Work continuing on Wacker Road Project

BY MICHAEL MILLER For the Prairie Advocate SAVANNA—Work is continuing on the Wacker Road project in Savanna.

Both Hickory and Willow Street have been cored out, and work has begun on the east end of Wacker Road. No major issues have been reported so far.

MSA’s Jared Fluhr told the Savanna City Council on April 14 that Fischer Excavating was ahead on paving and a subcontractor for Sjostrom is doing seeding and grading is in town.

“A lot will be going on in the next

couple of weeks,” he said.

Sjostrom will be pouring curb and gutter at Poplar Street and preparations will be made for Willow and Hickory.

After this work is complete, driveways and sidewalks will be done, Fluhr said.

Recent payouts for the Wacker Road Project were: construction observation services from MSA Engineering for $13,968.70; construction services from Fischer Excavating for $183,242.23; and loan administration services from Community Funding and Planning Services for $6,000.

In other action the council, had

the first reading of the 2020-2021 budget ordinance. The second reading will occur next month.

Finance Chairman Pat Sanchez said the budget that was being passed showed a deficit of, $177,887.

“This isn’t a concern, because we are deficit spending, but like with the budget year we’re in right now, we passed a budget last year with a deficit spending of $210,788. And it looks like at the end of this budget year, even though we passed a deficit, it looks like we might end up being in the black anyway,” Sanchez said.

Mayor Chris Lain explained further. “I think what’s important for

us to remember about the budget ordinance is that these are estimates and placeholders for funds that we don’t have to go out and spend. If that money’s there it doesn’t mean that it’s just gone from our account next week,” Lain said.

tival, not yet pulling the plug on Memorial Day Weekend while at the same time seeing what other options are out there.

In a post on the festival’s facebook page, organizers said Sunday “we are exploring all options and, when conditions allow, our community will once again come together to share fellowship and music.”

Inmates from prison with a COVID-19 outbreak to be moved to Thomson facility

BY KATHLEEN A. SCHULTZ Shaw Media THOMSON – The federal Bureau of Prisons is transferring at least 20 inmates from Metropolitan Correctional Center in Chicago, where there is a confirmed COVID-19 outbreak, to Thomson prison, Illinois Democratic congressional delegation says.

U.S. Rep. Cheri Bustos and Sens. Dick Durbin and Tammy Duckworth, are opposed to the move, in part because they say the Carroll County facility is understaffed, but also because they say the inmates are not being adequately tested.

“BOP’s response to the threat of COVID-19 in federal prisons has been inadequate and troubling,” they said in a joint statement released tonight.

“The transfer of inmates from MCC Chicago, where there is a confirmed outbreak of the virus, to USP Thomson, where there has not yet been a confirmed case, is being done without proper screening and prevention procedures in place for staff and inmates. It is completely unacceptable that BOP did not give us advance notice of these transfers.

“While we are encouraged that BOP says it will soon expand testing at its facilities, it is irresponsible to put staff, inmates, and local communities

The Thomson prison is located north of Thomson on the west side of Illinois 84. at risk by transferring inmates without first putting in place adequate testing procedures.

“We urge BOP to halt these and any future inmate transfers from facilities with COVID-19 outbreaks until they test inmates prior to transfer.”

According to its website, Thomson prison, 1100 One Mile Road, is up to 1,072 inmates, all men, 78 of whom are being held in the prison satellite camp.

“Our concerns about these transfers are further exacerbated by the ongoing understaffing of USP Thomson,” the statement said.

How many staff members are now at the prison was not available late tonight, but when the prison held job fairs in April 2019 and again in late

November, the BOP said there were more than 100 correctional officer vacancies, as well as medical positions and a variety of other jobs.

In October 2018, that number was 300, with 300 positions already filled, the BOP reported at the time.

The state finished building the prison in 2001, but it sat empty for more than a decade because Illinois didn’t budget enough money to open it. In 2012, it was announced that the Bureau of Prisons would buy the facility for $165 million.

The federal government bought the state-ofthe-art maximum-security facility to alleviate overcrowding in the federal system.

At full capacity, it can house up to2,800 inmates, with a workforce expected to reach about 1,100.

Ogle reaches 100 COVID-19 cases, 196 in area Test results starting to come in from Rochelle Foods plant

BY CODY CUTTER Shaw Media As hundreds of COVID-19 test results continue to be finalized from Hormel’s Rochelle Foods plant, the total number of positive cases in Ogle County reached 100 Sunday afternoon.

There were 21 new cases in Ogle over the weekend: 13 on Saturday and nine on Sunday, according to a post on the Ogle County Health Department’s Facebook page, which simply lists the number of positive cases and deaths (which remains at one).

The plant was ordered to close by the county health department on April 17.

KSB Hospital in Dixon and Rochelle Community Hospital tested more than 600 workers Thursday and Friday; about 30 employees at the plant have tested positive. More results are due back in

the coming days.

The Ogle County Health Department is longer reporting age ranges of new cases or the number of recoveries.

Whiteside County had 13 new cases over the weekend: six people in their 90s, three in their 80s, two in their 60s and one person each in his or her 40s and 50s.

