State charges result in move to contract with another local agency

BY MICHAEL MILLER For Prairie Advocate HANOVER – Faced with a number of difficult options to respond to state charges, the Hanover Ambulance service has decided to become only an ambulance assist service.

This means an ambulance coordinator would oversee the servce’s regular EMTs. The agency would pay a fine of $30,000 – half of which must be paid immediately; the other half in a few months. The service could apply for a rural ambulance license in 1 year if it follows all laws.

A large crowd of about 100 people attended the Hanover Ambulance Board meeting March 28. There, attorney Betty Roliardi discussed the Illinois Department of Health’s charge that the service had failed to cooperate with the IDH’s investigation of the service. The ambulance service also has been accused of representing itself as running two EMT services when it has been running only one.

The latter charge, Roliardi said, stems from the service assuming it

had an agreement with Mercy Medical Center in Dubuque, Iowa, when in fact there was no deal in writing.

Under the new arrangement, the service would need to provide an EMT 1, or a paramedic, to assist on calls. While the $30,000 fine the service would pay “might sound like a lot,” Roliardi said, “... I have you on the book for $300,000-plus [in fines]” because each time the license agreement was violated resulted in a potential $4,500 charge.

The fine amounts to an 85 percent discount because of the small size of Hanover’s service.

Another option for the service was to admit to wrongoing, pay a $10,000 fine and shut down operations. That would have left ambulance service for Hanover residents to the county.

Yet another option would have allowed the service to continue working under its current license and paying the $30,000 fine. But it would have put the service on 2 years’ probation with strict compliance with the law required, including random, unannounced

inspections. What made that option “impossible,” Roliardi said, was that it would have required Hanover to have 10 EMTs. It currently has two.

A fourth option, Roliardi said, was to go to trial, but she said the service had no real defense.

The village has pledged money toward continuing the service, and Roliardi said the township may as well. In addition, she pointed out that the ambulance service is a taxing body.

Roliardi said the service has 5 weeks to work out a contract with another agency, a time during which the service can operate uninterrupted, to prevent placing Hanover residents in jeopardy. For now, the service operates legally as long as two EMTs and a driver respond to a call.

Since the meeting, progress has been made in seeking a contract with neighboring communities to provide ambulance service to Hanover, according to Roliardi, though the details are under attorney-client privilege until negotiations are closed and a contract is signed.

APPLE RIVER – Eagle Nature Foundation recently filed a petition with the U.S. Fish and Wildlife Service to place the bald eagle back on the Endangered Species List.

In a news release, Terrance Ingram, executive director of the foundation, said the petition was signed by almost 2,000 people.

“Fewer bald eagles have been seen along the Mississippi River during the past few years, and the number and percentage of immature birds recorded on ENF’s 58 years of midwinter bald eagle counts has gradually been trending downwards,” Ingram said.

The new span would replace an aging bridge that’s been deemed a “persistent hazard to navigation.”

The railroad paid $415,000 to Christina and Donald E. Westcott Jr. on March 22 for 18.72 acres at 4480 Ward Road in Fulton. The company also paid $18,000 on March 23 to Rodney, Lisa, Scott, Deeanna, Stephen, and Alma Whitmore for 1.89 acres at Ward and Waller roads.

Kristen South, director of media relations at the railroad’s Omaha, Nebraska, office, confirmed that the purchases are part of a plan to replace the existing bridge over the Mississippi River.

The current bridge, built between 1908 and 1909, is a swing-span bridge that swings out to allow river traffic to pass through, but forces train traffic to stop. The new bridge would be a 3-mile long elevated clear-span bridge that would allow both train and river traffic to move freely at the same time. The new bridge would be the

The Iowa Department of Transportation described the existing bridge in a 2009 report as a “persistent hazard to navigation” that causes a “significant loss” of America’s economic competitiveness due to delays it creates,” as well as the

limits it places on train and barge traffic.

South said there’s no target date for construction, but the design and permitting stage alone could take 2 to 3 years. She also didn’t provide a projected cost. The new bridge would be funded by a combination of private and public funds provided under the Truman-Hobbs Act.

Rock Falls teen will be tried as adult Judge cites lack of emotion, and ‘callous disregard’ for the respect of murder victim’s body

STERLING – The Rock Falls teen accused of attempting to cover up the murder of her girlfriend’s mother will be tried as an adult, a Whiteside County judge ruled Thursday morning.

Rachel Helm, 16, is charged with concealment of homicidal death and arson, charges that will be transferred from juvenile court to adult court and carry sentences of 2 to 5 years and 3 to 7 years, respectively.

