Remembering Carley by giving back Parents, classmates rally together with school, park projects

MILLEDGEVILLE – The tireless determination Carley Harrielle showed on the volleyball court is being mirrored by others to honor her memory.

Her parents created a memorial fund that backed a $1,000 scholarship earlier this year, her classmates and teammates donated time in a southside Chicago school and money from business classes, and a charity volleyball tournament carrying her name is planned in August.

Carley was 17 when her SUV crashed on Aug. 15 into a concrete bridge on Schell Road, west of Sunshine Road in rural Milledgeville, coming to rest in a creek.

She died at the scene, but her presence remains at her family’s rural Sterling home, where a volleyball court remains, and a tractor tire leans against a tree. “She would pull the tractor tire with a harness,�

Carley’s mother, Dawn, said.

The last volleyball the Milledgeville Missiles hitter played with is still in the family’s kitchen, as is another with a bit more wear.

Her jerseys from Milledgeville High School and Pecatonica’s Excess Volleyball Club hang in her honor just down the hall.

Brad Grenoble, Carley’s volleyball coach for 2 years, said she was best friends with his daughter, Jade, and

Carley Harrielle he’d known her since she was a little kid. “It was more than just sports with Carley.

Obviously, she was an allstar volleyball player and had a future in that. She was dedicated to her friends, too.

There wasn’t anybody that she would snub her nose at,�

Grenoble said.

Carley’s father, Scott, 48, said she loved her team and friends, who returned that love in many ways including wearing blue T-shirts with one of Carley’s favorite sayings and releasing balloons on her birthday on Dec. 8.

The Harrielles returned the support by attending every MHS volleyball and football game during the year. “The kids were so good to us,� Dawn said. “We needed them, and I think some of them needed us.�

After speaking with Principal Brian Maloy, Dawn arranged to take 36 of the 39 seniors to help at a school on Chicago’s south side for their senior skip day.

Hughes Elementary School in the city.

“She has 31 students with no library, P.E. teacher or music teacher,� she said. “We donated books for their library and helped create a third-grade reading area.�

The third-graders sent thank-yous, and 25 of the 36 seniors read the letters on May 24.

The Harrielles used funds from the memorial at Carley’s funeral to establish the Carley Harrielle Memorial Fund.

Funds also will go toward new missile logos for the gymnasium and permanent sand volleyball courts at the school, with assistance from the Milledgeville Men’s Club. “What we want, more than anything, is for people to never forget Carley,� she said.

Shannon girl makes her mark in history

SHANNON – It was historic moment in the young life of Emma Joens of Shannon.

On May 4, Illinois History Day, the 13-year-old was recognized for her hard work researching and then creating a website on her hardy Irish ancestors, who bravely journeyed to America rather than starve in the Irish potato famine.

Emma, a student at Eastland Junior-Senior High School in Lanark, received the Margaret Anne Petty Genealogical/ Family History Award at the Prairie Capital Convention Center in Springfield for her project, “Living the American Dream.”

The award, which came with $100 and a certificate, is given to the project that “uses extensive genealogical records or focuses on a compelling family history.”

In her conclusion, Emma outlined the lessons she learned from her forebears: “With hard work and some elbow grease you can accomplish almost anything; if you want to change something you should but don’t just sit back, do something about it. There may have been some agonizing decisions and life or death on the line but they didn’t give up, they were determined to live the American Dream.”

The incoming freshman, daughter of Robyn and Josh Joens, 40 and 39, began her project in August as a class assignment, finished it in December, competed in the regionals shortly after, and learned in February that she was advancing to state competition.

It’s not the first time: Last year, Emma wrote about women’s suffrage and also advanced to state.

She enjoyed this year’s project, though, because it was personal, and eventually involved at least four generations of family members.

Her grandmother, Karyn Collier, 65, of Freeport, helped her with the project.

The two used Ancestry. com and a family history book to find information on their ancestors, got together with others relatives to find family headstones in Plum River Catholic Cemetery

PRINCETON – Wyatt Kenneth Lyle Wyatt, 22, of Spring Valley, passed away Sunday, June 4, 2017.

He was born Feb. 26, 1995, in Sterling, to Jolyn (Melberg) and Tom Wyatt. He graduated in 2013 from Princeton High School. He worked various jobs, including Sislers in Ohio. He was a big fan of WWE and was a member of Revolution Wrestling.

His backyard wrestling name was “Wolf Assassin”.

He enjoyed playing video games and watching movies, and was a fan of Marvel Comics. He especially loved Pikachu.

