Williams: Candidacy would not survive challenge Withdraws from 89th District race because of voter registration issue BY TONY CARTON For Prairie Advocate
GALENA – A Galena businesswoman who planned to run in the 89th state House district will not seek election because she doesn’t think her candidacy
would survive a residency challenge. Ann Williams announced her withdrawal from the race in a statement Sunday evening. Williams is a Democrat. The seat currently is held by state Rep. Brian Stewart, R-Freeport, who will be running for state Senate in the 45th District next year. Andrew Chesney of Freeport announced his candidacy as a Republican
earlier this month. The 89th District covers portions of Carroll, Ogle, Whiteside, Ann Williams and Winnebago and all of Jo Daviess and Stephenson counties. “It is because of a technicality with timing of voter registration relative to the election,”
Williams told the Prairie Advocate of her reason for withdrawing. Her statement did not refer to the voter registration issue. “I have been a registered voter since I was 18,” Williams told the Prairie Advocate, “but because I have property in Cook County that I’m selling, I just waited until all that was done before I registered here in the 89th District to
vote. “Frankly, we think the GOP will challenge that qualification, and they will win and get me off the ballot.” Williams said she “had no idea it was this serious of a thing” and had been in contact with the state board since May. “It’s so disappointing, but there is nothing I can do about it.” Williams said the
Democratic Party is interviewing possible replacements, and an announcement about a new candidate in the district is expected soon. “People are asking me if I intend to run in 2020, but I don’t know what I’m going to do,” Williams said. “It’s been a tremendous amount of time and work, and I’ve met some good people. For now, I need a little time to regroup and reload.”

STERLING – Chris Kennedy had no luck finding a working microphone before speaking to the small group that had gathered for a meet-andgreet Friday at Johnny’s Bar & Grill, but it wasn’t a problem. “I’m one of 11 children, so I’m used to talking loud,” the son of Robert and Ethel Kennedy said, flashing a big smile for the local Democratic Party faithful. Kennedy is one of nine Democrats vying for the right to challenge Gov. Bruce Rauner in next year’s gubernatorial race. said. It was the early 1980s, and Kennedy was struck by the suffering that he says was born of Reaganomics.
“Reagan’s solution to inflation was raising interest rates high enough to put 20 million people out of work to save big businesses,” Kennedy said. “Food banks were everywhere, and many of those jobs never came back.” Kennedy has no problem criticizing his own party, and that happened long before he was accusing House Speaker Michael Madigan and other tax lawyers of propogating a corrupt tax assessment system for personal gain. “Many might think it sounds strange for a Kennedy to come in here and tell you the Democratic Party isn’t doing a good enough job,” the Chicago-based businessman said. “Democrats told John F. Kennedy he was too young and Catholics can’t win the presidency, and you eventually make a decision to be on the right side of good.” Kennedy used another family member as an example for addressing the
partisan gamesmanship and gridlock that nearly paralyzed the state during the long budget impasse. “Ted Kennedy had a reputation as a progressive liberal senator, but he had his hands in every piece of legislation and was never afraid to reach across the
aisle,” Kennedy said. “He believed that compromise wasn’t surrender and that politics should be an honorable profession.” KENNEDY continued on A44

Thursday, Kennedy announced his selection of Chicago activist Ra Joy as his running mate, a man with whom he shares a tragic bond. The choice solidified the notion that curbing gun control is a pillar of his campaign. Joy, executive director of the reform organization Change Illinois, recently lost his 23-year-old son to gun violence. Xavier Joy, a teacher, was killed by a random thief trying to steal his cellphone. Kennedy reiterated his belief that many of the state’s education and economic problems can be traced to its overreliance on property taxes. “Successful states pay a majority of their education costs, and because Illinois relies almost entirely on property taxes, we
have the worst of both worlds,” Kennedy said. “People are overtaxed and undereducated.” Kennedy said only about 13 percent of Chicago students, and about one-quarter of students statewide are prepared to join this economy, and crime is another product of the loss of opportunity. “We need a progressive income tax system where wealthy people pay their fair share, but there are politicians who are tax assessment lawyers, and
they want to keep the system in place that’s ruining the state.” Many residents at the event said that while they liked Kennedy’s message, it is early in the process, and there is a crowded Democratic field to survey. “I thought his message was spot on – he touched on all of the things that I think are important to people locally,” Pam Brown of Sterling said. “I think he has a good understanding of smalltown Illinois because he

