City approves TIF agreements with 3 businesses Dimmick now full time as chief of police

SAVANNA – Three Savanna businesses will be receiving TIF funds to help develop their properties after the City Council approved a second reading of related ordinances during its July 11 meeting.

The Answer Fitness Center will receive $11,377 over 5 years for renovations and improvements. That’s 20 percent of the project costs.

Alderman Roger Husband said he was “having a little trouble with being quite so free with this money when there is no financial return coming back to it.”

“I’m not going to say I’m completely opposed to it,” Husband said. “I just have concerns that we’re maybe giving away money now that we might wish we had distributed to someone else later.”

Mayor Chris Lain noted that because the business is

downtown, “we may not see a huge increase.”

“For the most part, we’re not expending these buildings,” Lain said, reminding everyone that a building was destroyed by fire and there is a benefit to keeping a downtown building storefront (The Answer Fitness Center) operational.

Lee said she felt the majority of TIF requests would be improvements to already existing businesses, such as The Answer.

“My personal opinion is that to keep a downtown of this size of this age, vibrant, keeping businesses open and improving their facades … is the largest payback we are going to get in general from this.” She added that the TIF committee will never authorize spending more than it has.

Alderman Pat Sanchez also noted that if any businesses getting TIF money close, all payments will stop.

If the receipts from the business are more than the agreed upon estimates, the business will not receive more money, but the same

that was stipulated in the agreement, Sanchez said.

The council approved the agreement with the Answer, with Sanchez and Husband voting “no”, and Alderman Samantha Ritchie abstaining. Alderman Jeff Griswold was absent.

TDP Investments, which has purchased 44 Main Street and plans to open a drive-through liquor store and gaming facility, was awarded 30 percent of its costs, totaling $82,369 over 12 years.

Alderman Chris James said he felt the amount granted may have been too low, given what he sees as the potential for jobs and income for the community, as well as the location of the business. James voted “no” on the motion for this reason, and Sanchez also voted “no,” but the motion passed.

An agreement with Dwarika Liquors for TIF funding was also approved, in the amount of $3,462.00 (25 percent of total costs) over 2 years, with Husband providing the sole “nay” vote.

New police chief and officer

Pursuant to a recommendation by the Personnel Committee, the council voted unanimously to appoint Lt. Kevin Dimmick, who has been acting as interim chief of police in the wake of Michael Moon’s resignation, to full-time police chief, filling out Moon’s 4-year term.

The council also approved the recommendation of the Personnel Committee to hire Dustin Lawson as a fulltime police officer, with a starting pay rate of $17.47 per hour. Lawson began work Monday.

Officer commended again for saving a life

The council, for the second time in 3 months, read a commendation for Officer Nic Meeker, who performed CPR on an elderly citizen who was suffering heart failure, and assisted the ambulance crew as well.

Meeker also escorted the ambulance on its way to the hospital in order to provide

safe passage for the patient.

Meeker received a standing ovation from the council and assembled crowd.

Wastewater treatment plant update

Superintendent of Public Works John Lindeman told the council that following a meeting with Williams Brothers Construction (the firm responsible for the construction of the new plant), the firm had expressed confidence that it could hit the “substantial completion” date critical to receipt of grant funding for the project.

“Most of the major work is completed,” Lindeman said.

“Right now the electricians are pulling wire like crazy. ... Some of the smaller things are getting finished up. ... They are looking to do some bypass pumping here in the next 2 weeks down at Bowen, ... so it’s getting close. ... I want to say we’re probably looking at mid-August for bringing the plant online.”

Re-zoning and map amending request approved The council agreed, after long discussion, to approve two zoning and map amendment requests from J.C. Carey, at 1811 and 1819 Wacker Road. The request was to rezone the properties from residential to commercial.

Alderman Husband had issues with the request at 1811 Wacker, saying that he wasn’t comfortable with the council voting on a zoning map without even “knowing what we are re-zoning”. He termed this practice “spot zoning” and said he’d favor sending the matter back to the Planning and Zoning Committee, and look at zoning a whole strip of land as opposed to one piece of property.

“We’re recommending, in my opinion, blind decisions,” he said.