In July, then-15-year-old Rachel admitted to going over to her girlfriend Anna Schroeder’s house at 805 W. Park St. in Morrison, where

she found the body of Anna’s mother, 53-year-old Peggy Schroeder, who had been shot in the head, and she helped move the body, spent all night attempting to Rachel clean up the blood and Helm later started two fires to conceal the crime, according to a video of the police interview with Rachel that was played Tuesday in court.

Anna is charged with two counts of first-degree murder, concealment of homicidal death and arson, accused of shooting her mother in the head with a .38 revolver on July 6 in their home. If convicted of murder as a minor, she could be imprisoned until she is 21; as an adult, the penalty is 6 to 30 years in prison, or more.

Before ruling to try Rachel as an adult, Circuit Judge Trish Joyce said she considered many factors, including those carrying the most weight for determining whether

a juvenile should be moved to adult court – prior history of delinquency and the facts of the case.

Rachel doesn’t have a prior history, but Judge Trish that does not absolve her from the “callous Joyce disregard� for the respect that Peggy’s body deserved, the “hard-hearted� manner for which the body was treated, and the “lack of concern for the safety of others,� Joyce said. “I can’t imagine you weren’t completely horrified by all of these events; I certainly am,� she said.

Joyce said there was one thing that really struck her while watching Rachel’s interview and observing her in court, contrary to Rachel’s interview comments of being scared of Anna and sick from the sight of the body. “I didn’t see any emotion from you when describing these events,� she said.

The body was dragged into Peggy’s bedroom, and Rachel later lit the sheet covering the body on fire, according to the interview. “I can’t get past the fact there was defileAnna ment of Ms. SchroedSchroeder er’s deceased body,�

Joyce said.

Though Peggy was already dead when Rachel arrived and no one was injured in the fire, the potential for harm was there – harm to Rachel and Anna as well as neighbors and first responders, Joyce said.

That potential was also there with the gun, which Rachel said in the interview that she and Anna hid behind a headstone at Veterans Memorial Cemetery. “There could have been an unimaginable additional tragedy if a member of the public found the gun,� she said.

SAVANNA – Susan M. Inman, 68, of Savanna, passed away Thursday, April 5, 2018, at Morrison Community Hospital.

Susan was born March 12, 1950, in Superior, Wisconsin, the daughter of John and Myrtle (Wood) Pease-Andrews.

She attended Thomson High School, and later received her G.E.D. Susan worked for the Eaton Corp. for many years in Hanover and Savanna. She also worked as a certified nursing assistant. Susan enjoyed camping. Most of all, she cherished the time she spent with her family.

Susan is survived by her four children, Chris (Bill) Clark of Albany, Jim (Mitchel) Dietterich of Mount Carroll, John Inman of Hohenwald, Tennessee, and R.C. Inman of Hohenwald; six grandchildren; two sisters, Barbara George of Wilton, Iowa, and Marilyn Remrey of Thomson; and two brothers, Norman Pease of Sabula, Iowa and Mike Pease of North Carolina.

Susan was preceded in death by her parents.

Cremation rites will be accorded.

Memorials may be given to the American Heart Association in Susan’s memory.

He was born Jan. 3, 1928, in Freeport, the son of George and Helen (Griffith) Groen.

He married Dorothy Mohlenkamp on Aug. 30, 1953. They farmed and raised their family in the Shannon area. He was also involved in feed and machinery sales for many years. He served in the U.S. Army from 1951 to 1953 during the Korean War, and was an active member of Shannon American Legion.

He is survived by his wife, Dorothy; son, Rick (Betty) Groen; daughter, Dawn (John) Collman; grandchildren, Shawn (Dee) Groen, Shelby (Curt) Johnson, Kara (Kevin) Howell, Gretta (Dennis) Clapp, Ben Collman and Hannah Collman; and great-grandchildren, Gage, Madelyn, Alaina, Trevor, AJ, Luke, Reece and Mya. He was preceded in death by his parents; brother, Walter; and son, Craig.

City Council approves budget, projects loan

Mayor Ken Viglietta said the budget was unanimously approved, with about $1.44 million in expenditures projected.

The watertower project is projected at $409,000. The rest of the funding will go toward two other projects – replacing tubing in culverts for street drainage on Lanark’s southwest side, and downtown streetlight

replacement.

“The tubing along culverts under different driveways is rotted out and filled with stone that washed out from fields. We’ll probably start about early May,. It’s more the contractors’ schedule,” Viglietta said.

The streetlight replacement program is in its infancy. Viglietta said members of the council’s streets and property committee will visit Warren to see how a ComEd payback program helped that village replace its streetlights.

