Vicky Humphrey of Morrison, who’s been cancer free for 7 years, stopped by to visit Rock Falls firefighter Brian Tribley on Saturday and sign the Pink Heals fire engine after her survivors lap at the Relay for Life of Whiteside County. Tribley, all decked out in his pink turnout gear, helped man the engine, which rolled into the Relay at Rock Falls High School’s Hinders Field. The annual Relay For Life cancer fundraiser and awareness event kicked off with a survivors and caregivers lap and wrapped up with the luminary ceremony. Seventeen teams took part this year. The Pink Heals program was started in 2007 by Dave Graybill, a former professional baseball player and firefighter from Arizona. Graybill wanted to change the focus of fundraising in the fight against cancer. The tour started with one fire engine, and now has 150 trucks in three countries that are driven by first responders and other volunteers. Cancer relay set for June 24 SAVANNA – The annual Carroll County Cancer Relay for Life will be June 24 at Old Mill Park, 9621 U.S. Route 52.

The opening ceremony will be at 5 p.m., with the cancer survivor walk at 5:45. Luminarias will be

lit about 9 p.m., with the closing ceremony at 10.

Walkers can walk around the road in the back of the park, or around the baseball field.

Len Wilson, a cancer survivor from Prophetstown, will give a testimonial and play music. Shaw’s Foods

will have a lunch stand on the grounds, and a silent auction will be held at the Plum Hollow shelter.

In the wake of more budget futility in Springfield, credit rating agencies Standard and Poor’s and Moody’s downgraded the state’s credit rating Thursday. Illinois has gone nearly 3 years without a budget, is struggling with increasing pensions liability, and has unpaid bills totaling $14.5 billion. The state’s credit ratings have been downgraded eight times since Gov. Bruce Rauner took office, and are now just one notch above junk status.

State Rep. Tony McCombie, R-Savanna, said she figures House Democrats Rep. Tony McCombie didn’t think they had enough support. The freshman legislator said that if bipartisan backing was needed Wednesday, the supermajority requirement should force Democrats to work with GOP lawmakers.

Now 71 votes are needed, and there are only 67 Democrats. “We went over the Senate’s budget bills Wednesday in caucus and I anticipated they’d come over,� McCombie said. “I think that with the tax hikes they just didn’t have enough votes.�

For State Sen. Tim Bivins, R-Dixon, however, the lack of action in the House wasn’t unexpected. “While talk that the circus gave its final performance was greatly exaggerated, this was the usual stuff you see in the last 48 hours of a session,� Bivins said. “There was a late run on legislation, things can change rapidly, and then people look at the clock and start to panic.�

Bivins’ colleague in the Senate, State Sen. Neil Anderson, R-Andalusia, said progress was made in the spring session, but the people of Illinois should expect more. “They deserve leaders who will put partisanship aside and put the people of Illinois first to pass a real balanced budget,� Anderson said in a news release.

Anderson said lawmakers must get back to work to hammer out a full budget before the new fiscal year begins. “There is still time to get this done before July 1, but that means getting serious about addressing the crisis facing our state and getting back to the table right away,� Anderson said.

Local lawmakers expected to be called back to work this week after missing the General Assembly’s spring session budget deadline.

The new target date is June 30, a day before the new fiscal year begins.

That task is made more difficult now that a threefifths majority is needed to pass a budget. A simple majority would have done the trick had the vote come before midnight last Wednesday.

Both local legislators in the House said they were surprised that Democratic House Speaker Michael Madigan decided not to call for a vote before the deadline.

Senate Democrats on May 30 had sent a plan to the House, without GOP support, that included hiking the income tax from 3.75 percent to 4.95 percent.

Coupled with an extension of the sales tax to several areas, the tax increase totaled $5.4 billion.

The Senate had also approved a $37.3 billion spending bill to fund state programs in the new fiscal year, but nothing made its way to the House floor for a vote. “I figured they’d put something out there,� said state Rep. Tom Demmer, R-Dixon. “They’ve put out unbalanced proposals before, so I thought it seemed out of character for the Speaker to not call for a vote.�

Demmer, who is on the human services appropriations panel, said everyone will come up with spending plans in their particular areas, but he isn’t sure how things will proceed from there.