Lindeman brought forth a zoning map for Husband to review in light of his comments.

All but Husband voted to approve the ordinance.

MOUNT CARROLL CITY COUNCIL

Council nixes water meter bids; rebidding likely in Sept.

MOUNT CARROLL – Digital water meter reading will take a bit longer to arrive in Mount Carroll.

The City Council voted July 11 to reject two bids for replacing about 850 water meters and several fire hydrants. With the digital switchover, meter readers could drive through Mount Carroll and receive data transmitted from the readers to a handheld device, then to city computers.

The bids were for $589,055 from United Meters Inc. of Morris, but the bid had to be rejected because of an error in the company’s advertisement of the bid. The other bid was from Mechanical Inc. of Freeport for $547,800.

The new plant will cost about $9.6 million.

The city is getting an IEPA loan for about $12.7 million, which should cover everything, including money to reimburse the city for the design fees, but the loan agreement can’t proceed until bids are let, and bids can’t be let until the design is in place.

Obituaries THOMSON – Helen E. Manning, 92, of Thomson, passed away peacefully Tuesday, July 11, 2017, at Big Meadows Nursing Home in Savanna.

Helen was born April 8, 1925 in Ideal, rural Carroll County, the daughter of William J. and Neva B. (Atherton) Hans. She attended York Community High School, and graduated with the class of 1943.

On Aug. 31, 1946, Helen married the love of her life, Frank Felix Manning, in Ideal. They celebrated 59 years of marriage, before Frank’s passing in 2006.

Helen was a homemaker, and she took pride in raising her sons.

Helen was a past member of Hope United Methodist Church in Chadwick. She was also a member of the Grange. She enjoyed playing the piano, sewing, embroidering, reading, and square dancing. Most of all, she treasured the time she spent with her children, grandchildren, and greatgrandchildren.

Helen is survived by a son, Bill (Lola) Manning of Thomson; four grandchildren, Christa (Dave) Curley of Fulton, Bryce (Jessica) Manning

of Marion, Iowa, Dustin Manning of Thomson, and Alan (Wendy Benson) Manning of Cedar Rapids, Iowa; and nine greatgrandchildren.

Helen also was preceded in death by her son, Kenny, and brother, Elmer Hans.

ROCK FALLS – Dorothy A. Libberton, 84, of Sauk Valley Senior Living and Rehabilitation Center in Rock Falls, died Sunday July 16, 2017, at the center.

Dorothy was born Dec. 26, 1932, in Lima Township, to John W. and Inez E. (Cheeseman) Hose. She was educated in the Polo grade schools and was a graduate of Polo High School.

Dorothy was most recently employed by Sta-Rite Industries and Walgreens in Delavan, Wisconsin. She enjoyed traveling, reading, and crocheting.

Survivors include one daughter, Debra (Ed) Pruis of Morrison; one son, Michael (Sharyn) Whitmer of Mesa, Arizona; three grandchildren, Matthew (Mary) Barta, Amy (Jared)

Morrison teen charged with murder of mother Investigators say daughter shot mom, tried to conceal crime with arson

STERLING – The daughter of a Morrison woman whose body was found in a burning home Saturday shot her in the head Thursday, then she and a friend waited a day, cleaning up, before setting the house on fire to conceal the crime, investigators said in Whiteside County Court last week.

Anna Schroeder, 15, who lived with her mom, Peggy S. Schroeder, 53, at 805 W. Park St., is charged with two counts of first-degree murder, concealment of homicidal death, and arson.

Despite the first-degree

murder charge, because she is younger than 16, state law dictates that she start out in juvenile court. If she is tried and convicted as a minor, she could be imprisoned until she is 21.

Her friend Rachel Helm, also 15, of Rock Falls, has not yet been formally charged.

They are being held at the Mary Davis Detention Home in Galesburg.

Both girls appeared in Whiteside County court July 11. Anna had her initial appearance; both have a pretrial hearing Aug. 8, which also will serve as Rachel’s initial appearance.

