De Immigrant Windmill turns 25 with special event June 7
FULTON – The De Immigrant windmill in Fulton will mark its 25th anniversary with an event from 10 a.m. to 5 p.m. June 7. The celebration includes games, a bake off, tours and a rededication of the
authentic Dutch windmill.
Because Fulton largely was a Dutch community, the mayor and City Council in 1998 proposed building an authentic Dutch windmill on the Mississippi River. De Immigrant windmill opened for the first time in May 2000. Built in the
Netherlands, it is a replica of an existing 1855 windmill in Groningen, Netherlands.
“Come and visit a working windmill. With luck and some wind, we will be grinding, and you can experience an 1850s mill in action,” event organizers said.

New judge appointed in Carroll County teen death case
Defense asks for new judge after conflict of interest surfaces

MOUNT CARROLL – An Ogle County judge now will be presiding over the felony case of a former Carroll County sheriff’s deputy accused of reckless homicide and destroying evidence in connection with the July 2024 death of a Mount Carroll teen.
Matthew Herpstreith, 44, of Savanna was charged March 24 with reckless homicide, reckless conduct and obstructing justice – all felonies –as well as a misdemeanor count each of attempted obstruction of justice, destruction of evidence and failure to reduce speed to avoid an accident in the death of 18-year-old Jackson Kradle of Mount Carroll. Herpstreith pleaded not guilty to all charges at his arraignment April 23.

Kradle’s body was found at 3:30 a.m. July 28, 2024, on Route 78, less than a mile north of Mount Carroll’s city limits. He was the victim of blunt force trauma, which a forensic pathologist ruled was the result of a vehicle/pedestrian crash.
Herpstreith and a Carroll County dispatcher, who were off duty at the time, alerted the Carroll County dispatch center via a nonemergency call that they had found the body on the
highway. Herpstreith’s arrest came eight months later.
On May 9, Herpstreith appeared before Lee County Circuit Court Judge Matthew Klahn with defense attorney Joseph Nack. It was scheduled to be a preliminary hearing, which is held to determine whether there is enough evidence to proceed to trial. Instead, the hearing focused on Nack’s motion for judge substitution based on the employment of Klahn’s brother-in-law
with the Illinois State Police.
Nack’s motion requested a different judge to preside. Klahn granted the request, appointing Ogle County Judge Anthony Peska to the case. There was no objection from special prosecutor Charles Colburn, an attorney with the Illinois State Appellate Prosecutor’s Office.
Klahn said this was not out of the ordinary as every defendant in a criminal case is allowed one substitution.
At a previous hearing April 23, Klahn said he expected to be assigned as the judge through the entirety of the case and that he had informed the chief judge that his brother-in-law is employed by the Illinois State Police. If his brother-in-law was involved in the investigation and was going to be called to testify, Klahn would recuse himself, he said. He learned from Colburn at that hearing that his brotherin-law was involved in the case and would be called to testify at some point.
Herpstreith’s preliminary hearing has been rescheduled for 2:30 p.m. June 13. Peska will preside at that hearing.

Shirley was born March 30, 1931 in Prophetstown, IL, to Harmie and Verna Irene (Egert) Klockenga. She was educated in the Stowell Grade School of Rural Henry County and graduated from Prophetstown High School in 1949. On November 12, 1949, she married Richard L. Heitzler in Atkinson, IL, and they shared their lives for over 37 years until his passing on August 12, 1987. Shirley worked for 13 years at the former Micro Gear Manufacturing in Prophetstown and later at the Prophetstown Good Samaritan Center in housekeeping. She also dedicated many years to caring for the elderly in Hooppole. Shirley was a longtime member of St. Mary of the Fields Catholic Church,
in Prophetstown, IL. Connie was employed by Thermogas in Prophetstown and later worked at Prophetstown Equipment and Wilco Rental in Sterling, IL. She was a member of the Prophetstown United Methodist Church, where she taught Sunday School for 40 years. Her greatest fulfillment was enriching childrens’ lives with the love of Jesus, through teaching and song. She was also a lifetime member of the Royal Neighbors of America. An avid reader and cat lover, Connie could often be found with a book in one hand and petting a cat with the other. She found her greatest joy in the presence of her family, especially her beloved grandchildren. And oh how she loved to dance!

Merema Bros. is among the major contributors to Fulton’s cleanup effort after the Mississippi River flood. Merema Bros. arranged for three Massey-Ferguson end loaders to be sent to Fulton for use in removing sandbags and flood debris. The end loaders will remain in Fulton as long as needed.
Red Cross spending for flood relief in the Fulton area has passed the $8,000 mark, with the majority of expenditures yet to be made for the rehabilitation of flood damaged homes. Mr. Siegler, the Red Cross director, believes about 80% of the relief to be extended by the Red Cross in the area will be for the rebuilding and repair of flood damaged homes and replacing household furnishings.

