‘Things were completely different this year’ More collaboration this year on budget, local lawmakers say

BY PAM EGGEMEIER Sauk Valley Media peggemeier@saukvalley.com 815-625-3600, ext. 5570 SPRINGFIELD – The legislature overwhelmingly approved a new spending plan last week, but one local lawmaker broke from the pack and voted no on the $38.5 billion budget plan that was signed Monday by Gov. Bruce Rauner.

Retiring state Sen. Tim Bivins, R-Dixon, in his final budget battle, was one of two lawmakers to vote against passage of the budget May 30 in the Senate. The other “no” vote was cast by state Sen. Kyle McCarState Sen. ter, a Republican from Tim Bivins Lebanon.

State Sen. Neil Anderson, R-Andalusia, and state Reps. Tom Demmer, R-Dixon, and Tony McCombie, R-Savanna, all voted for what looks to be the first budget to be put in place before the start of a new fiscal year since Rauner took office in 2015. The spending plan passed the Senate by a 54-2 vote, and by a 97-18 margin in the House.

While the plan was presented as a balanced budget, Bivins said he wanted to see more margin for error, which could have been achieved by cutting spending.

“As always, this budget was presented just a few hours before the vote,” Bivins said. “There are some great things in it, but whether this is really balanced depends on a lot of things, such as the sale of the Thompson Center and getting pension savings from voluntary buyouts.”

The budget factors in $300 million in anticipated revenue from selling the James R. Thompson Center in Chicago, but that sale has stalled for several years. The voluntary pension buyouts are projected to bring in $445 million.

The revenue side of the budget was helped by a state income tax increase, federal tax policy changes, and improved investment returns.

Spending, however, also was bumped up to $38.5 billion.

BY PAM EGGEMEIER Sauk Valley Media peggemeier@saukvalley.com 815-625-3600, ext. 5570 SPRINGFIELD – The Illinois Department of Transportation on May 29 released its updated 6-year projects plan for state and local highways, which leaves less money for local roads than last year.

Statewide, the plan looks about the same as last year’s version, but IDOT’s Region 2, District 2, based in Dixon, stands to receive considerably less over the life of the multiyear plan. District 2 oversees projects in 10 counties, including Carroll and Whiteside.

The updated plan for the entire state, which runs from fiscal years 2019 through 2024, calls for $11.05 billion in spending during the 6-year period and $2.2 billion in fiscal year 2019. Last year’s updated multiyear spending plan for 2018 through 2023 totaled $11.65 billion and $2.2 billion in fiscal year 2018.

For District 2, the new plan estimates there will $560 million to spend over the 6-year period, down from $741 million the area was to receive in last year’s version.

All four lawmakers agreed that education was a bright spot in the new budget. Early childhood education will get an additional Rep. Tony McCombie $50 million and K-12 schools stand to receive an extra $350 million, as part of the new state funding formula that took effect last year. Higher education is in line for an additional $56 million, a 2 percent increase.

“This isn’t a perfect budget, but the things that were most important to me and my district were in there,” McCombie said. “I had met with the governor’s staff about education and told them it was very important to keep our promises on education funding.”

fiscal years 2017 through 2022. That was an increase from the $710 million proposed 3 years ago, thanks largely to a new federal transportation bill that gave the state an extra $134 million that year.

As has become the trend, bridges are again a big slice of the roads budget Sen. Neil pie. In fact, in this new version, bridge Anderson maintenance and road maintenance each make up 33 percent of the funding statewide. Safety/system modernization makes up 14 percent, expansion projects 13 percent and system support comes in at 7 percent.

One of those bridge projects is a new I-74 structure being built over the Mississippi River in Moline.

The bridge work, which also involves Iowa, will cost Illinois about $164.6 million during the course of the multiyear plan, with about $82 million budgeted in 2019.

State Sen. Neil Anderson, R-Andalusia, who has nearly $91 million coming to his 36th Senate District, said he was pleased that IDOT is making infrastructure improvements a priority.

OBITUARIES MILLEDGEVILLE – Doris E. Schmidt, 85, of Milledgeville, died Wednesday, May 30, 2018, at her home, surrounded by her family.

She was born June 22, 1932, in Sparta, Wisconsin, to Fredrick and Louise (Fenske) Scholze. She married Gordon Schmidt on Dec. 19, 1948, in Wisconsin. He preceded her in death on Sept. 19, 2003.

Doris loved spending time with her grandchildren, great-grandchildren and great-great-grandchildren. She was a cook for Milledgeville School District for 25 years, and a member of Milledgeville Methodist Church and Mothers Club.

She enjoyed polka dancing and working puzzles. She and Gordon cherished their time together while wintering in Florida for many years.

