County to use aggressive debt collection service Circuit clerk says ‘quite a bit’ of money owed on court judgments, traffic tickets and more

BY TONY CARTON For Prairie Advocate MOUNT CARROLL – If you have an old traffic ticket you haven’t yet paid in Carroll County, a debt collector likely will be looking for you soon.

Circuit Clerk Patty Hiher told the Carroll County Board at its Dec. 7 meeting she plans to enlist the services of Credit Collection Partners to aid in recovering outstanding debts owed her department.

“Credit Collection Partners is servicing many of the local circuit clerks in the area, and we do have

quite a bit of outstanding debt that includes judgments, traffic tickets, and those types of things,” Hiher said.

She said CCP services come at no cost to the county.

“The cost goes to the client, and every month that money is transferred into our account,” Hiher said. “They keep track of it, and there are reports and they do offer consulting services.”

She explained that the Administrative Office of Illinois Courts which oversees collections is currently understaffed.

“Dan Mueller, the head

guy, is retiring Dec. 22, after 30 years of being there,” Hiher said. “They also had a lady, Tammy Sours, who has moved to CCP. She was with AOIC twenty-some years. She left and now they are down to just two and the director.”

Hiher said Sours will be working with the county in an advisory position.

“She is not an attorney, she cannot tell us what to do, but we can use her to advise us if we cannot get a hold of the AOIC,” Hiher said. “I did talk to [state’s attorney] Scott [Brinkmeier] and the judge about it,

and they are on board with it. Scott does have to sign the papers allowing us to go ahead with this company, but they have a good track record and they’ve collected a lot of money for the different

area counties, so I just want to inform the board that we are going to go with the company.”

She said CCP is based in Illinois and maintains weekly contact with its clients.

“We only send them what we want collected,” Hiher said. “It is totally up to us as to who we send collection notices to.”

State senator, others talk policy with students

Eagle counters needed along Mississippi

PRAIRIE ADVOCATE STAFF MOLINE – Students from the Sauk Valley and other Northwestern Illinois regions gathered Dec. 5 in Moline for a Youth Advisory Council meeting with state Sen. Neil Anderson, R-Andalusia.

Anderson spoke to the dozens of students about how state government works, his experiences at the Statehouse, and how public policy can shape students’ every-

day lives. Other speakers were former state Rep. Pat Verschoore, Rock Island Mayor Mike Thoms, Hungry Hobo President State Sen. Neil Anderson and CEO Pryce Boeye, and Total Solutions Inc. CEO Aaron Tennant.

Students also met in small groups discussing and debating policy issues and how new pro-

posals could face challenges or become successful legislation.

Schools represented were Alleman, East Moline Christian, Erie, Fulton, Moline, Morrison, Newman Central Catholic, Riverdale, Rock Falls, Rock Island, Rockridge, and United Township.

In the spring, students will visit the Statehouse in Springfield, take part in a mock committee hearing, and hear from legislative leaders about their jobs.

APPLE RIVER – Volunteers are needed Jan. 27 for the 58th annual Mid-Winter Bald Eagle Count.

Eagle Nature Foundation plans to document eagles along the Mississippi River from Minnesota to Louisiana, as well as the Illinois, Ohio, Missouri, Rock, and Pecatonica rivers in Illinois and Maquoketa and Wisconsin rivers in Iowa. Inland wintering areas will be included. In case of bad weather, the count will continue Jan. 28.

Some participants start the day by counting the eagles as the birds leave their nighttime roosts, while it is still dark.

OBITUARIES TAMMARRA COLLEEN HINRICHS MORRISON – Tammarra Colleen Hinrichs, 58, of rural Sterling, passed away Saturday, Nov. 25, 2017, peacefully, at her home, with her family by her side, after a 3-year courageous battle with metastatic breast cancer.

Tam was born Oct. 6, 1959, to George William “Bill” and Carol Jo (Tenboer) Fisk of Prophetstown.

She grew up in rural Prophetstown and graduated from Prophetstown High

She married Daniel Neil Hinrichs on July 26, 1980, at Prophetstown United Methodist Church. She worked at Clip and Curl in Sterling for several years before staying home to raise her family and farm beside her husband for 20-plus years. She did hair at home before returning to work after her children were older. Tam worked at Casey’s in Milledgeville for a few years, before becoming a pharmacy technician at CVS in Sterling for the last 16 years. She really enjoyed working with the customers, her coworkers,

and her regular hair ladies.

She loved doing hair and talking with her clients.

