Fifth case of coronavirus in Whiteside County BY KATHLEEN A. SCHULTZ kschultz@saukvalley.com MORRISON – Whiteside County now has five confirmed cases of COVID-19; two people, one in his or her 30s, the other in his or he 60s, was reported late Sunday afternoon. A person in his or her 90s was reported Saturday, another in his or her 60s on Friday. The first case, a person in his or her 40s, was reported March 16 and has recovered, the Whiteside County Health Department said. Two other people have recovered, and there is one person under investigation, the WCHD reports. No further patient information is being provided, including which ones have recovered and whether any are hospitalized, and no further information on how may tests the department is administering will be provided, department officials said. Officials are stressing that these laboratory-confirmed cases are by no means the total number of county residents infected, and are urging people to heed the state mandate to shelter in place and maintain a 6-foot distance from others when they must go out. Statewide, the Illinois Department of Public Health reports 1,105 new cases in Illinois, bringing the total

to 4,596 in 47counties; 65 have died. Also today, President Donald Trump said he is extending federal guidelines recommending people stay home and away from one another for another 30 days. The guidelines, originally tagged as “15 days to slow the spread” were set to expire Monday. Trump said last week he hoped to have the country “re-opened” by Easter, but public health experts sounded the alarm, saying a rollback would speed transmission,

making the situation worse, The Associated Press reported. Nationwide, there are more than 139,000 COVID-19 cases with more than 2,400 deaths. One in 3 Americans are under state or local government orders to stay at home to slow the spread of the virus, with schools and businesses closed and public life upended In Illinois, the state health department is advising its departments to test only people hospitalized with unexplained pneumonia, and those

living and working in residential facilities like nursing homes. It does not recommend people with mild illness be tested, so as to reduce the risk of exposure for health care workers, patients and the public, and to reduce the demand for personal protective equipment. People are being advised to assume that if they have any respiratory symptoms, they have the virus, and are asked to respond accordingly, by self-isolating at home and seeking medical attention only if their symptoms worsen or they experience emergency warning signs such as chest pain, difficulty breathing or confusion. Those seeking medical attention should call their health care provider, emergency department, or 911 and discuss symptoms before heading off to a health care facility. No cases of coronavirus had been confirmed in Lee or Ogle counties. On March 27, the Bureau, Putnam, Marshall County Health Department announced the first positive COVID19 case in Bureau County, that of a 47-year-old man, and Carroll County recently reported its first case, a person in his or her 40s. Whiteside County Health Department had tested six people, with no positive results, Administrator Cheryl Lee said March 27. Those numbers no longer will be released, the department said Saturday. KSB Hospital had tested 219 people who meet criteria for COVID-19. Results from 63 tests were negative, with 156 results pending, officials

Test results are taking up to 10 days to receive due to the back-up in labs across the state. The best defense against COVID19 remains self-isolation and social distancing, Lee said. OREGON – Mary Ann and Rich Rhoads were watching storm updates on TV from their Oregon home Saturday night when they knew one of their rental properties on German Church Road was “in the danger zone”. “We were watching TV last night and they showed the line for German Church Road and they had this big circle and I said to Rich, ‘that’s going to get us’, and sure enough we drove out here about a quarter to 10 and it was like this,” Mary Ann said. “Like this” included heavy damage to the old dairy barn of what used to be Ed and Ethel Dirksen’s farm. The barn’s roof was blown off with pieces of it strewn across the field to the northeast and across German Church Road. A tornado was spotted near Stillman Valley, east of Byron shortly before 9:30 p.m., the National Weather Service in Chicago confirmed late