WCHD is not providing numbers with the locations of its outbreaks, but the Parkway Center assisted living facility in Sterling confirmed today that the number of positive cases there went from three on Wednesday to 15 this afternoon.

The county has 69 total cases, with 15 who have recovered and five deaths, the health department said in a news release.

Carroll County announced one additional case Saturday, a person in his or her 50s, which brings its tally to nine. Carroll has four recoveries and two deaths.

Lee County has 19 cases with the addition of a person in his or her 50s; eight have recovered.

Statewide, there were 4,245 new cases of coronavirus disease over the weekend, including 139 additional deaths, totaling 43,903 cases, including 1,874 deaths, in 96 counties. Six counties – Brown, Edgar, Edwards, Pope, Putnam and Scott – do not have a single case.

A total of 13,335 new tests were completed from Friday afternoon to Sunday afternoon.

The age of cases ranges from younger than one to older than 100 years.

Front Porch Project takes off in Chadwick Local photos helping area first responders

BY SARAH FORD sford@shawmedia.com For a professional photographer, April is normally a season of senior photos, outdoor family sessions, and possibly a wedding or two.

With photography studios in Illinois shut down since mid-March due to the COVID-19 pandemic, one area photographer has found a way to share her skill and help first responders.

Jodi Flynn, 54, Chadwick, was inspired to pursue her occupation outside “the box”.

With her studio in Milledgeville shuttered, Jodi and her daughters Erika Rolando, 30, and Bryanna Flynn, 23, took advantage of the shutdown to capture some candid and comforting photos of clients in their home environment with “Front Porch Project” mini-sessions.

The idea premiered on Good Morning America and started with a photographer in Connecticut.

After watching a “Today Show” segment on it, and with client Sheila Brunner encouraging the entrepreneurs to give it a shot, Jodi and her daughters decided to join the movement to document the triumph of the American spirit while sheltering in place during a pandemic.

The result is dozens of family portraits, taken at a distance with a long lens, on their porch or outside their home. Clients were urged to be creative in their outfits, whether Easter formal, pajamas, or casual, while the photographers documented the gathering on the sidewalk.

Jodi, a photographer since 2011, offered 5-10 minutes of front porch sessions on April 10-11. She received an overwhelming response after posting the offer on her Facebook page, only asking for a freewill donation to be used to purchase gift cards from local restaurants that would be donated to local fire departments and front line healthcare workers.

“I want to give the credit back,” Jodi said. “I took the pictures but the clients gave. “It’s fun and reward-

Her team photographed people in Sterling, Rock Falls, Dixon, Polo, Shannon, Morrison, Pearl City, Chadwick, Milledgeville, and Lanark during a two-day period.

Jodi’s husband Darrin is a parttime police officer in Chadwick, her son Ethan is a firefighter on the Rockford Fire Department, and her daughter Bryanna is a CGH healthcare worker and soon to be nurse, so giving back to first responders was close to her heart.

She also received a lot of positive feedback about the sessions from nurses, which was comforting as she did not want to break social distancing protocol.

Jodi and her daughters managed to garner $2,000 in donations during

their two-day photo shoot blitz.

Some who didn’t get photos take even contributed to their efforts.

The funds were used to purchase gift cards from locally owned restaurants such as Lino’s, John’s Italian Restaurant, and Anna’s Pizza in Rockford, Candlelight Inn, The Factory, and Angelos in Rock Falls, and Joe’s Pizza and Papa Murphy’s Pizza in Freeport.

Most of the businesses added bonus funds to the gift cards.

The photographers gave $900 to the three Rockford fire stations, with each of the three shifts getting $100 for meals.

The Sterling/Rock Falls fire department and the CGH Medical Center (the ER, CCU, 2E floor, and medics) were the recipients of the generosity. The appreciation was

mirrored back from those who gave and those who received.

After the success of the sessions, Jodi and her daughters are looking forward to offering creative distant sessions with high school seniors, teens dressing up in their prom wear, or 8th grade and high school graduation photos. It’s an empathetic gesture during an unprecedented time.

“I’m just trying to bring a little joy,” Jodie said. “Everybody is happy to get out of the house and get dressed up.”

FREEPORT – Randall J. Behmer, 62, passed away at his home on Thursday, April 16, 2020.

He was born in Rockford on July 18, 1957, the son of Deryle and Carolyn (Heitz) Behmer.

Randall enjoyed life and always enjoyed making people laugh with his unique sense of humor. He loved his family and playing pool, marbles, and cards, especially euchre.

Randall liked to be outdoors and enjoyed working on the farm and gardening. He was an avid Cubs fan and relished being at Wrigley Field whenever possible.

He was thrilled that he was able to witness them win the World Series in 2016. He took pleasure in eating good food, especially if it was his mother’s cooking or baking.

He also enjoyed spending time with his special dog, Odie.

He is survived by his children, Katrina (Joshua) Linnemann of Pearl City and Richard (Jamie) Behmer of Winnebago; siblings, Cindy (Dr. Peter) Gale of Kingsport, Tennessee, Rick (Teresa Dever) Behmer of Stillman Valley, and Robert (Anisa) Behmer of Stillman Valley; grandchildren, Isaiah, Elijah, Kassidy, Zachary, Briley, Ronin, and one on the way; and many nieces and nephews.

