey) Stark, both of Fenton; three sisters, Sara Beth Richardson of McMinnville, Tennessee, Faye (Lynn) Silver of Avenger, Texas and Donna Smith Powell of Milton, Indiana; two brothers, James (Carolyn) Ingle of Willis Point, Texas and Henry Ingle of Richmond, Indiana.

The following young men and women completed the 10,000 Shot Club this past summer. If a student shoots 100 shots everyday between Memorial Day and Labor Day they have shot 10,000 times. If they choose to do this every summer between third grade up to the summer before their senior year, they will have attempted 100,000 shots. This is quite an accomplishment. The purpose is

40 Years October 29, 1980 At a special city council meeting, Mayor Warren Wiersema made official the signing of a contract by Tom Kamm, Fulton’s new Public Works Director. He comes to Fulton from West Liberty, Iowa and will receive a salary of $18,000.

The Chicago office of the Census Bureau asked The Fulton Journal for the April 2 paper featuring Nellie Shipma being counted for the tenth time in the census. Her photos are now up on the bulletin board in the Chicago Regional office. She turns 102 on October 29.

30 Years October 31, 1990

A former Fulton man, Michael Johnson, whose current home is Las Vegas, Nev., is being held in the Whiteside County Jail under a bond of $250,000. He has been charged with armed violence and aggravated battery.

Voters of Fulton Township will be asked to vote on a proposition in the general Eelction for an increase in the tax levy for maintenance of Fulton cemeteries. The ballot states under present levy, the cemetery board now generates $12,417.00 per year and the increase will allow to collect $35,478.00.

20 Years November 1, 2000 In a special meeting of the city council, members approved a 25% pay raise for elected city officials.

Motion was approved by a 5-1 vote.

With the raise the mayor’s salary will be raised from $2,400 to $3,000. annually.

Marilyn E. Tiesman-Smith, 82, of Prophetstown, formerly of Morrison, died Wednesday, October 21, at Allure of Prophetstown.

A public funeral service will be held at 11:30 a.m. Thursday, Oct. 29, at the Morrison Chapel of the Bosma-Renkes Funeral Home with a public visitation from 10 a.m. until the time of the service.

Cremation rites will be accorded and a private family graveside service will be held at Grove Hill Cemetery in Morrison.

Marilyn was born Nov. 25, 1937, in Morrison, to Julian M. and Vera E. (Anderson) Burn. She was educated in the Morrison Grade schools and was a graduate of Morrison High School.

She married Robert Wayne Tiesman and they later divorced. She later married Gary Earl Smith. He died Aug. 7, 2012. Marilyn was first employed by General Electric in Morrison and later by WalMart in Sterling. She then worked and assisted residents at the nursing

until a later date.

Arrests: On Oct. 12, at approximately 11:49 a.m., Morrison Police responded to a 911 call at 111 East South Street, Morrison regarding a domestic dispute. As a result of the investigation, Trevor M. Wilslef, 30 of Morrison, was arrested and charged with domestic battery.

Wilslef was transported to the Whiteside County Jail. Morrison Police were assisted by the Whiteside County Sheriff’s Office with this incident.

On Oct. 19, at approximately 12:25 a.m., Morrison Police responded to a 911 call at 501 East Knox Street, Apartment 5, Morrison regarding a domestic dispute.

As a result of the investigation, Nissa S. Webb, 35 of Morrison, was arrested and charged with aggravated battery.

Webb was transported to the Whiteside County Jail. Morrison Police were assisted by the Whiteside County Sheriff’s Office with this incident.

He was remanded to the Whiteside County Jail in lieu of bond. A passenger, Ronald W. McNinch, 33 also of Sterling, was arrested for unlawful possession of
