Police levy hike back on the table for city Chief wants to recoup officer position that was lost 8 years ago

BY PAM EGGEMEIER Sauk Valley Media peggemeier@saukvalley.com 815-625-3600, ext. 5570 MORRISON – Two years ago, city officials had a late change of heart on a proposed tax increase for police protection, but a referendum is again being considered.

The police levy issue was officially resurrected by the City Council on April 9, but it is only in the discussion stage.

In August 2016, a week before the deadline, the council approved a plan to get the question on the November ballot. One month later, a special meeting was called, and a resolution was OK’d to withdraw the levy increase request.

“The council believed there was a need for a tax increase, but they decided that with so much focus on the new sewer plant, it just wasn’t

Police Chief Brian Melton has revived the conversation in an effort to bring back the officer position the department lost in 2010. Including the chief, there are six full-timer officers in the town of 4,100 where the crime rate has gone up 162 percent in the past year. Calls for service have jumped by 15 percent.

“We are approaching the council about a levy increase again because we’ve been told that the city’s general fund can’t support our need for an additional officer,” Melton said.

Total compensation for a new officer making a lateral move would be between $66,000 and $75,000, Melton said.

rison is, but municipalities can go up to .60 percent if voters give their permission through a referendum.

The language in the police levy referendums don’t include an exact amount for increases; they all state the increase is “in an amount not to exceed .60 percent.”

Although unlikely, even if the referendum was approved by voters, it’s possible the tax would remain unchanged for now.

“The referendum, if passed on the ballot, would give authorization only,” Dykhuizen said. “The council must discuss it later and decide whether to use it and for how much.”

At this point, city officials haven’t figured out how much of an increase they would eventually ask for, but at the maximum allowed, some Morrison residents would see their police levy tax nearly double.

When the issue came up before, funding for squad cars and equipment were also driving the conversation, but that situation has improved.

“We have six officers and five cars, and we now have ourselves on a regular replacement schedule, so the extra officer is a much bigger

concern,” Melton said.

The city has restructured some bonds since 2016, freeing up cash from the general fund for capital improvements. The utility tax is also dedicated to the bond payments.

“It’s hard to count on that every year, and with the state’s financial situation, you never know what changes they’ll make that could impact the general fund,” Dykhuizen said.

Morrison hasn’t yet approved its new budget, but for many years there has been a huge discrepancy between the police levy limit and the department’s annual budget, which comes in at about $500,000.

Dykhuizen said the city’s land values went down slightly in this budget, so the levy could bring in less than $40,000.

“The police department is currently 25 percent to 30 percent of a city’s general fund, and our police levy doesn’t even pay for one officer,” Dykhuizen said.

Melton has a pool of four part-time officers he can dip into, but says it’s hard to count on their availability.

One is a retired officer and the others are full-time county employees.

Local lawmaker says Pam Knight ‘deserved so much more than what she got’ from lawmakers

BY RACHEL RODGERS Sauk Valley Media rrodgers@saukvalley.com 815-625-3600, ext. 5529 DIXON – The state bill aimed at delivering a harsher punishment for battering a Department of Children and Family Services or Adult Protective Services worker won’t be heard by legislators this year.

House Bill 4586 was introduced in February by state Rep. Tony McCombie, R-Savanna, in response to the attack on veteran DCFS worker Pamela Knight, 59, of Dixon, in September.

The bill ups the battery charge to felony aggravated battery punishable by 4 to 15 years in prison if the batterer, using anything other than a firearm, knowingly attacks a DCFS worker who’s performing his or her official duties; batters a worker to prevent the performance of those duties; or batters a worker in retaliation for performing those duties, causing great bodily harm or disfigurement.

Protective Services workers the same protections that are in place for firefighters, police or peace officers.

McCombie Last week, the bill was referred to the Judiciary Criminal Committee before being funneled to Sentencing, Penalties and Criminal Procedure Subcommittee, where McCombie said it would be unfairly buried without consideration for the rest of the year.

“Members of the majority, as well as their staff have stated that they are not willing to hear bills that will increase penalties as they want to reform our criminal justice system,” she said. “Reform by definition means to improve, not ignore.”

On Thursday, the subcommittee gave the bill a hearing, but did not advance it to

Andrew Sucher, 25, faces at least 20 to 60 years in prison in the death of Knight, who died Feb. 8 in a Chicago hospital of injuries investigators say Sucher inflicted on Sept.

29 when he kicked her in the head, fracturing her skull and causing severe brain damage.