He was preceded in death by his parents and sister, Connie Bolin.

LOIS L. HARTMAN LANARK – Lois L. Hartman, age 89, of Lanark, passed away Wednesday, April 22, 2020 at Allure Nursing Center of Mount Carroll.

On Nov. 10, 1951, Lois married Bernard Hartman at the Church of the Brethren

Parsonage in Lanark. They raised six children and celebrated 64 years of marriage.

Lois enjoyed being a farmer’s wife.

Gardening and canning came natural to her as she worked hard to help provide for the family.

She was a good cook, known affectionately as the “Casserole Queen” and for her pot roast-in-a-bag recipe. She was skilled with a sewing machine, knitting needles, and even a switch, if her boys needed it. Her grandchildren kept her busy with games and cards whenever “Grandma” was babysitting.

Lois was a member of Trinity Lutheran Church, Lanark, where she served in WELCA and enjoyed quilting.

She enjoyed crossword or jigsaw puzzles, craftwork, painting, and was an avid Cubs fan. Lois treasured time with family, friends, and her church family, and always fondly remembered getting together with her high school classmates, “The Forty-Niners.” She also enjoyed all the people she met while working at Shearers for several years.

Lois will be dearly missed by her four sons, Ronald Hartman and Mike Hartman, both of Milledgeville, Jerry (Sheila) Hartman of Mount Carroll,

and Tom Hartman of Lanark; two daughters, Peggy (Bill) Brown of Milledgeville and Lavonne (Scott) Sturtevant of Lake Carroll; nine grandchildren; seven great-grandchildren; three great-great-grandchildren; two half sisters, Jayne (Rick) Moore Senkbeil of Myrtle Grove, Florida and Susan (Truman) Moore Taylor of Ozark, Alabama; a half brother, Jason (Cori Eyerly) Moore of Savanna; a sister-in-law, Betty Moore of Savanna, and several cousins, nieces and nephews.

Lois is preceded in death by her husband, Bernard; her stepfather, Raymond “Mac” McFadden; her brother, Jim Moore; and both parents.

OBITUARIES DARLENE F. KAUFMAN MOUNT CARROLL – Darlene Fern Kaufman, 87 of Mount Carroll, , died Sunday, April 19, 2020 at Mercy One Health Care, Clinton, Iowa.

A private family funeral service was held at the First Evangelical Lutheran Church in Mount Carroll with Parson Bob Stark officiating.

A later memorial service will be announced and will be held at First Lutheran Church, Mount Carroll. A memorial has been established in Darlene’s name.

Darlene was born on Aug. 2, 1932 in Mount Carroll, the daughter of Elmer and Lillian Mummert Smith.

Darlene became a member of Mount Carroll Evangelical Church in 1948, and was baptized the same year.

Darlene married her husband, Don, on April 23 1951 at First Evangelical Church in Mount Carroll. She resided in her home, south of Mount Carroll on state Route 78.

The older generation would know this to be Daggett, and her house was across from the Daggett Store. She lived there most of her life.

Darlene raised her family, and then

started working later in life, retiring from Furnas Electric in Morrison in 1993.

Before that, she had also worked at Leslie-Lock in Mt. Carroll, and while attending school, she worked weekends at the “Y-Knot” in Mt. Carroll.

Her husband, Don, passed away on July 31, 2004. Before Don’s passing, she loved to travel to different areas of the country. They took many fishing trips to Minnesota with their kids and grandkids.

Darlene had a love for her church. She served the church in many capacities and had a love for serving others. Darlene had a knack for keeping friends and others around the community engaged in activities, from cooking and socializing to going to area events together.

She never wanted to sit around and feel sorry for herself after her husband died, and she kept in motion all of the time.

Darlene loved to shop, and she loved her children, grandchildren, and great grandchildren. Putting these two loves together gave her the opportunity to shop for everybody. She thought and planned for every holiday and birthday event.

She loved to cook for her family, and never wanted anyone to leave hungry from her home. She made it her business to keep in contact with all the friends that she met and was rewarded back, by having so many friends in her lifetime.

JAMES C. NYE CHADWICK – James Curtis Nye, 72, of Big Meadows Nursing Home in Savanna, formerly of Chadwick, died Tuesday, April 21, 2020 at Big Meadows.

Cremation rites have been accorded.

There will be no visitation or funeral service; a celebration of life will be held at a later date.

Jim was born May 8, 1947 in Sterling, to Kenneth and Mary Josephine (Bailey) Nye. He was educated in the Chadwick grade schools and was a 1965 graduate of Chadwick High School.

He married Bonnie Zink in 1966. On Dec. 16, 1972, he then married Donna Schrader in Fairhaven. Jim farmed in the Chadwick area for many years. He then worked at National Manufacturing in Rock Falls, retiring after 22 years. He loved camping, fishing and riding in his buddy’s pontoon boat.

Survivors include his wife, Donna; two daughters, Tina (Robert Breitbach) Updike of Mt. Carroll and Brenda Nye of Morrison; one son, Tim (Marion Wilkins) Nye of Fulton; four grandchildren, Crystal Updike, Joshua (Jennifer) Updike, James Gregory Nye and Chelsea Nye; six great-grandchildren; one brother, Ron (Adele) Nye of Morrison ; a half-brother, Doug (Joanne) Seelye of Morrison and many nieces and nephews.