• STORMS Continued from Page 3 Saturday night. The NWS confirmed Sunday afternoon that the tornado was an EF-1, with winds registered as high as 100 mph. It lasted from 9:13 to 9:24 p.m. and traveled 7 miles. An E-F1 tornado is capable of winds from 86 mph to 110 mph and causes moderate damage; the strongest, an EF-5, brings winds in excess of 200 mph. Tornado warning sirens blared in Dixon and Oregon around 9:07 p.m., shortly before the Stillman Valley tornado was sighted. The weather warning sirens in Oregon sounded three times between 9 and 9:14. A metal machine shed which used to sit just to the west of the barn, was gone, exposing tractors and other farm machinery that was inside the property at 1314 German Church Road. “It just leveled the machine shed,” Rich said. The Rhoads own the property with Mary Ann’s sister Ginger McDanel and her husband, Gary. The farm’s house had some missing shingles from its roof. “There aren’t any renters in the house right now,” Mary Ann said. Further north on German Church, south of the Byron nuclear generating station, a “no passing” road sign was blown over along with utility poles on the east side of the county road. Northeast of German Church, mature trees were uprooted and

another machine shed was damaged along Merrill Road. Connie Kunce, who lives at 5947 Weld Park Road, heard all the weather alerts and was tucked inside her one-level home when she heard the storm hit. “I was in the hallway, scrunched down,” said Kunce whose home does not have a basement. “It took the big pine trees along the house and they fell across my driveway, and it tore the electrical service lines to my house. ComEd was here and pulled the trees off of my driveway, which was really nice.” In her backyard, a large tree laid across her LP tank, which appeared to have been moved by the wind. “So, I have no heat,” Connie said this morning as helpers arrived to clear more trees. “We were calling her to check on her as it was coming,” said Greg Kunce, Connie’s son, who is also a firefighter. “I had my alerts and I knew about it,” said Connie. “I’m just thankful that it missed the house. My parents planted those pine trees when their grandkids were born, so that’s like 54 years ago. They were nice trees.” South of Weld Park Road and east of German Church, ComEd crews were busy replacing utility poles and wires along Limerick Road and Black Walnut Road. Brad Jackson, a traffic control worker with Heels and Hardhats Contracting Co., was busy this morning placing and removing signs along roads that had downed wires or damaged utility poles. Jackson worked through the night after the tornado passed through

Ogle County. A horse watched all the activity from a barn on Black Walnut Road. “The horse is a little rattled, but the mules aren’t,” quipped the owner. In Whiteside County, the storm rolled in from the southwest, and proceeded into Lee County toward Dixon before heading toward Oregon. Sirens went off in towns along the path, including Sterling and Rock Falls around 9 p.m. Winds did destroy three farm buildings in rural Prophetstown owed by Gail Goodell, on Lomax Road, along the Whiteside-Henry County border near Leon Corners. What crossed into Whiteside County became an EF-1 tornado from 8:20 p.m. to 8:22 p.m. north of Lomax Road; it headed north-northeast for 2.2 miles west of Yorktown Road, the NWS said this afternoon. Gusts were as high as 90 mph. Sara Stutzman, 24, lives on the property east of Goodell’s buildings, which were found shredded up along the road late Saturday night when Whiteside County Sheriff’s Department, and Prophetstown police and fire departments responded around 8:30 p.m. Stutzman thought the damage was caused by a tornado. “I was sitting there cooking dinner and our of nowhere you can hear it come through,” she said. “Then I heard one of our cattle troughs hit the side of the house. I went outside and pretty much saw either it going right in front of us, or just past us. “It was dark, and when I went outside I could see everything pick up. Water was picked up and it looked

like a big mist. I couldn’t see 10 feet in front of me right when I went outside.” Stutzman’s house, as well as a trailer on the property, did not receive any other damage, but she saw a 50-gallon oil drum flung their direction from the Goodell property. A pair of power lines were snapped, she said. None of the nine people who live on her property were injured. “We got lucky,” Stutzman said. “For sure, we got lucky.” Henry County had a confirmed touch-down west of Cambridge around 7:45 p.m., the NWS said. The Sauk Valley area is under a wind advisory until 7 p.m. tonight. Sustained west to northwest winds of 25 to 35 mph are likely, gusting up to 45 or 50 mph, with a 40% chance of rain, the NWS predicts. Expect highs only in the upper 40s. ComEd reported power lines down throughout eastern Ogle County on Saturday, with estimated restoration not until late tonight due to the high wind. Other lines were down Saturday near White Pines State Park and Leon Corners. High winds caused outages in Whiteside County near Deer Grove, Fenton, and the Hickory Hills III subdivision in Sterling; as well as near Maytown in Lee County. A flood warning is in effect on the Rock River south of Prophetstown until further notice. The NWS gauge in Joslin recorded the river at 15.6 feet, which is 1 foot below major flood stage, nearly 12 hours after registering 12 feet. Nearly 2 3/4 inches of rain fell Saturday at Whiteside County Airport in Rock Falls.

