A job well done, and a life lived well

River Bend principal works through cancer treatments, honored as Principal of the Year

“My doctor is very optimistic. Basically, as he describes it, my body will never be without cancer, but the goal is to keep my cancer as quiet as long as they can.

“He tells me, every time I’m out there, live your life.”

The 47-year-old isn’t letting the disease keep her down. She’s missed very few days of work while also raising her three

sons, Kyle, 17, Kraig, 15, and Kole, 13, with her husband, Lynn Schipper.

The Northwest Region of the Illinois Principals Association is recognizing Kathleen’s work ethic. She’s the association’s middle school Principal of the Year for the region, which covers Carroll, Jo Daviess, Lee, Ogle, Whiteside, and Stephenson counties.

Fulton High Principal Christopher Tennyson plans to honor her with a certificate at River Bend’s February school board meeting.

“What she’s done the last year is just amazing to me,” said Tennyson, director of the northwest region.

Schipper’s interest

in education started at an early age.

She’s the sixth of seven children born to John and Kathleen Judy Elder, John Schipper and was a principal and football coach in Alexis, near Galesburg.

“I have three brothers and three sisters. I have a sister who’s a high school secretary, a sister who’s an elementary teacher, a brother who’s an athletic director, and a brother who’s been a football official.

“Definitely, my immediate family and my parents have been huge influences in my life,”

she said.

Schipper’s been a principal for 21 years, the past 13 years at River Bend Middle School, and at Thomson and Milledgeville before that.

“I’m winning this award only because of my staff and my students.

They help keep this place going every single day,” Schipper said.

A major initiative at the school under Schipper’s direction is a 3-year rotation of themes, with each class receiving special programming on Wednesdays. All students in each grade level get the same theme in the same year.

The themes are Future Wednesdays, focusing on college and career readiness, job skills, and eti-

quette; Wellness Wednesday, with social, emotional, and physical wellness activities; and, as Bulldogs, Paw it Forward, doing kind things for others, playing off of the movie “Pay it Forward.”

Dogged determination might be a way to describe Schipper’s approach to fighting her illness. She was diagnosed in November 2016 with breast cancer, and underwent chemotherapy in Iowa City, Iowa.

“Then, we found it had spread. Now, I’ve worked through pretty much most of my chemo. I had minor surgery this past summer, and I receive shots, medicine, and blood work.”

“If I have a lot of activities, and then I have things going on at night, I can get pretty tired. Some times, I might not come in until 9 a.m.”

Schipper’s also in the running for the statewide IPA Principal of the Year award, which will be announced in October.

Her focus, though, is on her family, and her faith.

“I have a great faith in God, and that’s very important to me. It’s something I draw upon.”

Jewelry, pottery, paintings, photography and wood works by 22 local artists and artisans are on display and for sale at the downtown gallery, which is open from 10 a.m. to 2 p.m.

Volunteers also are being sought to staff the gallery, which opened Dec. 15. Shifts run from 10 a.m. to 1 p.m. or 1 to 4 p.m.

awaiting word on its request to restructure the life of the loan from 20 years to 30 years and how much of the principal would be forgiven based on several economic indicators.

The city waited much longer for a response because the request was made when the EPA was in the process of instituting new loan guidelines.

Towns with a population of less than 5,000 are given greater consideration for hardship status assistance.

The EPA has decided to allow the city to refinance the first and second phase loans for the sewer plant, as well as an EPA loan it took out 5 years ago for upgrades to its water plant. Although the life of the loans would be extended 10 years, the total cost of the two sewer plant loans won’t increase.

“The interest rate was dropped from 1.86 percent to 1 percent on both sewer loans, so the interest will still be less with the extra years,” Mayor Everett Pannier said.

The city also learned it will have about $5 million in loan principal wiped away on the two sewer loans, which is about what officials expected.

“We know we’re getting it, but we won’t know exactly how much until we get the final billing on the demolition at the old plant,” Pannier said.

The only work that remains at the old sewer plant in Waterworks Park is hauling in some more dirt and seeding the area.

The developments with the EPA are good news for the city’s water and sewer ratepayers. In anticipation of the new sewer plant, residents have seen huge rate increases. The rate hikes started in 2009, and in October 2014, the council approved a 62 percent combined water and sewer increase.

“We’re hoping to forego any rate increase this year because residents have seen some pretty aggressive increases over 5 or 6 years with the new plant,” City Administrator Barry Dykhuizen said.

The loan restructuring, by giving the city more time to repay less debt, should also relieve ratepayers’ burden in the foreseeable future.