He is survived by his parents, Jolyn (John Groskreutz) Wyatt of Browntown, Wisconsin, and Tom (Virginia)

CELEBRATIONS

Pilgrims will celebrate 60th anniversary

Wyatt of Hennepin; one brother, Denver (Breonna Balensiefen) Wyatt of Browntown; two sisters, Casey (Josh) Simmons of Alpha and Tori (Nick Roberts) DeWaele of Wyanet; one niece, Nattie Simmons of Alpha; his maternal and paternal grandparents; several aunts, uncles, and cousins; and the special extended family of Matt Fransen. He had lots of great friends.

He was preceded in death by his maternal great-grandparents, his grandfather, Charlie Aldridge; one aunt, and one uncle.

A celebration of life will be from 10 a.m. to 1 p.m. Saturday at Norberg Memorial Home in Princeton. Cremation will be accorded after the service.

Lanark man killed after motorcycle hits deer Prairie Advocate staff

MOUNT CARROLL – A Lanark man died from injuries suffered in a motorcycle crash Saturday.

Toby Bausman, 53, was killed after the motorcycle he was driving struck a deer on Elizabeth Road west of Davis Road, about 5 miles northwest of Mount Carroll.

Carroll County Sheriff Jeff Doran said in a news release that deputies responded after receiving a 911 call at 8:05 p.m. Bausman, 53, was airlifted from the scene

to OSF Saint Anthony Medical Center in Rockford.

The Winnebago County Coroner’s office notified the sheriff’s department Sunday morning that Bausman had died.

His passenger, Beth Bausman, also of Lanark, was taken by Mount Carroll ambulance to FHN Memorial Hospital in Freeport. Her condition was unavailable at press time.

No further information was provided, and the crash remains under investigation.

THOMSON – Curtis and Anna Pilgrim of rural Thomson will celebrate 60 years of marriage on June 27.

Curtis and Anna (Dona), 1956 graduates of Iowa State University and Wartburg College, respectivey, met in August of that year as firstyear teachers in the Sheffield (Iowa) Community School. They were married in Bethlehem Lutheran Church in Anne’s hometown of Lost Nation, Iowa, on June 23, 1957.

The couple resided in Sheffield during the 4 years Curtis taught vocational agriculture, industrial arts, and farm shop in high school, adult farmer evening school, and was Future Farmers of America chapter adviser. Anna taught junior-high school social studies for 2 years before beginning to raise a family.

March 1, 1960, found Curt, Anna and infant son, David, moving from Sheffield to Thomson to engage in crop and livestock production. The family was further blessed by the birth of a daughter, Janice, in 1961, and a second son, William, in 1964.

Curtis and Anna are 57-year members of Carroll County Farm Bureau, and were named Top Superior Pork Producers by the Illinois Pork Producers Association in 1978. Curtis served as president of the advisory council to the Thomson school board, was a longtime member of the Carroll County Agriculture Extension Council, and was a charter member and secretary/treasurer of the Carroll County Pork Producers Association for 8 years.

The copule have been devoted members of First Evangelical Lutheran Church of Chadwick for

Curtis and Anna Pilgrim 57 years. Curt and Anna are a “call team.” Curt has served on many committees, and sang in senior choir for 24 years. Anna filled a vacancy on the church council in 1979, followed by election to two more 3-year terms – the first woman to serve on the council in that congregation. She was church treasurer for 7 years, has been a member of the Finance Committee for decades, and has been financial secretary of the congregation for 27 years.

Curtis, a decorated Army combat infantry veteran of the Korean War, founded the Color/Honor Guard of the Northwest Illinois Chapter 150 of Korean War Veterans Association in 1998, and has commanded it in numerous parades and events since. In 2002, he personally placed a wreath at the Tombs of the Unknown Soldiers in Arlington National Cemetery.

He was an honored guest of Honor

Flight of the Quad Cities in 2012, and again traveled to Washington, D.C., with VetsRoll in Beloit, Wisconsin, in 2014. He has written a book explaining “his war,” and his experiences fighting it, and has spoken to many groups on behalf of veterans and their service.

Curt and Anna have thee children: David Alan (Naddene) Pilgrim of Fairbury; Janice Kay (Mark) Winkler of Cottage Grove, Minnesota; and William Curtis (Denise) Pilgrim of rural Thomson; four grandchildren, five stepgrandchildren, one greatgranddaughter, and six step-greatgrandchildren.

Near the end of the school year, students started giving money to the fund.

The first one was Dylan Alexander, who gave $411 in profits from the business he started in the Creating Entrepreneurial Opportunities class at the Whiteside Area Career Center.

Alexander said he met Carley in school when they were little, and she was someone he always knew he could count on.

“We had some pretty deep conversations,” he said. “By high school, we became close friends.”