In Oregon, Serenity Hospice & Home is in need of unused or homemade medical masks. More than 200 have been donated since it put out the call March 19, and one volunteer’s entire job has become picking them up from people or organizing those that have been dropped off. “We can’t order any masks,” said Angie Theisen, the hospice’s community relations manager. “We’re competing with all the nursing homes and medical facilities. Hospice is not at the top of that list.

OBITUARIES DANIEL ‘STRO’ STROHECKER MT. MORRIS - Daniel Eli “Stro” Strohecker, 54, of Mt. Morris, formerly of Lanark, passed away with his family by his side on March 17, 2020 at FHN Memorial Hospital in Freeport, after recently being diagnosed with mesothelioma. He was born Aug. 26, 1965, in Savanna, to Richard and Mae Strohecker. He worked many jobs, including machine operator at Quad Graphics in Mt. Morris for 23 years, and most recently as a machinist for Danfoss Power Solutions in Freeport. On Feb. 22, 2020, Dan married the love of his life, Sara Martin. He graduated from Highland Community College in 2012 and from Lanark High School (Home of the Fighting Beavers) in 1983.

“It’s been a silver lining in all this to see how much people care in the community.” Donors have been making masks from vacuum cleaner bags, dust rags and other material. One Byron sewing shop donated elastic bands, which have been a tough to come by. Serenity staff go through masks fast, and are reusing them when appropriate, Theisen said. Gloves also are needed, and, to a lesser extent, gowns. “We have held back a few of the genuine N95 masks because we’re waiting to see if we get a patient with coronavirus,” Theisen said. “We think we eventually will ...” Along with masks and gloves, Serenity is accepting donations of

As for restrictions, Serenity is limiting visitors to three at a time and taking body temperatures of those who enter the eight-room building. Community areas are closed. Exceptions could be made to the three-visitor rule because of the endof-life nature of their care, but so far, that has not been necessary, she said. In addition, two of its fundraisers, including the largest of the year, are canceled, which is another issue for the nonprofit, which relies on donations and fundraisers. In Sterling, Rock River Hospice & Home stocked up on medical masks and supplies just before the pandemic broke out, and so has enough for the time being, Executive Director Emily Taylor said. The hospice at 2706 Ave. E has connections through Whiteside County should it run low, she added. Staff are taking precautions, including doing extra hand washing and cleaning, and visitors also are getting a temperature check upon arrival. Two visitors per patient are allowed, Taylor said. Sterling’s other hospice, Gaffey Home Nursing & Hospice, provides in-home care. It also has enough

masks and supplies to last for the next 2 or 3 months, and thermometers, another hot commodity in the current health care market. She keeps stocked as much as possible, owner and clinical nurse Kim Gaffey said. “We prepared for this during H1N1,” she said. “Being small without buying power, we need a supply.” Gaffey has a few creative ideas in mind should the need arise. “When we run out, it will be very difficult,” Gaffey said. “In lieu of a gown, you can use a raincoat and wash it later with bleach and water. We’ve been looking into homemade face shields, not masks. For longterm home care patients, household gloves that can be reused can help.” For now, visitors are not allowed in the office at 3408 River Road. Staff temperatures are taken every morning, and packages are dropped off in front of the building. When providing care, staff leave

Those include having their temperature taken before they report for duty each day. The restrictions, described in an action plan obtained by the AP, will remain in effect for 30 days and then will be re-evaluated. Unlike a security lockdown, inmates will not be locked in cells.