At the River Bend School Board meeting, Superintendent C.R. Leininger told the board that Fulton High School has been granted full accreditation by the North Central Association for the 1974-75 school year. Accreditation by the North Central Association ensures that the school is meeting the minimal conditions for effectiveness.

Fulton Fire Department Capt. Karl Crist was awarded the Medal of Valor by the State Fire Marshall’s Office for his lifesaving efforts a little more than a year ago. Trustee Delb Housenga nominated Crist to the State Fire Marshall’s Medal of Honor board. Tentative plea deal in Rock Falls stabbing case

MORRISON – The day before the first-degree murder trial in a Rock Falls fatal stabbing case was set to begin, attorneys announced they’ve reached a tentative plea agreement.
The announcement came the afternoon of May 14 at the tail end of four days of hearings that included a prosecutors’ motion to delay Kyle Cooper’s trial, the Illinois State Police’s motion to intervene in the case over DNA testing and hearings for more than a dozen pretrial motions.
Cooper, 36, of Rock Falls was set to go to trial May 15 in connection with the Feb. 14 stabbing death of Daniel J. Gordon, 27, also of Rock Falls, outside of a Rock Falls residence in the 600 block of West 20th Street after the two fought. When officers arrived, they found Gordon suffering from severe abdominal injuries. Gordon was taken to CGH Medical Center in Sterling and died that morning.
Cooper, wearing bloodstained clothes, turned himself in at the Whiteside County Sheriff’s Office later that morning and was charged with aggravated battery, police said. He formally was charged four days later with murder and an additional count of aggravated battery. He has been detained in the Whiteside County Jail since his Feb. 14 arrest.
The plea announcement May 14 came at the conclusion of an hour of testimony from Autumn Day, a Rock Falls police officer who is the case’s lead homicide investigator and the fourth of four law-enforcement officers questioned by defense attorney Jim Mertes about preservation of evidence that occurred in the hours after Gordon’s death.
On May 14, the last of several motion hearings began at 10 a.m. Whiteside County Circuit Court Judge James Heuerman reviewed several motions, including two that pertained to allowing certain autopsy photos to be shown during trial, followed by Day taking the stand.
Mertes grilled Day about a white SUV that was within the cordoned-off crime scene area but was not searched or processed for evidence, although it transported Gordon to the stabbing location just moments before the fight and witnesses said Cooper had pulled Gordon from the vehicle as the altercation began.
He asked those questions as he alluded to Day being the lead homicide investiga-
tor. Day, however, said she wasn’t named lead investigator on the case until March 3. She said Rock Falls Police Chief David Pilgrim told her at the scene that she was not lead investigator and that she did not complete state-required lead homicide detective training until Feb. 28.
Mertes questioned her as to why she didn’t clarify she was not the lead at the scene during testimony March 3 and April 9 in which she answered questions and affirmed she was the lead detective when providing testimony about the investigation.
“At the time I answered the question, I was the lead investigator,” Day said.
Day and two other Rock Falls police officers who took the stand May 9 acknowledged that evidence preservation protocol had been violated on-scene when Gordon’s girlfriend, who was driving the white SUV, was allowed to enter the SUV after police arrived and the area had been cordoned off as a crime scene.
Day also acknowledged that a log of activity of the crime scene, which lists who enters and leaves a crime scene during an investigation, was not created and that witnesses were allowed into the scene when they should not have been there. She also said that the white SUV should have been processed for evidence.
After a one-hour break following her testimony, Mertes and State’s Attorney Colleen Buckwalter came back into the courtroom and announced a potential plea agreement was on the table.
Heuerman at that time was considering two defense motions in limine that pertained to Day’s testimony. He did not rule on them, instead setting them aside pending a pretrial conference set for 9 a.m. May 22, when details of the plea agreement will be presented.
The May 14 trial cancellation is one of several twists in the case over the past few weeks. The trial was set to begin April 8, then continued until May 13 at the request of prosecutors who were waiting for DNA testing results to arrive from the state crime lab. The state on May 8 asked for the trial to be pushed to June 10 for the same reason, but Heuerman denied the motion, saying the trial would proceed without those results.
On May 12, the trial was pushed to May 15 because Day was ill and unable to testify in the pretrial motion hearing. Her testimony date was moved to May 14 and the attorneys and Heuerman agreed to schedule additional time to tackle an abundance of pretrial motions.
The May 22 hearing is expected to last half a day.

Man accused of possessing, sharing illegal videos of children

A former Crystal Lake man is accused of possessing and sharing images of children and toddlers “screaming and crying” as they were being sexually assaulted by adult males, McHenry County authorities said.