BY ED KOMENDA AND JEFF ROGERS Shaw Media President Donald Trump’s turbulent first year in office begs an important question for Republican congressmen defending their seats in November: Is anyone safe?

The Sauk Valley is represented in Congress by U.S. Rep. Adam Kinzinger, who votes with Trump more thn 90 percent of the time, and

by U.S. Rep. Cheri Bustos, a Democrat who won re-election in 2016 in a district that favored Trump.

Republicans nationwide are facing Democratic opponents posing threats to their seats in an election that may be primed for a “blue wave.”

It’s typical for the sitting president’s party to lose seats in Congress during midterms, but talks of the wave also stem from Democrat Conor Lamb’s victory last month in a Pennsylvania House district that Trump won by almost 20 points in 2016. Democrats are now eyeing their chance to retake Congress.

Trump also won Bustos’ 17th Congressional District by about 20 percentage points. But she is one of only 12 Democrats nationwide – soon to include Lamb – who was able to win a Trump district.

“Our region supported him,” Bustos, D-East Moline, said of Trump during a visit this week with the Sauk Valley Media Editorial Board at this newspaper’s Sterling office. “The moral of the story is broken promises. He’s got a fight on his hands now.”

When she got home to Rock Falls, Rachel told her mother, Lois Holland, what happened. They went to the Rock Falls Police Department, and were told to go to the Morrison Police Department. Morrison officers called the sheriff’s department, where Rachel and her mother were interviewed by Whiteside County Sheriff’s Detective David Molina.

Rachel told them where to find the phone, where to find the gun, and where to find Anna.

Though Rachel came clean, Joyce said she had numerous opportunities to remove herself from the situation, to run away, to go for help, to go to police – such as when the two got something to eat at Subway, when they went to Family Dollar to buy hair dye and cleaning supplies, and when they disposed of the gun and Peggy’s cellphone.

Rachel will remain at the Mary Davis Detention Home in Galesburg, where she is doing well in her classes, works in the kitchen and helps others. Officials there said “she has exceeded their expectations” and is “a role model for other clients,” Sterling attorney Michael Lancaster, who’s representing Rachel, said earlier this week.

She is scheduled to appear in Whiteside County Court in Morrison at 1:30 p.m. April 16 for a pre-trial conference.

Whiteside County State’s Attorney Terry Costello recommended Rachel’s bond be set at $500,000.

Lancaster asked that the bail amount be reduced significantly or that she be released on a recognizance bond with restrictions that she would stay with her mother and be outfitted with a tracking monitor.

Joyce set the bail at $250,000, 10 percent of which would need to be posted.

A hearing on the state’s motion to transfer Schroeder to adult court will be held June 12 and 13.

So every home owner was expected to douse his or her yard in case something useful emerged, to protect that billowing bluegrass.

Each month, Eastland art instructor Rachel Todd selects An exploration of heralded election-predictor Nate Silver’s FiveThirtyEight blog shows how voting records of northern Illinois congressmen align with the president. In the realm of policy, they mime Trump without the superlative language.

Kinzinger votes with Trump 98.5 percent of the time. Hultgren votes with Trump 95.7 percent of the time.

Trump’s approval ratings have hovered in the 30s for much of his presidency, and only 3 in 10 Americans said the U.S. was heading in the right direction, according to a poll by The Associated Press-NORC Center for Public Affairs Research.

In the same survey, 67 percent of Americans said the country was more divided because of Trump.

A Morning Consult survey published Wednesday showed 60 percent of Illinois residents disapproved of the president – up 20 points since he took office in January 2017.

About a third of Republicans across American disapprove of Trump’s job performance – a detail that alludes to danger for congressional Republicans vying to maintain control of the U.S. House.

Hultgren said he’s at once unapologetic about his congressional record and aware of the challenge he

“We’re working right now on what is our promise to the American public,” she said. “It will be around kitchen-table issues”

Farm equipment moves much slower than many realize, and especially when you are a distracted driver, it will sneak up on you even more quickly. So if the weather ever straightens out, keep this in mind each time you get in your car.

Rep. McCombie sponsors gun bill

Bill would penalize violations of parole host agreements PRAIRIE ADVOCATE STAFF

SPRINGFIELD – State Rep. Tony McCombie, R-Savanna, is sponsoring a gun control bill affecting parole hosts.

House Bill 4588, also called “Zachary’s Law,” was scheduled for a hearing Monday in the General Assembly’s Judicial-Criminal Committee.

In a news release, McCombie, the 71st District representative, said, “It is bad public policy to have rules and laws, if there is no way to enforce them or to be disciplined for breaking them.”

The law is named for Zachary Phillips, who was 18 when he was killed by a young man who did not

have legal access to a gun. The shooter had been out on parole for eight days after serving 17 months for a violent offense.

