Chadwick Junior High could close by 2019 Board weighing options; resident suggests putting it to a vote

MILLEDGEVILLE – The Chadwick-Milledgeville School Board is considering closing Chadwick Junior High by May 2019, to help pay for about $11 million needed to expand and upgrade its other building, Milledgeville High School.

“After years of consideration, the Board of Education has unanimously concluded that the budget cannot sustain operating two buildings,” finance and facilities committee members Brad Smith and Dave Wagenknecht said in a written statement Superintendent Tim Schurman sent to Sauk Valley Media on Tuesday.

Aug. 21 in the Milledgeville High School library, 100 E. Eighth St. which served 164 students in grades 4-8 last school year, would save the district, which has been hit by declining enrollment, about $17 million over 25 years, Schurman said at a special meeting on the topic that was held before Monday’s school board meeting.

About $5 million of that will come from not doing asbestos abatement and health, life-safety repairs at the junior high – parts of which were built in 1915 – and the rest would be saved in operating costs, he said.

That money could be put toward the new high school gym and office space, and renovations to the existing building, which include removing asbestos, adding air conditioning, upgrading the communications

MILLEDGEVILLE – The Chadwick-Milledgeville School Board wants community input on a proposed building renovation and addition at Milledgeville High School.

Now through Aug. 2, taxpayers, homeowners, and registered voters in the district can fill out a survey about the proposal.

At present, the plan is to close Chadwick Junior High and perform system, replacing windows, weatherizing the building and installing more efficient LED lighting.

The board plans to issue some zero-interest bonds to help pay for the renovations, and to acquire land from the Milledgeville Park District for the addition.

If the school is closed, Chadwick students would be sent to Milledgeville High, which now houses the district’s pre-K-3 students, as well as its high-schoolers.

“I’m not opposed to anything,” he said, but “I’m concerned that the general public has not had all the chances to review the options out there.”

MORRISON – Whiteside County Sheriff’s Sgt. Kristopher S. Schmidt, a Republican, made his 2018 bid for sheriff official at a news conference Thursday at The Covered Bridge.

The 1990 Prophetstown High grad, who said he has wanted to be an officer since he was a child, began his career in uniform when he enlisted in the Air Force and was stationed in Iceland then Missouri.

He was discharged in 1995, got his first job with the DeWitt (Iowa) Police Department, and also got his bachelor’s in organization management with a criminal justice minor at Ashford University in Clinton, Iowa.

Obituaries Barbara B. Hartman

SAVANNA – Barbara Bess Hartman, 82, of Savanna, passed away Saturday, July 8, 2017, at Mercy Medical Center in Clinton, Iowa.

Barbara was born Jan. 19, 1935, at home in Savanna, the daughter of Charles and Mildred (Krafft) Taylor. She attended Savanna High School and graduated with the class of 1952. On Feb. 23, 1958, Barbara married Lyle Hartman at Savanna Community Church.

Barbara worked as a bookkeeper at many places in the Savanna area for 40 years, retiring from Savanna City Hospital. She was a member of First Evangelical Lutheran Church in Mount Carroll, the Red Hat Society, and NARFE. She was an election judge for many years; and in her spare time enjoyed knitting, crafts, needle point, playing cribbage, and in her younger years, bowling. Most of all, she enjoyed the time spent with her family.

Barbara will be dearly missed by her husband of 59 years, Lyle; three children, Susan (Mike) Herman of Pflugerville, Texas, William Hartman of Waterloo, Iowa, and Sharon (John) Hartmann of Lusaka, Zambia, Africa; and three grandchildren, Caitlin (Joshua) Voigt of Elkhorn, Wisconsin, Reese Hartmann of Rockford, and Aaron Hartmann of Enid, Oklahoma.

She was preceded in death by her parents.

Carroll County waits to see state budget’s impact Administrator guesses ‘we will see a little loss’ in revenue

MOUNT CARROLL While the mechanics of state government grind forward and county officials continue to be cautiously optimistic about appropriations, Carroll County residents will soon learn if the state’s new budget will hurt or help local coffers.

“There will be some impact to the county, but it is not as bad as it could have been with property tax caps, tax freezes, and things like that,” Carroll County Administrator Mike Doty said during the County Board’s meeting Thursday. “I’ve been looking at the budget part of what is coming up, and I’m looking at our revenues, and some of the things I’m a little concerned about are things like the shared income tax.”

