LANARK – Saturdays this fall will look a bit different for Eastland-Pearl City junior high football players. Instead of putting on full pads and gearing up for a game against another school, the younger Wildcatz will be going through 7-on-7 drills, a change EPC coach Randy Asche brought before the school boards of both Eastland and Pearl City, and both approved in March. The 7-on-7s will look the same as the 7-on-7s the high school players go through during the summer, with backs and receivers working on technique, timing and route running while facing a defense consisting of linebackers and defensive backs. There might be some games if there are enough players, but they will be 40-yards and in, no tackling, with the coaching staff keeping a close eye on all of it. “Football’s the greatest game there is, and, yeah, it’s physical, but it doesn’t have to be at a young age,” Asche said. “We can let them grow up and develop. They’ll get enough hits.” With EPC coaches working with the junior high kids in 7-on-7 drills, the proper techniques will be instilled in the players from the start, and even formations that EPC will use in high school, many of which are rarely seen on a junior high field. “We can teach them the formations, route concepts,
all the little things,” Asche said. “We can develop a quarterback that probably doesn’t get much time to develop in seventh and eighth grade, how much times does he have, how open is the window? If we can do those things, it will build their confidence up. I don’t know that any of us are the gods of picking the potential of what a kid could be. I don’t know that we know what this little immature kid in seventh grade is going to be.” With fewer coaches typically at the junior high level, Asche said he has seen issues go unnoticed and turn into habits. Maybe a running back will take a stutter step before moving ahead to take a handoff instead of exploding forward. In a lot of junior high programs, there aren’t enough coaches to see something like that, and a player can get used to doing it that way, a technique he will take with him to high school. At EPC, the high school players and coaches are on the field with the junior high players and can notice that right away. “We’re working on that every night,” Asche said. “We have so many more coaches at the high school level, we can watch more things. …We preach to the kids 10,000 reps to make it right. If I can get a couple thousand in junior high, I’m getting them that much closer to perfection.” Throughout the summer, with EPC varsity players going through many of the

Asche has his high school players working as mentors to the younger kids in hopes that it will help build a tighter bond when the younger players make it up to the high school level. fun, which he hopes will help with numbers at the high school level. With the two schools in the co-op both among the smallest in Illinois – Pearl City has 133 students, Eastland has 190 – the Wildcatz can’t afford to have players interested in football at the junior high level driven away due to injuries or not enjoying the game. So far, there has been great turnout from the junior high crowd. Asche also wants the kids to be safe. With a lot of disparity in the maturity levels of seventh- and eighth-grade players,
he doesn’t want to risk a more fully developed player colliding with a less developed player in fullcontact football. Another way Asche is trying to keep the younger players safe is by bringing junior high kids into the Wildcatz weight program. In his 11 years as the coach at EPC, Asche has seen work in the weight room translate into safer play on the field. “We run three 12-week cycles through our weight program,” Asche said. “Any kid that I’ve ever had go through this program that has completed three 12-week programs has
never been diagnosed with a concussion. …I think building up the shoulders, the neck, the core strength, all help those things and eliminate some of those injuries.” They may not be tackling on the field in junior high, but Asche said if the program trains the mind on the field and the body in the weight room, the players will be ready when they get to high school. “You get a kid who is built up in [the weight room] who has a nasty mentality, I can teach him how to tackle,” Asche said.