BY MICHAEL MILLER For the Prairie Advocate Superintendent Julie Katzenberger gave a very lengthy presentation regarding school restructuring during the April 15 school board meeting.

She gave a background on restructuring, noting that the county has five times voted down a proposal for a 1 percent sales tax to fund facilities.

In 2014 the district closed the Thomson building, and restructuring occurred. 2019 saw a architect’s study.

She said 550 students have been lost since consolidation and on average the district loses about 3 percent of their students per year.

School districts have nine funds and receive federal state and local funding and are audited by all three types of entities. The Education fund is the one connected to the property tax increase that was passed for district, Katzenberger said. These funds cannot be used for building expenses.

The West Carroll district also pays 1.3 million a year for the Debt Service fund, $300,000 of which is interest.

The Transportation fund has only

received one payment from the state of Illinois this year; at a budget over just over one million, with $757,000 of this projected from state revenue.

Without this revenue, the district must tap into reserves.

Rates for employer contribution to the IMRF fund went up last year, Katzenberger said, from 12 to 20 percent, with preliminary reports indicating this year it will be 18.43 percent. This fund includes Social Security.

The Working Cash fund presently has $2 million; for perspective, Katzenberger said, the district spends about one million dollars a month.

She responded to a presentation by the SOS (Save Our Students) group on March 31 during which it was noted that the district’s expenditures were one million less than its revenue by saying, based on June 2019 data, the district received two early tax collection payments (one on June 17, 2019 and one on June 28, 2019).

Both of these tax payments were received before July 1 (which begins the new fiscal year). Therefore the monies were counted on the fiscal year 19 budget even though the money was used for the fiscal year 20 expenditures. The two early tax payments for fiscal year 20 totaled

1.6 million.

She also commented on a statement made by Greg Stott that between the recent increase in EAV and the extra funds from the Education Fund referendum, the district should not have to close a building.

She said the EAV in Carroll County has gone up a bit each year with reassessments, but she added it can also go down and as a Tier 2 district, the financial adequacy of the West Carroll School District is 69 percent, according to ISBE’s ranking system (which she said can range from 51 to 269 percent adequacy).

She repeated that building maintenance requires money from that particular fund, not the Education fund.

Katzenberger said a “revenue shortfall” was expected for this year (ending June 30), with the district being at least a half a million dollars short on state revenue, and they expected delayed property tax payments due to the COVID-19 crisis.

She also addressed cost increases expected for the coming school year. The district, she said, pays 100 percent of the health insurance premium for all full time employees.

These payments are expected to rise by at least 5.9 percent, the superintendent said.

This means the district will be paying at least $841.11 per employee per month, beginning Sept. 1 of this year.

If the state grants a tax holiday due to COVID-19, West Carroll would be left 7 million dollars short.

If the discussed pension cost shift occurs, this would cost West Carroll about half a million dollars.

The graduated income tax would call for withholding 80 percent of mandated categorical payments, and 75 percent of the district transportation budget comes from these payments.

She also factored in future increases in teacher salaries, as well as increased minimum wages.

The three district roofs total about 3.5 million dollars, Katzenberger said. Replacing one section of each roof at a time would cost about $750,000 to begin, and an estimated 2.5 million to complete.

New computers will be needed in grades 7 to 12, without which state testing cannot occur, which is required.

Both union contracts will expire in the 2020-2021 school year.

4-H Club gives a “hoot” to help barred owls ELIZABETH – The 4-H “What a Hoot” Owl Club members are taking part in the 4-H Nesting Box Challenge.

The Owl Club is being led as a coordinated effort between the University of Illinois Extension Staff, Extension Master Naturalists, and the Jo Daviess County Conservation Foundation.

The Illinois Raptor Center has asked members across the state to build Barred Owl nesting boxes for a state-wide study, and youth in Jo Daviess County signed up to be a part of this groundbreaking research that began in January and ends in May. The Barred Owl is a large owl species that live throughout the state. This species is a lowland bottoms area owl that preys upon various rodents, reptiles, amphibians, birds, and small fish.

They nest in cavities in trees and show a preference for a more open top formation. Traditional owl nesting boxes are a box with a hole and roof overhead, and has had limited success.

The Illinois Raptor Center has modified the design to consist of a partially open top which they hope will deter other species from occupying the box. 4-H members hope to have more answers to which box is better at the end of the summer.

The Owl Club has had two meetings to date, where topics covered were the habitat, diet, and the mating habits of the Barred Owl; how to build each style of box; the importance of GPS coordinates; and learning about NestWatch.

Members then traveled to the Schurmeier Teaching Forest near Elizabeth to disperse both sets of nesting boxes for a side by side comparison.

Each club member is responsible for individually collecting data for two weeks during this challenge.

The data collected will be uploaded to NestWatch which will then be used by the Illinois Raptor Center for their study.

Without Early Step preschool, the district would have four classrooms and one office but she added the Pre K could be kept in the Primary School and enrollment would be expected to be less than when Savanna housed Pre K to 8th grade.

She said that studies had shown students who entered Middle School in 6th grade had “reduced academic performance” compared to those who remained in elementary

schools, and had more discipline problems.

