A night of thanks for those who make city better Morrison Chamber honors volunteers

On Thursday night, the community he calls home gave him something anyway. They named him Citizen of John the Year.

Martin Martin picked up the honor – and some heartfelt thanks – at a banquet attended by about 100 people during the Morrison Chamber of Commerce’s annual meeting.

Even during a ceremony to honor him, Martin couldn’t help but keep on giving – this time, his thanks to other volunteers and to the town

“One of the things that made this business so wonderful for us is being able to raise it in a community we love,” she said. that encourages them to do their part.

Martin praised Morrison’s strong volunteer base, in contrast to other towns where, he said, they “don’t try to offer opportunities to expand the town with volunteering.”

Senate candidate: Invest in state’s schools, economy Johnson visits Savanna; will run against Stewart in 36th

BY MICHAEL MILLER For Prairie Advocate SAVANNA – There are a number of things Gregg Johnson would like to help change in Springfield. One of them is school funding.

Johnson, a Democrati candidate for state Senate in the 36th District and a former president of the AFSCME union representing workers at the East Moline Correctional Center, was in Savanna on Thursday for a meetand-greet with potential voters. The event was hosted by Savanna Mayor Chris Lain at his business, Ca. 1888, at 305 Main St. Johnson chatted with the crowd of about 20 people, taking and answering questions about his candidacy and issues facing the district and state.

Johnson is unopposed in the March 20 primary.

State Rep. Brian Stewart, R-Freeport, is the lone Republican in the race to take the seat of retiring state Sen. Tim Bivins, R-Dixon.

In an interview with Prairie Advocate, Johnson said the state’s public schools have been funded “poorly” for many years.

“We finally thought we had a bill that’s a more fair funding system, but now we’ve got another fly in the ointment with the governor’s veto,” Johnson said. “... We just need to overhaul the school

It keeps our property taxes and it just creates even more inequality in our educational system.

“Kids in the 36th District should have the same access to quality education that kids in the Chicago suburbs are getting. As far as areas like our technology and facilities and the hiring of teachers, we’re not getting that right now.

Our school funding system is just antiquated, and you can see it’s driving all the teachers out of our area as well, which is alarming. We really need to overhaul

the system immediately.”

Johnson said he blames Gov. Bruce Rauner for the 2-year absence of MAP grant funding. He said that has resulted in only 55 percent of Illinois high school graduates going on to college in Illinois instead of other states. Two years ago, he said a study showed, that percentage was 71.

“We all know stories of parents who’ve had their hearts broken because their kids had to go to school out of state, even though they wanted to go here but the economic opportunities weren’t available to them here,” Johnson said. “Odds are, when they are out of

school, ... they’ll probably relocate to those areas.”

Johnson also said the state must do more to make sure there are more high-paying, quality jobs in the region. He said investing in education will be a big step toward that goal.

“We have to invest in our people and our communities,” hesaid. “Not only do we invest in public schools, ... but we have to make sure that our students have the skills and the education they need to succeed in today’s workforce.”

He said educating the workforce is key, as is improving local infrastructure.

“There’s a lot of jobs out there right now and a lot of people can’t hire because a lot of the workforce isn’t skilled enough to take these positions. ...

We need to invest in our infrastructure, both traditional, like our roads and bridges, and our IT infrastructure, and make sure we get broadband all across our district and our state.

OBITUARIES&LOCAL NEWS JEANETTE I. DAVIS CHADWICK – Jeanette I. Davis, 94, of Chadwick, died Saturday, Jan. 20, 2017, at Good Samaritan Society – Mount Carroll.

Jeanette was born Dec. 31, 1923, in Chicago, the daughter of James and Jessie (Bailard) Elliott. She graduated from Downers Grove High School. On Jan. 25, 1948, Jeanette married Carl Davis. They celebrated 49 years of marriage until Carl’s passing on March 26, 1997, in Morrison.

