OBITUARIES&LOCAL NEWS DAVID A. ‘DAVE’ NORMAN ROCK FALLS – David A. “Dave” Norman, 40, of Rock Falls, passed away peacefully Tuesday, Jan. 2, 2018, surrounded by his family, after a 13-month battle with brain cancer.

He was at OSF Saint Anthony Medical Center in Rockford.

David was born Jan. 5, 1977, the son of Ron and Bonnie (Zink) Norman of Chadwick. During his life, Dave worked in manufacturing, most recently at P&P Industries in Sterling. He loved the outdoors, camping, fishing, and morel mushroom hunting. He played drums, and formed a band with his brother, Tom, and their friends. He was a Chicago Cubs fan, but his passion was Ford Mustangs. Dave was a man always concerned about his family and others. Although he admitted he had pain, his family never heard him complain as he struggled to fight the glioblastoma.

Survivors include his son, Jonathon; girlfriend, Christine Boone; his parents; brothers, Tom Norman and Tim (Marion Wilkins) Nye; sister, Tina (Bob Breitbach) Updike; uncles, Ron (Phyllis) Zink, Mike (Lois) Norman; and nieces, nephews, and cousins.

David was registered as an organ donor.

His cremains will be buried next to his maternal grandparents, Merle and Dorothy Zink. Visitation will be from 1 to 3 p.m. Saturday, with a celebration of life from 3 to 4 p.m. Saturday at Chadwick Evangelical Free Church, 134 Main St. For information, email timnye1968@ gmail.com or call 815-494-1228.

RUTH M. LOWE SUGAR LAND, Texas – Ruth Marie Lowe passed away peacefully Tuesday, Dec. 26, 2017, in Sugar Land, with her son, Dean, by her side.

She was born April 22, 1928, in Elgin, and was the daughter of George and Marie Stumpf. Ruth had been employed by Elgin Community College for 22 years before retirement; and was a resident of Elgin all of her life, before the onset of dementia and her need for

additional care resulted in a transition to Texas 4 years ago. Ruth was a lifelong member of Wesley United Methodist Church and had been an active participant in its programs, including Meals on Wheels, and a member of multiple bowling leagues and Pinochle clubs for decades in Elgin. Rarely seen without a smile on her face, Ruth was a friend to every one she met, and loved by so many, especially her family. Her legacy will live on through hearts she touched and laughter she shared.

She is survived by her sons, Ross Lowe of Chadwick and Dean (Sandra) Lowe of Sugar Land, Texas; three granddaughters, Anne (Robert) Pilgrim and Kelsey and Abby Lowe; three great-granddaughters, Natalie, Elaina, and Allie Pilgrim;and her sister, Margaret Longacre of Modesto, California.

She was preceded in death by her husband of 49 years, Donald R. Lowe; her parents; and her granddaughter, Erin Lowe.

A memorial and celebration service will be at 1 p.m. Saturday at Wesley United Methodist Church, 1070 South St., Elgin.

The Selective Service needs volunteers to decide which men would receive deferments, postponements, or exemptions from military service based on federal guidelines if a draft was necessary.

Once appointed, members can remain on the board for up to 20 years. Tony Libri, state director for the Illinois Selective Service System, said many board members have reached the maximum time allowed.

Surveys say ... tax reform is needed in Illinois T

hank you! Last month, I sent out my legislative update and included a survey covering important issues we all face in Illinois.

Hundreds of you returned the survey, either by mail or online, and they are still coming in! Many of you sent personal comments, letters, and cards as well. I am reviewing them all, and am both humbled and grateful to read your thoughts.

I also understand there were some challenges with the online survey. I am working with our House web development staff to work on improvements for the future. It was George Washington who said, “In a free and republican government, you cannot restrain the voice of the multitude.”

The government is us; we are the government, you and I. For a government to be successful,

we need to elect good people, who know when to stick to their guns and how to accomplish the will of the people.

That is why surveys like the one many of you completed are so important. Our state leaders need to avoid the Springfield echo chamber and gain perspective by reaching out and listening to voters. Leadership is better when it is informed.

I want to know the issues important to you, so I can better represent your needs in Springfield.

Public service does not come without criticism. It is part of the job description. To some, the survey could have been more specific or allowed greater detail. It is important to note this survey was an opportunity to obtain a general idea of the issues that are important to you, and to open future discussions about them.

CAPITOL REPORT State Rep. Brian Stewart One of the most significant issues in both parts of the survey was taxes. It was a Republican Supreme Court Justice from Massachusetts, Oliver Wendell Holmes, who said, “I like to pay taxes. With them, I buy civilization.” What I often wonder is whether the taxes we currently pay are buying us a more civilized society?

I am absolutely certain that we pay enough in taxes. Not only is the state and local tax burden worse for the average family in Illinois than in California or Massachusetts, it is worse than every other state in the country. More than 70 percent of survey respon-

dents agree their state income taxes are too high and that the recent tax hike should be repealed.

Even more people believe taxes should be reformed to reduce the property tax burden. Property tax reform was the No. 1 survey issue, registering 87 percent support. We need to reform our tax system to encourage property ownership. We need tax reform to protect senior citizens and prevent them from being taxed out of their homes.

Many responses also articulated the understanding that the state needs revenue to pay for essential services, to reduce our debt, and to balance the budget. I agree. The problem with Springfield is that Speaker Madigan’s control accomplishes none of those things, even after raising our taxes.

Welfare reform ranked second in terms of support. Of survey responses, 84 percent supported reforming our welfare system. Those who were opposed were overwhelmingly opposed to drug testing for welfare recipients, either on constitutional or financial grounds (arguing that the costs outweighed the savings). What we can agree on is that there are far too many people relying on welfare and we need a growing economy to create jobs that will help people lift themselves and their children from government dependence to independence.