“With the refinancing, we’re close to where we need to be, so we won’t have any more of the drastic increases that had been projected for the sewer plant,” Dykhuizen said.

The council, however, will decide the extent to which the city takes advantage of the new terms. There shouldn’t be much to ponder regarding the sewer plant loans, but there isn’t as much incentive to extend the length of the older water loan.

“We can also refinance the loan we took out for water upgrades, but they didn’t drop the interest rate on that one, so the aldermen will have to decide whether it makes sense to stretch that one out,” Pannier said.

The ordinance should be ready for the next council meeting.

MOUNT CARROLL – The West Carroll School District didn’t have to look long, or far, to find its next supeirntendent.

The school board on Jan. 10 approved the promotion of West Carroll Middle School Principal Julie Katzenberger to superintendent.

Katzenberger will succeed Adam Brumbaugh, who is resigning at the end of the school year to be principal of the Geneseo School District. He was hired there Dec. 14.

Katzenberger will take over the district’s top position on July 1.

“Her passion to teach was developed early, “ the school board said in a news release. “Her desire has been to assist children achieve their goals and realize their

potential.

She wants to help the West Carroll students be prepared for their Julie Katzenberger c o l l e g e choice.

“She will be working with the Board of Education to set specific goals for improvement, build on the community connections that created West Carroll, and create the best educational environment for student achievement.”

Katzenberger grew up in Mount Carroll and graduated from Illinois State University. She was a middle school science teacher for 13 years, and has been an administrator for 12 years.

Council approves TIF TRACTOR & COMBINE INSPECTIONS deal with River Cities Utility $249

BY MICHAEL MILLER For Prairie Advocate SAVANNA – The Savanna City Council on Jan. 10 pproved a tax increment financing (TIF) development agreement with River Cities Heating, Air Conditioning and Refrigeration.

The deal will grant the company $10,800 – $2,160 each of the next 5 years – from the TIF fund to pay for renovation of its new business site.

Contracts and Lease/ Collective Bargaining Committee Chairman Jeff Griswold reviewed the city’s contract with Mediacom, for its use of a building on Wacker Road.

After Mediacom proposed a 10-year lease at $500 per month, with no annual rate increase, the city countered with a proposal of a 5 percent annual increase, also at $500 per month. Mediacom then countered with a 2.5 percent annual increase proposal.

Griswold said the committee’s recommendation was to accept the latest

Mediacom proposal. This, he said, would be in the next available council information packet for voting at that time.

The council also approved an ordinance, waiving the second reading, that adopts a policy prohibiting sexual harassment. (This was previously thought to have been approved, but attorney Phil Jensen noted that the document hadn’t mentioned where in the city’s codes this would be placed.)

BOYS BASKETBALL HIGHLIGHTS SATURDAY Manny’s Shootout Newman 77, Camanche (Iowa) 70: Playing an Indians team with a similar uptempo style, Devon House scored 26 points, and collected 13 rebounds, three assists, five steals and two blocks in a Comets’ win.

Newman, which was ranked No. 5 in Class 1A in the Associated Press poll, got off to a 16-4 lead in the first quarter, and ended it with a 21-13 advantage. Camanche cut it to 23-20, thanks to back-to-back 3s, and took its first lead of the game at 25-23 after a 3 by Evan Hall. Newman answered with 3s from Cade Gorzny and Brycen Bartel, as well as a layup and free throw by House to make it 34-27 Comets.

Camanche cut the Comets’ lead to 34-33 with under 2 minutes to go in the first half, but House responded with a three-point play for a 43-40 halftime edge.

GIRLS BASKETBALL HIGHLIGHTS SATURDAY Eastland 61, Newman 47: For about 12 minutes, Newman stayed right with Eastland, ranked No. 4 in 1A. Then the Cougars caught fire and pulled away for a road win.

Madison Craft’s 3 gave the Comets a 15-14 lead with 5:26 left in the second quarter, and Erin Henze countered it with a 3 of her own just 18 seconds later to reestablish a two-point lead. Jenna Johnson added a 3 and Craft added a free throw for a 19-17 Comets lead before back-to-back 3s from Lydia Coatney – both off Henze assists – pushed the Cougars ahead for good.

Coatney, who finished with a team-high 21 points and six steals, kept the run going with a steal at halfcourt with 3:05 left. She passed inside to Henze, who was met by a Comets’ blocking foul before making one of two foul shots to extend the run to seven.

Katie Krogman pushed the Cougars’ run to 10-0 with a three-point play off a missed 3 from Coatney, who capped the run at 13 with her third 3 of the quarter.