“Several budget options have been introduced but not voted on,” Demmer said. “Appropriations could look at those to build on or start from scratch – that’s the big question mark.”

There was action on several other fronts in the spring session, including passage of a bill to change the formula used to fund schools. Late Wednesday, May 31, the Senate voted

for the bill that had already made it through the House.

A late change to the bill bumped up the percentage of new money that would go to the Chicago Public Schools, angering downstate legislators who wanted a more equitable system for distributing state funding.

The bill provides that no school district would receive less than it did before the changes. The bill also promises $705 million in new funding, of which 70 percent would go to the Chicago Public Schools, which has only 23 percent of the state’s students.

“They’ve been working on this bill for about 3 years, and it was completely hijacked,” McCombie said.

Bivins agreed with Gov. Bruce Rauner’s assessment that the bill was a bailout for the Chicago schools.

“The Speaker had said there’s no free lunch for anyone, but this has Chicago getting free lunch, breakfast and dinner,” Bivins said.

The GOP lawmakers said it would be unwise to assume the state can come up with a significant funding increase for schools before a new budget is in place.

Rauner promised to veto the bill, and it has been put on hold. The governor now has more than the usual 30 days to act on the legislation, and it will likely go back to lawmakers for more work.

MOUNT CARROLL – The New Spirit Band will perform at an ice cream social at 2 p.m. June 25 in the courtyard in downtown Mount Carroll. A quartet from First Evangelical Lutheran Church will open the program performing a few of their own favorites.

The New Spirit Band is a musical group that was formed 25 years ago as part of St. John’s Church in Savanna.

For the past 10 years, it has become ecumenical, sharing contemporary Christian music in many different churches throughout northwest Illinois and eastern Iowa. Today’s band members represent four different religious denominations, hail from six different towns, and range in age from high schoolers to retirees.

The quartet from First Lutheran includes JoLyn Kruse, Maddie Olson, Hannah Walters, and Alan Schroeder. The four have joined together just for this event and will add further variety to the program with a repertoire that includes both Christian and secular tunes.

Obituaries Sgt. 1st Class Keith J. Mayne

MILLEDGEVILLE – Sgt. 1st Class Keith J. Mayne, 39, of Milledgeville, died suddenly Thursday, June 1, 2017, at his home.

Keith was born Jan. 6, 1978, in Richland Center, Wisconsin, to Nora (Baker) and Jim Mayne. He grew up in Boscobel, Wisconsin, and enlisted in the Army. He later graduated from University of Wisconsin–Platteville as an education major. He married Lisa Waldman on Feb. 23, 2002. They were blessed with two beautiful girls, Leslie, 8, and Lacey, 5.

Keith was a loving husband and father, as well as a dedicated patriot, teacher and coach. He most loved spending time wrestling or playing sports with his girls, but also enjoyed tinkering with model airplanes and hunting. He was an avid athlete and a champion of justice.

He was a 20-plus-year military service member and sgt. 1st. class at the U.S. Army Reserve Element at the Rock Island Arsenal. He taught and coached for 9 years at Chadwick Junior High.

Keith will be deeply missed by his wife, Lisa, and two children, Leslie and Lacey, all of the Chadwick-Milledgeville community; his mother, Nora Halverson of Boscobel; two sisters, Cherryl (Jonathan) Knowles of Boscobel, and Chandra Mayne of Milwaukee; one brother, Ryan Mayne of Prairie du Chein, Wisconsin; his stepmom, Wendy Mayne of Prairie du Chein; several nieces and nephews; and many extended family members.

He was preceded in death by his father.

The funeral was Sunday at Chadwick Junior High School. Burial was at Chadwick Cemetery.

In lieu of flowers, a memorial has been established for his daughters’ education.

Floyd Griffy

THOMSON – Floyd Griffy, 69, of Thomson, passed away Friday, May 26, 2017, in Houston.

Floyd was born Oct. 2, 1947, in Effingham, the son of James Leroy and Helen (MasonMascher) Griffy. He attended Newton High School, graduating with the class of 1965. He received his bachelor’s degree in music education from Southern Illinois University of Carbondale. Floyd furthered his education with his master’s degree in education from Western Illinois University in Macomb. Floyd married the love of his life, Kathy Eslinger, on June 20, 1970.