Jeanette owned and operated Snak Shoppe for 10 years in Chadwick, and worked for 10 years in the cafeteria at Shimer College in Mount Carroll. Jeanette was also a homemaker who cherished taking care of her family. She enjoyed assisting and taking care of older people. She liked to sew, cook, and garden. Most of all, Jeanette loved her family, especially her grandchildren.

Jeanette will be dearly missed by her two daughters, Janet (Thomas) Van Fleet

of Rhome, Texas, and Mary Rohrer of Lemont; two sons, Keith Davis of Bluff Dale, Texas, and Daniel (Linda Sue) Davis of Lanark; one daughter-in-law, Rita Davis of Pearl City; 14 grandchildren; and 16 greatgrandchildren.

Jeanette also was preceded in death by one son, Gregg Davis, one sister, two brothers, and several stepbrothers and stepsisters.

Visitation will be from 5 to 7 p.m. Wednesday at Law-Jones Funeral Home in Mount Carroll. Cremation rites will be accorded after the visitation.

A memorial fund has been established in Jeanette’s honor.

CARROLL COUNTY BOARD

County Board updates personnel codes

BY TONY CARTON For Prairie Advocate MOUNT CARROLL – The Carroll County Board on Thursday updated county policies on sexual harassment, equal opportunity employment, and grievance processes.

“We were required to address our Sexual Harassment Ordinance by the 15th of this month, and obviously we could not have done that at this meeting, so we approved that ordinance earlier and are now putting it into the code,” County Administrator Michael Doty said.

There were several issues with the ordinance; the first related to Title Six, which involves federal laws governing Equal Opportunity

Employment.

“We’ve always had this in our ordinance, but there are some requirements particularly related to our grants and that we have plans in place on how to deal with this,” Doty said.

He said the policies in question had been drafted earlier by the County Human Resources Department for the county’s insurance company and have been inserted into the grievance policy sections of the county code.

“That way we are not creating new committees, because we already have committees that deal with those issues and claims of discrimination,” Doty said.

Issues reflecting amounts of vacation time

granted union and nonunion employees were discussed and approved as well.

“As you may recall, nonunion employees had to wait longer to get the maximum amount of vacation,” Doty said.

“We’ve added another level, because there were four levels of employees in the union contract and we had only three. The update makes our policies comparable to the present contract.”

Doty said changes to the county’s sexual harassment regulations clarify what are potentially terminable infractions and the processes for filing grievances.

Also Thursday, the board discussed at length and then unanimous-

ly agreed to amend the county sign ordinance.

The changes bring Carroll County into compliance with the National Electric Safety Code, the Illinois Department of Transportation and clarify the process for obtaining variances.

The letter nominating him for Citizen of the Year highlighted his efforts giving time to his fellow townsfolk, from shoveling neighbors’ driveways and sidewalks to trimming trees to cleaning gutters.

Three other nominees for the annual award – created to raise awareness of members’ contributions and activities – were LuEllen Lee, Jerry Lindsey and Joe Robbins.

The evening also featured presentations by Morrison Tech President Chris Scott, who mentioned a number of positive developments at the college in the past year.

“We were named to Forbes’ Top 30 Two-Year Trade Schools List,” Scott said.

The nonprofit engineering technology is moving ahead with plans for the Morrison Tech Innovation Center, an 8,000-square-foot facility that will serve students, regional businesses, entrepreneurs and artisans and house existing prototyping and 3D printing technology, as well as welding, woodworking, metalworking, casting, forging, and other equipment.

“Who says you can’t do business in a small town?” Black said.

Mike Vegter, owner of American Piping Group Inc. and its subsidiary, Vegter Steel Fabrication, talked about how he started out on a farm near Morrison, driving tractors at 8 years old.

“Work was never a bad thing to me,” Vegter said.

He took welding at Morrison High School and later became a traveling welder, eventually founding American Piping Group in 1995 and later buying out his business partner.

While the Great Recession threw the company some curves a few years back, it rebounded by 2013.

“Go ahead and dream. Dreams can come true,” Vegter said.

A lesson, he said, in rebuilding a community for success can be found in Pittsburgh.

