Palisades Art League show draws more than 100 entries PRAIRIE ADVOCATE STAFF SAVANNA – Palisades Art League members presented their 56th annual art show and sale Oct. 21 and 22 at West Carroll Primary School, with 162 works of art and photos.

Joan Vander Bleek of Morrison won best of show in the amateur fine arts division for her oil painting, “Blue Jay.“ In the advanced division, Barbara Osterholz of East Dubuque took home best of show for her acrylic painting, “Holstein#20.“ The Fine Arts judge was Karen Sako from Arlington Heights.

Cindy Vondran of Rockton judged the photography competition, picking Torey Leverton of Lanark as best of show winner in the amateur division for her portrait photo, “God Sent.” In the advanced class, Debbie Cram of Thomson won best of Show advanced class for her landscape photo, “Fall Splendor.”

23 students of Dawn Hansen’s art class at West Carroll Primary entered the kids’ art contest. Liberty Brumbaugh, 9, won first place, while McKay Peterson, 8, placed second, and Gianna Carpenter, 8, took home the third-place ribbon.

The Young Artist Recognition Award was presented to Sydney Long of Thomson for her pen and ink drawing, “Me in Lyric.”

League members voted for their favorite piece of art for the Peer Award. This year’s winner is Mary B. Paul of Thomson, for her watercolor painting, “Fall Display.”

CHARLES J. GUENZLER MOUNT CARROLL – Charles J. Guenzler, 93, of Mount Carroll, passed away Saturday, Oct. 28, 2017, at Good Samaritan Society – Mount Carroll.

Charles was born April 21, 1924, in Woodland Township, the son of

Charles and Ethel (Adams) Guenzler. He attended Mount Carroll High School and graduated with the class of 1942. Charles married Jaunita Smith on June 5, 1965. Jaunita passed away Aug. 28, 1981. Charles later married Betty Ruedter on June 8, 1985. They celebrated 32 years together.

Charles was a shepherd of the earth, and it was shown in his farming. He farmed his whole life north of Mount Carroll. He was a member of Pleasant Valley Church of God, rural Mount Carroll. He served on the church board and as choir leader for many years.

Charles also served on the Woodland Township Board.

Charles was a director of Exchange State Bank in Lanark since 1963.

Charles is survived by his loving wife, Betty; a niece,

CHARLOTTE RAHN CHADWICK – Charlotte Rahn, 73, of Chadwick passed away Sunday, Oct. 29, 2017, at her home.

Charlotte was born July 12, 1944, in Morrison, the daughter of John and Inez Houzenga. She attended Chadwick High School and graduated with the Class of 1962. On June 5, 1964, Charlotte married Allen Rahn at Spring Valley Reformed Church in Fulton.

Charlotte was a homemaker who cherished raising her children and helping Allen on the farm.

She was a member of Chadwick Evangelical Free Church. Charlotte enjoyed cooking, canning, and baking, especially coffee cakes. She also enjoyed listening to music, and singing in the Spring Valley Quartet. Most of all, Char-

lotte loved spending time with her grandchildren and family. Charlotte will always be remembered for her generosity and her willingness to provide meals for others.

Charlotte will be dearly missed by her husband, Allen; children, Rebecca (Lee) Hollewell of German Valley, Paul (Gretchen) Rahn of Sterling, Ron Rahn, Allen D. Rahn, and Steven (Billy Jo) Rahn, all of Chadwick, and Ada (Bill) Holm of Thomson; 11 grandchildren, Curtis and Jared Hollewell, Jennifer, James, Jessica, and John Rahn, RJ Rahn, Lane and Nathan Rahn, and Dean and Laura Holm; and sisters, Pat Nyl-

and of San Diego, and Denise (Dale) Queckboerner of Chadwick.

She was preceded in death by her parents, John and Inez; two brothers, Gordon and Randall Houzenga; and two sisters, Joan Rahn and Eileen Spaulding.

MILLEDGEVILLE – FFA members from Chadwick-Milledgeville, Eastland, and West Carroll high schools attended the 90th annual National FFA Convention from Oct. 24 to Oct. 27 in Indianapolis.

Chadwick-Milledgeville attendees included Natalie Wilkinson, Regan Scidmore, Shelby Judd, Nikki Ebersole, Katelyn Brearton, and Brock

Activities started with tours Oct. 24 of the Funk Family Farm in Shirley, and the University of Illinois’ College of Agriculture.