According to testimony from sheriff’s Detective David Molina, who interviewed both girls: Anna was waiting at home with her mom’s .38 revolver when Peggy, who worked at the Wahl Clipper Service Center, 3001 N. Locust St. in Sterling, came home July 6 around 5:30 p.m. Anna

She texted Rachel about what she did, but her friend didn’t believe her, so Anna sent her a picture of her mom’s body. Rachel had her mother give her a ride to the Schroeders’ home that night, and the girls tried to clean the blood out of the carpet.

Family creates memorial fund

MORRISON – The family of a Morrison woman who police say was shot and killed by her daughter has established a memorial fund, and say her funeral expenses are otherwise covered.

The Peggy Schroeder Family Memorial has been set up at Triumph Community Bank, and donations may be made at or sent to any branch, Charlene Leuer, sister of Peggy Sue Schroeder, said Friday morning.

Schroeder, 53, was shot July 6 by her 15-year-old daughter, Anna, police said.

Schroeder, 18, of Walnut, Thursday established a GoFundMe account to help pay funeral and other future expenses that might arise, but Friday afternoon changed the purpose to pay off her mom’s car and house.

They walked to Subway, where they spent an hour eating and where Anna learned that her father, Daryl Schroeder of Walnut, was coming to Morrison.

Rachel set fire to the bed sheet covering Peggy and to sheets in Anna’s room, then they walked to Grove Hill Cemetery, and hid Anna’s phone and the gun. (They have since been recovered.)

Anna went to her father’s home, although it’s not clear from testimony how she got there, and Rachel went back Schroeder graduated from Mount Carroll High School in 1983, and worked for Wahl Clipper Corp. in Sterling. She was an avid gardener.

She also is survived by sisters Patty, Brenda and Nancy Cravatta and brothers Jonathan, Joe and Tom Cravatta.

A memorial visitation will be held from 3 to 7 p.m. Friday at BosmaRenkes Funeral Home in Morrison.

Her memorial service is at 10:30 a.m. Saturday at St. Peter Evangelical Lutheran Church, 601 N. Jackson St. in Morrison, followed by a graveside service at 2 p.m. at St. John the Baptist Catholic Cemetery in Savanna.

She confessed everything – including having researched children who murdered their parents, Molina testified.

An autopsy was done July 11, but the official cause of death won’t be released until the pathologist’s report is complete, which could take several weeks, said Sterling Police Chief Tim Morgan, who was the deputy coroner who responded to the scene.

he Carroll County Fair Books are out! It is hard to believe how time has flown this summer, and we are already thinking of fair week. As usual, we have many activities going on throughout fair week.The Young Leaders are taking teams for the Ag Olympics and the lil Olympians that we sponsor with the 4-H. If you have not watched the Ag Olympics, it can be quite entertaining. This year, the Young Leaders have come up with some new games to offer our contestants and fans. The messy games are always the most fun to watch. There will be 4 to 5 different activities that teams of four will compete in. Teams consist of four in the following age groups: Division 1 ages 8-11; Division 2 ages 12-14; Division 3 ages 15-19; and Division 4 20+. Cost is $10 per team.

The Ag Olympics will take place from 4:30 to 6:30 p.m.

Thursday, Aug. 10 on the west side of the grandstand on the track during the fair.

Teams will compete for cash prizes. Forms to register are in the fair book, on our website www.carrollcfb.org, at our office and through the Extension office. Don’t hesitate, ... get your team signed up today!

This week marks our 11th Tractor Drive. It will take place on Friday, leaving from Thomson park at 8:30 a.m. and returning about 2 p.m. The route was in last week’s paper.

A cookout of Americans’ favorite foods for the Fourth of July, including hot dogs, cheeseburgers, pork spare ribs, potato salad, baked beans, lemonade and chocolate milk, cost slightly less this year, coming in at less than $6 per person, says the American Farm Bureau Federation.

Farm Bureau’s informal survey reveals the average cost of a summer cookout for 10 people is $55.70, or $5.57 per person. The cost for the cookout is down slightly (less than 1 percent) from last year. ​Competition in the meat case is making grilling even more affordable for consumers this year, Newton noted.

Newton said retail dairy and meat prices included in the survey are consistent with recent trends and are expected to continue to be stable.