The restrictions come as courts have suspended or delayed trials and classes, sports events, concerts and conferences are canceled across the nation in an effort to stop the spread of the virus. Under the new plan, there would be no social visits at any Bureau of Prisons facilities, but inmates would be eligible for an additional 200 minutes of phone time per month. Legal visits are also being suspended, though officials said accommodations could be made on a case-by-case basis. “Access to legal counsel remains a paramount requirement in the BOP

but like social visiting, the BOP is mitigating the risk of exposure created by external visitors,” the agency said in a statement. The plan was put into place because “the population density of prisons creates a risk of infection and transmission for inmates and staff,” it said. As part of the plan, all new inmates are screened for the risk factors of COVID-19. Those who are asymptomatic but have risk factors would be quarantined and those who showed symptoms and also had risk factors would be isolated and tested for COVID-19.

Visits by volunteers, as well as official staff travel, and training will also be suspended, with limited exceptions. Inmates will still be able to speak privately with religious advisers by phone. Health officials have been warning for more than a decade about the dangers of outbreaks in jails and prisons, which are ideal environments for virus outbreaks: Inmates share small cells with total strangers, use toilets just a few feet from their beds, and are herded into day rooms where they spend hours at a time together.

Carroll and 50 Thomson students, moving the high school will require 250 more Thomson and Savanna students to be bused or driven to and from Mt. Carroll. If we keep the West Carroll High School in Savanna, 150 high school students from Mt. Carroll and Thomson will be bused or driven to and from Savanna. Thomson and Mt. Carroll high school students and parents will have about the same distance and time to the high school. Otherwise, Thomson (York) students and parents will pay double the price in time and mileage every day to attend high school in Mt. Carroll. Regardless of how this affects rural students, this

Former Fulton man is arrested WETUMKA, Okla. – James H. Jackson, 59, of Wetumka, Oklahoma, formerly of Fulton, was arrested today by local law enforcement authorities. Jackson’s arrest was based on an active warrant issued by the state of Illinois. Jackson was charged with two counts of aggravated criminal sexual abuse of a minor. As coronavirus quarantines continue at nursing homes, assisted living centers and elsewhere, growing numbers of people are taking matters into their own hands, along with signs, pets, and whatever else they can hold up to the windows for people suffering from a case of coronavirus cabin fever. On March 26, a band of dog owners delivered some much-needed TLC – that’s tender, loving canines – to residents at Resthave Care and Rehabilitation in Morrison, where they propped the pooches up to the windows so folks inside could see them.

IN BRIEF APPLE RIVER — The Eagle Nature Foundation’s (ENF) office at 300 East Hickory Street in Apple River will remain open during these turbulent times. ENF is a service organization, as well as being a non-profit foundation. The organization has postponed its 25th Annual Meeting and will reschedule it, when a proper time comes. NICAA Golden Meals program has expanded its services to include more home delivery routes in the Shannon area, for the town of Shannon and the rural areas surrounding it. The home-delivery program is for any senior citizen aged 60 or over who would benefit from having a meal delivered to their home on a daily basis. Delivery will be available Monday through Friday. For more information or to sign up for the program, call 815-232-8896. Sign-up is quick and easy and meals can start within a day or two.

Tax filing deadlines moved to July The tax deadlines for individuals have been moved from April 15 to July 15. Individuals who owe the IRS money will be able to defer up to $1 million in payments for 90 days without interest or penalties Corporations who owe the IRS money will be able to defer up to $10 million. The delay also includes first quarter, 2020 estimated tax payments for individuals. These payments are now due on or before July 15. This estimated payment delay does not apply to corporations. AARP Smart Drivers Two-Day Course April 27 Registration is required The two day class will be held Monday, April 27, and Tuesday, April 28, from 8:30 a.m. to 12:30 p.m. at the Carroll County Senior Center, 306 N. Main St., Mt. Carroll. You must pre-register for the course by call the Carroll County Senior Center at 815-244-1800. The charge for the course is $15 for AARP members and $20 for

non-members. The course fee is paid to the instructor. Though geared for drivers age 50 and older, the course is open to people of any age and AARP membership is not required. There is no final test to pass.