Floyd taught music for fifth through 12th grades from 1969 until 1991 at Thomson schools. Floyd later took over Griffy Jewelry Stores in Olney and Newton, retiring in 2016.

Floyd was a member of Thomson American Legion Post Donald Ashpole 1025, Olney Petroleum Club, Olney Elks, and Newton Masonic Lodge 216.

Floyd will be lovingly remembered by his wife of 46 years, Kathy of Thomson; two sons, Garrett (Sheena) Griffy of Fulton and Brent (Julie) Griffy of Katy, Texas; five grandchildren, Elizabeth, Katherine, Garrick, and Kara Griffy, and Kearra Kohrt; and a brother, Clyde (Linda) Griffy of Cummings, Georgia.

Floyd was preceded in death by his parents; a brother, James Griffy; and a nephew, Philip Griffy.

A graveside service will be at 11:30 a.m. Sunday at Lower York Cemetery in Thomson. After the graveside service, a celebration of life will be from noon to 4 p.m. Sunday at Tipton Auction House in Thomson.

Monument to be re-dedicated Prairie Advocate staff

MOUNT CARROLL – A rededication ceremony for Mount Carroll’s Civil War monument will take place from 3 to 4 p.m. June 17 at the monument, on the northeast corner of the courthouse square at North Clay and East Market streets.

The monument was first dedicated in 1891, and

received new lighting earlier this year.

City Mayor Carl Bates will give a welcome, followed by a presentation on the monument’s history from the city’s sesquicentennial committee. Carroll County Sheriff Jeff Doran, American Legion Post 67 Commander Rich Ottens, and Ret. Air Force Col. Jeff

Kromer each will speak.

Members of the Galena Generals, reenactors from the Galena-Jo Daviess Historical Society, will read a portion of the list of Carroll County soldiers who died during the Civil War. A drummer will play between each general’s presentation. A reenactor portraying Gen. Ulysses S. Grant will make a closing

statement, followed by the sesquicentennial committee discussing upcoming events.

Len Anderson will give announcements about a car cruise, taking place from 4 to 9 p.m. in the downtown.

Letters and Commentary Capitol Report: Everything ... except a budget

L

ast week was our last chance to reach an agreement on the budget before the legislative session came to a close.

Last week we passed bill after bill – but none of those bills was a budget. Though we find ourselves without a resolution to the budget crisis, there is still some hope that an agreement can be reached during a special summer session.

As your state representative, passing a balanced budget is my top priority. But we should also be acutely aware of our overarching goal – to chart a course that makes our state both economically prosperous and fiscally sustainable. If we don’t accomplish this goal, then we can expect to hemorrhage more and more of our population.

Last year, Illinois lost more than 114,000 residents to other states, and our overall population declined by nearly 40,000. The obvious ramifications are that those of us who remain must somehow make up for the lost tax revenue or else necessary state and local services will fail. But here’s the $200-plus-billion question: if we keep raising taxes on those who remain in Illinois, at what point do most residents decide they’ve had enough?

We already know that Illinois has one of the highest overall tax burdens in the nation. Here’s something else we know – the top three states receiving the lion’s share of Illinois’ mass emigration are Texas, Florida and Indiana. All of those states have much lower overall tax burdens than the Land of Lincoln.

I think it’s time we start taking the hint.

Illinois has been mismanaged for decades.

There’s no disputing the fact that we Rep. Brian Stewart are facing systemic issues that date back half a century or more. But when it comes to doing the right thing, there is no time like the present. This is the hand we’ve been dealt, and it is imperative that we don’t fold under pressure.

Governor Rauner has made it clear that he wants to see major reforms. And considering the fact that Illinois has well over $200 billion in unpaid bills and unfunded obligations, I would have to agree that major reforms are necessary.

The governor has also said that he would like to see Republicans and Democrats work together on closing the budget shortfall so that

we can finally have a truly balanced budget. Without a doubt, it’s going to take some teamwork to make a truly balanced budget a reality.