She was a member of the First Lutheran Church of Jordan on Route 40, and enjoyed playing bells a few years with Coleta Methodist Church. She was an amazing cook and baker, always bringing treats and desserts to work or events. She loved crocheting and recently watching

the Hallmark channel. She loved going to farm shows with Dan, children, and grandchildren. She really enjoyed the Half Century of Progress Show, Pennefield, Farm Progress Show, World Dairy Expo, Badger Steam and Gas Show and many others.

She is survived by her husband, Dan of 37 years; her two children, Abbie (Shawn) Heid of Pearl City and Josh Hinrichs of Sterling; her two grandchildren, Elmer Joseph Heid and Nora Mae Heid; two brothers, Tim R. Fisk of Prophetstown and Tom B. Fisk of Rockford; and several aunts, uncles, nieces, nephews, and cousins.

Hiher said some of the larger counties employing CCP services are recovering as much as $10,000 monthly.

“We had gone with Harris and Harris years ago, but a number of area counties including Freeport [Stephenson] are leaving them and going with CCP,” Hiher said.

Reibel suggested Hiher and Brinkmeier bring any information requiring board action to the Dec. 21 meeting so the project can proceed without delay.

In other business, the board approved a petition from the Mount Carroll Road District for replacement of a bridge carrying Scenic Bluff Road over a tributary to Plum River.

The estimated cost for the project is $97,200, to be divided equally between the Road District and the Carroll County Bridge Fund.

FREEPORT – Artists in parts of Carroll County can join other Highland Community College district residents in the college’s 49th District Juried Art Exhibit, from Feb. 15 to March 8.

All artists 18 and older who live in the district, and all currently-enrolled students, can submit works of original 2-dimensional and 3-dimensional art, in any medium, completed in the last 2 years and not previously exhibited in the Highland Gallery. The gallery is in the west wing of Ferguson Fine Arts Building on the Highland campus, 2998 W. Pearl City Road.

Two-dimensional artwork may not be larger than 5 feet in any dimension. Work does not have to be framed, but must be suitably wired and ready for hanging, with all mounting and matting in white or off-white materi-

als only. Due to space limitations, 3-dimensional works must not be more than 100 pounds, and must fit through a standard doorway entrance.

Artists can submit up to three separate works of art, with a nonrefundable fee of $3 per work and an entry form due when the work is delivered.

The work, entry form, and fee, are due Feb. 1 at the gallery.

Submissions will be viewed, and accepted or rejected, based on eligibility, rules of entry, and limitations.

Artists will be notified by email of non-accepted work, or if they received an award placing.

An opening reception and award ceremony will be from 4:30 to 6 p.m. Feb. 15, with awards announced at 5:30 p.m.

Plenty of food for thought at IAA Annual Meeting L

ast week, while we had the office closed a few days, I and a number of our board members and spouses were in Chicago for the IAA Annual Meeting.

The weekend was chock full of meeting, awards and eating, it seems. We were fortunate enough to have our adopted legislator, state Rep. Christine Winger, and her family join us for dinner the one night.

We were able to discuss issues going on throughout the state. Our goal is to visit with her in her district office in the spring to learn more about what affects them in there.

And finally, we came home with our plaque of stars. This year, we

earned a bronze star in Ag Literacy, Health & Safety, Legislative & Political Process, Member Relations, and multi-county programs.

We received a silver in Communications & Promotions. The Women’s Committee and Primetimers each earned a silver star, while the Young Leaders earned a bronze star.

As I mentioned before, the Young Leaders were also awarded the Harvest for All award for our membership group.

Congratulations and thank you to all who helped and participated in our program and activities this past year.

West Carroll, Stockton split Route 84 openers: The Thunder outscored AFC 12-8 in an overtime session to win their second overtime game in as many days to down the Raiders 65-61.

West Carroll trailed 30-23 at halftime. Jacob Dunk scored a gamehigh 23 points for the Thunder, while Dawson Wurster added 14 and Kody Plattenberger chipped in 13.

West Carroll opened its day with a 58-26 loss to East Dubuque.

The Warriors led 19-8 after the first quarter, 36-16 at the half, and 53-22 after the third. Kody Plattenberger paced West Carroll with 11 points.

FRIDAY Sterling 62, Morris 43: The Warriors led by a point at halftime, and both teams initially got off to a sluggish start in the third quarter.

A bucket by Micah Kendrick put Sterling up by six at 34-28 with about 5 minutes left in the quarter.

The basket was answered on the other end by Morris’ Tyler Spiezio to pull the Redskins back within four.

After that, it was all Warriors.

Sterling went on an 11-0 run thanks to a bevy of Morris turnovers.

In that run, Sean Gingrich had a three-point play, and Aidan Shore had a pair of baskets, including a two-handed jam off a rebound.

“We’ve been looking for that

kind of intensity all season,” Gingrich said. “When we get that going, we start executing and start making big plays.”