Enough offense led to better defense for the Cougars in the second half, when they turned up the press and forced 15 Comet turnovers. Newman coughed up the ball only six times in the first half.

Alejandra Padilla led the Comets with 14 points off the bench.

Milledgeville 46, AFC 40: Mady Frederick made big plays down the stretch and also reached the 1,000-point plateau for her career in the Missiles’ NUIC East home win against the Raiders.

Frederick scored a game-high 20 points, the last of which came on a free throw with 45.1 seconds on the clock. It gave the Missiles a 46-40 lead, after which a large cheer came from the Milledgeville fans. Seemingly everyone knew that was her 1,000th point – except Frederick.

secret from me, and I’m glad they did, because that made it all the more special. It’s awesome. It’s been a goal of mine since I started high school, so to reach a goal like that is sweet.”

Milledgeville fought back from an early 11-point deficit to seize control of the game late. With her team nursing a 38-36 lead, Frederick was dribbling the ball about 20 feet away from the basket, and was being guarded by AFC’s Madeline Prestegaard, who had four fouls at the time. With a start-andstop move, Frederick baited the Raiders’ top inside threat into committing her fifth foul at the 4:49 mark of the fourth quarter.

Frederick scored 8 of her team’s 10 points in the final quarter, including 3 of 4 free throws in the final 1:37 to help salt the game away.

AFC, which seized a 17-6 lead after one quarter, was led by Jaynee Presteggard – making her return to action after a 2-week bout with bronchitis and the flu – with 17 points and 11 rebounds.

Panthers winless at home MLK tournament: Lena-Winslow dropped a pair of games at the Coach’s Golf and Grill Classic, falling to Erie 59-48 and Aquin 46-33.

Sadie Mowery led the Panthers with 17 points against Erie – who had four players reach double-figures, and 10 points against Aquin.

Tournament games scheduled for Monday were called off due to inclement weather. No decision has been made on a rescheduled date as of Prairie Advocate’s press deadline.

The Steamers led 7-6 after one and 19-12 at halftime.

Camanche (Iowa) 62, Pearl City 35: The Wolves were outscored 16-4 after one quarter and couldn’t recover in a Manny’s Shootout game in Mount Carroll.

Tyra Clark led Pearl City with 13 points, and Gwen Heimerdinger added 10 points.

Hanna Nissen and Marly Bussa each had 11 points to lead the Indians.

TUESDAY Sterling 47, LaSalle-Peru 24: Josi Borum led the Golden Warriors in points (14), rebounds (9), assists (3), and steals (5) in an NIB-12 West home win over Cavaliers.

The Golden Warriors scored the first four points of the game, while forcing four L-P turnovers, and a 6-0 stretch that included a pair of free throws by Grace Gould and two Borum layups made it 10-4 after one.

Sterling then scored the first 12 points of the second quarter.

Borum drilled a 3, Gabbi Schilling made a layup, Borum knocked down a pair of free throws, Gretchen Gould scored on a putback, and Grace Gould converted a threepoint play to give the Warriors a 22-4 lead with a little more than 2 minutes to play in the first half.

Gretchen Gould added eight points and six rebounds for Sterling. Grace Gould had seven points, while Schilling chipped in six.

MONDAY Pearl City 51, Milledgeville 34: Tyra Clark and Gwen Heimerdinger each had 13 points for the Wolves in a win against the visiting Missiles.

Against Camanche, Michael Apostolos (120 pounds) and Ethan Rash (160) both came away with wins by decision. Tyler Fleetwood pinned Austen Clark in 2:56 in their 138-pound bout.

WEDNESDAY Dakota 36, Lena-Winslow/ Stockton 33: The PantherHawks were handed their first dual loss to the NUIC rival Indians in a state-rated showdown in the old gym at Le-Win. The Indians pulled out the win in the final bout, at 132 pounds, with Caleb Alber’s 9-1 major decision.

Dakota 64, West Carroll 12 TUESDAY Sterling swept at Dixon: The Golden Warriors won just five of 11 contested bouts against the Dukes in a 46-19 loss, and also dropped a dual to Freeport, 37-30.

Pedro Rodriguez (285 pounds) and Noah Garcia (132) scored Sterling’s only bonus points against Dixon; Rodriguez won an 11-2 major

decision, and Garcia won by injury default. Brayden Porter (120), Ethan Edmondson (152), and Victor Beltran (138) each scored decision wins, and each made go-ahead 2-point moves in the third period of their bouts.