BASEBALL HIGHLIGHTS MONDAY Alleman 4, Sterling 0: The Golden Warriors were unable to come up with key hits on their way to a nonconference loss to the Pioneers at Gartner Park.

The Warriors had their chances with runners in scoring position in five of seven innings, but were unable to dent the scoreboard. Sterling didn’t help itself by having runners picked off first base with nobody out in the first and sixth innings.

Alleman starting pitcher Collin Rogiers and reliever Erik Hoffman allowed a combined six hits and wriggled out of numerous jams. They were backed by error-free defense, including a game-ending 4-6-3 double play.

ccording to the Illinois High School Association calendar, the winter sports season ended March 17.

In a perfect world, winter was supposed to end along with it.

Punxsutawney Phil saw his shadow Feb. 2 to signify 6 more weeks of winter – 10 weeks ago.

Cold weather, unseasonable snow, and wicked winds have wreaked havoc on the early portion of the spring sports schedule – (typing that last phrase there, I unintentionally typed “winter,” because it sure feels like it).

Every local baseball and softball event that was to take place last Tuesday up to Saturday had been postponed or canceled. Try catching a hard-hit line drive in 30-degree weather, it’s like catching an ice ball; throwing one feels like throwing a snowball without gloves on.

Our spring sports teams go through this every year. It’s not anything different, but having to rearrange scheduled events can be a pain for athletic directors. Conference games need to be made up; nonconference games not so much.

It’s common to see nonconference games get called off in the final week of the regular season in favor of conference make-up games.

The process becomes more ridiculous when conference make-up games get rained out, and so do Plans C, D, and E through Q. Conference championships have been lost due to time running out for make-up opportunities.

I’m sure that just before the end of this current cold stretch, local athletes would want nothing more than to just go out and play their game. One of the worst things that can happen in the spring sports sea-

For the past couple of years, West Carroll’s baseball and softball teams have made a weekend trip to Jacksonville to compete on turf in the Lenz Field Jamboree – south enough to where the temperatures aren’t all that cold. The Thunder teams played their Friday game Mar. 24, but even they had a short stay as snow wiped out the Saturday slate.

Fulton’s baseball team took a trip to Kentucky and Tennessee 2 years ago, and came back with more games played that week than other local teams.

Long road trips are one option to help alleviate the constant carousel of postponments. Two more ways to help with the issue are to either schedule more games, or explore indoor options.

Some athletic directors attempt to schedule more than the maximum total of 35 regular-season baseball and softball games, knowing that the extra number of games will eventually get called off.

Maximum event limitations in other spring sports are 18 for track & field, combining indoor and outdoor (21 for individuals); 20 for boys tennis; and 25 for girls soccer – all exclusive of the postseason.

Track & field has had the luxury of indoor meets for more than 40 years. Perhaps it’s time for some of the other sports to follow suit?

In 2008, DeKalb hosted East Aurora inside the DeKalb Park District’s Sports and Recreation Center in the first indoor softball game in IHSA history.

Open space 231 feet long by 231 feet wide would fit a regulation softball diamond, with 1 foot of room beyond the outfield fence to account for home runs if butted close to a wall. Find a ceiling high enough to make pop flies worth catching, and find about 10 more feet on both sides for dugouts, and that would account for the basic needs for an indoor softball game – outside of bullpens.

When it comes to baseball, however, it’s extremely tough to find

open space with such dimensions – and a pop fly towers much higher than a softball does.

Plenty of avenues to explore here.

For the kids’ sake, they’re worth a try.

However, come postseason, when everything has to be outside, here’s hoping it doesn’t have to come down to a coin flip to send a team to the state finals if a supersectional repeatedly gets washed out. It’s come close on occasion, and that’s a subject for another time.

SOFTBALL HIGHLIGHTS MONDAY Sterling 2, Marengo 0: The difference between the top two teams in the first Illinois Coaches Association 3A poll came down to two big swings of the bat lumped in with a dominant performance in the circle by the Golden Warriors in a home nonconference win.

Maddy Corwell tossed a complete-game shutout for the Warriors, and added a solo homer in the bottom of the fifth inning as an insurance run.

Corwell scattered four hits, struck out 11 Indian batters, didn’t allow a walk, and needed just 76 pitches to go the distance in the circle for Sterling. She threw 65 strikes to just 11 balls.

Corwell struck out the side in the first inning despite giving up a one-out double to Anna Walsweer, and recorded two strikeouts in the second, third, fourth and sixth innings.

Even when Marengo made contact, the Warriors defense had Corwell’s back.