The year-to-year direction of the marketbasket survey tracks closely with the federal government’s Consumer Price Index report for food at home. As retail grocery prices have increased gradually over time, the share of the average food dollar that America’s farm and ranch families receive has dropped.

“Through the mid-1970s, farmers received about one-third of consumer retail food expenditures for food eaten at home and away from home, on average., That figure has decreased steadily and is now about 16 percent, according to the Agriculture Department’s revised Food Dollar Series,” Newton said.

Health care reform, and plan to replace it, discussed at forum

FREEPORT – A panel of health care and insurance specialists discussed the Affordable Care Act and the legislation being proposed in Congress to replace it during a forum July 10 hosted by the organization Anger Aside.

The panel acknowledged the ACA, commonly referred to as Obamacare, accomplished its stated goal of making health care accessible to millions of Americans previously uninsured. But they also discussed the unintended consequences that have become shortcomings of the ACA. Mark Gridley, CEO of FHN, and Monroe Clinic CEO Mike Sanders were on the panel, as were registered pharmacist Peggy Badgett and Dimond Bros. Insurance benefits broker Stephen Lafferty. About 100 people attended the forum at the Freeport Public Library.

Badgett acknowledged an increase in Medicaid numbers and the extent of coverage received.

“It seemed there were many more people

added to the Illinois Medicaid rolls,” Badgett said. “The disparity of coverage seemed to be a bit more obvious, where we would see people coming in that only had to pay $2 or $3 for a medication, and yet, other people are paying much higher premiums through private insurance.”

Sanders cited access to health insurance as the primary original intent of the ACA and said that effort remains successful.

“People are more willing to come in for care early and get preventative care if they have insurance,” Sanders said. “Even if they call and say they cannot pay and don’t have insurance, or they may not call or wait ’til later, and I think that was the idea behind the ACA. It was more focused on insurance and did not change a lot of health care dynamics and it was plenty imperfect. But, if you look back to 2010 when the act was passed, the goal was to improve access and we have seen that. We have seen more people with insurance and more people with access.”

Beaudry moving on after 118 performances, 16 seasons

Timber Lake Playhouse’s artistic director, James Beaudry, will end his 16-year career with the theater on July 30, returning to his native Cleveland.

“For me, I just feel like it was the time to make the decision to go. You don’t want to take the job for granted. You need someone to come in and be excited about shows they want to do,” the

37-year-old Beaudry said Thursday.

Beaudry attended Wooster College in James Beaudry Ohio, and was hired in 2001 as a performer and choreographer. He began directing in 2003, and became Timber Lake’s artistic director in 2009.

The outgoing director said that for every previous year, he had a list of shows the theater had to do.

About the Illinois Youth Survey The Illinois Department of Human Services (IDHS) has funded the administration of the Illinois Youth Survey (IYS) biennially since 1993. The IYS is a self-report survey administered in school settings, and is designed to gather information about a variety of health and social indicators including substance use patterns and attitudes of Illinois youth.

The survey is completed every two years in Carroll County by 8th,10th and 12th graders. The most recent data is from 2016. In 2016, 70% (360) Carroll County students took the 150 question survey that examined substance use, bullying, diet, school/ community connectedness and many other things.

IYS allows us to look at trends for individual participating schools as well as the county, region, and state.

“I believe those 10 folks were misled,” McCombie said. “This budget isn’t balanced, and it doesn’t address pension liabilities.”

McCombie, a former Savanna mayor, said she would have been willing to wait it out a little longer.

“We still would have had a tax increase, but we would have had real reforms,” McCombie said.

The budget includes a 32 percent income tax increase, from 3.75 percent to 4.95 percent. McCombie is a co-sponsor for a bill to repeal the tax hike. She said it was frustrating to watch bipartisan efforts to negotiate a deal be tossed to the wayside at the last minute.

“When Speaker [Michael] Madigan knew he had enough votes, he submitted his own bill and 14 hours of good-faith negotiations stopped,” McCombie said.

Anderson said the state is in a perilous situation without the reforms pushed

by Gov. Bruce Rauner during the budget process.