Newman 1-2 at home: The Comets defeated Mendota 36-12, but lost to Oregon 39-37 and Sherrard 55-20 in a quadrangular meet in Sterling.

Oregon got two pins each from Jacob Milliman (120/126), Chase Clark (138) and Chris Alaniz (145), and Zach Crandall (182) added a pin and a decision.

COLLEGE FOOTBALL Grant headed to Loras Fulton QB Bryce Grant announced he will continue his career at Loras College in Dubuque next year.

The Duhawks were 4-6 in 2017, and 3-5 in the Iowa Intercollegiate Athletic Conference.

Grant was 67-for-115 passing for 905 yards and 11 touchdowns, and carried 41 times for 370 yards and four touchdowns this past fall, leading the Steamers to a 7-4 record.

MEN’S BASKETBALL Schave headed for Sauk Milledgeville senior Cade Schave has announced he will play basketball at Sauk Valley Community College next season. He’ll sign with the Skyhawks on Friday.

Schave is averaging 15.2 points, 7.1 rebounds, 1.9 assists, 1.1 steals and 1 block per game this season for the Missiles.

TENNIS, EVERYONE? That’s the goal of Westwood’s new $1.7 million center, which opened last week

The Sterling Park District’s $1.7 million Westwood Tennis Center – built almost entirely with donations – opened for business Friday.

The project essentially saved Westwood’s Building 2, which was used primarily for tennis until a leaky roof and waning interest in the sport prompted the district to close the building to all but storage in 2010.

An anonymous $600,000 donation in early 2015, however, made it possible for the park district to resurrect the building as a tennis center, and lay the groundwork for an expanded and revitalized program, which will begin with a vengeance in March.

The building, which was stripped to its frame and completely rebuilt, with a new roof, sidewalls, plumbing, HVAC, electrical system and exterior and interior windows, now also features four indoor courts with indirect LED court lights, locker rooms, a lounge, a vestibule, a mechanical room, and, in an addition, office space and restrooms.

Outdoor courts are planned, tentatively for summer 2019, depending on how the program grows, said Jake Lipka, the park district’s new tennis pro.

Westwood’s offerings The three buildings that make up the Westwood sports complex were built in the mid-’70s and acquired by the Sterling Park District in 1991.

Now known as the Westwood Fitness & Sports Center, it has 8,000 square feet of fitness equipment in two buildings, including free weights, Nautilus equipment, stretching areas and a cardio theater at the complex at 1900 Westwood Drive.

There’s a 200-meter indoor track, a 60-yard football/soccer field, two batting cages, four indoor racquetball courts, four pickleball courts, a wrestling room, outdoor ball fields, and the Sauk Valley’s largest fitness facility.

CrossFit, basketball and volleyball leagues, and indoor flag football are among its offerings, as are aerobic classes, fitness counseling and equipment orientation.

In August, it was named one of the best sports centers in Illinois by Best of AmericanTowns.

The new Westwood Tennis Center, which opens Friday, will add to the offerings. It features four indoor courts and indirect LED court lights, locker rooms, a lounge, a vestibule, a mechanical room, and, in an addition, office space and restrooms.

It will be open from 8 a.m. to 8 p.m. Monday through Friday, and from 8 a.m. to 5 p.m. Saturday and Sunday. Memberships or daily drop-in fees apply.

Delayed registration for UCR now open Registration is now available for the Unified Carrier Registration (UCR), effective Jan 5.

The fees, normally due Jan. 1 each year, had been delayed until this point awaiting today’s Federal Register publication in which the fees are formally established. Fees for the registration year 2018 have been reduced below the previous level by approximately 9.10 percent. Due to the delay, carriers are expected to be given a 90-day period in which to register, ending April 4, before enforcement begins.

••• Carroll County Farm Bureau Foundation met to decide its scholarship opportunities for the 2018-2019 school year. We know we are in a time where we have a number of members’ dependents who will be pursuing degrees related to agriculture. This year, they will be offering a minimum six $1,000 general scholarships along with the Harold Schmidt Memorial Forestry Scholarship in the amount of $1,000.

“The growth has been huge – our programs are up again like never before,” Lipka said. “With all the high schools around here, Jake Lipka it’s really a shock that there hasn’t been more growth.”

Having a pro on site daily, providing lessons and training, is the fuel that will help fire up the new all-ages program, which will be in line with U.S. Tennis Association rules and regulations, Lipka said.

Lipka likely will be a big draw himself: A native of the LaSalle-Peru area, he played tennis all 4 years at Aurora University, where he was an all-conference player while earning his bachelor’s in business administration and marketing, with a minor in coaching.