LANARK – Lanark’s former city clerk was very helpful in finding paperwork requested by the Internal Revenue Service for an audit, Mayor Ken Viglietta said Sunday. At the Aug. 1 Lanark City Council meeting, Viglietta told the council that Lanark received an audit notice from the IRS for records for
2014. “They’re basically saying the total of the Form 941As don’t equal what they were for W-2s;. We found nothing in the file,” Viglietta said. Viglietta said former City Clerk Jackie Hawbecker, who did not seek re-election in April, remembered the matter, and felt it had been mitigated in 2014 by turning over necessary files. Obituaries Jeanne A. Siegworth
MOUNT CARROLL – Jeanne A. Siegworth, 93, of Mount Carroll, passed away Sunday, July 30, 2017, at Mercy Medical Center in Clinton, Iowa. Jeanne was born June 9, 1924, in Chicago, the daughter of Burss and Viola (Greenwald) Smith. She attended parochial schools in the Chicago area. Jeanne married Frances Beard. She later married Ralph Robinson. Ralph passed away in 1984. She later went on to marry Walter Siegworth, Walter passed away in 2003. Jeanne went to work in geriatrics, doing bed side care and nursing at Morgan Memorial Nursing Home in Stockton. Jeanne worked for 4 years at Micro Switch in Freeport. In her younger years, Jeanne tested dairy cattle for the University of Illinois. Jeanne also owned and operated the Stockton Restaurant and Truck Stop for 2 years. She managed the Caroline Mark Home in Mount Carroll for 16 years, where she found joy in visiting and talking with the residents. Jeanne was a lifelong member of First Baptist Church in Mount Carroll. Jeanne loved the outdoors and treasured all of the wonderful things nature had to offer. She even owned her own natural food store and operated a plant and flower business. She enjoyed outdoor photography, painting with oils, writing stories and poetry, and was

She found what we think we need,” Viglietta said. “(City attorney) Ed Mitchell will send that on to the IRS, and we’ll wait to hear from them.” According to the IRS website, employers use Form 941 to report income taxes, Social Security tax, or Medicare tax withheld from employees’ paychecks, and to pay the employer’s portion of the Social Security or Medicare taxes. Also at the Aug. 1 meeting, Ward 1 Alderman Haley Grim raised concerns about City Clerk Sabrina Yoeckel’s job performance as the utility clerk. Yoeckel was elected in April, and works as both the city clerk and the utility clerk. Grim said it was brought to her attention that

MOUNT CARROLL – Carroll County Animal Control Officer Joe Grim brought news of an innovative project to the Carroll County Board during its Aug. 3 meeting. “In early October last year, I was approached by Mary Kernan, who said she would like to volunteer her time to walk dogs once in a while, and that is where it all started,” Grim said. “Now we have seven volunteers that alternate days walking with and otherwise just spending time with the dogs.” He said a Paco’s volunteer is at the Animal Control Building in Mount Carroll at 1 p.m. seven days a week to give the dogs some “extra people time.” “They’ve also been raising money,” Grim said. “Around Christmas time they bought a number of Karunda Beds that are washable and more chew resistant, and now they want to put an additional fenced in dog exercise yard with some of the funds
they’ve raised.” The proposed project will likely utilize used 6-foot chain link galvanized fencing with one walk gate and an 8-foot drive gate made available and installed by River City Fencing for a cost of about $3,000. “My budget can support giving them a portion of the amount, but the entire amount is going to be billed to the county to keep it tax free, and then the county will be reimbursed by Paco’s Rescue Tails,” Grim said. “So, basically, it is going to cost Animal Control about $500, and what we’re getting is labor and materials and everything included. We should have the project completed in about a month, certainly by the fall.” River City is assuring the county the used materials will be as good as new and would come at a savings of more than $500. “I think this is a great project,” Board Chairman Kevin Reibel said. “I was wanting to know what the price difference was in
case something could not be supported in the Animal Control budget, but as long as they are using good used materials it should be great.” Grim told the board the Paco’s organization operates a Facebook page featuring photos of dogs available for adoption, and he said the “cxtra people time” is lowering the amount of time he invests in housing the dogs. “I had two dogs I picked up last Monday from a situation where one of the owners had died and the spouse couldn’t keep the dogs,” he said. “Both of those dogs were adopted through Paco’s in just a matter of days.” In other business, the board approved the Local Agency Agreement for Federal Participation for the relocation of utilities associated with the construction of the Galena Street Bridge, and it approved the low bid and authorized Reibel to execute the contract and bond for Section 11391, Benson Route.
Also, during the treasurer’s report, it was learned the county has moved funds from Triumph Bank. “We were informed by Triumph in July that they were no longer going to be pledging collateral to cover our funds, so we put a lot of our money into the Illinois Fund and the Mount Carroll Banking Center has been working with us and they are willing to increase their collateral amount, so we’ve set up some of our accounts to be there,” Treasurer Diane Powers said. “This has happened with the public entities like schools and cities that were with Triumph. They are all no longer being covered with funds that exceed the FDIC limit.” The county rejected an offer from Triumph to charge a $1,000 monthly fee to have a third party pledge collateral to cover the funds. The next County Board meeting is scheduled for 9:30 a.m. Aug. 17 in the small courtroom in the Carroll County Courthouse.