Surviving are her children, Michael (Nancy) Schmidt, Terry (Jo) Schmidt and Jo Anne Schmidt, all of Milledgeville, Brian Schmidt of Quincy Florida, and Tammy (Loren) Shuman of Lanark; three sisters, Lori (Darrel) Heinn of Stacy, Minnesota, Evie Sommerville of Black River Falls, Wisconsin, and Kathryn Broderick of Savanna; a brother, Raymond (Diane) Scholze of Guam; 17 grandchildren, 27 great-grandchildren; and three great-great-grandchildren.

She also was preceded in death by her parents, a sister, five brothers and two grandsons.

Visitation was at McDonald Funeral Home in Milledgeville. The funeral was Tuesday at Trinity Lutheran Church in Milledgeville, with Sophia Hyon, pastor officiating. Burial was at Bethel Cemetery in Milledgeville.

A memorial has been established.

Continued from Page 2 McCombie cited a 4-year funding commitment for the Monetary Award Program (MAP) as another significant education win. The program provides grants for Illinois students attending approved state colleges and universities, based on financial need. The grants had not been released when the state was operating without a budget.

McCombie was the chief sponsor of a bill that called for $63 million in back wages to be paid to unionized state workers. The budget includes money to settle that debt, which dates back to 2011.

Lawmakers had higher hopes for some other areas of concern, but in the spirit of compromise, said the funding levels could have been worse.

“While it would have been nice to find additional money for social services, most are fully funded, and it turned out that there were no public safety sweeps,” McCombie said.

McCombie said she was encouraged by the show of bipartisanship in a surprisingly drama-free budget process. In an election year, the governor kept his demands for fundamental business reforms out of the budget negotiations. Keeping quiet through most of the legislative process, he asked for two things – a balanced budget and no new taxes.

“Things were completely different this year,” McCombie said.

“The governor’s and Speaker’s staffs worked together and it was an all-around collaborative effort.

People are tired of the politics of the last couple of years.”

Demmer said that a great deal of hard work was done in the past few weeks of negotiating.

“For the first time in the memories of a lot of folks here, we have a budget with bipartisan support,” Demmer said. “Overall, we started the year saying we need a balanced budget that didn’t increase taxes, and this meets the criteria.”

The plan includes a $1.3 billion supplemental appropriation to pay some bills that piled up while there was no budget.

“No one was going to get everything they wanted, but each side’s priorities were respected,” Demmer said. “It took a lot of time and work, but we didn’t want to get back into a budget impasse.”

Anderson downplayed concerns about the amount of guesswork in the state’s revenue estimates.

Projections from party leaders and the governor’s office were close, he said.

“They were all within about $50 million,” Anderson said. “All budgets are based on reasonable assumptions, and if this is off a bit, it appears that it will still be manageable.”

Anderson agreed that the biggest bipartisan push came on the education front. Protecting public safety

and social services were also high on both parties’ agendas.

The state still must deal with the fundamental problems that will continue to eat away at the state’s financial viability. The governor’s office must deal with an estimated $6.6 billion debt backlog, and private actuaries say the state’s $130 billion in unfunded pension liability is closer to $200 billion.

“This budget won’t fix everything, but it’s a good first step,” Anderson said. “We’ve spent within our means and now we’ll focus on the fundamental reforms that will keep people here.”

Local government will get to keep a larger share of state income tax money than previously discussed.

For years, the governor has threatened to cut the funds by as much as 50 percent, but the budget calls for a 5 percent reduction.

“They had looked at 10 percent, then 15 percent, but last year was 10 percent, so they’ll see 5 percent more, and the administrative fee is going down,” Anderson said.

Anderson agreed that the budget process was very different from previous years.

“You can tell there is true compromise when there’s a feeling of ‘everybody’s happy, but nobody’s happy’, and that’s how this process felt,” Anderson said. “The rank and file wanted to come to an agreement because they realize we can’t keep taxing our way out of debt.”

The state’s new fiscal year begins July 1.

It was the points that kept Rebekah

Zeigler of Aplington Middle School in Polo and Aubrey Charles of West Carroll Middle School in Mount Carroll out of the finals in the Scripps National Spelling Bee. Aubrey Their spelling? That Charles was letter perfect.

Rebekah aced “yarrow” (a strong-scented herb with small white flowers) and Aubrey nailed “specimen.”

But when the points were tallied up, neither of the 13-year-olds had enough to reach the 28 needed to

advance to the finals, where 41 of their fellow spellers are headed Thursday.

Contestants could earn a maximum of 36 points – up to 30 for a written test and Rebekah 3 points each for two Zeigler oral tests.