“After the steelworker losses, they’ve invested heavily in a partnership between the hospitals and their public education system, and with Sauk Valley and Black Hawk

[community colleges] and Western [Illinois University], we’ve got some exceptional public universities in our district as well that can we create similar partnerships with in order to bring these jobs back to our district, and at the same time, to educate our future.”

Information wanted in rural Savanna burglary SAVANNA – Carroll County Crime Stoppers are asking the public for any tips on a burglary at an outbuilding along Oakton Road near Messmer Road in rural Savanna.

The burglary took place between 6 p.m. Jan. 14 and 10:30 a.m. Jan. 19. Unknown people parked a vehicle along Oakton Road and walked to an outbuilding, where they forced their way in. Taken were a two-wheeled cart with a table saw, firearm ammunition, and a trail camera.

The board also approved extending the term of the Highway Department’s preliminary engineering agreements. Approval of policies for Qualification Based Selection guidelines and approval for Qualification Based Selection Project Condition processes were also

voted on and granted.

The Highway Department is moving forward with replacement of Ideal Bridge over the BNSF railway with the board’s approval of the Illinois Commerce Commission petition and authorization for the county ctate’s attorney to file the petition and attend any required ICC meetings.

In other business:

• The board learned the county’s Animal Controloffice will provide services on a limited basis until further notice, due to a medical situation.

• Board Chairman Kevin Riebel reappointed Darrell Stitzel to Blackhawk Hills RC&D, and Mary Ann Hutchison and Jim Anderson to the 708 Board.

The next regularly scheduled Carroll County Board meeting is at 9:30 a.m. Feb. 1 in the small courtroom at the county courthouse.

New treasurer hired; residency requirement waived

Schau, the bookkeeper at the Carroll County Senior Center, was hired Nov. 7 as an accounting consultant. She has been assisting since former Treasurer Carol Kruzek was fired Oct. 12.

The appointment by Mayor Ken Viglietta will take effect Friday, at the same time as

an ordinance approved Jan. 16 to remove the city’s residency requirement for the treasurer.

Alderman Brad Knutti said, “ We’ve been without a full-time treasurer for some time now.

There has not been any citizens from Lanark with qualifications who have applied. It’s not halfheartedly that we went

into this decision.”

At the Oct. 17 meeting, Viglietta had put forth Schau’s name as a candidate for the treasurer’s position, but she did not meet the state’s residency requirement.

“A village can have a nonresident treasurer if it’s under 10,000 people, but a city can-

not,” City Attorney Ed Mitchell said Nov. 7.

Kruzek, who was appointed in 2014, was fired Oct. 12.

Viglietta provided aldermen a list of 11 reasons. Kruzek said at the time that the reasons are either for duties of the utility clerk and not the treasurer, or are “malicious lies.”

4 years of math or 3? West Carroll board debates For Prairie Advocate MOUNT CARROLL – Whether to require graduating students to take 3 years or 4 years of math was the topic of lengthy discussion and debate at the West Carroll school board’s meeting Thursday at West Carroll Middle School.

The topic arose as part of discussion of the 20182019 Curriculum Handbook. High School Principal Jeff Utsinger, High School Guidance Counselor Dave Baisden and Superintendent Adam Brumbaugh had floated the idea of reducing the requirement from 4 years to 3, based on research and several factors.

West Carroll went to the 4-year requirement about 5 years ago, Brumbaugh said.

Utsinger said he consulted with both Baisden and Brumbaugh about the issue, and also spoke with “dozens of students.” He said he found that many of the students who took the fourth year of higher level math courses performed poorly because they had no passion for the courses.

Meanwhile, the goal of the 4-year math requirement had not come to fruition.

Utsinger said a 3-year requirement would give students more flexibility in their course choices; he added it appears classes after Algebra II were “watered down.”

erly Kilpatrick suggested increasing the rigor of Algebra II. Further complicating matters, the district is short a math teacher, forcing it to use the APEX learning model to instruct some students, a method board member Fred Tipton says has problems, causing district students to fall behind.

“We need to have a teacher for those Algebra II kids,” Tipton said.

Brumbaugh said attempts to fill the position thus far have been unsuccessful.