On Oct. 25, members could visit the National FFA Center, FFA Mega Shopping Mall, and FFA Expo and Career Show, with more than 450 booths for colleges and businesses.

MOUNT CARROLL – Timber Lake Playhouse staff have picked Paul Stancato as artistic director for the 2018-19 season, with new programs planned.

In a press release, executive director Dan Danielowski wrote that Stancato “brings a wealth of experience that we will all benefit from.”

Stancato will take the position of James Beaudry, the playhouse’s 16-year artistic director, who stepped down July 30 to work on projects in Cleveland and New York.

Missiles go long-range, often, in rout

BY ROB LAIRD For Sauk Valley Media MILLEDGEVILLE – It’s pretty safe to say that nobody saw any of this coming.

Though Milledgeville certainly had an impressive regular season that netted the Missiles their first home playoff game in 9 years, none of their prior performances indicated they were capable of whallopping a high-octane team like Abingdon-Avon by a score of 56-21.

But that’s what they did, building a lead big enough to initiate a running clock for a majority of the second half Saturday in a Class 1A firstround playoff game.

“It’s amazing. You want to win every game, but I never imagined when I came in as a freshman that we’d ever get this far,” senior lineman Kyle Kendall said. “My

freshman year we went 3-6, and now we went 7-2 and won a home playoff game. It’s amazing.”

Though the Missiles’ offense has proven capable of grinding out enough production to win, there was nothing to indicate they had the firepower to repeatedly break off touchdown runs of 50-plus yards, like the two that Carson Boyer had and the one quarterback Jack Munz had, all before halftime. But that’s what happened.

“We’ve been a groundand-pound team,” said Kendall, the pulling guard on the sweeps that netted many of Milledgeville’s biggest gains Saturday. “We just got outside on them today is what happened. Once they thought we were going to go inside, we’d bounce it outside. Everybody who needed to get blocked got blocked.”

Jacob Dunk’s second interception of the contest came at the Thunder’s 5-yard line early in the third in what turned out to be Fieldcrest’s best scoring opportunity.

“I just read the QB’s eyes and did what I was supposed to,” Dunk said. “I was just where I was supposed to be at.”

Gibson City-MelvinSibley scored 27 points in the first quarter and 23 more in the second to race to a 50-14 win over Eastland-Pearl City in the first round of the 2A playoffs on Saturday in Gibson City.

Two Mitch McNutt touchdowns, one on a 10-yard run and one on a 42-yard reception from Nathan Garrard, opened the scoring and Garrard found Bryce Barnes for another score before the Wildcatz could answer.

“They got on us early and we lost our confidence and there really wasn’t a lot we could do,” EPC coach Randy Asche said.

“We fought back, but they just exerted their dominance.”

The Wildcatz got a score from a Jayden Kempel 87-yard kick return. Kempel also scored on a pass from Braden Smargiassi in the fourth quarter.

“We have some explosive kids,” Asche said.

“We almost broke a couple of them. We just weren’t consistent enough offensively and defensively to compete with Gibson City.

They might be as good a team as I’ve seen in a couple of years.”

Jayden Kempel had 49 yards rushing on 14 carries. Jarod Kempel had 11 rushes for 21 yards.

Smargiassi was 4-of-12 passing for 73 yards, a touchdown and an interception.

McNutt led Gibson CityMelvin-Sibley with 118 yards rushing on seven carries with three touchdowns. Garrard was 5-of-6 passing for 191 yards and three touchdowns.

Even the Cougars players couldn’t believe what they were seeing when they looked up at the scoreboard early on in the first set of Thursday’s Class 1A Eastland Regional final in Lanark.

Eastland jumped out to a huge lead to start the night, then fought off a valiant comeback attempt by the Raiders in the second set for a 25-10, 25-20 victory, and a fourth straight regional title.

The Cougars (17-15) got kills from freshman Karlie Krogman and senior Katie Krogman in the first 3 points, then a Danielle Rush kill and a Katie Krogman block later on for an 8-0 lead right out of the gate. After an Eastland hitting error, Katie Krogman slammed another kill, then Gabby Snyder closed out a run of 3 straight service points with an ace for a 13-1 lead.

“I looked at the scoreboard, then said to Mac [Byer], ‘Is this really happening? Because it seems way too good to be true,’” Eastland senior hitter Katie Krogman said.

“Everything was going perfect, and we couldn’t do anything better than we did in that first set.”