Shortly after, the other Milledgeville CEO students took what money they had left after paying off loans and donated $750 to Carley’s memorial and $750 to the Milledgeville American Legion.

Natalie Osterhaus and Alexander presented the CEO donation to the Harrielles on May 24.

Osterhaus said she knew Carley for about 9 years, and she wanted to give back.

“I enjoyed talking to her; she was pretty funny and easy to get along with,” she said.

Teams must have as many, or more, women than men.

The bags tournament consists of two-person teams, with divisions for adults and children. The fee is $40 per team.

All proceeds will fund scholarships, one of them being a Most Valuable Teammate scholarship for a Milledgeville volleyball player.

First, second, and third places for both tournaments, as well as awards and other prizes, will be presented at an after-party at 5 p.m. at Milledgeville Men’s Club, 204 N. Main Ave. All volleyball and bags tournament participants will receive a racerback tank top and free entrance into the after-party.

The public can attend the party for $10 for adults and $5 for children 12 and younger.

The cost includes food and two non-alcoholic beverages.

Arrest in hit-and-run death of Sterling native Prairie Advocate staff

PERU – A 39-year-old Oglesby driver who police say hit and killed a Spring Valley man before fleeing was in LaSalle County Jail Friday on $100,000 bond.

Luke T. Dobrich is charged with leaving the scene of a fatal accident, which carries 1 to 3 years in prison, in the death of Sterling native Wyatt Kenneth Lyle Wyatt, 22.

Wyatt’s body was found around 9:30 p.m. Sunday on 70 N. 2551st Road, just east of August Hills Winery and about a mile south of Peru.

Wyatt was born Feb. 26, 1995, in Sterling to Jolyn Wyatt, now of Browntown, Wisconsin, and Tom Wyatt of Hennepin. He graduated from Princeton High School in 2013, and worked at various jobs, including Sislers in Ohio.

his summer, the Carroll County Farm Bureau Ag in the Classroom program will be out and about promoting ag education to children ages 3 to 12. These programs will be held in various libraries throughout the county. In June, we will be learning about wind. A story will be read along with an interactive hands-on activity and snack. There is no cost to attend, but we are asking for reservations in order to ensure we have enough supplies. Â We will be at the York Public Library on Thursday, June 22, at 10 a.m.

On Wednesday, June 28, we will be at the Lanark Public Library at 10 a.m., the Savanna Public Library at 1 p.m., and the Wysox Township Library at 3 p.m. Contact your library to RSVP by 2 days prior to its event. Come join us for an hour of fun-filled education!

In just a few short weeks, the Young Leaders will be kicking off the pedal pull

City staff, council seek who owes for utilities Unfiled documents and unpaid bills found in drawer

LANARK – Aldermen and city personnel are working to determine who owes what parts of more than $84,000 in past-due utility bills discovered in a drawer at City Hall.

City Clerk Sabrina Yoeckel spoke with the council at its June 6 meeting about the situation. She took office April 19, after previous clerk Jackie Hawbecker chose not to run in the April election.

In late April, Yoeckel found a number of unfiled documents, the past-due bills among them, in a topdrawer filing cabinet. She also found 52 utility bills which were not mailed out for April.

“This was a situation that I found after I came into office. I’ve been trying to get into our old system to figure out how much of this is old, but I haven’t had a chance because of getting up to speed on the position,” Yoeckel said.

When customers pay in person using the postcards sent out as bills, village staff will tear the postcard in half, keeping one half as a record for when, how, and how much a customer paid, and giving the other half to the customer. Staff place the postcard stub in a folder. If a customer pays electronically, that record also is placed in a folder.

Lanark has about 788 utility customers who receive water, sewer, and garbage service in one bill each month, with an average of about 700 bills, City Clerk Sabrina Yoeckel said.

Residential customers pay $71 per month; senior citizens pay $65. Some businesses have the same rates, while other businesses pay a different rate. Businesses do have their meters read by city employees who use handheld devices.

Some customers choose to pay a year in advance, ask not to have bills sent each month, or receive e-mail notices.

Yoeckel said customers can pay with a check, cash, cashier’s check, or money order, whether in person or in a drop box at at CIty Hall. Payments also can be mailed or sent electronically, or customers can have their bank perform an electronic payment.

Bills are due on the 20th, but residents can have until noon on the 21st to pay, or the next business day at noon if the dates fall on a weekend.

As of March 31, the city’s unaudited utility revenue was $568,020, with $165,240 of that from water, $336,540 from sewer, and $66,240 from garbage, City Treasurer Carol Kruzek said.