WASHINGTON – A bill out of the Senate Appropriations Committee includes $80 million for the continued activation of the Thomson federal prison. Illinois Democrats Sen. Dick Durbin, Sen. Tammy Duckworth, and Rep. Cheri Bustos announced last week that the fiscal 2018 Commerce, Justice and Science appropriations bill was passed in committee. The lawmakers highlighted the inclusion of funding to fully open the prison, a process that started in 2013. The spending bill still must be passed by the full Senate and then compromised with the House version, but Durbin, a member of the Appropriations Committee, was upbeat. “The funding levels in this
legislation show Congress’ continued commitment to supporting the Bureau of Prisons operations at Thomson prison,” Durbin said in a news release Aug. 1. In its budget submitted to Congress, the Bureau of Prisons had asked for $80 million for activation-related costs in fiscal year 2018. The request included funds for staffing, equipment, vehicles, office and medical supplies, food, and inmate necessities such as clothing. The facility in Carroll County is badly needed by the federal government and northwest Illinois, Bustos said. “To alleviate the problem of overcrowding in our prisons while creating good jobs in our community, we must continue working together to fully activate Thomson prison,” Bustos said. prison would reduce overcrowding at federal high-security facilities from 25 percent U.S. Sen. Dick Durbin down to 19 percent, the Bureau of Prisons said. Durbin, Bustos and Duckworth vowed to continue the fight to secure funding for the prison. The state finished building the prison in 2001, but it sat empty for more than a decade because Illinois didn’t budget enough money to open it. In 2012, it was announced that the Bureau of Prisons would buy the facility for $165 million. The federal government gave Thomson prison $53.7 million for activation in

Governor pushes case for school bill veto Gov. Bruce Rauner went on the offensive Thursday, saying his amendatory veto of a school funding bill includes a plan to bring more money to all districts, including the Chicago Public Schools. The governor, in a phone call to Sauk Valley Media, said he was reaching out to the media in an effort to combat what he called “misinformation and legislative extortion” by Democratic leadership. “Everyone in Illinois should be outraged by what has happened with the budget and now the education bill,” said Rauner, who is making a bid for re-election in 2018. “This
abuse of power by the Speaker of the House has been going on for more than Gov. Bruce 30 years.” Rauner As expected, Rauner issued an amendatory veto of Senate Bill 1, a massive education bill that would reform an inequitable school funding formula based largely on property taxes. The veto puts the state’s 852 school districts in danger of not getting their first state payment that is due Aug. 10. At the crux of the veto was additional funding for the Chicago Public Schools that Rauner has called a pension bailout for years of mismanaging the fund. CPS is the only Illinois district that pays the employer portion of
its teacher pension costs. Rauner agrees that it’s wrong that CPS shoulders all of its pension costs, but in 1995, the Legislature passed several education
reforms, including giving CPS a $250 million block grant each year to help pay down pensions. GOVERNOR continued on A74

air week is here! Here we go at it, again. Starting today, we are going to be at the fair with the Children’s Farm. The farm will be open from noon to 7 p.m. Wednesday, from 4:30 to 7:30 p.m. Thursday and Friday, and from noon to 3 p.m. Saturday. Paula Adams has graciously agreed to once again bring her animals to our farm. The Young Leaders are going to be busy, as always. They are hosting the Ag Olympics with the 4-H on Thursday starting at 4:30 p.m. Then on Saturday, the pedal tractor pull will be held at 1 p.m., with registration starting at 12:30. “Chicago’s pension was fully funded as late as 2001, but for many years since, they have chosen to skip payments, and now the fund is only 40 to 45 percent funded despite the block grant,” Rauner said. A bipartisan committee had produced a historic education bill that brought equity to low-income school districts in all parts of the state, but the bill was hijacked in the spring by House Speaker Michael Madigan, he said. “The bipartisan committee never had pension payments included in this bill because they don’t belong here, and at the last minute, the speaker inserted the pensions part,” Rauner said. “The result was to divert hundreds of millions of dollars from the suburban and downstate schools to Chicago.”