MORRISON – Trinity Insurance & Financial Services opened a Morrison office on Aug. 21. The new site, at 127 E. Main St., is open from 9 a.m. to 4 p.m. Monday through Thursday and 9 a.m. to 2 p.m. Friday. MOUNT CARROLL – A mosquito in Carroll County tested positive for the West Nile virus, the health department said in a news release last week. The mosquito was found near Mount Carroll. Mosquitoes transmit the virus after feeding on an infected bird. About one in five people bitten contract the illness – which is usually mild, with fever, headache, and body aches. In rare cases encephalitis, meningitis,
and death are possible. People older than 50 and those with weakened immune systems are at higher risk. Ogle County reported its first case of West Nile earlier in September. Mosquitoes will be here through the fall, so people should continue to reduce their exposure to the pesky insects, get rid of any standing water in their yards where the bugs might breed, and report dead or dying crows, blue jays, robins and other perching birds to the health department at 815-244-8855.
SAVANNA – The city’s new wastewater treatment plant is “up and running,” Superintendent of Public Works John Lindeman told the Savanna City Council during its meeting Sept. 12. But that wasn’t the only good news delivered about the project. Finance Commitee Chairman Christine Lee reported that grants and forgivable loans secured by city officials and Community Funding and Planning Services have greatly reduced the city’s financial responsibility for the project. Initial projects were the city would be on the hook for $10,119,010 of the cost. Instead, the city’s bill is now $4,913,380 for the plant and in system projects. The impact on users was also significant. Instead of the debt costing each user an estimated $14.10 per month, the actual cost will be $12.58. Likewise, the impact on users will be lessened for the in system portion. The original projected cost per user was $4.21, and now it is $3.91. Alderman Jeff Griswold asked Community Funding and Planning’s Sharon Pepin if the forgiveness on the city’s loans for these projects was “typical” or “an anomaly”. Pepin said the timing of the city’s applications was favorable because the loan guidelines were just changing at this time. “It was perfect timing on our end, that it happened,” she said. Lindeman said only a few items remain to be done from the initial work bid. The Main Street plant is fully operational, he said.

The council approved a resolution allowing for the closure of state Route 64 from Division Street to Chicago Avenue between 6 and 7 p.m. Thursday for the West Carroll Homecoming Parade. The same area will be closed off from 1 to 1:30 p.m. Oct. 29 for the annual Halloween Parade, with parade formation at 12:30 at Main and Division streets. Trick-or-treat hours will be between 2 and 4 p.m. that day. In other action, the council: • Approved a draw for the wastewater treatment plant and in system sewer project; $555,643.53 for the first IEPA loan, $478,302,41 to Williams Brothers Construction, and $27,575.22 to MSA Professional Services. From a separate IEPA loan, Fischer Excavating will receive $43,962.00, MSA Professional Services $800, and Community Funding and Planning Services $4,000. • Approved a request for a fire station alarm system for $5,440, and for three security cameras $2,484, both budgeted items. • Approved an amendment to the TIF agreement with TDP Investments, specifically, amending the portion stating the project would be completed by Dec. 31, 2017. Due to changes in plans, the new agreement states the project will be completed by June 1, 2018. The funding amount will remain the same.