But instead of working together to close the spending shortfall, the House and Senate have spent the past few months dreaming up ways to add to it. Bills were passed by the Legislature that would have added millions more to the already towering shortfall. Last year, the Senate Democrats’ budget shortfall was $4.6 billion.

This year their budget was $7 billion out of balance.

In fact, this year’s budget was so terrible that Senate Democrats decided to kill their own bill before it ever even had a chance to reach the governor’s desk.

Considering all of this, how could we possibly reach a consensus on a budget?

Well, I believe that if we can

agree on four basic premises, then we can find the common ground that is necessary to come to a long-overdue agreement on the budget.

1) At nearly a quarter of a trillion dollars, Illinois faces an unprecedented backlog of debts and obligations.

2) As evidenced by 114,000 residents fleeing the state in 2016, we can deduce that Illinoisans aren’t content with their heavy tax burden.

3) If we raise that tax burden without providing any reforms or demanding any fiscal sustainability, then we can expect a deluge of Illinois residents flooding into tax-friendly states.

4) Political theater and virtue signaling only serve to add to the frustration of Illinoisans.

Political games can never replace productive action.

The problem is very real, but the solution is very simple: we have to work together. If we can agree on the above

premises, then our two sides can start moving toward each other. Our only course of action is to put the past behind us and chart a new course for the good of Illinois. As we enter summer session, that is my top priority – making Illinois economically prosperous and fiscally sustainable once again.

Milton Friedman once said, “Governments never learn. Only people learn.�

Though I’m not as cynical as Mr. Friedman, he does have a relatable point – if Illinois is to succeed, then we must learn from our past mistakes. If our Legislature can learn from the past and look to the future, then I am confident that we can pass a balanced budget and make Illinois prosperous again.

Letter: 10 years later, Pitter Patter Pantry going strong

It’s hard to believe that 10 years have passed since the opening of the Pitter Patter Pantry. What began as an idea for a nursing capstone project turned into a decade-long grassroots effort to serve the children of Carroll County. On a cold winter day in January 2007, a group of concerned volunteers met in Lanark at the United Methodist Church. Those attending represented a variety of interests – Carroll County

Health Department staff, nurses, teachers, U of I Extension staff, Early Childhood Right Steps staff, pastors, and many others.

During subsequent meetings, plans began to develop as we created the structure for the program, obtained a location, and recruited more volunteers.

Donations began to pour in from across the county – from individuals, from organizations, and from businesses.

CHADWICK – Eight local students have been awarded $1,000 Andresen Ag Scholarships.

Recipients are graduating seniors who have been accepted at an accredited community college or technical school and are based on need, scholastic ability, moral character, leadership qualities, and community involvement.

Scholarship winners are:

‘Winds of Battle’ will blow at Apple River Fort this month Prairie Advocate staff

ELIZABETH – June weekends at Apple River Fort State Historic Site will be devoted to the “Winds of Battle” as historic interpreters demonstrate pioneer life under the threat of attack.

Civilians built the tiny fort in 1832 out of fear that they would be attacked by Black Hawk and his band of Sauk and Meskwaki warriors.

Interpreters will show how the fort’s residents made lead bullets,

rolled cartridges and loaded muskets. They’ll also provide insight into the pioneer’s coping strategies when facing life-anddeath challenges.

Militia accoutrements will be on display, and demonstrations

of hearth cooking with authentic recipes will take place on Saturdays.

Morrison (22-3) settled down from there, committing no errors the rest of the way. Rice (21-2) settled in, too. After issuing a walk in the first, she handed out no more free passes the rest of the way, and ended the game with five strikeouts.

“I did come out not spinning the ball as much as I needed to, but I came out the second inning knowing I needed to pitch to my defense,” Rice said. “I did that the first inning, but we had some errors. I came out changing my speeds up, and that did work.”

Beecher pitcher Kayla Hon (163) relied on her riseball and put her trust in her defense. She allowed just one run while scattering seven hits and striking out four.

“It really built our confidence, because we really didn’t know what to expect coming into this game,” Hon said. “We get a four-run lead, it really just gives us confidence for the rest of the game.”

Morrison got one run back immediately, as Brooke Stralow hit a solo home run in the top of the second. But that was all the offense the Fillies managed.