Addressing the proposed grade configuration model for the junior/ senior high school, Katzenberger said projected enrollment for the coming year would see 83 in 7th grade, 67 in 8th, 85 in 9th Grade, 73 in 10th Grade, 63 in 11th Grade, and 78 in 12th Grade.

She listed the following benefits of such a model; better staff relationships with students, more students are exposed to electives at a younger age, allowing them to “find their niche” early, which allows them to participate in extracurriculars, par-

ticipation in Accelerated Placement Act, allowing students to “advance their core competencies in their course work”, stronger clubs, and the ability of staff to remain in one building during their day.

She also said this would allow for increased community involvement in the school.

Fewer transitions are shown to be better for the students’ academic life, she added.

“We know that a financially secure and supported position allows the district to eliminate the opportunity gaps in our students,” she said.

The industry also faces a labor and worker shortage. We are unfortunately starting to see processing facilities forced to close due to COVID-19 outbreaks or workers concerned over exposure.

Furthermore, to meet social distancing guidelines, they must have fewer workers at one time. Both factors are creating a bottleneck in the system. With less labor and/ or closure the processing rate is

With items such as milk, the product cannot go directly from the farm to a shelf or food bank.

This would be considered raw milk and is considered illegal in most states. Milk is one of the most regulated products and due to regulation and testing, the milk is transported in a large milk tank from the farm to the regulatory and processing facilities.

With the milk processing facility having less labor, the amount of milk they can be processed is much smaller. Unfortunately, if they are set-up for food service rather than

retail, they can’t take the burden of product from the other processors due to lack of equipment and set-up.

Every time a farm is forced to dispose of their oversupply, the effects are a heartfelt loss to the farmer.

This is both a detrimental economic loss to that farm but also a loss that could feed many Americans.

Preparation for a farm season is planned well in advance, often with pre-existing contracts. Sadly, highly perishable products must be harvested or milked and without a home they must be disposed of.

Illinois soars past daily testing goal for first time New testing leads to highest daily increase in confirmed cases

One type of testing the state has held off from is antibody testing, which attempts to detect someone’s immunity to COVID-19 via blood sample. Although some hospitals have begun administering these tests, Pritzker said verifying their accuracy “has been difficult.”

Because of the quality of current antibody tests and the fact that this coronavirus is new, Pritzker said, “researchers don’t yet know the extent to which having COVID-19 antibodies equals having immunity.”

“As soon as they prove themselves accurate and reliable, I will make it a priority to get them into our communities as widely as we can,” he said.

“What I won’t do is run full speed ahead with these tests before they’re proven, because among other things, we would be offering people a false sense of security.”

BY BEN ORNER & RACHEL ANZEL Capitol News Illinois SPRINGFIELD — The state reported more than 10,000 novel coronavirus tests completed for the third day in a row Sunday, leading to 2,126 more positive cases of the virus in Illinois.

Gov. JB Pritzker has said that meeting the 10,000 per-day threshold gives medical professionals and state officials a more accurate understanding of COVID-19’s impact on communities across Illinois.

In the last 24 hours, 13,335 test results were recorded.

The governor said at his daily briefing in Chicago on Sunday that any resident who has COVID-19-related symptoms, as well as first responders who are in any state of health, can receive a test.

The Illinois Department of Public Health announced 59 more lives lost from the virus since Saturday as residents died in six counties.

That brings Illinois’ total COVID19 impact to 43,903 confirmed cases in 96 of 102 counties and 1,933 total deaths.

Of the 4,595 COVID-19 patients hospitalized in the state as of midnight Sunday, Pritzker said, 1,267 are in an intensive care unit, with 772 on ventilators.

Social distancing remains an important prevention strategy. By standing in large groups not wearing masks, “you’re literally putting everyone around you in danger,” the governor said.

The disease has been reported in 96 of the state’s 102 counties.

On April 24, Pritzker called the testing of more than 16,000 people in the past day, “a very important milestone” in the state’s response to the pandemic.

The Illinois Department of Public Health reported April 24 that 16,124 tests ikn a 24-hour period shattering the state’s previous daily high of more than 9,000.

“Vital to our efforts to reduce social restrictions, get our economy going and keep the residents of our state safe is the expansion of testing for COVID-19 infections,” Pritzker said during his daily briefing in Chicago.

The number of COVID-19 tests predictably brought with it a daily high of new confirmed cases, 2,724, bring-

“Our ability to test and get results quickly is key to our ability to map the presence of this virus and to gradually reduce our mitigation measures and get more people back to work,” Pritzker said. “There’s still more work to do to maintain and build on this progress, but reaching and surpassing the 10,000 mark is a great first step.”

The governor added that the rate of positive results in the most recent day of tests was 17 percent, which is below the state’s cumulative positive rate of 21 percent.

The IDPH also announced that 108 people died from the virus in the past 24 hours, bringing that total to 1,795. That count is concurrent with state models that show Illinois is in its COVID-19 peak of between 50 and 150 deaths per day.

Pritzker said Illinois was able to achieve the testing milestone by expanding testing and gathering more testing materials, including new shipments of swabs that have allowed testing output to “more than double” in the past week.