The event will take place on Sunday, Aug. 27, beginning at 4 p.m. at Livengood Barn in Chadwick. A limited number of tickets will be sold for this local dining event. Cost is $30 a person or $50 a couple.
The evening will kick off with a local beef farm tour in which guests will be transported to the farm. Following the tour, the Young Leaders have a local chef, Scott Heeren with Custom Catering and BBQ, lined up to prepare local grown and raised ingredients into mouthwatering dishes. Each course of the meal will also be paired with local brews. During dinner, we will be having local producers speak about their farm. Currently participating in the program are Hunter Haven Farms, Lamoreux Farms, Livengood Family Beef, Lower Farms and Neumiller Farms, along with Generations Brewery. Rauner’s veto changes would take the CPS block money away and run it through the new funding formula system for redistribution. The state would agree to pay an amount comparable to the block grant for future pension payments, but would refuse to take on responsibility for the district’s estimated $8 billion in unfunded liability. The education bill as now written has CPS tripledipping into the state’s education money, the governor said. “This compromise says the state would pay for their pensions in the future, but now they are also demanding to continue receiving the block grant and have the state pay unfunded liability from the past,” Rauner said. The future pension payments to CPS, however, are not likely to be accounted for in the
education bill; it would be put in a new piece of legislation. The Senate approved the education bill in May, but Democrats refused to put it on the governor’s desk until late Monday. Rauner said Madigan wanted to sit on the bill to create another crisis situation that could be used as political ammunition, but that wasn’t the only reason. “The Illinois State Board of Education needed the bill to run the funding formula numbers, and they didn’t want the truth out on the real calculations, which we hope will be done next week,” Rauner said. The state’s school leaders, based on funding formula estimates, have supported the education bill as it was submitted to Rauner because none of the districts would lose money. Estimates show the Sterling school district would stand to gain $1.27 million, while Dixon would
gain about $110,000 a year, Rauner said. Rauner called legislators into a special session last week for what be proved to be a failed attempt at resolving the education funding issue. Although the Legislature hasn’t been called back into session since then, Rauner said designated lawmakers from both parties continue to meet daily. The task at hand is much more difficult because a three-fifths majority is now needed to approve the amended version of the bill. After an amendatory veto, the Senate must either approve the changes or vote to override it. If lawmakers do nothing, the bill would die and they would be forced to introduce a new education bill. In a Thursday news release, state Rep. Tony McCombie, R-Savanna, said the amendatory veto will run the CPS block grant through the new formula, pick up

CPS pensions through a pension bill, and distribute funds fairly across all school districts. “I support this proposal because it is fair, adequate and equitable,” McCombie said. “I am disappointed that some are willing to settle for less than what is fair in our districts, and it is unacceptable that our children are being used as political pawns in this politically motivated state.” The freshman lawmaker said the governor’s veto shouldn’t have come as a surprise because he had issued the warning May 31. She agreed with Rauner’s assessment of how the bill reached this point. “SB1, as written, did not reflect the bipartisan negotiations that took place over the last several years under Gov. Rauner, or more recently this session under Speaker Madigan,” McCombie said. “The majority party decided alone to amend the legislation and