Karthik Nemmani, 14, of the Dallas area won the bee.

This was Rebekah’s fourth consecutive trip to the national bee. She won the Lee-Ogle-Whiteside Regional Spelling Bee on Feb. 23.

Aubrey took second at the Carroll,

Jo Davies, and Stephenson County Spelling Bee on Feb. 20.

Despite the near miss Wednesday, Rebekah still racked up plenty of wins: First off, four trips to Scripps is nothing to sneeze at, but what’s more: this was her first time making it past the second round, she was featured in a national news story about the spelling bee, she got some of the loudest cheers in the preliminary rounds, and Scripps used her in one of its profile pictures on its Facebook page.

She may be a master speller, but after those accolades, “disappointment” is one word that probably wasn’t in her vocabulary.

If approved, new position could be shared with local schools

BY PAM EGGEMEIER Sauk Valley Media peggemeier@saukvalley.com 815-625-3600, ext. 5570 MORRISON – The city will put a referendum on the November ballot for a police tax levy increase that would enable the department to bring back a full-time officer position it lost 8 years ago.

If the referendum passes, the additional position could be shared with the Morrison school district.

“We’re still in discussions with the school district,” Police Chief Brian Melton said. “Everybody is overwhelmingly in support of having an officer at the schools, but we need to work out the details.”

The seventh officer is needed regardless of what the schools decide to do, he said.

“Police services calls continue to go up and the stats show crime is up in Morrison. The community has needed this position since it was lost in 2010.”

Melton had approached the city about a tax hike 2 years ago, and the council agreed to get it on the November 2016 ballot.

One month later, a special council meeting was called and a resolution was passed to withdraw the referendum request.

“Chief Melton has wanted another officer for some time, but in 2016, the council decided that the timing Police Chief wasn’t right with so much focus on Brian Melton building a new sewer plant,” City Administrator Barry Dykhuizen said.

State law caps the police levy at .075 percent, which is where Morrison is, but municipalities can go up to .60 percent if voters give their permission through a referendum. The language in the police levy referendums doesn’t include an exact amount for increases, but states that the increase is not to exceed .60 percent.

If voters approve the referendum, the exact amount of the increase would be determined and the council would have to OK it.

“We’ll see if it passes and go from there,” Dykhuizen said. “If the school district shares the officer, we would have to draw up an intergovernmental agreement.”

Total compensation, including benefits, for a full-time officer would cost between $60,000 and $73,000 a year, Melton said.

Without factoring in what the school district would pay if the officer is shared, a rough estimate of what would be needed for the new officer puts the levy increase at 0.225, triple the current levy.

For the owner of a $100,000 home in Morrison, the levy increase would tack on between $60 and $75 a year to their tax bill.

“At the current rate, the police levy brings in about $45,000, and at 0.225, we’re looking at $120,000 to $130,000,” Melton said.

The police department makes up about 25 percent to 30 percent of the city’s general fund, and at the current rate, the police levy doesn’t even fund the costs of one officer.

If the school district shares the officer, however, the police levy increase would become more manageable for taxpayers.

“We don’t know what the time breakdown would look like yet, but a shared arrangement with the schools would drop the tax burden considerably from our rough estimate,” Melton said.

How the city’s land values hold up also would help determine the final numbers.

Melton has four part-time officers he can call, but they aren’t readily available. One is a retired officer and the others work full time for the county.

The work would be done along a 6.5 mile-stretch near French Creek east of town to Emerson Road.

Back to bridges, a $750,000 project at the Hennepin Feeder Canal about a quarter-mile east of state Route 40 in Rock Falls is on the list for 20202024. Another bridge rehab project, estimated at $800,000 is slated to

begin in Whiteside County, 1 mile west of state Route 84.

The 6-year proposal serve as a blueprint for IDOT’s goals, but the agency re-evaluates the multiyear plan annually. Funding levels and changes in construction timelines can dramatically alter the template.

The state’s new fiscal year begins July 1.

Sterling set a school record for most wins in a baseball season with 23, but couldn’t add to that figure May 30, ending its season with a 3-2 loss to Stillman Valley in a 3A Sterling Sectional semifinal at Gartner Park.

Multiple errors did in the Golden Warriors, and two of them directly led to Cardinal runs. The Cardinals tied

the score at 2 in the sixth inning after a throwing error, and Andrew Wilhite scored the winning run in the seventh inning after a wild throw to try to get him out at home plate.

Nolan Sullivan took the loss for the Golden Warriors; he allowed four hits and one earned run, and struck out eight. Cooper Willman led Sterling’s offense, going 2-for-3 with an RBI double.