“We’re following up on any lead we can,” he said, adding that new and less restrictive regulations of teaching licenses might allow teachers from other

states to teach at West Carroll.

Kilpatrick noted the unpreparedness of many West Carroll students in terms of college math, referencing the issue of West Carroll honor students needing to take remedial math in college just to get up to speed with requirements.

Board President Jerry Anderson agreed. “The kids are having trouble in college,” he said.

“What we are teaching them isn’t getting them where they need to be.”

Utsinger said he felt that going to a 3-year requirement would strengthen the upperlevel math courses, adding that many students taking these courses were

very stressed out.

He said he couldn’t find another school with the 4-year requirement. While he said he sees the value in such

The call, made with 2.4 seconds on the clock, drew howls of protest from Dukes’ fans, and cheers from Warriors’ supporters.

The Warriors scored just three secondquarter points in digging themselves a 24-15 halftime deficit, and the Dukes’ lead grew to as many as 14 points (35-21) after a Bailey steal and layup midway through the third quarter.

Dixon was still in good shape after the last of Oscar Van Sickle’s four 3-pointers gave his team a 45-35 lead with just under 6 minutes remaining, but Sterling fought its way back, mainly due to some good work on the defensive end. Seven of Dixon’s 14 turnovers came in the fourth quarter, fueling Sterling’s comeback.

Gingrich tossed in a game-high 23 points.

His 3-point play with 1:11 to play gave the Warriors their first lead (48-47) since the opening moments of the game.

Bailey led Dixon with 13 points.

Sterling 44, Naperville Central 40: The Golden Warriors outscored the Redhawks 16-9 in the fourth quarter in their first game Monday at their MLK Tournament.

The game featured 11 lead changes, and the score was tied seven times.

Sterling hit 17 of 23 free throws to preserve the win. Alek Duran led the way with 12 points. Sean Gingrich was 6-for-6 from the foul line in his 10-point performance, and Tyler Willman (eight points) was 4-for-4 from the charity stripe.

Tyler O’Brien connected on four 3-pointers to lead the Redhawks with 12 points.

GIRLS BASKETBALL HIGHLIGHTS SATURDAY Harvest Christian 56, Eastland 35: The Cougars fell prey to the Lions in the finale of the Northwest Illinois Shootout at Ludwig Gym in Lanark.

Eastland fell behind 30-13 at the half and never recovered. Gabby Snyder led the Cougars with eight points. Lydia Coatney was limited to seven points, while Erin Henze was held scoreless. Katie Krogman had 12 rebounds to go with four points.

Alyssa Iverson scored a game-high 14 points for Harvest.

Stockton 52, Byron 39: The Blackhawks had little problem downing the Tigers at the Northwest Illinois Shootout.

Emily Offenheiser led Stockton with 23 points, and Elizabeth Eisfeller added 10 points.

Galena 64, West Carroll 25: The Thunder were thumped by the Pirates on the road in NUIC West play.

FRIDAY Newman 46, Princeton 39: The Comets outscored the Tigers in the second and third quarters to come away with a TRAC East road win Friday evening.

Down 7-5 after one, Newman outscored Princeton 11-7 in the second quarter and 16-11 in the third.

Madison Craft had 14 points to lead the Comets. Lauren Wilson had eight points, eight rebounds and five assists.

Anna Murray paced the Tigers with nine points.

THURSDAY Newman 41, Prophetstown 38: The Comets got off to a slow start, but finished strong to beat Prophetstown in a Three Rivers East road game.

The Prophets led 11-3 after one, but the Comets scored 14 points in the second quarter to tie the score 17-17 at halftime.

The score was still tied 25-25 after three quarters before Newman pulled out the win in the fourth period.

Madison Craft led the Comets with 16 points. Savannah Skinner added 10.

Courtney Pierceson led Prophetstown with 11 points, seven rebounds and two steals. Emma Camper had eight points, seven rebounds, 10 assists and four steals.

Fulton 36, Riverdale 31: The Steamers were on the wrong end of a 10-0 run to open the game, but fought their way back for a home TRAC West win.