In action items at their June 6 meeting, Lanark City Council members voted to approve: • A recommendation from the public relations committee that Police Chief Matt Magill take over maintenance of the city website, until officials can revisit the question.

Former Mayor John Huggins had been maintaining the site, and the council received multiple offers at varying costs. The committee recommended that Magill handle the website until members have more knowledge of costs, legalities, and other factors.

The appropriationS ceiling is $2,154,300 for next year, with a projected revenue of about $1.4 million.

“The appropriation is our wants and desires, but we cannot do all those next year,” Alderman Lance Leverton said.

Alderman Lara Tallman voted no, saying she didn’t believe the council should pass a budget that is at least closer to projected revenues.

“Mount Carroll chose to wipe it out of their system. They decided the charge and impact to community would be negative, and they chose to handle just under $50,000. I’m not encouraging that, it’s just how they chose to handle it.”

“There’s a lot of stuff in there. They weren’t sitting in a file,” Yoeckel said City personnel are figuring out who owes what for the unpaid bills.

“It depends on the account.

Some people are only 3 months behind. There are some people who are having bills that haven’t been paid for 2 years sometimes,”

Yoeckel said.

Staff are focusing on the unpaid bills before addressing what the other unfiled documents are. At present, the bill backlog is not affecting the village’s ability to pay its bills in turn, Yoeckel said.

There is no indication that any criminal activity took place.

“I don’t know why they weren’t sent out. That hasn’t been discussed with Jackie or anyone else, as far as I know,” Yoeckel said.

The village’s finance and water and sewer commitees will hold a joint meeting at 6:30 p.m. June 21 to discuss the situation, and procedures on how to deal with it.

Alderman Lara Tallman said Yoeckel has been having people coming in saying they’ve lost their job, been in the hospital, or otherwise been unable to make payments.

Tallman and Yoeckel are discussing creating categories for people who are attempting to pay on past bills, people who are

dead, businesses, and others.

The city then can create a template for methods to contact people who may owe money.

“Then you’ll get feedback from people,” Tallman said.

Mayor Ken Viglietta said he’s spoken with Mount Carroll’s mayor, Carl Bates, and city clerk, Julie Cuckler, who have dealt with a similar situation.

Lanark doesn’t carry the charges on its books as receivable, so there’s nothing to write off, Viglietta said.

Leverton said he was afraid that if the city goes with wiping the debt out of their system, people who owe money will say they’ll just hold out on paying.

“We do have some people who are trying to make amends. I think Lara’s right,” Leverton said.

Now Camarano has been asked to speak at the annual gala of the China General Chamber of Commerce planned for June 29 in Chicago. The engagement will give Camarano the opportunity to promote the region to about 600 Chinese business leaders and delegates.

The daylong event will have a theme of “New Era – Opportunities and Challenges in U.S.–China Economic Cooperation”.

The objective is to connect businesses from the world’s two largest economies to foster trade and investment opportunities, Camarano said. His goal is to showcase the region as an attractive place to do business.

The region’s location, workforce, and transportation assets should make it competitive for new investment dollars, he said.

When Camarano was hired in March 2016 to head up the county’s economic development efforts, county officials said it was time to think globally. Camarano came here from Las Cruces, New Mexico, which landed on the Global Trade magazine’s list of best cities for global trade during his tenure.

“Creating market awareness about our region is something we need to be doing, and our economic development department is taking the lead

on this,” said James Duffy, Whiteside County Board chairman. “We have a great story to tell, and I’m happy to see it getting out there.”

The region’s emphasis on solidifying relations with China mirrors efforts in Washington. Presidents Donald Trump and Xi Jinping recently held a summit in Florida, where they agreed to a 100-day plan to increase cooperation and trade between the nations that will soon account for two-thirds of the world’s economic activity.

Local business representatives can join him at the event for networking purposes, Camarano said.

They can take advantage of informational sessions, an exhibit hall, and a business matchmaking event, all at no cost.

DIXON – State Sen. Tim Bivins said he always tries to plan ahead, especially when it comes to entrances and exits.

The Dixon Republican announced Monday that he will not run for a fourth term in the state Legislature.

He will, however, finish his term which ends in January 2019.

Bivins’ run in Springfield started in March 2008, when he was appointed to finish the unexpired term of Geneseo Republican Todd Sieben. Sieben had resigned to take a job as a lobbyist for the ethanol industry.

Bivins had only 8 months

to gear up for his first race, but he breezed to victory over Democrat Marty State Sen. Tim Bivins Mulcahey in November 2008. Bivins was unopposed in the primaries and general elections in his 2012 and 2014 campaigns.

Bivins, 65, said that while the budget standoff has made the last couple of years difficult, it wasn’t what drove his decision.