He said the state is saying it will try to give counties the same revenues as last year, but while increasing the income tax to 4.95 percent the state also lowered the amount

“I want that same relationship between our department, our personnel and the citizens we serve.”

“You can have fun when you need to have fun, but when it’s time to do the work, they understand we have to do our job. That’s exactly what I’m looking for.”

“We are still trying to figure out what that will be,” Doty said. “We don’t know how sharp their pencils are, but we will see.

My guess is we will see a little loss, but not what it could have been had they done things differently.”

The board also heard a report from County Recorder Brian Woessner outlining a proposal for a statewide flat recording fee. Woessner told the board he has been working against a flat fee for the past year and he continues to do so.

“Now banking regulations are forcing the states to implement a flat recording fee,” Woessner said. “I strongly believe that it needs to be set at a county basis and not the state.

If you were to change a recording fee and go through the state, I cannot even imagine what it would take with lobbyists and such to try to get enough counties together.”

He told the board Cook County is arguing in favor of a statewide flat fee

because no recorder wants a higher recording fee.

“Their volume is so immense that when they propose a $35 flat recording fee it will reduce the income to the majority of counties in the state dramatically, and you would find a whole different discussion at board meetings when they are trying to generate some revenue,” Woessner said.

The bill setting a statewide flat fee is awaiting the governor’s signature.

“My proposal is on a $50 recording fee, $23.50 goes to the General Fund, $11 goes to the GIS Department, $6.50 goes to the Recording Fund, and the RHSP is an additional $9 and covers a majority of the documents that are recorded in Carroll County,” Woessner said.

“So basically our recording fee for the most part is $50 per document.”

His recommendation upon the passage and signing of HB3036 will be that the County Board will take the flat recording fee to $52, or

an increase of $2.

“That will just stay stable with the revenue that the county is receiving,” he said.

In other business, the board rejected the low bid for roofing the Highway Office building and will rebid the job under new specifications.

The board also denied a request from JULIE Inc that would have waived the lease fees for data, and instructed GIS Director Jeremy Hughes to offer the requested data at a discounted rate.

And, the board approved an Intergovernmental Agreement for data sharing with Jo Daviess County.

Before adjourning, Board Chairman Kevin Reibel reappointed Kurt Brunner to the QCREDA and Bill Jahnke to the Upper Mississippi River International Port District Board.

The next County Board meeting is scheduled for 9:30 a.m. Aug. 3 at in the small courtroom of the Carroll County Courthouse.

LANARK – Some feathered bruisers are making a mess on the city’s east side.

Lanark aldermen heard about turkey troubles at the July 18 City Council meeting. City staff have received numerous complaints from residents on Locust Street about turkeys doing damage to vegetable gardens and kicking over mulch.

Mayor Ken Viglietta read a letter from resident Arman Stover, which included information on the number of turkeys in America. Viglietta said there

were 400,000 turkeys in 2015, and 1.5 million this year. “People are feeding them. I think the turkeys here are an institution. I like to watch them, but they have doubled,�

Viglietta said.

The number of turkeys has jumped from about 13 to 25 or 26. Police Chief Matt Magill said the matter is a feral animal issue. “We passed an ordinance on feral cats, that you can’t feed them,� Magill said.

Despite the humorous tone, turkeys are no laughing matter. “If a turkey smacks its head on the hood of a car, it’ll cost $1,000

damage,� Magill said.

The council will examine changing the ordinance to ban feeding feral cats and other creatures, with an eye on precise wording. City attorney Ed Mitchell pointed out that, technically, bird feeding would be a violation.

During council comments, First Ward Alderman Lance Leverton publicly apologized to former City Clerk Jackie Hawbecker, who chose not to run for reelection in April.

City personnel have been making progress on more than $84,000 in unpaid water bills, and other unfiled documents, found in a top-drawer filing cabinet in late April. There is no indication that any criminal activity took place. “I think she’s done this city justice for the numerous years she served this city. I feel bad her name got thrown out there like that,� Leverton said.

LANARK – The Eastland school board voted July 19 to approve a new 3-year collective bargaining agreement with the Eastland Education Association.

Superintendent Mark Hansen said the contract increases the base salary for first-year teachers by 2 percent each year. The agreement includes the 2017-18, 2018-19, and 2019-20 school years.

In other action, the board approved: • A “State of the Schoolsâ€? program on Nov. 9 at the high school. “It’s like the State of the Union address, but designed to give parents information on what district initiatives

are new,� Hansen said. “There’ll be a banquet, a keynote address, and breakout sessions.�

Members of the public also will be welcome.