Rylee Leitzen got Fulton on the board with a 3-pointer, and Brooke Huizenga hit a halfcourt shot to beat the first-quarter buzzer to cut the deficit to 10-9.

Fulton stormed ahead in the third quarter before the Rams answered, cutting Fulton’s lead to 31-30 with 1 minute left. Huizenga then hit another 3, and the Fulton defense held on to ice the game.

Leitzen, Huizenga and Kylee Sweenie all scored nine for Fulton.

East Dubuque 37, Eastland 35: The Cougars were outscored 12-3 in the fourth quarter on the road to suffer their first NUIC West loss of the season.

Jordan Miller had nine points and six

rebounds for Eastland, while Gabby Snyder, Katie Krogman and Lydia Coatney each scored six points. Coatney grabbed nine boards, Krogman pulled down seven, and Snyder hit a pair of 3-pointers. Erin Henze chipped in five points and eight assists.

The Warriors’ Skylar Culbertson was the game’s lone double-figure scorer with 10 points.

WEDNESDAY Milledgeville 56, Warren 29: Rebecca Waite paced a balanced attack with 21 points as Milledgeville rolled to a NUIC crossover win against visiting Warren.

Also for the Missiles, Jocelyn Folkers had 11 points, Sabreena Hartman had nine, and Mady Frederick added eight.

TUESDAY Sterling 58, Rochelle 57: The Golden Warriors’ defense held off a furious flurry of Rochelle chances in the final 20 seconds, and the Golden Warriors held on for a NIB-12 West win.

Sterling led 47-39 heading into the fourth quarter before the Hubs scored 18 points in the final 8 minutes, but could not complete the comeback.

After several chances for the game-winner, the ball went out of bounds off a Hubs player with 1.9 seconds left, and Sterling was able to inbound the ball to Josi Borum to run out the clock.

Borum scored 14 points. Grace Gould scored 17, and Gretchen Gould added 13.

Abby Lundquist led Rochelle with 24 points, including 11 in the fourth quarter.

Morgan Baker added 18.

Rockridge 48, Morrison 34: Peyton Tegeler tossed in 17 points for the Fillies in a road loss to the Rockets.

Fran Letts led Rockridge with 21 points, and Jessica Stice added 16.

Milledgeville 66, Polo 48: Rebecca Waite paced a balanced attack with 20 points as the Missiles picked up an NUIC East road win against the Marcos.

Turner Garcia lost 7-6 to DeKalb’s Austin Johnson. Noah Garcia lost with a similar score to Rochelle’s Justin Hernandez.

Julian Rodriguez also finished allconference for the Warriors, taking third with a 14-9 win over Ottawa’s Riley Hanson at 113 pounds.

As a team, Sterling was seventh with 102.5 points, just behind Rochelle’s 108. DeKalb won with 221 points, while last year’s champ Yorkville was second with 191.

Taylor Fleetwood was a 3-2 winner against Galesburg’s Cody Thomas in the 285-pound final.

The Steamers also got a runner-up finish from 195-pounder Eli Pannell, while Tony Heinitz (152) was third.

Pantherhawks third in Clinton: Logan Kuehl kept his unbeaten season intact with the 285-pound championship at the Lueders Invitational in Clinton, Iowa.

Lena-Winslow/Stockton finished with 139.5 points, behind Cedar Rapids Prarie (161.5) and champion Lisbon (167).

Kuehl won his first two matches with pins in 21 and 38 seconds, before beating Fairfield’s Brendon Lunsford 3-1 in the championship.

West Carroll wound up 18th with 33.5 points. Ethen Doty (3rd at 120) led the Thunder.

Morrison was 19th with 33 points. Augustus Linke (5th at 138) was the top Mustang.

THURSDAY Sterling 38, Rock Falls 29: Close decisions in bouts gave the

Golden Warriors a win over their arch rival at Tabor Gymnasium.