Andy Manar, D-Bunker Hill, the bill’s sponsor, took aim at the governor Thursday on his Facebook page: “The Governor’s re-write veto of SB 1 is a Trojan horse. In short, the Governor’s veto directs less funds to needy districts and divests from public education over time thus shifting costs to property taxes. The ‘bailout’ cry was nothing but a diversion to catch the hearts of Downstate voters. MOUNT CARROLL – Work on the city’s new wastewater treatment plant can proceed again. The City Council voted at its July 31 meeting to approve a new interest rate of 3.1633 from Triumph Bank in Mount Carroll for funds for design work on the new plant. The replacement project, in Point Rock Park on Mill Street, is needed because the current plant no longer meets Illinois Environmental Protection Agency standards. Design work for the project will cost $680,000, which the city did not have on hand in April, and design work slowed at that point. The new plant will cost about $9.6 million. With the rate change, the design funding will cost about $701,510. The city is getting an IEPA loan for about $12.7 million, which should cover everything, including money to reimburse the city for the design fees, but the loan agreement can’t proceed until bids are let, and bids can’t be let until the design is in place. Mayor Carl Bates also updated the council on new bids for digital water meters

Bates said he talked to Sharon Pepin with Community Funding & Planning Services in Stockton, and language in the bid requirements has been rewritten. “The city might buy the meters, but Sharon isn’t sure how that would work regarding the loan,” Bates said. The city is looking to borrow about $500,000 from the State Public Water Supply Loan program for the project. With the digital switchover, meter readers could drive through Mount Carroll and receive data transmitted from the readers to a handheld device, then to city computers. The next bid opening is expected in early September. Bates said Pepin will look for three bids, instead of the previous two.
‘Little Shop’ to close summer season at TLP
MOUNT CARROLL – Timber Lake Playhouse’s 2018 summer season will feature plays from Disney and Sherlock Holmes, the return of “The Full Monty,” and the classic “Fiddler on the Roof.” Executive director Dan Danielowski and current artistic director James Beaudry announced the plays for TLP’s 57th season on July 14, at the company’s annual gala in Freeport. The 2018 season starts June 7 with “Beauty and the Beast,” based on Disney’s Academy Award-winning animated feature. The stage version features songs by Alan Menken and Howard Ashman, and new songs by Menken and Tim Rice. Next will be “Born Yesterday,” a comedy about an egotistical junkman and his naive girlfriend, Billie Dawn. Originally played by Judy Holliday, who won a Tony Award and an Oscar, Billie begins to understand her boyfriend Harry’s schemes as he tries to make deals with government officials at a hotel in Washington, D.C., and takes matters into her own hands. Following will be the return of “The Full Monty,” last seen in 2005 at TLP. A group of unemployed steel workers try to win back their wives’ hearts and make some money by becoming strippers. In the process, they face their own fears, self-consciousness, and prejudices. Next will be “Baskerville,” by Ken Ludwig, a reimagining of the classic Sherlock Holmes story, “The Hound of the Baskervilles,” by original Holmes author Arthur Conan Doyle. Holmes and his trusty assistant, Watson, must attempt to save the male heirs of the Baskerville line
MOUNT CARROLL – Chicago director Lili-Anne Brown returns to Timber Lake Playhouse with the classic musical “Little Shop of Horrors,” that debuts Thursday and continues through Aug. 20, closing out the playhouse’s summer season. The production, based on Roger Corman’s classic cult film from the 1960s about a new breed of plant, features resident performers Sam Columbus as Seymour Krelborn, a clerk at Mushnik’s Skid Row Florist, and ElyaFaye Bottiger, his ditzy co-worker Audrey. Marcus Martin voices the plant, Audrey II. Grant Brown plays shop owner Mr. Mushnik, and Kieran McCabe plays Orin Scrivello, a sadistic dentist made famous by Steve Martin in the 1986 movie with Rick Moranis. Shayla Brielle G., Emilie Kouatchu, and Nissi Shalome play a ‘60s-girl-group inspired Greek chorus, who narrate the show with songs like the title, “Skid Row,” “Da-Doo,” and “Don’t Feed the Plants.” Will Hughes and Ken Singleton complete the cast. THOMSON – The sixth annual Amazing Refuge Race will be Aug. 26 at Upper Mississippi River National Wildlife and Fish Refuge, 7071 Riverview Road. Racers will be given a set of coordinates for a specific location, which they will find using a handheld GPS unit. Once at that location, teams must work together to complete a task. When that task is completed, teams will receive the next set of coordinates. Those who finish all tasks and arrive first at the finish win. Particpants may bring their own GPS unit or borrow one for the day. The event will