Evan Christiansen earned the win for Stillman Valley, who eventually won the sectional championship Saturday with a 3-2 win over Burlington Central. Christiansen struck out 10 and allowed three hits.

SOFTBALL NUIC all-conference teams named Two players from Eastland, Lena-Winslow and West Carroll, and one from Pearl City were named to the NUIC West all-conference softball first-team.

Eastland’s Jenna Green and Emma Norton were firstteam picks after leading the Cougars to a division title.

However, they fell a couple of steps short of making the 3A state finals with a 6-2 loss Thursday to Kaneland in a 3A Marengo Sectional semifinal.

Kaneland, who wound up winning the sectional title Saturday with a win over Rock Falls, belted three home runs against Sterling pitcher Jayme Eilers.

Rose Roach hit two solo home runs, and Hannah Theobald put the Knights up for good with a grand slam in the fifth inning.

Eilers struck out eight and allowed nine hits in the loss for the Golden Warriors, who ended with 29 wins. Jordan Thormeyer led the Sterling offense with three hits.

Emilee Erickson earned the win for Kaneland with 10 strikeouts and eight hits allowed.

BASKETBALL Former Aquin basketball star plans camps at Eastland H.S. LANARK – Freeport Aquin High School basketball player and former WNBA player Sophie Brunner will offer two basketball camps this summer for local basketball players entering third through 12th grades.

Camps will be from June 27 to 29 at Eastland High School, 500 S. School Drive, Lanark, and Stockton High School, 540 N. Rush St. Brunner led the Aquin Bulldogs to back-to-back state titles in 2012 and 2013. She was the third-leading scorer and second leading rebounder in Arizona State University history, and was a member of the USA team at the 2016 Junior Nationals in Toronto. She signed to play with the WNBA’s Phoenix Mercury team, and continued her professional career last fall in Italy.

Sessions will be broken up by age.

Saluting senator for DCFS protection efforts Sen. Tim Bivins’ bill to increase safety for DCFS workers has passed the Illinois House and Senate. It is a common-sense approach to the problem that the governor should sign into law.

R

etiring state Sen. Tim Bivins, a Dixon Republican, deserves a lot of credit for getting the only piece of legislation approved this legislative session that is in direct response to the beating death of a Department of Children and Family Services employee from Dixon who was doing her job when attacked last year.

But Bivins had a lot of help.

In all, 52 senators voted for Senate Bill 3105 on April 26, and 115 House members voted for it on Memorial Day. Not a single legislator voted against it.

Bivins’ bill would do more to encourage, but not mandate, police protection for DCFS workers who don’t have co-workers available to accompany them on a call regarding a high-risk report of child abuse

or neglect, and who have a reasonable belief that the person named in the report could be violent.

Provisions included in the bill call on police “to make all State Sen. reasonable efforts to Tim Bivins assist” such DCFS workers when asked, but also state that such assistance to a DCFS child protective investigator be provided “at a mutually available time.”

In other words, if police are busy when the DCFS investigator proposes a home visit, the visit needs to be rescheduled to a different time that’s convenient for both parties.

That makes sense.

What also makes sense is that the bill allows police officers and sher-

iff’s deputies to cross jurisdictions to assist DCFS child protective investigators.

Bivins’ response to the bill’s unanimous approval in both houses: “I’m glad this passed. It basically codifies what is for most departments common practice.”

For departments where such cooperation is not common practice, pending the governor’s signature, there will be a new impetus to lessen the dangers faced by child protective investigators such as Pamela Knight, who worked out of the Sterling DCFS office.

Knight died Feb. 8 after being brutally attacked – kicked in the head, according to investigating authorities – by a 25-year-old Rock Falls man when she arrived at a house in Milledgeville on Sept. 29 looking for a 2-year-old who was to

be taken into protective custody.

Other legislative proposals to stiffen prison sentences for those who attack DCFS workers while on the job did not win approval this time around.

But Bivins’ bill did, which is a good thing.

And if the legislation encourages greater protection for DCFS workers, that would be an even better thing.

We congratulate Sen. Bivins, and those who supported him, for acknowledging the peril faced by DCFS workers and doing something about it.

And we encourage Gov. Bruce Rauner to get on the bandwagon and sign Senate Bill 3105 into law.

Shannon man riding to fight cancer SHANNON – A Shannon man is riding his bicycle to help raise money to battle childhood cancer.

As of Monday, Kenneth Groezinger raised $1,564.03 of his $2,500 goal for the Great Cycle Challenge USA 2018 fundraiser during June. He was ranked 14th in Illinois and 165th nationwide for funds raised. As of Monday, there were 50,596 riders who had raised $3.24 million.