“I told the girls that we had to come out strong, but I think even they were surprised by how well we did that,” said Pierce, who became the third different Eastland coach to claim a regional crown in those 4 years. “I heard someone sit down after they subbed to the bench and say, ‘Oh my gosh, I didn’t even realize the score was 13-2.’ And that’s a good thing for a coach to hear, because that just means they’re focused and just out there

competing, and that’s awesome.”

AFC finally got a little offense going as first set wore on, and despite the 25-10 score, longtime AFC coach Jan Cupp – in her last match before retiring – thought she saw a spark from her Raiders with the late push.

“We tried to fight back, find a little rhythm before going to the next set, and I thought we did that,” Cupp said.

Pierce told her Cougars the same thing, and warned her team about getting complacent.

“I told the girls that AFC is not going to be a team that rolls over and dies,” said Pierce, whose

mom, Kristy, led Eastland to three state titles in 34 seasons – and was sitting on the opposite bench as an AFC assistant. “AFC is tough and scrappy, and they’re going to bring the ball over the net and they’re going to try to find a way to win. So we had to hold that momentum through the entire match.”

The message clearly got through to the Cougars, as they jumped out to a quick 10-3 lead.

But the Raiders rallied. Jaynee Prestegaard had a block and 2 kills in a 4-point span, then she added another kill to get within 16-11, then racked up 4 consecutive

points – the last one an ace – before Madeline Prestegaard’s kill made it 16-15 and forced an Eastland timeout.

With Eastland leading 19-15, a Madeline Prestegaard kill was changed to a lift call after she was so high over the ball on her spike that the officials deemed that she threw it to the ground instead of hit it, and that swung momentum in favor of Eastland.

But the Raiders weren’t done yet. Trailing 22-16 after a Sage Walrath kill, AFC scored 4 straight points on Eastland hitting errors to get within 22-20.

Out-of-system plays were the difference in the match,

as Eastland managed to handle them a lot more successfully than AFC. “We’ve worked a lot on scramble balls,” Katie Krogman said, “and I think we’re calmer now that we can play that third ball over the net – and do it a lot smarter than just throwing over a free ball for them to get right into system.

“And having that cushion was very nice, and I think we’ve been working well at teams coming back on us a little bit more. I think we felt a little more comfortable with that tonight, just focusing on getting the next serve in, the next pass up, and then we’re good.”

Katie Krogman had 5 kills, 3 blocks and 8 digs for the Cougars, while Walrath added 4 kills. Erin Henze set for 8 assists, Erica Dambman dished 7 more, and libero Snyder had 11 digs and 2 aces. Jordan Miller chipped in 10 points, 2 aces, and 6 digs.

Madeline and Jaynee Prestegaard each had 4 kills and a block for AFC, and Camdyn Penick had 8 assists.

Savanna City Council renews TCEDA membership Benefits to businesses explained to council

BY MICHAEL MILLER FOR PRAIRIE ADVOCATE SAVANNA – The Savanna City Council on Oct. 24 unanimously approved renewing its membership in a regional economic development group that has initiated a collaborative effort for local businesses.

Lisa McCarthy, executive director of TriCounty Economic Development Alliance, told the council the Build It, Grow It program has helped participating local businesses increase sales by almost $500,000 in the 14 months of the program – which facilitates communicating concerns and improving marketing strategies.

McCarthy said she had talked with Mayor Chris Lain about bringing the 10-month program to Savanna in 2018. Renewing membership with inclusion in the program will cost $2,500 annually.

The city has been paying $1,000 annually to TCEDA. Lain said the remaining $1,500 would come from the Civic Fund.

“As far as getting access in rural com-

munities to marking experts, ... economically I think it’s a great program,” Lain said.

Participating businesses receive free business and marketing skills education. Riverport Railroad has agreed to allow the group to use its conference room for meetings, McCarthy said, at no cost. The program is free to participating businesses for the first year.

TIF updates TIF Committee Chairman Pat Sanchez reported that The Answer Fitness Club has submitted a signed agreement with the city, but has not submitted receipts.

This has prevented the committing from moving forward. The Filling Station also is at a standstill for receiving TIF funds, Sanchez said, because there is no signed agreement or submitted receipts.

Riverside Dental, however, received $4,143 in TIF funds after submitting a signed agreement and sufficient information.

The committee continues to await notification from the owner of the building previously used

by Brothers Restaurant that the current lease has been broken.

The committee also is reviewing a letter from Eric Christiansen, new owner of River Cities Heating, Air Conditioning and Refrigeration in the old dry-cleaning building on Main Street.