Jordan Thormeyer made a diving catch in right field for the first out of fifth, and Grace Gould and Garza had putouts to make it a 1-2-3 inning.

Genea Garza opened the scoring with a solo blast of her own in the third.

Garza didn’t wait long to make her presence felt in the No. 9 spot of the Sterling lineup. The senior second base-

man took the first pitch she saw from Marengo pitcher Riley Connel over the center-field wall for a line-drive home run.

Fulton alum Jack Lemke announced Tuesday via Twitter that he will continue his football career at Loras College in Dubuque.

Lemke, a 2016 Fulton graduate, played in two football games as a kicker for Ellsworth Community College in Iowa Falls, Iowa this past season. He also pitched for the Cougars baseball team that year, going 0-2 with two saves in 13 appearances.

In his senior season in high school, Lemke split time at quarterback, throwing for 366 yards on 23-for-44 passing with six touchdowns, and rushing for 40 yards on 21 carries. He also caught 12 passes for 148 yards and one TD.

BOYS BASKETBALL Fulton’s Sanderson to play at Dubuque Fulton senior point guard Cody Sanderson announced Tuesday via Twitter that he will continue his basketball career at the University of Dubuque.

Sanderson led the area with 5.3 assists per game on his way to being unanimously selected to the TRAC West all-conference team this season. He also averaged 11.8 points and 2.0 steals per game for the Steamers.

Dubuque finished the 2017-18 season with a 15-10 record. The Spartans compete at the Division III level in the Iowa Intercollegiate Athletic Conference.

Eastland FFA students are state winners

Eastland High School student Delana Erbsen recently was one of four Eastland FFA members picked as a State FFA Proficiency Winner by a committee of agriculture industry representatives and teachers. Delana also was named State Star Discovery Farmer. She and the other Eastland recipients will receive plaques during the state FFA convention June 12 to 14 in Springfield.

Bradly Johnson was picked as a proficiency winner, and was named state winner in beef production placement. He will compete in the National FFA Awards selection process in July.

Connor Erbsen was interviewed as one of five state finalists for Star Farmer, based on his state FFA degree. The winner for the award will be announced at the June convention.

Emily Danekas was named State Proficiency Winner in Home and Community Development. She is eligible to compete in the national awards selection process in July.

A member of the West Carroll FFA Chapter recently was picked as the State FFA Proficiency Winner in agricultural processing. Emma Aljets, the daughter of Korey and Deana of Thomson, was chosen by a committee of agriculture industry representatives and teachers knowledgeable in agricultural processing. She was previously chosen as the chapter, section, and district award winner in this area. Aljets will receive a plaque at the Illinois FFA Convention, from June 12 to 14 in Springfield. She is eligible to compete in the National FFA Awards selection process in July.

FREEPORT – A Freeport resident and Highland Community College student recently received a $1,250 scholarship from Coca-Cola.

Jenna Lafferty, a second-year student at Highland, was named a 2018 Coca-Cola Jenna Academic Team Silver Lafferty Scholar.

She plans to graduate in May with an Associate of Science degree, then study at the University of Wisconsin-Platteville to complete a bachelor’s degree in biochemistry. Lafferty is a member of Phi Theta Kappa Honor Society at Highland.

Highland offers dual credit FREEPORT — The Illinois General Assembly recently passed a resolution declaring March 18 to 24 as Dual Credit Week, and Highland Community College continues to offer dual credit to area high school students.

In a news release, college staff stated dual credit is an instructional arrangement where an academically-qualified high school student can enroll in a college-level course. When they successfully complete the course, the student earns both high school and college credit. The student can explore various academic areas, and is introduced to college-level coursework.

Awards, change of command at West Carroll FFA banquet PRAIRIE ADVOCATE STAFF SAVANNA – The West Carroll High School FFA Chapter annual Parent-Member Banquet was March 19 at the high school.

Numerous team and individual awards were given. The varsity and novice parliamentary procedure, land use evaluation, greenhand quiz bowl, and trapshooting teams received first place in Section 1 FFA competition.

Eighteen FFA Greenhands were initiated into the Chapter, and Olivia Charles was named the Star FFA Greenhand of 2018. Sixteen Chapter FFA degrees were presented.

Chapter Honorary Degrees were presented to West Carroll Superintendent Adam Brumbaugh, Principal Jeff Utzinger, and Art Houzenga.

Retiring Chapter President Emma Aljets was awarded the DeKalb Senior Achievement Award, and a $1,000 Tom Kustes FFA Memorial Scholarship.

Retirement addresses were given by Aljets, Leland Houzenga, vice president; Devon Murray, reporter; and Shae Williams, treasurer.