Knight, who was based in the Sterling DCFS office, went to Sucher’s home to take a 2-year-old into protective custody. When he wasn’t home, she went to his parents’ home in Milledgeville to check on the whereabouts of the child; she was attacked shortly after getting out of her car.

CHADWICK – Florence R. Tripp, 92, of Chadwick, passed away Thursday, April 12, 2018, at Resthave Home in Morrison.

Florence was born March 16, 1926, at home in Fairhaven Township, the daughter of Charles and Flossie (Hiller) Adolph.

She attended Chadwick High School and graduated with the class of 1944. On Feb. 7, 1946, Florence married Kenneth Tripp at Chadwick First Lutheran Church.

They celebrated 53 years of marriage before Kenneth’s passing on March 18, 1999.

Florence was a homemaker who cherished her family and helping her husband on the family farm. She was a longtime member of Chadwick First Lutheran Church, the Chadwick Women’s Club, Chadwick Lamplighters Home Extension and the Red Hatters.

She enjoyed knitting, cross-stitch, nd playing cards, especially bridge. She also enjoyed the outdoors, especially gardening and golfing with her husband, Kenneth. After retirement, Florence and Kenneth enjoyed wintering in Lake Okeechobee, Florida.

Florence will be dearly missed by her daughter, Marcia (Evan) Haag of Morrison; two granddaughters, Elizabeth (Jarod) Schroeder of Evanston, and Stephanie (Josh) Hughes of Grand Rapids, Michigan; two great-grandsons, Tate and Turner Schroeder of Evanston; and a sister, Lois King of Morrison.

She also was preceded in death by her parents; a brother, Donald “Bub” Adolph; and a sister, Phyllis Venhuizen.

The funeral was Monday at Chadwick First Lutheran Church. Burial was at

Chadwick Cemetery.

Memorials may be made in Florence’s name to Resthave Home in Morrison.

She was born Jan. 21, 1940, to Oliver and Eldora Vietmeier. She married Ronald Gerdes.

Students complete D.A.R.E. training PRAIRIE ADVOCATE STAFF CHADWICK – Fifth-grade students at Chadwick-Milledgeville School District celebrated their DARE program graduation April 9.

This year marks the first time the program has been taught in Chadwick. Lessons covered the dangers of drug abuse, how to resist and refuse peer pressure, and how to stand against bullying. DARE was founded in 1983 nationwide.

The students were asked to write an

essay describing what they learned from the program. Essay winners in Robin Palmer Woessner’s class are Hannah Foster in first place, Lili Drinkall in second, and Hailey Druien in third. In Amy Workman’s class, winners are Lilian Ebersole in first place, Erika Braunstein in second, and Abi Sturrup in third.

Thankful for volunteers, indoor baseball A

nother successful Cubs bus trip is in the books, and better yet, they won too! Thank you for all those who took part in our bus trip and joined us for a day of fun! It felt a little strange to be going to a game so early in the season, but being inside was very nice! It certainly beats sitting outside and freezing like we have been for high school games. That is if Mother Nature cooperates and we get them in.

••• This week is National Volunteer Appreciation Week. Our organization wouldn’t run without our volunteers. I know it is harder and harder for people to volunteer.

What has changed?

I know what I feel has changed in my opinion. For one, 30 years ago, volunteer opportunities were like social events. You didn’t see and talk to people as much as you do now. Kids are now involved in sports more, dance, cinema club, whatever interest there is. I know by chance if I get a night where I have nothing to do after many nights of being on the run, I will come up with every excuse in the book to not attend something!

So I know how our board members feel when they have to come to a meeting after working all day. I understand why the wives will stay home instead of attending an event or program. While the passion may be there, sometimes the peace and quiet of having a night at home or

Our Young Leaders are our most active committee, and each year they put in countless hours on the programs they do. They are a large part of our success, and in the future they will be our leaders.

We also have a wonderful lady who helps each week with our backpack program. Diane has taken a lot of pressure off me by packing the bags and delivering them each week.

I truly appreciate everything she does. So if you see any of our board members or committee members out and about, thank them for the time they give to our organization.

LETTER TO THE EDITOR To the editor: Dear Mr. Bielema, I don’t know if you have any kind of farm background, but I grew up with farming. My grandparents operated a dairy farm in JoDaviess County and I spent as much time there as possible growing up. When other girls were taking Home Economics, I was driving a tractor. My husband and I farm together now. So, you can well guess that I do not agree with your assessment of agriculture.