For most of the game, the Morrison hitters took good swings and made solid contact, but instead of line drives finding the gaps or hot singles darting through the defense, the Fillies were hitting lazy fly balls to the outfield. That would not be enough on a day when the Cats’ defense was flawless.

“The girls just needed to drive the ball a little bit more,” Deter said.

“I think some of us were trying a little too much to try and get that big hit instead of just getting the ball in play. We tried to make some adjustments, moving in, moving back, and that didn’t work.”

Morrison was on the wrong end of some bad luck at times when the Fillies did make good contact.

“I felt like we didn’t have quality at-bats and we weren’t stringing the runs together,” Stralow said. “We got hits here and there, just never together.”

Madison Steines was hit by a pitch with one out, then Melton singled up the middle and Vos beat out an infield single into the hole at shortstop to load the bases with two outs. Workman then hit an infield single, again to the hole at shortstop, to bring Steines home to make it 3-0, with the bases still full of Fillies. Next up was Rice, who took the first pitch she saw from Dudek way over the fence in leftcenter field for a no-doubtabout-it grand slam.

“I just knew I needed to take my hands and bat to it,” Rice said. “I gave it all I had, and it went out.” It was Rice’s third at-bat, and the eighth hit given up by the Dudek. The Panthers hoped the soft-tossing lefty could get through the Fillies’ order one more time to bridge the gap to the harder-throwing Mariah Clark.

“We were going to try to get through their order one more time then bring Mariah in,” Engelhardt said. “Now we wish we would’ve done it earlier, but Daisy pitched well. That’s the way it goes sometimes.”

Clark tossed the final two innings for Pinckneyville in no-hit fashion, striking out four. She threw just one ball to 20 strikes to retire the Fillies in order.

STERLING SECTIONAL May 30 Marengo 2, Sterling 0: For 5 of the past 6 seasons, the Golden Warriors and Indians have met in a 3A sectional round. Tuesday’s 3A sectional first-round game between the two was no different than most of those meetings – simply a couple of key moments that changed the entire outcome.

All it took for Marengo were two pitches from Sterling pitcher Jayme Eilers, both being hit over the outfield fence for the lone runs in

Van Buren and reliever Clay Milas all struggled at times with keeping their pitches from going too far inside.

The four pitchers combined for nine hit batsmen, and Sterling junior Turner Morse and Central senior David Lamber each got plunked twice. Sterling (22-11) led 2-0 after one inning before Central tied it up the next inning. The eventual go-ahead run was scored on Willman’s second straight hit batsmen, which came with the bases loaded and Joshua Noeska receiving the bean.

Zach Schutta opened Central’s second inning with a solo home run to left field to cut Sterling’s lead in half, and the homer became the start of a continuing offensive barrage for the Rockets (28-9). Milas’ sacrifice fly tied the game at two.

Milas led off the fourth inning with a home run to left-center field, and Noeska hit the first of his two homers with one out and Lamber on base for a 6-2 Rockets lead.

Sterling came back in the bottom of the fourth off of Milas. Elias Edmondson collected an RBI single, and Turner Morse reached on his second beanball, which loaded the bases for Trey Morse. Trey hit a line drive to Van Buren, who had switched spots with Milas at second base and doubled up Turner Morse at first base on a close play. Van Buren’s throw to Central first baseman Bradley Dinges was low, and Dinges couldn’t get a hold of the ball as it slowly rolled past the first base line.

However, Dinges, who was already on his knees, laid down and stretched his glove hand to the ball to try and pick it up while his feet were on top of the base. The pick up of the ball barely beat out Turner Morse’s return back for the third out of the inning.

Trey Morse and Willman each had RBIs in the sixth inning to inch the gap closer to 7-5, but Van Buren notched a seventh-inning RBI single and Noeska drew a bases-loaded walk (for his fifth RBI) to push further ahead.

Unfortunately for them, the Burlington Central Rockets did plenty of banging during a 3A Sycamore Sectional semifinal. Golden Warriors pitchers gave up four Central home runs and a combined 13 hits in a 9-5 loss at Sycamore Park District Sports Complex. Sterling starting pitcher Tyler Willman had trouble taking a southeast wind into effect while throwing.