More information and invitations will be sent out in October. • Displaying the tentative 2017-18 budget. The document projects a net deficit for the year due to heating and air conditioning work at the high school. The education, buildings, transportation, and working cash funds all are projected to have surpluses. The budget is available for display.

A public budget hearing will be at 6:30 p.m. Aug. 23 before the regular board meeting at the high school, 500 School Drive, Lanark.

ADA upgrades beginning in Thomson, IDOT says Prairie Advocate staff

THOMSON – A $147,000 project to make the sidewalks and ramps along state Route 84 more accessible to the disabled began Thursday.

Law Excavating will be replacing sections of the sidewalk and all the handicap-accessible ramps at the intersections to make them comply with the American with

Disabilities Act, the state Department of Transportation said in a news release.

There will be lane closures during working hours, to make room for equipment and workers, and drivers should be prepared to stop for flaggers.

The work is expected to be done by early September, IDOT said.

You never know how a new event will go. This year, we tried something new and switched up our Membership Appreciation event. This was the first year in more than 12 that we moved from a breakfast to an evening event. I would have to say for the first year, it was successful, as we served as many this year as we did last year at the breakfast!

While we will be reviewing how the event went, I can say we will be doing it again next year. We have a few tweaks to make, just like always, but it will surely be happening again! I need to give a huge shout out to Lake Carroll for allowing us to use its facilities.

Another large shout out goes to all those who were able to assist with the event.

We had most of our board

members in attendance, a few COUNTRY agents and assistant, and staff. As we know, schedules are crazy and age hits us, so we needed to make the event a success without overworking.

About 15 members of the Carroll County Kids 4-H Club of Mount Carroll and the Milledgeville Hotshots recently worked together on a community service project at the Carroll County Fairgrounds near Milledgeville.

The clubs received a donation of several gallons of stain from Farm N’ Fleet, and stained the bleachers around the horse arena. The groups also met together, received reminders about upcoming events, and talked about their next meetings.

A Chance to Talk Agriculture with the Speaker of the House

By Chris Johnson For Northern Illinois Ag Mag When asked if anyone wanted to make a trip to the nation’s capital, Jacob Perino didn’t hesitate. “I raised my hand,” said Perino, a 24-yearold farmer from Deer Grove.

He was being asked by a Growmark representative after having attended classes at his local Growmark-FS co-op to learn about farming.

“I am ag. I am the young face of ag. I want more young people my age interested in ag,”

Perino said. “I wanted to go because I am a young farmer, and I wanted to share my story.” Less than a month later, Perino was part of an Illinois delegation in a private meeting with Speaker of the House Paul Ryan, who he calls “just a normal guy, but he has one of the hardest jobs.”

The 30-minute meeting was a chance converse with one of the most powerful man in government about agriculture.

“We had a good conversation.

He was interested in what we had to say,” Perino said. The

trip was part of the National Council of Farming Cooperatives and was a 3-day time for co-ops to meet with leaders and discuss concerns and lobby for the Farm Bill.

Every co-op from grains and livestock, to berries and fruits was represented. Perino had a chance to talk with Illinois congressmen about infrastructure needs in the county. With highways, bridges, and locks and dams aging, there is a need to improve the crumbling system to meet the demands of all industries, not just agricul-

ture. “The roads are not adequate for today’s needs. The roads need to be improved to increase weight limits,” Perino said. Also needing attention are the locks and dams along the Mississippi River that allow barges to move goods through. The amount being shipped today cannot be handled by the current system, Perino said, and barges get backed up waiting for a turn to get through the logjams.

Sterling Newman Central Catholic Lady Comets Head coach Debbi Kelly and assistants Michelle Kreczmer, Jen Ferris and Sarah Egan lead a Lady Comet team that finished last season with a 20-12-2 record, 10-2 in the Three Rivers conference.

Key returning players and their positions include Hannah Wilson (MH), Cassidy Wilson (OH), Lauren Wilson (H/S), and Madison Craft (S). Key newcomers are: Aidan Brown (OH), Hailey Frank (OH), Hannah McCarty (MH), and Savannah Skinner (DS).

Who will be the other area teams to beat this season? In the area: Sterling, and in the Three River conference: Kewanee and Princeton. “We are looking to keep improving and defend our conference title and make a good postseason run,” Kelly said .