I believe there is a lot to celebrate about farming. Do you know there are over 4,000 uses for corn? The genetically engineered crops like we grow on our farm make it so we do less tillage and we no longer spray insecticides.

This leads to less erosion and less chemical use which is great for the environment. GMO crops allow farmers to produce food with less water, land, energy, and pesticide.

It is in our best interest to be good stewards of the land; it is our livelihood.

I am not sure if you are talking about the farm bill when you speak of the processed foods subsidized by taxpayers, but about 85 percent of the farm bill is appropriated for food stamps. We are not in the business of manufacturing processed foods.

We are so fortunate in this country, that the food supply is abundant, affordable overall, and among the world’s safest and that people have choices of what they eat. One U.S. farm feeds 165 people annually in the U.S. and abroad. This is thanks to the efficiency and productivity of the American farmer. I am proud to call myself an American farmer and I wake up every day thanking God for this way of life.

There is an old saying that goes, “Don’t cuss a farmer on a full stomach.” I think that is good advice.

resident Eisenhower said, “Farming looks mighty easy when your plow is a pencil, and you’re a thousand miles from the corn field.”

Future Farmers of America is teaching tens of thousands of students across our country, including hundreds right here in Northwest Illinois, leadership skills while providing insight into “career success through agricultural education.”

Our FFA students have done us proud this year at the state competition. Congratulations to the Eastland FFA members who were selected as Illinois State FFA Proficiency Winners late last month. Eastland student, Bradley Johnson, was a state winner in Beef Production Placement.

Emily Denekas earned the distinction for Home and Community Development. Payton Erbsen was a State winner in Forage Production, and Delana Erbsen was named the State Star Discovery Farmer. Connor Erbsen was interviewed as a State Finalist for Star Farmer.

Agriculture is a major component in our economy. Farmers are definitely ready for warmer weather to arrive. Spring has had a difficult time getting to us. Last Monday, the Chicago Cubs’ Opening Day home

Baseball has also been on my mind. It is a sport that is uniquely American. While it has been embraced in parts of Latin America and Japan, the sport has dominated our national psyche for more than half of our nation’s history.

It was the great Babe Ruth who said, “Baseball was, is and always will be the greatest game in the world.” Part of baseball’s heritage is the Opening Day. The Opening Day for each baseball team has been a significant event for major league cities for over 100 years. Cincinnati, home of the first professional baseball team, celebrates the Reds Opening Day game as a citywide holiday.

Like Easter, Opening Day signifies rebirth and a fresh start. It symbolizes hope.

Continued from Page 11 There is even a book written by long time sports columnist Thomas Boswell titled “Why Time Begins on Opening Day.” Hall of Famer and legendary Cleveland Indians pitcher Bob Feller explained why he thought baseball influenced Americans. He said, “Every day is a new opportunity. You can build on yesterday’s success or put its failures behind and start over again. That’s the way life is, with a new game every day, and that’s the way baseball is.”

The General Assembly started the bulk of this session Monday April 9. We have a new opportunity. We have an opportunity to put the vitriol and the ideological entrenchments of the past few years behind us. We have an opportunity to pursue common sense solutions to our state’s problems.

We could start with a commitment to only spend as much as we have. Chicago Democrats keep raising our taxes and fees and the budget is not balanced. We do not need the same tired lines about paying our fair share and raising more taxes.

Families in Illinois work hard to put food on the table and save for a rainy day. They also pay more taxes than families in any other state in our country. They do not need more taxes. They do not deserve more taxes. What they do need is a common sense government, and my goal is to work with my colleagues, Republican and Democrat, to achieve it.

One common sense solution is reforming our welfare system. Welfare reform, including requiring

photo identification, received the highest positive response rate from the legislative survey I sent out late last year. That is one of the reasons I filed House Bill 4549.

HB 4549 requires Illinois LINK cards to include the name and photo of the primary card holder.

We require photo ID’s to apply for jobs, to obtain medical care, and to travel on planes or drive cars. It is perfectly reasonable to require LINK cards to include a photo ID. Illinois’ neighboring state, Missouri, added photos to their SNAP benefit cards in 2011 as part of a comprehensive welfare reform overhaul that included drug testing requirements.

The Commonwealth of Massachusetts approved a similar measure in July of 2013. Democrat House Speaker Robert DeLeo said, “What this is about is to stamp out fraud and abuse.” Massachusetts began issuing the cards in November of 2013.