Sterling never trailed after any bout, but the Rockets pulled within five points, at 34-29, after Izaih James (126 pounds) used three takedowns and two reversals to win a 10-4 decision over Kolten Smith. Isaiah Figueroa (138) clinched the match for the Golden Warriors with a 13-4 major decision over Reiley Dowd.

Turner Garcia (160) and Cade Lyons (220) won their bouts with pins. Julian Rodriguez (113) won via tech fall, Noah Garcia (132) and Moises Lopez (182) earned major decision wins, and Ethan Edmondson (152) won by decision.

Fulton 47, Morrison 29: The Steamers and Mustangs split eight contested matches, with each side winning three by pinfall and one by technical fall.

Fulton’s Ethan Rash pinned Dakota Carber in the 160-pound bout in 2:39. Eli Pannell scored a win at 195 by pinning Morrison’s Brevin Pruis in 2:17. Max Pannell of Fulton pinned Chace Garland in 4:35 in the 182 match.

Fulton got a win via tech fall in 3:28 from Tony Heinitz in his 170pound bout with Derek Bush.

Morrison got a tech fall win from Colton Linke at 106 pounds as he stopped Logan Graham in 4:15.

WEDNESDAY Steamers split at Rockridge: Fulton topped Rockridge 51-29 and lost to Riverdale 49-30 in a triangular between Three Rivers teams in Edgington.

Tyler Fleetwood (132) pinned both of his opponents to lead the way for Fulton.

TUESDAY Milder wins No. 400: The LenaWinslow/Stockton Pantherhawks swept a triangular against Durand and Rockford Lutheran, and head coach Kevin Milder reached a milestone with the victory over the Bulldogs.

Milder has coached the cooperative for 24 years, and has led teams to seven conference titles, four regional titles, two sectional titles, and both a second-place finish at the dual team state meet (2012) and a 1A championship (2017).

Erie-Prophetstown 48, West Carroll 30: Chris Bonnell (120) and Garrett Passmore (160) won by pin, and the Panthers received six forfeits to take a home win against the Thunder.

FOOTBALL Sterling RB Sullivan picks Missouri Western Sterling running back Nyrel Sullivan has verbally committed to Missouri Western State.

The Griffons were 4-7 in 2017.

The Division II school in St. Joseph, Missouri, plays in the Mid-American Intercollegiate Athletic Conference.

Sullivan carried 228 times for 1,710 yards and a program-record 33 touchdowns in 2017. He had 434 career carries between Dixon and Sterling for 3,387 yards and 63 touchdowns.

Fulton’s Mason to play at St. Ambrose Fulton senior Brody Mason announced Wednesday night via Twitter that he will continue his football career at St. Ambrose University.

Mason made 26 tackles in a Class 1A first-round win over Ottawa Marquette, tying current Fulton boys basketball coach RJ Coffey for the most tackles in a single game in school history.

Mason was a second-team All-Area selection, and received second-team honors in the TRAC Rock as a center and linebacker.

The Fighting Bees compete in the Midwest League of the MidStates Football Association, and finished 4-6 last season.

BASEBALL Fulton’s Collachia commits to Coe College Fulton senior Hunter Collachia announced Friday on Twitter that he will continue his baseball career at Coe College. Collachia was a second-team TRAC West selection last season, as well as an Honorable Mention All-Area pick.

Coe competes at the Division III level in the Iowa Intercollegiate Athletic Conference, and is located in Cedar Rapids, Iowa. The Kohawks finished 24-18 last year, advancing to the championship game of the conference tournament before bowing out to Wartburg.

Brumbaugh points to reasons for, effects of, March 20 referendum

BY MICHAEL MILLER For Prairie Advocate MOUNT CARROLL – With a referendum to increase by 50 cents the Education Fund tax rate just 2 months away, West Carroll Superintendent Adam Brumbaugh addressed the school board Jan. 18 about why the fund needs additional revenue.

He also talked about what could be done to increase the revenue, how the measure on the March 20 ballot would affect voters, and what the increase will actually look like.

The Education Fund is the largest among district expenses, and includes materials, staff development, child care programming, special education, the lunch program, administration, and salaries and benefits for the educational program.