Activities at the Senior Center Recycling Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their respective communities, and those who bundle the paper and haul it to the local distribution centers. We need more help with this project. The “gathering” people work just a couple of hours a month in their respective communities. The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare. And the “loaders/haulers” help load and/or haul the papers to the distribution center. Call 815-244-1800 for more information or see Keith, Dale, Bob, Lawrence, Ray, Albert, Wayne, or Norma. Bingo NO Bingo will be on Tuesday, April 7. Bingo will resume hopefully on Tuesday, April 21, at 12:30 p.m. at the Senior Center. Bingo is held at the Senior Center on the first and third Tuesday of each month at 12:30 to 2:30 p.m. Bingo is played with nickels and dimes so make sure and bring some of your extra change as sometimes there are “big” winners. On the first Tuesday JoEllen McCaskey from Pinnacle Place does the calling and on the third Tuesday Anna Gray from Allure of Mt. Carroll does the calling. Mark your calendar, and join us. No charge. Coffee, and treats are provided. In case of bad weather please listen to WCCI Radio for closing information. Come and Play Pool After April 7, get some friends together, and come and play pool. If you need the practice, or just want a nice, friendly game, come to the Senior Center and enjoy yourself. Quilters The quilters are here after April 7 from 9:30 to 11:30 a.m. They welcome anyone who wants to join them. If you need a quilt quilted, please call the Senior Center at 815-244-1800 to be added to the list.

Seniors Around the County The Table The Great River Outreach Table is part of the Great River Outreach Center in Savanna and offers a delicious meal, friendship, and good conversation at two locations. In Savanna, food is served from 11:45 a.m. to 12:45 p.m. Monday through Friday, at the former Chestnut Park School, 926 Viaduct Road, south of town on state Route 84. In Mount Carroll, food is served from 11:30 a.m. to 12:30 p.m. Wednesday at Mount Carroll United Methodist Church, 216 S. Main St. Any age is welcome. Donations are accepted but not required. The food is brought to Mount Carroll on Wednesday. Volunteers are involved in this endeavor. Why eat alone? Consider joining the group often! Vintage 405 Lanark UMC welcomes all to our “Vintage 405” gathering. This is a space offered for games, coffee, and refreshments, as well as space for conversations. Join us for Mexican Train Dominoes or start up a game of cards. There is plenty of laughter and fun to go around. It is air-conditioned and heated for comfort. We meet every first and third Thursday of the month from 9 to 11 a.m. If you need transportation, please call Carroll County Transit at 815-244-0011 for a ride.

Are You Turning 65? Do you need help understanding Medicare A, B, C and D? Then come and see us at the Senior Center. We will help make this time easier for you. Turning 65 can be very confusing with all the information you receive in the mail about which Medicare D Plan to take or which supplemental to get. If you are about to turn 65 and have questions, stop by and see our SHIP Counselors, Deb Connor and Karen Holm, and we can help you sort through the confusion. Also remember to stop at the Carroll County Courthouse to complete your Senior Citizens Assessment Freeze Homestead Exemption application and affidavit. When you turn 65 and become eligible for Medicare, the best time to enroll is during your Initial Enrollment Period. Your IEP includes the 3 months before, the month of, and the 3 months following your 65th birthday. If you enroll in Medicare during this time, you will avoid late enrollment penalties. The date when your Medicare coverage begins depends on when you enroll during your IEP. For your coverage to begin as soon as possible, it is best to enroll in the first 3 months of your IEP. Your Medicare coverage will then go into effect starting the month you turn 65. To enroll in Medicare, please stop by the Senior Center and we can do this for you. It is important to be proactive and take the steps to enroll during your IEP. If you miss your IEP, you may be limited to specific times when you can enroll in Medicare in the future, and you may face a penalty for late enrollment, resulting in higher premiums.