Obituaries Thomas F. Knautz BROWNTOWN, Wisc. – Thomas Francis Knautz, 64, went home to be with the Lord Sept. 2, 2017. Tom lost his 8-month battle with stage IV melanoma cancer. He was born Dec. 27, 1952, in Dubuque, Iowa, to Milo and Margaret (Dorsey) Knautz. Tom spent his early years in Galena. When Tom was in middle school, his family moved to Orange, Texas, for 2 years, then returned to Shullsburg, Wisconsin, where Tom graduated in 1972 from high school. Tom also started working at Kelly Springfield Tire plant that year, and continued to work there until 2010, when he was forced to retire after a stroke. In the years he worked at Kelly, Goodyear, and Titan, Tom did most of the jobs on the floor, was a labor trainer, and in the later years, was the employee involvement coordinator. Tom was also very active in the union, serving as union steward, a member of the board, and was on the Grievance & Negotiating Committee and the Employee Assistance Committee. Tom married Diane Herbst in 1973 and was later divorced in 1985. He has three estranged sons, Ryan, Corey, and Aaron Knautz from that marriage. Tom met Patti Haas Meier and her son, Jeremy Meier, in late December of 1985. Tom and Patti were married in July of 1986. They were blessed with a son, John, in 1987.
In 2002, Tom decided to purchase the Warren H&R Block tax office, also purchasing the Stockton and Savanna Block offices in 2006. Tom managed these offices with the assistance of his wife, Patti, son, John, and daughter-in-law, Tasha Meier, making it truly a family business. He also was blessed with a wonderful staff in all three offices. Tom played ball. If you wanted to know where Tom was in the summer, you checked the ball parks. He played on many teams in many towns. He even went to Macon, Georgia, to the Grand National’s tournament 2 years in a row. In the later years, he played more golf than softball. Tom was a talented horse trainer. He raised and trained Tennessee walking horses for more than 20 years. Tom loved to dance to country music with Patti, and he enjoyed hunting and fishing with his friends. Tom believed in public service. In addition to serving his union brothers and sisters, he also coached Little League baseball, gave horse lessons at no charge, served on the Cadiz Town Board, and became a volunteer fireman on the Browntown-Cadiz-Jordan Fire Department. Tom is survived by his wife, Patti Haas Knautz, his “son” Jeremy Meier and daughter-in-law, Tasha Meier; his sons, John Knautz, Ryan Knautz, Corey Knautz, and Aaron Knautz; his grandchildren, Logan Meier, Sawyer Meier, Jacqueline Meier, and Charlotte Meier; his brother, Robert “Bob” (Christine) Knautz; his sisters, Pam (Tom) Leibold and Linda (Elton) Fryar, plus many

ST. JOHNSBURY, Vt. – Lynne E. Lorr, 75, of St. Johnsbury, passed peacefully Tuesday, Sept. 5, 2017, at St. Johnsbury Health and Rehabilitation Center, following an extended and valiant battle with cancer. She was born July 27, 1942, the daughter of Frank and June (Shearer) Kempfer. She grew up in Chicago, and was a graduate of Northern Illinois University. I
f you have read in Farm Week about a Harvest Season Emergency Permit, here is the FYI on it. I had a call asking how to get one. First off, you will not be able to get one UNLESS the governor declares a harvest emergency. While it is a law, it lies dormant until an HSE is declared, and that is done by only the governor. In fact, Illinois has had an HSE provision since the days of Gov. Jim Edgar, but a need for it has never been declared. So don’t hold your breath waiting for one to be declared. The only permit available is the overweight axle permit for harvest season that has been available for some time. This week is National Farm Safety & Health Week. That comes with a reminder to “Put Farm Safety into Practice.” Safety is one of those noncomplacent items. It won’t happen to me. It always seems to be that when we least expect it is when it hits. While we all dread even thinking about it, it is
a good idea to do a monthly safety check. By conducting a “Farm Safety Check” each month, you can identify and fix potential hazards ... before they cause harm to your employees, family, and even your bottom line. Some things to think about… • Are your chemicals stored correctly? • Are your farm buildings free from clutter? • Do you follow proper grain handling techniques? • Do you have a good fire extinguisher readily available? Make farm safety a yearround practice. Now for you non-farmers: SLOW DOWN! Be alert and watch out for the large slowmoving vehicles that are now on the road. Trust me when I say patience is not a virtue I possess, but I know the importance of not getting ramie and flying around that combine only to not see he is turning into a field entrance that could cause a wreck between us. Be clear that they do not want their children to drink alcohol until they are 21 years old and then only in moderation.
Tell their children that some people should not drink alcohol beverages at all. These include: Children and adolescents. Individuals of any age who cannot restrict their drinking to moderate levels. Women who are pregnant. People who plan to drive or take part in activities that require attention or skill. People using prescription and over-the-counter medications.
If parents don’t drink, they should: Explain their reasons for not drinking, whether they are religious, health-related or due to family history. Encourage children to talk about concerns and questions about drinking. Be clear that they do not want their children to drink. Explain that when their children are 21, if they should decide to drink, they should do so in moderation.

DUCATION ALONE is not enough to deter social transitions to adulthood, because there are many pressures and opportunities to drink. Parents who are actively involved to remain alcohol-free. Teen perceptions of parental disapproval are great deterrents. What parents may not realize is that children say parental disapproval of underage drinking is the key reason they have chosen not to drink. Research indicates that children are less likely to drink when their parents are involved in their lives and when they and their parents report feeling close are associated with an increased risk of drinking. Mixed messages, and unclear rules and expectations also leave children more vulnerable to underage drinking.
How parents can help their children remain
ALCOHOL-FREE
Explain the risks Learn and explain the risks of underage drinking. Emphasize that drinking alcohol is not a “rite of passage� but a dangerous drug for a teen brain.