That is why creating new jobs and retaining the ones we have and adding resources like targeted TIF districts and enterprise zones are so important.

LETTERS TO THE EDITOR A year of celebration in Mount Carroll Dear Editor, With the celebratory year of Mount Carroll’s Sesquicentennial having come to a close, we would like to reflect on the events and goodwill demonstrated by our wonderful citizens and businesses.

We had a logo contest and drawings of historic buildings completed by middle school art students, demonstrated 1860’s dances at the Rotary Dinner/ Dance in February, had middle school students portray historic Mount Carroll figures at the Miles Museum in March, and had a community art tour in April. We participated in a tree planting at the Campbell Center Arboretum in April, had special

Wesleyan alumni give back through scholarship

Area economic group to offer new scholarship HANOVER – Tri-County Economic Development Alliance will begin taking applications in January for the first Build It – Grow It Entrepreneurial Scholarship.

The $1,000 award is open to all high school seniors in Carroll, Jo Daviess, and Whiteside counties. The winner also will meet with business expert Brian McIntyre to learn about selfemployment.

Applications will be available starting Jan. 2 at tceda-nwil.org or at guidance counselor’s offices.

Students will not need to meet GPA or financial need requirements.

Applicants will have to explain why they believe they would like to own their own business, and any product or service they want to create.

Forms are due Feb. 2 to TCEDA. The scholarship presentation will be March 15 at the alliance’s annual meeting at Eagle Ridge Resort & Spa in Galena.

With 5.6 seconds left in a tie game, Gorzny took an inbounds pass near the free-throw line, dribbled up the right sideline around one Alleman player, drove straight for the basket toward several others, and scooped the ball in, drawing a foul, with less than a second left. He turned that into a

game-winning three-point play.

Alleman’s Gaurav Patwal had one last chance, catching an inbounds pass with .7 seconds left and launching a shot from 65 feet, but it never got near the basket.

Gorzny’s late three-point play capped off a wild final 2 minutes that saw a six-point Comets lead disappear.

Sanders met up with Manteno junior Jimmy Silva in the final, and Silva led for a good chunk of the way. He had a first-period takedown for a 2-0 lead, and went up 3-1 with an escape early in the third period.

Sanders, however, got a takedown with 50 seconds remaining in the third period, then tried to ride Silva out. He was succeeding at that, but the bout was stopped with 17.2 seconds on the clock as Silva had a bloody nose.

When the bout resumed, Silva, in the down position, tried to roll out for a bout-winning escape.

Sanders, however, caught him in

mid-roll, got Silva to his back for a two-count, and got two points with 4 seconds remaining, and hung on for a 5-3 win.

Newman’s other finalist was 120-pound sophomore Kyle Tunink, who had his hands more than full with Coal City’s Alex Friddle.

Friddle got takedowns in the first and second periods, then rode out Tunink for the entire third period on his way to a 5-0 victory.

The Comets’ other medal-winner was 145-pound junior Brody Ivey, who placed fourth. Ivey lost a 9-2 decision to Coal City’s Ryan Wasilewski in the third-place match.

Newman finished 14th among 33 teams with 84 points. Morrison

finished 16th as a team with 75.5 points.

Leading the Mustangs was 106-pounder Colton Linke, who took third with a 15-10 decision against Litchfield’s Carter Powell.

Linke got a takedown and three back points in the first period, then got an escape, a throw and two more back points late in the second period to seize a 12-4 lead.

Morrison’s Riley Wilkens took fifth place after pinning Gibson City’s Garrett Wright in 3:50.

Sterling 13th at Sycamore: The Golden Warriors scored 298.5 points to place 13th at the Sycamore Invitational. Washington took first place with 549 points.

Noah Garcia took fourth at 132 pounds, pinning Sycamore’s Will Delmer and taking a 4-3 decision over Hononegah’s Mason Schewe to get to the semifinal before dropping his next two matches.

Turner Garcia took fifth at 160 pounds, pinning Huntley’s Ryan Sliwa and Pontiac’s Trey Edinger before falling in the quaterfinal on a 6-5 decision to MahometSeymour’s Lucas Morgan. He then won his consolation-round match and fifth-place match by major decision.

Julian Rodriguez (113), Isaiah Figueroa (138) and Moises Lopez (182) all took eighth.

Brayden Porter (120) took 10th.

Fulton eighth, West Carroll ninth at Polo: The Steamers and Thunder each had a champion at the Polo Invitational.

West Carroll’s Ethen Doty captured the 120-pound title with a pin of Camanche (Iowa)’s Brennan Kramer in just 1:35. Fulton’s Eli Pannell won at 195 pounds with a pin at the 4:37 mark against AFC’s Colin Kaecker in the finals.

The Steamers’ Tyler Fleetwood lost a 4-2 decision to Thornton Fractional North’s Sincere Bailey in the 132-pound finals. Tony Heinitz lost via pin in the finals at 152 for Fulton.

omorrow, Jan. 11, is National Milk Day in our minds. The International Association of Milk Inspectors submitted a request to Congress in October 1915 for a resolution naming an observance of National Milk Day. Although Jan. 11 was suggested, an official act was never passed.

Illinois AITC is excited to promote the day at the county level and encourage students, teachers and the community to learn more about milk, dairy cows, dairy nutrition, and animal nutrition. Each year, U.S. dairy farmers provide milk to make more than 1 billion pounds of butter, 7 billion pounds of cheese and 1 billion gallons of ice cream. That is a lot of milk. So celebrate with a glass of cold milk! Or in these temps, maybe warm the milk and make some hot chocolate!