Arellano responds to alleged theft by former Rock Island County employee
SPRINGFIELD – State Sen. Li Arellano Jr., R-Dixon, released the following statement May 15 regarding reports that a former Rock Island County employee allegedly stole more than $900,000 in taxpayer money:
“The revelation that a former Rock Island County employee stole taxpayer funds
counts of possessing images of children being sexually assaulted, Judge Cynthia Lamb said last week at Johnson’s initial appearance. She ordered Johnson to be detained in the McHenry County Jail pretrial.
Assistant McHenry County State’s Attorney Joseph Tarczon argued that
Johnson is a “threat to the public, mainly children,” and should not be released from the jail pretrial. Johnson had 330 files of “deplorable” images of children on a computer, some as young as 8, as well as toddlers, “screaming and crying” during sexual assaults, Tarczon said.
Johnson is alleged to have had conversations over the internet with another person saying he “mostly” likes children who are 11 or 12.
Tarczon also said Johnson identified himself as being in one of the videos with a child. However, Johnson’s attorney,
Patrick Walsh, denied this, saying the state “was stretching serious allegations” asserting Johnson was in the videos. The only video found of Johnson was of him ingesting cocaine and performing a sexual act alone, Walsh said.
The prosecutor said Johnson has past convictions and a history of drug abuse. Walsh said the convictions were from years ago and Johnson has been sober almost a year. The allegations he is charged with occurred Aug. 25, 2024, in Crystal Lake during the time he was using narcotics, Walsh said.

Bake sale set for May 24 in Fulton
Fulton City Lodge No. 189 will hold its biannual bake sale Saturday, May 24, at the Lodge located at 1014 Fourth St. in downtown Fulton.

A federal jury in U.S. District Court in Rockford found Brandon Simonson, 41, also known as “Whitey,” of Moorhead, Minnesota, guilty May 13 of all four counts filed against him in connection with the 2020 death of Matthew Phillips. Those charges include second-degree murder, conspiracy to commit murder, hate crime and assault, according to a news release.
According to evidence presented at the seven-day trial, Simonson conspired with co-defendant Kristopher Martin to beat Phillips because he was Jewish. Simonson and Martin assaulted Phillips
to gain recognition and membership into a white supremacist antisemitic prison gang called the Valhalla Bound Skinheads, according to the release.
Evidence showed Simonson punched and kicked Phillips in the face and head, despite Phillips being knocked unconscious and unable to defend himself, according to the release. The assault on March 2, 2020, led to Phillips’ death three days late
Martin, 43, also known as “No Luck,” of Brazil, Indiana, pleaded guilty earlier this year and is awaiting sentencing, according to the release.
Simonson will be sentenced Aug. 22.

Man killed when motorcycle, semi collide near Thomson
THOMSON – A Tennessee man was killed when his motorcycle collided with a semitractor-trailer May 12 in Carroll County.
Richard A. Ryan, 76, of Spring Hill, Tennessee, died after losing control of his motorcycle about 2 p.m. on Route 84 south of Two Mile Road, north of Thomson, according to a news release.
The Carroll County Sheriff’s Office said an initial investigation indicated Ryan’s southbound motorcycle crossed into the
northbound lane and collided with a northbound semitractor-trailer driven by David W. Jensen, 28, of River Falls, Wisconsin. Ryan was pronounced dead at the scene. ROCK ISLAND – Real estate tax bills have been mailed and property owners should expect to see them in their mailboxes, Rock Island County treasurer Nick Camlin said.
Mailing the tax bill is part of Camlin’s responsibilities as County Collector, the department that takes in all payments for the more than 100 taxing bodies within and including Rock Island County.

The Steamers scored 124 points to finish ahead of runner-up Cambridge (72) and third-place Bureau Valley (69).
Erie-Prophetstown (50) was seventh, Newman (46) tied for eighth, Amboy (36) was 11th and Morrison (7) tied for 13th.
Fulton’s state qualifiers included Miraya Pessman (100, long jump) Chloe Wilkin (100 hurdles, 300 hurdles), Grace Bray (300 hurdles), Kylie Smither (discus, shot put), Jordin Rathburn (high jump), Emery Wherry (triple jump) and Olivia Knott (triple jump).
Smither said it was an awesome feeling to be going back to state.
“I went last year and I kind of left it unfinished,” she said. “I didn’t really feel great with how I left it, so I’m ready to go back [to state] this year.”
Fulton’s 4x100 relay of Haley Smither, Brooklyn Thoms, Paige Cramer and Pessman took first place. The same foursome also won the 4x200 relay.
Fulton had another relay win in the 4x400 as Peighton Stretton, Rathburn, Jessa Read and Thoms took first. Read, Stretton, Breleigh Terrock-Hayton and Ellie Mulder qualified in the 4x800.