Illinois now has 112 public testing sites across IDPH’s 11 health regions, including five state-run, drive-thru testing sites. Beyond that, private health care providers are also administering tests to their patients.

Despite vastly increased testing, “The challenges in the supply chain in order to get us to 10,000 were

immense,” Pritzker said.

NorthShore University Health System has tested about 25,000 people to date, said Gabrielle Cummings, president of Highland Park Hospital, at Friday’s briefing. She added that administering 1,200 tests every day systemwide takes a toll on resources.

“The supply chain remains a challenge, most significantly sourcing re-agents and testing swabs, and the costs that come with it,” Cummings said.

Pritzker said he expects to sustain 10,000 tests per day, but added that depends on available testing supplies and how many people each day request a test.

Pritzker also said the initial 10,000test milestone was a goal set when Illinois struggled to complete even 5,000 tests per day, and that going forward, the state will need to administer “many more tests than 10,000.”

IDPH Director Dr. Ngozi Ezike said the health department is also pushing testing materials to “more and more” long-term care facilities, which include nursing homes and assisted living facilities, in order to get ahead of future outbreaks.

“Our hope is that by testing staff and residents in the long-term care facilities located in areas with high levels of community transmission, we can detect cases earlier and potentially before an outbreak occurs,” she said.

Pritzker also clarified part of Illinois’ modified stay-at-home order, which goes into effect on May 1, that requires — instead of suggests — people wear face coverings when in a public place where they cannot maintain a six-foot distance from other people.

Pritzker said grocery stores should be allowed to turn away a person who is not wearing a face covering.

“It’s perfectly acceptable to tell people that you’re not allowed in if you’re not wearing a face mask,” the governor said. “Remember, a face covering is protecting other people.

So this person is being not just disrespectful to everybody in the grocery store, but also potentially infecting other people.”

He suggested that before turning someone away, store owners politely ask customers to securely cover their face with a T-shirt or other piece of clothing.

“And if they don’t, they shouldn’t be allowed in,” he said.

If people are not able to buy masks online or at a store, Pritzker suggested creating ones at home out of cloth.

CGH Medical Center in Sterling handed staff appreciation gifts last week with the help of Forreston Junior Senior High School Agriculture Teacher and FFA Advisor Kelley Parks.

CGH approached Parks and the Forreston FFA last year to start the planning for its spring time gift.

Parks ordered the 3,400 plants for CGH this summer when she ordered her normal greenhouse order.

The plants arrived in Forreston in early February and the students went to work. During class time the plant science and horticulture classes learned how to transplant, water, pinch and care for the plants while also filling the needs of their customer.

The unforeseen COVID-19 pandemic put Forreston FFA and CGH in a tough spot, but both agreed that the medical staff especially needed to be thanked for all they are doing.

“We had to keep the plants a little longer than expected due to our world condition,” Lewis said. “But we made it work in our greenhouse because we knew these workers really needed our thanks.”

Carroll County Veterans Assistance Commission closed in April, May The Carroll County Veterans Assistance Commission, located at 301 North Street, in Mount Carroll, is operated by and for Veterans.

The Commission is committed to providing services and financial aid to Qualified Military Veterans and their families who reside in Carroll County.

Compensation, VA Pensions, VA Burials, VA Healthcare, Educational Benefits, lost discharge certificates and other benefits administered by the VA. NICAA Golden Meals program has expanded its services to include more home delivery routes in the Shannon area, for the town of Shannon and the rural areas surrounding it.

The home-delivery program is for any senior citizen aged 60 or over who would benefit from having a meal delivered to their home on a daily basis. Delivery will be available Monday through Friday.

Tax filing deadlines moved to July The tax deadlines for individuals have been moved from April 15 to July 15. Individuals who owe the IRS money will be able to defer up to $1 million in payments for 90 days without interest or penalties Corporations who owe the IRS money will be able to defer up to $10 million.

The delay also includes first quarter, 2020 estimated tax payments for individuals. These payments are now due on or before July 15. This estimated payment delay does not apply to corporations. Go to irs.gov for more information.

2020 Census adjustments outlined due to COVID-19 U.S. Department of Commerce Secretary Wilbur Ross and U.S. Census Bureau Director Steven Dillingham made this statement on 2020 Census Operational Adjustments Due to social distancing precautions being taken to try and stop the spread of the coronavirus COVID-19.

The 2020 Census is underway and more households across America are responding every day.

Over 70 million households have responded to date, representing over 48% of all households in America.

In light of the COVID-19 outbreak, the U.S. Census Bureau is adjusting 2020 Census operations in order to: • Protect the health and safety of the American public and Census Bureau employees.

• Implement guidance from federal, state and local authorities.

• Ensure a complete and accurate count of all communities.

The Census Bureau temporarily suspended 2020 Census field data collection activities in March.

Steps are already being taken to reactivate field offices beginning June 1, 2020, in preparation for the resumption of field data collection operations as quickly as possible following June 1.

In-person activities, including all interaction with the public, enumeration, office work and processing activities, will incorporate the most current guidance to promote

the health and safety of staff and the public. This will include recommended personal protective equipment (PPE) and social distancing practices.