The Senior Center is open from 8 a.m. to 2:30 p.m. Stop by and get your questions answered.

Exercise at Senior Center The Senior Center now has 9 pieces of professional-grade equipment: a treadmill, a rowing machine, a Stair Stepper, an E-Force Cross Trainer exerciser and a recumbent bicycle. You are welcome to use any of these anytime the Senior Center is open, Monday through Friday, 8 a.m. to 2:30 p.m. These nine fine pieces of exercise equipment have been donated to help seniors get some needed movement and

cardio work that can improve both their physical and mental state. And as anyone can tell you, a few minutes walking or riding a bike can go a long way.

NEW ORLEANS - SEPTEMBER 5-13 HIGHLIGHTS OF OUR TRIP: On our way to New Orleans, We will make a stop at the Memphis Rock ‘n’ Soul Museum. I am sure we will all enjoy the birth of rock and soul music, created by the Smithsonian Institution, which tells the story of musical pioneers. On our first full day in New Orleans, we will be treated to a guided tour of New Orleans. We will learn about the past and present of this unique city. We will then depart for the French Market District. Next we will visit The National World War II Museum. We will take in a cinematic experience on their 120 ft wide screen. It is a jaw-dropping experience in 4-D. On Day 5 we will journey beyond the city limits of New Orleans and discover the Destrehan Plantation. It is listed on the National Register of Historic Places. We will then depart for New Orleans to enjoy some free time in the French Quarter. Do some shopping, stop to hear great music or just enjoy the sights. On Day 6 We will depart for Mardi Gras World. Here we will learn the history of Mardi Gras, watch artists at work and enjoy a slice of the famous King Cake. Later we will go on a relaxing Riverboat Cruise on the Mississippi River. Today, we will head toward Jackson, MS to the Mississippi Agricultural and Forestry Museum. Here we will journey back in time as we learn how agriculture and forestry molded the history and heritage of this great state. Our last excursion as we are headed toward home will be at the National Ornamental Museum in Memphis TN. Senior Services Would you like to get a discount on your license plates? Please notice that they have increased the income guidelines for the license plate discount. If you qualify, you can apply for the Benefits Access Program, (Formerly Circuit Breaker) and receive a discount on your license plate sticker. The new income guidelines for 1 will be $33,562 and for 2 $44,533 and for 3 person household $55,500 for a year. The age requirement is 65 or disabled. Applications submitted January 1, 2020 to April 15, 2020 must use 2018 income. Applications submitted on April 16, 2020 or after must use 2019 income to file. Call 815-244-1800 if you have any questions. S.H.I.P. counselors Karen Holm, Sandra Aude, and Deb Connor are all SHIP Counselors and Certified Information and Referral Specialists for Aging. Karen and Deb are available for information and/or assistance to clients and their caregivers on Medicare, Medicaid, prescriptions (i.e. Medicare Part D, Social Security Extra Help and patient assistance programs). Karen and Deb can also assist with license plate discount (Benefits Access Program), free amplified phone program (ITAC), LIHEAP (heating assistance, Oct. 2015 to May 2016), Property Tax Assessment Freeze, etc. They would be more than happy to help you. Remember we are now open 8 a.m. to 2:30 p.m. Transportation Carroll County Transportation now has three buses and 13 vans, all wheelchair accessible. CCT provides transportation for citizens of Carroll County, for meals, medical appointments, shopping, and errands throughout Carroll County, and will make trips to Freeport, Sterling, and Clinton, Iowa. We also have added medical appointment trips to Monroe, Wisconsin, and Rockford with a 3-day notice. If you need a ride, call 815-244-0011 at least 48 hours in advance to schedule your trip. For shopping trips, there is a 5-bag limit due to space issues. Please see the article regarding our prices which were changed Jan. 1, 2020. We provide this service to assist those who no longer drive or would rather have someone else do the driving. We can accommodate a few more riders. If our services would be of use to you, just give Alicia or any of our other dispatchers, Tina, Dana, or Kathy, a call at 815-244-0011 and they will be happy to get your ride scheduled.