Talk early and often In Illinois, surveys indicate some youths binge drink in the sixth grade, and a few may start even earlier.

Set clear rules Set clear rules about no alcohol use. Be speciďŹ c: “Absolutely no underage drinking in our family.â€?

Monitor children’s activities Always know where your children are, whom they are with and what they are doing. For example: “If alcohol is at a party, call me and I’ll come and get you.� Make alcohol unavailable Ensure that alcohol is not available to your child at home or from others when your child is away. Ensure that your children’s social environment is alcoholfree. Be involved Develop close bonding experiences and have daily positive interactions with your child. Express love often. Stay in contact Studies show children are more likely to drink between the hours of 3:00–6:00 pm, when unsupervised by parents. Give your kids a call.

Know your children’s friends Get to know your children’s friends and their parents. Help them choose friends who support your family rules. Eat dinner together Studies show that kids who eat dinner with their family 5-7 times per week are 33 percent less likely to drink alcohol underage.

Letters and Commentary Loneliness group formed in Lanark BY PASTOR JARROD SEVERING Lanark United Methodist Church
I recently had a conversation with an elderly gentleman. He lost his wife a few years back and is now living alone in a rather large home. The conversation began with these words; “I’m really lonely.” This man keeps himself busy with a lot of things, but there is a distinct lack of human interaction. Since he does quite a bit of work in landscaping and yard work, rainy days are the most difficult. However, even when he is out trimming bushes he says that the “bushes don’t talk back.” After having this conversation, I began to realize that he is not alone in these feelings. Our communities are filled with people who are either widowed, divorced, or never married who feel isolated in their homes. The need of human interaction is great. Science would certainly point us to this fact of longevity in life as it relates to relationships. The two go hand in hand. This even
happens within couples who do not get out as much anymore, or they can’t find a place to go and hang out, play games, or just have a good conversation with friends. As a pastor of a local congregation in Lanark, I began to reflect on those around our community who are dealing with this loneliness, and wondered what we could do to help them. How can we offer space so that those who feel this way can overcome this with new relationships? And maybe there are those in the community who don’t feel this way, but would like to help by beginning some of those relationships. “Vintage 405” began out of that conversation. A few others in my local congregation shared their interest in helping to start this type of group and we planned this space for the community. Yes, it will be held within a church building, but it’s not necessarily a “church” thing. It is a community thing! There is no judgment, no exclusions, only love and acceptance. For those who are experiencing this loneliness in their lives, I encourage you to join with many others in the community of Lanark
for “Vintage 405” which will be held every 1st and 3rd Thursdays of the month from 9-11am. I hope this will be the beginning of a wonderful gathering for people who need each other. If nothing else, come and try to teach me how to play bridge, or euchre. We’ll have the coffee on …

SEPT. 15 Forreston 30, EPC 18: One team was battle-tested and the other wasn’t, and that may have been the difference in a 30-18 win by Forreston over EastlandPearl City in a clash of NUIC heavyweights. “These guys [Forreston] have been in battles,” said EPC coach Randy Asche, whose team won its first three games by a 144-7 margin. “We haven’t, and they were sharper than us. To their credit, the Wildcatz did come back on their next series to grab a 18-14 lead on a 6-yard touchdown run by Jayden Kempel, who had 104 first-half rushing yards, including a 47-yard touchdown. Nursing a sore leg, AJ Christensen gave Forreston an early 6-0 lead on a 40-yard run in which he broke a tackle in the backfield and tiptoed down the sideline past would-be tacklers. He also had a 7-yard touchdown later in the second quarter for a 14-12 Cardinal lead. Lucas Peterson got behind the secondary and caught a 33-yard touchdown pass from Smargiassi for a 12-6 EPC lead. Milledgeville 65, River Valley 0: The Missiles had no trouble picking up the nonconference win at home. Carson Boyer scored on touchdowns of 16 and 46 yards and a 65-yard punt return. Nate Rahn scored on a 20-yard run and a 30-yard run, Jack Munz scored on a 35-yard keeper, Marcus McKenna scored on runs of 2 and 44 yards, and Matt Balsiger capped off the scoring with a 3-yard run. Rahn gained 90 yards on the ground. McKenna added 77 and Boyer had 74 on 4 carries. The Missiles did not punt in the game.