The district spent $613,000 more in Education Fund expenses than it brought in through revenue.

West Carroll starting salaries for teachers are now 36th out of 38 local school districts ($28,647.00 compared to $35,300 for Eastland and $33,500 for Chadwick/Milled-

geville), Brumbaugh said.

The district’s math, English and social studies are outdated and not aligned to Common Core standards.

Adam West Carroll is the Brumbaugh 11th largest school district among 38 local districts, yet its current Ed Fund rate of $2.79 ranks 23rd out of 38.

Though there is a new funding formula for financing schools in Illinois, there is no guarantee West Carroll will get additional funds, since that depends on the state’s being able to procure those funds in the first place. Illinois has $9.2 billion in outstanding bills.

The district has two collective bargaining agreements that expire in June, which will require significant additional money to fund.

Since the 2005 consolidation, West Carroll has eliminated 91 positions; a 41 percent reduction. The student population has decreased by 30 percent over the same time period.

The presentation asserts that “this year’s budget is the most balanced budget in the history of the consolidation, but at what cost? The district cannot continue to spend more than it brings in through revenue, but it cannot continue to hurt its students and staff.”

As to the “how” of providing adequate revenue, Brumbaugh explained the district has refinanced all its outstanding bonds in the past 16 months (approximately $10.3 million), which saved the taxpayers $2.6 million in interest over the remaining life of the bonds. This move offsets the potential increase in tax rate, with the actual overall increase being $248, or about $83 for the year on a $100,000 home.

Brumbaugh said that once set, the rate will be there forever. However, this does not mean the district has to ask for this amount each year; if it didn’t need additional revenue it could simply lower the tax rate. This measure, he said, would simply cap the rate.

“This is about local control,” Brumbaugh said. “We don’t want the state to bail us out.”

Asked by Mount Carroll resident Mike Risko what the district will do with the money if the measure is passed, Brumbaugh said that while the board has ideas that would include beefing up the staff and other resources (better salaries, updated curriculums), it wants to know what the community would like to do with the extra revenue.

Conversely, Brumbaugh said, if it doesn’t pass, the district faces more potential cuts to help offset collective bargaining, curriculum and special service costs.

Brumbaugh said the math curriculum is being updated, and agreed with Anderson and Kilpatrick’s sentiments.

“There’s nothing more frustrating than to send a kid to a class and not get credit for it” (referencing the fact that students do not get any credit for remedial courses),” he said.

Math Committee supports keeping the 4-year math requirement.

Board member Jessica Edwards said a 3-year requirement wouldn’t prohibit students from taking 4 years of math, and that guidance counselors should help students plan coursework to fit their future needs.

The board voted to table approval of the handbook until additional input from teachers, administrators and the public could be obtained.

FB to host meet-and-greet with state rep candidate T

he Carroll County Farm Bureau will be hosting a meet-and-greet with Steve Fricke, a candidate for state representative in the 89th District. He’s seeking to replace Brian Stewart, who is running for state Senate. The meet-and-greet will be from 9:45 to 10:30 a.m. Tuesday, Feb. 13, at our office. Steve is president of the Stephenson County Farm Bureau, a retired teacher, licensed Realtor, and third-generation farmer. He is also on the board of the Stephenson County Convention and Visitors Bureau.

Steve is being endorsed by the Illinois Farm Bureau Activator program. All candidates were interviewed. The trustees who did the interviewing then chose which candidate to support. We would love to have you come join us for the morning, have a donut and meet Steve.

Following the meet-and-greet with Steve, we will be co-sponsoring a meeting with COUNTRY Financial. She really is a good puppy who is just a puppy. On days she gets bored and wants to see how much she can irritate the cats and us, she does. On other days, she is content playing with her toys and running laps in the house. Every once in a while, she and one of the cats will even lie on the dog bed and nap together. Doesn’t happen nearly enough!

She loves the snow, and so

far the house isn’t destroyed from her going in and out. It is hard to believe we have had her 3 months already, and she is 6 months old! We have found out she is part border collie and part Belgian malinois. They’re both herding breeds, which leads to her herding the cats!