“The state is in rough shape, and it will continue to be until we bring reforms to the way it does business,” Anderson said. “We must completely change how we spend tax dollars.”

The clock is ticking on the most pressing reform measure in the General Assembly.

Education funding is the last unfinished piece of the new budget. Senate Bill 1 has Democratic lawmakers at odds with the governor. If a new formula isn’t approved before the school year starts, the state’s money for education can’t be spent.

The biggest sticking point is that SB1 includes $450 million for what the Republicans call a bailout of Chicago Public Schools. They argue that the Chicago schools already get a disproportionate amount of the state’s education funding, and years of inadequate funding of pensions is to blame for its dire financial situation.

“I agree with the funding formula, but I’m not willing to give Chicago our tax dollars for their pensions,” Anderson said.

McCombie said the categorical payments, which fund things like school transportation and special education, are also unfairly distributed in Chicago’s favor.

Anderson said he has an idea that would go a long way in fixing the state’s spending problems, but calls it a pipe dream.

“It would be great if we could fully fund public safety, education and Medicaid before finding money for anything else, but we’ll never see it happen because of politics,” Anderson said.

McCombie said her most pressing areas of spending reform would be pensions, workers’ compensation and weeding out government agency inefficiencies.

The West Carroll School District Fall Sports Parent, Student-Athlete and Coaches Athletics Meeting will be at 6 p.m. Thursday, July 27, at West Carroll High School in the cafeteria. But after a Supreme Court ruling, states were allowed to decide whether to participate. About two-thirds of U.S. states took the additional money, and about onethird did not.

“In our world, Illinois did and Wisconsin didn’t, so that made some things different from what was originally thought,” he said.

Lafferty called the ACA a “revelation” that “we really has been waiting for a long time” because before it, he said, responsible, hard working people couldn’t get covered because of pre-existing conditions or because they couldn’t afford the premiums.

Gridley addressed regulatory issues surrounding the ACA. “I believe the original intent of the ACA was very noble, and that was to make sure people had access to health care,” he said.

“Unfortunately, what happened to it was that there were so many modifications and add-ons and regulatory changes that it became somewhat burdensome, and that was an unintended consequence.”

He said even with expanded coverage there were a number of people left without coverage.

“Different states taking different approaches challenged the foundation of the ACA, and there were key positions that were not included in the ACA, and those came to the insurance companies themselves,” Gridley said. “There was a lot of confusion early on.”

Gridley provided statistics showing significant increases in coverage provided though Public Aid and Medicaid, while the amount of charity care is decreasing.

“I believe the original intent was noble, but what happened as a result has serious opportunity for improvement,” Gridley said.

“I don’t believe the current bill [in Congress] is the answer to that, and they need to go back and do a bit more work on it.”

Gridley called for commercial

insurance reform and acknowledged the need for halting the escalating cost of health care.

Badgett proposed a path to becoming a better health care consumer that would include incentives for self improvement.

Lafferty suggested the need for changes to the profit-driven mindset of the health care system, and Sanders suggested a collaborative effort stressing personal decision making.

When the agenda turned to the Better Care Reconciliation Act, the discussion became cautionary and even foreboding.

“I see it as a tax break for the wealthy with the money coming out of the Medicaid program,” Sanders said. “Based on the Congressional Budget Office, in the years ahead, we are going to have 22 to 28 million people without insurance and that will basically undo what we’ve seen over the last few years.”

Gridley outlined the impact of defunding the Medicaid Program, as proposed in the BCRA. “In recent years and under the

ACA, approximately 650,000 people that did not have coverage are now able to get coverage,” he said. “Sometimes people think of Medicaid as only affecting women and children, but in reality it covers many more than that, including people with disabilities and those folks working full time, but not working at a level where commercial insurance is easily obtainable for them.”

He said under the proposed BCRA, the Medicare expansion will be reversed in 2021 so that by 2025 about 15 million fewer people would be covered by Medicaid and its sibling, the Children’s Health Insurance Program.

“What that means in Illinois is 625,000 of the 650,000 that were covered by the expansion will no longer be covered,” Gridley said.

“And, there is no alternative in place to take care of those people.

That will be impacting many of our neighbors.”