Once 2020 Census data collection is complete, the Census Bureau begins a lengthy, thorough and scientifically rigorous process to produce the apportionment counts, redistricting information and other statistical data products that help guide hundreds of billions of dollars in public and private sector spending per year.

In order to ensure the completeness and accuracy of the 2020 Census, the Census Bureau is seeking statutory relief from Congress of 120 additional calendar days to deliver final apportionment counts.

Under this plan, the Census Bureau would extend the window for field data collection and self-response to Oct. 31, 2020, which will allow for apportionment counts to be delivered to the President

by April 30, 2021, and redistricting data to be delivered to the states no later than July 31, 2021.

Have trouble hearing on the cell phone? ITAC can help Illinois Telecommunication Access Corporation (ITAC) has added a program to help those with cellular service that are having trouble hearing on the phone.

The program still provides free amplified telephones and captioning telephone to Illinois residents that are hard of hearing. Applicants must be certifies as hard of hearing by a doctor, nurse practitioner, or audiologist; live in Illinois; and have a service that remits to the program.

Lee County Council on Aging (LCCOA) and Whiteside County Senior Center (WCSC) are selection center for ITAC.

Call the WCSC 815-622-9230, ext. 194, or LCCOA 815-288-9236 in advance to set up an appointment to see about qualifying for this wonderful program.

Cell phones must be Bluetooth capable. Applicants who wish to apply for this program should bring in the cell phone.

Please bring a phone bill with all the pages for landline service or cellular service (prepaid cell uses that don’t receive a phone bill must bring the cellphone) and proof of address (driver’s license, state ID, or a bill with the applicant’s name and address on it).

Due to the pandemic of COVID-19, we have had to cancel or postpone some of our trips. These cancellations were beyond our control and made mandatory either through our vendors or due to the shelter in place mandates.

I am sure we will all enjoy the birth of rock and soul music, created by the Smithsonian Institution, which tells the story of musical pioneers. On our first full day in New Orleans, we will be treated to a guided tour of New Orleans. We will learn about the past and present of this unique city. We will then depart for the French Market District. Next we will visit The National World War II Museum. We will take in a cinematic experience on their 120 ft wide screen. It is a jaw-dropping experience in 4-D. On Day 5 we will journey beyond the city limits of New Orleans and discover the Destrehan Plantation. It is listed on the National Register of Historic Places. We will then depart for New Orleans to enjoy some free time in the French Quarter. Do some shopping, stop to hear great music or just enjoy the sights. On Day 6 We will depart for Mardi Gras World. Here we will learn the history of Mardi Gras, watch artists at work and enjoy a slice of the famous King Cake. Later we will go on a relaxing Riverboat Cruise on the Mississippi River. Today, we will head toward Jackson, MS to the Mississippi Agricultural and Forestry Museum. Here we will journey back in time as we learn how agriculture and forestry molded the history and heritage of this great state. New income guidelines for license plate discounts Please note that there are now increased income guidelines for the license plate discount.

If you qualify, you can apply for the Benefits Access Program, (formerly Circuit Breaker) and receive a discount on your license plate sticker.

The new income guidelines for 1 will be $33,562 and for 2 $44,533 and for 3 person household $55,500 for a

year. The age requirement is 65 or disabled.

Applications submitted January 1, 2020 to July 15, 2020 must use 2018 income.

Applications submitted on July 16, 2020 or after must use 2019 income to file.

No agency meeting in May due to COVID-19 There will be no meeting held in May due to the Illinois Governor JB Pritzker’s Shelter in Place Order.

Pritzker issued the order in March in an attempt to try and stop the spread of the coronavirus (COVID19) pandemic.

Carroll County Transit continues to operate. All CCT drivers are taking all the necessary precautions for disinfecting the vans before and after riders.

Seniors Around the County Are You Turning 65?

Do you need help understanding Medicare A, B, C and D? Then come and see us at the Senior Center. We will help make this time easier for you.

Turning 65 can be very confusing with all the information you receive in the mail about which Medicare D Plan to take or which supplemental to get. If you are about to turn 65 and have questions, stop by and see our SHIP Counselors, Deb Connor and Karen Holm, and we can help you sort through the confusion.

Also remember to stop at the Carroll County Courthouse to complete your Senior Citizens Assessment Freeze Homestead Exemption application and affidavit.

When you turn 65 and become eligible for Medicare, the best time to enroll is during your Initial Enrollment Period. Your IEP includes the 3 months before, the month of, and the 3 months following your 65th birthday. If you enroll in Medicare during this time, you will avoid late enrollment penalties.

The date when your Medicare coverage begins depends on when you enroll during your IEP. For your coverage to begin as soon as possible, it is best to enroll in the first 3 months of your IEP. Your Medicare coverage will then go into effect starting the month you turn 65.

To enroll in Medicare, please stop by the Senior Center and we can do this for you. It is important to be proactive and take the steps to enroll during your IEP. If you miss your IEP, you may be limited to specific times when you can enroll in Medicare in the future, and you may face a penalty for late enrollment, resulting in higher premiums.

The window has been decorated at the Mount Carroll City Hall building to reflect the times as the country continues to use social distancing in an attempt to stop the spread of the coronavirus pandemic.

Process for filling taxes and getting your refund have changed If you didn’t file taxes in 2018 or 2019 If you had no tax liability in 2018 or 2019 and didn’t file a tax return, the process for getting your payment is slightly different.