The state of Maine followed Massachusetts in 2014 after soliciting advice from the United States Department of Agriculture (USDA) on how to implement the program without risking the loss of Supplemental Nutrition Assistance Program (SNAP) funding.

It is time for us to do the responsible, reasonable thing and pass welfare reform so that the people who need a hand up aren’t forced to suffer or wait because of people who are abusing the system. It is a common sense solution to a problem that needs solving and I sincerely hope it is called for a vote.

PRAIRIE ADVOCATE STAFF SAVANNA – West Carroll Education Foundation’s 13th annual Radiothon benefit will broadcast from 8 a.m. to noon Friday from West Carroll Primary School, 2215 Wacker Road.

WCCI 100.3 FM will carry the program, with classes and student groups from West Carroll Primary, Middle, and High schools featured. Donors can pledge by calling 815273-9273, or drop off donations at the primary school or any other district buildings.

The goal is $26,000, above last year’s nearly $25,000 amount raised. Proceeds will fund grants requested each fall by West Carroll teachers and schools for special programs.

Last year, more than $29,000 in grants were awarded, for 3D printing for science, technology, education, and math education, jazz band funding, and other programs.

Primary school students will present programs and inforamtion from 8 a.m. to 9:45 a.m., while middle schoolers will be on the air from 10 to 11 a.m., and high school students from 11 a.m. to noon.

Erie-Prophetstown 14, Newman 7 WEDNESDAY Newman 8, Milledgeville 3: The Comets broke the game open in the top of the fifth on its way to a nonconference win at MillWheel Park.

Kate Bonnell led off the inning with a single through the left side, Madison Craft doubled into left-center, and Hailey Frank was intentionally walked to load the bases with one out. Trinity Martinez was hit by a 2-2 pitch from Ciara Miller to score Bonnell to even the score.

Jenna Johnson stepped to the plate next for the Comets, and laced a linedrive double just inside the right-field line to score Craft and Frank easily. A throwing error by Milledgeville catcher Alexis Janssen allowed two more Com-

ets to touch home and give the Comets a 7-3 lead.

Frank added a solo home run to right field to lead off the seventh, extending her consecutive homer streak to three games. The junior lasted just four innings in her start, giving up three earned runs, five hits and four walks, but provided a punch offensively with a 2-for-3 performance that included two RBIs and two runs scored.

Milledgeville marked the board in the bottom of the second, as Jocelyn Folkers came up with a two-out bloop single that fell just inside the line in short left field to score Lindsey Brown.

The Missiles took their first lead of the game in the following inning. Ciara Miller and Alexis Janssen led off the half-inning with singles, and Jacquelyn Folkers’ single up the middle brought home courtesy runner Emily Henson and Janssen to make it 3-2 Milledgeville.

Miller took the loss, going five innings and allowing seven runs (five earned), five hits and three walks. The senior southpaw struck out eight, including three in the top of the fourth.

Sterling 3, Alleman 1: Jayme Eilers tossed a five-hitter to lead the Golden Warriors to a nonconference road win against the Pioneers. She struck out 13 batters and walked just one.

Gretchen Gould, Emilie Powers and Cara Alexander had RBIs for Sterling.

Koerner earned the win for Newman.

Kate Bonnell, Madison Craft, Jenna Johnson, and Lauren Wilson each had multiple-hit games for the Comets, who are unbeaten at 4-0 in divisional play.

West Carroll 7, Lena-Winslow 0: A four-run bottom of the first got the Thunder off to a great start, and that was more than enough run support for Riley Sullivan.

Sullivan struck out 10 and allowed just one ball out of the infield in the two-hit shutout.

Chadwick-Milledgeville FFA team wins at state competition PRAIRIE ADVOCATE STAFF MILLEDGEVILLE – Chadwick-Milledgeville FFA’s dairy judging team members were welcomed back with a parade through town after winning the State FFA Dairy Judging Contest on April 6 at Kaskaskia College in Centralia.

Team members, by place, are: • Rachel Scidmore, high individual honors and high test score.

• Dylan Houzenga, fourth high individual.

• Mady Frederick, fifth high.

• Natalie Brown, sixth high.

• Shelby Judd, 16th overall.

Chadwick and Milledgeville firefighters held a parade from the Carroll County Fairgrounds to Milledgeville High School, and community members joined in. This year’s team was the first state FFA winning team for many years at Milledgeville.

Milledgeville High School agricultural instructor Wendy Erbsen coached the team. The competition included six classes, two sets of memorized reasons, and a written test.

The team will compete in October at the National FFA Convention in Indianapolis. If they do well there,