Strengths? “Our strength this season will be our ability to have dominant pin hitters in all six rotations,” Dykeman said. “This will allow us to stretch a lot of defenses we play. In addition to this, we strengthen an already great returning defense with new players (both front row and back row). This combination should

The other area teams to beat this season? “Rock Falls, Sterling Newman, and Dixon always put high-level teams on the floor year after year,” Dykeman said, “I expect that to continue this season.”

“It should be a great season for the Sauk Valley area to watch volleyball. There will be several teams and a multitude of athletes that have worked hard in the offseason and it will show in many great matches throughout the Sauk Valley this year.”

Our success will rely heavily on the adjustment period our junior class has with playing varsity football.”

Forreston and Le-Win. Expectations for the upcoming season? “Our expectations are to compete, night in and night out, in one of the toughest conferences in the state. As a program, we are looking to have carry over from week to week that is necessary in playing winning football.”

Carroll County Senior Center has a donation box for old and broken cellphones. We recycle them by sending them to a company that refurbishes them for emergency 911 phones in areas devastated by disasters and for sale to low income persons.

There is one box at the Senior Center now. If the program goes well, we will increase the number of boxes and place them in other areas around the county.

If you know of anyone looking to get rid of old cellphones, ask them to drop them off at the Carroll County Senior Center during our regular business hours, 8 a.m. to 2:30 p.m., Monday thru Friday.

Activities at the Senior Center Recycling Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their respective communities, and those who bundle the paper and haul it to the local distribution centers. We need more help with this project. The “gathering” people work just a couple of hours a month in their respective communities. The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare. And the “loaders/haulers” help load and/or haul the papers to the distribution center.

Senior Services Would you like to get a discount on your license plates?

If you qualify, you can apply for the Benefits Access Program, formerly Circuit Breaker, and receive a discount on your license plate sticker. Income guidelines per year are: for one – $27,610; and for two – $36,635. The age requirement is 65 or disabled.

Also if you have applied before please check with us to see if it is that time of the year to reapply for your license plate discount.

Call us at 815-244-1800 to make an appointment for help with your application. If you applied in 2014, you will need to apply again this year. Remember to bring proof of all income for 2015 (i.e. 1099 from Social Security, or your 1040 or 1040A income tax form, etc.) to complete your license plate discount application.

The Department on Aging has notified us that starting Jan. 1, 2017, you will need to bring proof of income for 2015 and 2016 in order to qualify for the license plate discount.

Transportation Carroll County Transportation now has three buses and six vans, all wheelchair accessible.

Seniors Around the County GRO – Great River Outreach The Great River Outreach offers a delicious meal, friendship, and good conversation at two locations. In Savanna, food is served from 11:30 a.m. to 12:30 p.m. Monday through Friday, at the former Chestnut Park School near Poopy’s, south of town on state Route 84.

In Mount Carroll, food is served from 11:30 a.m. to 12:30 p.m. Wednesday at Mount Carroll United Methodist Church. Any age is welcome.

Donations are accepted but not required.

Penny Von Essen cooks for both locations and food is brought to Mount Carroll.

Volunteers are involved in this endeavor. Why eat alone? Consider joining the group often!

Turning 65 can be very confusing with all the information you receive in the mail about which Medicare D Plan to take or which supplemental to get. What’s happening at CCSSO Well, this summer is sure going fast. Things have busy here at the Senior Center. Our new computers and phone system are in and seem to be doing well.

We have a new fax number, and it is 312-278-0142. Also a reminder that we no longer have the 800 numbers for the Senior Center, (our number is 815-244-1800; our Transit number is 815-244-0011).

Speaking of Transit, they have extended their hours and will be here until 2:30 p.m. Monday through Friday. To schedule a ride for the next day, you need

to call by 12:30 p.m. the day before, and of course the sooner you call to schedule your ride the better.

Sept. 1 is approaching fast, and that is when LIHEAP starts. Remember if you come in to apply you will need to bring: 1. Proof of income for the past 30 days.

2. Current gas and electric bill, the full bill.

3. Social Security cards for everyone in the family.

Open Enrollment will start Oct. 15 and go until Dec. 7. That is the time you can come in and check out your

drug plan to make sure all your medications will still be on your plans formulary and to see if there is a better plan to meet your needs. We take appointments during this time because we fill up so fast. So if you would like to call to schedule your appointment for Open Enrollment, please contact one of our S.H.I.P. Counselors, Karen Holm or Deb Connor.