Christiansen is seeking assistance with remodeling costs.

The new TIF will have slightly more than $121,000 at the end of the year, with the money from the old TIF district coming in around $100,000 for the next 2 years.

The council approved a resolution to allow Christiansen to begin redevelopment of the property on Chicago Avenue.

Wacker Road grand denied Lain said the city did not receive a grant from the U.S. Department of Commerce – Economic Development Administration to help facilitate moving the water and sewer connections from

underneath Wacker Road, in anticipation of the upcoming new road.

The council had voted to move ahead with these replacements, since the work done on the road above could easily disturb the piping structures underneath, and the prospect of having to dig up a new road wasn’t economically or practically desirable.

Public Works Superintendent John Lindeman noted the advantages of doing this work. “Any time we’ve done any road work without replacing old water main underneath, all the disturbing from all the heavy equipment pounding, we end up digging up the brand-new road, shortly after. …I just think if we are putting that large an investment, I would just hate to have to dig it up.”

Community Funding and Planning’s Sharon Pepin, whose firm did the grant application explained that she would be following up with the EDA on the matter, but the city now needed to decide if it wanted to continue with the work should the grant not come through. The city still has IEPA funds and forgivable loans to help

finance the project.

The water main replacement portion can be financed with IEPA loans with 50 percent principal forgiveness, and would cost $830,000.00 ($415,000.00 of which would be the city’s responsibility), with a 20-year loan at 1.76 percent interest.

The sewer portion would be financed with IEPA loans with 45 percent principal forgiveness, and would cost $415,000.00, with the city’s responsibility being $228,250.00, again with a 20-year loan at 1.76 percent interest.

While Pepin’s projections assumed some impact on monthly user rates for this project, Lindeman said he didn’t anticipate any rate hikes, as the city’s existing water/sewer funds should cover the charges with no user rate impact.

The council approved going ahead with the project despite the rejection of the grant application.

Waste water treatment project ‘essentially complete’ MSA Engineer’s Jared Fluhr told the council Fisher Excavating’s work on the waste water

treatment and in-system sewer projects is “essentially complete” and installations are operable. The council approved a certificate of substantial completion and a final change order with a contract increase of $20,344.

The council also approved it final pay application, for about $2.6 million or 7 percent over the contract, 4 percent of which were project additions tacked on after the city was notified of the 45 percent forgivable loans.

The council also approved Change Order #2 from Williams Brothers Construction, for $19,728.

Excavations and building permits The council approved an ordinance that restructures the fees and accountability for doing excavations in public right of ways, including utility and other companies as well as residents.

It also approved the first reading, only, of an ordinance that would alter the building permit fees for the city from $15 to $50, per lengthy discussion of the issue in the previous meeting.

Senior Services Would you like to get a discount on your license plates?

If you qualify, you can apply for the Benefits Access Program, formerly Circuit Breaker, and receive a discount on your license plate sticker. Income guidelines per year are: for one – $27,610; and for two – $36,635. The age requirement is 65 or disabled.

Also if you have applied before please check with us to see if it is that time of the year to reapply for your license plate discount.

Call us at 815-244-1800 to make an appointment for help with your application. If you applied in 2014, you will need to apply again this year. Remember to bring proof of all income for 2015 (i.e. 1099 from Social Security, or your 1040 or 1040A income tax form, etc.) to complete your license plate discount application.

The Department on Aging has notified us that starting Jan. 1, 2017, you will need to bring proof of income for 2015 and 2016 in order to qualify for the license plate discount.

Transportation

Carroll County Transportation now has three buses and six vans, all wheelchair accessible.

CCT provides transportation for citizens of Carroll County, for meals, medical appointments, shopping, and errands throughout Carroll County, and will make trips to Freeport, Sterling, and Clinton, Iowa.

If you need a ride, call 815-2440011 at least a couple of days in advance to schedule your trip. The service is supported by your donations to help offset the unfunded expenses, which continue to increase daily We provide this service to assist those who no longer drive or would rather have someone else do the driving. Carroll County Transit and the Veterans Administration have opened up the days we can provide transportation to the Madison VA Medical Center.

Carroll County Transit will provide transportation on Monday through Friday to any veterans who have an appointment at the VA Medical Center in Madison. Please call Carroll County Transit at 815-244-0011 to set up your ride.