“Yes, there have been frustrations, but there are also rewards,” Bivins said.

“We got a lot of legislation passed in this last session that has really helped the district. “If there are still

people who want you to stay, it’s probably the right time to leave.”

Bivins, who considers himself and his colleagues citizen legislators, said he’ll have been in Springfield nearly 11 years by the time his term runs out, and it’s time to give someone else a shot at fixing what ails Illinois. He also wants to stick closer to his Dixon base so he can spend more time with family.

“This is a big district, and I’d like to sleep at home and not travel so much,” Bivins said. “I have grandchildren here and it will be nice to see them more and get involved in their activities.”

Last week we talked about the ongoing budget battle. All of us are very aware of the deleterious consequences that stem from operating without a budget. Necessary social services and our education systems are suffering because of the impasse, and Springfield politicians are earning themselves some much deserved heat from constituents.

We have operated for 2 years without a budget, and that is completely unacceptable. Illinois deserves far better than political bickering. I read your comments every day, and I certainly understand the frustration you have with the lack of progress in the Legislature. Please understand that no one is more frustrated than I am.

It’s the first thing I think about every morning, and it’s the last thing I think about at night.

But as we focus squarely on the issue of the budget, I hope you’ll remember one thing: A balanced budget will heal many of our wounds, but it will not be a cure-all. I am extremely proud of our district’s passion for a budget to be passed, but I shudder at the thought of seeing that energy dissipate once we actually have a budget.

If we think that a budget is the answer to all of our problems, then we are dead wrong. Since 1995, more than 1 million people have left Illinois for another state.

Though there are several reasons why people have chosen to leave our state for places like Texas, Florida and Indiana, we cannot discount the fact that most

She is welcome to her opinion, but she wrote it as a statement of fact and her position might give her unwarranted influence. A statement after the fact would be better than no statement at all. Please consider this.

State Rep. Brian Stewart Please allow me to reiterate – I am in no way saying that passing a budget is not my absolute top priority – it is. But it is also crucially important to remember that once we pass a balanced budget, we will still have a lot of work ahead of us.

Fixing Illinois is going to take more than just a balanced checkbook.

Allow me to go a step further. Maybe instead of focusing on the question, “Why doesn’t Illinois have a balanced budget,” perhaps we should be asking ourselves a different question.“What is it going to take to keep people from

leaving our state? And how can we attract more people to our state?” If we create an environment in which job producers are welcomed with open arms and taxpayers aren’t met with an outstretched palm, only then will we be addressing the root of the issue.

And as an adamant believer in checklists, I have created a simple, three-step checklist to get our state out of the rut we are in and moving in the right direction: Step one is to pass a balanced budget. Anything less than a fully balanced budget will only delay the inevitable and allow for our financial situation to further deteriorate. Passing a shortterm fix just so politicians can claim victory isn’t the answer. Kicking the can down the road has serious consequences – which, given our current financial

woes, should be glaringly obvious to all of us.

Step two is less simple.

We cannot think of Illinois employers and taxpayers as being like dairy cows that can be milked over and over again without repercussions.

Every taxpayer is a unique individual who makes decisions based upon that which is in their own best interest and that of their loved ones. If a working family thinks that their quality of life will be better in Texas, then chances are they will uproot themselves and head to the Lone Star State. We cannot take taxpayers and employers for granted anymore. We need to support them – not extort them.

Step three is more difficult than it sounds. Once we have created a positive environment for working families and the employers that keep them in Illinois,

we have to maintain sustainability. The practice of coming up with “good ideas” on how to spend more money that we don’t have needs to come to an abrupt end. We must keep our focus squarely on growing our state and retaining our residents. Only then can we succeed.

As Florida Sen. Marco Rubio said, “We don’t need new taxes. We need new taxpayers – people that are gainfully employed, making money and paying into the tax system. And then we need a government that has the discipline to take the additional revenue and use it to pay down our debt and to never grow it again.”

For now, though, there is plenty left to do in Springfield. Lawmakers are still awaiting word on when they should arrive for a special budget session. After failing to pass a budget in the spring session, the new target date is June 30, a day before the new fiscal year begins.

The heat will be turned up considerably as a new school year nears. Many districts claim it will be difficult to reopen without

a budget because the state owes millions of dollars in categorical payments for special education, transportation, and other mandated programs.

“I hate to sit there and watch this unfold because it’s like watching a train wreck,” Bivins said. “You know what should be done,

but there’s nothing you can do about it.”

Bivins said he wanted to announce his decision early to give the GOP and prospective candidates time to plan. Over the weekend, he notified people in Springfield and the party chairs in his district’s nine counties.