When you turn 65 and become eligible for Medicare, the best time to enroll is during your Initial Enrollment Period. Your IEP includes the three months before, the month of, and the three months following your 65th birthday. Your IEP will span from September 2016 to March 2017. If you enroll in Medicare during this time, you will avoid late enrollment penalties.

The date when your Medicare coverage begins depends on when you enroll during your IEP. For your coverage to begin as soon as possible, it is best to enroll in the first three months of your IEP. Your Medicare coverage will then go into effect starting the month you turn 65.

To enroll in Medicare, please stop by the Senior Center and we can do this for you.

It is important to be proactive and take the steps to enroll during your IEP. If you miss your IEP, you may be limited to specific times when you can enroll in Medicare in the future, and you may face a penalty for late enrollment, resulting in higher premiums.

New Medicare cards are coming; so, too, are scammers A Medicare card number is a Social Security number, usually your own, and it is important to safeguard this number against identity theft and never give it to strangers over the phone. We are often asked why Medicare doesn’t just change the number.

Well, Medicare is changing the number.

Beginning in April 2018, the Centers for Medicare and Medicaid Services (CMS) will start mailing out new cards to beneficiaries with an 11-digit combination of letters and numbers that

has nothing to do with your Social Security number. CMS will stagger these mailings, and by April 2019, all Medicare beneficiaries will have their new cards.

You will not need to do anything to receive your new card. It will be sent via mail.

Phony phone numbers The Illinois Senior Medicare Patrol and several SMPs in other states have received reports from people who have tried to call a legitimate government or social service agency only to

end up talking to a potential scammer, who may ask for bank information or your Medicare card number.

How does this scam work? This Federal Trade Commission explains how scammers have bought phone numbers that closely resemble the phone number for an actual U.S. Department of Veterans Affairs program. They are hoping that people calling the VA will misdial the real number and reach them.

It’s not just the VA. Last year in a fraud alert article, we shared how scammers

used phone numbers similar to 1-800-MEDICARE (1-800-633-4227) to trick people misdialing that number. We are also seeing this happen with Medicare’s Quality Improvement Organization and even with state programs meant to help people navigate Medicare.

If you are calling Medicare or VA, they will not ask you for money or bank information. If this happens to you, report the call to the FTC at www. ftccomplaintassistant.gov or call the Illinois SMP at AgeOptions.

LANARK — The Illinois State University football team has added some serious heft in the trenches.

Eastland-Pearl City’s Peyton Asche, a 6-7, 320pound senior offensive tackle, has committed to play for the Redbirds.

He said he made his choice after meeting with Redbirds co-offensive coordinator and offensive line coach Dan Clark.

Asche said until that day, Illinois State was not really at the top of his list, but the Redbirds got there in a hurry.

“I talked with Coach [Cody] Deti earlier that day and he said Coach Clark will be coming in later,” Asche said. “…. I went to the weight room and worked out for Coach Clark. I really liked Coach Clark, talked to him for a little bit. They became No. 1 on my radar

pretty quick after I met with Coach Clark.”

Asche said Clark was the second college coach to watch him work out.

“He’s the offensive line coach, so I’m going to spend a lot of time working with him,” Asche said. “I went down to visit and I really liked the campus. I could really see myself going there.”

With Clark at the helm, the Redbirds’ offensive line allowed 37 sacks in 2016 and averaged 4.4 yards per carry. The 2016 Illinois State team went 6-6, losing to Central Arkansas in the first round of the Division I FCS playoffs.

“It’s a zone run scheme and we don’t do much zone run [at EPC], so it is different,” Asche said. “It’s just learning. It’s going to be an adjustment. Any high school to college, it’s going to be learning their systems and learning the plays and everything.”

a camp at Wisconsin. In the end, it was the Redbirds winning out.

“It’s nice to be able to focus on my season and focus on my teammates and playing,” he said.

Asche was a unanimous choice last season on the All-NUIC Northwest squad as an offensive lineman, and was also first-team allconference on the defensive line.

“They’re getting a kid with a great work ethic,” said Randy Asche, Peyton’s father as well as the EPC head coach.

“Obviously Peyton’s got great measurables, and I think that’s what they’re looking at. Peyton’s worked really hard to transform his body and he

bends well, he’s got more flexible, got quicker on his feet. I think they’re getting a kid who’s going to work hard and do the best that he can for them.”