The Carroll County Senior Center will host a Rules of the Road class from 10 a.m. to noon Friday, Nov. 17. This class is for anyone who is going to be taking their driver’s test to renew their license. The instructor will go through all the information that will be on the test and more. Carroll County Tax-Aide seeks counselors Carroll County AARP Foundation Tax-Aide, the nation’s largest free, volunteer-run tax preparation and assistance service, is seeking volunteers to assist taxpayers in preparing and filing their 2017 tax returns.

Who will you assist? Four out of five of those who come to the TaxAide site for assistance are over 60 years of age. Saving money on tax preparation is significant on a senior’s limited income.

What can you do? If you have computer skills and enjoy working with numbers, become a volunteer tax counselor. Counselors are trained to assist

the taxpayer in completing an accurate return. Software and laptop computers will be provided by Carroll County Tax Aide and AARP. Many, many opportunities exist in the program.

The Great River Outreach Table is part of the Great River Outreach Center in Savanna and offers a delicious meal, friendship, and good conversation at two locations. In Savanna, food is served from 11:30 a.m. to 12:30 p.m.

Monday through Friday, at the former Chestnut Park School, 926 Viaduct Road, south of town on state Route 84. Â In Mount Carroll, food is served from 11:30 a.m. to 12:30 p.m. Wednesday at Mount Carroll United Methodist Church, 216 S. Main St. Any age is welcome.

Donations are accepted but not required. The food is brought to Mount Carroll on Wednesday. Volunteers are involved in this endeavor. Why eat alone? Consider joining the group often!

Lanark UMC has launched a new group within the Lanark community.

This will be called “Vintage 405� and will reach out to those in our community who are lonely and need social interaction.

We will offer games, coffee and refreshments, as well as space for conversation.

It is air conditioned and heated for comfort. This space will be open and available on the first and third Thursdays of the month from 9 to 11 a.m. The dates and time may change if we see that more time or dates should be added.

Turning 65 can be very confusing with all the information you receive in the mail about which Medicare D Plan to take or which supplemental to get.

If you have questions, stop by and see our SHIP Counselors, Deb Connor and Karen Holm, and we can help you sort through the confusion. Also remember to stop at the Carroll County Court House to complete your Senior Citizens Assessment Freeze Homestead Exemption application and affidavit. When you turn 65 and become eligible for Medicare, the best time to enroll is during your Initial Enrollment Period. Your IEP includes the three months before, the month of, and the three months following your 65th birthday. Your IEP will span from September 2016 to March 2017. If you enroll in Medicare during this time, you will avoid late enrollment penalties.

The date when your Medicare coverage begins depends on when you enroll during your IEP. For your coverage to begin as soon as possible, it is best to enroll in the first three months of your IEP. Your Medicare coverage will then go into effect starting the month you turn 65.

To enroll in Medicare, please stop by the Senior Center and we can do this for you. It is important to be proactive and take the steps to enroll during your IEP. If you miss your IEP, you may be limited to specific times when you can enroll in Medicare in the future, and you may face a penalty for late enrollment, resulting in higher premiums.

Activities at the Senior Center Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their respective communities, and those who bundle the paper and haul it to the local distribution centers. We need more help with this project. The “gathering” people work just a couple of hours a month in their respective communities.

The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare. And the “loaders/ haulers” help load and/ or haul the papers to the distribution center.

Fight fraud: Guard your Medicare Card If you have Medicare, you can protect your identity and help prevent health care fraud by guarding your Medicare card like you would a credit card.

Identity theft from stolen Medicare numbers is becoming more common.

Medicare’s here to help by removing Social Security numbers from Medicare cards and replacing them with a new, unique number for each person with Medicare. Medicare will mail new Medicare cards with the new num-

bers between April 2018 and April 2019.

Here are some important steps you can take to protect yourself from the identity theft that can lead to health care fraud: • Don’t share your Medicare number with anyone who contacts you by telephone, email or in person, unless you’ve given them permission in advance. Medicare will NEVER contact you (unless you ask us to) for your Medicare number or other personal information.

• Don’t ever let anyone borrow or pay to use your Medicare number.

• Review your Medicare Summary Notice to be sure you and Medicare are being charged only for actual items and services received.

Toys for Tots campaign SUBMITTED TO PRAIRIE ADVOCATE THOMSON – The annual Carroll County Marine Toys for Tots campaign has begun, with new Carroll County coordinator, Regina Vesely, assisted by longtime volunteer Kay Appel.

In a news release, the group wrote that the goal is to provide new toys and books for about 600 lowincome Carroll County children.