If you didn’t file taxes in 2018 or 2019 and are not claimed as a

dependent, but do get Social Security payments, either for retirement or disability, Railroad Retirement benefits, Supplemental Security Income (SSI), or Veterans Affairs benefits, the government will use that information to send an automatic payment.

Transportation Carroll County Transportation now has three buses and 13 vans, all wheelchair accessible.

CCT provides transportation for citizens of Carroll County, for meals, medical appointments, shopping, and errands throughout Carroll County, and will make trips to Freeport, Sterling, and Clinton, Iowa.

We also have added medical appointment trips to Monroe, Wisconsin, and Rockford with a 3-day notice.

If you need a ride, call 815-244-0011 at least 48 hours in advance to schedule your trip. For shopping trips, there is a 5-bag limit due to space issues.

You’ll get the full $1,200 sent to the same bank account, Direct Express card, or address where you normally receive benefits. In most cases, the money will be delivered “no later than early May,” according to a Treasury Department news release.

If you have dependents who qualify for the additional $500 payment, use the non-filers tool on the IRS website to enter their information ASAP. If you didn’t file taxes in the past two years because you didn’t have a federal tax liability and don’t receive federal benefits, you should also use the non-filers tool to claim your stimulus check.

If you did file taxes in 2018 or 2019 but didn’t get a refund If you file taxes but don’t usually get a tax refund, the IRS won’t have your direct-deposit information, even if you paid your tax bill through direct bank transfer. You’ll need to use the “Get My Payment” tool on the IRS website to enter bank details.

Note that if you’ve moved, and you haven’t provided the IRS with direct-deposit information, the agency will send a paper check to the address on your most recent tax return or change of address filed with USPS.

4-H RECOGNITION

Illinois 4-H is celebrating the more than 11,000 4-H adult volunteers supporting and guiding 4-H members during National Volunteer Week, April 19-25.

In Carroll, Lee and Whiteside County, there are over 175 volunteers.

These are the caring adults who empower and prepare youth for success as 4-H members provide service to others and in their communities.

Today’s 4-H youth are engage in activities such as to grow and distribute food to communities in need; steward natural resources; identify local issues and initiate positive change in local, state, national, and global issues; and make and influence positive choices for healthy living. All of these things happen because of engaged volunteers in local communities.

Emerald Leadership Award and scholarships Carroll–Lee-Whiteside 4-H had two winners in the Emerald Level Leadership Award. They are Marie Barnickel and Amie Case of Lee County.

Barnickel of Lee County and member of 4-H is a recipient of the Emerald Experience Leadership Award. “4-H has given me confidence within myself, and my future, as I have learned the invaluable skills of communication, cooperation, organization, resourcefulness and so much more,” she said.

Case of Lee County also won the Emerald Experience Leadership Award. “4-H means foundation and opportunity. 4-H empowers our abilities of

a positive mindset, compassionate heart, giving hands, and striving to better our life. It gives a platform to express your voice and helps an individual to become a well-rounded citizen,” she said.

The Illinois 4-H Foundation also provided $25,000 in college scholarships and awarded another $20,000 in national conference travel scholarships this year.

USDA invests $2 million to WE ARE OPEN TO improve broadband service SERVE YOU in JoDaviess County Thank you for supporting your local CHAMPAIGN - The U.S. Department of Agriculture (USDA) has invested $2 million, improving a high-speed broadband infrastructure project to create or enhance rural e-Connectivity for more than 400 rural households, in Jo Daviess County.

This project is one of many funding announcements in the Community Connect Grant Program.

Jo-Carroll Energy was awarded a $2 million Community Connect Grant by the USDA for a fiber-tothe-premise (FTTP) Internet project that will deliver high-speed, reliable broadband internet service to a rural area in Jo Daviess County.

Sand Prairie, JCE’s broadband division, will use the $2,053,815 in grant funds to construct 25 miles of aerial and underground mainline fiber and 32 miles of drop fiber to 420 premises.

The premises are located primarily on the northern and northeastern side of Lake Galena. Two network operations center (NOC) facilities that house electronics are included.

Construction is anticipated to begin in the third or fourth quarter of 2020.

ENF director to count birds as a fundraiser Group’s essay contest is open to all students APPLE RIVER – The Eagle Nature Foundation will have its spring Big Bird Day on May 9 at Apple Creek Arboretum, 8384 North Broadway.

Naturalist Terrence Ingram will count and document all species of birds seen from dawn to dusk, then compare to past years.

This is part of a Global Big Bird Day bird count. Ingram invites anyone and everyone to count and document birds in the area.

As a fundraiser, he is asking for pledges to ENF for every species of bird counted, or donate for his efforts. Last year’s event counted 42 different species. Proceeds will benefit efforts to preserve the bald eagle. Send pledges and-or donations to: ENF, 300 E. Hickory St., Apple River, IL 61001.

Each school is allowed four entries per division. The top four students will be notified by Sept. 14, and will orally present their essays during the Fall Eagle Fest on Sept 19 in Galena. Essays will be read at 11 a.m., with the awards presented at 1 p.m. Each essay must have a copy of the entry form attached.