Gingrich led Sterling with 15 points, while Willman had six points and seven rebounds. Kendrick scored seven points, while adding seven steals.

“We knew it’d take a little while to get everyone into shape after football and get everyone playing at the same speed,” Kendrick said.

“I think tonight we started to see that happen, and that’s a good sign.”

Eastland 62, Galena 42: The Cougars pulled away from Galena fwith a 24-point fourth quarter in an NUIC West win in Lanark.

Eastland’s Krogman on SVM All-Area First Team PRAIRIE ADVOCATE STAFF STERLING – Eastland senior hitter Katie Krogman has benn named to the Sauk Valley Media All-Area Volleyball Team’s First Team.

The All-Area Team was announced in Saturday’s edition of SV Weekend.

Krogman finished the season with 309 kills, third among players in the newspaper’s coverage area. She also had 170 digs, 40 blocks and 28 aces for the Cougars.

Krogman was first-team selection on the NUIC West all-conference team.

Also named to SVM’s All-Area Team were Sterling freshman hitter Brooklyn Borum,

seven games.

The Pioneers’ Saurabh Patwal hit a 3-pointer with 18.3 seconds left to put Alleman up 54-52, but Sterling answered by getting the ball to Sean Gingrich and having him drive the lane and hit to tie the score at 54.

Ottawa 39, Sterling 38: The Golden Warriors did a terrific job crashing the boards against the Pirates, who crashed a potential upset party in a NIB-12 West game at Musgrove Fieldhouse.

Sterling found plenty of opportunities to grab its own missed shots, which kept it in front of the Pirates for most of the second half.

However, Ottawa chipped away at the lead, and finally got it with 5.5 seconds left on a Molly Harris baseline jumper.

DEC. 4 Eastland 51, Pearl City 28: Lydia Coatney nearly outscored the Wolves by herself with a 24-point outburst in the Cougars’ NUIC West road win.

Coatney drilled six 3s. Erin Henze added a trio of triples in adding 11 points and seven assists for Eastland (7-1, 4-0).

Jordan Miller, Katie Krogman and Sage Walrath added five points each for the Cougars.

Tyra Clark led Pearl City with eight points.

Newman 47, Prophetstown 36: The Comets held the Prophets to just 3-for-18 from 3-point range, while Newman built up a working margin it maintained throughout the contest.

Newman pounded away on the inside, whether it be with post players who battled in the paint or wings who slashed their way inside. Alejandra Padilla, one of those outside slashers, hit 6 of 10 shots, most of them little runners in the lane, to lead her team with 12 points. It was one below her season-high of 13 against Rock Falls back on Nov. 17.

Hannah Wilson was 5-for-5 from the field for 10 points, and Payton Murray matched that total. Chloe Klein came off the bench to grab a team-high seven rebounds. Lauren Wilson chipped in five points, five boards and four steals.

Prophetstown was 0-for8 from the field the final 8 minutes, and missed 5 of 6 from the free-throw line in the final 2:11 to halt any potential comeback.

Courtney Pierceson led Prophetstown with 12 points, but it came on 2-for16 shooting. She was 2-for14 from 3-point range.

Fulton 39, Rockridge 32: The Steamers outscored the Rockets 16-8 in the final 8 minutes to win a Three Rivers West contest in Taylor Ridge.

Emily Schipper scored six of her team-high 12 points in the fourth for the Steamers. Rylee Leitzen added six points, Kylee Sweenie and Abby Willging had five apiece, and Kearra Khort and Chloe Lindeman added four each for a balanced Fulton offense.

Prophetstown received votes in Class 1A and Bureau Valley received votes in 2A. In the boys basketball polls, Polo is ranked No. 9, while Newman and Milledgeville received votes in Class 1A.

Beyers, who was a part of Eastland’s state championship volleyball squad in 2015 and runner-up unit the following season, led Gannon with 823 assists on the season, and also tallied 220 digs – including a season-high 25 in a 3-2 loss Friday to Florida Southern in the NCAA semifinal round. Beyers dished out 47 assists in that game.

Gannon defeated Regis in straight sets (3-0) Thursday to advance to the first Final Four in program history. Beyers led the Knights with 28 assists and three aces, and added 10 digs.

FOOTBALL Pearl City graduate Ollie named to D3 region team Loras junior kick returner Walter Ollie, a 2015 Pearl City graduate, was named to the D3football.com All-West Region Team as a Second Team returner.

Ollie, who is an All-Iowa Conference First Team honoree, tallied 863 kick return yards and scored on two returns for the Duhawks.

He owns Loras’ all-time kick return yardage total (1,282 yards) and set the record for kick return average (27 yards per return).
